Be warned of Online Car Fake Ads RECENTLY, Heidelberg Police have opened several fraud cases relating to false advertisents of motor vehicles on the web.

According to most complainants, they saw vehicles advertisements through the Internet, they are persuaded to deposit huge amount of money to secure the advertised motor vehicles.

Community are strongly warned not to enter into purchasing items or motor vehicles that they never saw as well as the people they never see. It was detected through statements provided and investigations that Meyer Street, Smit Street and Schoeman Street (all in Heidelberg) are used but the Street number does not exists at all.

Police are requesting and warning the community to abstain from entertaining, entering, depositing money to unknown people.

Community are advised to visit the garage that sold the motor vehicles and indeed saw the motor vehicle that they are intending to purchase as well as be sure of the address where the car is kept.

Petrol price increase by 67 cents CASH-STRAPPED consumers will have to dig deeper into their pockets as the petrol pricehas increase by 67 cents, effective on Wednesday (September 6).

The Department of Energy announced that both grades of 93 and 95 (ULP and LRP) will increase by 67 cents. This means that consumers, who in August paid R13.05 for a litre of 95, will now pay R13.72 for a litre in Gauteng, while those in coastal provinces will pay R13.23 a litre. Meanwhile, both grades of both grades of diesel (0.05% sulphur) and 0.005% sulphur will increase by 44 cents a litre, while the price of illuminating paraffin (wholesale) will go up by 49 cents a litre.

The cost of illuminating paraffin (SMNRP) will increase by 65 cents, while the maximum retail price of LPGas will go up by 86 cents.

Man Nabbed for Rape

Family Violence, Child Protection and Sexual Offences Unit (FCS) arrested a 32 year old male after raping a 17 year old girl near the Ekurhuleni cemetery at Ratanda extension 23.

The suspect was arrested on Sunday, September 10 at his place of residence in the informal settlement Ext. 5 Ratanda.

Through information received from the community and thorough investgations by D/Sgt. Wessels Mkhwanazi led to the arrest of the suspect.

It is reported that the victim was walking along the street to her home, when he met the suspect who offered to accompany her home. When walking along Khabo Street (in extension 23), suspect produced a knife, closed her mouth and threatened to kill her if she screamed. It is further alleged that suspect dragged her to the nearby bushes, ordered her to undress and had sexual intercourse with her without her consent.

It is also alleged that suspect took her cellphone valued R500 and and R20 cash.

The arrested suspecthas appeared before Heidelberg Magistrate Court on his rape charge on the 12th.

BENONI ZAMA ZAMA OPERATION STOPPED! The EMPD Eastern Operational Region arrested four men, near N12 freeway in Cloverdene, Benoni. The suspects were detained at Benoni police station charged with mining illegally in the area’s disused mine and have appeared in the Benoni Magistrate’s Court on Monday (September 4). Plenty items of equipment used in illegal mining were

seized by the EMPD Equestrian Unit members. Among the seized equipment were gas cylinders, stands, sifters and triangular stands.

The arrests and confiscation of the equipment took place around midday on Thursday, August 31. All the arrestees were found to be undocumented foreign nationals aged between 16 and 27.

EKURHULENI BOOSTS ITS EMS VEHICLE FLEET! On Saturday, August 23 the City of Ekurhuleni launched a new fleet of ambulances and response vehicles. The MMC of Department of Community Safety, Cllr Vivianne Chauke led the ceremony. The launch was held at Leon Ferreira Fire Station in Boksburg on Saturday, August 26.

The excited residents of Boksburg and surrounding areas came to view the new ambulances that will be providing much needed assistance to the City’s emergency medical department (DEMS). Councillors, executives of the companies who supplied the vehicles came to launch the fleet.

The executive mayor, Mzwandile Masina said he is delighted to launch the new fleet. "In the past, only 70 vehicles were used to serve over three million residents. The response time of ambulances was very poor and we hope that these ambulances are able to get to people on time.”

Ambulances are a provincial competency. But the mayor said the City must not live with the burden of residents unable to get emergency medical services, so they did their part in boosting the existing fleet.

The mayor also said in his speech that one ambulance will service 10 000 people.

“Ideally we should have 318 ambulances to better service the people. That target must be reached for the City to serve its people better.

We need to expand the fleet,” said Masina.

"Unemployed youth, both men and women must be skilled to use these vehicles," the mayor said.

Mayor Masina said they are doing everything they can with Housing department to re-block informal settlements, as it is a problem for emergency response to reach people on time.

The re-blocking programme seeks to formalize the informal settlements by first providing much-needed services (water, lights and sanitation) then residents are assisted to build homes in these stands.

"A procurement plan to get additional 20 vehicles to increase the fleet to 100. At the end of our administration in 2019, we must have reached 320 ambulances." said the mayor in his address.

