Hundreds gather in support for Makate!

INSIDE THIS ISSUE

About 200 people protested outside the Vodacom Head Office in Midrand on Thursday, January 31, demanding that Nkosana Makate, a former Vodacom employee who claims the company stole his “Please Call Me” invention, be compensated. The protesters, made up of various political parties, members of the 'PleaseCallMe' movement and community of Katlehong held placards saying “Justice for Makate” and “Vodacom pay Makate”. Two Nyalas and a row of police officers barricaded the entrance of the phone company’s property. The head office appeared to be shut during

the protest. The Please Call Me Movement, the organisation that organised the protest, had given Vodacom until 10am on Thursday (January 31) to pay the R70 billion to Makate. Please Call Me is a free service launched in 2001 that allows cellphone users to send a text request asking to be called back. Makate says he invented the Please Call Me service 18 years ago and pitched it to his boss at the time, Phillip Geissler. The idea was then submitted to Vodacom by Geissler‚ who told Makate in an oral agreement that he would negotiate paymment with the company. CONTINUES ON PAGE 3

City’s Drug Unit on the hunt for dealers!

The Ekurhuleni Metro Police (EMPD) is taking no chances when enforcing the law across the City, especially in the fight against drug abuse and illegal drug dealers. Their Drug Enforcement Unit, the DEU, made significant progress in one day by catching dealers in towns and townships recently. On January 30, the unit arrested Nigerian man in Brakpan area, found in possession of two expired asylum seekers documents. The foreigner also had in his possession: one small bag of Khat, Crystal meth, dagga, 11bags of Mandrax tablets and R1500 cash. The suspect tried to bribe officers with the confiscated money, but the cops refused. “After the alleged drug supplier was thoroughly frisked on Kritzinger Road, a subpoena (letter) to appear in Court on a charge of possession and dealing in drugs was uncovered. The drugs in his possession, were estimated to be worth R6000. He tried to buy his way out by producing R1500 to officers for his freedom, before he was handcuffed and taken to Brakpan police station. He is charged with possession and dealing in illicit substances, bribing officers plus as an illegal immigrant,” confirmed EMPD. Meanwhile in Edenvale area, the patrolling DEU ‘B’ team members moved into a shop on Van Riebeck Avenue, where they noticed a white substance stuffed between a six pack of 2 litre bottled water on display. A 45 year old Nigerian national and owner of the café, who couldn’t provide clear answers was arrested. When he showed signs of

resisting arrest, officers responded with some force and arrested him. About 11 pieces of rock, R560 cash, 13 small bags of Crystal meth and another small bag containing Khat to the value of R6000 were found. “As Officers were marching the suspect to Edenvale police station, they noticed that they once arrested him sometime last year, with the same charges of possession and dealing in drugs. This time around, he is facing charges of resisting arrest, possession and dealing in illicit substance,” said Ekurhuleni police in a statement. In another incident, police acted on information about a man selling drugs to teenagers in Zone 4, at Zonkizizwe area. A joint special operation involving the EMPD Drug Enforcement Unit members and SAPS Ekurhuleni West Cluster (CIG) quickly went after the suspect. “The 29 year old man was found relaxing at his house. When police searched the place, he ran out of words after officers uncovered 25 small bags of Khat, 32 green knotted packets each containing nyaope and R120 cash stashed underneath the kitchen sink and between mattress in his bedroom. He was immediately arrested on scene. The nyaope and khat with the total street value of R8000 was seized and cash confiscated,” said the EMPD. The arrested suspect was charged at Zonkizizwe police station with possession and dealing in illicit substances. All detained suspects arrested in Brakpan, Edenvale and Zonkizizwe will appear at relevant Magistrate’s Court soon.

the policemen and women. We are not just going to complain – we will be there with the police to face the criminals head on,” he said. He added that his government was determined to make the province safe. “We want to work with our communities. Let us make sure that the communities are organised, let us make sure that the CPFs are in place. We must report criminals; we know them. Our children are on drugs – we must target these drug lords and their factories. We mustn’t just go for those who distribute. We must arrest the big guns,” he said. He urged the provincial top brass to have Gauteng’s most wanted criminals to be in jail in the next three months. Mawela described himself as a leader who was always willing to hear new ideas in the quest to improving crime fighting efforts.

