By Michael V. Cusenza Hurricane Ida tore through Queens Wednesday night, leaving at least 11 dead and hundreds of millions of dollars in damage.

Central Park reported a record 3.15 inches of rain over the course of just one hour.

More than 10 inches of rain fell in various communities.

President Joe Biden on Tuesday visited some of the hardest-hit parts of the borough, including East Elmhurst and Woodside.

“We just finished surveying some of the damage in the neighborhood here in Queens. And earlier today, we were in the Raritan Valley in New Jersey, which also got badly, badly hit,” Biden said in East Elmhurst. “Walking these neighborhoods, meet-

ing the families and the first responders, seeing how folks are doing after this destruction and pain and another devastating storm, is an eye-opener.”

Governor Kathy Hochul, who on Wednesday declared a State of Emergency in New York within the counties of Bronx, Dutchess, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster, and Westchester in response to major flooding due to Hurricane Ida, addressed NY on Thursday morning.

“We are truly all in this together. And storms affect all of us. But what we’ve got to recognize is the suddenness, the brutality of storms now, it is different,” Mayor Bill de Blasio said. “A record set two weeks ago, another record set now, rainfall like we haven't seen ever before. This is the biggest wakeup call we could possibly get.”

President Biden added, “My message to everyone grappling with this devastation is: We’re here. We’re not going home until this gets done. I really mean that. We’re not leaving. We’re going to continue to shout as long as it takes to get real progress here.”

By Michael V. Cusenza President Joe Biden on Sunday declared that a major disaster exists in the State of New York and ordered Federal aid to supplement State, tribal, and local recovery efforts in the areas affected by the remnants of Hurricane Ida from Sept. 1 to Sept. 3, 2021.

The President’s action makes Federal funding available to affected individuals in the counties of Bronx, Kings, Queens, Richmond, and Westchester.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding also is available to State, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the remnants of Hurricane Ida in the counties of Bronx, Kings, New York, Queens, Richmond, and Westchester.

Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

Deanne Criswell, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Lai Sun Yee as the Federal Coordinating Officer for Federal recovery operations in the affected areas.

Damage assessments are continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

Residents and business owners who sustained losses in the designated counties can begin applying for assistance tomorrow by registering online

at disasterassistance.gov or by calling 1-800-621FEMA(3362) or 1-800-462-7585 for the hearing and speech impaired. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

“I am deeply grateful that President Biden has granted a Major Disaster Declaration for New York State in the wake of Hurricane Ida,” Sen. Kirsten Gillibrand (D-N.Y.) said Monday. “I, along with members of the New York congressional delegation and Governor Hochul, requested this crucial measure, which will deliver federal funds that will help New York families and communities recover from the significant damages caused by flooding from the remnants of Hurricane Ida. I look forward to joining President Biden in Queens tomorrow to see the hard work that must be done to recover and rebuild and I will continue working with him to lay the foundation for a stronger, more resilient future.”

Brooklyn Man Caught with Handgun at JFK Airport

A Brooklyn man was recently caught with this handgun among his carry-on items at JFK International Airport.

By Forum Staff A Brooklyn man was taken into custody last Wednesday after Transportation Security Administration officers caught him with a .22-caliber handgun at one of the John F. Kennedy International Airport security checkpoints, according to TSA officials.

The weapon was not loaded.

TSA officials alerted the Port Authority Police, who responded to the checkpoint, confiscated the gun, and arrested the man on local weapons charges. In addition to his arrest, the man also faces a stiff federal financial civil penalty for bringing a gun to a security checkpoint.

When an individual shows up at a checkpoint with a firearm, the checkpoint lane comes to a standstill until the police resolve the incident. Guns at checkpoints can delay travelers from getting to their gates.

TSA reserves the right to issue a civil penalty to travelers who have guns and gun parts with them at a checkpoint. Civil penalties for bringing a handgun into a checkpoint can stretch into thousands of dollars, depending on mitigating circumstances.

This applies to travelers with or without concealed gun carry permits because even

though an individual may have a concealed carry permit, it does not allow for a firearm to be carried onto an airplane. The complete list of civil penalties is posted online at tsa. gov/travel/civil-enforcement. If a traveler with a gun is a member of TSA PreCheck, that individual will lose their TSA PreCheck privileges.