The Leon Ferreira Fire Station is also used as a training centre for EMS personnel and volunteers.

The mayor stressed that young people must be trained to be drivers and paramedics using these vehicles. "Training must begin soon." said Masina.

"They don't come cheap; take care of them as your own. The oversight committee will keep a close eye on the new fleet." said Cllr Izak Berg, chairperson of the oversight committee on DEMS.

of a new landfill site. Officials of Lesedi and Sedibeng Municipalities joined MEC Maile at the ceremony held on Monday, September 4 in the township located south-east of Gauteng.

The Lesedi Municipality has identified solid waste disposal as a priority problem and required assistance in building a landfill site in Devon to address this problem.

Currently, the local government is in dire need of a new landfill to ensure that they are

compliant with the Waste Management Act. Thanks to the implementing agent, the Gauteng Growth and Development Agency (GGDA), the landfill site construction is being successfully done.

According to a statement by Gauteng government, the new sanitary landfill facility is part of the Ntirhisano Program which is aimed to unlock service delivery challenges.

229 TITLE DEEDS HANDED-OVER! Dipaleseng Community get title deeds!

The Executive Mayor Cllr. Lerato Maloka and the MMC for Local Economic Development and Planning/Housing Cllr.

Themba Motsepe accompanied by other LLM Councilors have handed over 229 title deeds to property owners of Ratanda Extension 3,4,5,6 and some from parts of Ratanda Proper.

The registered property beneficiary are given a title deed, which will provide proper rights and ownership of the property.

The document itself outlines rights that are accrued to each property, giving tenure to the property and restores dignity to the

previously disadvantaged.

In case of a deceased, a Will or letter of authority from Department of Justice must be produced by the dependent or representative indicating that he or she is the rightful owner or heir of the property.

According to Lesedi, all property owners who were invited to this handover event and some couldn't make it.

They are encouraged to collect their title deeds at Lesedi Municipality’s main offices Housing Department weekdays during working hours.

A total of two hundred and thirty seven (237) community members from various areas in ward 1, 2 and 4 in Siyathemba, Balfour received title deeds to their properties.

The hand-over ceremony took place at Thusong Service Centre in Siyathemba on Monday, 04 th September 2017.

“This is one of the greatest achievements of the current democratic government in restoring the dignity of black South Africans.

By giving them opportunity to own property, even going the extra mile by acquiring

the services of conveyancers to conduct the process of transferring these deeds from the state to the relevant beneficiaries and then paying them,” said Councilor Muzi Chirwa, the Gert Sibande district Executive Mayor.

It goes without saying that the beneficiaries were full of excitement and jubilation, especially the senior citizens who had long awaited the realization of this day.

A further two hundred and eight (208) more title deeds will be handed over to citizens from ward 6 in Nthoroane in the near future.

Abhor Day brought a joy to the citizens of Obed Nkosi Phasi 1 in Ratanda. This comes after Lesedi Local Municipality has planted more than 300 trees at the growing township.

Mayor Lerato Maloka and Lesedi Mayoral officials were joyfully welcome by sweet songs from the children of Ntataise Day Care Centre.

The mayor planted a tree at the ECD (Early Childhood Development) centre as an example community has to follow, in order to create a healthy and green environment.

In her remarks, Mayor Maloka said people must look after their environment and that they must stop littering.

She continued to say that if people have problems with the removal of refuse, they must contact their local municipal office as soon as possible.

Makhura supports Life Esidimeni Alternative Dispute Resolution Process.

Gauteng Premier David Makhura has welcomed the announcement of the Life Esidimeni Alternative Dispute Resolution process led by the retired judge, Deputy Chief Justice Dikgang Moseneke.

A three week public hearing meeting will be held on October to find solutions to redress the affected families.

Although over half of the affected family members were reached, the Premier called for more people to come forward and be part of the Alternative Dispute Resolution (ADR) process.

Addressing the media on Tuesday, September 12, Justice Moseneke said Government had admitted that the conduct of its functionaries and employees unlawfully and negligently caused the death of the deceased or other bodily or emotional or psychological harm to the survivors of the tragedy.

As a result, the State is liable to afford all of them equitable redress including compensation.

“The primary role of the Arbitrator will be to lead the process; to give a proper hearing to the State and the claimant families; to receive or cause to be tendered evidence, including expert evidence on any relevant matter; and to make a binding award of compensation that in all circumstances would be just and equitable,” said Moseneke.

The starting point of the arbitration agreement is that the National Minister of Health Aaron Motsoaledi and the

Gauteng Premier David Makhura, acting on behalf of the State, have conceded unconditionally the legal merits of the claims by each of the claimants which are more fully described in the arbitration agreement, also referred to as the Terms of Reference.

