LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

We can’t catch a break. It seems today that no matter what an officer may do, it just isn’t good enough. You have been working long hours, all thru the summer. Days cancelled at the last minute. Different orders being thrown at you, come to work, go home, held over, not held over. On top of that, hours changed time after time. All this, with a total lack of support from the city administration. We also have a group of so called politicians, slamming reform down our throat, attempting to insert themselves into our bargaining process, and demonizing police at every turn. As much as they are attempting to do, and as much as they are throwing at us, we have been everywhere possible to protect your rights; City Council, Harrisburg, and even Washington DC to see that you are protected. You recently received a letter from me regarding the bills passed in council, the one which those elected officials in council are attempting to turn your pockets inside out, this bill simply means the city must address council on the proposals they are submitting to us. Our contract is done thru arbitration. It’s funny how arbitration is a terrible, one sided process according to these folks. Yet not one word about any other public sector union, or anyone else who uses this process. Does it seem to you, as it does to me, that only police are being singled out? A group of politicians who in front of one crowd are supporting defunding the police and stripping you of as much authority as they can, but when in front of another group are railing about shootings and murders in the city. I have a great idea…………….Lets hold another needless hearing in council. Sometimes policing isn’t pretty, sometimes police need to do their job, arrest people, and keep them in jail (that’s a whole other story) To those running the city, let the officers do their jobs, hold these criminals accountable, BACK YOUR OFFICERS, and let us get a handle on this. Until this happens, you are going to get the same results. Until this happens we are here for you, to back you and protect you and your family. VICE PRESIDENT/CHIEF OF STAFF’S MESSAGE

BY ROOSEVELT POPLAR This is probably one of the hardest articles I have ever had to do. There are so many issues plaguing this department and city, that it is very hard to just pick one. With the state of the world and the city falling right in to the movement, it’s very hard to want to be in law enforcement. You have absolutely no support from city management, city council, District Attorney or anyone else at this point. Law enforcement has become public enemy number one overnight. In the city, it didn’t take long to figure out who supports you and who doesn’t. All of the people that jumped on the bandwagon to defund the police should worry about their communities that has gone down the toilet, riddled with crime and no respect. The main person leading the charge has already been charged through a grand jury. How can that be? The lawmaker can help make the law, buy they have a double standard when it comes to upholding the law. We all know what happens to a police officer when they are charged through a grand jury, but what happens to a council person when they are charged? Nothing!!!!! They maintain their positions, and still collect a salary from the taxpayers of the city. But they still want to defund the Police, and make reforms. Why don’t they start with their own reform in city council first? Take a look at the longevity of the councilmembers, and then take a look at the condition of this major city. their records speak volume. The issues in the city did not happen overnight. It happened on most of their watches. But, yet and still, it’s the fault of law enforcement. Easier target to blame. They want to make laws to take away everything you have worked for to support you and your family, but they have no laws to control the corruptness that’s on their level within. As for the Police Management, you sit back and watch the police department take

the blame for things they have no control over, and then you ask them to jump in the fire for you while you watch them burn. Police reform is a necessary evil around the world, that’s the facts of life. But the world of politics has turned their backs on us and put the world issues and problems on our shoulders, except when they needed protection from certain events that happened in the city. You can assure they had police outside of their houses protecting them and the people they care about. I think that was during that peaceful protesting that burned down properties and looted the city. At least, they called it peaceful. An order was given and executed through the police department. One person took the full blame, and others were arrested. We apologized, and arrested police officers, as we let the protesters walk out the front door. I think the message was loud and clear at that point. In the middle of a pandemic, protesting, looting, police reform and defunding, where are we today from six months ago? The people from the encampment still running the city, the murder rate going up every day, and still no leadership from any level. Commanders, don’t even think about putting their officers in a position to cause them their careers with no support. If you do, I will name you going forward, and let everyone know who and what I’m speaking on. We have a mayor, who has confused the citizens of Philadelphia with the decisions of the encampment. Another one that jumped on the bandwagon, and now it has backfired on him. But wait a minute, now he wants the police to go in there and clean up all of his crap. Not on my watch would that happen. What did he think would come of this, once he cowered down for months, with his false promises to these people? Now they are geared up for war, and who does he think will be in the middle of his political nonsense. He allowed and agreed to let them be there, now

he has to figure a way of getting them out, good luck mayor VJJ... Does he think any officer with a hint of common sense is going in there risking the chance of getting assaulted, and their arrested by his DA friend? It’s very disheartening to watch relationships completely destroyed over other people actions, and it’s going to take years of healing to even come to a point of understanding the how and why. If everyone stood up and take accountability for their own actions, the world would not be in the condition that it’s in now. What is the next move going to be for the city and the mayor and the politics to deal with this? I know, have the cops go in there, wait for all of the negative publicity, arrest some them for official oppression, tell the taxpayers that live down there in their million dollar properties enduring all of it, that you tried to come up with a peaceful solution, and the police lost control and it’s their fault; find the right Deputy to blame, have them make a public apology, and step down. The End. What a great book. To all of the officers out there, I truly hope you are taking care of yourself and much as you can. It has been a growling six months on you and your families. Please look out for one another, because that’s all you have right now, is each other. These are times like none of us has ever seen before in our lifetime, and we hope this will soon pass. Your mental state of mind is a very important part of you being you, and doing your job. There is nothing wrong with asking or seeking help professionally to make sure your wellbeing is good. Don’t let your pride get in the way of the best person you could be to yourself and others that care about you. VICE PRESIDENT’S MESSAGE BY JOHN MCGRODY

I have served as your Vice President here at the FOP since October of 2007. I actually started out at the FOP long before that time. My involvement with the FOP began in 1978 as a teenager along with my brother helping my father hang up sings around the police districts in the Northeast for a candidate for FOP President named Joe Meehan. My father, Edward McGrody, was a police officer at the time and was Joe’s old partner. He and Joe thought that Philadelphia Police Officers would be better served by FOP leadership that focused more on the cop on the street and their families. They were unsuccessful in that 1978 bid. They tried again in 1980 and were unsuccessful. In 1982, my brother and I helped my dad nail up some Bob Hurst signs around some police districts and the old Police Academy. Hurst got elected and it brought a new level of integrity and member services to the FOP. That level of honesty and intense focus on the membership has also been the hallmark of the McNesby team since we took office. Any way you look at it, 2020 has been a crazy year. As always, the Philadelphia Police Department has been at the center of the storm and in the center of the craziness that embodies our current society. As always, our members have stepped up big time and have done a seemingly undoable job while being simultaneously being attacked by the community, the media, progressive special interests and the District Attorney. Sadly, we have also been forsaken and cast aside at times by our own departmental leadership. The pandemic hit in early March. The world as we know it shut down. Schools closed. Businesses closed. Mass Transportation shut down. Stores and malls shut down. The