“In the spirit of community policing, I call on all the people of Gauteng to tell me: how do you want me to police you?”- Lt. Gen. Ekurhuleni Executive Mayor Cllr Mzwandile Masina welcomed the Auditor General's (AG) 2017/2018 Financial Year Audit, in which the City received an unqualified audit opinion. The report was tabled at this year's first council meeting of 2019, on Thursday (January 31). The AG found an improvement in the overall outcome of performance reporting in the City, earning it an unqualified audit on performance information and no audit findings were reported. In addition to this the following improvements were noted: The city did not incur fruitless and wasteful, and unauthorised expenditure in the 2017-18 financial year; No audit findings on the incorrect application of SCM regulation 36, all deviations approved were in line with SCM regulation 36; A decrease of R198 million (42%) in irregular expenditure from R472.6 to R274.5 million; and The overall financial viability assessed as good, no long term borrowings for financing day-to-day operations. "We have continued to display our commitment to good governance and accountability following the AG's 2016/2017 financial year audit. Our ability to decrease irregular expenditure by 42% allows us to further service our impoverished communities and amplify our service delivery in line with our pro-poor government stance. We will continue to cut irregular expenditure and maintain a zero tolerance approach to fruitless, wasteful and unauthorised expenditure. Good governance allows the City to attract much needed investment, which will allow us to grow economic activity in the City of Ekurhuleni," said Mayor Masina. The Audit Committee, which tabled the report at the Council meeting, is satisfied with the great improvement of the City's performance and acknowledged the achievement of an unqualified audit opinion for the 2017/18 FY on the performance information. Concerns over the lack of improvement in the quality of the annual financial statements submitted and poor document management processes in finance were highlighted on the report. "We committed to implementing the AG's recommendations expeditiously. The City remains committed to transparency, accountability and clean governance. The citizens of Ekurhuleni remain at the centre of our efforts as an administration. Our fiscal management must be dedicated to producing the maximum output of quality service delivery to our people." said Mayor Masina.

WOMAN GIVES BIRTH IN EKURHULENI FIRE ENGINE! Ekurhuleni Emergency personnel are glad to report that a healthy baby boy was born inside their own fire-engine in Edenvale (near Germiston) on Monday afternoon, February 5. The ‘unusual birthday’ incident happened at the corner of Van Riebeeck and 7th Streets in Edenvale. Accoding to Ekurhuleni Emergency department spokesperson, William Nladi, firefighters from the Edenvale fire station were on their way back from a vehicle on fire when they were alerted to a pregnant woman in her mid-twenties who was in active labour on the side of the road. “Firefighters were alerted by members

of the public and had to stop immediately for inspection. It was found that the water had already broke and patient was already in active labour. The patient was taken in the fire engine and speedily drove away from the public eyes to fire station to render necessary medical treatment. Just before the vehicle could stop, while still at the main entrance of the fire station, a healthy baby boy was born, in the fire engine,” said Ntladi in a statement, After the incident, medical care for both the mother and the baby was provided prior transportation by ambulance to Edenvale hospital for further medical support.

One of these fire engines from the City of Ekurhuleni was a place of birth for one bundle of joy recently.

SONA: Local Economic growth prioritized!

Five urgent tasks for government announced! Accelerating inclusive economic growth and improving the education system are among some of the urgent tasks that President Cyril Ramaphosa has set as government’s work for the year ahead. The President made this announcement when he delivered his State of the Nation Address in the National Assembly on Thursday evening (February 7). He said the five steps, which will underpin all that government does in the year ahead, will include: 1. Accelerating inclusive economic growth and creating jobs; 2. Improving the education system and developing the skills that are needed; 3. Improving the conditions of life for all South Africans, especially the poor; 4. Intensifying the fight against corruption and state capture; and 5. The need to strengthen the capacity of the state to address the needs of the people. “While there is a broad range of critical work being done across government, this evening I want to address the five most urgent tasks at this moment in our history. These are tasks that will underpin everything that we do this year. Over the past year, we have focused our efforts on accelerating inclusive growth, significantly increasing levels of investment and putting in place measures to create more jobs,” he said. The President said this after the economy was faced by headwinds last year, with Statistics South Africa announcing a technical recession. In response, President Ramaphosa announced an economic stimulus and recovery plan that re-dirted public funding to areas with the greatest potential for growth and job creation. “Our approach was not to spend our way out of our economic troubles, but

