MANSFIELD PARKS & RECREATION NOVEMBER-DECEMBER 2023 CAPRA ACCREDITATION Mansfield Parks and Recreation has joined the ranks of elite parks and recreation agencies across the country by earning accreditation through the Commission for Accreditation of Park and Recreation Agencies (CAPRA) and the National Recreation and Park Association (NRPA). This distinguished accomplishment was awarded as part of the 2023 NRPA Annual Conference in Dallas in October. CAPRA accreditation is the only national accreditation for park and recreation agencies, and is a measure of an agency’s overall quality of operation, management and service to the community. This mark of distinction indicates that an agency has met rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services. Mansfield Parks and Recreation has been working towards accreditation since 2020. As part of the accreditation process, the department was required to demonstrate compliance with 154 recognized standards and document all policies and procedures. The standards range from maintenance procedures and planning guidelines to financial transparency and community outreach plans. Often the process helps identify efficiencies and heighten areas of accountability, all of which translate into higher quality service and operation to benefit the community. “CAPRA Accreditation means our commitment to operating with uncompromising integrity and exceeding expectations has placed Mansfield Parks and Recreation among the best agencies in the country, ensuring our guests always receive the highest standards of welcoming spaces and remarkable experiences,” said Matt Young, Executive Director of Community Services. “Through best practices and accountability established by the accreditation process, we have a framework for the future of how we will create community as we gather, grow, preserve and play.”

SUMMARY This segment will extend from the recently completed trail at Cannon and Carlin Roads and create a connection to the entrance of Oliver Nature Park with a combination of added trails and expanded sidewalks along Matlock Road. CURRENT UPDATE Negotiations for right-of-way and property acquisitions continue, once these are completed the project will be able to be advertised for bid. Construction documents have been fully reviewed and have been submitted for the permitting process.

KATHERINE ROSE MEMORIAL PARK TARGET COMPLETION SPRING 2024 BUDGET $7 million DESIGN FIRM Parkhill

SUMMARY Katherine Rose Park (and Hardy Allmon Soccer Complex) is being reimagined to better fit the needs of a growing community. The project includes a master redevelopment plan of the space, including available nearby properties and parks. CURRENT UPDATE Parkhill completed the construction plans for Phase 1A - Rose Park Drive and Parking Improvements. The bid opening was held on 9/12/23 and the construction contract was awarded on October 9, 2023 to HomeRun Construction LLC. Contracts have been executed and preliminary work is underway with the SWPPP reviewed and being implemented. Construction will begin in December and is expected to be completed in April/May 2024. Parkhill also submitted 50% plans for Phase 1B, with a focus on potential playground layout and features. Staff has been reviewing plans and discussing any possible further public meetings necessary to gather additional feedback and input. Parkhill will submit playground designs for review in early December for consideration by staff.

SUMMARY Project will include fencing improvements and realignment, entryway updates, drop off and pickup improvements, a new entry plaza with new surfacing, an expanded restroom facility and more storage for baseball concessions. CURRENT UPDATE AAA Time Saver Services has begun construction on the new restroom building as well as the renovation of the existing concession building now that the MYBA season has fully completed. The block work for the new restroom building has been completed along with all of the new block work for the interior of the existing concession building, with demolition of the interior of the concession building being completed (old walls and old restroom plumbing removed). Some minor demolition is still required, mostly regarding the old ceiling of the concession building as improvements are made there. The framing of the roof for the restroom building as well as the new breezeway between the buildings should be taking place next. AAA Time Saver Services was also awarded the project for the entryway improvements to the fencing, paving, and landscaping after the bid opening on 10/10/2023. Work should begin very soon and coincide with the restroom and concession buildings project.

SUMMARY The project will provide a permanent restroom facility on the back nine holes of the course, conveniently located in an area where golfers can access the building after playing holes 12 and 15. CURRENT UPDATE Construction of the onsite restroom is nearing completion, as most of the exterior work (rock facing, stucco, painting, etc.) has been completed or is nearly completed. The interiors have been painted and doors have been installed, with crews now working to install insulation and the corrugated metal ceiling. The contractor is currently coordinating with golf course staff to dig the trench for the electrical line run from the pump house building located between holes 10 and 11. Once the line is connected to the building, the light fixtures and outlets will be installed. The delivery of the bathroom fixtures (toilets) has been delayed until 12/13, so the contractor has been given direction to finish everything else with the building as quickly as possible, at which point the building will remain locked until the delivery of the fixtures as the final step.

SUMMARY Mansfield Parks and Recreation was awarded a $750,000 non-urban outdoor recreation grant for James McKnight Park West from the Texas Parks and Wildlife Commission (TPWC) in January 2023 to add much-needed amenities to the 35-year-old park. The concept includes a playground, walking trail with fitness stations and the city's first disc golf course. CURRENT UPDATE The cultural resources survey (archeological) report was completed and submitted to staff earlier this month, where it was then turned over to the design consultant and submitted to TPWD so that work may continue for this project. All parcels that make up James McKnight Park West are also being re-platted into a single parcel for ease of future communications with TPWD and city staff as well. Studio 13 Design Group continues to plan for community engagement meetings, as many interested disc golf course designers have been reaching out and expressing interest in the project, including some notable companies met at the NRPA conference in Dallas in early October.

CURRENT UPDATE

The park operations team spent the month working on floodwater and vandalism cleanup. There were multiple areas affected by which required several hours of staff time to rectify. The ballfields were busy with end of season tournaments. Rain delays extended some youth association seasons. Citywide beautification efforts continue with the beginning stages of the seasonal planting. Continued efforts are being made at the public private partnerships to add new landscape to the parking lot beds. Special event season is increasing with several events taking place on the trails. 8

CURRENT UPDATE Nature education welcomed Junior Rodriguez as our Nature Education Specialist. The recreation team spent the month working on our fall special events. There were over 100 members who enjoyed several games during the MAC pickleball Paddle Battle tournament and family friendly Nerf Night. Almost 500 participants and volunteers had fun with several tricks and treats provided at the 10th Annual Boo Bash held at the Mansfield Activities Center. The Senior Lifestyles program celebrated by handing out candy for about 60 preschoolers who came to trick or treat at the MAC. The group honored our veterans during the Veteran’s Day luncheon and gave thanks together with an early Thanksgiving lunch served by several local volunteers.

CURRENT UPDATE The WALKtober Challenge kept us on our feet (literally!) all month long as we challenged residents to log at least one mile of walking or running each day in October. The challenge included weekly group walks every Monday, a series of themed walks on weekends, and prize packs for everyone who met the goal. After all 31 days, 290 people and 51 dogs logged nearly 10,000 miles collectively. This fitness challenge was part of the annual brand campaign highlighting the many ways our department helps residents gather, grow, preserve and play, and we know a lot of our participants saw incredible growth in October! This month also saw the spring recreation guide completed and headed to print and lots of planning and promotions for December events.
