LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

As if you hadn’t already had known being a Police Officer today is more challenging than ever.

Almost daily something is on the news from somewhere around the country, and locally we have had the Starbucks and Wildwood video’s shown thousands of times.

The officers in the Starbucks video did an outstanding job.

It’s sad that the message from City Hall wasn’t supportive. Settling a probably “not yet brought” lawsuit sends a bad message to the officers doing the job in very difficult times.

As you are already aware videos and camera phones are here to stay. The City, now more than ever is quick to snatch your gun and bench you for infinity just to cover their liability.

We currently have more people benched than more than half the police departments around the Commonwealth have staff.

Police Officers have more eyes on them now. . . . . . . .levels of scrutiny that are at new highs. PBI, Inspector General, Attorney General, District Attorney (that’s a whole other article), Internal Affairs, Impact, Police Advisory Commission, FBI and Justice Department.

All that being said demonstrates why now more than ever you need a strong FOP to cover your backs. We have made a few changes here to see that we do not skip a beat.

We recently moved to a new law firm to cover Labor and Arbitrations while continuing to be served by the best in the business Criminal Attorneys in the State.

Our job is to protect you, but you need to help us. Contact us immediately on any incident day, night or weekend we work for you. My cell (215-285-3185) is never off.

We have many more issues which we will be fighting for, and we need to do this together, there is nothing more that these outside agencies would like, than to divide and conquer.

Summer is here, enjoy some time with your families, you deserve it.

Dear John, I was one of the 50 year members who attended the luncheon on 4-19-18. My wife and I would like to thank you and everyone involved for everything you did. I now live in North Wildwood NJ and seldom return to Philadelphia. I'm glad that I came back for this event. Everything was great, and I'm supposed to tell you that the food was absolutely marvelous. My wife loved the salmon and I did a job on the turkey. Everyone sitting at our table said the same thing. Thanks for what you did, and continue to do for all of us.

Bob Ameye Class #184 ~~~ FBI NATIONAL ACADEMY ASSOCIATES Eastern Pennsylvania Chapter Dear President McNesby: On behalf of our Eastern Chapter President Mark Zielinski and the entire Board, I would like to take this opportunity to thank you for the outstanding service we received Friday, March 30th, at the FOP Lodge 5. From the time of the initial planning with Sharon Jonas, to the actual day of our event, it was flawless.

We had approximately 100 people attend this event from as many as 30 different police departments throughout the Pennsylvania and New Jersey area, as well as troopers from both the PA State Police and the NJ State Police. Everyone was in awe of our Lodge and their comments were most appreciative of the facility, the service, the food, and the care given to the Welcome Back attendees.

Special thanks to you and Steve Weiler for stopping by and checking in on us to make sure things were running smoothly. Our Chapter has this event twice a year and we most certainly will return to Lodge 5.

This is the first time I was able to attend but my family has attended in the past. These days really bring to light the lives that were never lived and the families who are affected. I never got to meet my grandfather, Raymond Lovett, who died in the line of duty in 1965. My mom was ten and my uncle was seven years old they day their dad didn’t come home from work. It has always been a sad part of our family history and the sadness 8

With your help this year, we served over 8,000 guests with a traditional holiday meal, gave away 4,000 toys and 52 brand new bikes, and children took over 1,000 pictures with Santa.

I am writing to apprise you that Councilman Allan Domb and I recently co-sponsored a bill to increase the amount ofthe "Hero Award" from the current $50,000 to $100,000. As you know, the "Hero Award" is presented to the surviving, immediate family members and life partners of the city's police officers, firefighters and paramedics who are killed in the Line Of Duty while protecting the citizens of Philadelphia.

The bill, introduced in the January 25, 2018 session of Philadelphia City Council, would require the City to pay the surviving family members $2,000 per month for a period of 50 months. Councilman Domb and I believe we have the unanimous support of our Council colleagues. As you may recall, I led the charge last year to increase the "Hero Award" from $35,000 to $50,000. That was merely the first step in a process to increase the amount to $100,000. No amount of money can replace the loss of a loved one who gave his or her life defending the people of this city, but $100,000 is a manageabie ~urnber for the city and the least we can do for the surviving family members.

I will keep you apprised of our progress as the bill moves forward. I want you to know that I have the utmost respect for our police officers, firefighters, paramedics and all first responders. Increasing the "Hero Award" to $100,000 is the best way I can make my respect tangible and meaningful.

AIRPORT TERMINAL C/D Dear President McNesby, I wanted to take the time to thank you for all of your efforts and that of your team in the support of P/O Frank Luca and his family. On January 3, 2018, P/O Frank Luca and his family were awoken from their sleep early in the morning by the sound of their home's smoke alarms sounding. Frank and his family fled their home into the cold, with just the clothes that they were wearing. Fortunately they all made it outside safely but had to endure watching their family home and their possessions go up in flames.

Their home was so badly damaged that is was deemed unfit for habitation and they need to find another place to live.

When Father Steve Wetzel learned of the tragedy of the Luca family, he responded to their home. On his way to the Luca's home he made a call to you. When you learned that the Luca's were forced out of their home you personally came out to meet with the Luca's. The Luca's were trying to salvage some of their belongings and at your instruction, Al Kuchler responded with the Lodge pick-up truck in the event the Luca's needed to move anything that could be salvaged to a secured storage site. You and your team assured the Luca family that the most important thing was that they all made it out safely.

Your team also came through again, with the use of the FOP Lodge 5 Hall where a benefit was held and Frank's fellow officers, family and friends came out and showed their support for him and his family.

This is what truly makes being a member of

Philadelphia Fraternal Order of Police Lodge 5 so unique. Members of Lodge 5 should know that when something happens to one of their represented members' whether on the job or off, they are not alone and have 14,000 active and retired members standing with them. Dear FOP Lodge 5, I want to express my appreciation for your generosity in support of the PA Special Olympics Polar Plunge. Your $300 donation to our team helped us raise a total of $12,625. I am happy to say that we were the top fundraising team and we were named the "Battle of the Badges" Champions. The event raised an amazing total of $120,000.

Funds raised from the Polar Plunge help to enrich the lives of nearly 20,000 athletes, allowing them to train and compete free of charge as well as enjoy the many benefits. Some of these benefits include free medical screenings, becoming more social, building long lasting friendships, leadership opportunities, increasing self-confidence and much more.

I would like to thank you, and your executive team for providing the packaged snacks that we were able to distribute to the officers assigned to the Eagles Super Bowl parade detail. We had 4 of our apparatus along the parade route as well as the parkway, and everything that you provided, complimented our service. It was a truly a Team effort by the FOP & the 2nd Alarmers.

The luncheon was quite a success. My wife and I thoroughly enjoyed the delicious meal, but most of all it was so great to reconnect with old friends, partners and co-workers. Hopefully, we will be seeing of a few of them very soon!

Two of our sons are currently police officers in Phiiadelphia (Patrick/Homicide and Frank/SWAT) and we believe they are well represented by Lodge #5. Again, thanks so much for the wonderful day at the FOP Lodge. We hope to return there very soon to enjoy the great food camaraderie.

Sincerely, Dennis M Whalen Class #183 ~~~ THE VIDOCQ SOCIETY Re: Recent Blood Stain Pattern Training Dear John On behalf of the Vidocq Society and the attendees at our recent Blood Stain Pattern training held at the Lodge #5 building, I want to thank you and your team for being such gracious hosts.

Ninety-seven law enforcement officers from various Pennsylvania agencies attended this important training. The training was presented at no cost to the attendees. The Viclocq Society was able to do this in part due to your great generosity.

Ed Gaughan, VSM, our training coordinator, reported back to our Board that the attendees greatly appreciated the quality of the training and commented on the "First Class" venue at Lodge #5. In addition, Ed noted that throughout his dealings with your team to make this event happen, he was impressed with the true law enforcement brotherhood shown by them.

Ed and I would like you and Bob Hurst to be our guests at one of our Vidocq case presentation

luncheons at the Union League. We meet on the third Thursdays of the month except for July, August and December. Ed will follow up with Bob Hurst to make this happen.

RE: GOLDEN GLOVES 2018 Dear John: Our sincerest thanks for your ongoing support of the JOE HAND BOXING GYM & COMPUTER LAB. Your generosity allows us to continue our mission and to expand our programs for the good of the community, in general, and the children, in particular.

The Golden Gloves Tournament is the major source of funding for the JHBG. Through the generosity of the FOP, Lodge #5, our mission continues. You and your members will never know the impact you have made on the lives of countless youngsters who visit the JHBG on a regular basis, whether it is to train their bodies or help with their homework by having access to computers.

This safe haven, in many instances, is their home away from home. It is not only a refuge, it is a place where the children feel safe. All the while they learn the art of self-defense, and they work with volunteers who monitor their computer usage.

As a result, these youngsters gain self-esteem and confidence. They become better students and better athletes.

We are very appreciative of all you and your members have done over the years for the JHBG. We could never reduce to words what your support and generosity has meant to the Gym. We are most grateful!

JOE HAND BOXING GYM “Prepare to Win” Dear John; I wanted to thank you and the FOP for your continued support of the Joe Hand Boxing Gym and the Pennsylvania Golden Gloves program. You and your members are making a difference in Philadelphia.

Without the ongoing support of community leaders, like yourself and especially this year's honorees, Roosevelt Poplar and Steve Weiler programs like ours would be obsolete.

There is a rich history of boxing in Philadelphia and with your help we have revived a struggling PA Golden Gloves program. The PA Golden Gloves program was just about extinct in the Philadelphia area in the 90's, with some hard work and support from fellow Philadelphians we have brought the PA Golden Gloves and Philadelphia's amateur boxing back to their original glory. Honestly, thank you!

Do you spend your time wondering just what exactly this city wants from its police officers? I know I do as I sit at my desk answering calls from members of various ranks. I know times change and we all know that the mission of the police department needs to change with things as they evolve. But does the police department need to be a social experiment.

When you take a look at the recent events that happened in center city at a local coffee establishment, some things don’t add up. Everyone knows that this establishment is not a place where one finds the average blue collar worker. It’s an upscale place and the clientele usually don’t mind paying triple for a cup of coffee with elaborate names and additives. It’s also a place where business is discussed and mini meetings are held throughout the country.

It’s exactly what was taking place at this establishment when two men were awaiting someone to discuss a business matter. There were no uniform police in the establishment and none were stopping in to get their morning coffees; they were called there. The staff of this establishment called them to remove the two men awaiting a business contact. Once there, the police did everything they could to end the dispute in a calm manner, as did the two men who were the subject of the call for police assistance. In the end, the establishment insisted they be removed and they remained calm as did the officers on the scene. Should these men have been removed? I think, given the policies in place and the business climate that this establishment has established everywhere, that they should not have . The police had no choice at the moment as the business would not back down. It was not until several hours had passed that the business decided to not press charges and the men were released. I’m sure that the political pressure and demonstrators had everything to do with that decision. The Police 16

Commissioner almost immediately backed the officers on the scene, saying they had little choice in the matter and acted appropriately.

Then the politics and political correctness took over and this was a whole new thing. A few days later the Police Commissioner issued another statement, backing up but never blaming the officers on the scene. The Mayor and all of the other PC crowd put another spin on this, attacking the business and the police department. The business itself went out of their way to bend to the PC crowd, issuing statement after statement that seemed to further address more PC issues that cropped up or demands of demonstrators. In the end, all of the police officers involved had to make a trip to Internal Affairs in a fast tracked non-case to give statements as to their actions. In the short run, they were trying to blame the cops, looking for a scapegoat or two.

When you look at these things you’re left to wonder what exactly is going on here. Why do we bend over backwards to every whim of the PC crowd? I have no answer to that question.

In times past, the police department worked together to combat a rising crime problem and the Command Staff reached out to the supervisors to create a more positive environment for the troops that were actually making an effort to reduce crime. Now we train our folks to avoid contact with the general public; creating training videos that show us that the public need not pay any attention to officers trying to do a pedestrian investigation. Yet, street supervisors are constantly hammering their people for “activity.” Some Commanders are doing their best to make activity the basis for grant overtime. I actually agree with that process that is until these very same Commanders make an exception for their own staffers who have NO ACTIVITY and then don’t even get activity when they are on these grant overtime shifts. That is an absolute contradiction that

every member of their respective commands can see. In other commands we see the “shifting wheel” where certain commands claim that last out people can’t work double shifts but day work and 4x12 can? How does that work; sixteen hours is the same amount of hours for both types of personnel. Why can administrative people work double shifts, yet the backbone of the department gets the scraps; whatever is left over after the “favorites” make their picks.

Then we will have the weekly Command Staff meetings or Comstat where they yell and scream at different commanders about evolving crime problems in their respective districts.

Complaints will range from dropping levels of ped and carstops when at the same time they’ll be demanding these very same commanders to discipline the troops for activity problems associated with these contacts with the public.

How are you going to instill or prod the line squads to get more activity when they get in trouble with the “PC Police”, critiquing everything they do? It’s not going to happen. It’s easier to do nothing than expose yourself to discipline. They also expect arrests for quality of life issues when we have low manpower all over the city. You can’t expect the men and women of patrol to do the same level of work that they used to do when they had almost double the personnel in the past. It’s impossible.

These morale problems aren’t all about the Command Staff and Supervisors; the men and women in patrol can sometimes be their own worst enemy. Arguing with Supervisors is ALWAYS a bad idea. An assignment is just that, an assignment. If you’re working inside for years and you come in and the supervisor tells you you’re on the street, end of story, you’re on the street. It’s not debatable! Calling in sick, after you requested a day off that was denied is also problematic. You can expect to either go to the front or get a barrage of lousy assignments. It’s something that YOU did, not the Sergeant.