4 |

Mapepeza | (Issue #3)

to set the economy on a path of recovery. We introduced a range of measures to ignite economic activity, restore investor confidence, support employment and address the urgent challenges that affect the lives of vulnerable members of our society. “We are pleased to report that significant progress has been made in restoring policy certainty on mining regulation and the visa regime, crafting the path towards mobile spectrum allocation, and reviewing port, rail and electricity prices,” he said.

Bold steps to expand exports

President Ramaphosa said to stimulate growth in the economy and to build more businesses and employ more people, there is a need for South Africa to find new and larger markets for its goods and services. “We will therefore be focusing greater attention on expanding exports. In line with the Jobs Summit commitments, we will focus on the export of manufactured goods and trade in services such as business process outsourcing and the remote delivery of medical services. “We will also be looking at establishing special economic zones that are dedicated to producing specific types of products, such as clothing and textiles, for example,” he said.

Billions on investments secured!

The President said following last year’s investment conference, some of the investments were already being implemented. “To prove that our investment conference was not just a talk shop where empty promises were made, as we speak, projects to the value of R187 billion are being implemented, and projects worth

1 - 8 February 2019

another R26 billion are in pre-implementation phase. “Drawing on the valuable lessons we’ve learnt, through a more focused effort, and through the improvements we’re making in the business environment, we aim to raise even more investment this year,” he said. The inaugural investment conference in October last year provided great impetus to our drive to mobilise R1.2 trillion in investment over five years, the President said. The Investment Conference attracted around R300 billion in investment pledges from South African and international companies. The President said there was also a significant increase in foreign direct investment last year. “In 2017, we recorded an inflow of foreign direct investment amounting to R17 billion. Official data shows that just in the first three quarters of 2018, there was an inflow of R70 billion. “This is a phenomenal achievement compared to the low level of investment in the previous years,” he said.

Other announcements by the President during the 2019 SONA:

- General elections set for May 8th. - National Health Insurance (NHI) soon to reach Parliament and new warroom established. - Aim to make all State Owned Entities (SOEs) self-sufficient. - A new investigative directorate, tasked specifically with probing corruption will be established within the National Prosecuting Authority. - State-owned Land parcels have been identified and will be distributed - Significant focus on small business and startups, particularly in the area of incubation

Deadline for Matric exam Second chance closing soon!

The Department of Basic Education has extended the registration deadline to 18 February for those who want a second chance to write matric exams. The department has been inundated with requests from those who missed the January 31 deadline and still want to register for the mid-year exams. “Learners who are still hoping to register for the Amended Senior Certificate (ASC) examinations or the National Senior Certificate (NSC) examinations need to visit their nearest district education office before 18 February to register. “We encourage those who are interested to not leave it to the last minute to apply, as the department will not be able to accommodate another extension of the registration period due to logistical reasons,” the department said in a statement. Learners who want to improve their results are welcome to register as well,” the department said. Learners who had previously dropped out of school and are now over 21 need to present their Grade 9 results and they too can have a second chance opportunity to attain their matric results. N

etSo is not just a clothing range that has added value, and elegance to its supporters, but also a trend-setter. It's a brand that unite young people in Duduza, while also giving them confidence among their peers. The NetSo community greets each other all times when they meet on the streets wearing that brand name. Mandla Mbamba (30), the young man behind this brand believes that soon he will one day open branches all over the country, and occupy billboards in all strategic areas to enhance the brand’s marketing. “When I started in 2013, I didn’t know that NetSo label will spread quickly and be well received by my community in Duduza. Our designs do not only make people look good about themselves, but also to feel good after themselves,” said Mbamba. “Other than being just a clothing label that sells beanies, caps, jackets, hoodies and kids’ range to count but few items we

provide, we’ve positioned our shop as the entertaining centre and gallery, where we host performing art events that are youthful, and exhibit paintings that seek to motivate young people,” said Mbatha.

