FDNY Adds More Names of Members who Died from Sept. 11-related Illnesses to Memorial Wall By Michael V. Cusenza In a somber, moving tribute ceremony, the City Fire Department on Friday added the names of 22 members who died of illnesses related to their work in the World Trade Center rescue and recovery efforts to the World Trade Center Memorial Wall at FDNY headquarters in Brooklyn. “What would have seemed unimaginable then, is our harsh reality now—that the number of FDNY lives claimed continues to grow, well beyond 343, with no end in sight,” said City Fire Commissioner Daniel Nigro. “To date, more than 200 men and women who responded that day, and who worked in the dangerous and painful rescue and recovery effort that followed, have lost their lives. Every few weeks, or many times a month, we learn from a friend or a former

colleague that yet another member has succumbed to illness. Our department gathers, we mourn, and we renew our promise to never forget.” Of the nearly two-dozen new names added to the wall on Friday, four worked at borough fire companies: Firefighter Brent Crobak, Engine Co. 251 (Glen Oaks); Firefighter Daniel Bove, Engine Co. 251 (Glen Oaks); Firefighter Michael McDonald, Ladder Co. 128 (Long Island City); Firefighter John Elges, Ladder Co. 134 (Far Rockaway). DOT Initiates Cross Bay Boulevard Resurfacing Project

By Michael V. Cusenza The City Department of Transportation began resurfacing approximately 10 lane miles on Cross Bay Boulevard this week. Crews started milling the first section—Cross Bay Boulevard between 156th and 165th avenues in Howard Beach—Tuesday night. Work on the second section, which runs from the Joseph P. Addabbo Memorial Bridge to West 5th Road in Broad Channel, will begin the

week of Sept. 23, according to DOT officials. Both milled sections of roadway will then be repaved and include fresh, high-visibility crosswalks and other markings, the agency noted. “This is much needed and greatly appreciated!” the Howard Beach Lindenwood Civic Association said in a Monday afternoon Facebook post. The state-of-good-repair project is made possible with $2.125 million in Reso-A funds secured

last year by City Councilman Eric Ulrich (R-Ozone Park), according to the administration. It also marks the first time these sections of the thoroughfare have been resurfaced in more than 20 years. Resurfacing of the roadway is expected to be completed in October, weather permitting. “Cross Bay Boulevard is the busiest corridor in my district,” Ulrich said. “Thousands of cars, buses and trucks travel on this road every day. The wear and tear over the years is

visible, and that is precisely why I allocated this funding. We are making a critical investment in the physical infrastructure of our community and it simply would not have happened without the help, support and cooperation of the DOT commissioner and her dedicated staff. Man Charged with Sexually Abusing Girls Attending his Daughter’s South Ozone Park Daycare Center By Michael V. Cusenza Editor’s Note: The details of the story that follows are extremely graphic. A borough resident, who is the father of a daycare center operator, has been charged with sexually abusing two female students— one of the victims is a 5-year-old and the other, now 16, was allegedly abused beginning in 2010 when she was just 7 and attending the facility, Acting Queens District Attorney John Ryan announced Tuesday. Ramon Rodriguez, 77, a native of Puerto Rico who lives in South Ozone Park, was arraigned Tuesday night on a criminal complaint charging him with first-degree sexual abuse, second-degree course of sexual conduct against a child, and two counts of acting in a manner injurious to a child under the age of 17. According to court records, bail was set at $50,000 cash or bond. As of Wednesday afternoon, Rodriguez remained on Rikers Island in the custody of the City Department of Correction.

