On Saturday, May 13th, 900 Firefighters converged on the Auckland Sky Tower for the Annual Stair Climb raising funds for Leukaemia and Blood Cancer NZ. The morning started with a rousing Haka as the first firefighters were being checked and briefed on the climb ahead.

A very special entrance was also made by Auckland firefighter Maaka McKinney who walked from Bluff to Auckland to raise awareness for PTSD (post traumatic stress disorder) and

Following its recent AGM, the Malvern Community Arts Council (MCAC) have announced its Executive Committee for 20172018.

Office holders for the coming year are Philip Baldwin (Chairperson), Alastair Nicol (Treasurer), and Lana Coles (Secretary). Committee members include Terri Elder, Elder Meg Morten, Morten Judith Pascoe, Pascoe Kirsty Peel, Peel Paul Rosanowski, Rosanowski and Carol Van Leeuwen.

Leeuwen New Chairperson of MCAC Philip Baldwin has been a member of the Performing Arts Committee for seven years. Since moving to NZ in 2009, Philip has held

several administrative positions for the Anglican Diocese of Christchurch, as well as covering local events for the newspaper. He has earned BMus (Hons) and Master of Arts degrees from Western University, and a Master of Theological Studies from Huron University College, in London, Canada.

Darfield High School year 8 student, Lexie SinclairSinclair-Dockerill was the recipient of one of six scholarships to the Canterbury Rams and Canterbury Wildcats basketball training camp, which took place at Middleton Grange School in the first week of the April school holidays.

Lexie also played for the North Canterbury Primary Girls A

representative team who competed in the South Island Primary Schools’ Tournament, winning all their games and becoming South Island Champions.

Lexie commented on her basketball career.

“I started playing basketball about a year and a half ago at Oxford Area school for a bit of fun on a Friday night. I soon realised I really enjoyed it and it was something that came quite naturally to me. I had a great coach who was really supportive and kept encouraging me to keep working hard on my skills and confidence, which taught me so much. I love how fast paced and physical basketball is, especially that feeling you get when you shoot a three pointer and it just goes swish through the net. ‘Boom’ is what immediately goes through my mind!

“Gaining a scholarship to the training camp with the Rams and Wildcats was a real honour and I appreciate being given this opportunity. Starting at 8.30am each day and finishing at 3.30pm, the trainings were hard work, but well worth it for all the skills I learnt and I really enjoyed watching the Rams train before their game. Being selected for the U15 squad to play in the Selection tournament was a huge deal for me as I am only twelve and had to go up against

girls older than me who have been playing longer. It really pushed me to rise to the challenge. Finding out that I had made the training squad to hopefully get selected for the Mainland tournament to be held at Greymouth in July, was really exciting and I'm working hard to get there. Going to trainings early on a Sunday morning in Rangiora, training in my own time and constantly thinking about what I can do to keep getting better, and to help me stand out to the coaches selecting the teams.

“The South Island Primary Schools’ tournament was held in and around Rangiora. There were some hard and intense games and winning the tournament was really cool. I

was so lucky to be a part of such an a maz ing and supportive team who all just love the game and were out there to have fun and do their best. Winning was an added bonus!

“If I get selected for the final playing team travelling to Greymouth I'm looking forward to going together as a team, meeting other basketball players that love the game as much as I do and playing against teams I haven't played before.

“My ultimate goal in basketball is to represent Canterbury and New Zealand, to hopefully get to train overseas and overall just keep having fun and remain passionate about basketball.”

Without having any previous ti m e s t o c om p ar e h is performance with, Chris was hoping to complete in under 25 minutes and would have been extremely happy with a twenty minute finish time.

After a gruelling climb, Chris crossed the finish line - 1103 stairs later with a time of 17mins, 12secs.

“Even though you train for months, you don’t have any idea how hard this is going to be and having received so much support and so many donations I didn’t want to disappoint people,” Chris said. “My final result was totally unexpected and hugely exciting - I feel that I made my supporters proud!

Everyone has been so amazing and I feel so humbled that people have that much faith in you. Thank you to my wife for her support - she’s put up with a lot too,” Chris laughed!

Philip Hunt, also of Darfield Fire Brigade, was scheduled for a 7:30am start and having competed several times, knew how the event would unfold. It was the earliest he had started.

By around 8am, his group began the climb. As with every firefighter who has done this before, they aim to beat their personal best times.

Phil managed to score a personal best - achieving the climb in 20mins, 32secs.

“I would have liked to have done better,” Phil commented, “but very happy that I set a new personal best time. I’d like to thank the local community for their generous donations and also our families for their support while we trained and travelled. I’m thrilled that, collectively, we raised over $1.2 million dollars for LBC (which is a new fundraising record). As a

member of the Canterbury Stair Climb Team, we raised $30,326.95,” Phil finished.