The funny part about me commenting on these very issue, that people will actually be upset reading it, daring me to comment about the everyday going on in the police depart-

ment. The police depart lets the media dictate policy and changes, not based on the good citizens of the city, but primarily to protect the people they are challenged by. As I see the crime rates in this city go up every day, and the public is constantly lied to about the city, it is sickening to the stomach and very hard to swallow. Any little thing the public or media dosen’t agree with or have a conflict about, we have another policy change to try and address their wants. The entire world has change since the beginning of policing. But, we can’t change or give in to the few individuals that have made it their mission to cause havoc for the rest of the world. I totally agree that sometimes, change is good and a necessary evil for all. We are not always going to agree with certain things, especially when they are forced down your throats. As difficult of a job as you have out there, it can become very frustrating and demoralizing, when you have to basically get kicked in the face and still can’t protect yourself, in fear of Monday Night Analysts voice their opinions about a career they have no clue about. You can’t let that stop you from doing the job you signed up for. Remember why you became a police officer in the first place. Do not let another person dictate the outcome of your career. You have full control over you. Every time I write these articles, it gets harder and harder to put the words together to stay respectful without offending people. Most time the truth hurts, even when they know it’s wrong. I say got to work and do your best at not becoming the rumor of the department. You can never go wrong with that, and you can go to sleep at night with a good conscience for you and your family. Please try and have a safe and positive productive summer. Take the time you have earned and spend it with your loved ones, as much as you can.

Remember, contractually, you earn a certain amount of accrued time per year, but the department will dictate to you how and when to use it. Don’t get caught in the trap of letting them do that to you. Use your time wisely and accordingly. Don’t lose focus on your careers.

Your membership in the FOP has NEVER been more important to you. The benefits of FOP membership to you and your family are incalculable. As police officers, we are under attack from many segments of society. Public officials keep attacking our wages, medical care and benefits. Elected officials seek to cut your pay, benefits and pensions while they vote to increase their own pay, have great benefits and large pensions for the little work they actually do. This is happening at the state and local level. This FOP, particularly under the administration of John McNesby, has held the line against these changes and maintained your benefits, increased your pay and maintained your defined benefit pension plan. This could not be done without your membership in the FOP and Your FOP Membership Has Never Been More Important!

Our elected political leaders have all seemed to have gone off the deep end.

Upon taking office, our elected officials take an oath to obey the law and support and defend the constitution. Lately, the race has been on among politicians who rush to hug a criminal or to be seen supporting lawbreakers. We have had our Mayor throw the entire police department and our officers under the bus with the idiotic Starbucks debacle. The cops did their jobs and the Mayor can’t run fast enough to embrace those who “staged” this incident. Our same Mayor leaves Philly to visit a probation violator in a state prison on a day when the prison was closed for visits.

When the same probation violator is released from prison, the Pennsylvania Governor permits a private helicopter to land

at a state correctional institution and ferry the parole violator off to a basketball game where he is “honored” in the middle of the court. He then gets court-side seats to watch the game seated with our Governor and our Mayor. Since when the hell is a private helicopter permitted to land at a state prison. As the politicians go out of their way to do photo ops with convicted criminals, the FOP stands behind you and your families on a daily basis as you do the job you do on the streets. Your FOP Membership Has Never Been More Important!

Like other members, I have had great experiences with the hard working and dedicated members of the District Attorney’s Office who we worked side by side with to make the streets safe and to hold criminals accountable for their actions against society. Our District Attorney is another matter. There is no surprise at what he is doing to the once esteemed and venerated District Attorney’s Office. Krasner and his crew are trying to dismantle the office from within. They are trying to empty the jails and put criminals onto our streets.

They are doing this by failing to charge criminals, dropping charges against those accused of crimes and working to de-criminalize many offenses. As of this writing, Krasner and crew have not moved forward with seeking the death penalty for the murder of Heroic Police Sgt Robert Wilson.

The Wilson family wants the death penalty and their wishes should be honored. The office is quickly turning into a version of the Public Defender’s Office. Krasner is no friend to law enforcement nor law-abiding members of society. Krasner is on the side of the criminals and the criminal element.

Krasner also flouts the rules of society himself by owing the city over $175,000 in delinquent property taxes, school taxes and tax liens. Prior to being placed on the city payroll, police recruits must satisfy an indebtedness check to ensure that they do not owe anything to the city. Those rules don’t apply to Krasner. Krasner and his crew are no friends of police and the FOP. With this procriminal DA in office, your FOP Membership Has Never Been More Important!

We are constantly looking at the working conditions and we vigorously enforce the provisions of our contract with the city.

However, we are also on the lookout for trends and developments in labor law no matter where they occur. There is currently a bill in Harrisburg that would gut the state Civil Service Commission, moving control of merit based hiring under civil service from the commission to the Governor’s Office.

That is a very bad sign. The very reason that Civil Service exists in the first place is because of past abuses, political patronage and outright corruption and fraud by politicians in all political parties. No politician should exert that much control. I must stress that this has no direct impact on our members, but we need to be cognizant of these trends to ensure that they do not intrude upon us here in Philly. The Senate Bill bears Printer's # 1037. Speaking of 1037, placing civil service hiring under the direct control of a politician is as smart as legalizing drinking and driving. Let's hope this bill does not become law. Your FOP Membership Has Never Been More Important!

We finished up the Act 195 contract presentation for the Sheriff's Department. Once again, under John McNesby's leadership, the FOP was able to deliver 9.50% raises while maintaining medical benefits with no out of pocket contributions by our members. Contracts like this are unheard of in the current public sector labor climate. Our members in the Office of the Sheriff are deserving of this contract. The members in the Sheriff’s De21

partment are dedicated and their duties and areas of responsibility are steadily increasing with depleted budgets and less resources. For our members in the Sheriff’s Department, FOP Membership Has Never Been More Important!

For our commanders, please remember that the FOP is your bargaining unit and the vehicle by which you obtain all your benefits, wages and medical coverage. The Commanders Association is a group, in which commanders meet and discuss issues important to them. Always remember that it is the FOP that obtains your wages and benefits.

We have had some recent problems with members being permitted to briefly attend FOP meetings or other union related activities during working hours. Supervisors and commanders should provide this release time so that our members can stay current and up to date on issues impacting us all.

This will make us all stronger in the FOP as a whole. After all, the Commanders Association meets on company time. The bosses should think about that the next time they bite into a sausage link during a breakfast meeting discussing issues of importance to themselves. For our Commanders, FOP Membership Has Never Been More Important!

In closing, no matter how you lean politically, we all need to come together to protect our working conditions, our wages, medical benefits and back each other. In the current political climate, we are getting attacked by all sides. We have one political party attacking police and becoming more and more pro-criminal and we have another political party that supports us when it comes to law and order issues, but they want to strip us of our rights to collectively bargain and have some anti-union proposals.

As you leave your homes and families on a daily basis to this difficult job, please remember that FOP Membership Has Never Been More Important!

OFFICER INVOLVED SHOOTING INVESTIGATION UNIT – How and what Officers are to be aware of and what your responsibilities are when involved in a discharge of your weapon

In an effort to make our members more aware of what is required when involved in a shooting incident I was able to talk to several members of the unit and find out exactly what is required of each member. The OFFICER INVOLVED SHOOTING INVESTIGATION UNIT handles all shootings by officers within the boundaries of the city of Philadelphia, both on or off duty.

First of all, if you are injured in any way, no matter how minor, go directly to the closest hospital. This is particularly true if you suffer any type of head injury.

Head injuries can be problematic and only minor force to the head is sufficient to cause a concussion. If the officer loses consciousness or doesn’t know if he/she did, go directly to the hospital and be treated. Giving a statement or a walk through after a head injury is not what you want to do; your memory of the incident can be altered by a head injury. I can’t stress this enough; if injured go to the hospital for treatment.

Immediately after any shooting, the officer immediate supervisors and fellow officer will be the first to respond. If asked by a Supervisor to do a brief walk through of the scene, do so but be brief and give no official statements. Ask for FOP representation as soon as possible or ask police radio yourself to notify the on-call FOP representative; that way your request for representation is documented. STOP using any personal cell phone as these may be subpoenaed as part of the investigation. If Night Command arrives on the scene, again be brief and offer no specifics. Remember, anyone you talk to at a shooting scene can and will be interviewed. If someone say to “Off the record, what really happened” say nothing, everything is on the record.

Once the OFFICER INVOLVED SHOOTING INVESTIGATION UNIT arrives at the scene they will in all probability ask the officer to do a walk though of the scene, describing pertinent events sur24

rounding the shooting; the officer must comply. This unit will do the entire investigation on the scene and again back at their headquarters. You must comply with all that they require you to do. You should repeatedly request an FOP Representative and an FOP Attorney until they arrive to assist you. Try to remember each person you make this request of and if possible ask them for their card so you can note who you spoke to, what was said, and that you requested representation.

Remember, speak about the incident to as few people as possible before the OFFICER INVOLVED SHOOTING INVESTIGATION UNIT arrives. You know as well as I do that if you speak to 10 people on the scene, they’ll be 10 differing stories relating to the incident. It’s best that it’s

just YOUR story. Also, stop using your cell phone; it can be subpoenaed. If you need to call anyone, we can do that with and for you, using our phones.

I also hope that you and your families are able to enjoy some vacation time this summer. All work and no play makes for a tired officer and a tired officer could be unwittingly putting him or herself in harm’s way. We all need time to recharge our batteries. Remember that we are here to serve all of you and myself, along with my coworkers here at the Lodge consider it a privilege to do so. “Who we endorse, why we endorse them, and what it all means” Vice President’s Report

We get a lot of questions about our endorsement process, our criteria, and what our endorsement means to candidates seeking election and or re-election to political office. We take pride in transparency while we are conducting interviews during this process. Many candidates seek us out; we do not seek their attention or wave a flag for them to contact us. In some cases, our members decide to run for office; we don’t automatically endorse retired members solely based on their status as a member.

We do not have a crystal ball to predict the outcome of races but we do our very best to pick the person or persons we feel has the best interest of our members and their families, and who we feel has the best chance to be successful in their voyage to victory.

Unfortunately on Tuesday, May 15, 2018, the Primary was held, and our candidates were not successful in their pursuit for elected office. What is more disappointing is that the voter turnout was approximately 17%; we as a fraternal organization need to do better job. We need our family members, friends, and neighbors to get out and vote. I hope I don’t have to remind our members that live in the City, what happened on November 7, 2017? This city elected a new District Attorney, and we all see how that is working out for us? Some of our members believe we only support Democrats running for

elected office. Not only is that totally not true, but troubling to think we won’t support someone based on their party affiliation.

The General Election Day will be held on Tuesday, November 6th. Please mark your calendars and get out and vote and help our FOP endorsed candidates win their elections. Let’s show the voters of Philadelphia that having Law Enforcement support matters in this city. If you want to win any election in this city, having the endorsement of FOP LODGE # 5 will surely help in your pursuit of public office.

Update on city council resolution # 180028, this resolution would explore what civilian traffic enforcement officers could do so that police officers could focus on criminal investigations. This resolution would allow civilian officers to issue tickets, but they would not carry weapons or have the ability to make arrests. We will keep you updated as this resolution moves forward.

As of May 29, 2018, this proposed resolution has not been moved out committee. We will continue to keep you updated on all developments of city council’s plans moving forward.

On Monday, May 14, 2018, the individual who ambushed Police Officer Jesse Hartnett was sentenced to 48 to 97 years in prison by Judge Leon Tucker. “Kudos too Assistant District Jan McDermott who suc-

cessfully prosecuted this case along with former Assistant District Attorney Allison Borgatti”. During Jesse’s victim impact statement, which was held in room #1108, he displayed what a true hero does when forced into action. This is by no means a video game, waiting for bullets to bounce off your body and or to ricochet off your police vehicle like grand theft auto. Just watching this incident on video gives me chills and how heroic Police Officer Jesse Hartnett really was that day.

We Did It! We’ve made it to another summer. As I’ve written before the summer season is especially important for Police Officers and their families. The demands of police work on one’s physical and mental state makes taking vacation and time off a necessity.

There are obvious causes of stress in our line of work. Violence against Police is probably first on the list. At the beginning of May, 2018, 82 Police Officers have been shot in the line of duty nationwide. That’s an increase of 73% over last year. Even worse 26 of those Officers lost their lives. So we agree violence against Police is a major cause of stress but what about the causes of stress that come from within the building? I think if you asked most Cops what was more stressful, dealing with the street or dealing with the department, most would say dealing with the department. Let me be clear, this is not an indictment of the entire Department or even most of it.

What I’m referring to is that supervisor or commander that doesn’t get it. That doesn’t seem to know what their job is really about. We’ve all had to work for them at one point in our career. It is usually one of three things: 1.) They’ve forgotten what their job is really about 2.) They never knew what their job is really about or 3.) They are the type that believes that every single subordinate is trying to get one over on them. Regardless of which it is, it is all poisonous to a District or Unit. In a day and age where their focus should be on building moral, it seems some are focused on destroying it.

I always found that the most successful supervisors were leaders as opposed to bosses. We’ve all seen the sayings about the difference between a leader and a boss.

They are repeated in every promotional book for every test over and over. To get promoted to a supervisory rank you have to know that, yet time and time again we have supervisors here that forget that. Your responsibility as a supervisor is to create an environment that promotes success. Not just the success of your platoon or command, but the individual success of those who work for you. A leader should be concerned that they are not only successful at work but that the officers are successful in their personal lives as well. An Officer who is experiencing success in their personal and their professional lives will not only be and asset to you, they will also be a long standing asset to the department. Philadelphia Police Department leadership needs to invest more in the success of its Officers. A never ending stream of disciplinary memos is not the way to make that happen. A Police Officer’s career lasts a long time and when you sign up to be a supervisor or commander you are signing up to be the steward of their careers. Yes discipline is part of that at times, but remember it’s not all of it.

Now more than ever we need to look out for and take care of each other; at all ranks.