According to the charges, between June 17, 2019 and July 14, 2019, the victim, who is 5 years old, attended Your Treasures Daycare, which is located on 121st Street in South Ozone Park, and owned and operated by Rodriguez’s daughter, Melissa

Rodriguez-Thomas. During that four-day period, Rodriguez, on at least one occasion, touched the 5-year-old victim’s vagina under her clothing. It is further alleged that between 2010 and 2015, the victim, who is now 16 years old, attended the

aforementioned daycare center. During that time, Rodriguez subjected the female student to sexual contact on numerous occasions when she was between the ages of 7 and 12 by rubbing the victim’s vagina both under and over her clothing and exposing his penis. He

also forced her to touch him and to watch while he manipulated himself. Rodriguez continued to have access to the girl after she was no longer a student at the center. According to the charges, it is alleged that between Aug. 15, 2010 and Jan. 31, 2019, Rodriguez stated to the now 16-yearold girl “Your breasts look great” and would repeatedly expose his penis to her. The victim also told police that Rodriguez, on numerous occasions, apologized to the teenager, saying, “I know you hate me for what I have done to you. I am sorry.” “Parents search far and wide for the best childcare for their children. At the very least, they expect their youngsters to be safe,” Ryan said. “Sadly, the father of the daycare center owner took advantage of the access he had to these vulnerable preschoolers and allegedly violated them in unimaginable ways. The defendant is in custody and now faces going to prison for his alleged actions.” If convicted, Rodriguez faces up to 7 years in prison.

By Michael V. Cusenza An Astoria man was arrested Thursday at LaGuardia Airport as he attempted to consummate a sexual rendezvous with a teenager, federal prosecutors said. Over the course of approximately 16 days in August and September, Jason Seto, 41, allegedly sent sexually explicit text messages and photos to an individual whom Seto believed to be a 14-year-old boy; City Police Det. Damon Gergar was actually on the other end of that digital dialog with Seto. “On or about Aug. 21, 2019, I began working in an undercover capacity via an Internet-connected smartphone to conduct an investigation into individuals attempting to have sex with underage boys. I initially was contacted by an individual, who I later determined was the defendant, Jason Seto, on a dating application which individu-

als primarily use to meet up to have sexual contact,” Gergar stated in the complaint. “The defendant sent me a picture of himself, which included his face, as well as a picture of his penis. Within approximately 15 minutes of talking to the defendant, I told him I was 14 years old. The defendant responded ‘cool,’ and continued talking to me… At one point shortly after saying that I was 14, the defendant responded ‘I like young.’” Seto “repeatedly expressed interest in meeting up with me,” Gergar said. Eventually the detective set up the rendezvous for Thursday at 6 p.m. at a LaGuardia food court. Seto was cuffed shortly after arriving at the airport. “The defendant’s phone contained the chats that I had with him on the Telegram application where he attempted to entice me, posing as a 14-year-old boy, to have sex,” Gergar said.

DOE Agrees to Leave Special Ed Teachers in Place

The City has determined that certain special ed instructors will continue in their assignments through the 2019-2020 school year.

By Forum Staff Following conversations with three borough elected officials, the City Department of Education has decided to keep special education teachers serving non-public schools in place, those pols announced Tuesday. According to State Sen. Joe Addabbo, Jr. (D-Howard Beach), Assemblywoman Nily Rozic (D-Flushing), and Assemblyman Daniel Rosenthal (D-Flushing), the City employs 10 special education instructors to provide Special Education Teacher Support Services to students

with disabilities attending nine non-public schools in Queens. Changes in federal law regarding service delivery for federally funded services raised the concern that these teachers might be reassigned. Due to the sudden nature of the announcement, the news was met with backlash from parents, school administrators and the instructors. The special ed teachers were expected to receive new assignments across the five boroughs by September. Addabbo, Rozic, and Rosenthal said they brought their concerns to DOE officials and the Mayor’s Office, and advocated for a review of the policy. The City eventually determined that SETSS providers would continue in their assignments for at least one additional school year (2019-2020). “When it was announced that the NYC Department of Education was going to remove SETSS instructors from non-public schools — despite the program’s obvious success — my office received calls from teachers and parents asking if there was anything we could to do save the program,” said Addabbo, a member of the Senate Education Committee. “After working with the DOE, I am thankful that they have reversed their decision and will allow the amazing SETSS instructors to remain with their current assignments for at least the 2019-2020 school year.”

