Christmas is upon us again and brings another, fairlyfrantic, trading year, to a close. On reflection, costs seem to have escalated leaving many small businesses with considerably lower profits than previously and, in some cases, just no

work. We continue to be so, so appreciative of the community’s support for the News and really feel for those we’ve spoken to who are struggling a little at the moment. It is to be hoped this state of affairs is only a temporary, cyclic glitch and business confidence will return

in the New Year.

We are aware that without the continued backing of our advertisers we couldn’t publish the News each week, we are extremely grateful for this and thank you all so much. Some of our advertisers have been with us since day one and many

others are close to that milestone. We are aware that a social media/online presence is impacting on print media, but it would appear we are doing something right by identifying our market and retaining our ‘community newspaper’ feel.

Printing the News is a pretty laborious task that takes a couple of days each week to complete - it’s seldom without its dramas and that’s before we add the occasional delivery hiccup into the mix. You’d never know Darfield was so close to its distribution points when you look at the circuitous route the newspapers take to get to their destinations! We send out close to 6,000 copies each week of the Malvern News and just over 6,000 copies each month of the Rolleston News. Thanks to our much appreciated deliverers and contractors, who seldom slip-up with getting the News into readers’ mailboxes.

Our team work hard to try and get everything right and while that doesn’t always happen (we’re only human) be assured it is never intentional. Christmas - a special family time!

Christmas is often a time spent with family, enjoying good food, sharing gifts and relaxing together. We plan family gettogethers and family holidays.

It’s also a time when, if there has been the loss of a loved one, or a family break-down, the family time is hard and painful.

December 20th will mark the six month anniversary for the Willows Cafe at the Hororata Golf Course in Glentunnel. Starting a cafe in the middle of winter wasn’t the easiest of tasks but experienced café owner operators Jarnia and Jason Kupe took the plunge. Jarnia and Jason have, for the past seven years, owned and run the successful Hororata Village Bar and Café, so they were under no illusion about the road they were about to travel.

Their very popular and highly sought after Butcher's Pie is

baked on site at Willows and remains constantly a drawcard for customers.

“Being on the Inland Tourist Route also means custom from tourists, travel ler s and passersby,” Jarnia explained.

Working with the Hororata Golf Club for tournaments and events is a new concept for Jarnia and Jason. "We are so fortunate the Club have a good communication system and a great committee who work with us, so we have a mutually beneficial outcome," she added.

If the view across the Course wasn’t enough there’s occasionally other sights to entertain also!

The Willows Café opens at 6am every morning and offers a wonderful selection of cabinet food and menu options.

Breakfast can be ordered from 6am and their pies are baked fresh every day.

The facilities at the Club mean the Café can cater for bus tours and large groups.

“However if you're in a rush, takeaways are quick and parking is ample,” Jarnia smiled.

The Café faces the Golf Course and out to the Selwyn River and The Bluff.

“It’s just a stunning sight to behold,” Jarnia enthused. “Bean Bags this summer will mean customers can sit out on the lawn, admire the view and enjoy a platter!”

December has also meant the start of Friday Pizza and T ak e aw ay Nig ht ( 5.3 07.30pm).

“Great handmade pizzas, that are made to order, along with our own freshly battered Rig fish and chips,” Jarnia said. “We also offer chicken nuggets / mini hotdogs and fish bites - so the tastes of the whole family are covered,” she commented. “We are looking forward to summer and being there for the campers and holiday makers that come to the area!”

The Cafe also offers free wifi and makes a great stop with its friendly service and yummy food on the way south.

“Christmas we are open most days; only closing December 25th and 26th and January 1st,” Jarnia said. “We'd love to see you!”

With only a few weeks to Christmas I find myself thinking about the Board’s achievements over the past year. There has been a lot of business, as usual, and whilst this is good, the Board has been looking at ways to improve communication and engagement with communities.

As we continue to grow as a District we need to be consistently exploring new avenues to connect with each other.

