LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

Early warning alert. There is a case pending before the U.S. Supreme Court which could impact the future existence of the Fraternal Order of Police.

As you already know, your FOP bargains for you under ACT III. The contracts we are able to secure cover ALL members of the Police Department. The costs of the contract and your entire labor, injury and grievance processes are covered by your membership dues. This is why those few officers who are not members pay what is known as an “agency shop fee.” Since they enjoy the benefits of any contract, simple justice requires that they help to pay for it.

But those who are out to destroy the FOP and other labor organizations disagree. If they win in the Supreme Court, the FOP will be required to cover all bargaining unit members without any obligation on their part to finance the effort. In short order, the FOP will cease to exist.

I am not overstating the case here. There is a very real danger to your future. The case in question is Janus, V. AFSCME. If the court rules against AFSCME, then public sector unions will be required to service their bargaining units without any corresponding income to finance it. You don’t need an accountant to realize that the affected public sector unions will run out of money very quickly.

You alone have the ability to reverse the damage this case will cause by continuing to remain FOP members in good standing.

I will keep you updated as this snake slithers through the court system. Stay tuned.

William Hunter - PCl Wrestling Dear John; As you know, I am on the PCl Wrestling board of Directors and assist in running all the PCl wrestling events. The pel consists of 10 team's from all over Philadelphia county, Bucks County, & Montgomery County. For the fourth straight year we have held the All-Catholic Banquet in the Heroes Ballroom.

Each year it seems to grow a little larger. This year we had over 200 wrestlers and parents in attendance. That's the most ever in the leagues 43 year history. At the conclusion of this year's banquet, I was swarmed by multiple attendees with compliments on the food, the cleanliness, the servers, and how nice the entire facility was. I was truly proud to be a part of the Philadelphia Police Department and Lodge #5. I would love to take the credit but my kudos go to Sharon Jonas, Junior, and the entire staff. Thank you very much and please extend my thanks to them. We (PCl Wrestling) have already scheduled the 2018 banquet at your lodge.

VICE PRESIDENT/CHIEF OF STAFF’S MESSAGE

Over the years I have written numerous articles about various issues and people in the department. In years past I would write about certain people who thought they had the rights and powers to change policy or violate the contract because of their titles. I would make mention of situations, that most people reading the article would be able to figure out who I was referring to, without me having to mention a name. A lot of the times it was our one percenters, as I call them, you call them other names (ha ha). I have tried really hard to stay away from exposing our one percenters, in hopes of their getting the point, when they are the one in the spotlight.

As time went on, we have changed a lot of the command structure and the way our one percenters think. I can say that came with maturity, and what we call our grievance process.

No one wants to be the person that has to stand up to a decision they made, when they know it was made for the wrong reasons. Be careful what you wish for. Now fast forward to the present; are we going back to our old ways of managing the police department. Do we punish first, then investigate or ask questions later? Are we getting back into the old habits of, do as I say, not as I do? Or, maybe, it’s never changed, and it wasn’t the original one percenters, we have a new breed.

We have come a very long way trying to fix some relationships with management and the FOP, to have this start all over again. We can’t keep living in the past, holding grudges, and being vindictive. By now you should all know that we are all in this together, and we all fight for the same common goals in our careers. We strive to make a better life for the people that will be following behind us, while we try to maintain the best quality of life for us, our loved ones, and family members. To see and hear some of the things still taking place in the department as we struggle to maintain our status 14

as your bargaining unit is very puzzling. We constantly fight for our members and their rights, and as you all know, our membership includes all ranks, up to the rank of Chief Inspector. As many times, as we’ve had to fight to maintain our status and keep all of our bargaining unit members in the FOP, you would think, someone with longevity on the job would understand by now. I’m wondering why we are still receiving calls on matters that should never leave the districts, units, or divisions. Without me saying it, you can draw your own inference on what type of people you are working for or dealing with. There is no way in the world I should be getting phone calls about overtime in any district, or unit. With the language we have in the current contract, no one should not be getting their equal share of overtime. How can one district have too much, that it can’t be covered, and the other district refuses to give it to officers. How vindictive is that for supervisors to use the overtime to screw with people. One would think the climate we are in at the present moment with the political circus we have to face every day would bring us closer together as one.

But we seem to always have that one that strays off on his own, and create the miracle wheel that has not been created before.

Why can't you just leave well enough alone, let people come to work and do their jobs, and be left alone. Don't get me wrong, we have some people that no matter what you do for them or give them, it will never be enough. Those are the ones that live in the fantasy world of the entitlement and for the most part of it, lacks common sense. When you are right, I will be behind you supporting you 100%, and even if you are not right, I will still have your back, as long as you can live with yourself about the decisions you have to make in order to move on and put things behind you, at some point in your life you have to be the adult. When you act like an immature adult, you will be treated like an imma-

ture adult.

We are battling every day to keep the politicians from taking everything away from you, with the stroke of their pens. People before us have sacrificed energy, time, and a lot of money to get us to the point we are at today. We still have uphill battles to try and right the wrongs that have been cast upon us for just putting on the uniforms every day, and standing up for something good in life. Why would we let internal politics get the best of us at any time? Think about the difference in good and evil. It only takes one person to bring about a lifetime of evil, and it takes millions to keep the good image going.

I'm getting tired of the good things we accomplish getting overlooked by the evil person that fails the test of life. Having to deal with a command and all of the personalities is not an easy task. I actually give the majority of the commanders a lot of credit for being able to deal with the many personalities they have to face on a daily basis.

And the opposite of the commander dealing with the multiple personalities, are the officers having to deal with a commander that rules by fear. Going to work and having to worry about if you are the one on the list today is not a good thing. When you are basically bullied by the rank is a horrible feeling. That is a very common practice that is running rampant these days. Not being able to take a vacation day when you are over the cap of hours, being threatened and not afforded the opportunity to consult with a FOP Rep or attorney, constantly placed in a hostile work environment, and the list goes on. The calls we field on a daily basis are ridiculous. But, yet and still, when you have to work on your cancelled day off, and god forbid if you call out sick, or have a true emergency, well, we all know how you get bullied after that and you become the target in the bulls eye. Have we forgotten that we are all still human, and things really happen. Just because we wear a uniform and we are public servants, the first line of defense, emergency personnel, and how ever else you want to call it, the first factor is, we are still human beings, with families, we bleed, we get cold, we have emotions and feelings. Go ahead and continue to treat

people like they are nothing or less than anyone else, and you are going to get the same results you have been getting. Do you think by any means, I would go out there and work my butt off for you, when you could care less about me and my family. Company commanders should not take offense at that. You get back, what you put out. A great leader gets great results. And if you haven’t forgotten where you came from, you would totally understand what that means.

Sometimes we have to remind people to step back in their lane and slow it down.

A boss is different from a leader. A boss can be a leader – but not necessarily.

A boss is your boss: the one with the nice, sleek room at the end of the corridor. A leader can be your supervisor or the colleague who sits next to you and shares your stapler.

There are two reasons why people don’t say “like a leader!” as a catchphrase. One, it sounds weird and unfunny. Two, it takes more than just bossing people around to be a leader.

A boss’ goal is to get things done, while a leader, not only gets things done, they empower and motivate their team. Real leaders make things better; they don’t just point out what’s wrong.

A boss is always the center of attention. A leader is someone who steps back and brings out the best in the team.

A boss can provide good or bad leadership.

Once again, I begin this article by stating that it has never been harder to be a Philadelphia Police officer. In certain segments of society, there is an increasing antipolice bias in society. That anti-police bias in the City of Philadelphia has led to the election of an anti-police District Attorney.

Manpower on the streets is still below what it should be. The department is in the midst of a recruitment drive to increase the numbers in our ranks. We have seen an increase in the numbers of officers joining our ranks and we readily welcome aboard any number of new classes that can be put into the police academy.

I write this as the Eagles Super Bowl Championship celebrations and parade have just concluded. The events brought this city together and added a very needed degree of unity to the entire Philadelphia area. As always, the men and women of the Philadelphia Police Department did an outstanding job in dealing with loud and boisterous crowds both at the end of the game and in the ensuing parade and celebration.

Our members worked long hours in protecting the citizens and visitors. One of the things I’ve heard from a very small numbers of our officers is the fact that the FOP did not provide a lunch during these details. Quite frankly, it was logistically impossible. As with many of the services we provide here, the supplying of lunches and refreshments by the FOP has been taken to a very heightened level under John McNesby. John is constantly trying to provide

the best for our members and that includes the delivery of lunches on very large details. In this instance, it was not practical at all to do that. I must say that the very few negative comments we receive from members about lunches grates on me. The city assigns officers to these details, not the FOP. The city places you out there for long periods of time without food or water, not the FOP. The FOP saw that our officers were not being treated properly and the FOP stepped in to correct this. Under John McNesby, no effort is spared in taking the best care of our members. There is NOTHING to prevent the city from budgeting more money for a detail and providing lunches and water. The FOP has stepped in and done this without reimbursement.

The city could provide you with lunch and water on large details, but they don’t.

On the Sheriffs front, the FOP just completed the Act 195 Interest Arbitration Hearings for our Brothers and Sisters in the Office of the Sheriff. As with the police, the job of a Philadelphia Sheriff has never been tougher. The Sheriff’s Office has assumed additional duties and responsibilities in regard to prisoner transportation, courthouse security and dignitary security.

Arguing with Supervisors and coping with a new District Attorney…

First of all, I’m hoping all had a great holiday season. While it seemed to last forever, remember this, it starts with a parade and ends with one. In essence, the season starts with the Thanksgiving Parade and ends with the New Year’s Day Parade. Some years the debate is about which parade was colder.

There’s no debate this year. New Year’s Day was the coldest I can remember. I was proud to see all of our folks staffing the Parade in a professional manner, fighting back the freezing temperatures. The FOP had two roving lunch trucks and a stationary lunch truck at City Hall and we hope we reached all of you with our warm food, hand warmers and chap sticks. It truly was a job well done in some pretty harsh conditions.

I’d like to bring your attention to a great event that really helps us with our Survivor’s Fund. That would be the Polar Plunge in North Wildwood on Saturday February 24th.

Please make the effort to be a participant in the fun and the after party held at Keenan’s.

Every year a great time is had by all and the fundraising effort allows us to remember all of the Fallen Officers in a way that dignifies the lives sacrificed by our Fallen co-workers.

There’s something to do for all ages and the after party is a great time to spend with old friends and to make new ones. Hope to see all of you there.

On the work front, I’d like to speak about something that seems to be trending in the Police Department. We’ve recently experienced an uptick in cases that involve allegations of insubordination. While I’m not saying that any of these cases are founded; there’s always a better way to handle things than arguing with a superior officer. If you are an officer and a supervisor of any rank gives you an order, simply follow that order. It’s not a debating team that we work for; it’s a paramilitary organization and that’s why we have different ranks. Arguing with a supervisor IS insubordination no matter how you word it.

The only order you can refuse from a superior officer is an illegal order! If that is the situation you better dot your i’s and cross your t’s.

It better be an illegal order and it’s always best to have a witness to such an order. Remember too, that a supervisor who issues an illegal order would also lie about doing so, that’s why a witness is best.

For those of you who have arbitration mat-

ters pending, be patient. This is a slow moving process and cannot be accelerated. Arbitration is not a slam dunk guaranteed process where we always win. Sometimes the neutral arbitrators don’t see things the same way we do and sometimes they do. It can be a roll of the dice. The city has in rare instances appealed ruling where we prevail, grinding that process even slower. We usually prevail on matters that the city appeals which is nice. Remember, we here at the FOP cannot speed this process; it moves at its own pace.

Last but not least, be careful out there with the new District Attorney in town. He sees things thru a crystal ball that used to only be used on the defense side of things.

He has never prosecuted a single case and

has invited several anti-police people to be part of his transition team. We here at the FOP have slim expectations as to the DA’s office and we hope we’re wrong. The bad part of that is we don’t think we are wrong.

Remember, be safe out there and back each other up. In these times, especially considering what’s at the DA’s office, we need each other more than ever. We here at the FOP will always be here for you. Don’t let your guard down in these times of anti-police situations where you can be sure that someone will be there to bait you into saying the wrong thing. Bite your lip and let them talk. Stay off of social media as it a sure fire way to get in trouble. Take care.

“Who’s Supporting Our Police Officers”

Vice President’s Report

On December 12, 2017 Pennsylvania House members voted 90-102 against Senate Bill #166, which would prohibit paycheck deduction for political action contributions.

Senate Bill #27 Martina White Bill, regarding releasing the names of Police Officers when involved in shootings. We are currently working with State Representative Martina White and others to finally have this legislation passed.

