ithout a doubt, the newspaper looks different. More ‘magazinelike’ and more visual, this new layout celebrates our milestone of becoming a certified grassroots publication. As young as we are (four years to be exact), we felt that the only way to sustain our brand is to accommodate the ever-changing demands of the readers into the paper.

Research tells us that South Africa and the continent at large has a youthful population, with over 70% ranging from ages 15 to 35 years. This group of people, sadly, do not read newspapers that much. This is simply because the World has now introduced what we now call ‘New Media’ and this is how the news of the day is told and shared.

According to Wikipedia, New media refers to on-demand access to content anytime, anywhere, on any digital device, as well as interactive user feedback, creative participation. Another aspect of new media is the real-time generation of new, unregulated content.

This means that since people access content 24/7/365 using digital devices such as smartphones and computers, Mapepeza Newspaper has no choice but to join the trend.

The internet has bought about the second visual revolution in newspaper design with even more colour and use of visuals, even more brevity, more easy-to-digest articles.

That is where we are today, and the challenges of the ‘internet age’ are what all newspapers are still trying to answer.

For now, as the Television shows, Magazine and Newspaper titles and radio stations move online; we have to now prepare the communities we live in to now embrace and utilize the World Wide Web. Our online presence is still active on the social media platforms (created for us): full articles and pictures on Facebook, links and alerts on Twitter, daily updates on Google plus and LinkedIn, and all the previously published Mapepeza Newspaper editions ready to read on Issuu.com Mapepeza Newspaper will still bring the same content, only the presentation has changed.

We quote the words of Oliver Tambo who once said: “A nation that does not take care of its youth does not deserve its future.”

That is a very important quote that helped us decide to transform the publication – looking forward to greater and a more prosperous South Africa.

We support the second phase of the implementation of the Government’s National Development Plan (NDP Vision 2030), where now the focus is on radical economic transformation. In response to that, Mapepeza Newspaper has radically transitioned to become what you’re seeing now.

SAPS: We are ready to provide safety during Easter Holidays

The South African Police Service (SAPS) working together with other law enforcement agencies in the province is geared up to ensure that all people are and feel safe during Easter holidays through Operation Paseka (Safer Easter Holidays) that is already underway as from today. It is common knowledge that crime escalates during this period and this requires extra deployment and vigilance by the police to prevent and combat crimes through enhanced visibility including safety on identified national roads, within residential areas and any other places where people are expected to assemble in large numbers. As in previous years this time, members of SAPS have been deployed in accordance with the Back-to-Basic approach to ensure that, those who travel, visit or stay within the boundaries of the province are safe.

Even though the police have been deployed to ensure a safe and secure environment as well as stabilising identified crime hot-spot areas, an urgent request is made to all our communities to work together with the police including taking preventative measures to safeguard themselves and their properties as together we will achieve more.

Members of the community are urged to

take heed and apply the following safety hints: • Do not drink and drive, avoid speeding by leaving your departure point on time.

• In case of pedestrians, do not drink and walk on or along the road.

• If you know that you will be away for a longer period, do not leave your house unattended, rather leave another person to take care of it or report your absence at your police station so that the police can make turns at your place during patrols.

• To avoid hijackings, know your destination and be alert if you get lost.

Never leave keys in the ignition when alighting the car to open the gate.

• To avoid mugging, if you are waiting to be collected, do not wait outside. Always try to wait inside a building.

• If possible, avoid walking alone. Your best defence is having other people nearby.

• If you walk alone, plan your route carefully and stay in well-lit areas as much as possible.

Motorists are warned to exercise caution, be alert and avoid at all costs giving lifts to hitchhikers as some of these people victimise the same motorists who offer them lifts by robbing them.