One way of doing so, and a personal highlight of mine, is our on-the-road meetings throughout the year. During 2018 the Board held meetings in Tawera, Greendale, Kirwee and just this past week, Windwhistle. We will continue that next year, with meetings scheduled in Castle Hill, Arthur’s Pass, Hororata and Glentunnel.

It’s a wonderful opportunity to hear from communities face to face about how they are getting on.

Our recent meeting in Windwhistle was well attended by members of the community.

Concerns raised included roading; the mobile library bus service; war memorial lighting and consents’ issues. Mention was also made of the planting undertaken at the Gorge and the fact that Council appointed a part-time ranger in the Coleridge area working on weekends. The night ended with a shared meal. This was the last Board meeting of the year.

The Board celebrated several highlights during 2018. One of these was a successful visit to China and Japan as part of our Sister Cities Relationships. The Mayor recently noted that these visits open up pathways for the people in Selwyn, to learn about other cultures and share knowledge and expertise.

On behalf of the Board, I want to thank all our communities in Malvern for their continued

support, but perhaps more importantly for their hard work in creating a better environment for all who live in this beautiful part of the Selwyn District.

Possibly the most encouraging thing I heard all year was while listening to a public lecture at the Transitional Cathedral in August. It was a mere 50 minutes out of the entire year and yet it has given me the kind of hope and the kind of encouragement that has lasted throughout the rest of the year and promises to shape my 2019 as well. The lecturer, Dr Richard Jackson of the National Centre for Peace and Conflict Studies, was speaking about non-violent resistance in the 20th century. Oh certainly I could have come up with a few examples. Mahatma Gandhi who encouraged non-violent protest as leader of the Indian Independence movement in India; Dr Martin Luther King’s nonviolent protest for civil rights in the USA, and more recently the Arab Spring. What surprised me was that the list was much longer than I anticipated. In fact there were 36 national and international conflicts in the 20th century that were not resolved by riots or war but by peaceful non-violent resistance. We’re only 18 years into the 21st century and there have already been 22 such incidents where regular people have engaged in nonviolent resistance to resolve conflicts.

Just last month we commemorated the 100th anniversary of Armistice Day for the “war to end all wars” – and it obviously wasn’t! Yet here is where my hope and my encouragement have been strengthened. Things really are changing. Knowing that there is a growing tide of people who will engage in conflict, not with killing one another but by peaceful means, by non-violent resistance, and by the sheer number of people who will stand up and say, “that’s not right” when faced with something that needs to be changed.

The birth of Christ, the Prince of Peace, is ultimately what we are celebrating at Christmas. And we who are followers of Christ are called to be peacemakers. Peacemaking begins with what we can change - ourselves. We are to be peacemakers in a world riddled with violence. That means interrupting violence with imagination, on our streets and in our world. Peacemaking is rooted in the nonviolence of the cross, where we see a Saviour who loves his enemies so much that he died for them.

Iceblocks, sausages, lollipops, bouncy castles and Santa were all on offer to excited children at the Darfield Preschool and Nursery Christmas party, held on Sunday, December 9th. It was a little overwhelming for some, while others took full advantage of all the entertainment available.

There was lots of laughter and a chance for children to show extended whanau around their Preschool grounds, not forgetting the chance to chat to the all important man in red!

Darfield Dental Centre will be closing on Wednesday 19th December 2018 (Morning Clinic - Emergencies only).

To the Editors: Laurie Squires has raised an extremely important concern, not only for the Medical Centre, but also for some businesses in Darfield. It is really time they woke up.

I can go to the Riccarton Clinic for $18 with my Superannuitant Card and my Community Services Card. While I am there I can go across the road to Countdown and get my prescriptions for half price, also while there I will get my groceries, saving 20%, or more. I get all that for maybe $10 in petrol.

I would dearly like to support local business, but I simply can’t afford it.

I’m sure those referred to above will respond with deafening silence.