On January 2, 2018, District Attorney Elect Larry Krasner was sworn in to office and his era started with the reforms he claims this city has been waiting for.

On January 5, 2018, 33 employees from the District Attorney’s Office were fired or forced to resign from their positions.

We can only hope this is not what the next four years will look like. I get it District Attorney Krasner can hire and fire whomever he wants to, but how do you replace 100’s of years of experience trying criminal cases. He is doing at the expense of the crime victims, families, and more importantly, the public servants like us who dedicate their lives to pursue justice for the citizens of Philadelphia.

On January 25, 2018, Council President Darrell Clarke, introduced a resolution to explore what civilian traffic enforcement officers could do so that police officers could focus on criminal investigations. This resolution would allow civilian officers to issue tickets, but they would not carry weapons or have the ability to make arrests.

On January 29, 2018, President McNesby sent the Mayor and Council Members, a letter respectfully requesting to reject resolution # 180028, which would allow the use of civilian police officers. To allow the use of non-professionals to attempt to do our FOP bargained work that we were trained and hired to do.

This will not only not solve traffic concerns; it will just create more problems for the city.

The work in question should only be done by professional police officers, not civilians. We will keep you updated as this resolution moves forward.

Recording Secretary’s Message

So here we are, just over a month into the first term of District Attorney Larry Krasner. We anticipated that there would be issues and he hasn’t disappointed so far.

He started with the firing of 31 experienced Prosecutors when he first took over. Some of these Prosecutors were in the middle of or starting Homicide trials; making it clear how much concern he has for victims of crime in our city.

Most recently has been the emergence of Krasner’s “List”. Allegedly there are 26 names on this list of Philadelphia Police Officers. Now remember no one on this list has been actually found to have ever given false testimony or made false arrests. To find yourself on this list only means that the District Attorney’s Office feels that there may be a “pattern” in your testimony. What constitutes a “pattern” to the DA’s office? I’d love to know myself.

Krasner has also been quoted as saying that he wants to make the list public. Clearly he has no concern for what that would put the Officers and their families through all because there is an alleged “pattern”. Well not so fast DA. Even some of our local defense attorneys have a problem with that. Longtime Philadelphia defense lawyer Paul Messing said, “Police officers, like everybody else, have privacy rights, and if there’s no basis for the belief that an officer is not credible, then nobody has any business making that information public.” That’s right, it may be a shock to some but Police Officers have rights too.

These issues are important and are having a negative impact on not only our Police Department but on the entire city as well. But there is another issue that may be just as important if not more that has received less attention. That issue is the District Attorney’s declination of charges on arrests. Whether you speak with Detectives or Narcotics Officers you hear the same thing, this office won’t prosecute. The DA’s Office are holding preliminary hearings every time they read a PARs report rather than seeing if there’s enough to charge. It’s as if the DA’s office doesn’t understand probable cause, prima

facie evidence, and reasonable doubt. You’d think after attending Law School and passing the Pennsylvania Bar they would know. The fact is they do know and they just don’t care. This is not the only evidence we’ve seen that shows that this DA doesn’t think he has to play by the rules. This practice is not only wrong, it’s dangerous.

When a dangerous criminal is released into the public when they should be in custody it’s only a matter of time until they victimize someone. You have to look no further than the case of 23-year-old Jorge Aldea. Aldea was in custody on a VUFA charge and had allegedly killed a man outside of the Caribe Mini Mart at Mutter and Westmoreland in 2011. Homicide had submitted an arrest warrant for the murder to the DA’s office but they declined at the time. After he was released on bail he went and found Reyna Aguirre Alonso—a clerk at the store who he thought witnessed the 2011 murder and shot her to death. How long until this starts to happen repeatedly in our city under District Attorney Krasner?

Krasner’s Office also continues to decline arrests of buyers made by Narcotics teams. When you refuse to charge the buyers it makes prosecuting and convicting the sellers that much harder. The DA’s office appears to be conflating the perceived harmless use of marijuana with the harmless illegal sale of marijuana. Nothing could be further from the truth. Street corners that deal in Marijuana sales are some of the most violent corners in the city. It’s not uncommon for gun battles to occur over these profitable corners.

Maybe we shouldn’t be surprised that a man who has never prosecuted a case in his life is this clueless about Law Enforcement. I can’t help but wonder if he is really this clueless or does he know exactly what he’s doing. Regardless this is who our DA is now. We will continue to do everything we can here on Caroline Road to protect you but I urge you to be careful out there. Be careful on the street, be careful in your actions, and be careful in your paperwork.

Labor Issues, Conflicts within Squads and Units – How they are best addressed…

One of the most common problems throughout the city is the difficulty that some have when dealing with supervisors or the reverse in supervisors dealing with less motivated personnel. It can be very difficult to overcome if either side lets anger into the equation. So first and foremost it is imperative that both sides keep their cool when addressing any problems when they arise.

Supervisors need to be clear and fair when asking their subordinates to address a problem in their commands. They also should never threaten their subordinates with penalties should they fail to meet his/her expectations. An example of the wrong thing to use as a bargaining chip to ensure compliance with a requested increase in activity would be to threaten the access to overtime. Fair access to overtime is mandated by our contract in that all members should have equal access to reimbursable overtime. Reimbursable overtime and grant overtime are clearly one of the biggest problems in almost every command. It doesn’t take a genius to recognize things like a Commander favoring his personnel staff. Commanders should realize that the easiest way to “lose his people” is to favor his staff over the men and women in the line squads. That is a morale buster, and you should expect negative responses when you ask for results when you’re favoring your staff. It’s much simpler to use a visible wheel that rotates. The wheel should be done by an administrative supervisor to ensure fairness. In some instances, the people who administer these “wheels” are unfair. Again, don’t argue with them. Please bring it to our attention 32

and we can take a look or outright grieve it. The proof will be in the DAR’s and the wheel; you can’t hide these things.

Police Officers should never think that arguing with a supervisor about anything is the proper way to handle things. If you’re given an assignment, whether you think it’s fair or not, you need to simply follow the orders you are given. The best way to address persistent unfairness is to contact the FOP and let us intervene. In many cases we are able to work out some of these problems in a simple phone call. In others, where warranted we can address some issues thru Labor Relations and again, with their help we can get matters worked out.

In the most difficult cases, we resort to arbitration and a neutral arbitrator will render a decision.

Most importantly, do not get into confrontational situations that will only make matters worse. Arguing with a supervisor can usually lead to one thing, a set of 75/18’s. The charges will in all probability be Insubordination and the penalties for that can hit you in the pocket and also put a damper on your ability to get transferred or even promoted. We don’t need to go there. Let us do the arguing for you and we can avoid a myriad of problems Please be safe out there and remember to protect yourself and your co-workers at all times. We may be the only line of defense when dealing with a hostile public, press, and now maybe even the DA’s Office. Don’t do anything that could put your career in jeopardy. Unless you’re single, your benefit package covers your family and doing something stupid can and will affect them also.

Springtime can’t come fast enough for most of us with this unusually cold winter, and an equally cold atmosphere at the DA’s office; we could all use a bit of warmth. Wishing luck in the next step of their careers, to all the ADA’s who suffered the back lash of this animal. The city will be the one that loses with the dismissal of so much talent and experience. Hopefully with the city warm up, there will be a warm up with the political environment over the next four years. We have a lot of work to do!

Political Action Committee (PAC): I’ve written about the PAC in the past, but this last election for DA has made it so clear how important it is to get out our agenda and protect our members, not only the active members but very much the retired ones and all of your families too. If you are not familiar with PAC, it is an account we have established where our members can make a direct deposit donation each pay day.

We are able to use these funds to back our political candidates of choice in their pursuit of a political office. Not only with our vote but with our political dollars too. We can get out our message on signs, mailings and billboards for all to see.

We are sought out in every election for our endorsement because for most candidates, the safety of the city is the most important topic at hand. But not for this DA, in his last election, public safety was the least important for him. Here in Philadelphia he plans to continue the war on police created

by Obama in his two terms. Reduce the limits for sentencing criminals, essentially making it more appealing to commit crime and further reduce the police officer on the streets ability to question or take a criminal into custody.

Lodge Building: Very exciting things are going on in the building this spring. We have plans for an outdoor patio dining area that should be complete for the summer. Stop by the lodge to see pictures of the renditions of what it will look like.

We have acquired the parking lot next door, and it should be a permanent addition to the property in the near future.

The MGL room has received a fresh coat of paint and the lighting has been upgraded. A new draft beer system along with a built-in cabinetry unit was added to better serve our private parties and events. And we are currently looking to upgrade the floors, which are taking on a lot of wear.

The ballroom has had several upgrades as well. A beautiful new carpet along with a new state of the art audio system are the two biggest upgrades. This will enhance the wedding experience and enable us to have more training in this room.

On January 7, 2016, we here at the Fraternal Order of Police were notified of the shooting of 18th District Philadelphia Police Officer Jesse Hartnett. While sitting in his patrol car Jesse was senselessly ambushed.

He was shot three times and seriously wounded, but was able to find the strength to call for backup and pursue the suspect.

Jessie spent nearly two weeks in the hospital encountering numerous surgeries with many more to come. During this time our police department and the FOP received thousands of calls from all over the country offering their support. Now nearly two years later on January 22, 2018, after two weeks of agonizing testimony Jessie Hartnett finally received justice with the verdict coming back in under two hours. Guilty on all charges next is the penalty phase with sentencing set for May 14, 2018 the courtroom was filled everyday with members from the 18th District as well as his family. Our profession is under attack both on the Political front and daily by people wanting to kill us just for wearing the uniform. I want all Officers to be vigilant in their assignments; you deserve to go home at the end of every shift. For Jesse we here at the Fraternal Order of Police will be here to support you.

On the disability front the sad reality is that if you’re an aggressive Police Officer you are more likely to get injured, if that occurs please report it the minute it happens. If you delay reporting the injury your claim could be denied and we would have to go down a long road to have it recognized by the City. If you are currently injured and receiving treatment

please remember if you were injured in the performance of your duties and your injury is classified as a heart and lung you have the right to move out of the City of Philadelphia compensation clinic and treat with one of the heart and lung doctors. I encourage you to move to one of our doctors, they will listen to you and get you the treatment you need to get back to work. If you should have a problem navigating through the disability system please contact me here at the Fraternal Order of Police Lodge #5. I can be reached at 215-6293620 and I am available to answer all your questions. Just remember the Safety Office and their personnel work for the City. Although they are there to assist you with paperwork please contact me with your questions.

DO NOT THROW IT OUT it will not go away and just end up as a negative item on your credit report. On another note when requesting a reoccurrence of an old injury please contact us first. We can explain the process and alleviate you from getting the run around from the Safety Office.

As you may already know it’s time to sign up for the Catastrophic Leave Bank. The enrollment period began January 1, 2018 and ends March 31, 2018. The Leave bank was created to help Police Officers who have serious medical issues and have depleted their own banks. The requests are decided by a committee and only granted for serious med-

ical conditions. You are permitted to donate up to five vacation days to allow an ill member of our department to maintain his pay and health benefits. The forms can be obtained on our website www.fop5.org and at the front desk of the Lodge during normal business hours.

For our members who participate in our May Survivors’ events honoring Police Officers who were killed in the line of duty, May 2, 2018 will be the City of Philadelphia’s Survivors’ Event and will honor Police and Firefighters who were killed in the Line of Duty in 2017. May 7, 2018 will be the trip to Harrisburg where the State Fraternal Order of Police will BE honoring 24th District Police Officer Raymond Diaz who died from service connected injuries in September 2016 along with other Police Officers in the State that were killed in the line of duty in 2017. May

15, 2018 the National Fraternal Order of Police will sponsor the National Police Survivors’ day in Washington, DC. This day will honor all 2017 Police Officers from around the country killed in the line of duty by engraving their names on the Memorial Wall. As stated above our own 24th District Police Officer Raymond Diaz will be etched on the walls of Heroes.

Buses will be provided for both the Harrisburg and DC trips. The sign-up sheet will be located at the front desk of the Lodge. To conclude our Survivors’ Month Lodge #5 will be hosting the 22th Annual Survivors’ Benefit on May 19, 2018. We will be featuring the same inside and outside venue. Please come out and support all of these worthwhile events and show our City and the World that Police Lives Do Matter.

