The war on the American Police Officer continues to be waged by those pushing a false narrative. It can be easy to think that we are alone and without support depending on which headlines you choose to read. That is exactly why we held our Back the Blue Rally and when we asked the community to support us they did. They showed up by the thousands and packed every room in Lodge 5. They showed us that the silent majority will not stay silent when called and that we as Police have the support of the people.

LODGE 5 PRESIDENT’S MESSAGE John McNesby, President

I want to follow up on my last article in regards to the contract and the process, and some different wage increases from major departments around the country.

Below is an exhibit presented by the city on wage increases from comparable departmentsfrom around the country and exactly where Philadelphia places.

This chart does not include the one year deal which we were awarded in 2008 which included a 5% increase.

Add on the 10.5% increase thru fiscal year 2020 and we lead the league in wages. Add our medical package, which I consider the best in the country, and we are one of the leading departments on total compensation by far.

This takes a lot of preparation, many hours, a lot of resources, including money, experts, actuaries, economists, and many witnesses.

I would like to personally thank them for all of the time and effort in making this a successful award.

This is the fourth contract presentation by my team and I. Each one gets harder, and as I said before, these raises and benefits are not automatic.

Each contract now is focused on the bigger ticket items, the ones which cost the most, wages, medical, and pensions. Most of the smaller issues that were presented were considered but not granted.

I believe this will be the norm as we do future contracts. All you have to do is look around the country.

I would like to thank all the members who took the time to show up for the presentations,especially the medical and pension ones. I believe that your showing sent a clear message to the neutral arbitrator that we do not take our benefits for granted.

We have taken care of the next 3 years, we will now finish up the contract for our hardworking sheriffs and begin preparations for 2020.

I have known Roger Mayberry for years and I have known him to be a strong advocate for FOP Labor. In fact, he has helped grow the FOP membership in California like no one else has across the country and he has as done it through labor and legal defense. As a former President of the union in the largest Sheriff's Office in the nation, Roger has more in common with our group than almost anyone. His leadership in a large agency union has enabled him to become a strong voice for the membership on the state and national stage.

My local and state lodge are strongly supporting Roger and I wanted you know where I stand and why, as a fellow member of this important committee. We represent the largest individual labor units in the FOP and, to me, the choice is clear.

Please reach out to me if you have any questions at all about why I and the Jacksonville FOP are so strong in our support of Roger.

Under the leadership of John McNesby, your FOP administration delivered a very, very good contract in 2008, 2009, and 2014.

This contract provided you with raises, maintained your all-important medical benefits. The 2009 contract provided you and your family the option of moving outside of the city. In the 2014 contract, John was able to deliver again with raises while maintaining our medical coverage and pensions The first three sentences of this article are the same sentences I used to open the Fall 2014 Peace Officer. I do not reprint them here out of laziness. I reprint those sentences here to show that John McNesby has repeatedly and consistently protected you and your families as we now we move on to the discussion of our 2017 contract.

by displaying your sheer presence to the arbitration panel, we were able to fend off the city’s attempt to decimate your pensions.

Your defined benefit plan remains thus maintaining stable and predictable retirement once you hang up the gun belt and cuffs.

This contract cycle was remarkable in that the hearings were held in a relatively short period of time and the hearings were focused on the relevant issues at hand. The neutral arbitrator was very concise and direct in his approach and this led to a pretty swift issuance of the contract award, at least by Philly standards.

Contract time is always a good time to get a checkup on your financial health. You might want to increase your Deferred Comp contribution a bit. There is also never a bad time to check your beneficiary information. There are several places you should check for beneficiaries, namely the FOP, the Pension Board, the City Benefit Unit and the Police Beneficiary Association. Please call the FOP for further information or check our website.

As more of our experienced officers leave for a well-earned and well-deserved retirement, we have a pretty large recruitment campaign occurring with an influx of new members entering the Academy. We welcome them aboard to what is the best profession in the world.

Our previous Police Commissioner left us with a real gem as he departed. Without negotiating with the FOP, that Commissioner unilaterally implemented a policy wherein the names of police officers involved in Officer Involved Shootings would be released publicly within 72 hours of the shooting. We opposed this policy the day it was implemented and filed an Unfair Labor Practice with the Pa Labor Relations Board. The case is still current and more days of testimony are scheduled before the Labor Board in the next month or two. Simultaneously, President McNesby worked with State Rep Martina White to get a bill into legislation preventing the release of officer’s names. This bill successfully made it through the House and Senate only to be vetoed in a cowardly move by the Governor.

I need not waste space here telling cops and their families how asinine and dangerous this policy is.

Through these battles, the Police Department Command Staff has consistently assured us that our officers involved in shootings would be protected and that “threat assessments” would be done to ensure that officers and their families would be safe. THEY WERE WRONG.

A 15th Police Officer encountered an armed and dangerous felon with a loaded gun on the streets of Philadelphia. Without going in to details, the officer had to utilize deadly force to protect himself and others resulting in the death of the dangerous felon. It was a split second decision he had to make. The officer went home to his family that night. The city promptly released the officer’s name and various subversive anti-police groups quickly capitalized on that and plastered the officer’s name everywhere they could.

A small group of rapscallions showed up on the street in front of the officer’s house and began to berate the officer, his family and his neighbors. Officers responded along with Civil Affairs and members of the Command Staff. I was on scene and I observed several offenses being committed by these individuals including Obstructing the Highway, Disorderly Conduct, Terroristic Threats and possibly Inciting a Riot. The decision was made to block the street with patrol cars to allow the individuals to protest without a permit. These individuals spewed hate against our fellow officer, his family, the neighbors and the on duty officers on scene. The “NON-Split

There are laws against this sort of conduct. The Police Department made a conscious decision not to enforce the law. In doing so, they took the side of a group of anarchists over the rights of everyone else.

Contract Award, Hurricane Relief, Sheriff’s Contract and Doo-Wop Fundraiser – just a few things on the Fall agenda....

By Steve Weiler, Vice President As I’m writing this article I’m sure most if not all of you are aware of our latest results from extensive Contract hearings. We believe the Contract to be a fair one with important victories for all of us in the award. First of all our pensions and health care are secure once again and that is no easy task. The city mounted a vigorous attack on these items and will do so again in the future. We continually work to ensure both are protected entities and that is something we do every day, not just at contract time. In other areas, particularly ones that the city calls victories, we also believe we prevailed. Sure they have the right to change some shifts for extensive periods but they also must plan on these things at least one year in advance and must do it with manpower that they haven’t done in a number of years. Then there is the wage package which certainly is a victory for us. Sure we didn’t get the amounts we feel you are owed for the dangerous work you do but we did get higher than the norm across the nation.

Recent weather events have also affected us here in the FOP family as we have watched numerous film clips of our brother and sister officers having a dramatic, positive outcome on the effects of Hurricane Harvey. We know they are working long, hot, tired hours and much of it without having any down time for themselves to tend to their own needs and families. We were able to put out a call for donations to send to the Houston area and we have just filled an 18 wheeler with the needed items we sought to help out in the affected area.

We hope the onslaught of more weather events have a lesser effect on our neighbors to the south and also spare the gulf area of any new threats.

Should our friends anywhere need our help we will respond as always.

Contract and I ask that any of you that are affected by this to reach out to the FOP. If there are any concerns that you may have that may or may not have been addressed in the past, please let us know. It takes a few moments to craft an email to us and outline something only you could know. If you let us know, we’re all better off and with your help we can get it addressed.

As I write this I’m making last minute preparations for the annual Doo-Wop event here at the FOP. The weather so far is predicted to be fantastic and ticket sales are either keeping pace or better than last year. One thing for sure, a good time will be had by all. We’re also making last minute additions to the Annual Survivor Golf Tournament in October. This year we will be at Byrns Golf Course and Foursomes are filling up rapidly so if you have a group, please contact me as soon as possible so you’re not left out.

Please remember to be safe out there. Avoid at all cost verbal or written battles with anyone on social media and ASSUME that most contacts you have with the public are RECORDED. Don’t be baited into any confrontation that could cost you unwanted “vacation days” or a permanent change in career. They aren’t worth it, ever!

“Who’s Supporting Our Police Officers”

I would be remiss if I didn’t start my article by mentioning the overwhelming showing of support for our Back the Blue Rally on Thursday, August 31, 2017. We had over 2000 people here in attendance to show their solidarity with us.

The following elected officials were here to support us, State Senator John Sabatina (D), State Representative Martina White (R), State Representative Mike Driscoll (D), State Representative Ed Neilson (D), City Councilmen Brian O’Neill (R), City Councilmen Al Tauenberger (R), City Councilmen Bobby Henon (D), and City Councilmen Mark Squilla (D). On behalf of the men and women in blue I would like to thank each of you for standing with us during these most trying times.

On June 8th, 2017, P/O Ryan Pownall was involved in a shooting with an armed suspect who eventually was killed. The Police Commissioner waited 91 days to fire P/O Pownall; this investigation took an extended period of time due to the complexity of this incident.

Yet, there is a rush to release the officers names who are involved in police shootings within 72 hours. As of today, no criminal charges have been filed; the Pennsylvania Attorney General’s Office has the case due to a conflict of interest in the Philadelphia District Attorney’s Office.

All of the above leads me to update you on House Bill #27, Martina White’s Bill. On September 19, 2017, we will be headed back to Harrisburg to continue our mission on getting enough votes to pass this bill. It would be the first piece of legislation of its kind in the country. We are going to work tirelessly to get this bill passed and signed by the Governor. We cannot allow or accept individuals protesting outside our members houses, causing the community to be uneasy and having the feeling of 26

angst when they did nothing wrong. I believe everyone has the right to protest and express their concerns but a line in the sand is clearly crossed when families are in fear for their lives and small children have to hear those hateful words and threats of violence. One has to ask just who they are trying to intimidate.

Please let’s not forget we signed up for this profession; our families clearly did not.

On Thursday, September 7, 2017, we had a 40ft tractor trailer packed and loaded heading to Houston, Texas with supplies and essentials from our FOP. Channel 6 was the only news station to bother to come to cover an overwhelming act of compassion and generosity that our police officers, the community, and friends of law enforcement gave to the victims of Hurricane Harvey. For those of you who donated we thank you for your contributions.

Please mark your calendars for November 7, 2017 - Election Day, we need all of our members, active and retired, to get their family, friends and neighbors out to vote. Remember voting is your right to elect the person and or persons who you believe will stand up for you.

Recording Secretary’s Message

Well that was fast. Just like that summer is over and with it, vacation season is over. Our trips and extended time with our families will have to wait until next summer. Luckily we have Football to ease the pain of another summer in the books. What else do we have now that summer is over? Well we are lucky enough to say that we have a new contract. A contract that our members have earned through their daily sacrifice on the streets of Philadelphia. But does luck really have anything to do with it? I think not.

As many of you know this has been my first time through the contract process as a member of the Executive Board. It has been an eye opening experience to say the least.

The amount of time, effort, and money that goes into the contract hearings before day one is incredible. I don’t know how other organizations handle their hearings but we win the day by immense preparation over and over again before one word is said at a hearing.

Countless meetings with our attorney’s, Executive Board and our experts is the difference. In this day of endless attacks on Police, our Pensions, and our Medical it’s that difference that means everything.

What does all that preparation get us?

What does it mean? Well when you sit through the hearings you find out. The City of Philadelphia has their experts that tell you that the city is broke. They tell you not to pay attention to the billions of dollars we all see in construction going on around us, not to pay attention to more and more sky scrapers appearing in our sky line, and most certainly don’t pay attention to the fact that for the first time in years our city’s population is increasing. According to them the city has no money and won’t any time soon. They went so far as to try and change our pension sys-

tem to essentially a 401K which would cut your guaranteed monthly retirement check into as much as half!!! I don’t know how you feel but I sure as hell earned every cent of the pension that awaits me in the future. I’d like to think that the sacrifices that we as Philadelphia Police Officers have made and cont--inue to make have earned us that pension more than the city’s need to fund any one of its hundreds of underperforming programs.

This is where all the hard work and preparation comes in. When the city’s experts are done and we get to make our argument.

What’s our argument’s advantage? We’re right. We spend a lot of money to make sure that we have high caliber experts that can go up against the city’s Ivy League experts and win. How do they win? They spend countless hours crunching numbers to find millions of dollars that the city says they don’t have.