Nationwide, TSA officers detected 3,257 firearms on passengers or their carryon bags at checkpoints last year, although the total number of passengers screened at airport checkpoints across the country fell by 500 million compared to 2019 due to the pandemic. The result was that twice as many firearms per million passengers screened were detected at checkpoints in 2020 compared to 2019. In 2020, TSA caught approximately 10 firearms per million passengers as compared to about five firearms per million passengers in 2019. Of the guns caught by TSA in 2020, about 83 percent were loaded.

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) on Tuesday said it is important to acknowledge the Sept. 11 terror attacks, teach students about the events that took place that day, and how it changed the world.

In 2019, Addabbo passed the September 11th Remembrance Day bill, which was signed into law and establishes a day of remembrance, reflection and a brief moment of silence in New York State’s public schools to remember the thousands of lives that were lost on that fateful day.

Unfortunately, on Sept. 11 during the 2020 school year, students and teachers were still adjusting to the remote learning process, so it was difficult for many classrooms to implement the moment of silence and teaching moment.

“Students in our high schools and elementary schools were not alive on Sept.

11, 2001 so I feel it is important for them to

understand the magnitude of that day and how it impacted our lives here in New York, and across the world, forever,” Addabbo explained. “Although that day is marked by an incredible sadness, it is also a showcase of the incredible bravery of the first responders — many who made the ultimate sacrifice — and how everyone came together to help in the aftermath.”

With September 11 being on a Saturday this year and most classrooms starting up after that date, Addabbo hopes that teachers are able to take some time thereafter to discuss the tragic events of 9/11 in their own way.

Community Unites for Tribute in Lights

The Howard Beach Lindenwood Civic recently coordinated the construction of a “Tribute in Light” to mark the 20th anniversary of the Sept. 11 terror attacks.

“These lights will shine brightly for the next two weeks as we remember all who were affected on that day,” the civic wrote on Facebook Saturday night as it detailed the installation located next to the Welcome to Howard Beach sign.

The group also thanked “West Hamilton Beach Fire Dept. Chief Nick Spinelli and Firefighter John Stewart for their vision, time and talent and for getting all of the material donated. This would never have been done without them. Thank you to Mike Giordanella and Frank Martin for helping with the build.”

DOB Advises New Yorkers after Historic Ida Flooding

By Forum Staff The City Department of Buildings on Thursday advised building owners and property managers to take added precautions when surveying damage at their properties, after historic and deadly floods inundated neighborhoods across the city overnight.

Heavy flooding conditions have the potential to cause structural damage, undermining concerns, hazardous mold, and deterioration of building electrical and gas plumbing systems, which can all pose a serious hazard to New Yorkers entering flood-damaged buildings.

Building owners and property managers are advised: • Check your property for any structural stability issues or unsafe conditions due to flooding, and contact the Department of Buildings by calling 311 if there are concerns. For building-related emergencies call 911.

• When surveying flood damage in a building look out for mold, any newly formed cracks along the wall, and signs of foundation damage including bulging walls.

• Heavy flooding can have a significant effect on the structural stability of outdoor structures such as decks, porches and retaining walls. Take extra precaution near these outdoor structures, due to the potential for collapse.

• Flooding can also cause the soil around buildings to shift. Be cautious of sink

holes forming on your property, especially near septic systems. Avoid areas around large trees if the surrounding soil is soft.

• Do not wade into standing flood water in basements and cellars to survey damage. The water may be contaminated, contain hazardous debris, or be electrically charged • Floods can cause damage to electrical wiring and gas plumbing systems inside of a building, creating an imminent hazard to anyone inside of the building. Extreme caution should be taken if there are concerns that standing water in a building

may be electrified. Never attempt to turn off power or operate a circuit breaker while standing in water.

• When investigating and cleaning flood damage in your building, wear gloves, boots, a mask and other protective clothing, to protect yourself from mold and other contaminants.

• If your basement or cellar is flooded, use caution when pumping out the water.

Pumping out flood water from a building too quickly could cause serious structural damage.

The water must be drained slowly to equalize pressure on both sides of building walls.

• If you need to use a gas-powered generator, never use it indoors. Keep generators outside, away from open windows, and always follow the user instructions in the owner's manual.