Two deserving students received awards from the Malvern Youth Trust (MYT) at the 2018 Darfield High School Senior Prizegiving. James Stead was given the MYT Young Leaders Development Award, and Jessica Galletly was given the MYT Leadership Award. These awards will provide the two successful students with the opportunity to have the majority of their fees paid for a Spirit of Adventure voyage in 2019. The Malvern Youth Trust is pleased to recognise the leadership skills and potential that DHS fosters in its students. Since the award winners will be taking advantage of this award during their Year 12, the MYT expect that they will bring back enhanced leadership skills to benefit not only themselves, but also the School.

Well, it’s that time of the year again where we get to reflect on the last year and look ahead to the next.

The year has been a busy one with a number of great ‘catches’.

Darfield Police would like to acknowledge the support, and information, that members of our community provide us with.

Policing is a partnership, and we all get the best results by working together.

The support for Police was very evident after the unfortunate incident in Bangor Rd a couple of weeks ago. We are all lucky to live in a reasonably safe and quiet part of the country, however the potential for something untoward to happen is always present in Policing.

The result has an effect on not only those directly involved, but also family, friends, and the wider community. We thank all those people who asked after the welfare of our staff and sent food or messages, it was all greatly appreciated.

As the year comes to an end, and if the rain stops and the sun eventually comes out, people will be starting to focus on B-B-Q’s, end of year parties, and holidays. It is during these times that Police always notice a spike in drink-driving and family-harm incidents. The common theme here is alcohol. If you are going to a party, or event, where you know alcohol is available, ensure you have a sober driver sorted out before you get to the event.

Once you have had a few drinks, you are no longer in a position to assess your own ability to drive. The only safe practice is to have the policy that if you are driving, you will have nothing at all to drink. Alcohol and the

increased stresses around finances and family at this time of the year leads to an increase in calls to attend family-harm incidents. These are taken very seriously, and the safety of those involved is paramount. If there is any evidence of an offence, the offender will be arrested and charged. The best thing to do if things are getting somewhat fractious is to leave the place and go for a walk to allow a cooling-off period. Ring a friend or relative to come over and be present to try and moderate everyone’s behaviour, and restore peace.

Remember basic security, like locking doors, closing windows and taking keys from vehicles.

All criminals have access to transport and are very happy to travel to the country where lax attitudes make stealing your stuff so much easier. Criminals also have relatives and friends they want presents for at Christmas, so try not to place presents in your house out on display where they may tempt our criminal friends.

If you are going away on holiday stop your mail, or have someone clear your mailbox for you. Have some lights on inside the house on a timer and see if your neighbour will park their car up your drive from time to time to make it appear as if you are home. Most burglaries are random and during the daytime, so keep things secure. If you see anything suspicious at a property near you, get a registration number for any vehicles involved and a description of the people and call Police.

If you are going on. or in. the water, only consume alcohol

once you are out, and are not going back in. Water and alcohol are a dangerous combination. If you are using a watercraft or fishing off rocks, wear a lifejacket. They are cheap and comfortable, so there is no excuse not to. Let someone know where you are going, when you will be back and ensure you have adequate means of communication.

If getting out in the hills is your thing, especially if hunting, ensure you have the land owner’s permission to be on the land. It is your responsibility to know where you are and whether you have a legal right to be there. Ensure your target is clearly identified, especially in scrubby or gloomy conditions.

No alcohol until all the guns are locked away. And, as above, let someone know where you are going, when you will be back and ensure you have adequate means of communication.

Karen Overton organised local musicians to perform to young and old alike. The Pistons started the show with a mix of '60's and 70's songs, including numbers

by The Beatles, Johnny Cash and Elvis Presley. Up next was Malvern School of Music's (Inc)

Darfield Ukulele Group with tunes like Happy Together, White Christmas and Show Me the Way to Go Home, all of which the audience joined in to sing. Matt Hall and Karen then gave a much appreciated performance, both on guitars and vocals, with Take Me Home, Country Roads and Silent Night being highlights. Everyone enjoyed Karen's warm singing

voice, then we were treated to solo items from Matt. It was great to hear the instrumental, Classical Gas on guitar from his wide repertoire. The Pistons returned to finish the afternoon off, leaving everyone happy and smiling. Thanks to Karen for an excellent idea and to The Terrace for implementing this event!