Cusenza Legislation providing for the observance of Sept. 11 Remembrance Day, including a brief period of silent reflection followed by a discussion, has been signed into law, the measure’s sponsor, State Sen. Joe Addabbo, Jr. (D-Howard Beach), announced Monday. The new law, according to Addabbo, mandates a brief moment of silent reflection and appropriate discussion at the start of the school day on every Sept. 11 in statewide public schools. The terrorist attacks of Sept. 11, 2001 were a defining moment in the history and lives of the Empire State and of the country, Addabbo said. The tremendous loss felt by the citizens of our state, many of whom suffered great personal loss in the attacks on the World Trade Center, the pentagon, and in the fields of Shanksville, Penn., has resulted in significant transformation for our state and country, he added. “This new law will mean that the significance of the tragic events of Sept. 11, whether it be the loss of loved ones or the largest rescue operation our nation ever witnessed, will be forever acknowledged by school students too young to have witnessed this life-changing day,” the senator said. “Since 2001, our country has been united through four simple words, ‘We will never forget,’ and with the governor signing this measure, we can ensure that all school children will continue to keep those words active in their hearts and minds.” Governor Andrew Cuomo made the measure official Monday.

“9/11 was one of the single darkest periods in this state’s and this nation’s history, and we owe it to those we lost and to the countless heroes who ran toward danger that day and the days that followed to do everything we can to keep their memory alive,” Cuomo said. “By establishing this annual day of remembrance and a brief moment of silence in public schools, we will help ensure we never forget—not just the pain of that moment but of the courage, sacrifice and outpouring of love that defined our response.” The bill was passed in the Assembly by Assemblywoman Stacey Pheffer Amato (D-Howard Beach). “Students graduating from high school as part of the Class of 2019 were just newborns during the terrorist attacks of Sept. 11, 2001, and soon enough there will be no students in the national public school system born at the time of 9/11. By mandating a brief moment of silent reflection every year, we may ensure that future generations will better understand this day and its significance in our history,” Pheffer Amato said. The law took effect as soon as Cuomo signed it, Addabbo noted. “By mandating a moment of reflection every year on the Sept. 11 Remembrance Day, we are encouraging dialogue and education in the classroom, and ensuring that future generations will better understand this day and its place in our history,” Addabbo added. “Many families within my district were deeply impacted by the tragic events of 9/11 and I certainly had them in mind when working on this legislation.”

EDITORIAL “Time can be Made up—a Life Cannot…” New Yorkers are different. We are unique. We are the most humble, grateful, and selfless people on the planet. Our ugly side often rears its head, too. We can be the most obnoxious, selfish, and entitled folks the human race has ever produced. For example, we were at our finest on Sunday, Sept. 8, when the Forest Hills Volunteer Ambulance Corps and Punishers Law Enforcement Motorcycle Club organized the fourth annual “9/11 Run for Richie,” to honor of Richard Allen Pearlman, the Howard Beach resident and FHVAC emergency medical technician who sacrificed his life at the World Trade Center during the Sept. 11 terror attacks. Hundreds of motorcycles rumbled from South Ozone Park to Williamsburg, Brooklyn, on Sunday to celebrate Pearlman and raise funds for the FHVAC. The Run for Richie annually recalls the heroism of Pearlman, 18, the youngest first responder to perish on that Tuesday morning 16 years ago. According to the Punishers, Pearlman “headed to the WTC on foot from his job at a law firm and was ordered back to his job by his employer for safety reasons, but remained at the WTC site. A picture on pages 16-17 in Newsweek’s Extra Edition of America Under Attack shows Richie aiding the injured.”

However, our ugly cousins weren’t far behind. Several selfish souls turned to social media (of course) to complain about the traffic delays the Run for Richie “caused,” and how this wonderful charity event apparently ruined their already pointless existences. Once again, Dorie Pearlman put it best: “For the people who wrote or said things on Facebook or elsewhere, they should look in the mirror and thank everyday they have with their Loved ones, and Never have to face what thousands of people like myself face every day. They were upset because the delay of traffic—well, time can be made up, a Life cannot be made up. Once it’s gone it’s gone Forever. No amount of time, money or material things can bring back a Loved One. So those complaining should get off their high horses and thank God for every day they have with family and friends.” Thank you, Mrs. Pearlman. For your letter. And for Richie.