That’s right, millions. It takes away their argument and forces the arbitrator to give us a fair award. The city also claims that future budgets can’t afford to give us anything and again we crunch the numbers and show that the city absolutely can. But who’s to say we are right and they are wrong. Why should the arbitrator believe us over them? Again, we’re right.

We’re right and we can prove it. Our experts show the accuracy of our fiscal predictions versus the city’s and it’s not even close.

Over the last decade our predictions have outperformed the city’s at every single hearing.

In most years by double digit margins.

As with most things in life it’s not luck that wins the day, it’s hard work and preparation. Make no mistake about it a lot of people put in a lot of hours on our contract, but I can’t think of a better cause than making sure our members get every penny and benefit they have earned.

Police Board of Inquiry or PBI – Why it’s a Crap Shoot and generally why it favors the Police Department in most cases

PBI’s are loosely mirrored to reflect the same give and take that a general court case takes in the CJC. Loosely is the operative word here. Unlike court at the CJC, hearsay is allowed and your accuser could be an anonymous letter. The board members selected for cases are usually scheduled in advance but there have been changes made at the last minute to boards.

The FOP has no voice or say in these selections. You can be assured of one thing; board members who have a history of finding people innocent are not frequent flyers down there. Funny, isn’t it?

Recently, I was the FOP representative at a case about the use of a Taser. It involved tazing someone while they were cuffed. In general I would agree that should be a last resort in such instances but in the case of a violent prisoner; (one who is cuffed) it may be your only alternative to subdue someone. Is it not impossible for a cuffed prisoner to cause serious bodily injury to an officer or an innocent bystander? Certainly it’s not! Is it inconceivable that a cuffed prisoner can cause serious bodily or even death to an officer or an innocent bystander? The answer is proven in prior cases across the country.

Officer and civilians have been both killed and/or seriously wounded by cuffed prisoners. There are statistics created every year that support this reality. None of that comes to bear out in PBI testimony. It can literally depend on the people making up the board as to whether or not the officer is found guilty. Nothing is standardized in these hearing. At times, the personnel that sit on these boards are comprised 100% by people who serve the department in administrative capacities. In some cases, the board will be made up of people who

haven’t been on the street in years.

In the odd case where an accused is found innocent, the board must comprise a memo to the Police Commissioner outlining their reasoning for their findings. The preparation of this memo falls to the chairperson of the hearing, which in the case of Officers is usually a Captain. After polling the board members for their reasoning the Captain does the memo and sends it to the Commissioner. The Commissioner can leave the case alone, leaving the NOT GUILTY verdict intact, or he can reverse it and find the Officer GUILTY. Now mind you, the Commissioner can do this by simply reading this memo; he doesn’t have to listen to the transcript of the case. Doesn’t sound right does it?

On a brighter note, I would like to thank all of you who participated in our call for donations to the Hurricane Harvey relief effort. The response was overwhelming and the truck was filled to capacity.

Unfortunately, we are hoping that the next round of weather related instances do not require the same but we will be ready and I know you folks will answer the call.

In closing I just hope that all of you remain safe and return to your families after each tour. Work as if your very life depends on it, because it does. Back each other up in every instance. Please refrain from critical remarks on social media, especially about your co-workers and supervisors and Commanders. If you wouldn’t say it in person; don’t say it on paper. Once you hit the send button, you can’t get it back. If you say the wrong things you yourself may become quickly acquainted with the PBI system!

Treasurer’s Report

September 2017 National (Crab) French Fry Day, July 13th For the third year in a row Chickie’s and Pete’s Crab house and sports bar has chosen the FOP to be the recipient of the proceeds during their celebration of National French fry day. In appreciation of police officers service, the Crab Fry truck traveled the city feeding our officers. They stopped at Police HQ, East Division and the new Police Academy. They fed hundreds of officers, dispatchers and recruits throughout the day and they ran specials at all the restaurants raising money to donate to the FOP survivors fund. This year Pete Ciarrocchi presented a check for $24,500 to the FOP Survivors fund! Thank you, Pete, and your entire Team for all you do for the Police and the Philadelphia community.

FOP’s helping FOP’s September proved to be a tough month for many people in our country who live in the path of hurricanes. Many FOP’s and their families live in these affected areas.

Officers are challenged with protecting the communities they live in but their challenge is compounded because they need to protect their own families as well.

In response to this, Philadelphia Lodge 5 decide to donate $10,500 of our charitable money to the Houston TX FOP in this great time of need. We also call out to our

friends and family for donations of any kind to ship down to them. Riley and Sons Moving Co. dropped an 18-wheel truck off in the FOP parking lot. The donations almost immediately started to roll in. We packed 25 Tons of water, diapers and other supplies they desperately needed onto that truck in record breaking time. A few sore backs later, the truck was on its way after Father Steve gave it his blessing! The truck made it down a few days later and according to our contact, it was just in time. They had come dangerously close to running out of the things we provided.

This is one of the times I am most proud of our department and to be a part of Lodge 5. Thank you to all who helped in this effort.

Politics An upcoming election for the office of District Attorney is this November. The Democratic candidate will likely prove to make our lives more difficult than we can imagine. Now is the time to put it out to your friends and families to vote for the Republican candidate. Beth Grossman is an experienced prosecutor and a very good friend to the police. She has proven herself many times, and most importantly, she will work as a team with the police to make the streets safer for Philadelphia.

Stop in for a meeting or a happy hour at our lounge. Get involved and help make the lodge stronger for all.

Disability Corner

The end of the summer is here and we all begin to get back to our regular fall schedules. The kids are back in school and there is homework that needs to be done. Those things although tiring bring smiles to many of our faces, seeing our kids make accomplishments is every parent’s wish. But in order for our kids to succeed we have to go to work in the mean streets of Philadelphia where our lives are put on the line every day.

The Executive Board has been busy all summer negotiating a new contract for our members and on August 15, 2017 our new contract was announced. It will cover the period July 1, 2017 thru June 30, 2020 with a 3.25% pay raise across the board retroactive to July 1, 2017. There will be two additional raises, 3.50% will be given July 1, 2018 and 3.75% July 1, 2019. Our team lead by John McNesby and our arbitrator Marc Gelman were able to convince the majority of the panel that our members deserve a fair contract by not allowing any changes to our health care. Our members received $1,300.00 payments to settle the electronic court case.

The member’s contributions to their pension will increase .92% in 2017 and .92% percent in 2018 with the exception of D Plan, this increase will keep our pension system on solid footing for decades to come while still keeping the 401K option off the table. We were able to have the life insurance increased from $25,000.00 to $35,000.00 for all of our active members. Our retired member trust will receive $4.5 million dollars each year of this award. While the contract was being negotiated we continued with member services by 36

providing lunches and water during the Welcome to America festivities, Made in America, we have also had the opportunity to visit many of our districts in the city with our food truck if we haven’t been to your location yet don’t worry we will be coming soon.

In the disability area we will continue to make sure your contractual rights are not being violated. There were no changes to our current program which means that we are doing a great job. We just ask our members to return to work when they are healed and not to abuse a program that took us decades to build. Above all else please do not go home with an injury. The city and the police department will scrutinize everything. I would rather you be safe and report the injury even if it turns up to be nothing the next day. Read everything you sign regarding your injury.

Remember it’s your injury to describe not your supervisor’s, although they are there to assist you with the paperwork. It’s your report so make sure it adequately describes your injury. We here at the Fraternal Order of Police will not allow the City of Philadelphia to ruin a system that we have worked so hard to get for our members. So please if you are unsure of your rights or just have questions that you need answered please call Terry Reid or Joe Schrank at (215-629-3620) and we will give you the right answer the first time. Please remember that the Safety office personnel works for the City of Philadelphia and may not have your best interest in mind when they answer your questions. and lung doctors so you can receive quality care from the beginning The Fraternal Order of Police National Lodge held its Biennial Conference in Nashville Tennessee on August 26, 2017 concluding on August 30, 2017. They were able to re-elect Chuck Canterbury as our National President and our own State President Les Neri as the National 2nd Vice President. Congratulations to both of them as well as their entire board.

As this magazine goes to print we will be attending our annual Police and Fire Hero Thrill Show. At this event members of the community come out and support us. There will be many members of both the Police and Fire Department on hand to explain to anyone who will listen to they do what each and

every day. The kids can put on certain pieces of equipment to pretend they are an actual Police Officer of Fire Fighter and of course there are the shows put on by the Highway Patrol Drill Team and K-9 unit. It’s a total family affair with all proceeds going to educate the children of fallen Police and Firemen.

It’s an awesome event that goes off every year without a hitch.

Conductors’ Message

Here at your FOP, Heroes Ballroom, Michael G. Lutz Room and 7C we are very busy gearing up for Fall and creating another Autumn and upcoming Holiday season for you to remember.

I want to start out with a quick reflection of those longer days/shorter nights of summer, not to mention the hype over the eclipse. The graduations/showers/birthday/retirement parties and many other treasured milestones were enjoyed with forever memories to cherish. The tastes of summer were sure to please in 7C Lounge with those Seafood entrees that fulfilled our Summer cravings! Along with another look back, the “Irish Pub Tour De Shore” topped all records with the hearts of volunteers that shined showing their devoted, unselfish, faithful spirit to conquer that very long journey from Philly to Atlantic City. Every summer, year after year, hundreds of participants pedal those miles with a worth that can’t be measured. This turnout benefits our FOP Survivor’s Fund and was again a profound success. Thanks for all your support!

These long lasting irreplaceable important events are completely heartwarming, showing the “BACK THE BLUE TEAM” we all represent!

Nevertheless, it’s time to put the lawn mower away and smell the temptation of our “Wednesday 1/2 price burger’s” (see flyer), that are cooking up in 7C lounge.

ner feast we begin to spice up your night with the 7C Lounge “FALL/WINTER LINE UP” for 2017! These include sounds from “Raised on the Radio”, “Great Scott Band”, “Heartbeats”, “Jamison”, and “LeCompt”, (just to name a few-see flyer).

The first of our fall wrapped up events was the Philadelphia DOO WOP Festival this past weekend. What a beautiful indoor/outdoor afternoon with over 1,000 in attendance enjoying the sounds of Philly’s Oldies and Best of the area’s top vocal groups. More uplifting much appreciated kindhearted contributions that will also assist our FOP Survivor’s Fund. The day also kicked off our hometown football season with a Philadelphia Eagles Win! So now, when you decide to finally turn those sandals in for thick socks and boots, be sure to strap on some wings and “Fly into 7C Lounge”. All season long we have a “Whistle to Whistle” $25 package deal, 50 cent wings and a $5 game menu to celebrate the return of football and our own “Philadelphia Eagles” #flyEAGLESfly!! (see flyer). Next, onto a little Holiday Season news… I would like to remind all of you to please keep checking the FOP website and social media sites for updates on the Children’s Christmas Parties, our Annual Breakfast with Santa and a New Year’s Eve package all being held in Heroes Ballroom that you won’t want to miss. The planning is almost complete and for these special days and spaces are limited and just a note the “Children’s Christmas Parties” will be posted with the “reserve your spot” available beginning November 1st. If you have enjoyed this merry filled afternoon in the past, please allow some of our brothers and sisters and their families an opportunity to join us too!

It has never been harder to be a police officer, particularly in Philadelphia. John McNesby recognizes that and once again John and his contract team have delivered a very good contract for our members and their families. I’m very proud to be part of this team that always puts members first.

Our officers are under attack on the streets and in the media on a daily basis. Recently, the law abiding folks who make up the majority in our society came together here at the FOP and showed their support for our police officers, our families and the rule of law. We had many visitors here at the Back the Blue Rally here at the FOP. All were very impressed with our Lounge, our catering area, and our facility.

In the contract, we were also awarded the sum of 1,300 hundred dollars to be payable in late September – early October.

It is always nice to have a little disposable income. Might I suggest that you utilize some of that unanticipated income here at the FOP Lounge or by booking an event.

Chaplains Corner - by: Lou Campione Why does God allow bad things to happen to good people? This question is one of the most frequently asked, since the creation of Adam and Eve; this has been asked whenever there has been a tragic event.

The storms in Texas and Florida have again caused the question to be asked. The immediate answer offered by our Judea-Christian teaching is that as a result of the misconduct of Adam and Eve we live in a fallen world. God’s intent when he created the world was that this was to be “Heaven on Earth” and our first parents in an effort to get what they thought to be sweeter deal broke the law and God‘s justice required that they be punished. We like our original parents have been given a free will; however that free will requires we live by the law, known as the Ten Commandments.

