The Executive Mayor Cllr Mzwandile Masina and officials from the City awarded the 100 shining stars based in Ekurhuleni on Thursday, February 14, at Emperors Palace's Red Roman Shed in Kempton Park. These outstanding achievers are part of 100 hopefuls nominated by communities for the inaugural 100 - Ekurhuleni Shining Stars Mayor's recognition. The 100 Ekurhuleni Shining Stars is a programme in the Executive Mayor's office that identifies selfless young individuals who work behind the scenes without seeking the limelight for their efforts, yet reaching out to help others overcome life’s challenges without expecting rewards or recognition.

Two Dowerglen pupils hospitalised after gun shots were fired inside school premises!

An 18 year old pupil from Dowerglen high school in Edenvale, sustained upper body gunshot wounds alleged to have been fired by criminals who were running away from the police inside school premises.

The second pupil was hospitalised due to state of shock.

The City of Ekurhuleni Disaster and Emergency Management Services (DEMS) firefighters and paramedics responded quickly to the scene after receiving the call of the incident on Wednesday morning, February 13.

“On arrival, an eighteen-year-old boy was found to have sustained upper body gunshot wounds.

One was entrance and exit wound through the upper right chest while the second wound was on the upper right arm where the bullet was stuck in the flash. Due to fear, the second pupil was hospitalised because of the state of Shock she found herself in.

Two other pupils were treated on scene by paramedics and release after recovery,” said William Ntladi (DEMS spokesperson).

According to reports, two armed perpetrators were running away from the police for the crime committed outside the school premises.

They managed to jump over the school fencing and started shooting randomly, hence the pupil was struck by a stray bullet that broke through the window glass.

The two perpetrators were apprehended on scene by the police.

2 Dead, 1 injured at Edenvale High School!

Just over one kilometre away from Dowerglen high school, another education institution witnessed crime in their schoolgrounds.

The swift action of the Security Company has led to the arrest of one armed robber and five others who attempted to rob the Edenvale High School in broad day light!

This incident occurred on Thursday, February 22 and the police confirm that two suspects were shot dead and one injured during the shoot-out.

An active manhunt is in progress as security officers and SAPS members searching the surrounding area for the remaining suspects.

Duduza man arrested with R242k fake cash!

On Monday, February 18, police in Duduza arrested a 37 year old man after raiding his house, where he lived with his wife in Bluegum View.

Police found the man with counterfeit notes worth R 242 900, 00 and was immediately arrested for being in possession of the fake money. The suspect could not give satisfactory explanation to the police about the status of the counterfeit notes, which he stashed in the black plastic bag in his house.

“This suspect was apprehended as a result of the intelligence driven operation from a long survey by police. Currently as police we cannot rule out the possibility of more arrests in the matter, but we’re working hard to put an end to this ring of counterfeit notes in our society,” said Sergeant Harry Manaka.

“This is the biggest amount of fake money to be found. As police we’re delighted that it is removed from our streets,” said Manaka.

Two suspects apprehended for stolen car batteries in Nigel!

In the early morning hours of Wednesday, February 20, the Ekurhuleni Metro Police (EMPD) Equestrian Unit members were their on routine patrol in the Nigel area, when they discovered two men found with car batteries.

According to police, the

car batteries were stolen on the previous night in the Nigel rural areas.

The arrested pair, aged 28 and 38 respectively, were detained at Nigel police station charged with possession of stolen property.

They are expected to appear in the Nigel Magistrate’s Court soon.

Mzansi's Unemployment down to 27.1%!

South Africa’s unemployment rate decreased by 0.4 of a percentage point to 27.1% for the fourth quarter of 2018, Statistics South Africa (Stats SA) announced on Tuesday, February 12.

This means that the number of employed persons increased by 149 000 to 16.5 million in the last quarter of 2018, while the number of unemployed persons declined by 70 000 to 6.1 million when compared to third quarter of 2018.

Announcing the results of the Quarterly Labour Force Survey (QLFS) report at a media briefing in Tshwane, Statistician General Risenga Maluleke said this resulted in an increase of 79 000 (up by 0.3%) in the number of people in the labour force.

% of a percentage point to 43.3% and the unemployment rate declined by 0.4 of a percentage point to 27.1% compared to the third quarter of 2018.

Employment increased in three of the

four sectors in quarter four, with the formal sector recording the largest employment gains of 92 000, followed by private households with 65 000 and agriculture with 7 000.

Informal sector employment, on the other hand, declined by 15 000 jobs.