President Jacob Zuma the 3rd Presidential Local Government Summit held in Midrand, Johannesburg under the theme “Tranforming Municipal Spaces for Radical Social and Economic Development”. The two day summit was convened by the President to provide strategic direction for the new term of local government and discuss a focused action plan that will help transform the local government to ensure radical socioeconomic transformation in line with the Back to Basics Programme (B2B).

n April 6, the third Presidential Local Government Summit was officially opened by convenor President Jacob Zuma at Gallagher Convention Centre under the “Transforming Municipal Spaces for Radical Social and Economic Development” The aim of the Summit is to continue supporting the Back-to-Basics programme in our municipalities as a building block for what the NDP defines as developmental local governance.

To this effect, he Summit also intends to agree on ways to further strengthen the system of local government in the second phase of the B2B programme, in the following areas: 1. Addressing spatial injustice and spatial dislocation; 2. Building resilient communities; and 3. Forge government-wide agreements on approaches and concrete actions to advance radical social and economic transformation at a local level.

The Summit reviewed progress towards strengthening our system of Local Government based on reflections of the successes and challenges of the Back to Basics approach, and concomitantly function as the formal launch of the B2B programme’s second phase.

The first day saw interactive panel discussions on the following topics:

Panel 1: Intergovernmental and stakeholder roles and responsibilities towards radical social and economic transformation at local level.

Outcome: Municipalities were urged to understand roles and responsibilities towards radical social and economic transformation at local level and what opportunities and challenges are faced as we seek to advance the agenda for radical socio-economic transformation.

Panel 2: Intergovernmental and Stakeholder cooperation and collaboration to ensure resilient municipalities thorough focused Disaster Risk Reduction strategies.

Outcome: Municipalities must build effective Early Warning Systems to support Disaster/Climate change mitigation strategies.

Panel 3: Transforming the economy of space: intergovernmental commitments towards radical socio-economic transformation.

Outcome: Spatial transformation is needed; this means planning to build the economy and social infrastructure for the benefit of all, and provide more opportunities and choices for all people in a spatially just society.

The above panels will assist not only to shape the outcome of this important summit, but also go a long way in strengthening local government.

mpress Menen Asfaw (Baptismal name Walatta Giyorgis) (25 Magabit 1883 Ethiopian Calendar, 3 April 1891 Gregorian Calendar – 15 February 1962) was the Empress consort of the Ethiopian Empire. She was the wife of Emperor Haile Selassie the First.

Every great man in history came into the world from the womb of a woman. Historically black women have been the pillar of strength throughout Africa and the Diaspora. Without examining the contributions made by black women throughout the ages, the full story of the black experience and struggle cannot be told.

This report aims to focus on the life and works of a virtuous woman, Empress Menen, Queen of Queens of Ethiopia.

H.I.M Empress Menen was born on 3rd April 1891 in the Egua village of the Ambassel region of the Wollo province. She was baptised Wolete Giorgis in the St Delba Giorgis Church. Her name Menen was given for the most beautiful respected ladies. Woizero Menen was the granddaughter of Negus (King) Mikael from the Wollo province.

Gauteng to review initiation school laws

The Gauteng Provincial Government will revisit the regulations of traditional initiation schools in terms of section 12 of the Children’s Act 38 of 2005.

Social Development MEC Nandi Mayathula-Khoza said the death of initiates in the traditional initiation schools and the secrecy of those who die in the schools are some of the reasons that made provincial government to revisit the regulations.

“It is also in the spirit of finding solutions to the challenges facing us and the desire to restore dignity, safety and values of cultural initiation practice,” MEC Mayathula-Khoza said. The MEC was speaking during the child and youth care Non-Profit Organisations (NPO) stakeholder engagement, which is currently underway at Turffontein Racecourse, in Johannesburg on Thurday (April 6).

Her father was Jantirar Asfaw and her mother was Woizero Sehin, daughter of Negus Mikael. Empress Menen was known to be kind, compassionate and devoutly God fearing.

She knew her native language of Amharic and was a well read and skilful writer, having gained various acadamic qualifications including home economics and spinning - an Ethiopian tradition.