Our God is a loving father, but when we refuse his love, by breaking the law we are subject to his justice. When this happens we are permitted to ask God why bad things happen, but he is not required to answer in our time frame or we may not accept his answer.

Our Judeo-Christian belief offers an illustration of how we are to deal with the suffering of the innocent. In the “Book of Job” we are given a front row seat into this discussion, why bad things happen to good people. Jobs friends respond that it must be as a result of something Job did wrong, Jobs wife responds that Job should “curse God and die”. Job rejects the opinions and goes directly to God. God’s response to Job was to flip the script and to tell Job he is God and Job is not and he must accept his suffering for a greater good. Job repents for

not trusting God, he accepts his plight prays and works. Nietzsche describes this response “that which does not kill me makes me stronger”; Job is made stronger through his suffering. Ignatius offers this answer to the dilemma “pray as if everything depends on God, work as if everything depends on you.” What does this look like in the face of these tragedies; with the tragedy in Texas and Florida we saw a tremendous outpouring of support for the victims. Such as the tractor trailer full of supplies donated by you and shipped by the F.O.P. to the victims in Texas. And then there is Sister Margaret Ann, principal of Archbishop Coleman F. Carroll High School in Miami, as reported by Lindsey Bever of the Washington Post. An off duty MiamiDade police officer caught sister in full habit with a chain saw in hand clearing a road of fallen trees; the police officer posted a video of sister in action. The police officer told her that the police would do the clearing; sister responded it will take a while and the police have more important things to do. Wow, what a tremendous example of praying as if everything depends on God, working as if everything depends on you.

This is the answer to the question “Why do bad things happen”, to make us stronger, by praying and working to live our mission from God. The answers to the question, “why do bad things happen” so that we may live the mission; pray as though everything depends on God and work as though everything depends on you.

Ugly times in America, why Police Officers on the street need to be more vigilant and aware of the policies of their local, state and federal government

As most of you have seen on the news and in person, there are differing thoughts on the perceptions of people regarding a wide variety of events across the nation. We need to be aware of what is happening here in Philadelphia more so but still keep an eye out for the state and federal government. Here in Philadelphia at the time of this writing, we have a police involved shooting in the hands of the State Attorney General’s Office. While that may be the fair thing to do, I do not necessarily agree with that policy. Even if that office decides the shooting was justified, which it is in my view, what’s to stop the federal government from coming in with their two cents? Is this going to be the policy going forward on all matters like this?

In another arena, we have former members suing just about everybody when things have not gone the way that was expected, not just for them but for us also. Every matter that we bring to arbitration is a matter we expect and try to win. We never go into these things expecting to lose. The cost for these things are staggering but it is a cost we have to endure for the sake of all members of the FOP. We even have self-proclaimed reporters standing outside the FOP, shouting into a camera doing podcasts filled with false and libelous allegations that they have no basis in the truth to make. This same person travels around the city trying his very best to get under the skin of working police officers for trivial things; hoping to capture anyone reacting to him in anger. To date, all of these interactions have made him look foolish. One has to wonder just what his goal is at this point, other than to bait us and police officers on the street. Remember, that is coming from someone who once was one of us. I’m sure

someone will pass my thoughts along to him and I’ll be his next target and that’s okay. I treat each and every one of our members the same way I would expect to be treated; with dignity and respect. Rest assured, someone on this job, possibly someone you work with is feeding false and misleading information to him and it won’t stop because they all have an axe to grind. These are the very same people who themselves write anonymous letters through and around this department, hoping to stir something up where there is nothing.

It’s the nature of the beast today.

We all have seen firsthand the effects of unlawful gatherings in front of a police officer’s home. No one should have to experience that type of thing and it just goes to show just who will be there to protect us in times like this. First and foremost, the officers and supervisors present did an excellent job in a very trying situation. I’m sure it was particularly hard for the officers of color to endure racial slurs being hurled at them as they did their job and did it well. It seems to me that a vocal group deciding to protest in a residential area has stepped over the line. Calling out neighbors and families, using the vilest of profanity is not a peaceful protest. They want a confrontation and it is best to ignore them. It’s hard though to ignore the threats made at the officer and his family. There were small children in that block and it was certainly improper to use the language that was used. There’s no excuse for that! I also wish to give credit and let other know that all the Commanders on scene from the rank of Inspector to Captain wanted to end this event with arrests and that is to be commended. However, higher ranking Commanders got their orders from City Hall to

allow them to bring their vile, vulgar protest to a neighborhood of families. Even now, City Hall has lamented the choice of words used by our own President when describing this event at our rally last week, yet not a word about the vulgar words used by the protestors. The words of President John McNesby were true and correct; the words of City Hall were based on polls and placating the vile, rabid protestors, just as they do at City Hall and wherever they appear. It’s not now nor was it ever about color at the FOP; it’s about being BLUE. Anyone calling for our President to rescind or apologize is wrong and should first ask the protestors for their apology!

We now have received the latest fruits from our arbitration efforts, but despite the wait we still continued to provide daily representation that is afforded by the expired contract. All things that were in place remained in place until a new contract is delivered. Rest assured that the office of the Mayor and our very own Command Staff tried their very best to change things in their favor and we fought every effort they attempted to change starting with the pension and ending with promotional factors. It is my belief that changes need to be bargained for; with a little give and take between the differing parties to arrive at a better solution that has the input from both sides. Somewhere in the middle is the solution on most matters.

We believe that the contract we won is fair to all sides and most, if not all that was in the past contract continued, albeit with some very small changes in some matters.

Please be safe out there and assume there are cameras everywhere. Remember, it takes seconds to destroy your reputation with mere words. This political climate and this administration are not going to have your back; they say they will but that has proven to be shaky at best. It is obvious to me that most times they react to pressure from the media; like they’re a fair barometer of the truth.

When was the last time you saw a publication or the news media bash one of their own from

their own station or paper? I’m having a hard time remembering such an incident. They may bash competitors but never their own.

You can certainly count on them to plant themselves outside your headquarters or even worse on your doorstop. Don’t ever trust the media as they only want the “story” and are really never interested in your side of it.

You could give a two minute statement and then watch how they chop it up. Ignore them or refer them to public affairs as nothing good will come from a conversation with them.

Please remember to invoke your rights when anyone tries to interview you. By contract you’re afforded 72 hours prior to an interview for any reason. Off the record conversations are ON THE RECORD so don’t go there!! If you are requested to do a memo or give an interview regarding any matter, contact the FOP. If it’s after business hours request to call the ON-CALL FOP representative by calling Police Radio at 215-6863128. If you are denied this request and are ordered into an interview simply state at the first question you are asked the following “ I HAVE BEEN ORDERED TO PARTICIPATE IN THIS INTERVIEW DESPITE THE FACT THAT I HAVE REQUESTED AN ATTORNEY OR AN FOP REPRESENTATIVE BOTH PRIOR TO AND DURING THIS PROCESS.” In so doing you will have preserved your rights going forward. Ensure that these words are typed into the interview before you sign any forced interview. If the words are not typed in; REFUSE TO SIGN! Be safe out there and remember that your first priority is to get home safely from your tour of duty. We are here for you every day, 24 hours a day. The only “dumb question” is the one you don’t ask. In addition, the truck was filled with over 25 tons of items that were listed by the people in Texas as items they were in dire need of at the time of the trucks arrival. There were additional cash donations made directly to the relief effort. In short, the people in this community and especially the law enforcement community, answered the call to help our fellow man in a time of need. It also helped to have a blessing conferred on the drivers and the truck by Father Steve Wetzel, giving the truck a solemn sendoff.

SPECIAL RECOGNITION Tom Hessert III of Barbera Autoland

Mr. Tom Hessert is the general manager of Barbera Autoland, one of the biggest car dealerships in the Philadelphia area. In September 2016 Tom spearheaded a program that partnered Barbera Autoland with Talk Radio 1210 WPHT to create a program called Barbera Backs the Badge.

The program airs on 1210 WPHT on the first Friday each month. The program highlights the achievements of the men and women in blue from various districts and units. In addition to honoring the officers they donate one thousand dollars to the FOP Lodge 5 Survivor’s Fund. Since the start of the program they have donated twelve thousand to the Survivor’s Fund.

On behalf of our Survivor Families and our men and women in blue we thank you for your continued support!

him with his sergeant stripes, Officer Castro decided he would paint a portrait of Sgt. Wilson with his stripes and his medals. He gave that portrait to Sgt. Wilson’s family. Seeing the joy, the portrait brought them and how well it was received by officers throughout the Police Department. Officer Castro began painting portraits of fallen officers and service members throughout the country.

Depending on the detail of the uniform he spends approximately six to eight hours on each portrait. In addition to the portrait he provides six, 11 x 14 printed copies as well. He ships the portrait and copies to the families or department of the fallen officer.

Officer Castro began painting these portraits on his own accord without solicitation. He assumes the cost for all the materials and shipping. To date Officer Castro has completed a total of 77 portraits of fallen officers and service members.

Officer Castro it takes a special person with an enormous heart to do what you’re doing! We honor you and thank you for keeping the memories of our fallen heroes alive!

It all started with a hand painted portrait of Sgt. Robert Wilson III. Recognizing Sgt. Wilson was promoted posthumously and there were no images of

On September 16th, while in the area of 5100 Sansom Street, Sgt. Young was inside her marked patrol vehicle when without provocation or warning a deranged suspect ambushed her firing several shots at her striking her multiple times. Despite the attack she had the wherewithal to notify police radio for an assist. In order to move Sgt. Young to safety, responding officer became engaged in a shout out with the suspect as he fled the scene. While fleeing the suspect began to randomly fire shots at innocent civilian and responding police officers. It was imper-

ative to get this monster off the street.

Officers Miller and Manson were two of the many officers that responded to the assist officer call and were in the area searching for the suspect. Officer Miller spotted the suspect when the suspect immediately began to fire shots at him. Officer Miller returned fire several times and realized he had been struck by the suspect’s gun fire. The suspect then fled once again, this time to an alley way where he again became engaged in a gun battle with officers.

Officer Manson was able to strike the suspect putting an end to his temporary reign of terror.

These officers were subjected to the delusion and violence of a mad man because they wear blue!

They come together and demonstrated the power of blue, protecting each other and the innocent citizens of Philadelphia!

On November 1st, the officers responded to a home in the 7200 block of Summerdale Ave. where they observed a pregnant female in the front passenger seat of a vehicle. The female informed the officers she was in labor and would not be able to make it to a hospital. Officer Jackson immediately placed the female into the patrol vehicle. Officer Ewerth evaluated the situation and determined there was no time to wait. The officers assured both the parents everything would be okay and began assisting the female with the delivery. While Officer Jackson kept the father calm, Officer Ewerth received baby Ethan as he came into this world.

On April 9th, officers responded to a fire with people trapped in the 1600 block of W. Loudon Street. Neighbors told the officers there were people still inside the house. The officers could see thick smoke billowing from the front second floor window. Despite seeing the fire, the officers went inside and were able to locate two males inside trying to extinguish the fire with pots of water. One was refusing to leave the burning house. The officers could see the fire spreading from the front room to the hallway. The officers were able to get the males to the first floor. The officers were trying to ascertain if anyone else was inside the house but the complainants were so irrational the officers could not get an answer. One complainant was so distraught the officers had to physically drag him out of the house before they could begin checking the rest of the house. As the officers were checking the smoke and heat became overwhelming forcing them to evacuate. As the officers were exiting the house a small explosion occurred on the second floor. The officers were also able to evacuate an elderly couple from their home which was filled with smoke. Fire officials later ruled the fire was arson.

observed a large crowd fighting. As he exited his vehicle he saw a male discharging a firearm. Once the suspect noticed Officer Feeney he immediately began to flee on foot with officer Feeney in hot pursuit. While fleeing the suspect threw the firearm.

Officer Feeney relayed that information so responding officers could recover it. Officer Feeney was able to apprehend the suspect and place him under arrest! Officers recovered a Smith & Wesson firearm loaded with 4 live rounds. Further investigation revealed the firearm was stolen.

Officer Feeney was able to remove a reckless individual with a stolen firearm from the streets of Philadelphia. Great Job Officer!