It was announced recently that: Reserve Bank loan-to-value raLo (LVR) restricLons on new mortgage loans From January 1st 2019: • Up to 20 percent (increased from 15 percent) of new mortgage loans to owner occupiers can have deposits of less than 20 percent.

• Up to 5 percent of new mortgage loans to property investors can have deposits of less than 30 percent (lowered from 35 percent).

What does this mean for you?

For the investor or anyone looking to purchase a home to rent out, the banks can now have 5% of their investor clients with less than 30% deposit. The 30% deposit has been lowered from 35% which is great news for some. If the applica,on is very strong - ie good income and good account conduct, then banks have the ability to approve up to 5% of their lending book.

This is fuelled by the Government’s proposals to change what is meant by a ‘swimmable’ standard to double the current standards for E.Coli.

A move which would see some of our most clearly degraded waterways considered as swimmable.

Many of us remember heading down to the river in our youth, maybe as a family, or just with our mates on bikes and spending a lazy afternoon swimming and sun bathing at a clear cool deep swimming hole in a river. It drums up a sense of nostalgia in many and reinforces the 100% pure New Zealand image we portray overseas. However, the reality of swimming in our rivers these days can be a disappointment when we revisit our favourite spots as adults.

There appears to be a lot of ‘mudslinging’ to identify who is to blame for the declining quality of our precious

having strong enough policies, and Regional and District Councils are wearing it for not having good enough rules or not acting fast enough.

Farmers, industry, climate change, deforestation and urban stormwater are all being blamed for creating our declining water quality. Often, the measures utilised to deal with the apparent issue are met with resentment and frustration at additio nal costs of compliance for everyone, when only a few might be the cause.

While it is important to identify the sources of contamination in our waterways, I suspect that every stream and river will have a unique set of circumstances contributing to its decline. It may not be as simple as pointing the finger at one industry or activity. I believe that the solution to our water quality issues needs to be undertaken on a catchment basis, similar to the success story of the Harts Creek in Lakeside. Farmers and Councils worked together to identify the

responsibilities to remedy the situation. In that case by working on a catchment basis they could see tangible improvements.

Heavy handed regulatory controls by District and Regional Councils might be an appropriate solution in some cases. We have seen a move towards rules requiring fencing of waterways and stock exclusion from rivers and streams in many parts of New Zealand and this kind of control is undoubtedly going to increase. Perhaps this heavyhanded regulatory approach, applied evenly to urban, rural and industrial environments is the way to get back our swimmable rivers? I would like to think that we could find a local catchment based solution that participants could be proud of. However until we are willing to accept that we all have a part to play in causing the decline in our waterways, swimmable rivers might simply be a thing of the past.

On December 3rd a group of music students from Darfield High School visited Darfield Hospital, to play and entertain the patients.

Above Earl Boado, described as a very good and enthusiastic violinist, playing at the visit.

The music students played flute, violin, saxophone and piano. It was reported to be a lovely way for the pupils to finish the year by bringing Christmas cheer to a receptive audience, who also joined in singing a couple of carols.

Canterbury Police are focussing on reducing burglary and want the public to assist.

There have been eleven burglars arrested over the past two weeks, eight of whom have been held in custody. These arrests have resulted in a number of items being located, including a $15,000 Yamaha Power Boat motor, three motor vehicles, several firearms, more than $7,300 in cash, and 110 grams of methamphetamine.

“People do need to take a bit more ownership of their own security and think about how they can make it harder on the criminal,” he said.

doors can be effective, security signage, CCTV, alarms and sensor lights will also clearly discourage any burglar looking for easy entry.