Broadway Show Musician Charged with Attempting to Lure Teen Boy to Meet for Sex By Forum Staff A Broadway musical pianist has been charged with attempted use of a child in a sexual performance, attempted criminal sexual act and other crimes after allegedly being caught trying to meet with a 14-year-old boy for sex. Justin Brown, 26, of Manhattan, was arraigned Friday on a complaint charging him with attempted use of a child in a sexual performance, second- and third-degree attempted criminal sexual act, first-degree attempted dissemination of indecent material to minors and attempted endangering the welfare of a child. Bail was set at $20,000 cash or bond. City Department of Correction records show that Brown was discharged from Rikers Island on Saturday.

If convicted, Brown faces up to seven years in prison. Brown allegedly was unknowingly communicating on the social media app Snapchat, not with a 14-year-old boy but with an undercover police officer investigating cases involving the use of the internet to entice children to have sex and to create, distribute and possess pornography. Acting Queens District Attorney John Ryan said, “This case underscores the crucial importance of internet surveillance efforts by law enforcement to protect children from sexual predators. However, in addition to police being proactive, this should also serve as a warning to parents that at all times they must closely monitor their children’s online activities—in particular on social media apps. The defendant,

who was told numerous times that the person he was chatting with was an underage boy continued to pursue the ‘youngster’ and traveled from Manhattan to Queens to meet for sex.” Charges in the case reflect that a police officer working undercover online and posing as a minor child on Monday, Sept. 2, at approximately 11 a.m., utilized the Grindr app and received a text message allegedly from the defendant. Brown asked for the individual’s age and after being told 14, he allegedly responded “nice” and asked about switching over to the Snapchat app. Around noon that same day on Snapchat, the “teenager” received a message from Brown using the name “jbplaysmusic1.” A sexually-explicit conversation ensued and the defendant allegedly sent a photo of his face and a picture of his penis to the “boy.”

Brown had numerous online conversations with the “teen boy” between Monday and Thursday of the same week. During those chats the defendant allegedly sent a video of himself masturbating, asked the boy if he was horny, the length of his penis and other sexually-explicit questions. On Thursday, Sept. 5, Brown asked the undercover police officer posing as a teenager about meeting up for sex. A location was chosen on Parsons Boulevard and that afternoon Brown showed up and was arrested. His backpack allegedly contained a bottle of lubricant and condoms. When interviewed by police, Brown allegedly admitted to the scheduled meeting with a 14-year-old and furthermore stated that he had been talking to numerous people who are underage.

Queens Village Man Charged in Death of Wheelchair-bound Property Owner who Evicted Him By Forum Staff A Queens man has been charged on multiple counts after he set a blaze at the residence of a homeowner who evicted him from his apartment. Persaud Rampersaud, 49, formerly of 219th Street in Queens Village has been charged with murder and arson for setting fire to the 219th Street residence where he had lived until late August. The homeowner, a wheelchair-bound retiree, died on Tuesday, September 3rd, after the defendant allegedly doused the victim’s room with a flammable liquid and set the house on fire. “The defendant—who allegedly admitted to starting the deadly blaze—set out to kill the homeowner after she forced him to vacate her home. Instead of being grateful for a temporary place to stay, the defendant allegedly torched the property and killed the woman. The defendant, who was hospitalized following his arrest, was arraigned via a video monitor and now faces the possibility of spending the rest of his life behind bars for this horrible and senseless crime,” said Acting Queens District Attorney John Ryan.