Healthcare industry shut down except for Covid. Panic ensued in households throughout the nation. City Government shut down. What did NOT shut down was the Philadelphia Police Department. The Philadelphia Police Department continued to engage in patrol duties, response to 911 calls and crimes in progress and detectives continued to conduct investigations and respond to crime scenes. Many of our people never missed a day of work during the pandemic. Which brings me to the first instance of our command staff forsaking our own people. During the pandemic, some genius thought it was a great ideal to have Internal Affairs sit outside of patrol districts and surveil the street cops who were risking their lives to see if they were coming in late or leaving early. So, at the same time that we had the news media asking at press conferences where the Police Commissioner and the Command Staff are and while the PAB parking lot was almost completely empty, we had IAD doing an investigation into slide time. It is probably the most despicable and hypocritical actions I’ve seen while here at the FOP. Once we got involved, it think it has ended and there will be no discipline, but it is crap like this and total disregard for the street cop that makes one’s hair hurt. The true PPD heroes during the pandemic were the street cops. The street cops are the engine that runs the department and I wish those across the Department would realize that more than they seemingly do. Another issue with the pandemic was the necessary supplies and PPE. Admittedly, supplies were hard to come by in the early stages. As a whole, the city largely failed at getting the right gear to the first responders. Under John 18

McNesby’s leadership, the FOP stepped in to assist. We were on the phones here at the FOP trying to locate masks, hand sanitizer, cleaning supplies and whatever PPE we could get our hands on. A special shout out to Roosevelt Poplar here at the FOP who tirelessly tracked down every item he could locate. We succeeded on many fronts and spent much time here distributing cleaning supplies to the districts and units, and masks and hand sanitizers to individual officers. The FOP easily spent a couple hundred thousand dollars to provide the necessary equipment to our officers, necessary equipment they were not getting from the city. There have been many protests and details in the last several months and you are all working long hours in very trying conditions. During these long details, the FOP has stepped up to the plate to make sure that our officers have bottled water and something to eat. It is something the FOP under John McNesby has become known for. In fact, the command staff phones the FOP with numbers of officers on details for food and water. For as long as I can remember, the Department has deployed officers to posts with no relief and nothing to eat or drink. This is ultimately the department’s and the city’s responsibility but the FOP has filled the void. We have spent thousands and thousands of dollars during these protests and riots. We requested some reimbursement from the Department and the City because of the cost. The Department refused to pay the FOP anything. We’ll see them in arbitration on this matter. Police and law enforcement are under attack nationwide. There are calls to Defund the Police, whatever that means. There are some in this country who believe police are the enemy. There is indeed an attack on police on the streets, in the legislature and in the media. There is also an attack on the rule of law in this country wherein criminal behavior is ignored and even excused. These same people, including some well know clowns in public office in Philadelphia, seek

to arrest cops and put our officers in handcuffs while excusing the behavior or those who wish to overthrow the government. Instead of backing our officers, the Department has increased the number of investigations into the actions of our members and our attorneys and FOP representatives have been busier than ever. There is anarchy on our streets and some of our elected officials are permitting it, often encouraging it. There is also a very rapid increase in the amount of violent crime in Philadelphia. Anarchy is specifically designed to put large numbers of people in fear to achieve a political purpose. It is basically extortion. Murders are higher now than any other time in recent memory, shootings are up across the board and all crime is on the increase. While this occurs, there seems to be no plan to deal with it from the Upper Command staff and politicians have largely ignored the issue of violence in our city. I wish someone in the Command staff would address the officers, tell them what is expected of them on the street and provide some level of support or encouragement. Please be safe out on the streets. While you may feel largely alone and isolated, we always have one another and we always have our families to rely on for support. It has never been tougher to be a Philadelphia Police Officer and it has never been tougher to be part of a Philadelphia Police family. The media won’t tell you, the politicians won’t tell you, the upper command staff doesn’t tell you enough, those that wear the badge of a Philadelphia Police Officer are the best of the best. And our families, they are awesome. You and your families should not have to go through what you do, but rest assured that the majority of citizens support and admire the police. As you know, our current contract expired on June 30, 2020. When we saw how long the pandemic would last, the FOP quickly approached the city for a contract extension. On your behalf, we were able to ob19

tain a one-year contract extension in a very fearful time and during a non-existent economy. By getting the membership a 2.5% raise and a $750 bonus during an economic shutdown is a testament to the tenacity, foresight and leadership of John McNesby and the entire FOP team. As I write this article, we are sending letters to the city seeking bargaining sessions for the contract that expires on June 30, 2021. This will be a hard fought contract fight. Possibly our biggest fight ever. While we will be battling to maintain our benefits, health insurance, pensions and obtain wage increases, we also have the added specter of outside groups hostile to police seeking to have a seat at the table. Our work is cut out for us, we will keep you advised as the process moves forward. Your input will be more needed than ever. I have often said that the generation of cops that worked the Philadelphia streets in the 1960s and the 1970s were the greatest generation in policing. They were my father’s generation and they worked through riots, civil unrest, gang related crime and much lawlessness on the streets. I also looked to those cops as a model of how to handle one’s self, how to treat others and how to raise a family while doing a very tough job. As I look at today’s younger cops with the violence they are facing on the streets, the endless protests, the hatred displayed toward them from haters on a daily basis and the lack of support they receive from politicians and police leadership, I’m beginning to realize that the young cops out there today are the greatest generation in policing. They handle themselves flawlessly while being attacked from all quarters. You can worry about society, you can worry about the future of our country, but don’t worry about those who stepped forward to become cops in this environment. We

are in good hands as we move into the future. I started off the article with an FOP history lesson of helping my dad post signs for an FOP election 40+ years ago. Sadly, we lost my father back in May. Ed McGrody was a dedicated cop and he was a very dedicated FOP member and served the membership for many years. More than that, he was a great husband, father and family man. Family was everything to him. (A more fitting tribute to him is contained in the obituary section). He wore # 6143 his entire career. In a week or so, my son John will graduate the Police Academy wearing Badge # 6143 as his grandfather and mother did before him. I’m honored to serve in the generation of policing between the two greatest generations of policing, the past generation and the current/future generation.