Summer, the problems that it brings to Active Police Officers when the heat rises and people are outdoors

Summer is rapidly approaching and the affiliated problems run the gamut.

First of all, trying to get a day off in summer can be almost impossible in vacation periods. The department is trying to bring staffing levels up but when it is coupled with numerous retirements it can be a losing battle. When faced with an impossible situation in a need for a day off, confer with a supervisor to try to work out the situation. If you ask for a day off and it’s denied, pouting about it will only lead to more problems. If you take a sick day, after being denied a vacation day, you could be headed to the Police Board of Inquiry.

Look into Buddy Days if possible.

Be aware that the people that are out on the streets in the area of your assignments will have smart phones and will record your every action. Ensure that you are acting and speaking in an appropriate manner and you will avoid unnecessary trips to Dungan Road and quite possibly to the Police Board of Inquiry.

When traveling out of state, please take every precaution regarding your speed on the highways. Many southern jurisdictions have speed enforcement traps that are manned and unmanned. The problems associated with both can lead to licensing problems in your home state and thus affect both your license and insurance. It also could affect your job. Last but not least, speeding with your family in the car is dangerous to both you and your family.

Slow down and arrive safely.

Remember too, that when traveling you are responsible for the safe storage of your off duty weapon. You cannot travel out of state with your department issued firearm. It is prohibited by department regulations. You should also check your destinations as some of them can and will restrict you from carrying your off duty weapon on their premises. Even when you have taken care of all that, you must ensure that your weapon, while not on your person, can be kept safe so that any accompanying children will not be able gain access to a working firearm. Also, if you anticipate consuming alcoholic beverages you should also refrain from carrying a firearm. If you use your firearm in a situation after you’ve consumed alcohol, all of your actions will be under the microscope.

Having said all of that, it is my hope that all of you are able to enjoy a summer vacation. We all need a time to wind down and recharge our batteries so to speak.

Give yourself that time; you earned it!

Please make sure you back each other up on all assignments. Having a backup arrive at a situation that is spiraling out of control can be the difference in making that situation quickly dispel. Put yourself and your coworkers first! Sometimes we’re all we can count on!

UNIONS ACROSS THE COUNTRY ARE UNDER ATTACK:

As I look at the new 2017 Contract Book on my desk, I think about how many of our members do not realize how very far our dues stretch and the amount of services you get for your bi-weekly deduction. Here at the FOP, contract negotiation is paramount. Since 2007 our contracts have ranged one year and up to five. In the last 10 years, we have been awarded around 40% of increased wages before you consider other benefits like signing bonuses, overtime and a big one, outside residency. Then it is easy to move into the outstanding medical benefits, which include our dental, optical and prescription plans, our top of the line legal representation and social programs at the new FOP building. A Ballroom, full-service restaurant and gym are just the beginning of what is offered here.

I often talk to other unions here at home and in other cities who are often working without raises and in many cases without contracts for long periods as well as accepting cuts like medical coverage and time off.

In many cases, they are in disbelief with our contract awards and very impressed with the building built for the members in 2012. This reassures me that we are fortunate to have a strong union and strong position in our city. All though we don’t always see eye to eye on many topics, we have a good working relationship with our mayor’s office along with the Police department commanders who are all FOP members as well. In most cities the union representation stops after the rank of sergeant or lieutenant and the commanders are not represented by a union at all. Most

of our commanders appreciate the work we do, and their first concern is for better working conditions for the rank and file they are responsible for every day and night. This positive relationship with our commanders is vital to how productive and successful we have been in keeping the best working conditions for all our members for so many years.

But as we all know, there is always one cop or boss who thinks the FOP could have done more and rest assured we are always are trying to do more. I recently overheard one high ranking commander commenting that this past contract was not very good because we didn’t get enough for the commanders. I guess he forgot that he receives the same 10.5% pay increase over the 3year term, the best medical in the country for him and his family, second to none legal representation that he himself took full advantage of on several occasions in his very own career and the ability to retain his take home car and gas that the city tried to remove from commanders twice. He forgot depositing the extra week of comp time awarded to commanders annually along with an additional 690 additional hours at retirement or the $1,300 settlement check he deposited last year for court notification issue. And by the way, when is the last court notice he received! I’m sure this is no surprise to most of you, there is always one person in the squad that thinks they deserves more or goes around spouting at the mouth that the FOP Board are a bunch of buffoons. I’m sure deep down this commander knows the FOP board fights for all

members equally, has a proven track record and we far exceed our goals for the membership every day.

I make these points for a very important reason, currently there is an attack on unions in the Federal court system that, if won will prevent us from collecting your dues directly from your pay. For those who oppose unions, the goal is to have you fall off the union’s membership and break the unions financially. In each of the last contracts the city has attacked: wages, time off, health care, pension, DROP program, life insurance, retired benefits and so many other points. We now spend about a million dollars per contract on accountants, actuaries, economist and other professionals as witnesses. This is all to prove to the city, they can afford the benefits and that our members deserve them. Without our collective dues, we will no longer be able to spend the money that proves our position or to fight for a fair decision in arbitration. What happens without it? Our friend the commander will no

longer have to worry about his comp time, he will be an at-will salaried employee and unable to be represented by the union.

Without the union, his legal trouble would have prevented him from being a commander in the first place. And in the end, we will all end up in a city-controlled health care system that gives the minimum coverage with the maximum co-pays, our pension will become a 401K and drop will become history. This list will go on and on and the city will enjoy the ability to change your schedule and assignment whenever they want, without consideration or consequence. The pay raises will just about disappear altogether along with other key benefits. They will pick our contract apart little by little, one contract at a time until they have undone all the good the FOP has accomplished in the last 10 years and more. We will keep you updated as this matter moves forward in the courts.

The month of May is known as Police Officers Survivors’ month where all of our fallen heroes are honored at various ceremonies throughout the state as well as the country.

On May 2, 2018, the Living Flame ceremony was held honoring all police and fire personnel killed in the line of duty in Philadelphia. Immediately following the Living Flame ceremony our annual Survivors’ Luncheon was held at “Vie” on Broad Street. This year we were fortunate to have Senator Bob Casey, who spoke of how Police and Firemen are all heroes and they each leave home every day not knowing if they would return. He stated that the families we are honoring today have made the ultimate sacrifice and it would not go unnoticed him. He would make sure that the laws and the punishment fit the crime.

On May 7, 2018 the members of Lodge Five attended the Harrisburg Memorial service where the Pennsylvania State Fraternal Order of Police honored Police Officers that were killed in the line of duty in the state of Pennsylvania.

The National ceremony was held on May 15, 2018, honoring all Police Officers that were killed in the entire country; this event is organized by the Concerns of Police Survivors Organization, along with the National Fraternal Order of Police, and Craig Floyd from the National Police Officer Memorial Museum. The Keynote speaker was the President of the United States. He spoke about the lives lost and how he will continue to protect Police Officers around the country. This year as we placed the name of our own P/O Raymond Diaz of the 24th District on the wall of those who made the ultimate sacrifice and as Deputy Commissioner Wilson escorted his wife Megan along with his children to the place the flower on the memorial wreath it goes without saying that we will always be there to support her just as Ray gave his life for the citizens of the

City of Philadelphia.

On May 19, 2018, our annual Survivors’ benefit was held at Fraternal Order of Police Headquarters. This year’s event was held mainly indoors due to weather but it was still an amazing event and over 1200 people who attended the benefit to support all our families. We had live music thru out the building and a barbeque themed food event which was loved by all who attended. This event is a huge undertaking and would not be possible without the support of our Ways and Means Committee Chaired by Rich Eberhart thank to you as well as the Committee; this event has become one of our largest events.

As this article goes to print I would like to welcome the Law Firm of Diane Hlywiak to the fraternal order of Police. Diane will be handling all Heart and Lung and Worker’s Compensation matters for our members. She will be working diligently on behalf of our members to make sure all of you rights are protected. Finally I would be remiss if I didn’t write about the current state of policing around the county. Many of my friends are currently working in patrol and from the first day on the job I have always lived by one rule treat everyone as you would want to be treated. I think the Philadelphia Police department does an amazing job training our officers and keeping them safe just remember police lives matter, big brother is always watching, and continue to do the amazing job.

Conductors’ Message

As I was wrapping up last minute final details on an event in Heroes Ballroom being held right before Memorial Day weekend, it brought to mind one of my favorite quotes, “Every Moment Matters”.

This particular event is the “Special Needs Prom”, it is hosted by the FOP along with the PPD and many friends, volunteers.

The night captioned “From blue heroes to TRUE heroes”, will bring together our children, our blue families, a night just about them, it’s sure to be a magical night.

While every event celebrating ‘moments’ at your FOP we feel is special, May is definitely the month that surrounds so many very close to our hearts. Celebrating moms, graduates, communions and especially attending events supporting our Survivor families. From our special luncheon held at Vie where we gather together right on up to the humbling Washington ceremony, held on the White House lawn, honoring all our fallen. At this same time, we have another familiar buzz of organized chaos happening around here with the Ways and Means committee hosting there wrap up meeting being held to finalize the past year of preparation to ensure the 22nd Annual FOP Survivor’s Benefit is everything envisioned! It’s just about creating a day that we cherish. A day we reflect and honor our fallen but we ultimately hope to reach the goal of strengthening our FOP Survivor’s Fund.

The excitement is just mounting with anticipation as it approaches and I’m sure

the photos in this issue will show that success was achieved once again. I am really very proud of this day. So many, from President John McNesby, the Executive board along with the committee and so many amazing volunteers faithfully ensure it never falters. Dedication and devotion given without hesitation, year after year. Not to forget to mention, we also continue to have an overwhelming response from our surrounding community with not only this event but all our events geared to help our FOP Survivor’s Fund. It really is greatly appreciated. Thank you to all who donate, participate and volunteer their time with all our events. It definitely takes a team.

Summer is the next focus. It’s but a ‘moment’ away, time to be getting ready for food, friends and hopefully, a little relaxation. Let’s not forget to remember that you definitely can’t live a full life on an empty stomach. So just for you, 7C proudly presents, the return of “Summer of Seafood”, each and every Wednesday! You will absolutely need to keep an eye out for those hard shell crabs, as soon as the season permits, their absolutely delicious.

Vacations – What we can look forward to as a current active officer employed by the Police Philadelphia Department, including extra days off, rights to carry in different states & other legal issues…

We are rapidly approaching the heavy vacation season and here are a few things you may need to know, especially if you are a newer police graduate. In so far as carrying a weapon I’ll first discuss what you can and cannot do as it relates to your department issued firearm and equipment. In the state of Pennsylvania, you can carry your department issued weapon off duty as long as you have your department issued police identification and you have fulfilled all of the MPO certifications annually. The weapon must be loaded with city issued ammunition. As a Philadelphia Police Officer, you have full police powers throughout the Commonwealth of Pennsylvania, as our city is a “city of the first class.” That does not mean that you are on patrol as you travel through the state of Pennsylvania. It means that you still have to comply with all of the Philadelphia Police Department Memorandums and Directives, especially as they deal with department issued weapons. You may want to read Directives’ 100 & 144 as there are a variety of restrictions on those that are not on full duty status. You also are required to take the appropriate steps to make your weapons secure when on vacation. Last but not least, do not carry a firearm if you intend to have any alcoholic beverages. If you leave the state of Pennsylvania, you are prohibited by Philadelphia Police Department regulations from carrying your department issued weapon and ammunition. You can elect to carry an off duty weapon, however you may want to check with the states you are traveling

through as they could have ammunition and magazine restrictions and that will apply to you. You must have your Philadelphia Police Department identification card and alcohol consumption is prohibited. You will have NO POLICE POWERS in another state and your weapon is solely for self-protection. If you are flying somewhere, you need to check with the airline you are using.

All weapons that are transported in an airplane must be in a specialized case that is lockable, same for the ammunition. There can be other restrictions and they vary by airline.

A retiree faces a different set of regulations. If a retiree simply has taken no action to get a permit to carry, you cannot carry a firearm legally. To carry solely in the state of Pennsylvania, a retiree must get a permit from the state and comply with all regulations of the city or township that they live in to acquire said permit and this permit lasts for 5 years. If a retiree seeks to carry nationally or across state lines, a different process is involved. For those that live in Pennsylvania, they must get a current retired police identification card from the agency they retired from. These new cards have a variety of info in addition to the photo, which includes a complete physical description along with your address and other data. Once you get that card, you have to make an appointment with a Certified Instructor who will then process your application, certify your abilities with a weapon and then will issue you a Retired Law Enforcement Officer Qualification Card. The

cost is approximately $50 in addition to the cost of ammo. You then take that card and your new ID to the Philadelphia Gun Permit Unit, along with a $5.00 money order payable to the Commonwealth of Pennsylvania, and they will process your permit.

You must make an appointment with the Gun Permit Unit. Once this is said and done, the permit is good for one year from the date of issuance.

If you’re a retiree from Philadelphia and now live in New Jersey, you must have the new Retired Philadelphia ID card and then comply with all that is required by your local governing Police Department where you now reside. You may think it’s still going to be hard in New Jersey but it’s really not as they must comply with a Federal Law, HR 218 as a matter of fact, and New Jersey can’t stop this. They do make you qualify twice a year. Once this is said and done, the permit is good for one year from the date of issuance.

In all instances, the law is not totally clear when it relates to medical marijuana users. My guess is that anyone with such a card will have difficulty getting a state or federal permit to carry.

Here’s another problem some of our members face during vacations, speeding tickets! Yes, there are many instances when cops write cops. I make no judgment on the writers; there may be other circumstances involved in these cases. However, professional courtesy is always something that I have considered when dealing with any out of town brethren, hoping it will be reciprocal. Be well within the speed limit when traveling in the southern states as we have experienced difficulty in Maryland, Virginia, North Carolina and Georgia. It’s just something you should do anyway, and going 90mph in a 70mph is only going to get you there 20 minutes earlier. What’s the rush? Remember, speed kills and also

tickets received in another state can and will have a direct effect on your license in Pennsylvania and could affect your job. It also can affect your insurance coverage.

