Steve Evans is the proud landlord of the Kirwee Tavern and he cannot wait to welcome the community into his newly acquired space.

Originally from Wales, Steve moved to New Zealand around sixteen years ago; ten of which have been spent as a resident of Kirwee. Before changing career paths and entering the hospitality industry Steve spent 28 years in corporate international shipping where he held a senior management role.

Selwyn had registered its interest in trialling online voting, something welcomed by many, unfortunately this couldn’t be put in place securely in time for this election.

The election uses the ‘First Past the Post’ electoral system and candidates names will be listed in random order on the voting documents.

More than 135,000 people have updated their enrolment details since the start of the Electoral Commission’s enrolment update campaign, but there are still tens of thousands of New Zealanders who will miss out on the chance to vote unless they re-enrol to vote as soon as possible.

Around 20,000 of the mailed out enrolment update packs have bounced back to the Electoral Commission as ‘Gone No Address’. However getting back on the roll is easy; get an enrolment form from elections.org.nz, freetext name and address to 3676, call 0800 36 76 56 or go in to any PostShop. Enrolment and detail updates must be completed by August 12th. Those enrolling after August 12th will need to cast a special vote, and will need to contact Selwyn District Council for voting papers.

Families at Darfield Playcentre have made the most of the surprisingly warm weather this term by getting out and about.

Many children at the Playcentre have been role playing as fire fighters and so to follow on from this, they recently visited Springfield Fire Station. The children had a talk about fire safety before being shown around the Station, tried on uniforms, looked at the equipment on the fire truck and

tanker and sat inside the fire engine - before getting to squirt the fire hose! They all thoroughly enjoyed the outing.

The children thank Station Officer Peter Aldersley and Firefighter Nikki Snoyink for arranging their fun and informative visit.

The Council met on Wednesday, July 13th and made the following decisions: Land sale for new fire station approved: The Council has confirmed the sale of a 3,400 square metre site on Kidman Street, Rolleston, to the New Zealand Fire Service.

The Fire Service intends to develop a new fire station on the site, which is adjacent to the new St John Ambulance facility, in the next three to five years.

The sale price of $910,000 was agreed by the two parties through a joint market valuation process. The site currently includes a storage shed which is used by the Council, and the Fire Service has agreed to lease this back to the Council at no cost until it is ready to begin construction of the new station.

Dunsandel Community Centre construction set to start: Construction of the new Dunsandel Community Centre is expected to start next month.

The Council has appointed Arrow International as the lead contractor for the construction of the project, which has a total cost of $3.3 million. Funding for the project is from a variety of sources including grants, insurance, reserve funds, development contributions and a loan to be funded by a targeted rate. Community fundraising has also been a major contributor to the funding.

Council company retains Resource Recovery Park and water contracts: The Council has confirmed that contracting company, Sicon Ltd, has been reappointed to operate the Pines Resource Recovery Park. Sicon has been operating the plant since it

opened in 2006, and its new contract will continue until 2022. Sicon has also been reappointed to manage the Council’s Water Services Network, which incorporates the operations and maintenance of all water services assets. Both appointments were made following comprehensive service reviews and contract negotiations.

Footpath work advanced: The Council received confirmation that funding to accelerate footpath extensions has been secured. As signalled in the recent Annual Plan, this work will be funded from savings and increased income.

Council’s contracting company Sicon has advised the Council of an additional dividend of $600,000 this year, in addition to an initial $2 million dividend already signalled, securing the funding for the footpath extension programme.

Submission on urban development policy: The Council has called for changes to the proposed National Policy Statement on Urban Development Capacity (NPS), which the Ministries of the Environment and Business, Innovation and Employment have prepared to provide guidance on urban development. A submission from the Council raises concerns over aspects of the policies and the direction of proposed NPS, including the need to recognise existing spatial growth plans such as the Greater Christchurch Urban Development Strategy, to ensure growth areas are managed in an integrated way.

Rural fire officers appointed: Seven new Rural Fire Officers have been appointed to manage volunteer rural fire forces in Selwyn District. After recently completing training, Kelvin Green, Green Nigel Birse and John Hinchcliff have been appointed at West Melton, Edward Dance at Darfield, and Robbie Lambie, Lambie Bryan Smith and Kyle Steans have been appointed into district-wide roles.