Borough Residents among Five Indicted in Mortgage Fraud Scheme By Forum Staff Five men, including two Queens residents, have been indicted for their roles in a mortgage fraud scheme, federal prosecutors announced Tuesday. An indictment was unsealed Tuesday in Brooklyn federal court charging Michael Konstantinovskiy, 33, of Rego Park; Avraham Tarshish, 40, who lives in Queens Village; Tomer Dafna, 48; Iskyo Aronov, 32; and Michael Herskowitz, 40, with conspiracy to commit wire fraud and bank fraud, and related wire fraud counts, in connection with a scheme to defraud mortgage lenders, including the Federal National Mortgage Association, the Federal Home Loan Mortgage Corporation, and borrowers. Konstantinovskiy, Dafna, Tarshish, and Herskowitz were arrested Tuesday morning in New York; Aronov was arrested in Florida. According to the indictment, the defendants

Between December 2012 and January 2019, the defendants conspired to defraud mortgage lenders, misleading them into approving short sale transactions at fraudulently depressed prices. In

a short sale, with the approval of the mortgage lender or servicer, a mortgage loan borrower sells his or her property for less than the outstanding balance of the mortgage loan. The proceeds from the short sale, less approved closing costs, are applied to the outstanding mortgage loan balance owed to the lender, who typically agrees to

forgive the borrower’s remaining mortgage loan balance. Here, the defendants fraudulently manipulated the short sale process by transferring properties for prices well above the short sale prices, and failing to disclose this to the mortgage lenders and servicers. The defendants also took steps to preclude other prospective purchasers from making higher offers for properties by failing to market properties as required by the lenders, and by filing fraudulent liens on properties. As a further part of the scheme, the defendants provided the mortgage lenders and servicers with false and misleading information in transaction documents and failed to disclose either payments made to the borrower and others related to short sale or contemporaneous agreements to transfer the properties at inflated prices. Many of the affected mortgage loans were insured by the Federal Housing Administration, or owned or guaranteed by Fannie Mae or Freddie Mac.

Student Looks to Expand Mentor Program

By Forum Staff Howard Beach high school student, Michael Manta, last year established his own 501(c)(3) nonprofit organization aimed at getting fellow students to mentor middle schoolers on the high school application process and help with test prep. And with the aid of an area elected official, Manta hopes to expand his program. Manta is the co-founder and CEO of NYCMentors.org. He created the program in 2018 as a way to help his younger brother, Jonathan, navigate the high school admission process and expand his search outside of the local high schools. With Michael’s help, Jonathan was eventually accepted to The McCallie School in Tennessee. Manta’s NYCMentors.org partners high-achieving underserved middle school students with high school students who are looking to give back and help these middle schoolers with the high school admission process, give them advice, and help with test prep, because many underserved middle school students do not have access to those resources, Manta noted. “I really wanted to do something to give back,” he added. “There’s not really a program in New York City that has this type of mentorship. Having high school students working directly with middle school students, it gives them an older brother or older sister to get advice from. You don’t get that from just tutoring and test prep.” Manta is now looking to grow his organization and has reached out to State Sen. Joe Addabbo, Jr. (D-Howard Beach) for help.

“When Michael came to me with his program and told me he is looking to expand the number of students he would be able to reach, I knew I had to help,” said Addabbo, a member of the Senate Education Committee. “I have a daughter in high school and another in middle school, and I know how much of a resource my oldest will be for when my youngest daughter makes that jump into high school. I would love to be able to help students who may not have anyone to help them figure out the complex application process, and what other things a student may need to get into the high school they want—like joining clubs and extracurricular activities.” Currently, NYCMentors.org can pair only 25 middle school students with high school mentors. They are looking for grants that will help them expand the student pool, but also keep the quality of mentorship. Manta is also looking to sign up additional mentors and mentees. Manta also announced that NYCMentors.org will have a table at the 19th Annual Chess-in-the-Park Rapid Open on Saturday, Sept. 14 at the Bethesda Fountain, Central Park and 72nd Street. NYCMentors.org will be at the event from 8:30 a.m. to 5 p.m. signing up high school and middle school students who wish to participate in the program. This week we’d like to talk with you about a subject that has the potential to save a loved ones life and at the very least minimize the devastating results of having a stroke. Stroke is the leading cause of adult disability in the United States and the fourth most common cause of death. A stroke occurs when blood flow through an artery to the brain is cut off either by a blockage or because the artery ruptures and bleeds into the brain tissue. More than 85 percent of strokes are because of blockage by a blood clot or plaque (a fatty, waxy substance that accumulates on artery walls). Getting treatment within the first three hours after stroke onset is critical for minimizing permanent damage. That is why it is so important to act F.A.S.T. Signs of a stroke should prompt F.A.S.T action. The American Stroke Association developed this easy-to-remember guide to help identify the signs of a stroke. F – Face drooping. Is one side of the person’s face drooping or numb? When he or she smiles, is the smile uneven? A – Arm weakness. Is the person experiencing weakness or numbness in one arm? Have the person raise both arms. Does one of the arms drift downward? S – Speech difficulty. Is the person’s speech suddenly slurred or hard to understand? Is he or she unable to speak? Ask the person to re-