Conductors’ Message

My reflections since our last issue in the fall of 2017 begins with those headlines from the weather that brought costly destruction and devastation from Hurricanes Harvey in Texas, Irma in Florida and then last but not the least, Maria, which ravaged Puerto Rico and the US Virgin Islands. That was followed by wildfires that continued to burn and kill at least 40 people on the west coast and finally that extreme sadness that engulfed us all with the deadliest mass shooting in US history in Las Vegas. Law enforcement was praised for their “AMAZING” response and the incredible job handled by the department. Our hearts and prayers were absolutely with all of our law enforcement brothers and sisters during these horrifying events. These were then followed up with donations, fundraisers, concern, support and action.

As challenging as our journey is we are definitely traveling it together; sharing the dedication and commitment to the families of our fallen officers. Since our last issue, we kicked off the holidays again by welcoming all of them to the Heroes Ballroom, enjoying our annual Thanksgiving and Christmas breakfasts together. offered while watching our incredible sport teams win one after another! Congrats to the Super Bowl Champion Philadelphia Eagles!! Finally, our Annual Children’s Christmas Parties with a huge shout-out to the all the wonderful volunteers and hard-working elves. We also had Breakfast with Santa and then topped off ringing in 2018 with a New Year’s Eve to remember.

The New Year sadly turned tragic quickly as the news also rang out on January 6th, 2018 reporting that Lieutenant Matt Letourneau, Engine Co. 45, Philadelphia Fire Department, was killed in the line of duty in a building fire collapse. Our most sincere condolences to Matt’s wife, family, our brothers/sisters in the PFD and all those affected. Rest in Peace Matt.

Your president, John McNesby along with the Executive Board, who fought tirelessly for the recent contract award; understand the dangers first hand, and places our union as a first priority and at the same time extends our Lodge 5 professional courtesy by reaching out to all our brothers/sisters in other cities as well, offering them prayers, honor and support during those challenging times, uniting with our extended law enforcement families.

Looking ahead… The NWW Annual Fallen Heroes Polar Bear Plunge took place on Saturday, February 24th, 2018, at the 15th Street Beach which starts off with a spectacular splash of volunteers committed to supporting our FOP Survivor’s Fund. In 2017 we mourned the loss of two hundred and fifty of our brothers and sisters from The Michael G. Lutz Lodge # 5 Fraternal Order of Police Philadelphia. We represented each of you, our fourteen thousand brothers and sisters in extending our prayers and support to the families of our deceased. Each time as we attempted to console the family, we were told of how proud the deceased was of their service as a police officer or sheriff’s deputy. Each time the family delighted in telling of the history of their loved one and we were reminded of the sacrifice that the family made in supporting the vocation of their loved one. The sense of sacrifice that is made by the family is profound. The sacrifice in the missed family events due to work obligations, the sacrifice of worry due to the risk of our profession and the constant reminder that they lived with the fear that they would be required to make the sacrifice that two hundred and eighty five families made whose lives were lost in the line of duty. Each time these families become a part of the fabric of

the sense of sacrifice and unselfish devotion to duty displayed by their loved one, each time we are left with a renewed sense of faith that our mission is carried on by those families, that they made the sacrifice, and continue to make the commitment to our mission of service. In many of the occasions that sense of sacrifice meant the family members becoming a part of military and law enforcement service because they were inspired by the service of their loved one.

We recently learned of a research study that was done that concluded that if a father practices his faith ninety one percent of the time the children will practice their faith. I think if we could do a similar study of the parents in law enforcement we would have similar results. We live our mission each day on the street and with our families, fighting the good fight of faith. May we always live the mission and may God continue to bless us with family that will continue to fight the good fight when we are called home.

Life as a Police Officer under a new District Attorney and Medical Marijuana and how it affects both Active and Retired Police Officers…

By Al Kuchler – Legal and Labor Coordinator Beginning on January 2nd, 2018, the District Attorney’s Office will be headed in a new direction. No matter what is said by any of the political operatives in this town, our prosecutor’s office will be taking a lean to the left going forward. It’s not like we have a body of work to use when measuring the new DA; he’s never prosecuted a case in his life. We can only look at this the other way; he’s a progressive. That means no death penalty as he’s opposed to it in every form. From the looks of his campaign, he has a lot of favors to fill and some of that will be seen sooner rather than later as he makes his new appointments in the office for 2nd in command and to the various department heads. We’re not saying that the entire office is problematic; we know there are and were a great deal of dedicated lawyers staffing the various departments in the DA’s office. What we don’t know is where it’s headed. There are laws on the books that say the murder of a police officer can carry the death penalty and it should be used. How is it possible that a new District Attorney can disregard that penalty solely because he is personally opposed to that form of punishment? Can any Assistant District Attorney decide on his/her own not to proceed on lesser charges solely because they too have personal feelings regarding a particular type of punishment? I should think not. We also have seen that almost immediately after being sworn in that an activist group that fully supported his candidacy, demanded action on a police involved shooting. Is this going to be the norm for this office? Only time will tell but based upon his progressive leanings I would say we don’t have much to look forward too at the very least.

You have to wonder if this new District Attorney will have extensive contact with outside activist organizations. Any such contact can and will results in bowing to pressure from these groups. We have seen in the past when the office of the Mayor, the Police Department, and the District Attorney’s Office give in to such pressure. Usually the end result is an Officer being charged. The city can afford such actions but the individual officer usually cannot. Many times the officer does not suffer alone as his family must bear the brunt of such actions. It’s not easy at all to wait up to two years to get completely reinstated.

The problem with electing such a progressive candidate is in the policies they tend to enact. The look at criminals more like victims than the actual victims in a criminal case.

How many programs are there to help the victims of crimes when compared to the people who commit the crimes? I’m sure many of you have sat in courtrooms lately and have watched activist jurists side with the criminal element. Most of the time that’s simply a byproduct of their own biases. Now we’re supposed to be happy with an activist District Attorney who himself has sued the police department over 75 times? I see nothing but trouble ahead.

Just this past Friday a sudden and chilling event took place in the DA’s Office. Approximately 31 veteran prosecutors were let go, citing nothing specific and worse still, no explanation. Someone from Human Resources handled the firing of all, including some 30 year prosecutors. One had a homicide trial starting the following Monday and had just met with the victim’s family. He pleaded to be allowed to finish the case and

was politely told no. He even asked for a meeting with the new DA and again was told no. Very Classy! How many more will follow?

Is the DA’s office some new left wing program?

As most of you are aware, the Commonwealth of Pennsylvania recently passed legislation that allows for the use of the chemical components of marijuana for medicinal purposes. Unlike other states, like California and Colorado, there was no passage of laws regarding recreational usage. The Pennsylvania law itself has NO provision that prohibits the owning of a gun for anyone that has an approved card for medical marijuana.

It’s the Federal Government that has a problem with the law as they do NOT recognize the state legalization of medical marijuana.

The most obvious problems for active officers would be the restrictions regarding guns but it doesn’t end there. The department has specific policies already in place regarding the chemical components of marijuana but regardless of that, there is no overcoming of the Federal issues as they relate to licensing to carry a firearm. Retirees wishing to own or carry a gun would be facing almost the same issues. I’m certain that all purchases of firearms will have a disqualifying question that relates to purchasing firearms regarding medical marijuana usage. I’m guessing that active officers would be prohibited from MPO certification if they have a medical marijuana card. The same would be true for retirees applying for a permit from the state of Pennsylvania to Carry Concealed or for the HR 218 Federal Law regarding the Concealed Carry rights nationwide for retirees. I imagine these restrictions would apply nationwide.

Remember, Pennsylvania laws are not the problem here; it’s the Federal Government rules that will cause you to be DENIED during your Pennsylvania State Police background check for purchasing or carrying.

You can check the Pennsylvania web site for yourself but it is pretty cut and dried. The web site is http://www.psp.pa.gov/firearms-

information/Pages/FirearmsInformation.aspx and it answers all questions as it relates to ownership and carry rights in the Commonwealth of Pennsylvania. Our state seems to lay the blame squarely on the Federal Government for the denial due to prohibitions iN the US Code, under Title 18, 922(g)(3) for both carrying and purchasing as it relates to Medical Marijuana Cardholders. I can imagine the same holds true for surrounding states due to the Federal Code. As a matter of fact, the Justice Department, following a surge in States that are seeking to legalize recreational usage, has now announced they intend to step up the federal enforcement regarding the legality of marijuana. Currently eight States and the District of Columbia have legalized marijuana in some form. This move by the Justice Department will further cloud the environment.

It seems to be a personal choice. For those of you facing medical issues that can be helped by the usage of medical marijuana you face a dilemma. You must decide if the use outweighs the consequences and only you can answer that question. It does seem funny though that you can have a house filled with a variety of narcotic painkillers relating to your medical issue, yet this one usage is a total disqualifier for gun ownership and carry privileges.

As always, remember to keep each other safe out there. We are our only line of defense in an era where we may not be able to count on the Office of the District Attorney. We should give him a chance to prove himself to be an asset to Law Enforcement but I believe that’s asking too much from someone who has never shown he will be; in fact he has shown only the opposite. Back each other up all the time! Assume that everything you do is on camera! We here at the FOP have everyone’s back and will continue to do so.

HIGHLIGHT THE COMMANDER Captain Mark Burgmann 36years ago an ambitious young man joined the Philadelphia Police Academy as a recruit to later become the Commanding Officer of one of the most important units in the Philadelphia Police Department; the Special Victim’s Unit.

Captain Burgmann holds an Associate’s Degree in Criminal Justice. He is a graduate of Northwestern University School of Police Staff and Command.

He’s also a graduate of the FBI National Academy.

Captain Burgmann served as an Officer in the 23rd and 15th Districts until he was promoted to the rank of Detective in 1990 where he was assigned to Southwest Detectives. In 2000 he was promoted to the rank of Sergeant where he was assigned to 17th District then later Northeast Detective Division. In 2005 he was promoted to the rank of Lieutenant and assigned to the 26th District and later to Northwest Detectives and Northeast Detectives Divisions. In November of 2014 he was promoted to the rank of Captain and assigned to East Detective Division until he was transferred to his current assignment SVU in March of 2016.

Captain Mark Burgmann has been happily married to his beautiful wife Maryanne for 32 years; he is the proud father of two sons. Mark, who’s an Assistant District Attorney with the Philadelphia District Attorney’s Office and Daniel who is a Detective with the SEPTA Police Department.

For 36 years Captain Mark Burgmann has diligently served the Philadelphia Police Department and the citizens of this great city with honor, integrity and dignity.

It is for this reason we honor and say thank you for your service!

SPECIAL RECOGNITION ADA Chesley Lightsey ADA Laurie Moore ADA’s Chesley Lightsey and Laurie Moore along with their team diligently worked to ensure a convicted cop killer remained behind bars. 41yrs. ago Officer John Trettin was senselessly executed as he responded to a South Philadelphia Housing Project to investigate a report of a shooting. The killer waited for the officer to arrive so he could ambush him and take his life.

Sgt. Kevin Bernard tirelessly volunteers his time at the Rock Ministries, a faith based organization dedicated to helping at risk inner city youth.

Armed with the gospel of Christ, music, recreation and sports programs the Rock Ministries has served over 5000 inner city youth, most of which reside in the Kensington section of the city where the ministry is based.

Over the years Sgt. Bernard has influenced and changed the lives of many young people through his outreach and love of boxing. He has guided, counseled and mentored so many young people by taking them off the streets and putting them in the ring. Through mentoring and teaching the art and skill of boxing, he opened the door to another world for many youth that would have otherwise been lost.

Sgt. Bernard is truly among a rare group of individuals, both on and off the job he’s helping to save lives every day!

1st District P/O Michael Baranich P/O John Tittermary

On April 21st, Officers Baranich and Tittermary responded to a call for a “Person with a Gun” in the area of 1900 S. 30th St. Upon arrival the officers observed the offender who matched the flash walking on 30th Street. Both officers tactically exited their vehicle in an attempt to make contact with the male. A brief foot pursuit ensued; the offender was observed clutching his waistband as he was running. Officer Baranich then observed the male discard a silver handgun in the alley. Both Officers were able to catch up to the male shortly after and place him into custody. The officers retraced their steps and were able to secure the

On December 9th Officers Farrell and McCue responded to a call for a person with a gun in the area of 1300 Wells Street. The officers heard what they thought to be gunshots in the area and observed a male quickly run inside a home on the 1300 block of Wells Street. Moments later they observed a second suspect begin to break the windows of the property with a large stick. Officer Farrell was able to detain this suspect while his partner attempted to make contact with anyone who may have been inside the residence. After receiving no response at the front door Officer McCue went to the rear of the property and was able to see people inside. He also observed a bucket containing a large quantity of packaged heroin. After receiving no response at both doors, and fearing for the safety of the residents, he forced entry into the house. As he entered two males attempted to run out the front door where they were stopped by Officer Farrell.