14TH DISTRICT P/O Robert Mason #2678

While on patrol on the 5100 Block of Germantown Ave., Officer Mason attempted to stop a vehicle for multiple motor vehicle violations. When the officer signaled for the vehicle to stop the operator of the vehicle continued to drive for two blocks where he abruptly came to a stop and the front passenger fled from the vehicle with Officer Mason in pursuit. The suspect ran into a property where he began to viciously fight and struggle with the officer. During the struggle, the suspect pulled a silver revolver handgun from his front waistband. Officer Mason was able to fire one shot from his service weapon striking the suspect causing him to collapse and drop the revolver handgun which was loaded with 9 live rounds.

In the face of danger this officer relied on his training and courage to overcome a dangerous situation. Outstanding job Officer!

02ND DISTRICT P/O Padraic Feeney #3251 On September 26th Officer Feeney responded to the area of the 700 block of Adams Ave. where he

On June 25th, a mother left her 1yr old infant with a babysitter who lives near the South Street Mini Police Station. While at the neighbor’s home the infant began having seizers. The babysitter called 911 for police assistance. While waiting for police, the infant stopped breathing. The babysitter began performing CPR. With no improvement, she remembered the police station was nearby. She ran to the station with the infant in her arms. Lt. Goodson and Sgt. Cole observed the infant beginning to vomit and choke. The Officers called medics, cleared the infant’s airway and were able to temporarily stabilize him. Observing the infant’s condition, they decided not to wait for medics and rushed the child to the hospital. Sgt. Cole drove lights and sirens while Lt. Goodson continually cleared the infant’s airway. Subsequently, Dr. Lau of Thomas Jefferson University Hospital wrote a letter stating, “If it were not for the actions of everyone involved, the baby boy would not have survived”.

This was an excellent job by everyone involved!

On April 29th, officers were in plain clothes in an unmarked vehicle traveling on the 5700 block of Locust Street when they observed a suspect on the highway firing five shots at a vehicle that was traveling down the block. Without hesitation, these officers sprang into action. They chased the suspect on foot for several blocks until he ran into a home on the block. With the door to the home still open and the suspect still in sight, the officers ran into the home. After a brief struggle, they were able to apprehend the suspect. With consent of the homeowner who stated he did not know the suspect, the firearm was recovered.

The quick action of these officers removed another threat to society from the streets of Philadelphia. Way to go guys!

On August 21st, the officers responded to a house fire with people trapped inside. The officers could see the second floor was fully engulfed. The officers attempted to enter through the front and rear doors but were met with heavy smoke and fast deteriorating conditions. Seeming that all hope was lost for gaining entry inside the property, the officers began evacuating the adjoining properties which were starting to fill with smoke. While they were evacuating the adjoining properties the Fire Department had arrived and begun extinguishing the fire at the initial home; when they located an unresponsive elderly female. The officers grabbed the unresponsive female, placed her on the side walk and all three took turns performing CPR. When medics arrived, they provided the officers with a more efficient air bag mask. After several minutes of CPR, the officers were able to resuscitate the elderly female.

These officers worked together as one to save the lives of others. This is what wearing the badge all is about!

On March 15th Officer Andrews was on patrol in the 7500 block of Thouron Ave. when he noticed heavy flames and smoke coming from an apartment complex. The officer immediately notified police radio and began evacuating residents from various apartments and hallways. Officers Jeter, Leiby and

Wagner arrived almost immediately after Officer Andrews relayed the information. Without hesitation, these officers all went into the building which was billowing with heavy smoke and flames. They began assisting with the evacuation of residents.

These officers saved the lives of numerous residences prior to the arrival of Fire Board.

They risked their lives to save the lives of others!

That’s the meaning of “Blue” and they represent it well!

While patrolling in the area of 1800 E. Lippincott St. the officers observed a man running down the street with a scarf covering his face and holding his waistband. The officers attempted to stop the man but he refused to stop and continued to run.

As the officers got closer to the man he removed a dark object from his waistband and threw it on a rooftop. Still fleeing the officers were able to tackle the man to the ground where a brief struggle ensured. During the struggle police radio made a broadcast of a robbery in progress point of knife at the location the officers initially observed the male running from. Believing this was the suspect, the officers notified police radio. The complainant stated, after making a withdrawal at an ATM machine the suspect came from behind threw her on the ground then threatened to slash her throat if she did not give him all her money. The suspect was positively identified by the complainant and the knife was recovered.

These officers were in the right place at the right time!

Good job Officers!

On March 6th, the Officers were on patrol in the 2900 block of 13th Street when they drove up on two suspects having a shootout. As the officers pulled up closer, the suspects realized they were Police Officers and began to flee on foot. The officers pursued the males on foot for a short distance when one of the males tried to run into a family member’s home. Seeing this, both officers tackled this suspect and took him into custody. A warrant was subsequently issued for the second suspect. However, the officers did recover both firearms.

These courageous officers drove up in the middle of a gun battle and still had the wherewithal to apprehend a suspect and recover both firearms!

You represent the Philadelphia Police Department well!

While on patrol in the area of 56th and Kingsessing Ave. the officers heard several gunshots, and began surveying the area. Within minutes the officers observed a male walking closely against the bushes with his hands on his waistband. When the male noticed the officers approaching him, he began to blade his body from the officers. The officers could see a wooden firearm handle sticking out from the male’s waistband. The officers detained the male and recovered the firearm. As the officers attempted to place the male into secured custody the male began to viciously fight the officers causing injury to the officers. The officers had to take the male down to the ground in order to properly secure him.

The male resisted because the officers were able to determine after recovering his firearm there were five spent casings and one live round. This was consistent with the number of shots initially heard by the officers.

Way to follow your keen instincts!

On December 16th while patrolling in the area of 3500 Vista Street, the officers responded to a house fire with a person trapped inside. The officers could see a chair on fire on the front step. They could also see smoke and flames billowing from the front door and window. Knowing someone was trapped inside the officers entered the property anyway. Once inside the officers could see the homeowner lying on the living room floor partially engulfed in flames.

The officers were able to drag the homeowner out of the flames and smother the fire on his legs. The officers then carried him outside to the rear of the property where they waited for Fire Board to extinguish the fire that plagued the front of the house.

The homeowner was transported to the hospital where he was treated and the fire was declared arson.

These officers are truly “Super Blue”! They risked their safety to save a fellow citizen. Way to go Officers!

Who do the cops call when they need help? They call SWAT! On July 22nd, the Officers were the assigned entry team executing a search and arrest warrant for the Homicide unit at an apartment on the 800 block of Riverside Drive. The suspect had made post on social sites stating he would not be taken alive.

Upon the team breaching the door the suspect was lying on a couch in the living room. He jumped up, grabbed a 40. caliber handgun off the coffee table and fired one shot at the officers as he was attempting to flee to a bedroom. The shot he fired struck officer Whalen in the lower abdomen area of his vest. Officer Whalen returned fire justly ending the suspect.

These officers put their lives on the line with every job they encounter and these guys come out on top! We thank you and we applaud you!

06TH DISTRICT P/O George Dilworth #3511 P/O Walter Henik #1941

On October 22nd, the officers were staked out in the area of 500 Race Street awaiting the arrival of a rape suspect, when they observed a female climbing over the guard rail on the overpass bridge.

The officers immediately exited their vehicle and approached the female on foot. By this time, she was hanging off the guard rail. After engaging in a conversation with the female they were able to determine she suffered from depression and both she and her spouse had just recently lost their jobs causing major financial problems. Visibly distraught the officers could see the female was ready to jump. While P/O Dilwoth continued to talk with the female, Officer Henik reached over the guard rail and grabbed her arm. Without hesitation Officer Dilwoth did the same thing. With both officers hanging over the guard rail they were able to safely pull the female over. She was transported to the hospital for treatment. Despite their heroic deed, the officers remained in the area to continue their stake out and subsequently arrested the rape suspect they were initially waiting for.

Can someone say, “SUPER BLUE”?!

On March 17th while in the area of 4900 Disston Street, Officers Lee, Hollaway and Schaffer were enroute to a bank robbery in progress call when they observed a vehicle matching the flash information given by police radio. The officers attempted to stop the vehicle but the operator refused to stop causing a pursuit to ensue. Once the suspect drove onto I95 the pursuit was terminated. Headed toward the Betsy Ross Bridge the suspect made a U-turn driving against on-coming traffic back into the 15th District. (He decided he’d rather be in prison in Philly).

Still in the vicinity the officers re-engaged the suspect until they briefly lost sight of him. They quickly located the vehicle unattended and observed the suspect on foot running. After a brief foot pursuit, the officers were able to detain the male and recover the stolen money. The suspect was positively identified by the bank teller as the person who robbed the bank.

On February 7th, the officers responded to the area of 1100 Windrim Street to investigate an armed robbery in progress. Upon their arrival, the officers noticed four males matching the flash. As they approached, one of the males aimed a firearm at the officers. The officers discharged at the suspects.

After an intense foot pursuit, the officers were able to apprehend three of the suspects. They recovered a firearm in addition to other evidence. The fourth suspect was later apprehended by officers from another unit. All four males were positively identified for the armed robbery.

These officers did a great job getting another potential cop killer off the streets of Philly! Excellent job officers!

18TH / 1ST DISTRICTS P/O Michael McBride #6666 P/O Thor Johnson

On January 29th, Officers McBride and Johnson

were flagged down by a group of bystanders. At this time, the officers observed an unknown female displaying the universal sign for choking. The officers also observed that the female was turning blue and could not speak. Officer Johnson immediately administered abdominal thrusts. After a few moments Officer McBride, relieved Officer Johnson and continued to administer the Heimlich Maneuver.

Shortly thereafter the obstruction was dislodged from the victim airway allowing her to regain the ability to breathe and speak. Medics, who had also been called to the location, then treated the victim.

The officers’ quick thinking and reliance on their training allowed them to save a life that would almost certainly have been lost without their intervention.

On August 27th, the officers received flash information regarding an armed robbery at a 7-11 in the 15th District. The vehicle used in the robbery was registered to an address in the 4200 block of W. Girard Ave. Officers Shippey and Breyer immediately began surveying the area when they observed a black Toyota parked unattended. Not far from where the car was parked the officers observed two men fitting the description that was broadcasted moments earlier. The officers stopped the suspects and notified the 15th District. Witnesses were transported to their location where both offenders were positively identified and taken into custody. As a result of the arrests search warrants were obtained for both the vehicle used in the robberies and the defendants’ homes. Recovered during these searches were the clothing used during the robbery,

On January 1st, members of the South Division Narcotics Team were deployed to 1500 block of S. 23rd Street to monitor a large party which was possibly gang related. The officers observed a male step out of a crowd which had gathered and proceed to fire 8 rounds from a handgun. The officers quickly exited their vehicle, drew their weapons and ordered the suspect to drop the gun. The officers repeated this command numerous times but the suspect refused those orders. The male eventually lowered the firearm and then threw it into the open window of a nearby parked vehicle where a female passenger attempted to conceal the gun for the suspect. The offender then attempted to elude the officers by disappearing into the crowd. The officers followed and were able to apprehend the offender. The officers also arrested a female passenger. A search warrant was executed on the vehicle and recovered were two firearms, a large amount of ammunition, and 9 grams of cocaine.

These officers placed themselves in the path of an armed and dangerous criminal in order to protect the citizens that they serve.

On June 13th, Officers Preston and Greene responded to a bar in the 7500 Haverford Avenue for a report of a stabbing. Upon arrival, the officers were met by a complainant who was bleeding profusely from a stab wound on his forearm. It was apparent that the victim would require immediate first aid before being transported to the hospital.

The Officers quickly applied a tourniquet to the victim’s arm to slow the bleeding, and then continued to render first aid before transporting him to Presbyterian Hospital. Upon being admitted to the hospital the victim was placed into critical condition due to massive amount of blood that had been lost.

It was later determined by the medical staff at Presbyterian Hospital without the first aid provided by the officers; the victim would have lost his arm. Officers Greene and Preston put their training to good use and displayed great teamwork and determination in a very intense situation.

On May 14th, Officers Mullen and Bezotsky were on patrol when they heard several gunshots coming from the area of 700 East Willard Street. As the officers walked on to the block they immediately noticed a female standing in close proximity to a shooting victim. The officers also observed the female was armed with a handgun. Mullen and Bezotsky quickly drew their weapons and ordered the suspect to drop her gun. The offender complied and was placed into custody. Recovered from the female was Ruger LC-9 semi automatic handgun. The officers immediately moved to the victim and began administering first aid and arranged for transportation to the hospital. The offender was identified by multiple witnesses as the shooter and later provided a full confession to East Detectives.