Now, as to getting extra days off during the vacation periods, don’t hold your breath. The department is under staffed as it is and they will be very reluctant to grant anyone additional days off throughout the summer. It’s not vindictive and in reality, it’s not a new thing as I can remember this being a problem thru the 70’s up till the current timeframe. Be patient and ask; some supervisors can be really helpful if someone has a legitimate problem and needs time off. Avoid calling off sick for a day/night after you asked for that specific day off. You will be disciplined in those instances. Be aware of the many cameras that are out there viewing you as you do your job. How many times have you rolled onto a scene of a disturbance only to have a few people off to the side holding smart phones, recording your every move? Be professional and you will never see the videos of that interaction on any social media program. They only post what they feel is negative and even in those instances, the positive parts will always be deleted. It is widely known that some of these events are staged specifically to bait officers into a situation that will be viewed in a negative light. Stay in control and focused on your job and your professional demeanor should take you to a positive outcome.

From the Philadelphia Second Alarmers Association Retired Police Sergeant, Chief Greg Masi and Assistant Chief Nicholas Keck

“To provide rest and rehab to the Philadelphia Fire and Police Department,” this is the mission statement of the Second Alarmers. If you’ve ever been standing in the snow for an hour holding a crime scene or burning up ,sweating and thirsty on a hot summer’s day at citywide detail; then you know the Second Alarmers do so much more. They take care of us when we’re busy taking care of our citizens.

The Second Alarmers is a one hundred percent volunteer organization. For over 94 years citizens of Philadelphia have been volunteering there time to staff and operate a 24 hour 7 day a week emergency response operation. The organization developed out of a simple act of kindness. On a cold February day in 1921 a group of kind citizens saw how long the police officers and fire fighters were working on a large waterfront fire scene; they went to the store and returned to the scene with hot coffee. This was their way of giving back to those who were helping them.

Today the Second Alarmers not only provide food and beverages. Their services have grown to assisting with replacing first responders’ clothing and essential on scene equipment. They respond and assist first responders at every major city event and disaster such as the Eagles Detail the Pope Detail and the Amtrak Train Derailment.

Under the direction of Chief Masi who has served with the Second Alarmers for two decades and Assistant Chief Keck who has severed for many years, I’m sure the Philadelphia Second Alarms will continue to grow and care for first responders for many years to come!

Police Dispatcher Dawn Hedgeman On April 16, Dispatcher Hedgeman answered a 911 call from a suicidal male who was in the house with his wife, son and daughter. The man told her

he was armed with a gun. Dispatcher Hedgeman immediately relayed this information and 7th District Officers were dispatched to the home where the scene was declared a barricade.

During this time Dispatcher Hedgeman maintained an open dialog with the man. She was able to keep him talking allowing her to establish a rapport with him. She did such a good job communicating with him he refused to speak with the negotiator but instead chose to continue speaking with her.

She stayed on the phone with the man for six consecutive hours sharing personal stories and experiences of why life is so valuable. She demonstrated empathy and compassion comforting the man. The man appreciated her listening and heartfelt words so much; he peacefully surrendered to the officers allowing them to commit him for medical treatment.

Dispatchers are truly among the unsung heroes, helping Officers and civilians every day.

On October 10, Officers from the 7th District responded to a report of a gunshots being fired from inside an apartment building. Upon arrival the offi-

cers observed a male walking onto a balcony and going back into the apartment with a gun in his hand. Officers notified radio they had a barricade situation. Both SWAT and Homeland Security responded. The SWAT unit set up containment of the property. Officer Leventhal established phone communication with the male and began negotiations.

The male had a history of mental illness as well as drug abuse and was extremely depressed. Over the course of the negotiation the male would alternate between being coherent and being delusional. He would walk onto the balcony with the gun to his head, threatening to shoot himself. During this time the male fired a shot while inside the apartment. After determining he did not harm himself the officers decided not to attempt to gain entry and continued negotiations. After five hours of negotiations, the male stopped talking and the officers realized that he had fallen asleep. After contemplating the best methods to gain entry, the officers learned the male fell asleep with the gun in his hand and the hammer cocked.

The officers were able to make a stealth entry into the apartment. While the male remained asleep the officers were able to temporarily disable the firearm and quickly overpower the male and take him into custody before he was fully awake.

Through their training and collaborative efforts, they were able to save a life without any injuries to police officers or to the male.

16th District / Special Victims Unit P/O Timothy Strano Sgt. Colleen Michvech Det. Justin Montgomery Det. Brian Meissler Det. Mark Webb On September 13, an officer from the 7th Dis-

trict had taken a report from an elementary school principle regarding a male in a black Chevy, with tinted windows offering two juvenile students money to get into his vehicle. Fortunately, these juveniles ran from the male and he left the area. The juveniles were able to give a good description of both the male and his vehicle.

On September 15, two similar incidents occurred in two different locations, all describing the same male and vehicle. On September 18, P/O Strano from the 16th District contacted a detective at the Special Victims Unit, notifying the detective of a similar incident he had with a male a few months prior. Based upon previous incidents and investigations, the Special Victims Unit was able to establish a suspect. The detectives prepared a photo array and each complainant positively identified the suspect.

After obtaining an arrest warrant and going to the address on file for the suspect. It was determined the suspect no longer resided at that address.

Ultimately after hearing police were looking for him, later that evening he turned himself in. The suspect was arrested and charged with three attempts to lure.

The officer and detectives did a great job in removing a child predator off the street.

This was a good job by everyone involved!

Highway P/O Andy Chan P/O Kyle Cross

On August 4th both Officers Chan and Cross received information about several vehicles that were stolen point of gun earlier in the day from Avis Rental Car. A few hours later, the officers were patrolling the area of 15th and JFK, when they observed a vehicle matching the flash of one of the stolen vehicles, but the license plate was one num-

ber off.

Upon further investigation, it showed this vehicle was in fact one of the stolen vehicles. As the officers notified police radio, they attempted to pull the vehicle over. The driver stopped the vehicle and both the driver and passenger attempted to flee from the vehicle. After a brief struggle, both Officer Chan and Cross were able to apprehend the driver.

Officer Chan then ran after the passenger and after a brief foot pursuit, he was able to apprehend the passenger as well.

These officers were in the right place at the right time and by conducting good old fashion police work, they were able to get two bad guys off the streets.

On March 1, 25th District Officers responded to a report of a person with a gun. Upon arrival the officers, discovered a male was suffering from a gunshot wound to the upper chest and was unresponsive. Subsequently the male had succumbed to his injuries.

The investigation was instantly complicated by the language barrier between the detectives and the uncooperative patrons and witnesses in the establishment. Through the hard efforts of the detectives, they were able to interview numerous witnesses and establish a narrative and a motive. They also were able to identify a suspect.

The investigation took another unexpected turn

when the detectives learned the suspect they were looking for purchased a one-way airline ticket to the Dominic Republic. The homicide detectives utilized their established law enforcement resources from Philadelphia and New York Police Departments, County District Attorney’s Office, Federal partners in Homeland Security in addition to the cooperation of the airline industry to develop a plan to prevent the suspect from escaping.

As a result of the multi-jurisdictional collaboration, the defendant was detained after getting off his flight in the Dominic Republic. He was immediately transported back to the U.S. The defendant was arrested and formally charged with criminal homicide.

Against all odds homicide detectives brought this case to a swift conclusion in less than 30 hours.

Central Detective Division Det. Michael Rocks Det. Michael Repici Det. Ralph Domenic Det. James Waring

On September 17, Detectives Rocks and Repici responded to investigate a shooting in the area of 1400 Yorks Street. Upon their arrival at the location, they located a crime scene. Ballistic evidence was recovered; the scene was processed, photographed and sketched for accuracy. Subsequently, the complainant who was suffering from several gunshot wounds, was taken to the hospital and immediately taken to the operating room in critical condition.

Detectives Rocks and Repici along with Detectives Domenic and Waring vigorously surveyed the area for witnesses and located video surveillance cameras from two different locations. The footage

from both cameras showed the images of the shooter. The first footage showed the shooter was wearing religion specific style clothing and carrying a satchel. The second footage showed the shooter with another male during the course of the shooting. The footage also shows both males enter an elevator and the shooter exiting wearing different clothing. Additionally, the second male was observed holding the satchel with clothing inside.

On September 23rd, Det. Rocks and Repici set up surveillance in the 2400 block of N. 11 St, where the males were seen entering the elevator. After hours of watching, the male who was seen on the video accompanying the shooter exited the building.

The male was transported to Central Detective Division for further investigation where he confessed to his involvement in the shooting and identified the shooter. Both males were arrested and charged with the shooting.

This was a good job by everyone involved!

14th District P/O Jonathan Berryman #4653 P/O Daniel McMonagle #3471

On April 5 Officers Berryman and McMonagle were on patrol in the area of 1700 Plymouth St. Officers observed a male rolling a blunt. The officers got out of their patrol car to stop the male. As the officers approached, they observed a male stand up while holding a firearm. The officers immediately drew their weapons and began giving verbal commands to drop the gun. The male did not comply and fled on foot towards a house with the officers in foot pursuit. The offender fled into a house and tried to barricade the door with his body. The officers were able to gain entry. After a brief struggle with the offender, the Officers were able to arrest

the suspect. Recovered from the suspect was a fully loaded firearm.

These officers gave chase to an armed subject disregarding their own personal safety and were able to arrest the male without harm to themselves or others. Grreat job officers!

15th District P/O David Mockus P/O Anthony Manes Jr.

On March 16, Officers Mockus and Manes were patrolling the area of 4600 Bennett Street, when they heard gunshots. The officers then observed a male running and then crouch down next to a mailbox. The male removed a black firearm from his waistband and placed it under the mailbox. As officers attempted to stop the male he fled.

After a brief pursuit the male was apprehended and the firearm which had one live round in the magazine was recovered under the mailbox. Also recovered was a black ski mask. Upon further investigation the officers found the scene from which the male was initially running from. Seventeen shell casing were recovered from the highway and several bullet holes were found in the rear door of a residence.

Because of their alertness and aggressive patrol the officers were able to remove a violent criminal and another gun off the streets of Philadelphia.

On December 5, Officer Snock responded to the 1300 block of Crease Street to take a theft report.

At the location Officer Snock reviewed video of an offender taking a package from the front of the location.

On December 6, Officer Snock was in the area of Frankford and Shackamaxon when he recognized the offender from the video. The officer attempted to stop the male, but he fled on a bike. Officer Snock relayed flash information to police radio and continued to survey for the suspect.

Officers Krzywicki and Lebold, who were working plainclothes in the area, quickly located the male, but again he fled. After a brief pursuit the offender was apprehended. The officers were able to recover a trash bag from the offender which contained numerous stolen parcels from various locations in the area.

25th District, 17th District, Highway Patrol Lt Seante Warren #99

On November 7, officers responded to a shooting in the area of 700 W. Clearfield Street. Lieutenant Warren was able to develop information on a possible suspect. Lieutenant Warren distributed the photo of the male and went to 3100 N. Darien Street along with Sergeant Landherr, Officer Daukaus, and Officer Kusowski.

Sergeant Landherr observed a male who resembled the photo walking with his head down towards him. The male had both hands in his pockets. Sergeant Landherr alerted Lieutenant Warren and both began to approach the male. Lieutenant Warren gave verbal commands to the male to stop and show his hands. The male refused and fled on foot.

They began pursuing the male on foot when Sergeant Landherr jumped in his vehicle and pursued the male.

Sergeant Landherr caught up to the male on 3100 N. 9th Street. He observed the male was running with a gun in his hand. The male hid behind a car and Sergeant Landherr ordered the offender numerous times to drop the gun. The offender raised the gun toward Sergeant Landherr at which time Sergeant Landherr fired his weapon one time, striking the offender in the torso causing him to drop the gun.

Upon Officers Daukaus and Kusowski arriving, using cover and concealment Sergeant Landherr attempted to approach the offender. The officers observed the offender reaching for the gun again and began ordering the offender not to touch the gun.

The offender went for the gun causing the sergeant and the officers discharged their weapons striking the male several times.

During this exchange, Lieutenant Long observed the offender reaching for a revolver which was previously unseen. Lieutenant Long discharged his firearm to neutralizing the threat to all the officers involved. The officers were able to call for rescue and secure the crime scene.

Recovered from the offender were two fully loaded firearms.

The brave actions of all the officers involved saved their lives and took a violent offender and multiple guns off the streets of Philadelphia.

Det. Vincent Parker #9176 SWDD Det. Orlando Perez #703 SWDD Det. Steven Blackwell #9045 SWDD P/O Francis Nelson #1356 15th P/O Phillip Brooks #1306 15th On June 6, officers responded to a report of a person shot on the highway at 1600 south 59th street. The complainant, a pizza delivery man, relayed that after exiting his vehicle to make a delivery he was approached by two males, one of whom was armed with a handgun. He further relayed the males forced him into his car and drove him to an unknown area where he was robbed and shot in the back of his head. The offenders then fled in the complainant’s vehicle.

The complainant subsequently underwent surgery to remove a bullet from his skull. Detectives Parker, Perez and Blackwell immediately began investigating the robbery. Through a long exhaustive process that involved interviews, phone records, latent finger prints and search and seizure warrants the detectives were able to develop two suspects.

On August 8, Detective Ortiz along with Officers Brooks and Nelson apprehended the first of two suspects in the area of Bridge and Torresdale, after a short foot pursuit.

On August 25, after a chase and the offender jumping from a third-floor window, Detectives Parker and Ortiz apprehended a second suspect in the area of 5500 Litchfield Street. After being interviewed both offenders confessed and were charged with attempted homicide, robbery and vufa.