Recognizing the magnitude of narcotics, they discovered, the officers contacted the Narcotics Field Unit to aid in the investigation. A total of 1,595 grams of heroin with a street value of $526,350 was recovered.

2nd District P/O Timothy Fitzgibbon #1612 P/O David Hornbaker #3315 On February 5th Officers Fitzgibbon and Hornbaker were on patrol when the officers observed a male walking on the 300 block of Robbins Street carrying a pink book bag. The male was observed walking away from a parked United States Postal truck with a large package under his arm.

Officers Fitzgibbon and Hornbaker circled the block where they again observed the male in a rear driveway placing a large item wrapped in plastic into the book bag he had been carrying. The officers were able to bring the male in for investigation. In a nearby trashcan they observed the empty package he was carrying just moments earlier.

Based on their experience and training the officers believed that the package contained a large amount of narcotics and contacted The Narcotics Field Unit to aid in the investigation. As a result of this investigation the package was found to contain a total of eight pounds of marijuana.

The officers quick thinking and reliance on their training and experience resulted in the removal of a large quantity of narcotics from the streets of Philadelphia.

3rd District Sgt. Vincent Butler P/O John Lang On March 15th a husband reported his wife missing and said she was also suicidal due to the text messages he had been receiving from her. The family did not have the info needed to enable RTCC to perform cellular tracking, and as a result, Sgt. Butler was unable to track the missing suicidal female’s cell phone by usual means.

With his quick thinking Sgt. Butler contacted the female’s cellular service provider, which enabled him to acquire tower data. Based on a probable cellular radius, he then deployed officers to a targeted area, having them focus on the Septa’s main transportation depots in the targeted area.

Officer Lang was one of many officers searching the area, his search led him to the Jefferson Subway, where he observed a female on the platform, who fit the description of the female. Officer Lang was able to communicate with her, confirm her identity and establish a rapport; which resulted in him being able to transport her to the hospital without incident.

Sgt. Butler and Officer Lang, both acted in a swift manner and their actions in locating and securing the suicidal female before she could injure herself or others, demonstrated the core principles of the Philadelphia Police Department.

7th District P/O Joseph Rush P/O Felix Reyes On February 15th, Officer Rush and Officer Reyes were on patrol, when they observed a construction worker and a female chasing after two males. The female flagged down the officers stating the two males had just snatched her purse, and fled on foot into a nearby wooded area. The Officers immediately notified police radio and went into foot pursuit of the two males. After a lengthy foot pursuit, the officers were able to apprehend both males without incident. The female complainant positively identified both males. The complainant’s purse was recovered from the males and returned to her.

The actions taken by both of these officers resulted in the quick apprehension of the defendants and the complainant’s purse.

2nd District P/O Dodd P/O Donnelly On June 30th, Officers Dodd and Donnelly were on patrol, when they observed a male on the 1500 block of Tyson Ave. Based on photos distributed

from the detectives, the officers believed this male looked like an offender that was wanted for a previous robbery of a Wawa in the 8100 block of Castor Ave on.

As the officers approached the male he tossed a black handgun to the ground. While the officers were investigating the male, they received information via police radio about a robbery in progress at a Wawa on the 6900 block of Castor Ave. The male matched the description given by radio.

The officers notified police radio they may have that male stopped. The complainant from the Wawa was brought to the officer’s location and positively identified the male. The male was taken into custody without incident. The firearm was recovered and determined to be a BB gun. After viewing the video footage from both robberies, it was determined by Detectives, that this male was the same offender for both robberies.

These officers were in the right place at the right time and by conducting good old fashion police work, they were able to get a bad guy off the streets.

12th District Sgt. William James P/O Michael Navedo On June 26th, Officer Navedo was on patrol in the area of 73rd and Elmwood Ave, when he was flagged down by a civilian, who alerted him to a possible robbery in progress at a nearby market.

The Officer tactically parked his vehicle out of the line of sight and went to investigate. The officer observed a suspect wearing a black mask standing in front of the counter holding a gun at employees.

The officer immediately notified Police Radio and awaited back up.

Sgt. James was only a few blocks away and re-

sponded. Prior to back up officers arriving, the offender exited the store and began walking in the direction of Officer Navedo. The Officer Navedo confronted the suspect. The suspect refused to follow the officer’s commands and instead ran in the opposite direction with the officer in pursuit. As the offender was fleeing, he tripped and dropped his firearm and some of the stolen items. Officer Navedo quickly recovered the firearm from the highway, and continued to chase the offender. Officer Navedo lost sight of the male and notified Police radio.

Sgt. James was in the area surveying and observed a male matching the flash under a Mazda SUV. Sgt. James quickly notified police radio of his location, exited his vehicle and quickly ran to the offender and pulled him out from under the car placing him in custody without incident. The offender was positively identified, the money and merchandise taken were also recovered from his person.

The quick actions of the officer and Sgt. prevented the escape of an armed and dangerous offender. This was an excellent job by both the Officer and Sgt!

14th District

P/O Charles Klink #2826 P/O James McGorry #7410 P/O David Dohan #4690 On May 26, officers were patrolling the area of 500 E. Penn St. Officers were patrolling this area due to the rash of recent shootings. These officers observed a male, known to them as a gang member; exit a vehicle with a firearm in his waistband.

The officers observed the male run into a house.

These officers were now on foot and attempted to stop the suspect and another male as they exited the house and tried to leave in a vehicle. After a

brief struggle, the officers were able to detain the males. While detaining the males, one of the suspects yelled to another male at the house to lock the doors. Officer McGorry ran up to the house and observed an assault rifle leaning against the door jam. The male that was attempting to lock the door, struck Officer McGorry and fled on foot. The male was apprehended by Officer Klink after a brief foot pursuit.

After all males were apprehended, the house was secured for a warrant. Recovered from the location was one rifle, two handguns, narcotics and money.

Excellent job by all officers involved!

14th District P/O Daniel McMonagle #3471 P/O Joseph Czepiel #1969 On October 18, Officers McMonagle and Czepiel were on patrol in the area of 5800 Old York Road when they observed a vehicle without a headlight and proceeded to conduct a vehicle investigation.

The driver of the vehicle fled on foot with Officer Czepiel in foot pursuit. Officer Czepiel observed the male clenching his waistband while running.

After several blocks on foot, the suspect entered a rear driveway. Officer McMonagle exited the wagon and joined the foot chase into the driveway.

Officer McMonagle confronted the suspect at which time the suspect removed a gun from his waistband and pointed it at him. Officer McMonagle discharged his weapon and the male fled on foot again, still armed. Officers McMonagle and Czepiel were able to catch the suspect. After a brief struggle the male was arrested and the weapon was recovered.

Through courage and teamwork, these officers were able to take an armed suspect off the streets.

15th District Lt. Kevin Cannon P/O Stephen Burgoon P/O Sean Cahill P/O Thomas Schaffer

On December 2nd Lt. Cannon and Officers were working a plainclothes robbery detail in response to a recent pattern of gunpoint robberies being committed by a large group of juvenile offenders. During the officer’s surveillance, they observed a large group of juveniles walking in the target area. Officer Burgoon began to follow the group of juveniles on foot. The group began following behind an unknown male, and quickly closed in on him, forcing him into a driveway. The group which consisted of 4 males held the victim down on the ground and demanded money at gunpoint. The offender that was armed with the gun began to pistol whip the victim, as the other males searched the victim’s pockets.

The officer immediately identified himself as a police officer when the suspects began to flee. Officer Burgoon went into pursuit of the males. Officers Cahill and Schaffer observed one of the offenders running; they attempted to stop him, at which time the offender discarded a backpack and ski mask as he continued running. After a brief pursuit, Officers Cahill and Schaffer apprehended the male. The offender was positively identified by the complainant as one of the offenders involved in the robbery.

Due to their patience and intelligent police work, these officers interrupted a robbery in progress and prevented further serious injury to a citizen of our city.

This was a good job by everyone involved!

16th District PO Jonathan Dedos #1609 PO Brian Weaver #6950 Det. Jeffrey Opalski #960 Det. Dennis Slobodian #9239 Det. Matthew Farley #922 Det. Randell Griffith #633 On August 7th, Officers Dedos and Weaver were on patrol in the area of 35th and Barring Street due to a recent rash of robberies occurring in the area during the previous two days. The Officers were flagged down and given flash information about another robbery which had just taken place.

The Officers began surveying the area when they spotted a male driving a vehicle that matched the flash of the two previous robberies. The officers also realized the driver matched the flash information they had just been given. The Officers immediately pulled the vehicle over. While investigating the officers noticed the address on the suspect license matched the address a cell phone taken in one of the previous robberies was traced to. The Officers obtained a positive ID from the current robbery victim and took the suspect into custody.

Realizing this may be the same suspect who committed the previous robberies, the officers notified the detectives assigned to each case. The detectives worked tirelessly to obtain positive identifications and search warrant for both cases.

They were able to obtain positive ID’s from the complainants and recover all of the stolen merchandise from the suspect’s vehicles and home.

This was a good collaborative effort by everyone involved! Great job guys!

16th District PO Mikal Carr #1250 PO Michael Sowell #2460

On January 4th, due to a rash of recent taxi cab robberies the Officers were on patrol in the area of 3900 Aspen Street when they observed two males fitting the flash of two taxi cab robbery suspects which had just occurred. The males were exiting what appeared to be a vacant property on the 3900 block of Aspen Street. The Officers stopped the males for investigation. During their investigation the owner of the property contacted police stating he does not know the males and they did not have permission to be inside the property.

The officers then took the males into custody.

The officers conducted a search prior to transporting the males and recovered black ski masks from both males. Armed with this additional piece of evidence, the officers decided to contact the officers handling the robberies to obtain a witness ID. One witness positively ID one suspect. During their interview with detectives both suspects confessed to both previous taxi cab robberies.

17th District P/O Jonathan Sweeney P/O Ricky Williams On May 29th, both Officer Sweeney and Williams heard over police radio that an officer from the 3rd District attempted to stop a vehicle that matched flash information for two separate gun point robberies in the 3rd District. Officers Sweeney and Williams having extensive knowledge of the area and knowing where the vehicle may be headed went to 22nd St, thinking they would have a tactical advantage. As the officers were setting up surveillance, they observed the vehicle passing their location. The Officers immediately activated their lights and siren, but the vehicle fled. The officers relayed this information over police radio.

A short distance later, the officers observed the two occupants jump out of the vehicle and attempt to run on foot. Officers Williams immediately began pursuing the males. After a brief foot pursuit, the officers apprehended one of the males.

The offender was positively identified by the complainant for having committed the robberies. A search warrant was obtained for the vehicle, which was also in stolen status and recovered under the passenger seat was a black semi- automatic BB gun. Subsquently, the offender confessed to detectives of his involvement in eight gun point robberies, the stolen car and he gave information on four other males that were also involved in the robberies.

Due to the quick actions and decision making of these officers they were able to apprehend a dangerous criminal and clear several robbery cases.

19th District PO Thomas D’Alesio #1521 PO Jeffrey Opalski #7122

On June 15th, the Officers responded to the area of 54th and Hazelhurst to investigate a person with a gun. Upon arrival the officers observed two males matching the flash when one male immediately fled on foot. The male was clutching his waistband as he fled from the location. The officers immediately went into pursuit of the male. During the pursuit the male pulled a firearm from his waistband and pointed it in the direction of Officer Opalski. Officer D’Alesio able to see this from his vantage point fired his firearm at the male who continued to flee with the firearm in his hand. The male led the officers on a lengthy pursuit during which he pointed his firearm at the officers again causing Officer Opalski to fire his firearm at the male. Struck by gunfire the male continued to run discarding his firearm under a vehicle; before crawling through a hole onto the train tracks where he was apprehended by the Officers. The officers also recovered his firearm. The male was transported to the hospital where he was treated and subsequently charged for his crimes.

These Officers risked their lives to get an armed and dangerous criminal off the streets of West Philly!

22nd District PO Eugene Donahue #2858 PO Nicholas Harper #9968 On March 29th, the officers responded to a house fire with people trapped inside. Upon arrival the officers observed heavy smoke coming from the second floor of the property. Familiar with the location the officers remembered the location was a PPA property which housed wheelchair bound residents.

Without regard for their safety the officers entered the heavily smoke filled property and began to search for residents. While searching the officers could hear someone screaming for help from the second floor. The Officers were able to locate the male and carry him to a safe area outside of the property. The male and the officers were all transported to the hospital where they were treated for smoke inhalation.