Students from the Malvern Ballet School spent the first week of their school holidays in Wellington attending the New Zealand School of Dance Winter School.

The week’s focus was on classical ballet classes, but contemporary dance and hip -hop was also included. It was hard work and a great learning experience for all

who attended, including teachers (Frances Frances Scott and Saba PoldermanPolderman-Charles) Charles who were there in their capacity as observers.

Tutors included NZSD faculty, along with guest tutors from overseas.

“Everyone agreed a return trip next year is definitely on the wish list,” Frances concluded!

Selwyn District Council is inviting cultural and ethnic community groups to take part in the first ever district-wide celebration of diversity in Selwyn later this year.

CultureFest will showcase the district’s cultures with activities including stage performances, music, food, art and craft demonstrations, ethnic have-ago sessions, sports and games.

There will also be information stalls from agencies working for multicultural communities.

“CultureFest will be a great way to celebrate the contribution that so many groups make to Selwyn,” said the Council’s Events and Recreation Adviser Dave Tippett.

“With a growing population comes increasing diversity and this event is all about welcoming

people of different cultures, and building a community that’s more connected with the world, and with global opportunities.”

The event will be held on Saturday October 15th, as part of the Rolleston 150th anniversary celebrations, with the theme of ‘diversity through the times.’

CultureFest is organised by Selwyn District Council in partnership with Rotary Club of Lincoln, Christchurch Multicultural Council, Canterbury Migrant Centre and Rolleston Newcomers Network.

Dave said the event builds on the success of the Lincoln MultiCultural Festival, organised

by Lincoln Rotary over the past twelve years in Lincoln.

“As the district has grown, so has our population’s diversity,”

he said. “We’re a very different place to what we were even a couple of decades ago. Recently the Council developed its Newcomers and Migrants Strategy, and identified that a Selwyn-wide multicultural event would be important to acknowledge and celebrate Selwyn’s growing diversity.”

“It will also be a great fun day for families and people of all backgrounds, with opportunities to experience the vibrancy of our many cultures, and interact with some of our more recent arrivals.”

CultureFest will be an annual event alternating between Rolleston and Lincoln.

Selwyn residents are being invited to celebrate the Rio Olympics and support St John’s project to build a new facility in Rolleston with a fun afternoon of games and awards at the Selwyn Aquatic Centre on Saturday, August 6th.

The Olympic Games will officially open in Rio de Janeiro on Friday, August 5th (the morning of August 6th New Zealand Time) and 195 New Zealand athletes will be competing in nineteen sports.

“We’re excited to host a fun event which everyone in Selwyn can be part of to celebrate the start of the Olympics,” said Aquatic Facilities Manager Kathy Moore.

raise funds for a local facility for St John, while improving their fitness at the same time.”

The Swim to Rio challenge has been running since February with a target for swimmers to cover a combined distance of 11,765 kilometres - the distance from Lyttelton to Rio de Janeiro. There has been full community support through sponsorship of swimmers, sausage sizzles, raffles, donations and a bake sale with the funds going to the Rolleston St John project. To date the Selwyn Aquatic Centre community has completed 10,426 kilometres.

The Aquatic Olympics on August 6th will recognise Swim to Rio Challenge participants who have covered the longest distance with an award at a podium presentation. A cheque from

the challenge will also be presented to St John.

Everyone is welcome to participate in the event which will include Olympic-themed water games like javelin noodle throw, aquatic sprints and paddle boat relay races.

“We’re inviting ‘Olympic’ competitors both young and old to enter the games and dress up in the colours of the country they want to represent,” Kathy said. “Our staff are looking forward to the day and we think it will be fantastic fun.

“There will also be music, spot prizes and a bake sale with the profits going to St John.

“Normal pool entry admission prices apply and swimmers are requested not to wear face paint in the pool,” Kathy concluded.

To the Editors: A letter has been sent to Darfield supply water users which has confused a number of people.

On checking the Council website it is clear that the Council: - USED TO charge you a basic fee for infrastructure maintenance that included 375 cubic metres per annum, before excess charges applied.