Treasurer’s Report

The Fraternal Order of Police – Lodge #5 is finally open for business at twentyfive percent capacity, although the rest of the state is at fifty percent. You can thank our Mayor Jim Kenny, who appears to have his own political agenda when it comes to reviving our city again. He prefers to hand it over to protesters and rioters. The City of Philadelphia’s current administration also refuses to scrap the antiquated OnePhilly payroll system. The belief is, it’s former Mayor, Michael Nutter’s problem. What’s comical about that is the original new location for Police Headquarters at 46th & Market Street was also Mayor Nutter’s problem but Mayor Kenney corrected that problem at the tax payers expense by relocating it to the former Daily News / Inquirer tattered building at Broad & Callowhill Street. In the meantime, OnePhilly continues to disappoint. Some members are still not receiving their step pay increases. Some have received holiday payments whether they chose to have it or not. Some had their hours subtracted even though they requested to “Hold All” and did not receive a payment. Recently, the clothing allowance appeared on paystubs as paid, but the monies were not deposited into the member’s account. Resulting, in everyone receiving an actual paper clothing allowance check. The city would like you to believe it is all COVID-19 related, but in reality, OnePhilly was a nightmare even before it was implemented. The warnings were there, yet the City chose to place it in effect regardless of the circumstances. OnePhilly will have its place in history as one of the worst decisions instituted by Philadelphia Politics that will continue to cost taxpayers millions more. With that said, the city has entered into settlement conferences regarding OnePhilly, but it is all a hoax, they have no intentions of replacing OnePhilly or reaching a settlement. Even if there was ever a settlement reached, we will continue to have ongoing issues with this payroll system. Brace yourselves for a long journey.

Death is usually a taboo subject that families despise speaking about because it can be downright uncomfortable. However, during COVID19 we lost an excess of one hundred fifty members, of which several were active Philadelphia Police Officers. Although death on some occasions may be predictable, most often times it is unpredictable. Brothers and sisters I cannot stress the importance of making absolute sure that the person(s) listed as your beneficiary is the person you truly want to receive your Life Insurance / Pension benefits. Point of information, just because you may have a “WILL” that states everything goes to a certain individual or individuals, it DOES NOT SUPERSEDE the beneficiaries listed on your Life Insurances and / or Pension. So, do your family a favor and check your policies, both FOP & private for accuracy. Because when you leave this earth, the FOP, nor your friends, your spouse, your siblings, and / or your parents should be placed in an uncomfortable circumstance due to your death. The FOP will not be responsible to referee any disputes that arise regarding beneficiaries, so please make it a priority to check and update your policies. Legislative and Political Updates Vice President’s Report by Nick DeNofa

On Thursday, September 17th, 2020, City Council voted 15-2 to pass a bill that requires public hearings at least 30 days prior to the execution of a labor agreement with City employees represented by the Fraternal Order of Police Lodge 5. This is nothing more than political theater. We will continue to fiercely advocate for our members, especially in public.

In that same session, City Council also voted unanimously to ban officers from choke holds and kneeling on a subject’s neck or back. Philadelphia Police Department policy already banned the use of choke holds and kneeling on subjects' backs. In June, Police Commissioner Outlaw said at a Council hearing that Philadelphia Police Department policy did not explicitly ban kneeling on a person’s neck, and said she supported the bill.

As of September 20th, 2020, the homicide rate is at 331, which is 34% increase from 247 homicides at this same time last year. This averages to more than one person killed each day in Philadelphia. Gun violence has also increased 41% with over 1500 people (including over 100 children) shot this year to date. And the best solution our elected City Council members can offer is “Let’s hold public hearings on the next police contract in 2021?” I hope you remember those City Council members who stood with us, stood by us and stood beside us during these most trying times.

Conductors’ Message by Sharon Jonas

The current reflection carries a weight none of us can hardly believe or even understand. The summer months that would normally bring so many happy memories, although it did have a few that we were able to make happen for the sanity of ourselves and our families, were not what any of us could prepare for. The pandemic has caused a lot of pain, either with illnesses, lost loved ones, financial struggles, uncertain fear along with long added work hours. As stated in my last article, John McNesby and the Team, as promised, have your backs, and are right beside you, ready to advocate for you and we will continue to do our best for you and your families. Now that the Summer months have begun to fade, preparations, as permitted, are beginning to try to get underway for many Fall/Holiday events. Diligently keeping in the mix, we are making sure there is always something fun happening here at the FOP. Our plans keep getting updated as the restrictions slowly are lifted. We have resumed all our weekly themed specials in 7C Lounge starting off with our Sunday Brunch that is sure to please with the Chef’s weekly new creations followed up with those Monday $1.95 Philly Cheesesteaks, Taco Tuesdays, 1/2 Price Burger Wednesdays, and a new added Thursday night ”Music Bingo” an attraction hosted by Best Choice Productions (please see ad in next pages) with “4 Winners/4 Prizes” awarded each week! This new generation of police officers are quite impressive and bring smarts, drive and ambition to our department. I’m always gratified to see that almost 100% of the re-

cruits sign up for Deferred Compensation. Early enrollment in Deferred Comp is a great way to save for the future, if you start early you’ll never miss that money in your check. Please see Ron Stagliano’s article elsewhere in this edition for some important improvements to our Deferred Comp plan. Another thing we do at the Academy is have our members designate beneficiaries for their life insurance. Over the course of a career, these designations are bound to change. Please contact the FOP to make sure you have the correct beneficiary listed. On the other side of the Police Academy, we have retirement. I know many of our members are thinking about retirement because of the trying times we are in and the thankless job this has become. One of the most popular things we do here at the FOP is the retirement seminar. Because of the health crisis and the fact that we cannot get together in person, we have taken videos of the retirement seminars and placed them on the FOP5 website. Go to the website and click on Retirement Seminar icon at the top of the page and a list of videos will appear that you can click on and view. Not the most riveting stuff to watch, but a more productive use of your time than watching the talking heads on TV. For those of us who have been around a little longer, a proper will and estate documents are not a luxury, they are a necessity. At the least, you should always have a valid will. A complete set of estate documents would be the addition of a Financial Power of Attorney and a Medical Directive (DNR). In fact, a valid will is basically a document any member should have. Although an FOP attorney can prepare a will for you. the best way to get these documents is by attending one of the Wills for Heroes events we run several times a year at the FOP. This event has volunteer lawyers come in and prepare these documents for cops, firefighters and military personnel. Did I mention this service is FREE. Coincidentally, the last public event we had here at the FOP before the world shut down was a Wills For Heroes event in March. Look for an upcoming Wills for Heroes event shortly. The most important thing we do here at the FOP is the contract. The contract governs your raises, your benefits, your healthcare and everything that makes this very tough professional worthwhile for you and your families. Because of the pandemic, John McNesby was able to get a one year contract extension back in April. John and his contract team are currently very hard at work for the upcoming contract talks coming in next year. Look for updates as we again have a tough fight ahead of us.