The industries that recorded declines in employment were community and social services, with 51 000 losses, transport with 30 000, utilities with 22 000 and construction with 21 000.Employment gains were recorded in five of the nine provinces in the fourth quarter of 2018.

The largest employment increases were recorded in Gauteng at 86 000, Free State with 33 000 and Western Cape with 26 000.

The Eastern Cape and North West recorded the largest employment losses with 15 000 and 6 000 respectively.

MEC Creecy wants your Budget inputs!

The MEC for Finance in the Gauteng Province, Barbara Creecy is needs your comments, inputs and suggestions on how the provincial government can best spend its 2019/20 budget.

Last year, MEC Creecy announced a R121.2 billion budget for the 2018/19 financial year in the Gauteng Provincial Government.

The Health and Education departments were the biggest beneficiaries of the budget with the Health Budget increasing by R4.4 billion and Education by R3.4. billion.

Overall R31.8 billion was set aside for infrastructure programmes over the next three years which include building new schools, rehabilitating health facilities, upgrading roads, renovating hostels to become family units and building houses and serviced stands.

The MEC said that the Gauteng Government is proud of its track record in using government’s massive

procurement spend to drive meaningful transformation, empowerment, job creation and economic inclusion in the mainstream economy.

“Over the last four years R57.7 billion has been spent on procuring goods and services from 12 041 firms owned by historically-disadvantaged individuals. Included in this overall figures are 7488 companies owned by women, and 5539 companies owned by youth and 2145 companies owned by people living with disabilities,” MEC Creecy said last year during her budget address.

On Tuesday, March 5, the MEC for Finance will be tabling the 2019/20 budget and asked the communities of Gauteng to help them find ways to save money and spend it wisely.

Re-igniting the spirit of resilience and excellence in the province!

Extracts and from the address by Premier David Makhura on 18 February 2019 in Alberton Civic Centre at the Opening of the Gauteng Provincial Legislature.

Mega special economic zone

The Gauteng government will be more aggressive and decisive in pushing their vision of turning the province into a single, multi-tier, mega special economic zone, the Gauteng City Region Economy.

The provincial government has already started a compact and highly integrated single economy, Premier David Makhura said on Monday.

He was delivering his last State of the Province Address (SOPA) at the Alberton Civic Centre, Ekurhuleni, ahead of the May general elections.

Makhura used his speech to reflect on the progress made by the province since the dawn of democracy.

The economy has grown five times - from R290 billion in 1996 to R1.5 trillion in 2017.

The number of people employed in the Gauteng economy has also doubled – from 2.6 million in 1996 to 5.163 million in 2018.

Township economy

The provincial government has made irrefutable progress in the township economy by providing financial and non-financial support, access to markets and invested substantial resources in industrial infrastructures such as agri-parks, industrial parks, automotive hubs and eKasi Labs.

Prior to 2014, Makhura said the provincial government’s procurement spent on township businesses was R600 million and over the past five years has procured goods and services from township businesses, worth more than R22 billion.

“Gauteng is the pioneer, laboratory and leader in the revitalisation and transformation of township enterprises into sustainable and job-creating businesses.”

“The people of Gauteng, let me make it clear: we will not allow global criminal syndicates to take over townships and displace genuine township businesses. We are determined to close any illegally operating business in every part of our province.”

urbs and CBDs to put a stop to these criminal operations.

Bringing women into the mainstream economy The Transformation, Modernisation and Re-industrialisation programme which aims is to bring women into the mainstream economy of the province - has also borne fruits.

Makhura reported, that his government spends 23% procuring goods and services from businesses owned by women while more than 7 000 womenowned cooperatives received financial and non-financial support.

“Women constitute the majority of the beneficiaries of most of the programmes of this ANC-led administration – 60% of the beneficiaries of the agrienterprise programme; 55% of the bursary programme; 60% of Tshepo 1 Million and 65% of housing delivered.”

“The successes of these young women represent the general spirit of the women of Gauteng.

They don’t give up. They want to live independent and fulfilling lives. We too will not give up the fight for gender equality and women empowerment.”

Gauteng Economic Development Plan

Another key economic project that the provincial government introduced was the Gauteng Economic Development Plan which has eleven key sectors located in five corridors – Northern, Eastern, Southern, Western and Central.

This programme - jointly with industry leaders - has put a lot of efforts towards the revitalisation of the manufacturing industry, focusing on the automotive sector, machinery and capital equipment, mineral beneficiation, aerospace industries, food and beverages and pharmaceuticals.