Woizero Menen Asfaw was given in marriage by her family, to Dejazmach Ali of Cherecha, a prominent Wollo nobleman, and bore him a daughter, Woizero Belaynesh Ali and a son, Jantirar Asfaw Ali. This marriage ended in divorce and Woizero Menen then married Dejazmach (Prince) Amede Ali Aba-Deyas, another prominent nobleman of Wollo. She had two children for him, a daughter Woizero Desta Amede and a son Jantirar Gebregziabiher Amede. Unfortunately Empress Menen's second husband died suddenly.

Woizero Menen was married to Dejazmatch Tafari Makonnen (later known to be Emperor Haile Selassie I), in a church ceremony on 30 July 1911, in the province of Harar.

"...Her character is such that, apart from goodness, there is no evil or malice in her. Ever since, we were married, we lived together, by virtue of her being fertile, in one family joy, as well as sadness..."

For the first time in Ethiopian history, Empress Menen was crowned Queen of Queens, alongside Emperor Haile Selassie I, King of Kings on 2 November 1930 at St Giorgis Church in Addis Ababa.

Their sacred and happy union lasted forty-seven years during which time they had six children three daughters and three sons and many grandchildren.

She was not just an Empress, leading a secluded life in a palace away from the people; she was a champion to many causes such as, building and visiting churches, schools, hospitals and social service institutions; H.I.M Itegue Menen sought to serve the people instead of demanding services from them.

It is not possible to recount all of Empress Menen's good deeds. Her passing at the age of 72 was mourned not only by every Ethiopian but by many others over the world.

24 years later, hani’s legacy lives on

To pay tribute to the anti-apartheid leader, the City of Ekurhuleni will continue to roll out programs, which reveals ideals, that Hani stood for.

These include the provision of decent housing, primary health care and alleviation of hunger.

This April, City of Ekurhuleni will host events to commemorate the legacy of the fallen struggle hero.

To kick-start the Chris Hani Month celebrations on April 10, the city will convene a wreath laying ceremony at the Thomas Nkobi Memorial Park in Boksburg. This will be followed by a memorial lecture on Chris Hani at the Boksburg Civic Centre.

ing the life of Chris Hani will be opened for public viewing for free, from the 10th to 30th April 2017, at Chris Hani’s former home in Dawn Park, Boksburg.

School debates on living the legacy of Chris Hani on the 21st and 22nd April at the Dawn Park Primary.

Sugar Season Show!

RATANDA born Rapper has grown up to the mainstream music scene. Kgotso Makgale, popularly known as King Sweetkid has set the bar at its highest when he hosted the Sugar Season Show at Lavida Cafe on April 1.

This comes after he recently launched the mixtape ‘Sugar Season Deluxe Edition’ online on his website www.kingsweetkid.com The Sugar Season Show was packed full that Saturday night, with electrifying performances from Skwatta-Kamp’s Nemza and Gang of Instrumental member Bongo Riot. These artists set the stage for one unforgettable show

by King Sweetkid (22), who never disappointed – in fact, people got more than they paid for. The ‘Turn-up DJ’, Tee-Les kept the crowds jumping joyfully to his Rap music mixing.

Songs like ‘They Don’t Know’ and ‘Low Key’ were the anthems of the night. Most people could not help but join the screaming fans singing King Sweetkid’s records.

The crowd also enjoyed his new song called Real Talk, featuring Nemza, Bongo Riot and TeePee

(produced by Owzito).

People got a chance to also leave with branded souvenirs like plastic cups, caps and t-shirts to remember first-ever Sugar Season Show.

Among the special guests was the producer behind King Sweekid’s music Owzito Tshepo Radebe, rapper Fezile ‘Fezz’ Mnisi and various artists from around Heidelberg who came to show support for the local breakout star.

Without a doubt, Kgotso Makgale is Ratanda’s biggest musician to date, recently worked with Kwesta and Nemza.

King Sweetkid began his professional career as a rapper since 2009, since then, the quality of music he makes has been able to get people dancing all over South Africa. He now aims to make a real impact in the music industry with his sugary treats of rap music. The second instalment of the Sugar Season is his next anticipated project.