26th District P/O Timothy Coyle #3768 P/O James Robinson #3245 P/O Anthony Hurley #3307 On April 20th Officer Hurley was off duty at a pier on the Delaware River when he heard gun-

shots coming from Graffiti pier which was just south of his location. Moments later P/O Hurley observed a male firing a gun into the water. Officer Hurley kept a watch on the suspect while he notified officers from the 26th district.

The area in which Officer Hurley observed the person with a gun is in a secluded area along the Conrail tracks, with no definable streets. Due to the geography Officer Hurley had to keep constant contact with Officers Robinson and Coyle in order to direct them to the suspect’s location. The male began to ascend from the pier as Officer Hurley followed relaying his location to the responding officers.

As the uniform officers approached the suspect, he placed the gun in his hoody pocket, keeping his hand concealed. Officer Hurley yelled toward the suspect and ordered him to remove his hand from his pocket as officers Robinson and Coyle moved in to secure the suspect. After securing the suspect the officers were able to recover the handgun. The suspect was charged with VUFA and related offenses.

Officers Hurley, Coyle and Robinson used teamwork and sound tactics to apprehend and remove an armed and dangerous criminal from our streets.

35th District P/O Eric Ruch Jr #3554 P/O Anthony Comitalo #7295 P/O Michael Sidebotham #3586 On February 15, officers were on patrol in the area of 2000 E. Chelten Ave when they encountered two males. Officers Ruch and Comitalo conducted a pedestrian investigation on one of the males. Officer Ruch immediately felt a firearm on the male and alerted his fellow officers. The male fled on foot. The officers called for backup and pursued the male on foot.

The suspect turned and pointed the gun in the

officer’s direction. The officers discharged their firearms at the male striking the suspect several times. Recovered from the male was a 9mm Jimenez Arms loaded with 11 rounds and 1 in the chamber.

In the face of danger, these officers relied on their training and were able to stop the threat.

39th District P/O Travis Washington #2547 P/O Antonio Nieves #1921 P/O Kevin Bradley #7179 On March 25th Officers Washington, Nieves and Bradley responded to a robbery in progress in the area of 3300 Henry Avenue. Upon arriving the officers were met by two female complainants who relayed after leaving the store they were stopped by a male in the parking lot. The suspect produced a black handgun and demanded all of the complainant’s belongings. The complainants turned over their belongings which included wallets, an IPhone 5S, USC and a recently purchased bottle of rum.

The responding officers were able to get a description of the offender and began to search for the suspect. The officers also had the complainant who owned the I-Phone utilize the “find my I-Phone” app so that they could track the suspect’s movements. The officers were able to track the offender to the area of 20th and Bellevue Streets where he was stopped and positively identified by the complainants.

After placing the male under arrest the offices continued tracking the phone to an unattended vehicle in the 2000 block of Bellevue Street. Through the window the officers could clearly see the recently stolen bottle of rum and a handgun. With the assistance of NWDD a search warrant was prepared and executed on the vehicle and recovered the items inside.

CDD Detective Michael Repici #727 Detective Leonard Williams #9209 Detective Michael Rocks #781 On May 20th Officers responded to 2500 North 23rd Street for a report of a shooting with multiple victims. Upon arriving responding officers located ten (10) victims with gunshot wounds of varying severities. The crime scene, which consisted of twenty-five fired cartridge casings, eight projectiles, and blood was processed by both the detectives and the Crime Scene Unit. The detectives conducted a neighborhood canvas and were able to ascertain that approximately 25 -30 people were on the corner when two offenders opened fire on the crowd.

After a vigorous and exhaustive investigation, the detectives were able to develop two suspects in the shootings. They prepared a photo array which was presented to multiple victims and witnesses who positively identified the shooters.

As a result, arrest warrants were issued for the two offenders who were apprehended by detectives without incident. The offenders were each charged with ten counts of attempted murder, and related offenses.

Detectives Repici, Williams, and Rocks’ persistence and dedication coupled with their keen investigative skills lead to the apprehension of two armed extremely dangerous felons who proved they had no regard for human life.

East Detectives Homicide Det. Alfred Bender (East Det) Det. Danielle Slobodian (Hom) Over the course of approximately one-month Detectives Bender and Slobodian investigated and developed a pattern of residential burglaries that spanned throughout four police divisions and included a Philadelphia suburban neighborhood.

Their investigation led them to the arrest of a male suspect for a total of three burglaries in East Division, one burglary in Central Division, one burglary in Northwest Division, two burglaries in Northeast Division and two burglaries in Solesbury Township Pa. It was a protracted investigation that took many turns and spanned divisional and jurisdictional boundaries. Through their diligence they not only arrested the felon responsible, they recovered and returned countless items that had been stolen to their rightful owners.

John Hughes #9048 P/O Joseph Goodwin #5643 P/O Matthew Quinn #4761 P/O Thomas Maminski #1939 P/O Hayden Smith #6100 P/O Harry Wenger #6472 On April 12, officers responded to a robbery in progress at 9600 Chapelcroft St. Upon arrival, they were met by a complainant that stated he answered the door for a female and 2 unknown males armed with guns that pushed their way into his home. The complainant was tied up. Taken from his home were a handgun, his blue Cadillac, and a safe that contained a large sum of cash and jewelry.

A few hours later, CIU officers Wenger and Smith located the stolen Cadillac on Emerald St unattended. The officers set up surveillance and observed a male come out of a house and enter the vehicle. The male was stopped and recovered were the keys to the vehicle and money. The house the suspect came out of was secured for a warrant.

A search warrant was executed on the house and recovered was a firearm and the complainant’s stolen safe. Upon further investigation all of the stolen jewelry was recovered along with the cash.

Officer Treston his canine partner Hank along with Officer Outlaw and his canine partner Storm responded to the scene and began their search. These officers were tasked with searching a 100 acre property that was heavily wooded.

On the second day of the search, the officer’s canine partners alerted them to an area of the property. After 36 hours of excavation, human remains were found twelve and a half feet underground. A few days later, these officers searched another area of the property and were able to locate the remains of the last remaining victim.

These officers showed dedication and patience while using all of their training to assist in the investigation of the 4 missing boys. Their persistence led to the arrest of a violent murderer.

On November 4, Officers Carter and Devlin were on patrol in the area of 1200 Hollywood St. Police radio broadcasted flash info in reference to a carjacking point of gun. These officers observed a male fitting the description. This male began walking away from a vehicle that also fit the description of the vehicle that was taken.

Officers Carter and Devlin stopped the male for investigation and he was positively identified by the complainant. Recovered from the suspect were the keys to the vehicle. Recovered from the vehicle was a .40 caliber handgun.

Because of their active and diligent patrol, these officers were able to take a violent offender

Airport Unit P/O Anthony Ciasullo #3125 P/O Prior Pratt #7064 On June 19, Officers Ciasullo and Pratt received a call from radio that an incoming flight to Philadelphia International had an unresponsive female aboard.

These officers responded and discovered the female was not breathing and had no pulse. Officer Ciasullo called for rescue and immediately began CPR. Officer Pratt retrieved the AED machine and administered one shock to the complainant. The complainant began to breath and her pulse was restored. The female was taken by rescue to the hospital and listed in stable condition.

Due to the officers training and quick response, a life was saved.

Airport P/O Gene Jones On June 17th, at the Philadelphia International Airport, a passenger was standing in the

TSA screening line. Due to passengers being prohibited from bringing liquids through the TSA checkpoints, the passenger attempted to drink his bottled water before having to discard it. The passenger carelessly forgot to remove the cap on his water bottle and somehow accidently swallowed it.

The cap became lodged in his airway, and he suddenly found himself choking, unable to call for help and unable to breath.

While responding to an unrelated radio call, Officer Jones came in contact with a crowd of troubled civilians and TSA agents. Officer Jones observed that the crowd had gathered around a male that appeared to be in distress. He immediately observed the male had both hands around his throat and recognized the universal sign the male was choking. After getting permission from the male to help, he immediately began to perform the Heimlich maneuver. After several attempts the bottle cap was forcefully dispelled from the male’s airway, clearing the obstruction and allowing the male to begin to breathe. The male refused any other medical attention and continued to his flight.

The quick action of Officer Jones recognizing the male was choking and performing the Heimlich maneuver, allowed him to successfully save the life of a citizen.

Special Victims Unit Detective James Owens #701 Detective Thomas Price #9255 On April 19th, in the area of Kensington Avenue and Clearfield Street a female was solicited by an unknown male and agreed to exchange sex for money. After walking to a secluded area, the male forced the complainant to kneel down, facing away from him, when he reached around and sliced her throat with a box cutter. As the male stood over

the complainant she played dead until he finally left. At that point the female was able to get to her feet and run to the street where she flagged down a passing motorist, who called police.

A few months’ later three additional complainants were approached in the same area and in the same manner. In all three instances the female complainants were propositioned by the male offender, who then choked them unconscious. All three complainants regained consciousness to realize that their clothes were missing and that they had been sexually assaulted.

Detectives Owens and Price were assigned to investigate this pattern of sexual assaults that were occurring along the Kensington avenue corridor. After an exhaustive investigation the detectives were able to develop a suspect and have him positively identified in the original assault. The defendant was charged with attempted murder and related offenses closing all four cases.

Detectives Owens and Price conducted an intensive and thorough investigation that resulted in the removal of a dangerous sexual predator from the streets of our city. We thank them for their dedication and a job well done.

Narcotics Field Unit P/O Rickman Williams #2612 P/O Melvin Floyd #2514 SGT Harold Toomer #500 On June 13th Officers Williams and Floyd, along with Sgt Toomer met with a confidential informant who relayed information to the officers about a large scale methamphetamine and heroin distribution organization. Along with operational information about the organization, the informant also relayed that the gang members were heavily armed and responsible for numerous shootings.

Later that day the officers and sergeant set up surveillance to verify the information given to them by their informant. At some point the officer’s location was compromised and they attempted to leave the area before being identified. As they left four males from the apartment that they were targeting jumped into two separate vehicles and began following the officers car. All three vehicles entered rush hour traffic on I76-West which was moving very slowly. As Williams attempted to maneuver the unmarked car away from the offenders, they repeatedly tried to pull alongside the officer’s vehicle.

At this point Sgt Toomer contacted police radio, notified them of their situation, and requested uniform backup. As the officers neared the Belmont/Green exit where they would have more space to operate and fewer civilians in danger, they decided to attempt to stop the pursuing vehicles.

Officers Williams and Floyd, along with Sgt Tommer exited their vehicle, drew their weapons and identified themselves as police officers. One of the vehicles immediately drove the wrong way back up the exit ramp and onto the expressway. However, the officers were able to stop the second vehicle.

They placed both occupants under arrest and recovered a .40 caliber handgun from the floor. At this time the officers returned to 4000 Presidential Boulevard to secure the apartment for a search warrant. Search warrants were obtained and executed on multiple apartments in the complex. As a result of those search and seizure warrants the officers recovered over $2 million dollars worth of heroin and methamphetamine, along with almost $50,000 USC. Officers Williams and Floyd along with Sgt Toomer displayed immense restraint in the midst of a highly charged situation. Their persistence and patience paid off with the removal of a huge quantity of narcotics from our community.

Sheriff’s Department Deputy Sheriff Paris Davenport

Deputy Davenport was previously Officer Davenport assigned to the Philadelphia Police Departm e nt . During his t enure wit h t he Po lice Department he was on patrol in the area of 9th and Market Street when a store front collapsed killing three people and injuring him and his partner.

Deputy Davenport was briefly knocked unconscious. Based on witness accounts and an interview of his partner; when he regained consciousness he immediately sprang into action. He searched for his partner who was trapped underneath the store sign and debris. She was bleeding profusely; because of all the dirt and dust he was unable to determine where the bleeding was coming from. The Deputy began clearing the debris and with the help of some good Samaritans they were able to lift the sign allowing the Deputy to crawl underneath and pull his partner out. Both officers were transported to the hospital where they were treated for their injuries. To this day Officer Shipanga credits Deputy Davenport with saving her life.

On August 17th the Deputies were on patrol in the area of 1401 Arch Street when they were approached by a PPA employee who stated a male and a female were across the street fighting. As the Deputies approached they observed the male and female engaged in what appeared to be a physical altercation. They heard the female yelling the male had stolen something from her and observed the male punch the female. The Deputies began to separate the parties when a brief struggle ensued with the male. The Deputies were able to gain control of the male and recover the stolen item from the male’s pant pocket. The male was subsequently charged with his crimes.

PENSION FUND UPDATE

Dear Brothers and Sisters, Your pension fund has had excellent performance for the past year. For the calendar year ending on 12/31/17 the fund returned 15.22%, well ahead of its benchmark of 12.82%. The fund currently holds assets of $4.83 billion.