He further explained that given the unusual and peculiar nature of the dispute, the Arbitrator must also facilitate and allow space for the families and other affected people to testify about their deep loss and to grieve in the trust of finding closure.

The Arbitrator and parties to the Life Esidimeni ADR process and their legal representatives have agreed to hold public hearings, save when some compelling consideration requires otherwise, at Emoyeni Conference Centre, 15 Jubilee Road, Parktown, Johannesburg, for three weeks starting from Monday, 9 October 2017 to 30 October 2017.

If it is necessary, further public hearings will be held. At the end of process the Arbitrator is required to issue a binding award that represents equitable redress.

“We appeal to the families of the deceased or affected patients who have not already done so to come forth and join the process, it is not late to do so,” said former Chief Justice Moseneke.

To this end, only 60 families are part of Arbitration process out of a total of 110 families that are reported to have been affected by the tragedy.

The Office of the Premier will provide any support that the mediator may require to facilitate the dispute resolution process.

Biography of Mrs. Alinah Monyaduwe Mokoena

me Alinah Monyaduwe Maruping (03.06.1899– 07.06.1985) Mokoena was born in Tikoti at Greylingstad.

Her maiden surname is Phalime. She was married to Mr Konomayibe Hendrik Mokoena and moved to Heidelberg.

Mme Alinah was popularly known as “Aunti-Pass or Anti-Pass” by the community of both Magogogweni (currently known as Rensburg) and Ratanda Townships due to her participation in the 1956 Women’s march to the Union building.

Mme Alinah’s nickname came about when she head on the radio about women’s march against the carrying of pass.

She took it upon herself to go from house to house to mobilise women to join the march that was organised by women to Pretoria.

Pass laws in South Africa were designed to segregate the population and limit the movement of non-whites. This was officially introduced in 1923 by the apartheid government to control where Africans can live in certain urban areas.

Designated in rural areas called ‘homelands’, black South Africans had to carry passbooks (also known as a DomPass) at all times, documentation proving they were authorized to live or work in ‘white’ South Africa.

According to the information received from her family, she was defiant and never recognised the apartheid regime.

She was a strong and prominent leader of the African National Congress (ANC), operating underground, highly secretive and very suspicious.

Her house was frequently visited by the South African Police Force, where it was searched and nothing would be found.

She worked as a domestic worker in Heidelberg. According to her great grand-daughter [Lulu Tsubele] who stayed with her until she passed on, She always told them that her employer used to encourage her to challenge the SAP (South African Police) for harassment.She was also a traditional healer in her community specialising in healing infants.

Alinah Mokoena died at 86 years of age. During her funeral, indeed it was attended by comrades, the majority being youth, as a fulfilment of her dream. Her coffinwas carried from her home at Litopo Street to the church (NG. Kerk) The procession marched from church to the graveyard, known as the Ratanda Cemetery.

In essence, the hearse was not used and comrades carried Mme Alinah’s coffin to her final resting place. Her funeral was organised by the Ratanda Civic Association, Ratanda Youth Congress and the Community in the midst of a State of Emergency in South Africa at the time.

SEDIBEBG CEMETRIES TO BE CENTERS OF REMEBERANCE!

The Sedibeng District Municipality mayor Busi Modisakeng led the wreath laying ceremony at Old Ratanda Cemetery on Sunday, September 3.

The ceremony was made to remember the bus massacre victims who died back in 1993, when the ANCYL organized a soccer tournament between the Ratanda and Balfour branches. As the teams was travelling to the match, the apartheid police fired at the bus carrying the young players and other locals in Ratanda.

The local government promised that since the event was not well hosted, it will be reorganized better next year.

Not all the victims, affected or community was invited.

The need for documenting the history of the township was called for by Mayor Modisakeng, as there are living survivors and stalwarts who can tell the story of Ratanda during the apartheid era.

The Government delegation later joined families in the Evaton Cemetery and continued the commemoration programme of the 33rd Vaal Uprisings.

The Emfuleni Local Municipality councillors vowed to ensure the annual event is reviewed as the ceremony was not as well attended as in the previous years.

Ekurhuleni’s very own Obrey Mashigo aka Obrey M, has recently been crowned the Artist of the Year at the 4th Independent National Gospel Music Awards (The Ingoma Awards).

He is currently the face of upcoming gospel talent in the country, and the competition has seen him get an opportunity to get promoted to the mainstream music industry.

His first studio album, Isimemezelo, was nominated three times at the annual Ingomas. “The message of the album is about hope restoration to those who are despised and lost. It preaches the message of Christ who is the ‘Hope of Glory’ can help anyone regain hope and strength to pursue your God-given visions.”