After fundraising for over four months, Phil and Chris managed to raise over $8,000 for LBC. Kirwee Fire Brigade also did exceptionally well with Dale E v an s f i n i s h in g i n a n outstanding time of 13 mins, 48 secs - he was 58th over-all in the Open Men’s category. Team

mates Richard Rowlands and Stu Begg also achieved good times in the Masters Category - Richard finishing in 16 mins, 57 secs and Stu in 18 mins, 53 secs.

The alpine villages of Arthur’s Pass and Castle Hill are to receive new recycling facilities, a move welcomed by MP for Selwyn, Amy Adams.

Adams “I am delighted by Associate Environment Minister Scott Simpson’s recent announcement that recycling stations will be established in these two communities with funding from the Government’s Waste Minimisation Fund,” Amy said.

“These two communities have previously not had access to recycling facilities, despite local residents and businesses having been keen to establish a permanent and sustainable recycling service for some time.”

This project will establish recycling stations in three locations, two in Arthur’s Pass and one in Castle Hill, using large customised converted shipping containers. The first recycling station was launched

“The system will enable residents, businesses and tourists to access a convenient recycling facility accepting the full range of kerbside recyclables: glass bottles, plastics, aluminium and steel cans, paper and cardboard,” Amy added.

The proposed system will recover approximately forty tonne of recyclables per annum.

“Giving residents, holiday home owners, businesses and tourists the opportunity to recycle will

reduce dumping of recyclable waste and help preserve this unique environment,” Amy commented.

The Government’s Waste Minimisation Fund was established in 2009 and is funded by a levy that is charged on waste disposed of at landfills.

Over $60 million has been awarded to more than one hundred projects to date.

The Combat Challenge is ‘like a Firefighter Iron Man’ and has earned the reputation of being 'the toughest two minutes in sport'.

Wearing full bunker gear and breathing from a breathing apparatus set, competitors race against each other, and the clock, in a series of tasks across the course. The five tasks are: • Climbing a six storey tower carrying a length of 70mm 19kg flaked hose • Hoisting a 70mm hose coil six storeys • Chopping using a 4kg shot hammer to drive a beam 1.5 metres • Extending a charged length of 45mm hose to knock down a disc • Dragging a life sized dummy a distance of 30.5m.

The UFBA National Firefighter Combat is a huge test of skill and fitness and simulates the physical demands of real life firefighting to the public.

The Government’s KiwiSaver HomeStart scheme is helping more people in the Selwyn region buy their own homes, with 575 grants issued in the past two years, said local MP Amy Adams.

Adams The scheme offers grants for first home buyers to help with a deposit on a home, and enables first home buyers to access their KiwiSaver funds.

“KiwiSaver HomeStart is the most generous government support scheme for home buyers in over a generation, and is being used more and more by our young people to help with home ownership,” Amy commented.

“Here in Selwyn, we have seen the number of HomeStart grants

increase significantly since the scheme was launched two years ago.

“In the past year, the scheme has helped 412 people in Selwyn with grants worth a total of $3.1 million. This represents a sizeable increase from the 163 first home buyers that benefitted in the first year of the scheme through $1.2 million in grants.

“The grants can help our young people overcome the most

difficult hurdle of pulling together the funds for a deposit, and the scheme is forecast to help 90,000 first home buyers across New Zealand by 2020.

“Home ownership provides stability for families, strength for communities, and security in retirement.

“We are working hard so more people in our community can achieve the Kiwi dream of owning their own home,” Amy ended.

Several hundred Selwyn residents have taken the opportunity to participate in consultation on the Council’s Draft Annual Plan.

Consultation closed on May 3rd, with 185 submissions received on the draft plan, while 241 people completed an online survey.

Mayor Sam Broughton said the Council was pleased to hear from so many residents on the Annual Plan.

“This year we offered some different options to make it easier for people to share their views on the topics we were proposing in the Annual Plan.

We were really pleased to get a wid e r an ge of p e op le participating in the consultation

and taking part in our survey or sharing their thoughts with Councillors when they visited local supermarkets and other events.”

Councillors will be considering submissions and survey responses, along with comments received through community events and the Council’s Facebook page, when making decisions on the Annual Plan. Submission hearings are being held this week (Thursday and Friday) at the Council’s Rol l esto n H e adqu art er s.

Members of the public are welcome to listen to

submissions.

Submissions and survey comments showed strong support for carrying out planning work for a new pool at Se lwyn Aqu at ic Ce ntr e, completing further footpath extensions and developing a health hub. There were a range of views about introducing a standard stormwater rate and changing library opening hours in submissions and survey comments.

Seventy five people attended a second Greendale evening of historical film footage presented

by Fred Bull.

Bull Held in the Greendale Hall, on Saturday May 13th, donations given on the evening are to be used for the upgrading of the Greendale Church kitchen.