• Concerns about drinking water contamination in a building should be reported to 311.

• Extensive repair work in a building may require the services of a registered contractor as well as DOB-issued work permits.

Electrical Wiring repairs will require the services of a licensed electrician. Gas plumbing system repairs will require the services of a licensed plumber.

• Licensed Master Plumbers performing emergency work to address a hazardous situation, restore essential services, and maintain sanitary conditions, have the ability to file an Emergency Work Notifications with the Department online, allowing them to start repairs immediately with no wait time from DOB. The plumber can then submit the paperwork for any required permits with the Department after the job is already completed.

According to U.S. Sen. Kirsten Gillibrand (D-N.Y.), the FEMA Public Assistance Program will provide New York State, local governments, private nonprofits, and federallyrecognized tribes with emergency funding to assist with protecting property, restoring community infrastructure affected, and preventing fatalities. The FEMA Individuals and Households Program will provide resources for temporary housing, repairing or replacing owner-occupied homes, and services for those who have uninsured or underinsured necessary expenses and serious needs.

We sometimes feel that it is all we can do to keep up with the pace. If you want to get somewhere else, you must run at least twice as fast as that!”

Such frantic activity is a symptom of a deeper spiritual emptiness that drives us to search for meaning in something larger than ourselves.

In Wake of Ida, Senator Demands Passage of Infrastructure and Reconciliation Bills

By Forum Staff Senate Majority Leader Chuck Schumer on Sunday said that Hurricane Ida was a warning bell to New York and the nation.

Schumer rallied for passage of both the bipartisan infrastructure legislation and the reconciliation bill now being negotiated.

“If Ida has shown us anything, it is the need to pass legislation that deals with the wrath and fury of storms amid a very real climate crisis,” Schumer said. “We have two tracks to meet this urgent need: the bipartisan infrastructure deal and the reconciliation bill now in negotiation. We need to pass both—and ASAP.” Bill highlights include: • $7 billion for Army Corps of Engineers infrastructure priorities. This includes $150 million for Corps Investigations for technical assistance and to initiate or complete previously authorized studies. In addition, $6 billion is provided for Corps construction projects to help address the huge backlog of authorized projects that have yet to receive funding. the National Fish and Wildlife Foundation. This program improves the resilience of coastal communities to flooding and inundation by restoring or expanding natural ecosystems, while enhancing fish and wildlife habitats and increasing protection for communities from coastal hazards.

• $491M for the NOAA Community-Based Restoration Project. This program helps protect the safety and well-being of coastal communities by buffering shorelines from erosion, reducing flooding, and removing potentially hazardous structures.

• $492M for NOAA mapping, observations and modeling. Investments in NOAA flood mapping and modeling programs can have significant benefits of protecting lives and property during extreme weather events. Specific programs funded include the Coastal Mapping Program, nextGen National Water Modeling framework, Atlas 14 & Probable Maximum Precipitation, and flood inundation maps that depict the extent and depth of floods stemming from actual and forecasted events.

• $3.5B for FEMA Flood Mitigation Assistance program. This program helps provide financial and technical assistance to states and communities to reduce the risk of flood damage to homes and businesses through buyouts, elevation and other activities. These activities protect lives and property and help reduce future federal disaster expenditures.

Since the inception of the grant program, more than $48 million has been awarded to over 2,380 small and micro-businesses in all 10 regions of the state. The announcement by Hochul ensures that additional small businesses can access funding quicker through this program.

Nando Perez, 64, was arraigned on Thursday before Queens Supreme Court Justice Ushir Pandit-Durant on an indictment charging him with murder in the second degree and criminal possession of a weapon in the fourth degree. Pandit-Durant

According to the charges, sometime after 4:20 p.m. on Aug. 4, Perez entered the law office of Charles Zolot on 82nd Avenue near 37th Street in Jackson Heights. The defendant, who had once been a client of the attorney, allegedly attacked Zolot in his second-floor conference room, stabbing him approximately 20 times before fleeing the scene. Chaz Reyes, 31, pleaded guilty on May 27, 2021, to manslaughter in the first degree before Queens Supreme Court Justice Kenneth Holder. Last Wednesday, Holder sentenced Reyes to 15 years in prison, to be followed by five years’ post-release supervision.
