Below is your quick guide to the SOPA. • The State of the Province address is a speech made by the Premier of Gauteng, David Makhura • The State of the Province address is fondly known as SOPa in short. • SOPa is when the Premier addresses members of the Provincial
Parliament during the opening of the Gauteng Provincial Legislature. • Being the Parliament of the Province, the Legislature is a House comprising the Speaker (who Heads up the Legislature) and Members of the Provincial Legislature (MPLs) from various political parties, as per the vote of the Gauteng Province. • Political parties get seats in the Legislature through a system of proportional representation – meaning, the party with the majority of votes gets the majority of MPLs in the House. • The SOPa follows after the State
of nation address, delivered by the President Jacob Zuma, in Cape town during the opening of Parliament. • This is when the Premier lets it be known what the achievements of the previous year were and to improve where they failed. • SOPa includes issues such as education, health and social development; growing the economy, the creation of jobs; and infrastructure and development of the informal settlements around Gauteng. Therefore, SOPa addresses visions and goals for the Gauteng province in long term. • Last year, the opening of the Leg-

islature and SOPa took place in Saul tsotetsi Sports Complex in Sebokeng township, Sedibeng District Municipality. The reason for this is so that people don’t always disassociate themselves with something that feels foreign to them. Therefore, bringing it closer to the people. • Only the invited members of the Provincial Parliament and public may attend the actual event. However, everyone can be a part of the occasion by visiting local viewing areas to hear what is being said.

Balfour mother of two becomes the College top achiever! Promise Vilakazi (25) became the College top achiever at Balfour Campus. She is enrolled for Office administration and passed her level 2 with a total of 6 distinctions. Promise was the first student at Balfour campus, which opened its doors in 2014, to obtain 6 distinctions. Promise was born and bred in Duduza, a small township outside Johannesburg. Her childhood was troublesome after her mother and father divorced. She stayed with her mother for some time and later moved to Piet Retief to stay with her grandmother. She moved back to Gauteng in 2002 after her grandmother passed away. However, she persevered in school. She matriculated in 2008, but due to financial problems she could not further her studies. In 2016, Promise enrolled at GertSibande tVet College for Office administration. “I joined the College after I heard that they offer bursaries to needy students from poor backgrounds, I applied and got the bursary. I remember the day, because it was one of the best days of my life,” she said. according to Promise, she wanted to become a pilot when she was young, but that dream was not possible due to her financial circumstances and due to the fact that she has lost contact with both her parents. “I have not seen my mother or father in a long time and I do not know where they are,” she said. “I decided to enrol at GertSibande tVet College because I want a better life for my children and I have realised that the only way I can be able to provide them with a better future is through education,” she alluded. Promise and the father of her children, elvis Mcamphalala, have big dreams for their future and their children. They stay together at his mother’s house. They are both students at Balfour Campus enrolled for the same course. Promise got 6 distinction and elvis got 5 distinctions. “We are both focused on our studies because we want a better future for our children,” he also said. elvis’s advice to other young parents is that they should not give up on their dreams and they should go back to school and educate themselves. He agrees that it is not easy, but he maintains that they need to prioritise their time. Promise’s advice to other students who want to get good grades is that they need to be dedicated to their school work and work hard from the beginning of the year. Promise and elvis future goals include furthering their studies to university level. “I want to see myself with an honours degree,” said Promise. She concluded by stating that, young people should be resilient despite the difficult circumstances they may find themselves in. “With education.

Gauteng farmers urged to be vigilant of FAW GautenG Department of agriculture and Rural Development (GDaRD) has urged farmers to be on the lookout for the Fall army Worm (FaW) so they can get help on time. The MeC for agriculture and Rural Development, Lebogang Maile, said that the invasion of the worm, which is ravaging crops in some parts of the country, requires a coordinated approach by all stakeholders involved. MeC Maile said the department is in touch with farmers and the national Department of agriculture, Forestry and Fisheries to ensure a coordinated intervention. “The department has already dispatched a crop scientist to verify suspected infestation in the Bronkhospruit area, where the worm has affected yellow maize planted on 45 hectares of land. “Suspected pest infestations were also detected in the north and the north-
east of Pretoria. GDaRD experts continue to be on high alert in responding to situations that may affect farmers in the province,” said MeC Maile. He warned that the spread of the army worms is a potential threat to food security and it negatively impacts on the economic activities of small scale farmers in the province. "Farmers cannot afford any further setbacks following the end of a long rainless season." He urged farmers in the province to contact their nearest regional offices to enable timely interventions by experts. Parliament committee approve new NSFAS model!
tHe Parliamentary Portfolio Committee on Higher education and training says it is satisfied with the student-centred model introduced by the national Student Financial aid Scheme (nSFaS) for funding applications.
nSFaS appeared before the committee on Wednesday, February 15. Through the student-centred model, students are now required to apply directly to nSFaS and this has resulted in an increased
number of applications. This model was piloted in 2015. nSFaS revealed that 380 000 new applicants have registered on the nSFaS website.
Chairperson of the Portfolio Committee, Connie September, said the student-centred model has a lot of potential, but that nSFaS should “perfect it and curb any challenges relating to applications”. “The transition [from the old model to the
new model] wasn’t smooth but it has not been bad either. The efforts made to make sure that poor students are accommodated and given access to higher education is most welcome. “The committee welcomes the improved resources and the attention tVet (technical and Vocational education and training) students are getting, as well as the increased funding availed to individual students. “nSFaS is in constant contact with all the
stakeholders to make sure that the programme is successfully implemented,” said September. She said the committee had noted that where there had been demonstrations this year, it has not been as a result of nSFaS. The scheme has already intervened at Walter Sisulu university, even though the matter involved late applications for placement. – SAnews