Through a very complex and exhaustive investigation the officers and investigators displayed a high level of professionalism, initiative and ingenuity. All those involved are credit to their profession and the department.

17th District P/O Linda Nagle #4879 P/O Robert Slobodian #2387 P/O James Dougherty #1845

On January 5, Officers Nagle, Slobodian, and Dougherty were all working the last out tour when flash information was broadcasted over police radio of an 86 years old woman who suffered from dementia. Provided among the flash was the woman may be driving a beige Mercedes.

After reporting off and on her way home, Officer Nagle spotted a beige Mercedes driving very slow and erratic. Officer Nagle was able to pull up to the vehicle and observe an older woman who fit the flash of the missing woman. The tag also matched the flash from police radio.

Officer Nagle notified 911. Officer Nagle called Officers Slobodian and Dougherty, who were also on their way home, to come back and help assist in stopping the vehicle. These officers attempted to stay with the vehicle until uniformed officers arrived.

The female was disregarding red lights and stop signs. Realizing the danger to her and other civilians, these officers could not wait for responding uniform officers. They were able to get the women to stop the vehicle without any harm to her, other civilians or themselves. The missing woman was reunited with her family. Great work officers!

P/O James Kingkiner #3437 18th District P/O Denoa Carter #7089 18th District P/O David Chisolm #1739 18th District On September 7, in a span of approximately two hours there were five strong arm robberies reported in the 12th and 18th Districts. In each of the robberies the flash information was similar. Officers Kingkiner and Carter were in the area 53rd and Cedar Streets, working in plain clothes shortly after the fifth robbery was reported. The officers observed a vehicle fitting the flash they had received earlier. The officers followed the vehicle for a few blocks and requested a marked unit to respond to the area. After the vehicle made a quick U-turn Officers Kingkiner and Carter observed two occupants exit the vehicle, both matched the flash information from the robberies. The officers quickly approached the offenders and immediately observed blood on one of their shoes. The officers were able to apprehend both males. The officers also recovered various items that had been taken in the earlier robberies.

Officer Chisolm, who responded as uniform backup, was able to locate the third offender who had already left the vehicle. A search warrant was executed on the vehicle where numerous stolen items were also recovered.

These three officers quickly identified an ongoing crime pattern that was quickly halted through diligence and teamwork.

P/O Michael James #6186 25th District P/O Edward Taylor #7623 25th District On October 25 Officers James and Taylor responded to two separate shootings, one of which was a homicide, in the area of 3200 and 3300 B Street.

The officers were given a description of the shooter and information that the shooter had fled from the first shooting on the 3200 block and crashed a vehicle at 3300 B Street, where he then shot another male. When Officers James and Taylor arrived at the crash scene, they ran the vehicle identification number through BMV system to ascertain the owner’s information.

While surveying the area the officers observed a male fitting the description. The male was attempting to get into a vehicle. The male saw the officers and fled on foot. The officers were able to apprehend the male. Recovered from the vehicle the male crashed was a fully loaded firearm with an obliterated serial number. The male was positively identified by all witnesses.

Due to the alertness and quick action of these officers a murderer was apprehended and taken off the street. Great job officers!

P/O Nicholas Lewis #5528 P/O David Petroski #9838

25th District 25h District

On May 17 Officers Lewis and Petroski were on patrol in the area of Front and Ontario Streets when they heard gunshots in the area. While surveying, the officers spotted three males walking in the 3300 block of Water St. One of the males was walking with a black handgun in his hand with the slide locked to the rear.

The officers approached the males at which time the male carrying the gun threw the firearm and fled on foot. After a brief foot pursuit the officers were able to apprehend the male and recover the firearm. Upon further investigation, the officers found a crime scene littered with numerous shell casings in the area where they initially heard the gun shots.

Due to the quick response and keen eye of these officers a gun was taken off the streets and an arrest was made.

SWDD 39th District 14th District 14th District

On November 11, the Officers were surveying the area of 500 E. Penn Street for a point of gun robbery. The Officers observed two males matching the description of the robbery suspects walking down the street. The officers attempted to stop the males when both males fled on foot. The Officers went in pursuit of the males. Detective Palma observed one male bend down near a parked vehicle and place something near the vehicle. The male continued to flee but Officers were able to catch and detain the male. The male was positively identified by the complainant as the male who possessed the gun during the robbery. The other offender was lost in a wooded area. The wooded area was searched but the male was not found. A firearm was recovered

from the area near the vehicle where the male was observed placing something. Utilizing the 75-48A system officers developed a suspect profile. The officers went to the 400 block of E. Penn St and stopped a male who fit the flash of the male lost in the woods. This offender was positively identified by the complainant as taking part in the robbery.

Subsequently a search warrant was obtained, recovered from one of the male’s residence was a second firearm.

These officers demonstrated courage and teamwork while taking armed felons and guns off the street.

P/O Timmothy Dollarton #2325 12th District P/O Daniel Lovina 12th District

On April 1, the officers responded to a shooting at 5533 Chester Avenue. As a result of the initial investigation a departmental patrol alert containing a description of the shooter and his vehicle was issued. On April 10, Officer Lovina was on his way to work when he observed a vehicle matching the description. He quickly made a note of the tag information and then reported to work. Officer Lovina notified his partner Officer Dollarton of this information and the two conducted a BMV check on the tag. The officers began to survey the area and eventually located the car parked in the area of 5700 Greenway Avenue. The officers parked a few blocks away and conducted a surveillance of the vehicle.

After about 45 minutes they observed a male approach the vehicle and enter the driver side. The officers converged on the vehicle and as they approached observed a firearm in the offender’s waistband. The weapon was recovered and the offender was placed under arrest.

12th District P/O Craig Arner On December 30, while patrolling the 6700 block of Elmwood Ave, Officer Arner observed three males standing on a corner. One of the males struck another male in the face. The officer went to investigate and two of the males started walking away. The male that was struck in the face told the Officer; the males had a gun tried to rob him. Officer Arner immediately notified police radio and provided flash information of the offenders. The officer observed the suspects a few blocks away walking swiftly down the street. As the officer got closer, he saw the suspects stop behind a car then double back. After a brief foot pursuit, one of the offenders was apprehended. The Offender was positively identified by the complainant. A firearm was recovered from between the vehicles where the officer had previously observed the suspects. Video footage from a nearby store was also obtained and captured the entire robbery.

Further investigation reveled the firearm was stolen. SWDD was also able to clear a previous robbery in the 12th District which was committed by this offender. The officer demonstrated exceptional courage, intelligence in apprehending a dangerous criminal.

P/O Lorenzo Hardy #7380 P/O Mathew Preston #2842 SGT. Eric Bullock #707

On December 14, Officers Alosi, Arentzen, and Sanchez all responded to 7100 Horrocks for a report of a shooting. When the officers arrived, a witness told them there was a man inside shot and the shooter was still inside.

The officers were able to see a victim inside lying in a pool of blood. The officers tactically positioned themselves and ordered everyone in the house to come out and show their hands. A male answered the officers and came charging out of the kitchen.

The male was asked if he had any weapons. He told the officers he was armed. Holding the gun by the barrel the male pulled it out from his waistband.

The officers continued to give verbal commands to drop the weapon. The male did not immediately comply, and P/O Sanchez was able to grab the gun from the male’s hand. The male stated he had another gun and a violent struggle ensued between the male and the officers. The officers were able to recover a second firearm and subdued the offender.

The officers were also able to rush the victim to the hospital.

Not only did these officers save the life of the victim, these officers showed extreme courage and restraint in the apprehension of a violent offender.

2nd District 15th District 15th District

On October 11, Officer Hardy was on routine patrol when he observed a group of teenagers running across Bustleton Avenue onto the 2100 block of Magee Ave. Officer Hardy then observed two of the males engage in a fist-fight. Shortly after one of the males in the fight produced a handgun and began firing it, striking the other male in the back of the head. The offender then fled on foot. Officer Hardy immediately exited his vehicle and began chasing the shooter while providing information to police radio. Sergeant Bullock and Officer Preston responded to the area to assist Officer Hardy. They were able to apprehend the shooter in the area of 2200 Unruh St. where he was positively identified

by Officer Hardy.

Officers Hardy and Preston along with Sgt Bullock displayed immense courage and restraint while pursuing armed felon who had already shown his willingness to use violence. We commend them for an excellent job.

Sgt Daniel Ayres #8556 P/O Andrew Jenkins #4817 Det David Tighe #776

19th District 19th District SWDD

On February 1, police radio dispatched a robbery-point of gun at 5200 Lebanon Ave. Sgt Ayres arrived within a few minutes of the call and was met by a complainant who was actively tracking her Iphone, which was taken in the robbery. Sgt Ayres was able to track the Iphone in real-time to the area of 500 N. 52nd St and then 5100 Arch St. Where he began surveying the area and observed a male fitting the flash information robbing another woman of her purse.

The male saw Sgt Ayres and fled on foot jumping into a vehicle which he used to continue fleeing.

Sgt Ayres pursued the male for 14-16 blocks. The male bailed from the vehicle and fled on foot again.

After a lengthy foot pursuit, with the help of Officer Jenkins and Detective Tighe suspect was apprehended and a firearm was recovered. The male was subsequently identified for the robbery in addition to 3 more gun-point robberies. All items from the 4 robberies were recovered from the male’s vehicle.

These officers showed remarkable calmness and awareness of their surroundings, while pursuing an armed robbery suspect.

22nd District P/O Timothy Gibson #4742 P/O Robert Whittaker #2393 On May 6, Officer Gibson and Whittaker were on bike patrol in the area of 2400 N. Marston Street.

The officers observed a male on the corner holding a clear baggie containing narcotics. The offender looked in the direction of the approaching officers and fled on foot. The officers caught up to the male and began to frisk him when he broke loose and attempted to flee. The offender then became engaged in a violent struggle with the officers. During the struggle the male was reaching for his waistband while the officers were trying to restrain him. A hostile crowd began to form around the officers as they continued to struggle with the male. Responding officers assisted these officers and they were able to detain the male. Recovered from the male was a fully loaded handgun. Further investigation revealed the gun was a stolen police issued firearm from New Jersey.

Through active and perceptive patrol these officers were able to take a gun off the streets of Philadelphia.

P/O Phillip Scrachard #3667 P/O Daniel Mimm #3142

26th District 26th District

On February 2, at approximately 10:32 PM, Officers Scratchard and Mimm were responding to a report of a shooting when they observed males walking quickly away from the scene carrying a black bag. The officers observed the males walk between parked cars and when they emerged they were no longer carrying the black bag. The officers then approached the males and instructed them to stop but they ignored their orders. Eventually the officers were able to stop the suspects and investigate. The officers returned to the parked vehicle and recovered the black bag which contained a large amount of marijuana packaged in jars with green and purple lids. Officers Scratchard and Mimm then received a description of the shooter and realized that one of the males they had stopped fit the flash.

Further investigation revealed there were four jars with green and purple lids containing marijuana left at the shooting scene. The offenders were eventually identified for the shooting and charged with attempted murder and narcotics offenses.

A job well done officers!

35th District P/O Justin Donohue P/O Timothy Houser

not to move. The male lashed out violently at both officers and attempted to pull the gun from his waistband. A violent struggle ensued between the male and the officers. The officers were able to knock the gun out of the male’s possession. The officers continued to wrestle with the male, the male tried to reach for the gun several times and when he was unsuccessful he attempted to grab Officer Houser’s service weapon from his holster. Both Officers continued to battle with the male until back up officers responded, at which time both Officer Donohue and Houser were able to handcuff the male without further incident.

Due to the aggressive patrol and alert actions of the officers they were able to remove an illegally armed male from the streets of Philadelphia.

On July 16, both Officers Houser and Donohue were patrolling the 35th District when they observed a vehicle with a left brake light out. Upon stopping the vehicle, they realized the license plate did not match the vehicle. As the officers approached the vehicle they observed the passenger moving around excessively. While the officers were investigating, Officer Houser noticed a bulge in the passenger’s waistband. The passenger was asked to exit the vehicle. Officer Donohue began frisking the male, at which time the male became tense and started sweating. Officer Donohue felt a gun in the male’s waistband and immediately instructed him

24th District 39th District 39th District

On March 24, Officers Sexworth, Nicholson, and Esack responded to a person with a gun in the 1400 Kerbaugh Street. Upon arrival the Officers Sexworth and Nicholson were confronted by a male with a loaded 9mm handgun in waistband. The officers reacted quickly and were able to apprehend the suspect and recover the weapon without further incident. The offender admitted to the officers he had just shot a second male who was laying on the ground close by. Officer Esack quickly located the shooting victim and observed he had also been armed. A second firearm was recovered near the victim. The victim was eventually pronounced, and the offender was charged with homicide, VUFA and related offenses. All three officers displayed discipline and restraint when thrust into a volatile and dangerous situation. Excellent job officers!

P/O Megan Ripdath #5120 39th District P/O Jose Febus #6045 39th District P/O Brian Devlin #2618 39th District P/O Daniel Carr #2602 39th District On May 6, Officers Ripdath and Febus responded to a home invasion in the 5700 block of Morris Street. The complainant relayed he had been forced into his apartment point of gun and robbed of cash and cell phone. Officer Febus quickly relayed the flash information to police radio while Officer Febus reviewed surveillance footage. While reviewing the video Officer Ripdath realized that the offender was still in the apartment building and attempting to flee through the rear door. Officer Ripdath immediately exited the building and began to survey along with Officers Devlin and Carr. All three officers located the offender a few blocks away and began to peruse the offender on foot. The officers eventually apprehended the offender and recovered USC and the complainant’s cell phone. This is another great example of perseverance and teamwork. Keep up the great work!

PO Kenneth Shelton #4183 & PO Robert Kruse #9947

Officer Ryan Del Ricci 35th District On February 15, the officer was on patrol in the area of 2000 E. Chelten Ave when he encountered 2 males. The Officers conducted a pedestrian investigation on one of the males. The Officer immediately felt a firearm on the male and alerted his fellow officers. The male fled on foot. The officers called for backup and pursued the male on foot.