Social Housing Celebrated!

n Tuesday, March 28, theDepartment of Human Settlements and Social Housing Regulatory Authority (SHRA) hosted the Social Housing Annual Corporate Engage-

ment.

Government officials, housing developers and stakeholders got an opportunity to network at the Birchwood Hotel and O.R Tambo Conference Centre.

The SHRA is a public entity under the National Department of Human Settlements. It was established in August 2010 by the Minister of Human Settlements (then it was Tokyo Sexwale) as per the Social Housing Act, 2008 (Act No.16 of 2008).

What is social housing?

Government funded rental housing, targeted at low to medium income groups. This type of human settlement is made to contribute to the national government’s priority of restructuring the South African society in order to address the structural, socio-economic and spatial injustices of apartheid.

Social housing aims to provide clean, healthy and safe environments; within the areas closest to services such as transport routes, public infrastructure (clinic, police station etc) and economic opportunities.

The Social Housing Annual Corporate Engagement 2017 was managed smoothly by the programme director, media personality and businessman Tim Modise.

The deputy minister of Human Settlements, Zou Kota-Fredericks, the SHRA chairperson Mr Zolile Thando Ngcakani delivered presentations from their respective organizations. Panel discussions followed the presentations; where stakeholders from SHRA, Nedbank, TUHF and various social housing institutions discussed the state of Deputy Minister of Human Settlements Zou Kota-Fredericks receives the State social housing in South Africa.

SHRA provides both accreditation and funding to social housing institutions in the country. After successful completion of their application form, the Regulatory Authority must respond within 90 days. EKURHULENI BUDGET COMMENT ON THE DRAFT 2017-2021 IDP and 2017/18 - 2019/20 MUNICIPAL BUDGET

On 25 May the City will table its budget for 2017/18 – 2019/20 as well as the 2017 – 2021 IDP (Integrated Development Plan).

The draft documents are open for inspection and comments. Deadline is 30 April 2017.

The Integrated Development Plan (IDP) is a process where municipalities prepare a strategic development plan that covers a five-year period. It includes: • planning, • budgeting, • resource allocation, and • decision-making processes in the municipality.

It also includes the public participation process where meetings with the public are held across the City.

LET’S LOOK AT THE IDP AND BUDGET FOR 2017/18 Referred to as the Medium Term Revenue and Expenditure Framework, or the MTREF, this looks at budgets for the various projects/services that the City will carry out in the next financial year - and also over the next five years.

The City works with Capital as well as Operating budgets to fund the core services. The Capital Budget is used to fund service delivery needs of the community, such as: • Construction and upgrading of roads, clinics, libraries, • Network enhancement, and • Electrification of houses, and the like.

On the other hand, the Operating Budget is used to fund the dayto-day activities of the municipality such as: • Bulk purchases of electricity and water, • Repairs and maintenance of infrastructure, • Grass cutting, • Maintenance of parks and recreational facilities, and • Metro policing, and the like.

Maccabi secured the league title in emphatic fashion after they thumped AmaBEE FC 4-1 on the final day of the season and will now progress to the National First Division play-offs.

Moroka Swallows were relegated to the SAB League (Fourth tier) after they suffered a 2-1 defeat to Orange Vaal Professionals, who finished the season in second spot.

The Dube Birds have now been relegated for the third successive season.

They dropped out of the Absa Premiership in 2015, before being relegated from the NFD the following year and have now failed to beat the drop once again.

Five years ago Swallows lifted the MTN8 title and fast forward to now, they will be plying their trade in the fourth tier from next season. Mofolo BET Stars were the

second team relegated to the SAB League, despite claiming a 2-1 win over African All Stars.

Mofolo, who have 24 points, still have one more game to play but they cannot catch M.Tigers and Garankuwa United, who both boast 28 points.

JDR Stars were front runners for most of the season, but ended the season in third spot after running out 5-0 winners over Baberwa on the final day.