The Deferred Compensation Plan holds assets of $1.1 billion and has approximately 21,000 members. Active employees can sign up at philly457.com, or you can walk in at 2 Penn Center, 17th floor. Remember pre-tax contributions reduce your taxable income and you will be helping secure your financial future. The fund has numerous well known investment options and is governed by the trustees of the Board of Pensions. Nationwide is the third party administrator of this fund and they have staff on site at the Pension Board to assist you in planning your financial future.

The Board of Pensions welcomes its newest trustee, City Controller Rebecca Rhynhart. Rebecca is deeply experienced in working with municipal finances. I look forward to working with Rebecca to keep our pensions secure for all current and future retirees.

The Pension Board as defined in the Home Rule Charter, is composed of the Director of Finance, who serves as chairperson, the Managing Director, the City Solicitor, the Director of Human Resources, the City Controller and four members who are elected by the Civil Service employees of the city of Philadelphia. The elected members serve a four-year term of office.

The 9- member Board formally approves all benefit applications, but its major role is that of “trustee”, to ensure that the Retirement System remains actuarially sound for the benefit of current and future recipients. The Board with the assistance of its professional consultants and

staff, develops the policies and strategies that will enable the Board to successfully execute its fiduciary obligations.

The Executive Director, aided by a staff of approximately 75 personnel administers the day to day operations of the Retirement System providing services to over 64,000 members.

PAST PRESIDENT’S MESSAGE

About twenty-five years ago, I was on my way to work when I stopped at a local Wawa for coffee. Inside, I noticed two officers and their sergeant. I walked over to say hello.

After a brief conversation, the officers returned to patrol and I continued to speak with the sergeant. After a couple of minutes, a radio call came out, “Shooting and a hospital case.” Since the location was only about four blocks away, I said, “Well, I’d better let you go.”

He shook his head grimly; “First of all, it’s probably unfounded. Secondly, every time I set foot on that block, I get a Complaint against Police thrown at me. I get NO support from above and I was told that one more complaint and I’m transferred to another district. It took me several years to get here and I’m not throwing it all away for nonsense.

Over his badge, he had several commendations including Valor and Bravery. I knew he was neither a bum nor a coward. Instead, he was thoroughly demoralized, disillusioned and abandoned by his City and his Police Department.

It was during this time period that arrests didn’t matter; commendations didn’t matter; activity didn’t matter. The only thing that mattered was Complaints against Police, regardless of how unfounded or ridiculous they were. Street Officers were confronted by a spineless Police Command and an openly hostile City Administration. You would only get in trouble if you took action. If you did nothing, you wouldn’t be transferred, disciplined or threatened. It didn’t take long for the crime rate to begin increasing.

The white collar criminal in the Mayor’s Office started ranting that it was all “an FOP Plot!!!” So the media came stampeding to us 94

for an explanation. I remember sitting with a reporter for over an hour, explaining the entire problem.

When police officers believe their actions will not be supported and will only be second guessed or condemned, then no force on earth can make them look left or right while on patrol. Nothing can force them to race in on every call. They don’t mind risking their lives, but they shouldn’t have to risk their careers on EVERY SINGLE ACTION. This was not an “FOP Plot.” Officers were merely complying with the vindictive policy set by others.

The reporter acknowledged that we had a very valid point and that the system appeared to be stacked against courageous officers. But as so often happens in the toxic cesspool of Philadelphia journalism, THE STORY NEVER APPEARED IN PRINT. I bring all this up due to recent activity in the District Attorney’s Office. If the new office holder is arrogant enough; or stupid enough; or corrupt enough to repeat the twisted practices of the past, then he will endanger the lives of all Philadelphians.

If however, he is wise enough to realize that despite our differences, we share the common goal of protecting the citizens of Philadelphia, then perhaps we can work together.

We will await developments.

Michael the Archangel Ministry Program

“Celebrating Four Years” By: Father Steven P. Wetzel, O.S.F.S. Director/Chaplain

On January 7, 2018, Michael the Archangel Ministry Program entered into its fifth year of ministry and service to Philadelphia Lodge #5 Fraternal Order of Police. During these past four years, we have accomplished a great deal of work ministering and supporting our members and their families. The following are some highlights of just some of the events that we have participated in over the past several months. We acknowledge first with gratitude, President John McNesby and his team for their ongoing support. On October 15, 2017, we held a Police and Military Motorcycle Ride departing from FOP #5 and arriving at De Sales University, in Center Valley, PA. Upon arrival on campus, we were then greeted by the University community where we held a prayer service at De Sales “Military Memorial Wall” and then offered a blessing to all military personnel and police officers. “Bucks County Centurions” and the “Bullets” Law Enforcement Motorcycle Clubs sponsored the event. All proceeds of the ride went to support our ongoing ministry.

During the Advent season, we offered a “Morning Retreat for Police Officers and their Families.” The title of the morning was “Shepherds at the Stable.” Reverend Steven Marinucci parochial vicar at St. Matthew Church on Cottman Ave presented the retreat. Having a retreat designed specifically for police officers and their families was definitely something that was needed and very much welcomed.

Taking time out of our daily routine to reflect

on things is always good, especially for police officers who find themselves dealing with all sorts of issues. We plan to offer similar experiences for our members in the near future.

On January 26, 2018, two of my board members and I represented the ministry and FOP Lodge #5 when I was invited to preach the Second Annual Blue Mass for Collier County Police Officers held at St. Agnes Church, Naples, Florida. I was pleased to share with those in attendance what “Michael the Archangel Ministry Program” offers to the members of Lodge #5. We have a good number of members in Southwest Florida; it was good to meet so many of them.

On the Third Wednesday of each month, I celebrate a Mass for our “Fallen Heroes” who have died during that particular month. President John McNesby and I have begun to send out a letter to our survivor families inviting them to join us. The Mass is celebrated at St. Matthew Lower Church, 3000 Cottman Ave, Philadelphia at 7pm. In addition, a Mass is celebrated for 3 Squad every thirteen days (4am) on the (ABC) 3 SQUAD schedule at the same location. All are welcome!

This year, we are making a concerted effort to provide our members with the help and support they need to quit smoking. We know that some strategies do not work for everyone and that “one size doesn’t fit all”. That is why we have a variety of options to help you quit smoking. 

The 1-800-Quit Now line is a free four week service available through the Commonwealth of Pennsylvania that offers individual coaching over the phone or by text messages and includes free nicotine replacement patches, lozenges or gum.



We offer a 4 week group program entitled “You Can Quit Smoking” administered by the Fox Chase Cancer Center. Topics covered in this program include: Understanding Addiction, Nicotine Replacement Therapy, Coping with Stress and Urges, and How to Stay Tobacco Free.

This will start in May.



A more intensified 6 week program is available for individuals or groups, called “Live Smoke Free”. It’s run by a Certified Tobacco Treatment Specialist. The topics covered include: Getting Ready to Quit, Managing Addiction, Coping with Withdrawal, A Life Without Smoking, Relapse Prevention and A Plan to Move Forward.

BY LOU CAMPIONE In October 2007 President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs.

Together we reviewed all of our programs and made a series of recommendations to President John Mc Nesby and to Law Enforcement Health Benefits Administrator Tom Lamb. All of these recommendations were adopted and we continue to develop programs according to the needs of our membership. For example we recently met with representatives of the Steven A. Cohen Military Family Clinic at the University of Pennsylvania. This program provides behavioral health care for veterans and their families. This is one more partnership that we are proud to be a part of to help our F.O.P. family. Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. They assist in the healing process, we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Chaplains Program, who represent every denomination and are willing to help with any spiritual concerns.

We have approximately eleven hundred providers available; psychiatrists, psychologists, counselors, and social workers to address mental health concerns, whatever the need we can find a resource. The help is available if you or someone you know has a need we can help get you or them to a safe place. Please use the programs, to help let the healing begin.

These programs include: Father Steve Wetzel leads our Michael the Archangel Chaplains program. This is a nondenominational approach providing spiritual support for you and your family. Father Steve can be reached at 215-629-3622 his office is located at the F.O.P. 11603 Caroline Road.

The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. “Cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein.

Because smoking increases the risk of at least 50 different medical problems from cancer and heart disease to infertility, digestive problems, and dementia – it has a huge impact on health expectancy. Almost one third of all cancer deaths (including 90 percent of 103

deaths from lung cancer), 80 percent of deaths from bronchitis and emphysema, and around 17 percent of deaths from heart disease (which together account for a large proportion of all deaths) are directly due to smoking. Lifelong smokers have only about a 50 percent chance of living past the age of 65, but even if they do reach old age it is likely to be blighted by chronic respiratory problems, cardiovascular disease, and a poor quality of life. About half of all smokers are killed by their addiction.”

The good news is research shows if you stop than you can undue most of the damage. So we offer the following to help you stop.

Independence Blue Cross Membership Advantage Program Quit Smoking Reward Program you can receive up to a $200.00 reimbursement for successfully completing a tobacco cessation program.  The Law Enforcement Peer Support Network (sponsored by the F.O.P.) is available 24 hours, 7 days a week, on the web at www.lepsn.org. The following organizations operate under the LEPSN;  First Responder Addiction Treatment (F.R.A.T.) Program o Livengrin Foundation has been treating Philadelphia Police Officers Since 1966. This program was designed and run by one of our own Lodge 5 members. The staff of the FRAT program is a mixture of active and retired law enforcement, peer and professional counselors. They can help with all addictions or a combination of addiction and mental health concerns. Both inpatient and outpatient needs are addressed with this program. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together.

In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriage-friendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent.

Some of the resources that are committed to saving marriage can be found in Retrouvaille, Focus on the Family, New Life, Family Life Today, and Catholic Counselors.Com. Each of these resources has as a foundation a spiritual commitment to saving your marriage.

If you want to make spiritual exercise a part of your daily routine, than you can start by finding a place to worship, praying, reading religious literature and listening to religious material. There are Bibles available in daily reading versions offering 365 segments in twenty minute sessions. All of this can help you develop the spiritual muscle that you can depend upon to get you through the stress of our chosen career. There is an old expression that there are no atheists in foxholes. Winter Update The Auxiliary would like to wish all our retired and active Philadelphia Police Officers a Happy and Healthy New Year, our wish is that 2018 is your best year so far.

As I compose this edition we had to reschedule our January meeting 2 times this week and plan on meeting this Saturday 1-13-18, we are excited about our January meeting as Jesse Hartnett will be our guest speaker with information about the Hartnett Heroes Program.

We are planning on making a donation the fund that is all about more safety for our officers.

2017 saw a lot of changes for the Auxiliary, the year started with the sudden and un timely death of our Board member, Marcy Hodson. She was the daughter of retired Officer Bridgette Bonatsos and niece and cousin to several other officers from the Dugan family, her Blue Blood ran true to her heart. She is always with us in spirit and will always be at the table when the Auxiliary gathers.

Once again, we are planning our favorite event, Cookie 4 Cops, this year we will be assembling and delivering our home-made cookies on Saturday 2-17-18. Our members and several generous donors make all the cookies that are given to our officers, in every district, division and special unit. We even take care of the horses and dogs because they are special too. This year’s event will include a memory to Marcy as she was the event coordinator since the program started. The Police Commissioner will be in attendance to accept his ceremonial tray from the members and then with the assistance of the Hell Raisers Motorcycle club we will have an escort out to the 2 specially selected districts to make our personal deliveries. This has been an exciting ride over the past few years, we enjoy seeing the smiles and happy faces of the officers in the district when we arrive. Especially when they tell us they have to hide the trays for the

later squad so they get some when they come in, such a fun afternoon.

Something new on the horizon for the Auxiliary this year, we are planning a Comedy night for all members, police families and police supporters. The night is planned for 3-10-18 at the Feasterville Fire Hall with a Comedy performance from Joe Callahan and Company. We plan on offering a fun night to come out and relax a little from the job stress and complicated winter.

The National Auxiliary expects each sub ordinate Auxiliary to select a special cause for their mission for the coming year. This year Lodge 5 Auxiliary has selected to assist our Military Veterans in programs throughout our city.

We are still in the early stage of planning, but everyone is excited to let those Veterans know they along with our Police Officers, will never walk alone. We have designed a T Shirt to sell showing our support of both Police and Military, all profits from these sales will be presented to a Veterans group some time in May after Police week but before Memorial day.