CHAPLAINS CORNER Tis the Season by: Lou Campione

The Philadelphia Police and Sherriff Department were formed as a result of the Yellow Fever Epidemic of 1797. Mayor Hilary Baker poured the foundation of our roles as servant leaders. Mayor Baker sacrificed his life in his effort to help the forty thousand residents of our beloved city respond to the deadly epidemic. We as peace keepers of Philadelphia have witnessed our brothers and sisters make the supreme sacrifice in service to others. Each day we witness first hand our efforts in servant leadership. It may be diffusing a violent situation, applying a tourniquet to prevent someone from bleeding to death and rushing them to the hospital, or finding a missing special needs person, three million times per year we respond as servant leaders to those request for help.

Today unfortunately we have come under attack by those who subscribe to Marxist, Communist, Socialist, and Anarchist principles and seek to destroy our mission. Those who seek to cancel our history fail to acknowledge that what they propose has failed. They seek to destroy the mission that our JudeoCristian principles have held sacred for the 5780 years, a mission that God has prescribed. God has given us the foundation of servant leadership and has given us a library to guide us in our mission. The resource we have to reference as Gods library is the Bible. He gives us that direction and we can summarize it as loving God and our neighbor as our selves. God has given us throughout this history prophets and seers to help us have points of reference in dealing with these times of tribulation. One of these was Job. Job a disobedient prophet tried to run from God to avoid the mission that God had prescribed for him. The mission was to preach to the Nineveh people that they were doomed unless they repented immediately. Jonah was afraid to become the servant leader, his fear controlled him and he

attempted to flee, God prevented his flight and he preached the message of doom if the people did not repent. Today we have witnessed firsthand the doom of not following Gods direction, just like the people of Nineveh. We must accept the role of Jonah and proclaim the message he brought of prayer, fasting, and repentance to return to our prescribed mission.

That mission is to know love and serve God in this life and to be happy with him in the next life. We as peace keepers have a special privilege of having this inspired vocation as our life mission.

The prescription that God has given has been successful and has survived for 5780 years, longer than any other philosophy that the cancel sect can propose.

During this time of tribulation we are to get our strength from our Judeo-Christian history. A history that provides all the resources that we need to overcome all of the evil of this world.

One more servant leader we are given who has a very special role for us as peace keepers is Michael the Archangel. In our Judeo-Christian history he is recognized as the leader of Gods army. We have adopted him as the patron for military, police and sheriffs. We offer this prayer during this time of tribulation asking for his intercession to assist us and keep us focused on Gods will in our lives.

Michael the Archangel defend us in the day of battle. Be our protection against the wickedness and snares of the devil. May God rebuke him we humbly pray and do thou O Prince of the Heavenly Host by the power of God cast into hell Satan and all the evil spirits that roam about the world seeking the ruin of souls Amen.

Culpability and where you stand according to decisions made by the Police Commissioner and her few trusted Deputy’s during the Riots/Protest

I wish I had an answer to give all of you concerning the culpability that our members could face following the riots that rampaged thru the city in recent times, but I don’t. I do know that forward preparations were made in advance of the riots that were scaled down from above, both inside and outside the department and none of those recommendations have come forth to date, probably due to the fact that no one wants to put their name to it, given the damage done by the first night of rioting and looting. Rest assured, the decision to scale back wasn’t from D/C Wilson whom it appears they are trying to scapegoat for the whole thing. Funny, how the departments own phone directory lists 6 people in the upper echelon of the department, with four holding the rank of Deputy Commissioner, one who is a civilian is listed as the “Chief Strategy Officer.” Did anyone see anything remotely resembling “strategy” as the events were unfolding on the streets of Philadelphia? I asked numerous officers and commanders if they ever saw or heard “Car 1” during the entire time these events were going on and the answer was an overwhelming NO! It was clear that decisions were being made from the “bunker” at 3rd and Spring Garden, which is in Fire Department Headquarters and that holds the City Emergency Command Center in the basement. Of course, this was just a block and a half away from the major staging center to disperse Officers throughout the city for deployment. Don’t you think that if you were the leader of these brave men and women that you could take the time at various stages of these deployments to see your troops and offer them words of encouragement in any way whatsoever? It never happened. If one takes notice of the departments high command phone directory, there was no one listed as Car 2 but I was told Car 2 was on the

air quite frequently. That’s the same commander that was waving for Officers and Supervisors to kneel on the Race Street side of the Roundhouse. He claimed that he wasn’t ordering anyone to kneel but video shows otherwise, he was clearly directing everyone to get down on a knee! He later claimed that he wasn’t ordering anyone to kneel but when a person holding that rank does the things he did, what else could it be interpreted as? He’s also the same person who years ago was a commander at the 19th District who, when he got a complaint from the mayor’s office regarding two rookie Officer’s on a beat, ordered them picked up by a supervisor and brought to headquarters like suspects, place in separate rooms and ordered them to submit to a search. He claimed later that “he only suggested a search in order to clear them out right. What do you think rookies would have thought of that “suggestion” at the time? They were scared and submitted to it. That ended when I arrived on the scene, not because the rookies called for me, they were still in separate rooms, but when other officers called the FOP because they knew the actions by the captain were wrong. Later on in his career, he went after a respected, long time Lieutenant in Highway Patrol. He even drove himself to the alleged complainant, an executive for the Eagles and recorded this complaint on his personal laptop. The complaint was bogus and even the complainant wanted nothing to do with it, but this commander persisted. It went nowhere and it was then that we realized that he possibly wanted to gain favor from the Eagles and also maybe create an opening at Highway for a “buddy.” He eventually went after me but even in that effort he failed, claiming I racially disparaged him in a phone call and he reported it to the Commissioner who in turn called our President here. Little did he