South Africans are using the month of September to remember, celebrate and preserve the legacy of Black Consciousness Movement leader, intellectual and liberation struggle hero, Stephen Bantu Biko.

Biko died in custody as a result of police brutality on 12 September 1977.

This year, the country marks the 40th anniversary of his passing.

Biko died in a police cell at the then Pretoria Central Prison (now Kgosi Mampuru Correctional Centre) following his arrest in August 1977.

He had been savagely beaten by the apartheid security police while in police detention in Port Elizabeth and sustained serious injuries, including brain damage.

He had been kept naked and chained. Failed by doctors who conspired with the security police, he was transported to Pretoria from Port Elizabeth, despite being seriously ill from the beatings.

His death caused outrage locally and abroad.

and ideals inspired not only South African liberation struggle activists in South Africa, but also many leaders and activists across the continent and the world, who pursued an anti-racist, anti-colonial and anti-imperialist agenda.

“Steve Biko fought white supremacy and was equally disturbed by what he saw as an inferiority complex amongst black people.

He emphasized the need for psychological liberation for black people to accompany physical liberation and undo the damage caused by apartheid.

He advocated black pride and black self-reliance, believing that black people should be their own liberators and lead organisations fighting for freedom.

“He practiced what he preached with regards to self-reliance and led the establishment of several community projects, which were aimed at improving the lives of the people.

His ideals of self-reliance are more relevant than ever now as we push a radical socioeconomic transformation agenda and the deracialisation of the ownership, control and management of the economy,” said President Zuma.

Notice is hereby given in accordance with chapter 4 of the Municipal System Act, 2000: (Act No. 32 of 2000) and Municipal Finance Management Act, 2003: (Act No. 56 of 2003) to inform the public about the annual review of LLM’s Budget and Integrated Development Plan 2018/2019. On the 31st August 2017, the Council approved an IDP process plan and the Budget time schedules for the reviewal of IDP and Budget 2018/2019.

Furthermore, the Municipal Manager hereby invites all interested individuals, community organizations and other organized formations to express their interest by submitting their contact details, to be placed in municipal IDP/ BUDGET database so that they can be contacted for public participation meetings.

The opening weekend of September saw the inaugural Under-18 Football Challenge, sponsored by African Bank.

The University of Johannesburg hosted the soccer tournament, that empowered both

the boy and girl child to use sport to educate themselves.

The winning teams were awarded with cash prizes and medals for their participation.

Other honours were given to the coaches and

referees of the tournament.

The African Bank U-18 Football Challenge was organized by the Youth Lekgotla, SAFA Gauteng, UJ and the Gauteng Department of Sports, Arts, Culture and Recreation.

ALL ROADS LEAD TO TSHWANE! #GSCC2017 COUNTDOWN HAS BEGUN! Reported By Stephen Seakgwe The official countdown to this year’s Gauteng Social Cohesion Canival (GSCC2017) has started at Newtown in Johannesburg on Wedneday, September 6. Colourful costumes and artistic sounds captured the attention of all who passed by the media launch of the steet carnival, set to take place on Heritage Day (September 24).

The carnival attracts thousands of people around the capital city, Tshwane, joining people of all ages and cultures. Organised by the Gauteng Provincial Government and the Carnival Company, one can expect over 25 000 participants joining in celebration, all in

the efforts of social cohesion.

The brand new head of department for Gauteng Department of Sports, Arts, Culture and Recreation Monica Newton explained to media guest that this year’s GSCC will be the biggest yet.

“Join us for what is going to be a fantastic day in the City of Tshwane at the Tshwane Events Centre on the 24th September, which is also Heritage Day. We'll be joined by a troupe of 6,400 learners who will embody words: We seek to create a united democratic and nonracial society,” said Newton.

The HOD said that over 25,000 people will

line-up in the streets of Tshwane, plus grandstands in some places and some stage performances scheduled after the parades.

On behalf of the Carnival Company, Mrs Rachel Tambo (CEO) said the press launch was made to begin the road to Tshwane on Heritage Day. “Any community that wants to be involved head down to the streets of Tshwane, there will be spectator zones and fantastic space afterwards where there will be a concert.”

Tambo said the parade will begin at 12 noon.

“Basically, it’s Africa’s biggest street party.

It’s very multi-cultural where everyone is dressed in traditional attire.”

In addition to sponsoring the event, the Carnival Company has talented artists who made the colourful troupe displays.

Spectators and participants can look forward to magnificent floats, performers, musicians and dancers, with the procession starting at the Tshwane Events Centre. The The Gauteng Carnival procession was officially launched in 2005 as part of the Heritage Month festivities. This year’s theme is “Celebrating Our Living Heritage, We Treasure: The Year of O.R. Tambo”