Looking ahead, Makhura announced that six companies have committed to collectively invest more than R40 billion in the various corridors over the next year.

These include the AB InBev planned investment in Emfuleni, TMH investment to revive DCD’s train manufacturing

operations, and ACSA’s investment at O.R Tambo in Ekurhuleni planned investment by Cummins Engineering and CCL labs investments in Midrand, Johannesburg.

Car manufacturer, Ford, is planning an expansion in Silverton and the Rainbow Junction investment mega investment in Tshwane, while the partnership with Reggio Emilia and Italian original equipment manufacturers (Ferrari, Maserati, Lamborghini), Chamdor is being developed into a township automotive hub.

Sibanye-Stillwater and Far West Rand Dolomitic Association made a commitment to release 30 000 hectares of land for the development of the agri-industrial cluster in West Rand.

Makhura said Gauteng is also leading the country in promoting intraAfrica trade with Gauteng based businesses having more than 300 Foreign Direct Investment (FDI) projects, worth R356 billion, across the major regions of the continent.

These projects have created and sustained more than 45 000 jobs in Gauteng while contributing to Africa’s industrialisation.

“All the afore-mentioned initiatives on the township economy, mainstream economy, infrastructure development and inter-Africa trade have helped us to create new jobs and sustain existing ones.”

Job creation

With regards to job creation, Makhura reported that Gauteng had 4.7 million people employed in 2014 and now has more than 5.1 million people employed.

Over the past two years, more than 100 000 women have benefitted from public employment opportunities through the Expanded Public Works and Community Works Programmes (EPWP/CWP).

The success of Welfare-to-Work pilot programme has also transitioned close to 36 000 young mothers who used to depend on child support grants, to proper jobs and selfemployment through training and skills development. Makhura said the young women are taking their destiny into their own hands by doing things for themselves.

First International Baking school open!

School has perfect recipe for tomorrow’s confectionery heroes!

On Monday, February 11, the City of Ekurhuleni was home to a historic opening of an innovative bakery school. The Chipkins Puratos Bakery School, situated within the Masisebenze Secondary School based in Tembisa.

The school of specialization aims are to help 25 learners graduate with both a matric certificate and an industryrecognised technical qualification (NQF level 2 in bread and flour confectionery) that effectively prepares them for the next step in their careers.

In a determined effort to change the stars for aspiring bakers and confectioners, Chipkins Puratos, an innovator in the bakery, patisserie, and chocolate industry, has announced an industry first for South Africa, one that sees aspiring students in this space armed with the correct qualifications to change their own lives, as well as those of the people in their communities.

“Bakers are the fourth scarcest skill in in the wholesale and retail sector today,” says Richard Kuppan, the national training manager and spokesperson for the Bakery School South Africa, a non-profit company (NPC).

“In fact, in 2018, the Wholesale & Retail SETA identified bakers and confectioners as scarce resources for the fifth year in a row.

However, as bigger retail

groups consistently add new stores and as we notice steady growth in informal sectors of small bakeries, we cannot ignore the need for skills in this space.”

Participants that are accepted to attend the two-year course through the Bakery School South Africa will come away with more than practical baking experience, Kuppan says, they will also be skilled in business focus areas like finance and communication.

“Our intentions are to take previously disadvantaged grade 11 learners into a training and upskilling environment, and expose them to theoretical and practical lessons that will ultimately empower them with the skills needed to access real, tangible employment opportunities.

At the same time, we will also provide those who demonstrate an entrepreneurial spirit with the skills needed to begin their journey to selfemployment.”

Globally, Puratos has helped open three similar schools with great success – one in India, another in Brazil and a third in Mexico – and the company is expecting similar results here in South Africa.

“The courses have been designed to take pupils beyond basic education and to give

them the practical training needed to make a decent living,” notes Kuppan.

“Chipkins Puratos will employ the top graduates at the close of the programme, depending on the needs of the organisation at that time.

Generally, at least five of our students will be offered secure employment upon completion with the remaining learners becoming part of a pipeline for customers and partners of the company.”

“Most vitally, 25 students have been enrolled in 2019 on the two-year programme, and, with the addition of 25 students in 2020, we will be transferring skills to 50 students at any given time – all of whom will be better prepared to pursue their passion while enhancing their lives and the lives of those in their communities than if they’d followed more traditional education routes.”