know that the phone call that I made to him was done with witnesses, both black and white. There was nothing in that call that could have been remotely racist, it was actually a heads up on a matter, and our President called the Commissioner and relayed our version, complete with witnesses. Two days later, at a ceremony in the FOP the Commissioner approached me and roundly apologized which was decent. I told him he had nothing to apologize for, that it was the actions of another. He again apologized saying that part of it was still his fault because he knew me for a long time and knows that those things are something that I’m not capable of and should have squashed the whole thing when it was reported to him. My point in telling all of you this is so you will know just who one of your leaders is and can be. Trust is earned, not granted. As to the decision to charge and fire Staff Inspector Joe Bologna, it was two people who did these things. The charging was done by the current “da” (can’t capitalize it since he’s such a small man) and his actions speak for him, not the law. He will do anything to charge a cop but it took him 3 weeks to charge the other three people in the room that killed Corporal Jimmy O’Connor. Video evidence does not support the charges he brought against Joe as it clearly shows the individual being struck on the arm and back, nowhere near the head. That bring us to the firing, that clearly lies with Outlaw who was probably told to do that by the Mayor. That doesn’t excuse her for it, she could have put him on the bench but these are the things that people do in these times. They have Teflon coatings so nothing that is ever done will stick to them, it gives them plausible deniability. Just today, June 15th, the office of the Mayor came out and announced plans for an independent after-action investigation where they will hire an “independent consultant” to conduct the investigation. That sounds like they will be hiring a crony to do their dirty work to me. It read that Mayor Kenney and the police commissioner thought this one up. It’s funny when you read the commissioners 45

remarks where she says the following “While I’ve witnessed many officers respond bravely and with compassion, I have also witnessed inappropriate use of force and other conduct that I do not condone – nor will I allow to continue by those who serve the Philadelphia Police Department.” That’s a direct quote from the Mayor’s Office of Communication and I have only one question; how did you witness these things from the basement of 3rd & Spring Garden? That’s where you were for most of the last few weeks! You were surrounded by traffic barriers, black fenced curtains, and heavily armed National Guardsman along with numerous uniformed police, pretty safe considering where the street cops were. You were actually doing a press conference while the so called grieving protestors turned into happy looters. You had no idea then and the same could be said now! Now we’re on the apology tour. They’re now demoting people with no justification. They have backtracked on their earlier support for the use of tear gas claiming they got bad info. You can only get bad info if you place yourself in that position. Hiding in Fire Administration headquarters put you out of touch with what is happening on the ground. Why don’t our “fearful” leaders admit they did just that! By not being on the street it gave them an out; plausible deny ability with the ability to use a scapegoat and that exactly what they did. We’re now hearing that your leader was on the scene at the time of deployment, was aware and fled the scene. Very encouraging! The mayor and the current police commissioner showed the city and the men and women of the police department that the city and this department is without a leader of any kind. They’re all puppets on a string but who’s controlling the strings? Stay safe out there.

2020 has been quite a year so far. A few weeks into the COVID crisis, I finally figured out what the “19” signified. It is the number of commercials packed around each tiny, often inaccurate fragment of COVID news. “Pandemic”, 19 commercials, “No Vaccine”, 19 commercials; “No toilet paper”, 19 commercials. You get the idea. With people glued to their TV sets during an international crisis, the media wasn’t wasting a golden opportunity to sell you everything in sight. All the “code reds” and “Stay at Home” orders didn’t seem to apply to the people making all these commercials.

Through distortion, magnification and outright falsehood, the media managed to take a single incident which happened in Minnesota and use it to inflame the nation and produce the worst widespread persecution of police in the nation’s history. A number of the so called “protest groups” were actually creations of the media. When the cameras were on, the violence flared. When the cameras were off the violent “protestors” moved to the next filming location.

Even the courts have apparently set up a double standard for the media. It is much harder to prove libel and slander against the media than it is to prove these charges against you or me. You have to prove not only that they lied but that they knew they were lying and deliberately intended to lie. So, “Gee, I guess we made a mistake, we didn’t know” saves them hundreds of millions of dollars owed to their victims. But that defense won’t work for you or me.

After a while, the news trickled and viewing dropped off a little. Then the media hit the “Mega Jackpot”. In late May, a tragic incident occurred. There was no cover up. There was no denial, there was no justification offered for what occurred. In fact, not a single law enforcement officer in the nation offered any justification of the incident. There was an immediate investigation, arrests were made and charges were filed. In other words, the system worked as it should. That is, until the media got a hold of it.

And what is the media’s motivation for all this? No, it is not some political agenda. It is for more sinister. It is naked and outright GREED. You see, the media moguls know what sells advertising. Violence sells; conflict sells; race wars REALLY sell. The media titans will do everything necessary to keep people glued to their TV sets, radios and newspapers while they rake in super bowl rates for advertisements. If killing cops can make money, they will do their best to incite the necessary violence. How can this happen? The media constantly promotes “police reform” and police review”. In Philadelphia, we have a laughable situation of pub-

But look behind the cameras. There is absolutely no oversight of the media by ANYBODY. No “transparency” No “citizen review boards”. No laws or regulations. As a result, the media is totally out of control in this country. If cops lie, they face immediate dismissal and may actually be arrested and prosecuted. When members of the media lie, they apparently become eligible for a Pulitzer Prize as we’ve sadly seen all too recently, right here in Philadelphia. Complaints to the media lords produce coverups, denials and stonewalling. They seem actually proud of their crimes. Any hint of corrective action leads to a pre-choreographed rendition of the “1st Amendment Freedom of the Press” refrain. The fact is the media itself has destroyed ANY freedom of the press. The masters of “cancel culture” stamp out, censor and eliminate anything other than subservient agreement with their viewpoint. I was personally told by a high ranking editor that “WE decide what the news is”.

Public officials are scared to death of the media with one notable exception. And the media is snarling and frothing at the mouth in their efforts to destroy that public official. But it’s tragically clear that somebody needs to do something and soon. The most serious, most deadly threat facing America today isn’t some virus. The global economy has taken a beating due to Covid â€“19 with millions of people out of work and many companies shut down. Throw in political and social upheaval on top of that and you can see why navigating the investment markets has been a challenge for the pension fund and all of us as individuals also. When you decide to retire, there are important steps you must take to ensure you receive your contractually guaranteed five years extended medical coverage and payment for any accrued but unused sick time. First, you will go to the Pension Board offices or be counseled over the phone regarding your options. Your pension counselor will give (or mail) you a “Retiree Election Application” form to complete. On this form, you will indicate either: A. you are continuing your current coverage or B. deferring your coverage until a later date. Deferring your coverage means that you will postpone your five (or more) years of extended medical coverage until you decide to reinstate the coverage in the future. If you are transitioning to another job which provides medical coverage or can be covered under your spouse’s medical plan, you may choose to defer your benefits. IMPORTANT NOTE: Once you begin your retiree medical coverage you cannot opt to defer at a later date. Next, forward a copy of this completed form to LEHB as soon as possible. (drop off, mail, fax or email) You have the option of converting accrued but unused sick time to purchase extended medical coverage. You will receive a Sick Time Conversion Form from Police Personnel. If you are converting accrued sick time into extended medical coverage, you will need to send this form to LEHB along with your Retiree Election Application. If you are converting sick time and want an approximation of your tax obligations, please email Jack Gaittens (jjg@lehb.org ) or Ray Convery (ray@lehb.org) with the following information: •Name •Rank •Gross Accumulated Sick Hours •Holiday Hours