Currently NetSo has employed about two young people on a full time basis. Mbamba is hoping that he inspires more young people by his initiative. The fact that he could build the brand from scratch with nothing, anyone with a vision can also make it if they are focused on achieving it.

The lost city of Kwene discovered at Suikerbosrand!

A

rchaeologists from the University of Witwatersrand (Wits) have used specialised laser technology to recreate a lost 15th century city to the south of Gauteng province, that was likely inhabited by Tswana people. Wits archaeologists have “unearthed” a 500-year-old lost city of Kwene in the Suikerbosrand hills near Heidelberg in the Lesedi Local Municipality. Over 200 years later, the local scientists were able to use a laser technology called LiDAR, to“unearth” the 500-year-old lost city. LiDAR uses laser light to create images of the landscape and virtually strip away the vegetation, thus permitting unimpeded aerial views of ancient buildings and monuments. Researchers have estimated that the builders of the revealed stone-walled structures occupied this area from the fifteenth century AD until the second half of the 1800s.

Although they have had difficulty in estimating the size of its population, between 750 and 850 home-

steads have been counted. The ancient city is called Kwene.

A name for the Tswana-speakers that most likely inhabited it. In the 1820s all the Tswana city states found along the northern parts of South Africa collapsed in what became known as the Difaqane civil wars, a time of widespread chaos and war among indigenous ethnic communities in southern Africa from 1815 to about 1840. In an article published on The Conversation, Professor Karim Sadr wrote, “The evidence we gathered suggests that Kwene was certainly large enough to be called a city. The ancient Mesopotamian city of Ur was less than 2km in diameter, while SKBR is nearly 10km long and about 2km wide.” The size and cattle infrastructure of Kwene led the team to guess that the area housed families of great wealth and social standing. However, it will take another decade or two of field work to fully understand the birth, development and ultimate end of this African city.

Disabled child refused a place at school!

Use CACH to get a place at varsity Grade 12 learners, who passed matric but have not yet secured a place at a university or college, have been urged to use the Central Applications Clearing House (CACH) system. CACH is the Department of Higher Education and Training’s online application portal designed for Grade 12 students who are seeking admission to post-school education and training (PSET). The service assists prospecting students by sharing their matric results with public and private further and higher education institutions across the country, including Technical and Vocational Training (TVET) colleges, universities, Sector Edu-

cation and Training Authorities (SETAs) and registered private higher institutions. Institutions with open study places, technical training opportunities, or apprenticeship slots then make them available to the most suitable applicants on the CACH database. “Students who have been declined offers at universities should come to CACH, which is an ideal route to find a study space that is still available at another institution. The CACH system has in recent years assisted thousands of young people across the country to find the right postschooling opportunities to access places available to get into a training, college, or university

as an essential step towards empowering themselves. All young people with the required matric qualifications that are still seeking opportunities for 2018 can access CACH’s easy-to-use website at www. cach.dhet.gov.za or call the toll-free number 0800 356 635. It is also possible to send an SMS with name and ID to 49200 or to find CACH on Facebook: www.facebook.com/ CACH _S.A. For students who remain unclear about which career to follow, CACH provides advice and information through DHET’s Khetha Career Development Service website at www.careerhelp.org.za.