peat a simple sentence. Can he or she repeat it back? T – Time to call 9-1-1. If any of these symptoms are present, dial 9-1-1 immediately. Check the time so you can report when the symptoms began. Physical exercise, controlling high blood pressure, eliminating salt, sugar and foods high in fat as well as not smoking are all among the easiest methods to try and prevent strokes. Risk factors that we have no control over include race, gender—women are far more likely to have strokes than men- and family history. All of these factors can contribute to the incidence of stroke. It is extremely important that you are aware of every proactive precaution available. Time is of the essence when dealing with strokes so take advantage of the wealth of information available on dealing with potential stroke occurrences. Preparedness saves lives. Until next week…

Cuomo Outlines Priorities for Upcoming MTA Capital Plan By Michael V. Cusenza Governor Andrew Cuomo on Monday issued a letter to the Metropolitan Transportation Authority Board of Directors outlining priorities for the upcoming Capital Plan. According to the MTA, the State Legislature mandated in 1982 that the agency prepare five-year capital plans to rebuild and improve the New York region’s transit network. A Capital Plan is an intermediaterange strategy that usually spans five years and identifies capital projects and equipment purchases. It also provides project scope of work, anticipated costs, a planning schedule, and options for financing the planned projects. Capital plans are based on the TwentyYear Needs Assessment: To establish the planning context prior to the development of each five-year capital plan, the MTA prepares a 20-year capital needs assessment that sets forth the long-term capital investments that would be made in a program. These investments focus on two priorities, according to the Authority: rebuilding the system and expanding the system. “The MTA has made quantifiable and undeniable progress over the past three years,” Cuomo wrote in his Monday missive to the board. “The path forward for the MTA has two tracks. New train cars must be procured without the multi-year delays in past contracts, the governor demanded. “Performance is demonstrably improved,” Cuomo acknowledged in the conclusion to his letter. “An intelligent Capital Plan that can be approved by the Legislature and New York City mayor in an expeditious fashion will secure and advance progress.”

Stringer Urges City to Detail Updated Hurricane Emergency Prep Plans By Forum Staff City Comptroller Scott Stringer recently reached out to Mayor Bill de Blasio, urging him to detail specific steps taken to reform emergency preparation plans and spotlighting breakdowns in the City’s response to Superstorm Sandy that left NYCHA residents more vulnerable, stalled recovery efforts, and jeopardized vital services. In a letter dated Friday, Sept. 6, Stringer also outlines critical priorities identified in previous audits by the comptroller’s office, where the administration must improve protocols to more efficiently respond to natural disasters and help New Yorkers recover. Stringer’s missive requested the following information from the City regarding progress made in preparation for future storms: • Steps taken to ensure that NYCHA is able to contact and assist NYCHA residents with disabilities who may need assistance during a disaster. • Efforts undertaken to implement the Comprehensive Emergency Management Plan at every NYCHA development across the City. • Steps taken to systematically conduct drills, exercises and other training events at all NYCHA developments including in-