The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer� to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. DARREN E. MONAgHAN DOB: 12- 5- 1960 DOD: 8- 7- 2017 APPT: 3-20-1989 Last assignment Narcotics Special

Investigations Suddenly, August 7,2017. Age 56. Loving husband of 39 years to Ann Marie. Exceptional father to four, Darren, Kelly Ann (Joseph), Allison (Eric), and Kyle. The perfect Pop-Pop to Sienna, Eric Jr., Sloane, and Tyler who he was waiting to meet. Brother to Shawn, Brian and Scott.

Darren was a humble and kind man who loved nothing more than his family, life at the shore in Cape May, and his career as a Philadelphia Police Officer. He started his career at age 28, March 20, 1989, officer #6043 at the 35th district. He later furthered his career as a Sergeant (#469) assigned to the 18th district.

After the 18th he then went to IDIS in 1999 to spend the last 18 years working in the Narcotics field and also as a DEA task force supervisor.

Darren spent his weekends and vacation in Cape May, where he loved to take his children to the pools, lakes, beaches, and boardwalks. Saturday mornings, after buying a coffee from Wawa, he loved to take us to walk along the rocks on

Cape May's beach or to 3" street in North Wildwood to sit on the benches and watch the water, followed by a walk along the boardwalk to his favorite Mack's pizza.

When the grandchildren came along he loved to keep the traditions going.

He talked about wanting to coach his grandchildren in sports as he did his own children. He never missed an opportunity to take the grandbabies to the park, on a golf cart ride, a McDonald's trip, a short game of baseball out front, a trip to the ice cream stand, or just a ride in the car. Anything to spend a few hours with them. Our father dedicated his life to our mother Ann for the past 39 years.

They did absolutely everything together, mall trips, Saturday night dance parties in the kitchen with Bob Pantano, happy hour at CJ's, Sunday football, fantasy football, and any kind of project mom wanted done around the house. Just to name a few.

He loved her more than anything and really set the bar high for our (his daughters) future husbands.

Our father was the kind of person that did anything for anybody.

He had the ability to see the good in everyone. A very wise man. He was our go-to guy for the family, he had all the right words to say, he knew how to get you from point A to point B no matter what. He was our safe place. He will be sorely missed and never forgotten.

CAPTAIN DOB: 02-03-1940 DOD: 08-19-2017 Appt: 11- 1960 Retired: (late 1989) Assignments: 6th, 12th, 16th, and 17th Districts, Narcotics, South and Northeast Detectives, JAD/Sex Crimes, Night Command, Management Review Service: United States Marine Corps Matt was born and raised along the 2nd Street neighborhood in South Philly, attending St. Philip Neri grade school and Bishop Neumann High School. After graduation from high school, he joined the United States Marine Corps, proudly serving his country for three years.

Upon discharge from the Marines, Matt returned home to South Philly and joined the Philadel-

phia Police Department, entering the Police Academy in November 1960.

A month later as a recruit officer, Matt was working a detail on the field when the Philadelphia Eagles won their last world championship at Franklin Field.

That same year, he married his high school sweetheart, Marie Gilmore. Over the next three years they would have three sons, one of whom was stillborn. The couple raised their two surviving sons, Matthew III and Michael, over the next decade.

During the 1960’s, Matt rose through the ranks of the Philadelphia Police Department to Sergeant and Lieutenant. During the mid-1970’s he attended courses in a session at the FBI Academy. Then in 1980 he was promoted to the rank of Captain with the PPD. An avid basketball fan and player in his youth, Matt took up the sport of golf during his early police years at the urging of PPD friends, including his good friend Jimmy Walker. For the rest of his police career and beyond, local golf outings and golfing trips to South Carolina and other locales with PPD buddies would be his major source of recreation.

In the 1980’s, Matt began to become involved in local politics, vocally supporting the candidacy of Republican John Egan in both 1983 and 1987. This caused him some difficulties in an overwhelmingly Democratic city, but Matt was never one to shy away when he was passionate about any situation.

During those 1980’s, Matt also began to explore his heritage, and became particularly proud of the Irish branches of his ancestry. He would be elected as President of the

Philadelphia Emerald Society, leading the group in the annual Philadelphia St. Patrick’s Parade, and to an overall period of tremendous re-birth and growth.

He travelled to Ireland as well during the 1980’s, the first of three such trips that Matt would make during his life. He spent months going around the Emerald Isle on a solo trip, staying at B&B’s, eating and drinking in local pubs, visiting churches and other sites, many off the beaten path and away from the usual tourist haunts.

In 1989, Matt had finally decided to retire from the PPD after 30 years of service. But before he left, he was joined on the job by youngest son Mike, who graduated from the Academy in the fall of that year. In December, his oldest and namesake son Matt would take the police test.

By 1990, both of Matt’s sons were Philadelphia police officers and wagon partners.

Having gone through divorce decades earlier, Matt would retire to Florida in the early 1990’s. There he settled in the community of Spring Hill along with one of his best PPD friends, retired Captain Jack Lyons.

They enjoyed many days of golf in those early Florida years of retirement.

Looking for a new activity in the mid-1990’s, Matt volunteered as a stagehand with the Stage West theatre. He was quickly bit by the acting bug, and over the next two decades would become an award-winning actor and director in the local theatre community.

Through his theatre involvement, Matt met Vickie Heltunen, who herself had moved down from the Upper Peninsula of Wisconsin.

They were married in spring of 145

1996, and lived together in Spring Hill for the rest of his life.

That theatre involvement also led him to take both singing and acting lessons. As his singing improved, he became a cantor at his church, and then a member of the choir at his wife Vickie’s church. His solo rendition of “Hallelujah” became particularly memorable for those church members in recent years.

Matt would make annual trips back up to Philadelphia to visit with family and friends over the years, including his sons and their families, as well as his sisters Bobbi and Pat. He would become a grandfather, and ultimately a great-grandfather during the 2000’s and 2010’s.

During this career with the Philadelphia Police Department, Matt served in several assignments including the 6th, 16th, and 17th Districts, Narcotics, South and Northeast Detectives, JAD/Sex Crimes, Night Command, and Management Review. In the early 1980’s, he was the Commanding Officer of the 12th Police District in Southwest Philly.

One of Matt’s favorite things was simply sitting around a table, talking police work, life, politics, sports, family, and more with his two sons. Mike became a Sergeant in the mid-1990’s. Matt became a Detective in the late-1990’s, and then a Sergeant himself in 2003.

Both sons remain with the PPD today, and 2018 will mark the 59th consecutive calendar year that there has been a Matthew Veasey serving with the Philadelphia Police Department. The Captain never forgot to let his boys know how proud he was of them, and vice versa.

EDWARD J. BRACE DOB: 7-2-1941 DOD: 9-17-2017 APPT: 7-6-1965 Ret: 3-15-1971

Edward J Brace Jr, aged 76, of Philadelphia, PA. passed away on September 17, 2017. He was surrounded by his wife of 54 years Frances, his four children: Edward, Robert, Jennifer and James, two daughters in law Jo-lyn and Lizanne, and 4 grandchildren Edward, Joseph, Kaela and Patrick.

Edward known to his friends and family as Ed, was married for 54 years to Frances Brace. They met when he was 18 and she was 15 at the Renel Drug Store in West Oak Lane. He joined the Army in 1960 and served in Korea on the DMZ for 18 months. When he returned to the states, he was stationed at Fort Myers in Arlington, Virginia. He was part of the honor guard at Arlington National Cemetery.

While he was stationed at Arlington, he married Frances. They stayed in Virginia until he was discharged from the service in 1963.

They moved back to Philadelphia.

Ed joined the Philadelphia Police Department in 1965. Ed was assigned to the 18th district. He worked seven days a week, twelve hour shifts through the summer of 1967. He attended Temple University for Business Administration from 1968 to 1970, he was studying to become a detective.

He was on the force until 1971.

When he was injured in the line of duty in an accident driving the wagon. He retired on disability in 1971.

Ed then worked as an auto mechanic for many years and then trained to be a journeyman at Budd Company, where he worked until 1991.

In 1991 Ed survived a massive heart attack and became permanently disabled with a brain injury.

This did not keep Ed down he spent his “retirement” doing the things he truly enjoyed: spending time with his family, his pets and friends. He enjoyed everything about his life. He even enjoyed his many doctor visits, always telling his jokes to the staff and brightening the day of all who came in contact with him. He never let his disability bring him down.

He went to Senior Center of America on Roosevelt Blvd. for seven years. In the words of the director: “Your father was was an integral part of our day. His daily jokes, coupon givaways, chivalry with the women and stories of his career on the police force. He was a gentleman, a friend, and family to all of us.“ He lived such a fulfilling life and for that his family is grateful. Edward will forever be in our hearts and minds.

JAMES M. HANlON DOB: 03/08/39 DOD: 05/18/17 Appt.: 07/13/62 Retired: 06/29/96 Assignments: 35th, MCDU James “Jim” Hanlon was born on March 8, 1939. The family lived in Brewerytown for most of Jim’s 146

grade school years at St. Ludwig’s then moved to Lawncrest where he finished grade school at St. William’s in 1953. He initially started high school at North Catholic but in 1954, he transferred to Father Judge and was a member of the 1st graduating class in 1957, a fact that Jim was always tremendously proud of. Jim enlisted in the US Air Force Reserves while still in high school and he re-enlisted 2 more times before completing his service in 1965.

Prior to entering the Police Academy, Jim had jobs as a draftsman at Yale & Town and a truck driver for Procter and Gamble. He met the love of his life, Regina “Jean” Kampherstein in 1961 at the Boulevard Dance and while Jean didn’t initially care for Jim, his perseverance paid off and he eventually won her heart. They married on October 5, 1963 at St. Bernard’s Church and settled into a home in Mayfair, NE Philadelphia.

Jim entered the Police Academy in 1962 and was assigned to the 35th District at Broad and Champlost Streets. Over his time at the 35th, Jim and Jean built their family and had their 1st child, Sharon in 1964 that was followed by 3 additional children, Colleen in 1966, Jim Jr. in 1968 and Dana Lynn in 1973. Family was always important to Jim and despite shiftwork, he always made time to attend the kids games or school events as well as ensured that there were family vacations and day trips every year. Jim was always proud of the kid’s accomplishments and bragged about them at every opportunity.

One summer afternoon in 1974, Jim was eating lunch while on patrol and saw a U-Haul van pass by that had been involved in a robbery.

After a short pursuit, he pulled the van over and as he approached the driver’s side of the van, one of the suspects opened fire. Jim was shot 5 times and taken to Einstein Medical Center. After surgery and a long recuperation at home, he was able to return to duty but instead of returning to the 35th, he joined the Mobile Crime Detection Unit (MCDU) at the “Round House”. The new assignment was a great fit for Jim as it gave him an opportunity to leverage his loves of photography and science.

Jim worked at MCDU until his retirement from the force in 1996.

Over his 35 years with the Philadelphia Police Department, Jim was recognized with multiple awards and honors with the most special of them to him being the Uniformed Employee of the Year for the Police Department, and the Chapel of the Four Chaplins’ Legion of Honor for Bravery both in 1975.

After retirement, Jim took a job at the Home Depot in Bensalem and while he missed the police department, he really grew to love working there. He enjoyed the younger work force there and was often sought out for advice and direction. Jim always came home with stories and enjoyed his “depot” friends but he retired from Home Depot after 12 ½ years.

Jim’s retirement days were filled with trips with Jean, puttering in the basement with his trains and hanging out with his 7 grandchildren. Even as dementia started to take Jim, he always had stories and jokes. He had a great smile and loved spending time with his “Jeannie”. He made a lot of great friendships over his 78 years and we will miss him so much.

WIllIAM (Bill) WIDMANN DOB:12-13-1934 DOD:12-4-2017 Appt: 2-16-1970 Retired: 9-6-1988 William (Bill) Widmann age 82 of New Port Richey, Florida passed away on December 4th, 2017 at his residence.

Bill was born in Philadelphia and would have celebrated his 83rd birthday on December 13th. He was the husband of Alice Thompson Widmann. Bill was born in Philadelphia he was the son of the late Isabelle (Davidson) and William Widmann Sr. He was a police officer for the Philadelphia Police Department for 25 years. He honorably served his country in the Anny during the Korean Conflict years 1954 to 1956.

Bill graduated from Olney High School in January 1952 and also received degrees from Penn State, La Salle, and Philadelphia Community College.

Bill left his position of being a manager in a local A&P store to fulfill his dream of becoming a Philadelphia Police Officer. He was notified that he was selected to become a police officer on February 16th, 1970 and graduated from the academy on May 12th, 1970. He was assigned to the 14th district, Germantown. In 1971 until 1974 he was assigned to Accident Investigation Division. Then in June 1974 until September, 1988 he was assigned to the Juvenile Aid Division. On September 6, 1988 he went out on a service pension.