Officer Mullen and Bezotsky displayed great bravery and restraint in removing a reckless and dangerous armed felon from our streets.

On December 16th, officers responded to a robbery in progress point of gun in the area of 3900 Bennington Street. The complainant gave a description of three males in a black pickup truck. While responding to the call Lt. Hooven observed a truck fitting the description. The Lt. notified police radio of the vehicle and attempted to stop it when the truck fled at a high rate of speed. Officers Clark and Ramos were enroute to back up the lieutenant when they observed him in vehicle pursuit and joined as a secondary unit. The officers temporarily lost sight of the vehicle. The vehicle was later located in the area unoccupied. Not long after the truck was located the officers received information the occupants of the truck had fled to the alley in the 4800 block of Hope Street. While responding to that location Lt. Hooven observed the males walking eastbound on Roosevelt Boulevard. The Lt. attempted to stop the males and a foot pursuit ensued, and again Officers Ramos and Clark joined the Lt. and chased the offenders into an alley. While searching the alley a single gunshot was fired in the direction of the officers missing them by approximately 10 ft. As they approached the area where they belived the supspects were two of suspects rushed at them and a struggle ensued. The officers were able to subdue them and take them into custody. Lt. Hooven continued into the alley where he found the third suspect after a brief struggle he was able to place the suspect in custody. Recovered approximately three feet from the third offender was a handgun and one FCC. All three offenders were later positively identified by the original robbery

complainant and charged.

The officers displayed great courage and restraint when met by gunfire from armed and dangerous adversaries. We thank you for your outstanding work. Great Job!

25TH DISTRICT / EAST DETECTIVES Detective Mathew Hagy #768 Sgt. James Wagner #8691 P/O Stephen Bennis #2789 P/O Sean Clift #3487

On March 20th, Officer Saunders responded to a hospital case at 2440 North 5th Street for a report of an unresponsive infant. Upon arrival Officer Saunders was met by the child’s father who stated that his three-month-old son was not breathing. Officer Saunders quickly ran to the second floor of the residence and observed a lifeless unresponsive infant. The officer immediately checked the child’s vital signs and realized there was no breathing or pulse. Officer Saunders immediately administered CPR while awaiting the arrival of paramedics. Officer Saunders and the child were eventually transported to the hospital by police while the officer stayed in the back of the car and continued CPR on the unresponsive infant. Upon arriving at the hospital Officer Saunders was able to restore the child’s pulse that was then transferred to emergency room personnel and stabilized. Officer Saunders remained calm and utilized his training in the face of a very intense and traumatic situation.

As a result, this hero is directly responsible for saving the life of an unresponsive child. You make us all proud officer, wonderful job!

On October 29th, Sgt Wagner and Detective Hagy responded to the scene of a gun point robbery in the 2900 block of Hope Street. The robbery had been interrupted by two uniform officers resulting in a gunfight between the suspects and police. Police later arrested a one suspect. Detective Hagy recovered clothing from the offender and submitted it for gunshot residue and DNA testing, and interviewed the offender. The next day a witness came to East Detectives stating she witnessed the original robbery and could identify the remaining two suspects by nickname only. Using the 75-48 system and facial recognition software Detective Nagy was able to develop the two remaining suspects and submit affidavits for their arrest. Meanwhile, Sgt Wagner was attempting to retrieve video of the original incident near the scene when he observed one of the defendants walking eastbound on Clearfield Street from A Street. Sgt Wagner notified police radio and requested backup. Officers Clift and Bennis responded and were able to stop and arrest the suspect, recovering a Remington .380 semi automatic handgun from him.

These arrests show intense investigative skills and cooperation between detectives and patrol officers that were used to apprehend not only two robbery suspects but also an armed and dangerous felon who showed a total disregard for life by shooting at uniform officers.

We commend you for an outstanding job!

On December 7th, Officers Perez and Rivera responded to a radio call in 3the area of 2300 N. Hancock Street for a hospital case involving a newborn baby. Upon arriving at that location, the officers were met by a woman who informed them she had just given birth and the baby was unresponsive. The officers saw the baby was not breathing. They immediately checked the infant’s vital signs. Officer Rivera ensured medics were responding to the location by verifying this with police radio. Officer Perez tied the umbilical cord and then began checking the baby’s airway for any obstruction. Perez observed fluid obstructing the infant’s airway and was able to clear it. After clearing the airway, the infant began breathing and started crying. Both mother and child were transported to the hospital by medics for further treatment.

Officers Perez and Rivera displayed quick thinking, sound tactics and teamwork to save the life of a newborn baby who was only minutes old.

Excellent job!

On November 12th, Officers Deacon and Miller responded to the Fern Rock Train Station for a report of a man standing on the SEPTA tracks.

Upon arriving the officers observed a man standing in the middle of the southbound tracks refusing to move. The officers immediately notified SEPTA to stop all approaching trains and attempted to engage the man in a conversation. The man refused and just kept repeating “I’m going nowhere, I just want it to end.” While trying to engage the man they heard a train horn and looked up to see a train approaching at high speed. Realizing they were short on time Officers Deacon and Miller took the one shot they had to save the male from the encroaching train. The officers, without regard for their own safety, rushed the man knocking him off the tracks just seconds before the train sped passed them. Officers Deacon and Miller were thrown into a very volatile situation but were able to handle it with professionalism and great courage.

On August 31st, a shooting that took place in the 2300 block of N. Park Avenue was ruled a suicide. Based on additional information the Detective Bureau maintained an open investigation and continued to work in the case. On September 15th members of the Homicide Unit contacted Firearms Examiner Anne Marie Barnes and specifically requested she examine the evidence collected in that

specific case. She and co-examiner Officer Cruz tirelessly worked on all the evidence for countless hours. Through repeated testing for distance and test firing of the weapon the two were able to prove that the shooting was not a suicide. When called to testify the examiners were able to explain in court the details of the testing and findings that led to their conclusion. The result was a first-degree murder conviction.

The diligence, expertise and perseverance displayed by the firearm examiners lead to a murder investigation and conviction that may otherwise have remained unsolved. Fantastic job!

On October 20th Officers Kology, Ibbotson, Sutton, and McCalister were on bike patrol in the area of 17th and Courtland. The officers stopped to disburse a small crowd that was standing around drinking on the street. As soon as the officers dismounted their bikes a male who was approximately 20 yards from them produced a handgun and fired five shots in their direction. The officers immediately took cover and notified police radio. When the

officers were able to tactically approach the offender fled on foot with the officers in pursuit. The suspect was eventually apprehended and after a short struggle taken into custody. The officers recovered a .38 caliber revolver and a 9mm semi automatic handgun from the suspect.

The team work, quick and decisive actions while under fire and the officer’s willingness to pursue an armed suspect with total disregard for their own safety resulted in a dangerous felon and two illegal firearms being removed from the street.

On August 3rd, Officers Rice and Santiago responded to a call of an auto accident in the intersection of Broad St. and Wyoming Ave. A vehicle traveling at a high rate of speed southbound in the northbound lanes of Roosevelt Boulevard had struck two other vehicles and come to rest on the median. As the officers arrived on the scene they observed the striking vehicle engulfed in flames and rushed to the aid of the driver who was still inside.

Officer Rice ran to the passenger side door of the vehicle and forced entry in order to get to the driver.

Among the intense heat and thick smoke Officers Rice and Santiago were able to pull the unconscious driver from the wrecked vehicle and move him a safe distance away. The officers then aided medics with CPR as the driver was being relocated for transportation to the hospital for treatment.

The quick action and fearless teamwork from Officers Rice and Santiago allowed them to bring an otherwise deadly situation to a safe conclusion.

We commend then on an outstanding job!

CONTRACT AWARD HELPS TO SECURE YOUR PENSION

Dear Brothers and Sisters, After a long and difficult process, a contract was finally issued by the panel of arbitrators for the membership of Lodge #5.

This was the culmination of over a year of strategic planning by your executive board and the lodge attorneys.

A wage increase was secured for each of the next three years. These are excellent increases given the current low rate of inflation that exists.

A $1300.00 cash payment to each active member was secured.

Your medical plan was secured for the next three years with no changes. As you know the city was attempting to secure a biweekly payroll deduction from your paycheck to reduce their cost for the medical plan.

Life insurance was increased by $10,000 for all active employees.

The $4.5 million dollar payment for the retiree medical reimbursement was secured for each of the next three years.

The pension issue proved to be very difficult in this arbitration. The city wanted a tiered contribution system and a cap on pensionable earnings for current employees that would have been a disaster. The city asked for a mandatory 401K style hybrid pension plan for newly hired employees which would have made recruiting new officers extremely difficult. In the neutral arbitrator's opinion he referenced the city’s commitment to dedicating a portion of the sales tax to the pension fund that is over and above the city’s required Minimum Municipal Obligation to the pension fund. The 84

neutral arbitrator acknowledged that fact that we do not pay into the Social Security System. The panel’s decision given these facts was to slightly increase contributions for current employees and a somewhat larger increase for newly hired employees.

These will be your dollars going in to your pension fund to help bring down the unfunded liability at a faster pace. The goal is to get the pension plan to 80% funding by the year 2030. There will be no 401K style plan for any police officer. Members of Plan D are excluded from the increased contributions. This award should put the pension issue to rest and we won’t have to fight this battle again.

President John McNesby and his team have once again delivered an excellent contract for all members of Lodge #5, an award that contains wage increases each year and no loss of benefits. Thanks should also be given to Marc Gelman and Steve Holroyd from the Jennings firm for a job well done.

PAST PRESIDENT’S MESSAGE

According to the garbage in the news media, there is a “pension crisis.”

Unless something drastic is done, these “exorbitant” pension payments will “bankrupt” government. “Pension reform” is required.

Most of us in law enforcement have heard the old story about the guy who breaks into your house, steals your TV and then trips while going out your front door. Now he wants to sue you. This story accurately describes the aforementioned “pension crisis.”

You don’t need a degree in finance to understand the “pension crisis.” It is not an economic problem. It is a problem of fraud, deceit, lying and gross misappropriation of public funds. And the culprits are not the pension recipients. They are actually the victims. The culprits are the gang of state and local elected officials who quietly grabbed the pension money while directing everyone’s attention elsewhere. But the theft was subtle.

Instead of overtly snatching the money, the various state and local governments simply didn’t make the payments they were legally required to make into the fund. On the other hand, every public employee faithfully made each and every payment in full through payroll deduction.

When the fraud was discovered through the existence of the “unfunded liability” these same public officials loudly blamed the pension recipients and the media trumpeted their false accusations.

Fortunately, here in Philadelphia the recent past has demonstrated that honest people can honestly and properly run a pension fund. But that wasn’t always the case. About fifteen years ago a massive federal probe was uncovering all kinds of problems with the pension fund. The probe lost steam when the major perpetrator/witness conveniently died.

If the current pension trustees remain and 88

are allowed to continue to do their jobs, Philadelphia may be able to avoid the more serious ramifications of the “pension crisis.”

Other jurisdictions are not as fortunate.

The Pennsylvania state government is one of the more corrupt state governments in the nation. Not surprisingly, their remedy to the “pension crisis” is to replace one fraud with another, again victimizing the undefended pension recipients.

The replacement of a defined benefit pension with a “Hybrid” or a “401K style” plan will allow the new fraud to go largely undetected. Here’s how it works. The government and the employee will contribute to the “new” plan based on a “defined contribution.” But the ultimate benefit will depend on the performance of the plan. And it will be the public officials who will name the financial managers of the new fund. And as everyone in Pennsylvania who lives outside a hermit’s cave knows, financial managers are NOT selected based on integrity or proven ability.

They are selected based on the size of the “campaign contributions” (i.e. bribe) they can stuff in the pockets of the public officials who select them. Then, when the pension fund tanks due to mismanagement, the ONLY loser will be the unfortunate pension recipient. We’ll no longer worry about “unfunded liabilities.” We’ll simply slash the benefit received.

You will never repair the pension crisis with legislation or “hybrid” plans. You will only really fix the problem with a sitting federal grand jury and prison sentences for the alleged “reformers.” Until then, hang on to your wallet.

I am writing this article in the middle of September. The Contract Arbitration finished at the end of August. We were awarded the money to fund our Retiree Legal Fund, the life insurance and the Medical Reimbursement monies that we will mail out to eligible retiree’s (those who have been retired for five (5) years).

We are waiting like you are for the money. The city has thirty (30) days to file an appeal after the contract is awarded. You all have been in the business long enough to know that the City will hold on to the money until the very last day. They get every penny of interest on the money until they have to.