- NOW they charge slightly less for that fee/rate, but Council have removed ALL the allocation. (You pay 43c per cubic metre - FOR EVERY LITRE OF WATER USED - a rise even over what used to be for >375 was .40c per cubic metre); and you also pay the basic water rate.

It is devious and rather ingenuous on the part of Council.

If you are aggrieved by this, the offer is in the letter to contact Keiran Duncan - Council’s Finance Officer.

A neighbour said he inferred it appropriate she write to David Ward CEO, and copy Amy Adams. There has been a lot of feedback from West Melton which is similarly affected.

It will be interesting to see how compliant summer water restrictions are followed if people are paying for full supply.

Selwyn District Council is looking for volunteers to join the Darfield Rural Fire Force.

Volunteer rural fire fighters play an extremely important role in the community. In the summer Selwyn often experiences hot, dry weather and strong nor’ west winds mean that fires can quickly spread and threaten lives and property if they are not brought under control by fire crews.

Selwyn currently has four rural fire forces located at Arthur’s Pass, Darfield, Lake Coleridge and West Melton. The Darfield volunteer Rural Fire Force was formed last year as a new force and currently has around twelve members, but is looking for more volunteers to join them.

“All fire callouts are routed to the New Zealand Fire Service who call on the nearest brigade with suitable equipment to respond to calls,” said Douglas Marshall, Selwyn District Principal Rural Fire Officer. “In a large fire, urban and rural volunteer fire fighters often work together to bring the fire under control.”

The Rowallan Road fire was one of the fires the Darfield Volunteer Fire Force attended after it was formed last year.

Douglas added that volunteer rural fire fighters are provided with ongoing training and protective equipment. “Before volunteers can attend fires they need to complete two days training and receive NZQA rural fire qualifications. Applicants are also vetted by Police and need to pass a medical exam. Once qualified, most brigades also train for two or three hours once a week or fortnight.”

“The amount of time volunteers spend attending to fires varies a lot throughout the year.

Generally, callouts in winter and springtime are limited, while

during a hot summer fire fighters can be very busy.”

Douglas also said that the Council is hoping to recruit a number of volunteers for the Darfield Rural Fire Force so that the rural Selwyn district area has more capacity to cope with callouts during the busy summer periods that the district is facing. “The time commitment can vary depending on the amount of time an individual has available.”

Tod Cottage in Lincoln received a heritage grant to re-roof the building.

Heritage grants which will enable restoration and maintenance work to be compl et ed on fou rte en properties have recently been awarded by Selwyn District Council.

“The Council is pleased to be able to fund work which will allow heritage buildings of importance to the community to be preserved for future generations to enjoy,” said Strategy and Policy Planner Jessica Tuilaepa.

Tuilaepa $40,000 in funding has been allocated to enable some wellknown historic buildings to be restored or improved.

One of Selwyn’s oldest buildings, Tod Cottage in Lincoln, has received $2,500 for re-roofing work. The property on East Belt in Lincoln was built in 1858 and owned by pioneers William and Mary Tod who arrived in Canterbury in 1841. They lived in the house which also served as Lincoln’s first school as they educated their own children and other local children there.

Ellesmere Heritage Park Trust received $8,500 to relocate a historic cottage from Wabys Road in Southbridge to the Heritage Park. The cottage is believed to date from the early 1900s. The Trust is planning to complete some preservation work on the building, furnish it with donated items which date from the time it was built and develop it into a display the public and school children can visit.

MOBILE MECHANIC St John’s Church in Leeston received funding to reconstruct a brick fence at the site.

St John’s Church in Leeston received $5,500 to reconstruct a brick fence which suffered earthquake damage. The church dates from 1872 and is well known to Leeston residents as it sits in spacious grounds on Leeston’s busy High Street.

The owner of a historic stable block in Glentunnel also received $2,000. The stables were built in 1877 and were used by the workers at the Homebush Brick and Tile Works to stable horses. The stables are located near the entrance to the popular Millennium Walkway. The heritage grant will be used to install new beams to support the building’s roof which has weakened with age and earthquakes.

Heritage grants were also made to ten other property owners and three owners of heritage trees to undertake projects.