We will send you a spreadsheet with your approximate tax obligation and contact information if you have any questions. It is also important to make sure you do not have to go without medical insurance when your LEHB medical coverage terminates. Approximately two months before your LEHB Medical coverage runs out, you will receive a letter from LEHB notifying you of your coverage termination date. If you are Medicare eligible, you will be advised that you have the option to enroll in one of the LEHB group Medicare Advantage/Medicare Supplemental plans administered through Independence Blue Cross or seek coverage elsewhere. If you are not Medicare eligible, you can go to the Market Place at healthcare.gov, contact Independence Blue Cross or another health insurance carrier for individual coverage. This plan will not be administered through LEHB. These plans are subject to enrollment deadlines (usually 60 days from your last date of coverage). Make sure you give yourself enough time to research and choose your new health insurance plan so you are not without coverage. If you have any additional questions regarding your health insurance during retirement, please call LEHB at 215-763-8290. 86

HELP! BY LOU CAMPIONE In October 2007, President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs. Together we reviewed all of our programs and made a series of recommendations to President John McNesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens and Assistant Administrator Ray Convery. All of these recommendations were adopted, and we continue to develop programs according to the needs of our membership. For example, L.E.H.B. Health Transformation Program is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members, their spouse and dependent children 18 years or older, who are on the L.E.H.B. coverage are eligible to participate. This program has helped our members lose more than 3000 pounds of fat and gain 1000 pounds of muscle. Damien Young our fitness expert, reports the program has helped dozens of our brothers and sisters, improve health, and reduce or eliminate medications. This Health Transformation Program provides a customized exercise program that can be done at home or anywhere. The participants will receive a nutrition program and access to your own fitness expert. The program begins with an assessment and every six weeks an update will be done; however, your questions will be answered on a daily basis. This is one more partnership that we are proud to be a part of, to help our F.O.P. family to get and stay physically fit Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. These programs assist in the healing process, as we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available: psychiatrists, psychologists, counselors, and social workers to address mental health concerns. Whatever the need is we can find a resource. Please use the programs, to help let the healing begin, to help get to a safe place. Father Steve Wetzel leads our Michael the Archangel Chaplains program. They conclude, cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein. The good news is that research shows if you stop smoking you can undue most of the damage. • Bottles and Badges AA Support Group Meetings are every Wednesday at 7:00pm, the Fraternal Order of Police 11630 Caroline Road. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together. A recent study concluded if a father practice’s his faith ninety one percent of the time the children will follow. Wow, what a powerful difference a father can make in the life of his children. The Judeo-Christian tradition of the father being the spiritual leader of his family is validated by social science. What a priceless legacy we can leave to our families for all eternity. Book Summary: In the 1970's the Philadelphia Police Department resisted hiring women to the rank and file of police patrol. The Philadelphia Police Commissioner testified in Federal Court that "God in His infinite wisdom made men and woman different" in an effort to argue against the hiring of women. Four fictional female police recruits serve as a surrogate to tell the story of the challenges and experiences of the women that defied social norms to develop skills and rise to the challenges. The obstacles along the way were at times created by society standards and others were caused by chauvinism, jealousy and a rejection of social progress. Officer AJ Harris was the inspiration for friends, Kate Rossi, Samantha Kelly and Michelle Jones as they forged their way through the Police Academy as the first class of female recruits. The bond they developed continued after graduation as they learned how to depend on each other to develop skills and work toward promotion. When AJ Harris is found dead by a bullet from her police service revolver they are initially devastated. As they strive to fully understand what would drive their friend to such a drastic end, they risk relationships with their love interests, colleagues, family and the Philadelphia Police Department. As they dig for information, they navigate some twists and turns and are surprised that their biggest allies in their fight for truth were in plain sight. The end of the story affirms the instincts, self-training and skills of the three officers and sets the stage for another whodunit. Mike is preceded by his son, George Edward Finan III who passed away in February 2018. George E. Finan, Jr. was married to Anne Marie Roesner for 62 wonderful years. He was a loving and dedicated father to George E Finan III, Judi (Finan) Mancillas and Dee (Finan) Houck. Mike is survived by his wife of 62 years, Anne Marie Finan and two daughters, Judi Mancillas and Dee Houck along with two sisters, Elizabeth (Betty) Zaruba and Lillian (Cookie) Myers. His legacy contains six grandchildren, Michael, Danny, Russell, Cassie, Kelsey and George (IV) and seven great-grandchildren: Abigail, Zackary, Jesse, Jackson, Samuel, Ryan and Michael. He was a very proud Army veteran who served with the 101st and 82nd Airborne Divisions. He was a

dedicated 25 year Philadelphia Police Officer who retired as a Police Sergeant badge #241. Mike was born in Philadelphia, PA and traveled the country camping with family & friends. He loved his cars and he loved to tinker with them. He was a great jokester and loved to travel with his favorite destination being the breweries! Domenic Valenti of Philadelphia passed away at the age of 88 on Wednesday, January 1, 2020 in Florida. He is survived by his wife, Mary, his children, Catherine 121

(Ronald), Theresa, James (Janice) and Christine (William), and his nine grandchildren. He is preceded in death by his son-in-law Timothy. He lived life to the fullest and that meant he never gave up. He was courageous and a kind man putting so many before himself. He remained strong always smiling, laughing or joking to brighten our day. Dom was born in Port Richmond, Philadelphia on January 7, 1931 to Domenico and Elizabeth Valenti. He served as an altar boy through his grade school years then attended Northeast High School. In March 1957, he became a Philadelphia Police Officer and was stationed at the 25th Police District. He was later transferred to the 2nd District where he worked in plain clothes. His next assignment was working as a Detective for the District Attorney. He was a proud member of the FOP Lodge 5 where he served as a Delegate. He was also a member of the League of the Sacred Heart. After 25 years of dedicated service which he loved, Dom retired. Continuing to work after retirement, he was employed by the Philadelphia School District for 15 years supervising high school students. Dom loved tinkering with cars and loved teaching his children how to drive. He enjoyed hanging out with his friends, music, dancing and

of course Eagles games. He liked spending time on the beach in Cape May, NJ, but his all time favorite was driving his cars. He would gather the family for road trips that took us from the east coast to the west coast and backâ€Śthree times exploring all the US states. He also enjoyed driving back and forth from Philadelphia to Floridaâ€Śtoo many times to count! Dom will be remembered as devoted husband, loving father and grandfather, kind uncle to his nieces and nephews and a loyal friend to many.