The shining stars who made the list should have been involved in work that is centred on community development in the following categories - education; health; justice and law; arts, culture, media and entertainment; Science and Technology; Business and Entrepreneurship; environment; civil society and youth activism; Philanthropy and Politics and governance.

The highlight of the day, ten-year-old Sinethemba Mqwathi is the youngest shinning star, honoured for her organisation, Sinethemba 7000 Girls For Dreams - an organisation that aims to highlight the impact of HIV/AIDS in society.

The selection adjudicator, Buhle Mthethwa said about 622 people were nominated for recognition as the City's shining stars. She encourages the honourees to grab with both hands whatever support the city will give them, including financial, in order to support their endeavors.

Delivering the keynote address, Ekurhuleni mayor first congratulated the young honourees for their contributions to society.

"It is important that the great work being done by these young people is recognized and supported by the City," he said.

Mayor Masina also encouraged all young people to vote in the general elections and continue their social contribution.

He promises that young people will take centre stage as after the general elections on May 8th the importance of a vibrant, active youth will be made more visible.

The City of Ekurhuleni thanks to all members of D Shift Brakpan Fire Station personnel who braved the flooded Stoffberg subway bridge, on Monday, February 11, to rescue a taxi driver who got stuck in the water-logged subway.

Only part of the vehicle’s roof was visible when emergency services arrived at the scene.

"We salute fire fighter Madigage, fire fighter Msibi, and the D Shift Brakpan Fire Station personnel for responding to the scene on time and completing the incident with no fatalities. Thank you for your bravery and serving selflessly with dedication," said Ekurhuleni on Facebook.

GAUTENG SOPA2019 continues Other key highlights from the Gauteng State Of Of the Province Address: • The 15-year Infrastructure Master Plan worth R1.3 trillion is set to transform and modernise the face of Gauteng. The building of the Gautrain and BRT systems in metros are part of the Infrastructure Master Plan.

•Through the Gauteng Infrastructure Funding Agency, Makhura said the province has also developed bankable infrastructure projects worth $6.8 billion from the commitments made by private sector companies at the Africa Investment Conference which was hosted by the African Development Bank last year.

• Makhura went on to report that the province upgraded and rehabilitated road network of more than 5000 km - that have no e-tolls.

While the user-pay principle remains in place, Makhura said there is general agreement that urban tolling is not viable nor sustainable.

• There is also increased access to Early Childhood Development centres from 83 000 to more than 480 000 children.

• With regards to skills development and job opportunities for youth, the Tshepo 1 Million will continue to bring hope.

• The province will also continue to expand the primary health care by increasing the

absorption of community health workers in the public health system to improve service delivery and care.

• 31 mega human settlements are planned in the next five years. Ten are already under construction, 11 in detailed planning and the remaining ten at a conceptual stage.

• Gauteng residents have experienced continuous significant improvement in the quality of life and their level of satisfaction with basic services and infrastructure is above the national average.

• The Gauteng government has put in place measures to institutionalise integrity and promote ethical leadership.

This has been done by setting up of integrity management units; pioneering of transparency in public procurement through the Open Tender System and the appointment of the civil society-led Ethics Advisory Council. Also, number of clean audits which have increased from 56% in 2014 to 65% in 2018.

• The province's population has doubled, from 7.8 million people in 1996 to 14.7.

This makes Gauteng the most populous province in our country. Essentially, one in every four South Africans live in Gauteng.

• The Gauteng economy has grown five times, from R290 billion in 1996 to R1.5 trillion in 2017.

REACTIONS: Premier Makhura delivers SOPA of broken promises!

Solly Msimanga, DA Gauteng Premier Candidate said David Makhura has delivered his last State of the Province Address (SOPA) as Premier.

“Premier Makhura will be remembered as the Premier of Empty Promises who was unable to deliver to the people of Gauteng. His inability to curb corruption within his own government has left the Premier hamstrung by corrupt networks of patronage in the ANC and the provincial government. Corruption and greed during the Premier’s time in government has seen R20 billion of wasteful, unauthorised and irregular expenditure being reported by the Auditor General. 5 new hospitals, 20 clinics, 30 schools, and 70 000 houses could have been built with this money,” said Msimanga in a statement. Solly also mentioned that one of his first duties (if elected as Premier) would be to appoint a Commission of Inquiry into state capture in Gauteng.

“This will expose and identify the various corrupt networks operating in the province in order to bring much-needed change to Gauteng. Opportunities and jobs will only be possible if we first defeat corruption.