Survivors-wife Alice, who was married to Bill for 56 years, son Christian T. Widmann and wife Lori of New Port Richey, Florida. Grand147

daughters Krista, Brittany, Alyssa, Ashley, and Amanda.

Bill’s funeral was held on December 11th, 2017 at Lehigh Valley Baptist Church in Emmaus, Pennsylvania where he had been a faithful member. Interment with military honors followed at Indiantown Gap Veterans National Cemetery.

After retirement, he and his wife traveled to many countries and took many cruises. Bill's love for sports continued especially for the Philadelphia teams and memorabilia of the earlier years kept his mind busy and going to auctions to add to his stamp collection.

Our family is grateful for him touching our lives as he continued to put others before him he was truly an unselfish person. Because of these values, he was a great role model to everyone and will be greatly missed by all.

MICHAEl JOSEPH ANDERSON DOB: 9-30-1951 DOD: 9- 26- 2017 RET.: 10/02/1996 ASSIGNMENTS: 6th, JAD, Gang, CDD. VETERAN: U.S. ARMY (Command Sergeant Major) Michael Joseph Anderson of Cape Coral, Florida passed away unexpectedly Tuesday, September 26, 2017 in his home. He was 65.

Michael was born September 30, 1951 in Woodbury New Jersey to the late James and Mildred Anderson.

Michael was a retired Command Sergeant Major in the US Army earning several medals and ribbons from his tours of duty. Notable decorations include the Meritorious

Service Medal, the National Defense Service Medal (3 times), The Global War on Terrorism Service Medal, the Kosovo Campaign Medal and the Iraq Campaign Medal. In addition to his honorable service to country in the Army, he also retired as a detective with the Philadelphia Police Department, serving from October 2, 1972 through October 2, 1996. After moving to southwest Florida, he worked and retired from the Lee County Code Enforcement Department.

As a co-founder of the "Swing for the Kids" Charity benefitting Golisano Children's Hospital, his giving spirit didn't stop with his career path. Mike gave freely of his time including his active involvement in the Cape Coral "Cop Shop" and as a member of the Fraternal Order of Police in Philadelphia, the Veterans of Foreign Wars (VFW) and the American Veterans Association (AMVETS). He was also a devoted and, some would say, "obsessed" fan of the Philadelphia Eagles.

In addition to his parents, he is preceded in death by his brother, Frankie Anderson. Mike is survived by his wife of 29+ years, Billie O'Drain and four children Kelly O'Drain, Maureen Gochenauer (Joshua), Shannon O'Drain (Kevin Gallagher) and Erin Bowdren (Shaun). He is also survived by his sister Kay Acevedo (Chris) and his brother, Jim Anderson (Mary). Mike was the loving grandfather of nine grandchildren, Megan, Riley, Declan, Liam, Keegan, Eamon, Finn, Aideen and Tiarnan. He will also be missed by several nieces, nephews and friends.

Philip John Betz Sr., 79, died Thursday, June 6, 2017 in Murrieta, CA following a long battle with lung cancer. He was preceded in death by his wife, Mary Joan (Waldron) Betz.

He leaves behind son, Philip John Betz Jr. (Debbie) and two grandchildren, Emmie and Philip. Step sisters: Madeline, Bonnie, Becky, Susan and Chris and Step Brother Eugene.

Phil was born in Philadelphia, PA, son of Philip Eugene Betz and Elizabeth (Griffin) Betz on March 14, 1938.

Phil served in the United States Marine Corps from 1956 to 1959.

During this time he married Mary Joan Waldron, they were both 18 years old at the time. They both returned to Philadelphia after Phil completed his tour with the Marine Corps. He then served the City of Philadelphia as a Police Officer from 1963 to 1972 as a member of the Highway Patrol earning multiple decorations. Following the Police Department he worked as Security Director for Robert Bruce Sportswear, in Philadelphia. He then finished his career working as a Police Officer for Temple University. In 2000, Phil and Mary retired to Palm Coast, Florida where they remained until 2013. Phil then moved to Murrieta, CA to be with his son and his 148

family.

In early years, Phil was a football coach for the Feltonville Tabor Rams, and Northeast Catholic High School. He was passionate about animals, football and his family. He was an active member of the Fraternal Order of Police, Lodge 5 as well as a member of the churches: Saint Ann, Holy Innocents, Saint Elizabeth Ann Seton and Saint Martha's.

A funeral service will be held for Phil on July 28, 2017at St. Martha's Catholic Church in Murrieta, CA. Following the service Phil and Mary will be interned together at Riverside National Cemetery.

DET. THOMAS R. lIPSEY DOB:7/30/1942 DOD:5-28-2017 Appt:12/5/1965 Ret:1/21/1992

Police Officer and Detective, Thomas R. Lipsey was born on July 30, 1942 in Philadelphia, Pennsylvania. Tom attended the Admiral Farragut Naval Academy followed by Abraham Lincoln High School. In 1958 after graduating from Lincoln High School, Tom began working at a men's clothing store in Northeast Philadelphia. While working at the clothing store, Tom was approached to became a fashion model. He was also a regular on Dick Clark's American Bandstand.

In 1961, Tom met the love of his life, Jeanette Hood, who he later married on October 16, 1963. In 1965, Tom and Jeanette welcomed their first daughter; then in 1967, 1969, and 1972, they welcomed 3 more daughters.

Tom's 26 year career with the Philadelphia Police Department

began in 1966. Tom worked in the 6th District, Juvenile Aid, Civil Affairs, Gang Control and Traffic.

When Tom was not working he loved coin, stamp, sports card and sports memorabilia collecting, model trains, and spending time with his family taking rides to the country, and to the Jersey shore. While at the shore, Tom enjoyed fishing and crabbing. Tom had always been active in his church as an acolyte, usher, and organizer of the annual Strawberry Festival. He was also a Big Brother for Big Brothers/Big Sisters of America.

In April 1992, Tom retired from the Philadelphia Police Department.

Not long after his retirement Tom began working part time as a Security Officer for the Philadelphia Academy of Fine Arts, and later for Fox Chase Cancer Center also as a Security Officer.

In August of 2003, Tom and his wife Jeanette moved to Tallahassee Florida. While living in Tallahassee, Tom worked as a Security Officer for Capital Regional Medical Center and later as a Security Officer for the Governor's Square Mall. On February 5, 2007, Tom lost his beloved wife to pancreatic cancer.

It was on January 10, 2017, that Tom was diagnosed with Squamous Cell Carcinoma (a cancerous tumor in the tongue). On February 27, 2017, Tom underwent surgery in which he suffered a stroke. As far as the cancer, the surgeon was sure that he removed it all. Tom was in rehab healing from surgery and the stroke.

He was doing very well recovering until it was noticed that the cancer returned. Tom lost his battle and passed away on May 28, 2017.

Tom is survived by his 4 daughters, Kimberly Rooney, Christina

Lipsey, Cathryn Hilty, and Sharon Pearce; his sister Geraldine Diehm; 8 grandchildren, Eddie, Jennifer, Destiny, Amber, Payton, Melisa, John and Sean; 1 great granddaughter, Hannah; along with his best friend/fellow retired police officer and partner, Michael Novack. Tom was preceded in death by his beloved wife Jeanette and his parents Robert and Margaret Lipsey.

CHRISTOPHER M. FOlEY P.O. #3031 DOB: 07/08/1964 DOD: 02/24/2017 Appt.: 05/21/1990 Ret.: 08/07/2015 ASSN: 26th District and N.S.U. On February 24th, 2017, Christopher M. Folley passed away. He was the loving son of the late John and Loretta Hagerty Foley, raised in the Port Richmond section of Philadelphia and graduated from Mastbaum High School.

After high school, he joined the U.S. Marines. Christopher always wanted to be a Philadelphia Police Officer and when the time came he completed his military service he joined the Philadelphia Police Department. A very proud moment for him and his family.

Upon his completion and training at the Philadelphia Police Academy in 1990, he was assigned to the 26th District. Chris and his partner Joseph Wolk soon became know as the EPS 2606, the Batmobile wagon.

Lots of good stories. They both received commendations. Chris soon moved onto the 92nd District as a Captains Aide for Captain Tony Desher and to N.S.U. where he 149

served out the rest of his time.

Chris met the love of his life Paula Merz and they were married in 1988 and are the parents of two children. A daughter Nicole, who is a graduate of Penn State University and is employed as a Police Officer in State College, PA Their son, Chris Jr. is a recent graduate of Roman Catholic High School.

Chris discovered that he had cancer in 2011 and he gave it a good fight until it took his life. Chris will be sadly missed by his enormous family and friends. A loving memorial to his wife and children.

Carl was a Philadelphia Police Officer and served in the 6th District in center city Philadelphia. His badge #5866. He was born and raised in Philadelphia not far from where he was assigned as an officer.

Carl married his wife Suzanne, and together they raised their three children in the Somerton section.

After retiring from the Police Department in July of 1986, he continued his career in Law Enforcement and protection of our citizens with the Thomas Jefferson University Hospital. After this he and his wife Suzanne retired to Berlin, Maryland.

There he enjoyed boating, great

evenings spent playing pinochle with his friends, and being a passionate fan of the Philadelphia Phillies.

Carl leaves behind his dear wife Suzanne (nee McAllister), and their three children Carl (Diane), Jason and Rachel. He was a very proud and loving grandfather to Olivia, Alyssa and Emma. He is also survived by his siblings Mary and Robert and nephew Todd, niece Dr. Kristen Auwarter and late nephew Glen Damis.

P.O. HUBERT EMORY BROWN SR. #3730 DOB10/01/1930 DOD: 11/05/2017 APPt: 10/12/1953 RETIRED: 01/05/1981 ASSIGNMENTS: 12th District Herbert E. Brown, Sr., a retired Philadelphia Police Officer and Security Guard for Cathedral Village, died on Sunday (It was his favorite day.) November 5th, 2017. He was 87 years old.

He was born in the Mercy Douglas Hospital in Philadelphia on October 3rd, 1930 to the late Clarence and Daisy Wilson Brown. He was the youngest of six children. His five brothers and sisters all proceeded him in death.

He received his formal education in the Philadelphia Public School system, where he ran cross country and track for Overbrook High School. He graduated from school in 1948.

Herbert at an early age, was baptized at Shiloh Baptist church in south Philadelphia. He was previously married to the late Cora Arnold Brown (deceased) and of this union 6 children were born.

Brown retired from the Philadelphia Police Department on January 4th, 1981 after 28 years of policing in the 12th district. He spent the last twelve years assigned to the John Bartram High School. He later worked for Cathedral Village as a security guard which lasted nine and a half years, retiring only after having suffered a heart attack.

For many years he was a member of Calvary Baptist Church where he served as a Trustee and sang as a part of the Talmadge Chorus receiving a plaque of recognition for being a member of the chorus for more than twenty- five years. On April 5th, 2002 he married Ariene L. Duncan, someone he had known as a family for many years and in 2008 he moved his membership to Mount Carmel Baptist Church under the Pastorate of Rev.Dr.Albert F. Campbell. He soon became a member of the Mt. Carmel Chorus, the male Chorus and the Men of Mt. Carmel, he had a beautiful tenor voice, he loved to sing he always said that he wanted to be a Troupidor for the Lord to sing and give thanks and praise to the Lord for all that he had done for him, sing was his ministry.

For many years he sang with a Capella gospel group, The Stillman Specials, who are still known around Philadelphia area. The group was composed of five friends from different area churches who sang gospel songs. There were Sunday mornings that he would stand up during the Baptist church service and belt out one of his favorite country music songs, “Gathering Flowers for the Master’s Banquet.”

His wife said, “Mr. Brown was very good company.” He was a real gentleman, always opening or closing the door for a lady, walking on 150

the outside of the curb to protect her, always showing appreciation for whatever was done for him,” He was also a real smooth dancer and enjoyed going to the racetrack, listening to jazz and gospel music, and shooting pool.

In addition to his wife, he is survived by children Wendell, Kevin, Carlton, Kim, Williams, and Derek; many grandchildren and greatgrandchildren; nieces and nephews.

Mr. Brown’s eldest son, Hubert Jr., and all five siblings preceded him in death.

He then was assigned to Civil affairs and Organized Crime units where he served for ten more years before retiring and and going to work for the state licensing bureau.

Bill was a dedicated and active officer whose street smarts and imposing size often enabled him to diffuse many situations just by his presence But most of all Bill will be remembered for his kindness, generosity and quick wit and will be truly missed by all who called him friend.