Chief Inspector frANK SCAfIDI DOB: 02/01/1924 DOD: 05/08/2020 RET: 07/08/1986 APPT: 09/01/1950 vETERAN UNITED STATES ARMY AIR FORCE (PURPLE HEART) 1941, until wars end.. Frank A. Scafidi, born in South Philadelphia on February 11, 1924, died on May 6 2020 at his home in Drexel Hill surrounded by his loving family. Frank joined the Philadelphia Police Department in 1950 and rose rapidly through the police ranks to the highest Civil Service position of Chief Inspector. During his career, Frank commanded the Morals Squad, the Internal Affairs Division, the Intelligence Division and the South Philadelphia Police Division. He retired in 1986 after serving for years as Chief of the Department's Detective Bureau. Chief Scafidi frequently lectured on a wide range of criminal justice topics at the Police Academy and

various local community organizations. He also conducted Criminal Justice seminars for police officials around the country at Northwestern University, Temple University, the University of Miami and the University of Delaware. In 1941, Frank enlisted in the U.S. Army Air Corps and after attending Officer Candidate School, he was promoted to the rank of First Lieutenant. He became a Bombardier and flew 30 combat missions, mostly over Italy, in the European Theater during World War II. In 1944 his aircraft was shot down during a combat mission, he was wounded, but parachuted to safety. He was later awarded the Purple Heart for wounds received in action. After the war, Frank continued to serve in the Military Reserve, achieving the rank of Lieutenant Colonel. Frank was a devoted husband to his beloved wife, Marie, who died in 2010 after a loving marriage of 68 years. Frank was also a dedicated family man whose greatest joy was spending summers at the shore with his family. He is survived by his children, Wilhelmina (Joseph) Scarpone, Nicholas (Kathryn,) MaryAnn Berardo and Christine (Gerald) Colvin, his 13 grandchildren and 14 greatgrandchildren as well as his brother Joseph and many nieces and nephews. (1961-1963) Gene Anthony Rapone "Rocky", 80, of Fairmount section of Philadelphia, passed peacefully surrounded by his loving family. He is survived by his wife Loretta Rapone (nee Imperatore), son Geno Rapone (Tanya) and daughter Nicole McGrath (Tim). Gene is also survived by his grandchildren Madison, Michael, Tim and Matthew, his brother Joseph Rapone, and many nieces and nephews. He was predeceased by his parents Frank and Edna Rapone (nee Cattani). Gene attended St. Francis Xavier School and was a 1957 graduate of Bishop Neumann High School. He proudly served his country as a medic with the U.S. Army 25th Infantry Division. He returned to Philadelphia upon completion of his service and joined the Philadelphia Police Department in 1965. While working full time as a policeman, he earned an Associate's Degree from Temple University, a Bachelor of Science degree from the Philadelphia College of Textiles & Sciences, and an MBA from Drexel University in 1972. He was a 1989 graduate of the FBI National Academy in Quantico, VA. Gene had many assignments with the Philadelphia Police Department and rose to the rank of Captain. He served on several law enforcement boards and was Vice-President of Fraternal Order of Police, Lodge 5. The culmination of his 38-year career was as Commander of the 8th District in Northeast Philadelphia. He found a post-retirement career as a fraud investigator with the Pennsylvania Office of the Inspector General and retired again 8n 2017. He is fondly remembered by his friends

and co-workers as a "cop's cop." The only thing he loved more than being a policeman was being a husband, father, and grandfather to his beloved family. Gallagher, born April 15, 1941, formerly of Southwest Philadelphia and currently a 21-year resident of Secane, Delaware County, PA, passed away peacefully on April 30, 2020 with his wife and daughters by his side. Neil was one of 12 children, six boys and six girls, born to the late John F. Gallagher and the late Helen Gallagher (nee McMaster). He attended St. Francis de Sales School and West Catholic High School. He was a parishioner of St. Barnabas Church in Philadelph ia and Our Lady of Fatima in Secane. Neil practiced his Catholic faith throughout his life and said over 100 prayers daily for those in need. Neil had many accomplishments in his lifetime to include serving as PFC in the US Army, 66th MP Company, 716 MP Battalion during the Vietnam War, working as a Philadelphia Police Officer at the 18th District for over 20 years, and later working in Security at Wyeth in Great Valley. He was featured on the TV show TOP COPS back in the 90's for preventing a robbery at Fox Cleaners, Island Avenue in Philadelphia where he worked for over 35 years. He loved serving his country

and his community. He made many fr iends throughout his career. These where great accomplishments for Neil, but his biggest li fe accomplishment included marrying his wife, Grace Gallagher (nee Scott), and creating a family. They were married for 54 years and where soul mates. They built a home of happiness for their children. Neil loved his family dearly and was a family man. He is survived by his daughters Kimberly Gallagher (Richard), Danielle Thompson (Wi lliam) and Chri stine Foglio (Frank), his grandchildren Paige Mundell (Jon), Nikki Thompson (Kyle), Skyl Thompson, Aaron Foglio (Tori), Cameron Foglio, and Madison Foglio, and his greatgrandchildren Peyton, Ava, Lucas and Carter, who were all the loves of his life. He is also survived by many nieces, nephews, sisters, brothers, sisters-inlaw, brothers-in-law and many friends who he considered his family. His family will be forever thankful for his friends and family who visited and called him before his hospital stay to lift his spirits especially his sister, Connie Gallagher, his wonderful friend, Lonnie Dodson, and his longtime friends and neighbors, Charlie & Mary Senick and Terry & Pat Cunningham. Neil enjoyed making people laugh and was known to be ajokester. At Sunday dinners when.his daughters were growing up, Neil was known to interrupt dinner with a skit of his own which included trying to scare his daughters dinner guests with a loud scream, wiping his spaghetti face or pizza face on his white t-shirt or just staring at the guests until they asked what was going on. Champion 1953, National AAU Runner – UP 1955 and United States Army, Europe Light Heavy Weight Champion 1957. After returning to civilian life John worked in the United States Postal Service for several years as a mail carrier in the city of Philadelphia. He later joined the police force where he was employed as a Philadelphia City Police Officer until he retired after 30 years of service. John was a member of the Tasker Street Baptist Church, Philadelphia. He also attended Enon Baptist Church in Philadelphia. John was known to be a man of good character and was a very generous person. In 1971, 18 of his fellow graduates would eventually join him in the largest gang known in Philadelphia with 8,400 members, The Philadelphia Police Department After Bob graduated high school, he served in the United States Navy and continued on in the Navy Reserve. Upon leaving active duty with the Navy he joined the Philadelphia Police Department, following in the footsteps of his father, the late William F. Quirk. Who served as Deputy Superintendent of the Philadelphia Police Department. Bob worked as a Philadelphia Police officer in the 14th district. East Division Vice, 15th District and Narcotics unit. He ended his successful career in the 7th District. Bob received numerous honors and awards as a result was a highly decorated and respected officer. Bob was a member of the Fraternal Order of Police, The League of the Sacred Heart and the Philadelphia Emerald Society. Bob made a reputation for himself as a good and active police officer. He has a very humorous personality that allowed him to successfully deal with people and also made him an enjoyable and trusted partner. He was well liked and respected by his peers and supervisors. Bob is survived by his loving wife Lori(Barr) Quirk and three children from a prior marriage, Michael, Kevin and Sarah, multiple grandchildren, brothers and sisters. When Bob retired in 1996 and moved to Petersburg, New Jersey. Here he fulfilled two lifetime dreams: living near the shore and attending culinary school. Bob graduated from Atlantic Cape Culinary