If home occupiers are going away, have a trusted friend or neighbour clear the mailbox and open/close curtains from time to time.

Anyone planning to be out of town for a week or two, should book someone to mow the lawn and set up basic automated lighting to mimic normal household use.

to try and make your place appear as though you are not away on holiday,’ Paul concluded.

Selwyn District Council and Fire and Emergency New Zealand are urging residents to be aware of fire dangers, in spite of recent rain, as conditions can change rapidly during hotter conditions.

Fire and Emergency Deputy Principal Rural Fire Officer Al Hutt said it’s very likely there will be fires in the district over the summer period, as we’ve experienced in previous years.

“Now is the perfect time to start preparing for the coming fire season. There are some really simple things you can do to reduce the risk of fire at your property,” Al added.

“When you’re working on your property, or in the garden, keep machinery well maintained to reduce potential sparks, and mow lawns in cooler conditions.

“You should also assess the risk of fire to your property and get rid of any shrubs, long grass or trees near your home which could burn easily. Having an escape plan for your family and pets is also vital,” he said.

The Fire and Emergency website: (www.fireandemergency.nz) has important information about how to reduce fire risk. To report long grass or any other fire hazard, people can fill out an online Fire and Emergency form via: www.fireandemergency.nz/athome/overgrown-sections Burning on rural properties: Al said if people intend to burn anything during the summer period, they must first find out whether they need to obtain a permit through Fire and Emergency.

Residents can visit Fire and Emergency’s Check It’s Alright website (www.checkitsalright.nz) for information on permits and fire rules in their area and to apply to Fire and Emergency for a burning permit. Even if the burning complies with the Environment Canterbury Air Plan measures, people must still check the fire season status and whether they need a permit.

The Council is supporting Fire and Emergency to provide the

public with information to stay safe during the summer fire season and provide some resources during fire incidents.

“Our emergency management volunteers and staff will be involved in supporting the response to these fires this summer. There will also be some information on the Council’s Facebook page for local fire information throughout summer as required,” he said.

Residents are encouraged to sign up to Selwyn Gets Ready to receive emergency warnings and police messages to their email address, as well as urgent messages which are sent straight to their phone for free.

Those who sign up will only receive messages relevant to

the area where they live. People can easily sign up at: www.selwyn.getsready.net.

Following the merger of rural and urban fire services on July 1st, 2017, Fire and Emergency New Zealand is now responsible for rural firefighting, including the issuing of permits.

“We all like the convenience of online shopping, but it’s hard to know how safe the goods are if you don’t have a physical product in your hand,” Lizzie added.

“Every year, 500 children across New Zealand end up in hospital, harmed by a hazardous substance, including those which state they are natural; as they can still be hazardous.

“Police continue to work hard to prevent, respond, investigate and resolve burglaries but we can’t do it alone,” Christchurch Metro Area Prevention Manager Inspector Leairne Dow said.

“The weather is getting warmer and more people are out and

about so now is a good time to think about security,” Leairne added.

Here are a few simple actions, people can use to make sure their home and things are safe, especially when their out or on holiday.

Help keep your property secure by: ·Locking your car and garage. ·Keeping the doors locked -

even when you are at home and closing your windows at night. · Keeping your spare key in a safe place. · Parking vehicles on your property, or in a well-lit area. · Installing burglar alarms and/or sensor lights.

“Always be aware of what’s happening around you and please ensure you report any suspicious behaviour to Police,” Leairne commented.

"It's important to look out for your wider community too. If you see someone breaking into your neighbour's house or car, call 111 immediately. The sooner Police are made aware of these incidents, the sooner we can respond,” explained Leairne.

“We take burglary incidents seriously and any cases reported to Police will be thoroughly investigated,” concluded Leairne.

The role would require between 15 and 20 hours per week and could be worked flexibly over the course of the week.

There is a wide variety of work including fencing, some stock work, spraying, topping, etc.