six years my office has catalogued the many ways the City failed New Yorkers in the hours, months, and years after Sandy. Our City is responsible for mobilizing to protect New Yorkers the minute the next storm strikes and we can’t let NYCHA residents, shorefront communities, or vulnerable New Yorkers suffer because we didn’t learn our lessons from Sandy. It’s past time for the City to reassure New Yorkers that we are better prepared than we were six years ago. Lives are at stake, homes and businesses are on the line, and futures hang in the balance. We need to act with the urgency that our climate crisis demands because time is not on our side.” Earlier this year, a comptroller’s office analysis revealed that, as of March 31, the City had spent only 54 percent of a combined $14.7 billion in federal Sandy funding, including money allocated to repair infrastructure, help homeowners recover, and implement large-scale resiliency projects. In “Safeguarding our Shores: Protecting New York City’s Coastal Communities from Climate Change,” Stringer details what he has characterized as the imminent threat posed by rising sea levels and the City’s slow pace of investment on essential resiliency projects. “We have to do more, and we have to do it now,” Gotham’s fiscal watchdog said in May.

Borough President Co-Sponsors Free Opioid Overdose Response Training By Forum Staff Borough President Melinda Katz will join NYC Health + Hospitals and the City Department of Health and Mental Hygiene later this month in sponsoring an event to train members of the public on how they can save the lives of people suffering from opioid overdoses. The event is scheduled for Thursday, Sept. 26, from 10 a.m. to noon in the auditorium (Room A1-22) of NYC Health + Hospitals/Elmhurst at 79-01 Broadway in Elmhurst. According to the borough president’s office, attendees will learn how recognize an opioid overdose and how to properly and safely administer naloxone medication to reverse it. Katz noted that naloxone, known commonly by the brand name Narcan, is a medication that can be used on an emergency basis by non-medical professionals to treat opioid overdoses to prevent fatalities. Naloxone is an “opioid antagonist” that counteracts the life-threatening depression of the central nervous and respiratory systems suffered during an opioid overdose. Administration of naloxone can quickly restore normal breathing and save the life of a person overdosing on opioids. It is a safe medication widely used by emergency

The effort is part of HealingNYC, a Citywide initiative to prevent opioid overdoses that helped the City achieve a 3-percent reduction last year in its annual number of unintentional drug-overdose deaths—its first annual reduction in eight years. The reduction was especially sharp in Queens, which saw its number of overdose deaths drop to 215 in 2018 from 270 in 2017. “We are in the middle of an opioid epidemic that has claimed the lives of nearly 3,000 people in New York City in the past two years alone,” Katz said. “We can help address this crisis by learning how to administer potentially lifesaving naloxone to those overdosing on opioids, empowering family members, friends and neighbors with the information to assist. It is my privilege to partner with NYC Health + Hospitals and the Department of Health and Mental Hygiene in co-sponsoring this vitally important training session, which will put naloxone in the hands of our borough’s residents and save many more lives.”

City to Stop Issuing Violations to Homeowners for Damage Caused by Street Trees By Forum Staff The City will no longer issue violations to homeowners for sidewalk damage caused by City trees, Mayor Bill de Blasio and Assembly Speaker Carl Heastie announced Tuesday. The City will also ramp up sidewalk repairs under the Trees & Sidewalks program to address 5,500 priority sites over the next three years, de Blasio added. According to the administration, the City will stop imposing liens on one-, twoand three-family properties that have sidewalk damage caused solely by City trees. The Department of Transportation and the Parks Department will still inspect for dangerous sidewalk conditions, but the City, not the homeowner, will be responsible for fixing them if they are exclusively tree related, Hizzoner noted. “We’re not just fixing broken sidewalks—we’re fixing a broken system,” de Blasio said. “We tripled funding for treerelated sidewalk repair, but homeowners were still on the hook for problems they didn’t create. As a homeowner, I know how frustrating that is. Now, if a street tree causes damage, we’re taking care of it.” According to the City, DOT will review the 50,000 existing Notices of Violation to determine which were caused exclusively by street trees and cancel the lien for any
