What Is an IETM? A Guide to Interactive Electronic Technical Manuals Most of us have opened the little instruction booklet that comes with a table fan or a kitchen appliance. It's two or three pages how to assemble it, how to switch it on, what to do if something goes wrong. Simple enough to read once and set aside. Now imagine that same idea scaled up to a warship. Instead of a two-page booklet, you're dealing with hundreds of manuals covering thousands of components radars, engines, pumps, electrical systems, navigation gear adding up to well over a hundred thousand pages of technical documentation. No maintenance engineer can realistically flip through that volume of paper, or even PDFs, every time something needs fixing or referencing. This is the exact problem that led to the creation of IETM, the Interactive Electronic Technical Manual.
So, what exactly is an IETM? Despite the name, IETM isn't really "a manual" in the traditional sense. It's a piece of software. Every technical manual related to a piece of equipment is converted into a structured database, and a special application called an IETM Viewer is used to browse that database. Instead of hunting through 500 separate PDF files, a technician can search a keyword once and instantly pull up every relevant section, drawing, or troubleshooting step across the entire equipment fleet.
Why "interactive"? The interactivity isn't about flashy 3D animation that's a common misconception. It refers to functional interactivity: clicking a hyperlink to jump to a related chapter, hovering over a labelled part to see a popup with more detail (called a "hotspot"), bookmarking a page for later, or leaving an annotation that a supervisor can review. If a manufacturer supplies 3D models or training videos separately, those can be plugged into the IETM too but generating new 3D content isn't what an IETM does by default.
Where is this used? In India, IETM software is closely tied to the defence sector. It follows a standard called JSG 0852, developed by the Ministry of Defence with input from the Army, Navy, Air Force, and various defence research and shipbuilding organisations. Shipyards, defence equipment OEMs, and armed forces personnel rely on IETMs to manage everything from operating instructions to illustrated parts lists.

The levels of IETM Not all "electronic manuals" are equally interactive. Industry classification typically breaks them into levels: •
Level 1 is just a scanned PDF, barely more than a photocopy.

Level 2 adds basic internal hyperlinks to an indexed PDF.

Level 3 moves to an HTML-based interface with cross-referencing and login protection.

Level 4 is the most commonly requested standard today a full database with powerful search, bookmarks, annotations, user activity tracking, and hotspots.

Level 5, which would involve live equipment data feeding directly into the manual, doesn't really exist in practice yet, since manufacturers rarely share real-time operational data with third-party documentation software.
Why this matters beyond defence While IETM as a formal standard is most visible in military and shipbuilding contexts, the underlying idea converting sprawling technical documentation into a searchable, interactive knowledge base is relevant to any industry drowning in manuals: aviation, heavy machinery, industrial plants, and energy infrastructure all face the same "too many PDFs" problem. For OEMs evaluating whether to invest in this kind of system, the starting point is usually the same: gather your existing manuals, understand which "level" of interactivity you actually need, and work with a team experienced in structuring that content into a navigable database rather than just digitising pages.
