It has been 125 years since Mansfield first burst onto the Oxford scene and my how things have changed.

What was once a theological College dedicated to the training of Nonconformist ministers has become, over time, a place of study to students from all over the UK and around the world, with interests spanning the arts and sciences. Mansfield also continues to be a home away from home for our undergraduate and doctoral students during their three years in Oxford, and for many others, the year spent in College as a Visiting or Master’s Student has proved to be equally transformative and memorable. It is this ethos of inclusion that continues to make our College so special – holding our gates open to the best and brightest from all social backgrounds.

The generosity of our donors is what makes it possible for us to do the outreach and access work that gives so many young people this lifechanging opportunity. Indeed, today’s students are tomorrow’s alumni and, as this report shows clearly, without the support and generosity of our alumni and friends Mansfield would be unable to build on the lofty aspirations of its founders, nor would it be able to start increasing the College’s profile both inside and outside of Oxford.

As many of you will know, the past four years have been particularly turbulent for UK Higher Education and the full effect of the recent changes in Government funding and increased tuition fees remains unknown. Generating financial support for our students, maintaining the tutorial system and indeed, Mansfield itself, remain key priorities.

Thanks to the donations we have received for our Annual Fund and Tutorial Fellowships we are better able to meet the demands in these critical areas going forward.

I hope that you will find the information contained in this report useful and informative. The 125th Anniversary Campaign was the first year-on-year fundraising drive in Mansfield’s history and, as you will see in the pages to follow, it has enabled the College to remain in a position to deliver on its important social mission. We are incredibly grateful for the support we have received and I would like to thank especially those who have helped us again as we begin to look beyond this important milestone in the College’s history and towards a very bright and exciting future.

College Expenditure Putting the 125th Anniversary Campaign into Financial Context Steve Waterman, Bursar

The 125th Anniversary Campaign has been enormously important to Mansfield: both in terms of the money it raised over the past four years and because of the reserve income it enabled the College to build up; reserves which will now enable us to proceed with some major capital expenditure at the College for the benefit of future students.

To better understand the success of the Campaign and the College’s overall financial picture it is worth saying a little more about Mansfield’s present financial position, and how this has changed over the last four years.

It is generally well-known that Mansfield, because of its relative youth and the nature of its original foundation, is not a wealthy College. Despite significant growth over the last 10 years, the level of endowment (currently around £10,000,000) is the lowest of any other College, save for our neighbours Harris Manchester. In terms of endowment per student, however, Mansfield’s continues to be the lowest. This has a few significant consequences for the College: firstly, while most other Colleges can expect to receive a healthy 30-40% of their total annual income from endowment dividends or other investment income, Mansfield only receives around 10% of its total annual income from the endowment.

Mansfield is also more reliant than other colleges

on developing alternative sources of income for balancing the books. In particular, we depend heavily on the income we receive from conferences and other events such as weddings and commercial bookings. Over the past decade our conference income has grown from around £200k to £500k per annum. Finally, of course, income from fundraising is crucially important, either for Annual Fund purposes or for growing the College’s endowment.

At the same time, student fee income and the grants provided from HEFCE (which are routed through the University) have not in recent years kept pace with inflation. Over the last two years, in fact, we have experienced actual cash decreases from these sources.

As with other colleges Mansfield continues to derive a significant amount of its income from student charges (rents and meal charges), although in this area we have striven simply to keep pace with inflation rather than trying to ‘profit’ from these sources of incomes. As a result, we continue to have a very high demand for College meals and College-provided accommodation.

Our financial position means that we must constantly keep our costs under review and one of the ways we gauge how we are doing in this area is by taking part in the annual Oxford colleges financial benchmarking surveys. It is a source of pride for us that these surveys regularly show Mansfield to be among the best both in efficiency and in the cost effectiveness of its operations.

Donations to the College have played a vital part in helping us ensure we can meet the annual expenditures associated with pursuing our institutional mission. These donations have been used for a variety of different purposes over the last few years. For those that have given for specific academic posts, this income has been invested in order to help ensure that these posts will be able

to continue in perpetuity. Other donations have allowed us to increase the resources available for Mansfield’s current and future students: student hardship and bursaries, a planned rolling programme of maintenance and redecoration for student rooms and other improvements to the College environment. Philanthropic income has also enabled us to maintain levels of expenditure across the board, despite a real terms decrease in HEFCEderived income, ensuring that we do not have to make cuts to the JCR and MCR budgets or reduce the provision elsewhere in the College.

From the accounts I have selected a few key figures which highlight some of the financial changes that have taken place over the last four years.

Capital Projects I am also happy to say that the success of the 125 Campaign will soon have an even more tangible impact on the College. Over the past four years, Annual Fund income has started to accumulate at a level where we are now in a position to take forward some much needed capital improvements.