The suspect turned and pointed the gun in the officer’s direction. The officer discharged his firearm at the male striking the suspect several times. Recovered from the male was a 9mm Jimenez Arms loaded with 11 rounds and 1 in the chamber.

In the face of danger, the officer relied on his training and was able to stop the threat.

Sgt David DeCrosta #8773 26th District On February 18, Sergeant DeCrosta was conducting security checks in the area of 1800 N. 54th Street when he observed a male he recognized from a previously circulated intelligence bulletin. The male in question had an active warrant and was suspected in multiple armed robberies, including two robberies that resulted in a homicide and a police involved shooting. Sergeant DeCrosta was able to apprehend the suspect on an unrelated warrant, and immediately contacted the Homicide unit to inform them he was in custody. The offender was transported to homicide where he was interviewed.

As a result the offender implicated himself in a previous robbery, shooting, and homicide. Sergeant DeCrosta’s aggressive patrol and attention to detail led to the removal of a dangerous murderer from our streets. Fantastic job Sergeant!

Sgt James Tucker #462 22nd District On June 20, Sergeant James Tucker was on patrol in the 22nd District and responded to a shooting in the area of 29th and Cecil B Moore. Upon arrival the complainant was shot multiple times and was later pronounced dead. There was very little to no information on the shooting.

Sergeant Tucker persistently used his contacts in the community and was able to develop information through a confidential informant on the shooter.

Sergeant Tucker provided this info to the Homicide Unit which later led to the arrest of a murderer.

If not for the persistence and drive of Sergeant Tucker a murder may have gone free.

The Role of a Pension Fund Trustee

Dear Brothers and Sisters, I am often asked about my duties and responsibilities in serving as a pension fund trustee. It is a many faceted role which I would describe as follows.

Pension board trustees are fiduciaries, and as such, are responsible for acting solely in the interest of plan participants. Board responsibilities also include appointment and oversight of a chief executive officer and sometimes other top executive positions such as chief investment officer, appointment or approval of consultants; approval of a budget; oversight or approval of payment of benefits; hearing appeals regarding disputes for issues within the board’s purview; and ensuring that systems are in place to report and monitor retirement system activities and processes.

Other responsibilities include oversight of fund investments, setting of actuarial assumptions, approving eligibility criteria, and proposing or recommending statutory revisions.

In conjunction with the above I sit on many of the board’s subcommittees, for example; legislative and real estate. I sit as a fact finder on hearing panels regarding appeals of benefit and disability decisions.

In my role I also serve as a trustee on the Deferred Compensation Plan. This is a separate trust from the pension fund, but I have the same duty as a fiduciary to act in the sole interests of the participants. For deferred compensation this includes picking and overseeing the third party manager for the plan (currently Nationwide), and evaluating and selecting the underlying investment options in the plan.

It is my duty as a trustee in these positions to keep myself educated and up to date on all laws and legislation regarding pensions and re92

lated benefit issues. I also need to stay up to date and educated on current economic conditions nationwide and globally that have an effect on investment markets.

I very much enjoy my job as a trustee, it is a role I take very seriously and consider it a sacred duty to safeguard the retirement benefits of current, former and future employees.

I would like to give you an update on the pension fund. Currently the fund holds assets of $5.3 billion.

ON 3/21/18 The city made a final payment of $527 million due the pension fund for the fiscal year. (They had previously paid $80 million). The total city obligation paid to the fund for the fiscal year was $607 million. The fund also received $19,200,000 from the sales tax and an additional $30 million dollars from the general fund. Total paid for the fiscal year was $656,200,000.

Current performance of the fund for the fiscal year as of 5/08/18 is + 7.41%.

The deferred compensation plan holds assets of $1.13 billion.

I had a brief conversation recently with Senator Bob Casey in regards to the Windfall Elimination Provision of Social Security. He is fully aware of our position. However, the legislation is still in committee and does not appear to be moving.

Life is filled with ironies. Take, for example, civilian oversight. Police never hear the end of the calls for civilian oversight. But ONLY civilian oversight of Police. You see, the two groups chirping the loudest about civilian oversight are the media and the lawyers.

Here’s the irony. NEITHER group has ANY civilian oversight whatsoever. If there is any disciplinary system for lawyers, it is kept completely secret. It is handled solely by other lawyers behind closed doors. No oversight, no “transparency” no public hearings or even access. Part of the reason for this is perception. Among most people, lying, deception and fraud are considered morally repugnant, if not illegal. Among lawyers, lying, deception and fraud are considered as clever legal tactics used to win cases. It makes you wonder what sort of conduct would count as a “disciplinary infraction” among lawyers. No wonder everything is kept secret.

If this wasn’t bad enough, the media may actually be worse. The term “fake news” is actually too polite. The media will not hesitate to suppress the truth by not reporting it.

They will twist and turn a story or outright fabricate a story in order to promote their agenda. If they are challenged, they wave the First Amendment around like a group of child pornographers.

A few years back, the FOP publicly called for an investigation of one of the two toilet papers in town. Some of their reporters were accused of paying for information or actually making up information in an effort to frame several narcotics officers. One fact which could not be revealed at that time can come out now. The FOP received this information

FROM OTHER REPORTERS who were disgusted by what they witnessed. However, they begged us not only to protect their names but to protect their occupation as well. It can be mentioned now because none of them still work for the local toilet paper. Our sources were convinced that they would be persecuted and driven from journalism because they revealed to us (the targets and outsiders) what regularly goes on in segments of Philadelphia’s media.

As you are already aware, there was no investigation of our complaint and the “stonewalling”, “cover-up” and “ink-print code of silence” all prevailed. You never heard another word about it. This leads a reasonable person to conclude that lying, fabricating evidence and false reporting could be considered legitimate effective tactics among certain local media outlets. No “civilian review”, no “oversight”; no witnesses.

It is no wonder that the lawyers and the media work together like Frank and Jesse James. When was the last time you heard the media call for civilian oversight of lawyers?

When was the last time a lawyer successfully sued a media outlet for libel?

All of this just goes to show that Police face many dangerous criminals during their career. Some of these criminals carry briefcases and microphones.

That sounded great to us back then but remember he was talking about Military Intelligence. It’s not quite the same as conducting a criminal investigation, which also includes interviewing witnesses and interrogating suspects.

Michael the Archangel Ministry Program “Praying for our Brothers and Sisters in Blue” By: Father Steven P. Wetzel, O.S.F.S. Director/Chaplain

Every year during the month of May, law enforcement throughout the country gather to remember and honor our Fallen Heroes, men and women police officers who died in the Line of Duty protecting us. As we do every year when an officer is killed in the Line of Duty in the State of Pennsylvania, Philadelphia Lodge #5 Fraternal Order of Police traveled to “The Forum Auditorium” at the State Capital in Harrisburg, PA on May 7, 2018. We gathered to be present for the 25th Annual Memorial Service where we once again payed respect to the memory of all Pennsylvania Law Enforcement Fallen Heroes who gave their lives in the performance of their duties. This year we remember; Deputy Sheriff Scott Alan Moyer (Lehigh County Sheriff’s Office), Police Officer Shawn D. Rager, (Johnstown Police Department), Trooper Michael Paul Stewart III, (Pennsylvania State Police), and Police Officer Brian David Shaw, (New Kensington Police Department). Please remember them by keeping their memory alive and by offering a prayer for their families and fellow officers.

During the month of May, in an effort to continue to remember our fallen, members of law enforcement throughout our region came together on Saturday, May 12th at the Naval Shipyard for the start of the Philadelphia Police Law Enforcement Run to Washington, DC. Once again, it was an opportunity to remember, pray and celebrate the lives of our heroes as well as support their families.

On Tuesday, May 15th, members of FOP

Lodge #5 also gathered for the 37th Annual National Peace Officers Memorial Service where law enforcement from all over the country came together at the West Front of the United States Capital Washington, DC to remember and pray once again for fallen heroes.

As you know, the time is marked by great reverence and solemn tribute to those who made the ultimate sacrifice as well as to their families.

Each month throughout the year Michael the Archangel Ministry Program in an effort to carry out the honor of “We Will Never Forget”, offers an opportunity to pray for our own Philadelphia Police Officers who have died in the Line of Duty. Although May is the traditional time to remember them, we extend our memorial Mass monthly throughout the year.

The Mass is celebrated at St. Matthew’s Church, 3000 Cottman Ave, on the third Wednesday of the month (with the exception of June – when it is held on the 2nd Wednesday) at 7pm in the lower church. Although this is a Catholic Mass, everyone is welcome to join us as we gather with our Blue families. BY LOU CAMPIONE In October 2007 President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs.

Together we reviewed all of our programs and made a series of recommendations to President John Mc Nesby and to Law Enforcement Health Benefits Administrator Tom Lamb and now we work with current Administrator Jack Gaittens. All of these recommendations were adopted and we continue to develop programs according to the needs of our membership. For example we have a new program, L.E.H.B. Fitness Challenge is designed to help us lose fat, develop muscle, and to get into shape. L.E.H.B. is working with Damien Young of Warrior Consultants. All L.E.H.B. members and their spouse are eligible to participate.

To contact Damien(d.young@warriorworkoutcamps.com) this is one more partnership that we are proud to be a part of to help our F.O.P. family to get and stay physically fit.

Each of these programs developed as a result of needs of our members and their families.

These resources have been tested and have proven themselves as valuable resources.

They assist in the healing process, we have seen lives, marriages, and families restored.

We have the wealth of six hundred members of the Police Clergy Program, who represent every denomination and are willing to help with any spiritual concerns. We have approximately eleven hundred providers available; psychiatrists, psychologists, counselors, and social workers to address mental health concerns, whatever the need we can find a resource. The help is available if you or someone you know has a need we can help get you or them to a safe place. Please use the programs, to help let the healing begin.

These programs include: Father Steve Wetzel leads our Michael the Archangel Chaplains program. This is a nondenominational approach providing spiritual support for you and your family. Father Steve can be reached at 215-629-3622 his office is located at the F.O.P. 11603 Caroline Road.

The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. “Cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein.

Because smoking increases the risk of at least 50 different medical problems from cancer and heart disease to infertility, digestive problems, and dementia – it has a huge impact on health expectancy. Almost one third of all cancer deaths (including 90 percent of deaths from lung cancer), 80 percent of deaths from bronchitis and emphysema, and around 17 percent of deaths from heart disease (which together account for a large proportion of all deaths) are directly due to smoking. Lifelong smokers have only about a 50 percent chance of living past the age of 65, but even if they do reach old age it is likely to be blighted by chronic respiratory problems, cardiovascular disease, and a poor quality of life. About half of all smokers are killed by their addiction.”

Program o Livengrin Foundation has been treating Philadelphia Police Officers Since 1966. This program was designed and run by one of our own Lodge 5 members. The staff of the FRAT program is a mixture of active and retired law enforcement, peer and professional counselors. They can help with all addictions or a combination of addiction and mental health concerns. Both inpatient and outpatient needs are addressed with this program. There have been more than two thousand studies that have concluded a strong spiritual foundation helps us in every aspect of life. This spiritual impact is very present when it comes to marriage; one survey concluded that the divorce rate for those families that pray together each day and attend weekly services was 1 out of 1052 as compared to 1 out of 2 for those who do not. There is an old saying the family that prays together stays together.

In his book “When Divorce is not an option: How to Heal Your Marriage and Nurture Lasting Love.” The author Dr. Greg Popcak concludes “that people don’t just luck into successful marriages; it requires skills which can be taught.” He contends that if a couple seek a “marriage-friendly” counselor, meaning the counselor is committed to saving the marriage and has had formal training and supervision in martial therapy, they have success rates of 95 percent.

Some of the resources that are committed to saving marriage can be found in Retrouvaille, Focus on the Family, New Life, Family Life Today, and Catholic Counselors.Com. Each of these resources has as a foundation a spiritual commitment to saving your marriage.

If you want to make spiritual exercise a part of your daily routine, than you can start by finding a place to worship, praying, reading religious literature and listening to religious material. There are Bibles available in daily reading versions offering 365 segments in twenty minute sessions. All of this can help you develop the spiritual muscle that you can depend upon to get you through the stress of our chosen career. There is an old expression that there are no atheists in foxholes. Our careers in law enforcement are the fox hole experience, we need all the help we can get to get through it. Auxiliary President’s Message...

THE FOP LODGE #5 AUXILIARY Well here we are the middle of May, all this rain makes us all wonder when will it stop? The constant rain that we have been experiencing has not dampened our spirit within the Auxiliary. We are busy selling our T Shirts to show Veterans support, volunteering for other organization when needed in any capacity.

March was our 1st Comedy night, a couple of little hiccups but otherwise a fun night was had by the 150 people who attended. It was a nice night to sit back and relax, have some fun with friends. Plans are in the works for another Comedy night in 2019, stay tuned.

Each Auxiliary adopts a cause for the year, giving them some direction and motivation for the year. This year our Auxiliary is proud to say we are busy searching out Veterans groups to help and show we care. They will never walk alone. We have designed specific T Shirts for this purpose and proud to say we have placed our 2nd order. Pictures of the shirt are available on our web site (you can get directed to our site from FOP site) if you are interested please feel free to contact me at donnagiulian@comcast.net.

Board members have met and started to plan what Veterans organizations will be recipients of our expression of gratitude in saying “Thank You.” Initial donations will be made to the Veterans Multi Center here in the city, the Global War Memorial on Terrorism and a Private hair stylist who give FREE haircuts to Veterans. This is just a start and we are happy and proud of our choices, so far. If you know of any worthy Veterans group that might benefit from a donation or perhaps our members volunteering to help, please contact any board member and we will be happy to talk with the organization.