school at the top of his class with awards for his culinary creations. Bob also worked at AnlantiCare Regional Medical Center as a security where again he was respected and received awards. Bob and his wife had recently moved to Port Charlotte, Florida where he enjoyed the wildlife and cooking for his new neighbors and friends. Being a police officer we become very close to our partners. We

bond where no part of life is out of bounds whether it is family, sports,

politics, or the lowlifes that make up a large portion of society. The

camaraderie and dependability are like no other profession. When you

spend eight to ten hours with a person the interplay is like two psy-

chiatrists sharing the same couch. family events become regular. After

work stops automatic. The inner knowledge of every facet of what is

going on in their life becomes your burden also. And then there is a

sudden change. A transfer, promotion, retirement, or outside employ-

ment. All of a sudden life changes dramatically and you reach for

words to cover the past, the future and you stumble. Phrases like;

great working with you, best of luck, keep in touch, my best to the

family and I will call you but in most cases, you're blowing into the

wind as you never do. Later in your career or when it ends you notice

a death notice and it is a former partner who just passed away. You

pay your respects to the family or write a rest in peace message but

deep down inside a part of you died also. And it hits you, I should have

called. I should have manned up and told them how I felt about our time on the job. A phone call, a card, a drink together anything to so-

lidify those hours of friendship and brotherhood or sisterhood. One

call, one card one moment with a simple phrase to make their day; “how you doing partner I was just thinking about you.”

EDWArD J. McgrODY DOB: 09/29/1936 DOD: 05/19/2020 APPT: 08/12/1963 RET: Veteran US Army Edward J. McGrody, FOP Delegate for over 40 years, Squad Director and member of the FOP Retiree Trust passed away on May 19th, 2020 at the age of 83. He was the loving husband of Patricia and they were married for 57 years. He was the devoted father of Edward Jr., John, Diane and Denise. Family was always central to how he led his life and family was always his primary consideration. Ed was born and raised in the Bridesburg section of Philadelphia and loved playing sports, particularly football. He worked at a chemical plant and then enlisted in the US Army and served in the 25th Infantry Division in Hawaii. He met his wife Patricia, from Southwest Philly, while in Hawaii. He returned home, married Pat and two months later joined the Police Department. He was issued Badge # 6143. They settled in the Wissinoming area of the city and had four children. They later lived in the Northwood section of the city. He was initially assigned to the 3rd District and he became involved in the FOP while working there. He later served in the 2nd District and was transferred to the 16th District when the city laid off cops in 1980. He finished out his career back at the 2nd District and retired in 1982. A very hard-worker, Ed had varied second jobs such as hanging wallpaper or painting to support his family. His love of sports continued in the job and he was a pretty solid hitter on softball teams in the districts he was assigned. He was even on some softball teams in districts he was not assigned to! As an FOP Delegate since the

1970s, he attended state and national conventions throughout the years. He was active in the campaigns of Joe Meehan and Bob Hurst in the late 70s and early 80s and was instrumental in getting those elected to the FOP that would have a bigger focus on the members, particularly the street cop. Although many delegates travelled to these conventions solo, he always brought the family along. He and Pat took the 4 children on many of these conventions travelling to far flung area such as California, New Mexico, Mobile and New Orleans. The daily activities of FOP business and seminars was always supplemented by a family trip to a nearby attraction. Following retirement, he was employed as a boiler mechanic for the Philadelphia School District. During this time, he continued to be a regular at FOP meetings and also responded whenever the FOP called on members to trek to City Council, Harrisburg or a rally to support and advocate for police officers. He was very proud of being an FOP 50 Year Member. After he retired from the School Board in 1999, he and his wife Pat moved to the Parke Place 55 & over community in Sewell NJ. He continued to be active in the FOP and continued to be elected a delegate and served for over a decade as a member of the FOP Retiree Legal Trust. In retirement, he was active in veteran’s affairs as a member of the American Legion Police Post, the Park Place Veterans Group and Gloucester County Veterans. He was a long time member of the Retired Police, Fire & Prison Guard Association. He was followed into the police force by his son John. Continuing his father’s legacy of service to the FOP, John serves as the FOP Vice President. In 1989, Wendy Sanford joined the PPD and was assigned badge # 6143. She would later meet and marry John McGrody, thus 128

bringing Ed’s #6143 back into the McGrody family. Despite his hard work and dedication to the job, what was more important than anything to Ed was home and his family. He loved being with his family and attended all of his children, Eddie, John, Diane and Denise’s sporting events and school activities. He was involved in the Cub Scout and Boy Scout Troop and went on many a camping trip. He loved spending time with his family at his home in the Villas down the shore and always carved out more than enough time at the beach with his family. Throughout his life, he also enjoyed time with his extended family, his parents, his brothers and sisters and his many nieces and nephews. He enjoyed the family reunions that brought everyone together. He loved being the host of the party and if you were in his company he would continually ask you if you needed a drink or something to eat. The love of his life was his wife Pat and he also put her first and foremost in everything he did. He also cherished and enjoyed his grandchildren, Brianna, Erin, John, Shane, Megan, Amanda, Alyssa, Natalie, Luke & Keira. He especially enjoyed Christmas Eve when all his kids and grandchildren would gather at his house for dinner and laughter. As this is being written, Police Academy class 393 is preparing to graduate and hit the streets during a very turbulent time in policing. Among those in class 393 is John McGrody. John will wear Badge # 6143 as his mother and grandfather did before him. In its history, that badge has only been assigned to those three. Ed McGrody was laid to rest in the Gloucester County Veterans Cemetery and as he rests in eternal peace, his family will be comforted by his memory and the legacy of love that he left behind.