Some things never change. President John McNesby got the Retiree’s this money for the next three (3) years. You won’t have to wait for the money in 2018 and 2019. He also wanted the forms to be ready to mail out as soon as the money is wired to us.

They are ready to go.

Just so you are clear on this issue. After you retire you get five (5) years of paid medical for you and your family. You may not

elect to take it when you first retiree that’s completely up to you. You may defer it until a later time. You make those decisions at the Pension Board. But the FOP Retirement Trust will start mailing your Medical Reimbursement money automatically once you have been retired from the Police department after five (5) years, regardless if you have elected to defer.

Director/Chaplain In these times of uncertainty and high anxiety, it sometimes becomes difficult to focus and stay on track even when we make a conscious effort to remain stress free. Today we are sometimes challenged with fighting ongoing battles in our professional as well as our personal lives. As we look back over the years, perhaps we might think about better times, happier days both in the world and in our own lives. I meet people who have these conversations all the time.

In the environment in which we live today, police officers exercise and experience policing in a completely new way. In addition to putting on the uniform and keeping law and order, it is not uncommon for officers to function as counselor, referee, advisor, marriage counselor and sometimes the bearer of bad news. Yet they continue to carry out their tour as peace officers everyday with great professionalism and due diligence. In today's climate however, they are not always accepted or appreciated.

The life of a Philadelphia Police Officer in my view is more than a career; it is a vocation, a "calling" if you will.

In my work as chaplain of FOP #5's Michael the Archangel Ministry Program, I have had several conversations over these past few years with family members of our officers who have shared their thoughts about policing in today's environment. They have great concerns around how police officers are viewed today. Faith can play a vital role in reducing stress in our every-

day life. I decided three years ago as part of my daily routine to pray for the needs of our officers in the morning and again at night. Perhaps you will join me in this! Flu season is rapidly approaching. It is highly recommended that you get your flu shot every year. The Center for Disease Control and the Philadelphia Department of Public Health recommend you get a flu shot in October.

The FOP and LEHB were successful in convincing the Act 111 Panel to leave our benefits untouched. One of the main reasons we were successful was the fact that we demonstrated our ability to work with our members to control costs.

If you get a flu shot at your doctor’s office, it can cost your medical plan up to $150 and cost you a $15 co-pay. If you go to a pharmacy, it can cost your medical plan up to $35 dollars. BY LOU CAMPIONE In October 2007 President McNesby asked for a review of all that the F.O.P. and Law Enforcement Health Benefits was doing with regard to our Behavioral Health programs.

Together we reviewed all of our programs and made a series of recommendations to President John Mc Nesby and to Law Enforcement Health Benefits Administrator Tom Lamb. All of these recommendations were adopted and we continue to develop programs according to the needs of our membership. For example we recently met with representatives of the Steven A. Cohen Military Family Clinic at the University of Pennsylvania. This program provides behavioral health care for veterans and their families. This is one more partnership that we are proud to be a part of to help our F.O.P. family. Each of these programs developed as a result of needs of our members and their families. These resources have been tested and have proven themselves as valuable resources. They assist in the healing process, we have seen lives, marriages, and families restored. We have the wealth of six hundred members of the Police Chaplains Program, who represent every denomination and are willing to help with any spiritual concerns.

We have approximately eleven hundred providers available; psychiatrists, psychologists, counselors, and social workers to address mental health concerns, whatever the need we can find a resource. The help is available if you or someone you know has a need we can help get you or them to a safe place. Please use the programs, to help let the healing begin.

These programs include: Father Steve Wetzel leads our Michael the Archangel Chaplains program. This is a nondenominational approach providing spiritual support for you and your family. Father Steve can be reached at 215-629-3622 his office is located at the F.O.P. 11603 Caroline Road.

The Police Department, Fraternal Order of Police, Law Enforcement Health Benefits; and the Department of Health are partnering to bring our members a smoking cessation support and assistance programs Dr. Trisha Macnair and Dr. Olga Calof summarize years of research in the long life equation published by Adams Media 2007, conclude smoking reduces life expectancy by eight years. “Cigarette smoking is the single most important cause of preventable disease and premature death in developed countries. Tobacco smoke contains over 4,000 chemicals, many of which are highly toxic, such as arsenic, formaldehyde, cyanide, benzene, toluene, and acrolein.

Because smoking increases the risk of at least 50 different medical problems from cancer and heart disease to infertility, digestive problems, and dementia – it has a huge impact on health expectancy. Almost one third of all cancer deaths (including 90 percent of 99

deaths from lung cancer), 80 percent of deaths from bronchitis and emphysema, and around 17 percent of deaths from heart disease (which together account for a large proportion of all deaths) are directly due to smoking. Lifelong smokers have only about a 50 percent chance of living past the age of 65, but even if they do reach old age it is likely to be blighted by chronic respiratory problems, cardiovascular disease, and a poor quality of life. About half of all smokers are killed by their addiction.”

The good news is research shows if you stop than you can undue most of the damage. So we offer the following to help you stop.

The following organizations operate under the LEPSN;  First Responder Addiction Treatment (F.R.A.T.) Program o Livengrin Foundation has been treating Philadelphia Police Officers Since 1966. This program was designed and run by one of our own Lodge 5 members. The staff of the FRAT program is a mixture of active and retired law enforcement, peer and professional counselors. They can help with all addictions or a combination of addiction and mental health concerns. Both inpatient and outpatient needs are addressed with this program. “AUXILIARY OF THE YEAR FOR 2016”

Here it is Labor Day, unofficial end of the Summer but still 3 weeks to the official end according to the calendar. The Auxiliary is happy to see fall arrive, as we are always busy participating in many activities that will help with showing our support for The Philadelphia Police Officer and their families.

Over the past few months of 2017 there have been many changes within the Auxiliary but we are still a STRONG, DEDICATED and SUPPORTIVE group. Our membership continues to grow and that is all we can ask for because all we want are people who truly want to be with the Auxiliary for the same, supportive reasons, to show the Philadelphia Police Officer we will “Never Let Them Walk Alone”.

As we all know the last week of August was ugly for one Philadelphia Police family, during the horrific event that night I spoke with several dozen other police wives/family members who were horrified over how such an act can happen. The act that caused concern was the BLM group showing up outside of a Police officer’s home on Bridle road and block the street, use a bull horn to scream all night long. This officer was only doing his job and was cleared of any wrong doing, he was only protecting himself, his other passenger and the other citizens on the streets of Philadelphia, because this person did not care and had no regard for other human lives. HE took an Oath to Serve and Protect not to be violated and have his privacy obstructed. Not only his privacy but the other neighbors who had nothing to do with the event and were subject to their loud, obnoxious actions. The FOP and other

Law enforcement groups were there but it did not stop them. This is scary to all police families as this could be them at any given time thanks to the actions of our Mayor, he does not care about the families and the officer or he would not have enacted any such law where a police officers’ name is released within 72 hours if they are involved with a shooting.

Well within one week of this ugly night OUR FOP organized a wonderful and much needed BACK the BLUE rally to show our officers they are Loved and there is support in our city for them. The Auxiliary was thrilled to be present at the event, to hear the speakers and what the Police officer means to them was amazing. They will do all they can to get House Bill 27 passed in Harrisburg, please keep up the fight and let the Governor know we will not have actions like August 24th happen in our city again.

Martina White is a co-sponsor for this bill and is eager to have it pass. President Mc Nesby was very happy with the crowd that gathered even with storm brewing it did not stop the Blue Family. It was such an emotional night to see so much support and backing for our Police Officers. Now we will not let this die down we will work to keep up the support throughout our city.

Our September meeting hopes to be a promising morning for Beth Grossman, as she is our guest speaker. Beth is totally behind the right thing to do, she has been in the DAs office and knows how it is important to have the Police Officers in alignment with you, not knocking them down with your words and actions, Hopefully when you are reading this she will be our new District

Attorney. We can only help her and get the word out to vote.

We are excited to be back at the Thrill Show this year on 9-23 down in the Wells Fargo parking lot, we like to meet and greet with police families who come out for a day of fun and thrilling acts.

On 10-8-17 we are once again hosting our only fund raiser Designer Bag Bingo. This event has been a success for the auxiliary in years past and we hope this year is nothing different.

The FOP, Lodge Five, dedicates this section of every issue of the “Peace Officer” to honor the brave men and women who have dedicated a good portion of their lives to the vigilant watch protecting the lambs from the lions. Once in a while someone sends a poem or writing that they feel is an appropriate expression of gratitude to our fraternal brothers and sisters who have passed away. Sometimes it is the work of the person who sends it or something they have read that moves even the hardest of souls. We encourage and welcome these submissions. WIllIAM PIUS FIEDlER DOB: 10/11/1947 DOD: 02/23/2017 APPD: 05/11/1970

RETIRED: January 31, 1982 5th, 24th, E.P.D, 35th District

William (Bill) Fiedler was born to Josephine and Henry Fiedler, the youngest of three children. He was proud to be born and raised in the Kensington area of Philadelphia where he attended Catholic grade school at Visitation. He went on to graduate from North Catholic High School. In 1970, he joined The Philadelphia Police Department.

Throughout his career, he was assigned to the 5th District, the 24th District, the 35th District where he was assigned to the plain clothes Burglary Detail, and ultimately to East Division Vice. In his time with the Police Department, he was awarded several Commendations and retired in 1982. He and his family opened and ran a successful grocery and deli, Bill’s Deli, at Tulip and Berks Streets in Fishtown until 2004. Up until his death, he was a proud member of Lodge #5, was equally as proud of his time as a Police Officer with Philadelphia, and he enjoyed being an active member

at St. Katherine of Siena Parish.

After retiring, Bill enjoyed watching and spending time with his Grandkids, and sharing laughs with his family.

Bill was the loving husband of Mary (nee Costello) whom he married in 1971. He was the devoted father of Christian (Dana), a Police Officer in Upper Dublin Township (Montgomery County), McKenna (Amanda), a school teacher with the Philadelphia School District, and Mary Jo, a Certified Nursing Assistant. He was the dear PopPop of Carie, Shane, Aiden, Owen, and Ryan. He was preceded in death by his sister, Sr. Mary Rosalita Fiedler, C.S.S.F. and his brother John.

Saint Michael the Archangel, defend us in battle. Be our protection against the wickedness and snares of the devil. May God rebuke him, we humbly pray; and do thou, O Prince of the heavenly host, by the power of God, thrust into hell Satan and all evil spirits who wander through the world for the ruin of souls. JOSEPH P. DONATO DOB: 1942 DOD: 2-13-17 APPT: 12-27-1966 RET: 10-24-1990

Joseph P. Donato cherished hero of his wife, Linda (Porreca) and "little one", Lorrayne, received his heavenly reward on February 13, 2017, after a valiantly fought battle with multiple myeloma.

As a loyal supporter of the Boy Scouts, Joe was always humbled when reminded that he attained the rank of Eagle Scout from Boy Scout Troop No. 49.

Joe was a graduate of West Catholic High School. He was an accomplished artist and hoped to become an architect if finances allowed. He was employed by various companies for these skills and was proud to say at one point he was locked in a high security facility of Western Electric to help construct the perspective drawings for the first lasers.

He entered the U.S. Army National Guard at the age of 17 and served in the 103rd engineer battalion, 28 Division, Company C. He was very proud of the military and extremely patriotic.

His true passion was realized

when he graduated from the Philadelphia Police Academy in 1967. He assigned and served in the 1st, 19th, 93rd districts and finally in the Accident Investigation Division unti1 his retirement in 1990.

Although honored by many citations and commendations, Joe's greatest tribute was to be recognized by the Daily News as the 1988 George Fencl Award Winner while working in his beloved 19th district.

Capt. Frank Pryor noted that, "He is a soldier, a foot soldier, with a dedication and commitment to people. He never sought recognition and was amazed to hear that he had been nominated. He instills confidence in people." Joe was the candidate chosen as the officer with the most fairness, compassion, and commitment to community of all nominees. He enjoyed the annual Fencyl award luncheons and was particularly proud to be accompanied by his daughter, Lorrayne.

Joe was an active member and coordinator of the American Red Cross, Southeastern Pa. Chapter, Special Olympics, Jerry Lewis Telethon, and the Variety Club. He was the adviser to the Overbrook Park Town Watch, but his pride and joy was creating the civil task force of volunteers to patrol the district and act as a deterrent to crime.