SAVE THE DATE. Saturday 8-18-18 for the Auxiliary picnic at Neshaminy Shores Picnic park. Last year our members had a wonderful day full of tasty food, nice weather, refreshing

I PROUD of all what we have accomplished together over these past 3 years, our challenging work and dedication have paid off for all POLICE officers in our city. I look forward to the road ahead as a leader or active member, together we will continue to show the FOP and all our Police that we are here for them in good times and bad, through thick and thin, we stand beside them and with them.

The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. KENNETH (KEN) B. McgUCKIN DOB: 4/21/1961 DOD: 3/22/2018 Appt.:11/24/1986: ACTIVE DUTY; Assignments: 22nd district; officer in Highway Patrol and Drill Team; Cpl. in Mounted Unit; 15th. district Sg.t; 2nd district district; Sgt Highway Patrol and Sgt Marine Unit.

Suddenly on March 22, 2018 at age 57, beloved husband of Jeanie, exceptional father of Kelly and Monique, father-in-law to Steve Holroyd, dear son of Bernard and Johanna McGuckin, brother of Debra Eberly and brother-in-law Steve (his good friend), uncle to Jennifer, Goddaughter Samantha, Raymond Lewis and Joshua Ward.

Ken had always admired his uncle Ed McCloskey who inspired him to be a cop. Kenney started his career at the age of 23 as officer #1446 in the 22nd district, where he worked a wagon with his dear friend Hank. After the 22nd, he was assigned to his dream job – Highway Patrol. He worked the expressway and loved to ride his Police wheel.

Ken was passionate about being a police officer. He loved the uniform, discipline, brotherhood and what it stood for. Ken’s heart was always

with Highway and he loved nothing more than his Brothers in Blue, riding wheel and making the motor cycle Drill Team. He started in 11 spot and worked his way up to #2 spot. Riding soon became a true passion as he longed to some day own a Harley Davidson. Highway Patrol was a great fit for a man like Ken. He loved everything the unit stood for. Ken did many prestigious details where he met several US Presidents and other heads of State.

Ken advanced his career by becoming a Cpl (#8068) in the Mounted Unit where he learned how to ride horses. He was in many police rodeos and competitions, traveling all over the US from Texas to Washington, DC, performing in front of the Capital for thousands of people. While in Mounted, Ken was detailed back to Highway Patrol to perform on the Drill Team, where he rode #2 spot again. Being back in Highway, even though it was just for a few months, made him realize just how much he missed the unit and longed to return to the unit.

Ken then became a Sergeant (#8514). He was assigned to the 15th district and then the 2nd, where he met his future wife.

Ken finally made his way back to Highway Patrol where his heart has always been. He was 2A and back to riding his Highway wheel.

He loved every minute of it. Some of his greatest friendships were from this time: Sgt. Keith Bobbie (Kenny’s twin), Sgt Billy Keinkurt, Sgt Mike Walton, Sgt Pete Whittle, Sgt Jimmy Morace, Jr. Sgt Maurice Rollins, Sgt Dave Hunter, Lt. J Josey, Capt Mike Cochrane and …..

Mike Kelly. The guys in his squad were all so very special to him and became family, spending time and celebrating events at each other’s homes. Highway Patrol was a family like no other unit.

Ken finished his 33-year career in the Marine Unit. His love for boats and water became his dream job. He would always say how lucky he was to have such a great group of guys working for him and by his side. Kenney had so much respect for them and always great stories with Al, Tony, Dave, Bobby, Jimmy, Paul and Mike. They all meant so much to him. His exact words, “I’m going to retire with my feet resting on the rails of a boat while smoking a fine cigar.” Unfortunately, his 33 year career with the Police Dept suddenly ended.

Ken was born in Fishtown with some of his best friends. He attended St. Laurentius grade school, then North Catholic HS. Ken was always active and loved sports. He was a goalie in hockey and played football for North (#22). He had

fond memories of winning the game against rival Frankford on Thanksgiving Day. Ken was a big fan of the Eagles and huge fan of the Flyers.

He attended the big parade on Broad Street in the 70s to eventually having season tickets.

Ken’s happies childhood memories were all the summers he spent at the Jersey shore in their family home in West Wildwood; swimming, riding bikes, boating, water skiing, playing sports with his shore friends and time with family.

Kenney met his future wife, Jeanie, while working in the 2nd district. They were the best of friends for over a year and a half. One night, Kenney had asked Jeanie on a dinner date, but she refused due to the was a Sgt in the same district. So, Kenney took the next step three days later. Jeanie came to work to find a new sergeant in the district and Sgt Kenney McGuckin was gone.

Jeanie was confused and unable to get Kenney on the phone. An hour later, Jeanie was informed by police radio to go to Headquarters. Jeanie went to HQ to find a large bouquet of two dozen roses with a simple note saying, “now will you have dinner with me?” Kenney had swapped with another Sgt in the 1st district so that Jeanie would date him. Kenney dedicated his life to his wife and they were truly soul mates. They did everything together and enjoyed every moment they were blessed to have with each other. They took many vacations together on their Harley: Lake George, Ameriquest, Niagra Falls, NorthBay Canada, Vermont, Cape May, Virginia, Connecticut, New Hampshire and Maryland.

They were so in love with one another. Their wedding song was “Fly Me To the Moon” by Frank Sinatra.

They both loved the song and during their entire relationship anytime the song came on, they would stop and dance with one another.

Kenney was such a romantic, always writing love letters, notes and cards and frequently sending Jeanie flowers. He was a true, old-fashioned gentleman! He always had a fresh hankerchief, always opening and closing doors for a lady and walking on the outside of the curb to protect her. Kenney truly was Jeanie’s knight in shining armor.

Ken loved his two daughters so very much and really set the bar high for their future husbands. He was always talking about them and showing pictures to everyone. We were a blended family that was a perfect fit and he was so proud of their accomplishments. His daughter, Kelly was recently married to her wonderful husband, Steven Holroyd. Kenny was so very happy for them both and welcome his new son with open arms. Kenney was so happy to be able to walk his daughter down the aisle and to have a Daddy/Daughter dance. He practiced the dance for hours because he wanted it to be perfect.

I remember my dad as being a man who wore many hats, who was loved and respected by many people.

He was always there for his friends and family. He was a caring and loving father, as well as an excellent leader and teacher. He led other in many aspects of his life. Specifically, and personally, I remember when he coached my soccer team.

He was always showing me how to do and try new things – he taught me how to ride a bicycle, drive a car, and even drive a motorcycle. I always looked to him for guidance and advice, and he was always right there 144

to give it. I learned so much from him and continue to learn as I speak to his friends and colleagues. Words can’t describe how much I miss him, but I know what and how much he has taught me about every aspect of life, and I will take that with me everywhere I go, and in everything I do. your daughter, Kelly

Kenney raised his daughter, Monique, from the time she was 12 years old. He was truly the father every little girl deserves. He was devoted to her as if she was his own and even had adoption papers drawn up when she turned 21, knowing that her biological father could not object. He took care of her and supported her in every endeavor. He looked forward to someday walking her down the aisle but sadly passed away before he could see that dream come true.

You were the most influential man to ever have been in my life.

You were a salvation to a young girl who needed a father. You were there for me whenever needed, no questions asked. You came into my life and changed my perspective of what a man should be and showed me what a healthy loving family should look like. I could not be more gracious, and I can only say how irreplaceable he is. your daughter, Monique

Kenney loved riding his Harley and took many trips with his good friends. He loved the winding roads and taking trips with them. He became a motorcycle instructor and was able to share that passion to ride with other including his daughter, Kelly.

Kenney took up cigar smoking

as a result of a special night he spent with Steve, his brother-in-law. He has told the story many times of how they sat on a deck, watching the ocean, enjoying a fine cigar and glass of whiskey. He said it was truly relaxing.

Kenney became a member of Holts Cigars and became such good friends with so many members.

Holts became his home away from home, and the people at Holts became a huge part of his life (The Chairman ‘Elliot’, Mark, Sammy, Sean, Jimmy, and Matt.) Ken would try to never miss an event, game day or Friday movie with the guys. He looked forward to seeing the staff as much as the guys and considered them to be his friends.

Kenney was an amazing man.

He was known to so many people by so many names: to his wife as My Love, to his daughter as Dad, to his friends as Kenney or Ken and to his co-workers as Sarge, Sir boss and of course, the Admiral.

Kenney could never seem to go anywhere without running into someone he knew or had helped along the way. Kenney was humble, kind, loving and fun; full of life. A perfect day to Kenney would be Holts, a fine cigar, glass of Tullymore Dew, with friends, sitting around, talking police work, politics, sports and his family.

We have to take the time to applaud the Phila Police, Highway Patrol, Marine Unit and Mounted Unit for the unbelievable tribute to Kenney. In only a few days, they managed to help set up a beautiful service, procession and place to celebrate Kenney. The squad cars, motorcycles and other vehicles that escorted us to the viewing, church, funeral and cemetary was something

I’ve only seen when an officer dies in the line of duty. They helped our family take care of so many details.

The church service was beautiful with lines of officers standing and saluting Kenney as bag pipers played for him. A rider-less horse was there to represent his days in Mounted Unit. The Honor Guard stood by him and never left his side.

It’s hard to describe all of the details the Police dept made seem effortless.

So many others helped in these few sad days as well. The vast amounts of photos, awards, his motorcycle, Highway wheel and other memorabilia were there. (Thank you Kelly and Monique). Every detail was taken care of, even setting up a cigar bar at his viewing.

Children from St. Matt’s stood outside to watch. People waited outside on their lawns as the procession drove through their neighborhoods.

Ken was laid to rest with the upmost respect. He received a gun salute as the Honor Guard so carefully folded his flag. The Bag Pipers played and the rider-less horse stood near by. A befitting farewell for such a wonderful man. He would have been so honored. He was so lucky to have all of these police men in his life. To often, public servants get bad publicity and no one comments on the good. Maybe we should all try harder to help one another.

Ken lived such a fulfilling life and for that his family is grateful!

TOM gIBBONS DOB: 2/2/2045 DOD: 3/16/2018 APPT:6/3/1965 Minister. Tommy and I were on either side of her limousine going from the airport to a Center City hotel. I was right next to her window and she smoked one cigarette after another. When we arrived at the hotel, we lined-up to shake hands with her. When she got me, she kissed me on the cheek. Tommy used to kid me all the time about that. But the reason she probably kissed me was because she was apologizing for always flicking her cigarette butts out the window, although none actually hit me. Another memorable escort we had was with President and Mrs. Nixon. They had arrived at the 30th Street Station on the maiden trip of the Metroliner, a high speed train between Washington, D.C. and New York. We escorted them to the Bellevue Strafford Hotel on motorcycles and then later walked them to the Academy of Music. There were protestors outside the Academy of Music and it was the first time Tommy and I had heard anyone ever shout profanities at the President of the United States. We were shocked and angry at them.

Nevertheless, after we had escorted the President and the First Lady back to the 30th Street Station, we all lined up to shake President Nixon's hand.

Unbeknownst to us, Paul Domenic had made arrangements with the Police photographer, whose surname was Bruno, to snap a picture when he was shaking the President's hand. When they began

shaking hands, Bruno hesitated a moment with the camera. Domenic held tight and the President tried to withdraw his hand. The Secret Service Agents were about to pounce on Domenic, when Bruno finally snap the picture. Tommy had a copy of this photograph, and of me being almost completely blocked out. The others in the photograph besides Tommy, Domenic and me were Vince Borrelli and the late Tommy Ford.

Tommy and I double dated a few times. I was at the Shack, a popular bar/restaurant on the Boulevard, with mutual friends the night Tommy met the girl who changed his life. I can remember not too long after his meeting Carol (nee Wenger) that he told me that she would be the woman he'd marry.

A tragic event occurred in August of 1970. Tommy and John Nolen were shot in a stolen car stop in West Philadelphia. We had all been at the Stadium that summer practicing for the Thrill Show, when two Fairmount Park Guards were shot, a Sergeant Frank Von Colln being killed and Officer James Harrington wounded, amid racial turmoil. The Drill Team was then assigned to work the weekends.

After Tommy and Nolen were shot, both were taken to Misericordia Hospital. Vince Borrelli and Paul Domenic followed a blood trail to a neighborhood house and arrested one of the suspects. Billie O'Neil and I were in the hospital with Commissioner Frank Rizzo. Police Surgeon Savarino F. Brunetti told Commissioner Rizzo that Tommy was not going to make it. Commissioner Rizzo called from the hospital Tommy's father, former Commissioner Gibbons, in Florida to inform

his of the tragedy. O'Neil and I went to Somerton to bring Tommy's mother, Mrs. Gibbons, to the hospital.

It was by a stroke of luck that Tommy's life was spared. Earlier in the evening there had been a stolen car chase in West Philadelphia and in the wake of a crash a young 12 year boy was seriously injured. The surgeon on duty operated for hours on the young boy and was just about to leave the hospital when Tommy was brought in. The surgeon stayed and saved Tommy's life. The surgeon weeks afterward asked Tommy what he had eaten earlier in the evening.

Tommy said he and Nolen had eaten two "Jim's" cheese-steaks. The surgeon said that explained it. He said the cheese had congealed in his stomach and intestines and literally plugged the bullet holes.

It was a long, painful recovery for Tommy. He almost had to have a colostomy bag. In the meantime, he got promoted to Corporal, but later realized his police career was over.

He soon married Carol, who was at his bedside every day, and was hired as a police reporter for the Bulletin.

He began a very successful 30 year career as a newspaperman and received many awards. In the early 1980's, Tommy moved over to the Philadelphia Inquirer and had an office on the second floor of the Police Administration Building (PAB) next to the Homicide Unit. He shared this office with other reporters such as Joe O'Dowd and Bo Terry, and the office was called "Room 666," which originally had been the reporters' office in City Hall.