“Watching interesting, intensive

farming practices depicting ploughing, planting, harvesting, haymaking and shearing, we were made aware of how hardworking and fit our forebears were,” commented Cecelia Pascoe, a spokesperson for the organisers.. “One highlight of the evening was seeing the Victory Day

celebrations held in Sheffield, along with a variety of local activities. There were some amusing community races, which included an obstacle course where young lads jumped through horse collars and squeezed through the rungs of a ladder! Another favourite competition of the time was a potato planting race, done by hand, and which was only completed by then picking up all the same seed potatoes; a back breaking job! A winter outing to Lake Ida in the 1940’s showed many locals enjoying ice skating, ice hockey and competition figure skating.

Fred’s young cousin’s fifth birthday was a treat to see, as was a Golden Wedding Anniversary of another local family. From 1937, the favourite film was entitled ‘Spring’, showing young kittens, pups, foals and twin calves. Part of it showed Fred’s Mother feeding four pet lambs, who later all tried to sit on her lap and snuggle in for cuddles!

“T he Greendale Church community feel very privileged to have Fred present such a wonderful assortment of films to share, along with some marvellous memories. We are very grateful to all who attended contributing $560 toward our kitchen upgrade, allowing us to consider starting the project later in the year,” Cecilia ended.

Selwyn District Council recently confirmed a two year extension to David Ward’s contract as Chief Executive.

David was appointed to this role in 2014.

“Councillors employ only one role - the Chief Executive - this role is responsible for the delivery of all Council policies, projects and plans for the future through the other staff,” said Mayor Sam Broughton.

Broughton “David has helped successfully lead a number of Council projects which help make Selwyn a great place to live.

“The extension of David’s contract reflects the positive work of the Council and staff in our community.

“Selwyn continues to face a number of challenges brought on by growth, changing community expectations, asset renewal, and government legislation,” Sam added.

Sam said that Councillors have high expectations of their Chief Executive and staff over the next three years and they are looking forward to working together to achieve good outcomes for Selwyn.

Legally, the Chief Executive’s contract may be extended for two years. The role is required to be re-advertised after a period of five years.

For all your small excava on requirements Planning 101 by Robert Love: When it comes to people developing land for either social or economic gain, they will run into resource consent requirements, which given the complexity of the current legislative environment and the local Council planning structure, it is easy to put this into the too hard basket. What is it about upon hearing the dreaded term ‘you need resource consent’ or something to that effect that turns people off from proceeding with improving their property?

Hopefully this first article in a series will provide a small insight into what is a resource consent; why you might need one, and a demystification of the consent process.

What is a Resource Consent and why do I need one?

In short, a resource consent allows you to carry out a development that is otherwise not allowed to occur as of right due to a breach of a rule in the local plan. It allows

development to occur while managing the potential effects of the development through consent conditions. To obtain a resource consent for your development an application needs to be made to the relevant Council.

What Councils do what?

Most areas will have two Councils they need to consider; the local District or City Council and the Canterbury Regional Council (ECan). Each Council has its own jurisdiction of certain consent types. Put simply the District Council will primarily deal with the subdivision of land and the use of that land, whereas the Regional Council will primarily deal with the take and use of water, various types of discharges, and works within the alluvial or coastal marine area to only name a few. For example, if you wish to divide your land and erect additional residential dwellings on it, you may need consent from the District Council for this part of the development to occur. But if no sewer system is available to the new

properties, then you may need to apply to the Regional Council for a discharge permit.

How to find out if you need a consent?

Most Councils provide a preapplication service with the cost of this service varying between authorities. Alternatively, you could approach a private planning consultancy such as Avanzar Consulting, who offer a free hour consultation to discuss your proposal, consenting requirements, potential amendments, and likelihood of success.

Thursday, May 11th began damp and cloudy, but then progressed to become a warm sunny day much to the delight of those playing in the Malvern Lions annual, sponsored, tournament. Held at the Hororata Golf Club’s, Glentunnel course, 104 players played in the Ambrose style tournament.

Golfers were kept well fed throughout the day thanks to the combined efforts of both the Malvern Lions and Plunket Toy Library committee members.

Committee members present provided delicious morning and

afternoon teas, while the Lions Club served up their iconic, always-enjoyed, burgers.

Those playing were impressed with the wide range of raffle prizes organised for the event and generously brought tickets, as well as participating in the silent auctions.

The Darfield Plunket and Toy Library were overwhelmed and grateful to be presented with a cheque for $10,000 at the end of the tournament prize giving and will likely receive even more funds once everything is accounted for.

“This money will go a long way to helping with our renovations of the Plunket Rooms in Darfield,” said Toy Library spokesperson Ainsley Bell, Bell “and we’d really like to thank the Lions for selecting our group to work alongside this year.”

The winning team on the day was ‘Ground Concepts’ - Matt Wright, Wright Quinny MacEwan, MacEwan Karl Todd and Chris Dockerill, Dockerill while the mixed team winners were Pauline Pearce, Pearce Tony Edwards, Edwards Tim Broughton and Doug Calder.