In his very last days, Joe was honored to receive his certificate of achievement and Gold Card for 50 years of dedicated membership to Philadelphia Lodge #5, 1966-2016.

Upon retirement from the Philadelphia Police, Joe served as Chief of the Marple-Newtown School District Police Department.

He loved the interaction with staff and particularly students.

He was overwhelmed to receive

the first Friend of Education Awardhonoring him for his compassionand commitment to the Marple-Newtown School District Community.

Joe was a member of St. Anastasia's Parish. He had an unequaled love of the Blessed Mother, the Hail Mary, and his guardian angel, St.Michael. When someone was in need of special prayer or protection, Joe would "lend" his guardian angel to them in spite of his own desperate need .

Joe was the cherished hero of his wife of 24 yrs. Linda (nee Porreca), and his daughter Lorrayne M. He is also survived by Ray, Peg, Raymond, and Zachary Porreca and Tracey, Joanne, Joseph, John, and Maria Donato, along with many other loving family and friends. Joe is predeceased by his faithful companion of many years, Snuffy.

RONAlD J. DOHERTY (#3058) D/O/B: 5-28-1939 D/O/D: 3-03-2017 APPD: 4-02-1962 RET.: 1-25-1985

Ron is the husband of 54 years to Sue (nee Markey). He is the devoted father of Ronald Doherty, Jr. (Kelly) and Joseph Doherty (Karin), loving Pop Pop of Megan, Maddi and Dana, and “The Great” to his cherished Great Grandchildren, Hunter, Alba, Ganon, Raven and Scarlet.

After serving four years in the Navy, and a short career as a locksmith, Ron joined the Fairmount Park Police and graduated June 1, 1962. He served in many districts, as well as Vice and Plainclothes. In 140

September 1977 while working in Plainclothes out of the East Police Division he was shot in the right leg by a felon while apprehending him.

Through 23 years of service he received many commendations and civic awards.

After retiring from the Police Department he worked numerous jobs: Loss Prevention at the Philadelphia National Bank for thirteen years, Security at the Bristol Township School district for one year and Nazareth Hospital for eight years.

Ron’s family was his center. He enjoyed the many years when the children were young that we camped and the later years we traveled as a twosome. He was a history buff and trivia enthusiast and enjoyed playing cards, especially Cribbage, but he excelled most at teasing those he loved.

A special thank you to his fellow police comrades that attended Ron’s Memorial Service on March 25, 2017. Wish we would have had more time to hear your stories but know that Ron was looking down from Heaven smiling and happy to see you.

Sue and family JOHN M. TRENDlER DOB: 05/03/1946 DOD: 07/24/2017 APPT: 04/10/1972 RETIRED: 05/12/1993

John “Jack” M. Trendler, 71, died Monday, July 24, 2017, following a brief illness. He leaves his wife of 47 years, Shirley (Wilson)

Trendler; his son, Eric Trendler, and wife Jennifer; his daughter Lori Skucas and husband Alex; his sister Denise Gassen and husband Brad; four grandchildren; and many close friends. Born and raised in Bridgeport, PA, the son of John and Anne Trendler.

Mr. Trendler loved to play guitar, reading and science fiction.

When he was young he went on fun adventures, such as stealing his father’s car and driving it into a lake.

Mr. Trendler served as a US Marine where he received an honorable discharge. He was also a retired Philadelphia Police Officer where he served over 20 years on the force.

CARMEN F. CANNIZZARO DOB: 07/16/1932 DOD: 07/07/2017 APPD: 03/17/1957 RETIRED: 12/15/1971

Carmen was honorably discharged from the Air Force on 08/20/1952. He decided to enter the field of law enforcement as a member of the Philadelphia Police Department class of 133 March 17, 1957 He was assigned to the 17th district 175 and 1710 PRC vice investigations and acting sergeant.

Other assignments included 17, 41, 22 A.I.D, 1st, 12, J.A.D He received an official merit commendation for his actions on 08/19/1967 saving the life of an accident victim. Upon leaving the department he went to the U.S. Federal Protective Service from 1976 to 1981.His final employment was with the Philadelphia Depository trust Co. He was most proud of his service with the

Philadelphia Police Department. His dedication in helping the public continued until his final days.

My brother Bob passed away after a two-year battle with Leukemia. Beloved husband to Kathleen his high school sweetheart, and father to Karen (Steve) Minard and Robert Jr. (Holly). He was a loving grandfather of Steven, Nicholas, Kevin, and Micayla.

Bob grew up in South Philly with his two younger brothers, and was raised by his parents Connie and John. He attended Bishop Neumann H.S., graduating in 1967 at the age of 17. In August 1968, he joined the U.S. Army and served his country proudly for six years. While active in the reserves, Bob entered the Police Academy in October 1972, and upon graduating was assigned to the 3rd District. Bob’s next assignment was to the Anti-Crime Team (ACT 1) in March of 1974, where he spent the next fifteen years apprehending many Part One offenders in Southwest and West Philadelphia. Bob always said, “There is no cop like a cop West of the Schuylkill.” He enjoyed working both divisions and playing softball with some of the best cops the city ever deployed.

Moreover he loved the ACT Unit 141

and told me on numerous occasions how his fellow “ACTORS” were his best friends he served with during his years there in the 70’s and 80’s.

Bob trusted his life with them!

Bob was promoted to Sergeant in 1989 and was assigned to various units, including Transit, and then back to the ACT. The 18th District was his next stop, and then he transferred into “The Bureau” assigned to NCDD. Bob’s last assignment before retiring was in South Detectives. How ironic, he grew up in South Philly, and started and ended his career in South Philly. He finished his career earning over 50 departmental commendations, including Valor, Bravery, and Heroism.

Bob retired in 1997 after twentyfive years of service and took a position with Para-transit Company for four years. He then worked for the Transportation Security Administration as a Supervisory Inspector of Aviation cargo and surface; a position Bob held for fifteen years. Bob retired from the Federal government while battling cancer in March of 2016.

On a personal note, Bob had a passion for and cared very deeply about his family. He was quite the storyteller at family gatherings and had a knack for connecting with any age group. His nieces and nephews adored “Uncle Bob!” Bob’s second passion in life was golf; he was a regular at Cobbs Creek CC, where he could be found competing with men of all ages. Bob and my son John had some friendly, but very competitive matches during the years. Bob especially loved golfing with gentlemen in their 80’s, where wisdom was learned in the counsel of many. My brother Bill, my son and I were looking forward

to a trip with Bob to Myrtle Beach after beating his illness, but sadly that trip never came to fruition. We learned many great lessons from the game of golf, which parallel liferough ways, smooth paths, traps, obstacles, and a call for honesty.

Bob was my big brother and role model; I followed him into police work, learned a great deal about life from him, and will miss our talks about family, sports, politics, and Bob’s third passion-“The Stock Market.” He will be sorely missed!

Born in Philadelphia, raised in Mayfair and attended Lincoln High School. Shortly after he joined the Pennsylvania National Guard Reserves. Went on to be a machinist and then joined the Philadelphia Police Department in 1969 and served for 19 years. Was assigned to the 7th District, then the Round House, and finally Highway Patrol. After he retired from the Police Department, he was employed at Girard College as Manager of Campus Operations.

He married Janet Fosler in 1964 and raised a son, David and a daughter, Karen. Over the years, 5 grandchildren were born who he enjoyed

and loved dearly.

Bill was a person who really enjoyed life and had a great sense of humor. Loved going to the shore, the casinos, and playing cards with family and friends and dining out. He was a Mason. He faithfully followed pro and college sports and years ago coached Bustleton and Somerton Youth Baseball. After that, he was a manager of a Penn Del Baseball Team for several years.

Our family is grateful to have had him in our lives. He always had us laughing. There are no words to express how much he was loved and how much he will be missed.

William M. Farrell-69, of Cape May Court House, NJ, formerly of Philadelphia passed away peacefully with his family surrounding him on July 2, 2017. He is survived by his wife of 47 years, Kathleen (nee Weisback) Farrell; his children, Kathleen Lemaire (Rob); Michael Farrell; Dr. James Farrell (Shannon); and Megan Farrell; his brother Richard (Patricia) Farrell; and his 10 grandchildren, Sara, Bobby, Brenna, Mollie, Conor, Aidan, Maeve, Declan, Ciaran and Maggie; and many nieces, nephews and cousins.

He was a retired Philadelphia Police Officer and was last stationed at the 6th district. A decorated Army veteran of the Vietnam War, Bill was a member of the DAV, the VFW, the 142

Airborne Association and the FOP. He moved to North Wildwood in 1984 before moving to the Courthouse in 2005. He loved the beach, art, writing, telling stories and spending time with his family.

Funeral services were held at Our Lady of the Angels Church with internment at the Cape May County Veterans Cemetery on July 10th, 2017.

DOROTHY M. FElDMAN #3280 DOB: 12/06/1948 DOD: 04/30/2017 APPOINTED: 07/01/1981 RETIRED: 09/29/1994 It is with great sorrow that the Fraternal Order of Police inform our members of the death of Retired Philadelphia Police Officer Dorothy M. Feldman. She is the beloved wife of Elliott Feldman and is the devoted mother of Natalie, Shannon, and Alyssa. Also, the loving grandmother of Tea and Aubrey; also survived by her sister Christine McGinis (Rodger), her brother, Dr Andrew McGinnis (Lillian) and several nieces.

Dorothy joined the Philly P.D. on July 1st, 1981 and upon her graduation was assigned to the 6th District Unit, she was transferred to Juvenile Aid Division and Sex Crimes Unit. She had a great reputation as an investagator and team player.

While assigned to Sex Crimes, Dorothy met and married Elliott Feldman, very much to his delight Dorothy left SCU at her husbands urging to care for her children and special needs child.

Dorothy had a great sense of

humor and laughed the most when she first arrived at JAD, her name was put on the big old blackboard in the Horn School where JAD was located. At this time Dorothy’s last name was CUPP, so the name of the board was written D. Cupp. After about a week, the Sergeant changed the board to PO Cupp when he reallized why everyone chuckled when he would call our roll call “D. CUPP”.

In 2006, Dorothy was diagnosed with brain cancer and given 3 months to live. She continued her fight against this disease for the next eleven years. During that period she also was diagnosed with a form of bone marrow cancer in 2015, and non smokers lung cancer and skin cancer in 2016. These were four entirely separate types of cancer.

Dorothy requested to donate money in her name and send it to the FOP #5 Survivors Fund, still thinking about others.

Her death has affected many of our members, we hope and pray that her family and friends will be comforted that we also care.

Derek Harrell, a retired Philadelphia police officer, who served on the force for 20 years, died Sunday, Feb.12 of organ failure. He was 59.

"It was his life dream to become a police officer," said his widow, Carol Harrell. "He loved helping people."

A Philadelphia Police Department spokeswoman confirmed that Mr. Harrell joined the force in 1987 and retired in 2007. Carol Harrell said her husband served in several police districts over his career, including the 25th, 12th, 18th and 92nd.

Mr. Harrell was born in October 1957 to Robert D. and the late Richardean Harrell and was the oldest of three children. After graduating from Benjamin Franklin High School, he worked as a painter for the Philadelphia Common Pleas Court for several years before joining the police department.

Mr. Harrell lived in Roxborough, where he was considered the unofficial "mayor" of his block, his wife said.

"He could never go outside and not have 20 people driving by and blowing their horn to say hello or stopping to talk for a while," Carol Harrell said.

"The one thing everybody always said about him was that 'Derek is a good guy. He will do anything for everybody.'"

When he was not working, Mr. Harrell loved to spend his spare time rebuilding, repairing and driving race cars, she said.

"Cars were his main passion. He loved to race cars at Atco, (N.J.), and we would always go to the annual car shows at Wildwood. We would make a weekend of it."

One of Mr. Harrell's pride and joys was the 1973 Ford Mustang convertible that had been his wife's first car. "He rebuilt it and took it to the race track in Atco," she said. "He made it into a race car."

Carol Harrell was 17 years old when she met her future husband, then 19, in their Strawberry Mansion 143

neighborhood. Although they both lived on 29th Street about a block apart, they had gone to different high schools and had not met before the day she saw him riding a unicycle down the street.

"I looked out the window and saw him. I thought he was handsome," she said. So she asked her brother to introduce him to her.

When Mr. Harrell came over, they sat down on the front steps and started talking. "We were inseparable since then," she said.