Under the Premier’s watch the worst human rights atrocity occurred; 144 mental health patients died due to the neglect and lack of

care by the Gauteng Health Department. Even though the Premier was aware of the transfer of patients, he now pleads ignorance. Two years have passed since the tragedy and still no one is being held accountable.

Msimanga claims that some of the victims’ families have still not received the compensation due to them.

“This is further proof of how little influence Makhura has to effect change in the province and deliver on promises.

My first priority will be to use the law to recover money from those implicit in this tragedy, such as Qedani Mahlangu, who is continually being shielded by the Premier.

Yet the best the Premier has to offer is platitudes that this will never happen again.

However, a recent visit to the psychiatric ward at the Telle Mogoerane Hospital shows that psychiatric patients in the province are still vulnerable and are not receiving the care they need,” he said.

“Our mission will not be complete until we have taken control of Gauteng to effect even greater change to the people of this great province.

The power to bring change and make Gauteng into a province that works is in the hands of the people.

Only a DA-led government can deliver this kind of change,” concluded Msimanga in his response to the SOPA 2019 speech.

Citizens can still register to vote!

Cabinet has called on all eligible voters who have not registered to vote in the upcoming elections to do so at the offices of the Independent Electoral Commission (IEC), which are still open across the country.

“You can also check your voter registration status by sending an SMS with your ID number to 32810 (R1.00 per SMS) or install the IEC’s free mobile app for voters and use it to check your registration details,” Cabinet said in a statement recently.

South Africa will holds its sixth democratic national and provincial elections on 8 May 2019.

“Since the birth of our democracy, we have built a thriving constitutional democracy with institutions that ensure our basic rights and freedoms. Furthermore, programmes have been implemented to structurally transform the economy and address our many socio-economic challenges.

“The upcoming elections are an opportunity for a new generation of young South Africans to exercise their right to vote, and have a say in their future and that of our country,” the statement said.

Cabinet has congratulated all South Africans, especially thousands of young and first-time voters, who participated in the last voter registration weekend on 26 and 27 January 2019.

The South African Communist Party (SACP) in Gauteng Province believes that Premier David Makhura’s SOPA is the most comprehensive, detailed, honest and frank account of the last five years on the excellent and remarkable achievements of the Gauteng Provincial Government (GPG).

“We fully agree that the GPG vision of Transformation, Modernisation and Re-Industrialisation otherwise known

as the TMR, has proven to be a profound, dynamic and timely intervention for the working class and the poor of our province in the midst of massive poverty, unemployment and inequalities worsened by the world crisis of the capitalist system in the last few years.”

The SACP Gauteng has also deeply appreciate the posture of the GPG as the custodian and lead champion of the ethical, moral and clean administration against corporate capture of the state, corruption, looting and maladministration.

“We welcome the set of instruments and capacity of the state to protect and defend public resources to direct them to serve the working and the poor in

the province,” said the communist party.

We are convinced that the SOPA has consolidated the revolutionary people’s camp in our province and has pushed far back the frontiers of counter-revolution currently marauding in the Cities of Tshwane and Johannesburg.

According to Mamabolo, the SACP Gautenga believes that a lot has been achieved and the foundation has been laid in the last five years to consolidate, defend and advance the National Democratic Revolution (NDR).

“We are confident that Premier Makhura’s SOPA has laid the basis for a decisive ANC electoral victory on the May 8,” said the SACP.

The City of Ekurhuleni honoured three extra-ordinary individuals who are the city's residents and have made a name for themselves in their chosen fields of expertise.

This was done during the City’s Council sitting on Thursday, February 21 at the Germiston Council Chambers.

The Council honoured Connie Chiume, who received an Excellence Award for her contribution in the Arts/ Film/TV Industry.

The Benoni-born actress has drawn applause from around the world and captured the world's attention with her performance in Marvel's historic Hollywood blockbuster, Black Panther.

Supporting Actress in a Drama award for her role as Stella Moloi in ‘Zone 14’ at the South African Film and Television Awards in 2009, and has featured in numerous local TV series including Yizo Yizo, Soul City, Home Affairs, and 90 Plein Street. She also played the role of Zinzi in award-winning 2013 romantic comedy Fanie

Kwa-Thema is currently in the junior structures of Mamelodi Sundowns and involved in many footballrelated projects countrywide.

During his highlight career at Kaizer Chiefs he wore the popular jersey number 11. After retiring he also worked as a manager for his former club.

Last year, the ANC Ekurhuleni’s Chief Whip, Cllr Jongizizwe Dlabathi celebrated the 40th Anniversary of Connie Chume in the industry and her recent role in participating in the international film.