SARS warns of job scam!
The South African Revenue Service (SARS) has warned job seekers to be vigilant of an employment scam doing the rounds. “SARS has noted a SARS-branded e-mail that is being circulated which confirms acceptance of the recipient into a bogus SARS Learnership Programme. The prospective applicant is then instructed to make a deposit of an ‘administrative fee’ into a Shoprite Money Market Service account for the application to be processed,” said the revenue service on Thursday, February 17. The e-mail scam is an adaptation of another scam where individuals posing as SARS staff notify people that they have been successfully employed by SARS and are required to buy uniforms and identity cards which are SARS-branded and appear authentic. “Members of the public are reminded that SARS will never ask that a payment be made into any other account. SARS does not endorse commercial venues. The public is also urged not respond to e-mails from unknown sources. Any correspondence can be verified by contacting the SARS contact centre or the nearest SARS branch,” it said.

Gauteng MEC for Roads and Transport, Ismail Vadi, has launched a R50 million road rehabilitation project between Meyerton and Alberton/Katlehong in Sedibeng. “This is an old road that is nearing the end of its serviceable life and needs to be fully upgraded. It provides a link between Meyerton and Alberton/Katlehong and serves as an alternative route to the R59, which is an extremely busy road,” MEC Vadi said on Friday, February 10.
The six-month project is scheduled to be completed by August and the contractor was appointed using the Gauteng Provincial Government’s “Open Tender” system.
The road under construction has two rivers that cross it and can help to stimulate industrial development in an area that is largely rural and agricultural in nature. “A key challenge in this region is unemployment and the low rate of economic growth. I hope that the upgrading of this
road will strengthen the links between industries in Sedibeng and Ekurhuleni, create jobs and promote local economic growth,” MEC Vadi said. An important component of the project is local sub-contracting and labour employment, particularly for women, youth and people living with disabilities. “I hope that the upgrading of this road will strengthen the links between industries in Sedibeng and Ekurhuleni, create jobs and promote local economic growth of this region,” added MEC Vadi.
Development finance institutions to be incorporated! The National Empowerment Fund (NEF) will become a wholly-owned subsidiary of the Industrial Development Corporation (IDC), the Ministers of Trade and Industry and Economic Development announced on Wednesday, February 15. Making the announcement in Cape Town, Trade and Industry Minister Rob Davies and Economic Development Minister Ebrahim Patel said the incorporation of the NEF into the IDC is to meet the demand for funding by black entrepreneurs. The merger will promote increased broadbased black economic empowerment with a specific focus on promoting black industri-
alists. The decision is in line with the affirmation by President Jacob Zuma in the State of the Nation Address (SONA). President Zuma said: “The quest for radical economic transformation must seek fundamental change in the structure, systems, institutions and patterns of ownership, management and control of the economy in favour of all South Africans, especially the poor, the majority of whom are African and female.” Government has identified both the IDC and the NEF as central in implementing radical economic transformation and development policies, particularly in light of
renewed efforts to develop black industrialists. The Department of Trade and Industry (dti) and the Economic Development Department (EDD) will appoint a technical team to drive the merger of the two institutions, while Minister Davies will continue to provide legislative and policy guidance to the National Empowerment Fund. The two Ministers are confident that this historic integration of two leading development finance institutions (DFIs) will enhance the country’s developmental aspirations, as outlined by President Zuma in the SONA.

The legitimacy of payment channels can be verified via the SARS contact centre or on the SARS website. • The location and listing of all SARS offices and branches can be found on the SARS website.