They were married for 35 years, after their 1981 wedding, but had been a couple for 40 years, she said.

In addition to his wife, Mr. Harrell is survived by his father, Robert D.; a sister; and a brother.

John ("Jack") S. Lyons, Jr, age 78, of Brooksville, Florida, passed away on March 18, 2017. Jack. Was born in Philadelphia, PA on December 26, 1938.He was predeceased by his parents, John S. Lyons and Eleanor Lyons nee (McGowan).He graduated from West Philadelphia Catholic High School for Boys and began his work career as a press operator for the Curtis Publishing Company in Philadelphia Jack later joined the Philadelphia Police Department in 1963, and eventually retired in 1989 at the rank of captain. During his career he served as the commanding officer of a newly formed sex crimes unit in the 1980's. At his retirement, Captain

Lyons was the commanding officer of the West Detective Division, in West Philadelphia He was also an active member of the Police Chiefs Association; a 50-year member of the Fraternal Order of Police, Lodge #5; and a member of the board of directors of the Philadelphia Emerald Society. In addition to his law enforcement service, Jack was a veteran of the United States Marine Corps.

After his retirement to Brooksville, FL in 1989, Jack enjoyed golf, softball, bowling, and riding his motorcycle. He was also an active member of American Legion, Post I86, in Brooksville, FL, where he was a Charter Member of the American Legion Riders.

Surviving are Jack's son Stephen Lyons of Falls Church, VA, grandchildren Jack and Charlie; and daughter Colleen Levin nee (Lyons) of Plymouth Meeting, PA, son-inlaw Eric, and grandchildren Joshua and Lauren. In addition, Jack was predeceased by his beloved daughter Karen Lyons, who passed away in July 2013.

Jack is survived by two brothers, Donald Lyons of Tryon North Carolina, and Richard Lyons of West Deptford, New Jersey.

Police Department passed away in Milton, Florida where he resided. He was born February 17, 1937.

He was born in Philadelphia and remained there till 2003 when he moved to Milton, Florida on the Panhandle. It was a place he truly enjoyed.In 1954 he enlisted in the Army and served in the infantry for three years, a part of which was in Germany.

In 1964, he joined the Fairmount Park Guard and was the first Civil Service Detective in the Guard's history, ranking #1 on the promotion list. He was promoted to sergeant and lieutenant before the merger with the Philadelphia Police Department in 1972.

In 1974, he was assigned to the Northwest Detective Division as a lieutenant and served in this capacity until his promotion to captain in 1979. During this time he was writing Police Study Guides for the Davis Publishing Company in Santa Cruz, California and he also attended The Philadelphia College of Textiles and Sciences on Henry Avenue in the evenings. After nine years he received a BA in Criminal Justice.

Upon his promotion to captain he was assigned to Detective Headquarters at the Roundhouse. In early 1980 he was assigned to command the Northeast Detective Division where he remained until his promotion to Inspector in the latter part of 1983. As Inspector he was assigned to Detective Headquarters to oversee the department's Homicide, Narcotics, and Major Crimes Unit. He remained there until 1986 when then Police Commissioner Kevin Tucker asked him to command the department's Internal Affairs Division, a unit responsible for investigating alleged police misconduct. In 1989 he 144

was assigned to command the North and then Northwest Police Divisions.

In 1991, he was promoted to Chief Inspector and assigned to command the Philadelphia Police Academy and Advanced Training Unit. His other commands as Chief Inspector were the Community Relations Bureau and Research and Strategic Planning. He retired in late 1993, devoting his time to mentoring in elementary schools, as well as woodworking. In Philadelphia he mentored at the Ludlow and Fox Chase Elementary Schools.

In 2000, he discovered Florida and finally in 2003 moved there permanently. He continued his mentoring and was named senior volunteer of the year at the Rhodes Elementary School in Milton, Florida.

He later directed his attention to learning gardening and became a Master Gardener in Santa Rosa County. In 2013 he was named Master Gardener of the Year for the county.

My father was always so grateful to the City of Philadelphia and Police Department for giving him the opportunity at a wonderful life.

He leaves behind his wife Barbara and three children, Terry, Bob, and Karen and five grandchildren.

Knute joined the air force in Sept 1955 and served as an air policeman in Tulle, Greenland being honorably discharged 4 years later. He joined the Phila Police Dept. in 1960 and patrolled the 12th & 16th district before being selected to the elite highway patrol where he served for 4 years. He was then transferred to the prestigious Stake-Out Unit and served until his retirement. During his stake-out tenure he conducted back-up duties in an operation infamously known as the “granny squad”.

He retired in 1985 after 25 years of service. He married Patty McGlade in June of 1962 at the most Blessed Sacrament church by Monsignor Daly. Knute retired in 1985 to provide care for his wife who was bedridden and passed away in 1995.

Knute relocated from 63rd & Greenway Avenue six years ago to North Cape May. He passed away peacefully inside his home after returning from a birthday party thrown for him at the Disabled American Veterans Post on May 21, 2017.

Knute was a member of the, ‘Chapel of the Four Chaplains’, ‘The Emerald Society’, ‘Knights of Columbus’, ‘Disabled American Veterans’, ‘Catholic War Veterans’, ‘American Legion’, ‘Moose’ and Elks Club.

Knute was always the perfect gentleman and quickly made friends of everyone he encountered. His many friends attended his mass on July 1st at St. John of God Parish in North Cape May. Father Miles Barrett presided over the eulogy, what an outstanding orator.

Richard (Rick) J. Trust, aged 77, of Philadelphia, PA. passed away at his home on April 23rd, 2017, surrounded by his loving family.. Rick devoted his life to law enforcement beginning his career in the United States Air Force as an Air Police Officer stationed at Bossier Air Force Base in Bossier City, La. He continued his career in the Philadelphia Police Department from 1966 to 1987 with assignments in the 15th district, Radio Room, Narcotics Task Force and the 25th District.

Upon his retirement, he served as a school Police Officer with the Philadelphia School District from 1987- 2001. Rick was a proud 50 year member of the Philadelphia Fraternal Order of Police Lodge #5.

Rick previously held the office of President of the Eastern Lodges of the Danish Brotherhood in America, as well as President of the Danish Brotherhood Lodge# 342 in Bensalem, Pa. Rick was a past member of the Cape May County Emerald Society and the North Wildwood Elks Lodge.

John Broadbent Sr., passed away on 05/12/17... Beloved father of Jamie, John Jr. and Jason... John started his career with the City of Philadelphia as a Corrections Officer for the Prison System, then transferred over to the City of Philadelphia Police Department.... He had an amazing career in the Police Department, and made the best of friends wherever he was assigned... He struggled with Diabetic complications for many years and was given lifesaving organs from his sister, Elizabeth, his best friend and partner from SWAT, retired P/O Robert Ahrndt, and a young person who died and had chosen to be an organ donor...He retired and worked as the Desk guy at the FOP for many years.. He was the guy on the phone that helped you out, connected you to who you needed to talked to... or just made you laugh when you walked up to the front desk. He succumbed to his complications on May 12th after being surrounded by his family very peacefully.. On behalf of

WIllIAM ROYAl gRAVES, II DOB: Dec., 1931 DOD: 08-10-2017 APPT. 05-17-1957 RET.: 07-25-1980 William Royal Graves passed away on Thursday, August 10, 2017 at Trustbridge Hospice in West Palm Beach, Florida. His family is grateful for the caregivers who supported him through his illness.

The third of eight children, Will was born to Rose Frances (Johnson) and Jerry Esais Graves on December 3rd, 1931 in Atlantic City, New Jersey. Remarkably, Will noted of his birth day, “Being born on a Thursday is so ordinary.” He rose from this inauspicious birthday to lead an extraordinary life. Named for a paternal uncle, he spent his youth in Atlantic City. With his family, he moved first to Chicago, before settling in Philadelphia, Pennsylvania.

He enjoyed working at the familyowned Bus Stop Record Shop at 60th and Market Street, or running fishing charters on the Strega. He served on the Philadelphia Police Force for twenty-three years, including a stint as a Traffic Sergeant, a post, he proudly told friends and family, he was the first AfricanAmerican to hold, before retiring

from the force at the rank of Sergeant.

Always in search of adventure and new experiences, after retirement he moved from Philadelphia, to Absecon, New Jersey, to Virginia Beach, Charles City, and Hack’s Neck, Virginia before settling in West Palm Beach, Florida. In each of these places, he was never far from the ocean whose smell reminded him of Atlantic City, and in whose waters, he happily fished and boated.

On land, he delighted in hunting with Pavarotti, Whiskey, and the rest of the pack. Good music, jazz or the standards, and fine spirits accompanied him through both good and bad times. Ever active, on a rainy day, he might be found in the kitchen slowly preparing a delicious meal, while watching a tennis match, or wielding a red pen in anticipation of completing the daily crossword puzzle.

Will is survived by his daughters, Lora Byrd and Debra Fox; sonsin-law, Kimble Byrd and Kevin Fox; siblings, Geraldine Bailey and Grace Walls; his former wife, Ellen A. Graves, four grandchildren, Dana, Andrew, and Tyler Byrd, and Noah Fox; and a host of nieces and nephews. His family takes pleasure in knowing that he will be reunited with those loved ones who preceded him, including his parents, Rose and Jerry; siblings, Gertrude, Diane, Jerry, Brandon, and Rosemarie; and, his niece, Diane.

Fred was born in the Frankford section of Philadelphia (Orchard St.) on 11-15-1950, the third of five siblings. By the mid-fifties our family moved less than a mile to the suburbs, Juniata Park, (Hunting Park Ave.) due to our expanding family.

After Holy Innocents grade school, he attended and graduated from North Catholic H.S. (Class of ’68) where he excelled in Track & Field earning him a scholarship to Temple University. The collegiate lifestyle wasn’t for him so he followed his neighborhood pals footsteps and enlisted into the U.S.M.C. for two years, honorably discharged at the rank of Sergeant.

After discharge from the Corps, Fred took the written test for the Philadelphia Police Department.

Back in the day, you found out your results within a half hour of completing a written test in the recruitment office at City Hall. The following is his career as a Police Officer. He was appointed on 04-26-1971 and upon graduating from the Police Academy he was assigned to the 1st Police District. Shortly thereafter he was transferred into the 17th District, due to a major shakeup of personnel based on allegations of police corruption. The department wanted untainted officers, with fewer than

two years of service, transferred into patrol districts under investigation.

While assigned to the 17th District, he received the Valor Award for apprehension of an armed suspect, after being shot at and returning fire wounding the suspect. His valor earned him a choice assignment of being detailed out to the DA’s Office where he found time to study for promotional exams. On 02-22-1979 he was promoted to the rank of Sergeant and assigned to the 5th District in Roxborough, often filling in for shortage of supervision in the 39th District. On 09-13-1984 he was promoted to the rank of Lieutenant and first assigned as the C.O. of the Police Detention Unit (Cell Room) in the Police Administration Building, 8th & Race Sts. He was later transferred to the Internal Affairs Bureau where he handled high profile investigations and police involved shootings. Fred retired on 05-03-1996 and after acquiring his two years of military service time, received a 27 year service pension.

During his first two years as a Police Officer, Fred met and married the love of his life, Ann Marie Urban, in 1973, settling into a home in Olney, they raised two wonderful children, Michael and Amy. Upon his retirement, they moved to the real suburbs, Southampton, Pa. Fred utilized his investigative skills after retiring and was the Fraud Investigator for Firstrust Bank spanning over ten years. One of the greatest joys in both Fred and Ann’s forty-four year marriage was when their daughter Amy gave birth to triplets, the three peas, Max, Bella and Nick. You rarely held a conversation with Fred without him gloating about or relating a tale of the three peas, his most cherished topic.

Family and friends also meant the world to Fred, he would often be the family planner, communicator, caretaker, mentor and comedian, and he would usually perform at most family functions. If you didn’t know Fred, after a brief five minute conversation, you would think you had known him your whole life. There is a brief verse on the back of Fred’s Memorial Prayer Card that reads: “A beautiful life that came to an end, he died as he lived, everyone’s friend.

In our hearts a memory will always be kept, of one we loved, and will never forget.” That beautiful verse describes my brother Fred to the “T”.

Besides Ann, Michael, Amy, the three Peas and I, Fred will also be lovingly remembered and greatly missed by his sisters, Kathy and Joyce, his brother Ed and numerous in-laws, nieces, nephews, cousins and friends. Say hello to everybody up there for us Freddy!