Wednesday, 22 February 1871 John Langalibalele Dube was born at Inanda in Natal to James and Elizabeth Dube.

John Dube fought against the injustices against Black people and tried to gain a sense of equity during his lifetime.

He is the founding President of the African National Congress (ANC), he also established the isiZulu newspaper, Ilanga lase Natal and was the first African to be awarded an honorary doctorate by the University of South Africa.

He was an influential proponent of African unity. He died on 11 February 1946.

Clear human rights violation targeting Caster Semenya!

MZANSI GOVERNMENT SUPPORTS CASE AGAINST IAAF!

The South African government has come out strong and added its voice in condemnation of proposed IAAF Regulations targeted at compelling female athletes with hyperandrogenism to reluctantly undergo unnatural medical therapy that will reduce their naturally produced testosterone.

As a matter of principle because South Africa is a country that respect and promote human rights and also in support of an application lodged by Athletic South Africa (ASA) at the Court of Arbitration in Sport (CAS) challenging the IAAF regulations because they appear to be specifically targeting Caster Semenya.

In support of calls for condemnation of IAAF new gender regulation targeting female athletes, Sports and Recreation Minister Tokozile Xasa stated the following: “Our Country has a well-developed Constitution and a proud human rights culture and therefore, our beliefs and human rights philosophy directs us to encourage fulI access for all to participate and compete at every level of our sport, free of discrimination.

Henceforth, I have mandated the DirectorGeneral (Alec Moemi) of my department of Sport and Recreation South Africa to establish and chair a High-Level Panel constituted of Government, Medical experts on the subject matter inclusive of Academics, Legal experts on International Sport Law and Members of International Bodies relevant to this topic.

I have further indicated to him that their mandate must be to investigate, analyse and consider the current developments as contained in the IAAF's new gender regulations targeting female athletes with Differences of Sexual Development.

Most Importantly the panel must investigate, analyse and consider the implications of the new gender regulations to all affected athletes and develop strategies on challenging the new regulations inclusive of drafting of proposals to amend such discriminatory gender regulations as well, if necessary”, stated Minister Tokozile Xasa in a statement, In mobilising for global support, the Minister of Sport and Recreation South Africa

Young cyclist beats the odds and wins competition!

City of Ekurhuleni MMC for Community Services, Cllr Dorah Mlambo hands over the trophy to 19 year old Marc Pritzen from Kempton Park as the winner of the 31st edition of the Dis-Chem Ride for Sight bike competition that was held in Ekurhuleni on February 17.

The cyclist finished first at the 116 km race. Michelle Benson from the Sandton City Cycle Nation won the Women’s race.

Nearly 5000 cyclists from all walks of life took part in the annual race, which has a 62 km and 116 km challenges. The proceeds from this race, worth about R10 million will be dedicated to the treatment of retinal blindness and related eye conditions.

Minister Tokozile Xasa MP, has also written a formal letter to the Minister of International Relations and Cooperation, Minister Lindiwe Sisulu requesting her and her department to assist by engaging through diplomatic channels, all foreign representatives in South Africa and at all our missions abroad In lobbying support and condemnation of these regulations leading to the hearing at the Court of Arbitration for Sport (CAS).

In 2011, the IAAF introduced rules and regulations governing eligibility of females with hyperandrogenism to compete in women competition. Hyperandrogenism is a medical condition characterized by excessive androgen (male hormones such as testosterone) in a female body.

This was informed by their view that “IAAF divides competition into male and female classifications because male athletes have clear performance advantages in terms of size, strength and power” and these advantages “are due mainly to the fact that, starting from puberty, [men] produce 10-30 times more testosterone than women”.

IAAF’s position was and is that testosterone is the key distinguishing factor between male and female performance, and therefore hyperandrogenic (women with more testosterone) female athletes have an unfair advantage.

To this end, an appeal has since been lodged by Athletics South Africa (ASA} and supported by the Department of Sport and Recreation at the Court of Arbitration for Sport (CAS).

The Department of Women has lauded government’s efforts to support South Africa’s star athlete Caster Semenya through her legal challenge of the International Association of Athletics Federation’s ruling.

The department said it is appalled at the IAAF ruling, which expects certain athletes to reduce natural testosterone levels through artificial chemical processes. Minister in the Presidency Responsible for Women, Bathabile Dlamini, said the department has supported Semenya from the outset, constantly engaging the media on the IAAF’s colonial treatment of the female body.