The first of these projects is the construction of a new purpose-built kitchen to the rear of the College.

This facility will provide service to the Chapel for banqueting purposes and the existing hall for formal dinners. It will also allow us to create a new student canteen, bar and patio area which will be created from the existing basement kitchen area.

The amount now available for this project stands at £2.4M, most of which has been built up over the four year period of the 125th Anniversary Campaign.

A similar further amount is needed to fully fund the

Campaign project, but with the funds raised to-date as well as a long-term loan, we will be able to complete this essential new facility for the College within the next two years.

Finally, the College has begun looking at larger projects to provide some much needed refurbishments to the fabric of the College, especially the College Chapel roof, ceiling and floor.

Beyond the new kitchens and dining areas, we will also proceed to construct a new building alongside Love Lane with space for 78 student bedrooms and other multi-purpose facilities. Funding for this project is currently being sought in conjunction with the University, to explore the opportunity of using some of the space within the new building for the establishment of a Brazilian Studies Centre.

The costs associated with this refurbishment are significant and the College has started approaching a variety of trusts and foundations about supporting these important parts of our heritage and helping us restore them to their former glory. Some of the funds generated from the 125th Anniversary Campaign are already being put to use in this area and the commitment shown by our friends and alumni will be a crucial component in attracting outside organisations to help us.

The 125th Anniversary Campaign: Philanthropic Income Breakdown Justin B. Jacobs, Deputy Development Director

Overview of the 125 Campaign In 2007 the College set out on an ambitious campaign to raise philanthropic income in the lead-up to its 125th Anniversary in 2011. Despite the economic turbulence over the past four years, the Campaign received 607 separate donations totalling just over £1.4M in unrestricted gifts to the College’s greatest area of need: the Annual Fund.

Looking at the donors to the Campaign reveals a base of support drawn largely from the generosity of Mansfield’s alumni but with additional gifts being made by parents and other friends of the College. The alumni giving figure of 482 produces an overall Campaign participation figure of 13% (based on our current contactable alumni total of 3,700). The average participation rate across all Oxford colleges during this same period was 14.2% (with an average contactable alumni total of around 5,100).

Annual Fund Donations The lion’s share of donations to the 125th Anniversary Campaign were made to the College’s Annual Fund, the fund responsible for ensuring that the College has the annual income required to meet its expenditure levels in three key areas: student support, tutorial teaching and the overall college environment.

As the Bursar has already noted in his report, these three areas are protected by the unrestricted designation of Annual Fund donations: they can be used to fill any gaps that may appear in the operations budget, they can be invested to build up endowment or they can provide a ready supply of income to a particular area when required.

Because Mansfield’s endowment generates far less income than any other Oxford college, unrestricted philanthropic income is vital to ensuring the College has the funds it needs to provide for its students and staff.

Although the primary focus of the 125 Campaign was to generate a reliable month-to-month income stream for the Annual Fund, during this period Mansfield also received donations from alumni and friends that helped support specific areas of the College. Taken alongside the overall Annual Fund figure of £1.4M these funds contributed an additional £330K in philanthropic income.

Apart from the tutorial system and specific subjects taught at Mansfield, access work continues to be a central pillar of Mansfield’s mission. We are already the college with the highest proportion of students from the state sector and we are are committed to helping widen participation to Oxford amongst the most able students from the poorest backgrounds. We have had some very generous donations over the past few years to help us in this work and we will continue to rely on the goodwill of our alumni to help us increase this important aspect of the College.

As part of the 125 Campaign donors were asked to contribute primarily to the Annual Fund either via single donations or by making a monthly or annual pledge over four years. This asking was done in numerous ways: Annual Fund mailings, face-to-face meetings, Gala dinner auctions and from 2009 onwards, through a University-partnered Telethon. To help identify donors, provide stewardship and to better track Campaign income and progress, three main giving clubs were established:

Over the four year Campaign these three giving clubs generated £972K for the College’s Annual Fund, while Supporter level, other regular gifts and one-off donations generated nearly £145K.

Outside of donations to the Annual Fund and our Access work, donors also showed a willingness to give back to many of Mansfield’s subject-specific fellowships. These funds play a vital role in ensuring that the College is able to retain and bring in world-class academic talent. With government cuts to Higher Education funding arriving, the College uses these funds to ensure that posts do not become frozen, such as our Economics Fellowship will be following the retirement of Antoni Chawluk next year.

Giving towards Mansfield’s academic fellowships over the length of the 125th Anniversary Campaign reveals a desire among some donors to give towards their specific subject area, with Theology and Geography receiving comparatively strong levels of support. We are incredibly grateful for this support because it ensures that our students continue to receive the best education possible during their time in College by hiring and retaining academic talent.