By Marcia Moyana (Health-e News) Out of the 32 schools that offer support to learners with cerebral palsy in Gauteng, an official at the Ekurhuleni district office has allegedly turned one family away, telling them there was no school suitable for their four-year-old with special needs. Josephine Ndala (71) was disappointed when an official at the Benoni office of the education department allegedly told her that there was no suitable school for her great-grandchild, Sibongile Ndala (4). “Without looking at the letters we had from doctors, she told me that no school would offer support to Sibongile because she still wears a diaper.” It was what the official allegedly said next that shattered her hopes to find a school for Sibongile. “She told me that Sibongile’s mother must care for her child instead of trying to find a school for her. That was hurtful because every child deserves to go to school, and her mother has to work so she can support her. I am old now and unable to give her proper care.”

SASSA, MEC visit Sithokomele bearing gifts! The Gauteng Department of Social Development in partnership with South African Social Security Agency (SASSA) visited learners at Sithokomele Primary School in Heidelberg on Thursday, January 31. The officials handed over 220 school uniform packs to deserving learners who were in need of assistance from Government. Social Development MEC Nandi Mayathula-Khoza says the handover is part of the Gauteng Provincial Government (GPG)’s school readiness programme to ensure that children from vulnerable families acquire school uniform in order to facilitate access to education. The School Uniform Dignity Pack each contain a pair of shoes, a pair of socks, a jersey, a tunic/trouser, vest and underpants. “As the government of Gauteng we are very thrilled and excited about the amount of work our children has put towards their schooling.” “Indeed, we are also delighted that the school uniform is manufactured locally by our womenowned cooperatives as government continues to increase support for the revitalisation of the township economy,” said the MEC.

Online labour portal for Mzansi businesses and entrepreneurs! A free-to-use web tool, which helps South African businesses with labour relations processes and matters, has gone live. The tool is a joint initiative of the Commission for Conciliation Mediation and Arbitration (CCMA) and Business Unity South Africa (BUSA). It allows entrepreneurs and any employer to source information on how to recruit staff; how to manage employees and build sound workplace relationships as well as how to end an employment relationship in a fair manner. The user-friendly tool also has up-todate information on the recent amendments to employment laws and the National Minimum Wage Act, contract templates, information sheets and

guides on labour law requirements. The project is established from a BUSA study conducted in 2015/16, which showed that small businesses struggled with labour relations. CCMA statistics revealed that an estimated 80% of the institution’s dispute cases originate from small businesses. This collaboration forms part of the flagship projects outlined in the Presidential Jobs Summit Framework Agreement as well as National Development Plan’s (NDP’s) forecast that no fewer than 90% of new jobs will be created by small businesses. The web tool, which went live on Wednesday (January 30), can be accessed on: www.smelaboursupport.co.za.

Mzansi's cricket team, The Proteas, produced by far their most complete performance of the entire series as they cruised to a sevenwicket victory with 10 overs to spare in the final Momentum ODI against Pakistan at Newlands Stadium on January 30. The result gave them an overall 3-2 series victory over the ICC Champions Trophy holders and was their fourth series win in a row following their recent successes against Sri Lanka, Zimbabwe and Australia. Appropriately, this was the Proteas 50th victory over Pakistan in the ODI format.

Wiseman Meyiwa (19) has bid farewell to his team-mates at Kaizer Chiefs on Thursday, January 30 at the club’s headquarters in Naturena after his football career cut short. After surviving a car accident in November last year, Meyiwa was declared by doctors that he can no longer walk. The promising midfielder made his debut for Amakhosi at the age of 17, scoring on his first appearance. He played 21 games for Amakhosi. Fans, celebrities and football lovers took to social media to send their messages of encouragement and support to Wiseman. SABC Sport presenter, Thomas Mlambo thanked Kaizer Chiefs for the care and sensitivity they have shown Meyiwa during such a difficult time. Club chairman, Kaizer Motaung said it was indeed a sad moment for the team, but greatful that Meyiwa is still alive. Meanwhile, Kaizer Chiefs manager Bobby Motaung said the club will continue to support the young star. Wiseman Meyia joined the Kaizer Chief Youth Development Academy back in 2014 at a tender age of 14. He was later promoted to the team’s senior side and proved himself as the most promising player, scoring on his first game against Cape Town City FC in September 2017. He also joined the Under-17 and Under-20 National squad, playing at two Fifa World Cups for both divisions.