As having been a police officer, Tommy had a great rapport with the police and was welcomed in the office of every police commissioner 146

since and including Joseph O'Neill, who later became a close, personal friend of Tommy.

He also has had a close relationship with former Commissioner Sylvester Johnson. Commissioner Johnson had served with us in Highway Patrol in the 1960's. Commissioner Johnson was an outstanding officer. He once was shopping with his two young sons in a supermarket in Germantown when two holdup men entered an announced a robbery. Former Officer Johnson had his sons get down on the floor and he shot it out with the holdup men, killing at least one of them. Tommy and I also remembered then-Officer Johnson showing up for a Vice-Presidential escort in a gray Highway Patrol uniform. We were permitted to wear gray uniforms for patrol work only, not on any escort duty. Deputy Commissioner Mortimer Solomon saw Officer Johnson in his gray uniform and immediately issued an order of no more gray uniforms. A fellow officer had just ordered two tailored made gray Highway Patrol uniforms from Jacob Reed's on Chestnut Street and had already taken delivery on one uniform. He quickly canceled the other very expensive uniform and had the first one dyed black.

In later years, Tommy and I used to sit in his backyard sipping lemonade, reminiscing about our Highway Patrol days. Those days were some of the best of my life. I had a true friendship with him.

I had known Tommy for a lifetime and have met no one of equal character, integrity or honesty. He was kind, generous and faithful.

Tommy loved God, country and his family. We are all better people for having known him. I often imitate

some of his mannerisms, expressions and phrases like saying, "Do you think?" Tommy will be sadly missed.

Joe Downs - Ret. Highway Patrol Motorcycle Drill Team, Ret. Special Agent FBI

EUgENE J. DOOlEY CHIEF/INSP. DOB: 10/06/1947 DOD: 03/13/2018 APPT: 09/20/1969 CLASS# 200 RETIRED: 10/06/1992 US ARMY 1964 -1968 ASSIGNMENT: 03rd, Highway Patrol; NWDD, Homicide, 5th, 9th, 8th, DHQ. We are all sadden to report to our membership the passing of a Legend on Tuesday, March 13th, 2018 beside him was Inspector Jeanette Dooley.

Eugene J. Dooley a former police Inspector who during the course of an engaging career, led the investigation into the 1985 MOVE bombing, served as Harrison Ford’s (actor) guide into the life of the city police homicide inspector for the movie “Witness,” and, most recently, owned a restaurant on the Jersey shore, will begin as the new chief of the East Whiteland Police Department on June 27th, said Township Manager Terry Woodman.

Dooley in addition to his qualification’s, “has a varied and interesting background.” Woodman said.

He started as a police officer in Philadelphia after four years in the Army, and in 1982, as Captain. Was named Commanding officer of the Homicide Disision. He was in charge of 95 detectives and supervised more than 1,000 murder inves-

tigations.

He became commander of the 8th Police District in 1985, then was named an inspector one year later, and was given the responsibility for all police district and detective divisions.

He rose to the position of chief Inspector in 1991 and retired as commanding officer of the patrol division in 1992, when he retired from the department.

He severed for several years as the chief of the Rutgers University Police Department, then worked as a technical advisor with Columbia Motion Pictures in New York from 1995 to 1997, assisting in script and development for the studio.

He had been offered that position because of his background in the film industry- in the mid 80’s,actor Harrison Ford rode with him for three weeks so the actor could prepare to play the role of a Philadelphia homicide detective in the movie “Witness”, From 1997 to 2001, Dooley owned and operated a restaurant in Margate, N.J. Recently, he sold the restaurant and after taking the summer and fall off, he see an advertisement for the opening in East Whiteland and applied for the job, Woodman said.

Gene Dooley, age 70, 82nd Airborne Ranger, Army 1st Lt. Vietnam vet; Police Chief of east Whiteland Township and formerly Philadelphia Police Chief Inspector, and a Wharton MBA, passed.

Devoted husband to Jeanette (lake), loving father to Eugene J. Dooley Jr.; Kevin Dooley (Donna), Karin Steward (Robert) and Dennis Dougherty( Melanie) aslo survived by 8 grandchildren and 1 great grandchild.

My Dad, Walter Fleming, passed away on September 25th, 2017. He will always be remembered by his loving family for the time he spent with them. His six grandchildren lovingly remember their twice weekly summer visits to Ocean City, Phillies games and sledding at Lincoln High School and so many other memories. His eight-grandchildren also have many happy memories if wonderful days spent with their Pop. My Dad wrote these memories of the Philadelphia Police Department several years before his death and told me where he placed the paper to be shared after his death.

“I was appointed to the Philadelphia Police Department June 28, 1946. In 1950 I was assigned to the Vice Squad under the command of Inspector Craig Ellis and Captain Clarence Ferguson. I was assigned to undercover work together with another officer Edward Bell who later became Police Commissioner. Together we made hundreds of arrests for gambling and other vice throughout the city. I was promoted to detective in 1953, and as a detective received many awards for excellent police work. One incident while off duty with another detective, Steven Barbara, we heard gun shots and saw a suspect running. After a chase of several blocks on Chestnut Street, we apprehended the suspect who later turned out to be the notorious “popsicle stick” bandit, who had ter-

rorized the taxi cab drivers by placing a Popsicle stick at their necks and robbing them. Both myself and Barbara were former soccer playershe at Girard College and me at Northeast High school. WE both were in good shape, and he could not outrun us!

My most important case probably the armed robbery of the Household Finance Company in Mayfair in which several people were killed and injured. There was a large award for the capture of the person responsible. Acting on a tip, myself and Russell Blewit went to the home in Bensalem where we recovered the weapon used and stolen property. At the same time, the suspect was turning himself to a Coatesville mental hospital. Many detectives work on this case and it was decided all would share in the reward. I received two Hundred dollars.

I retired in 1971 after twentyfive years of service and was then employed by Blue Cross as a Special representative. I was employed there for the next twenty years. In 1970 I became a soccer referee for High School and college games. I was a member of the EP&D Soccer Officials Association and also was presentment of the same. I was inducted into the Philadelphia Oldtimers’ Soccer Hall of Fame. I officiated for nearly 40 years.”

My dad enjoyed his work as a Police Officer and detective and also his referring for so many years after retirement. He died at the age of 97 doing the same thing he did every Tuesday, Thursday and Sundaygoing to Dunkin’ Donuts to meet his friends.

P/O Michelle Moran #2146 was appointed to the Philadelphia Police Department on April 14, 2003.

Upon graduation from the Police Academy she was assigned to the 26th District 1 platoon. Due to her outstanding performance in the line squad, she was selected to serve as part of the Narcotics Enforcement Team. P/O Moran received awards for Bravery, Life Saving, Merit, and numerous letters of praise.

On March 7, 2016, she was transferred to the 1st District where she was selected to serve as the Victims Assistance Officer (V.A.O.). In her role as V.A.O. she received great praise from the victims and their families. Michelle went above and beyond to assist the victims and she had a special passion for assisting the elderly. She marshaled resources for the elderly including Philadelphia Corporation for the Aging, Meals on Wheels, Visiting Nurses, and Catholic Social Services. If ever these resources were not sufficient Michelle would work tirelessly to get them placed in a care facility.

In addition to her responsibilities as the V.A.O., she thrived on being a part of patrol and backing up her sister and brother officers. Her favorite expression on radio was, “I have her or his back.” She volunteered to work in the schools and frequently partnered with the fire department to do police and fire 148

safety programs for the children.

P/O Moran had a passion for mentoring children. She earned the respect and admiration of all those she worked with and quickly developed friendships.

Michelle worked tirelessly as a volunteer to assist those with cancer and other illnesses. Michelle attended John W. Hallahan Catholic Girls High School. Present at her funeral were two of the religious sisters that had the pleasure of teaching her twenty years earlier. The sisters spoke of their memories of her selflessly volunteering hundreds of hours to community service. They reported that whatever she was asked to do was done well, on time, and once it was complete she would ask for additional volunteer work.

The dedication to serving others is a description of her life from her birth on November 9, 1981, to when she completed her earthly mission on February 26, 2018. The prayer selected by her family for her prayer card is a fitting tribute to her unselfish life of service.

“May the road rise up to meet you. May the wind be always at your back. May the sun shine warm upon your face, and the rains fall soft upon your fields, and until we meet again, May God hold you in the palm of His hand.”

Bob and I married on November 17, 1960. He was a Patrolman work-

ing in the 6th district at this time. We were blessed with three children, a son (Bob) and two daughters (Peg & Kathy).

Bob worked very hard and studied very diligently in preparation of taking the promotional exams. I played the role of tester and with some heavy praying and many hours of studying he rose to the rank of Captain. Needless to say, my heart swelled with pride in him. I used to kid him about having blue in his veins because of his deep caring for the job.

He was known by his peers and his officers as a good boss. I too use the word “good” to describe my beloved.

Bob, rest in peace, a good man.

An Honest Man who loved his God, Family and Country.

Jim was born and raised in the East falls section of Philadelphia. He attended St. Bridget grade school and Roman Catholic High School graduating in 1949.

After graduating from high school, he joined the Navy. He served during the Korean War and was honorably discharged in December, 1953.

James was sworn into the

Philadelphia Police Department, June 15, 1954, class 116 and was assigned badge #2800.

Jim’s first assignment in the Department was the 19th Police District, 12th and Pine sts. Under the command of then Captain Frank Rizzo, who went on to become a Police Commissioner and a two term Mayor of Philadelphia.

Jim was in uniform on street duty until March 1957. At this time Captain Rizzo was promoted to Inspector. At this time Jim was assigned as captain’s clerk to the newly promoted Captain Frank Nolan.

Jim attended night school, sponsored by the Department, to learn and understand Spanish to more readily interact with the Spanish speaking community. He graduated at the top of his class.

In 1960, promoted to detective, badge# 984 and assigned to Central Detective division at 12th & Pine.

In May of 1962 Jim and Pat (Flynn) were married and later became parents of seven children, sixteen grandchildren and three great grandchildren My husband Jim was the love of my life. He kept a beautiful poem in his wallet and very often I would see him reading the poem. “A Part of America Died” by Harry Koch. I know he always prayed for the wonderful men and women who protects our life, liberty and freedom. A big thank you to one and all. You’re the greatest!

I hope to continue the love and prayers that Jim said for all members of our Police Department.

Veteran: U.S. ARMY 1966-1968 If I never told you about JACK TURTLE, we must’ve never drank a beer or even spent 5 Minutes together. I talk about him a lot. The dude was, is, and always will be mu hero.

Jack Turtle taught me how to ride a bike, throw a ball, and pick myself up when I fall. Jack Turtle showed me how to be a husband and a Dad. He and my Mom had a love that was like a classic Hollywood movie (or for you Princess Bride fans, like the farm boy and princess Buttercup). His dedication to her, and to all of his family and friends is something I strive for everyday. I may never be the man Dad was, and I am actually very content with that because I’m still convinced he was above every other human being on this planet.

It was like this; that movie “Big Fish”…basically inspired by Jack Turtle. H was a Philly cop and saw some tough stuff, but he’d come home and still have time to play games with my sister and me and help my Mom with dinner or plan their next adventure together. He drank Budweiser and anything else was “yuppie beer”. He would complete a dozen crosswords puzzles before the sun came up, and was never too busy to show to show his granddaughters how to catch fish.’

This man lived the life of 100 men, so when doctors said his or-

gans” could no longer sustain life”, I honestly wanted to ask “do you mean regular life, or Jack Turtle Life”?

Thanks you Dad for showing me how to live, how to laugh, and how to love. I am so dam lucky to be your son.

REST EASY Superman….!

JAMES J. SWEENEY, Sr. DOB: 04/02/1937 DOD: 02/26/2018 APPT: 04/02/1962 RET.: 10/15/1971

James j. Sweeney, Sr. went to the Lord on Monday, February 26, 2018, after a long illness. James was 80 years old.

Born in Philadelphia, Jim was the son of the late Dominick J. and Mary (McNamee) Sweeney. Dominick and Mary were Irish immigrants from Donegal Ireland, who married in Philadelphia in 1935; Jim the first of five children, grew up in Germantown section of Philadelphia and attended St Francis of Assist

Grade School. He was a graduate of Northeast Catholic Highway School for Boys, Class of 1955, and he also graduated from Philadelphia Wireless Technical Institute. He could fix anything, but he always wanted to ne a Police Officer.

Jim was appointed to class#155 on April 02, 1962 along with his cousin and his future brother-in law and proudly served the citizens of Philadelphia until a foot injury forced him to leave the job he loved on a disability pension. He was known to everyone as “Big Jim” and everywhere he went, he knew someone. He was known to frequent a public house or two to meet up to see follow in his with the guys and as time went by, the public house turned into meeting the Guys for coffee at Genuardi’s/ Giant on Huntington Pike.

He was thrilled to see his sons’, Robert and Daniel, follow in his footsteps and be drawn to the same vocation that he loved so much, especially when Bob was able to get his fathers’ same badge number. Jim loved his alma mater, “North”, being Irish Ocean City, N.J. but more than

anything he loved his family, especially having the whole family together down the shore.

Jim and his wife Mary had an a Irish Remanence as they bickered constantly, but couldn’t live without each other. They could say anything to each other, but nobody else could ever say anything about his wife or her husband. When Mary passed in 2016, after fifty years of marriage, everyone knew that it wouldn’t be long for Jim. He battled many injuries and illnesses, everyone knew complained. He endured numerous surgeries and lengthy hospital stays but always kept his positive outlook on life saying, “Is the glass half full, or is it half empty,” Jim is survived by his children: Mary K. Owens, (Michael), James J. Sweeney, (Kimberly), Robert E. Sweeney, (Jeanine), and Daniel Sweeney and his ten loving grandchildren.

He is also survived by his siblings: John Sweeney, Michael Sweeney, Edward Sweeney, and Mary K. Chancellor and many nieces and nephews.
