Brooklyn Man Indicted for Fatal Christmas Eve Hit-and-Run Crash By Michael V. Cusenza A Brooklyn man has been indicted by a borough grand jury for allegedly crashing into a vehicle and running away on foot, Queens District Attorney Melinda Katz announced Friday. The Christmas Eve 2020 crash killed the female passenger in a ride-share car; the driver was also injured, Katz noted. Jason Liriano, 23, was arraigned Thursday on a fourcount indictment charging him with criminally negligent homicide, leaving the scene of an incident without reporting, aggravated unlicensed operation of a motor vehicle in the second degree and driving in excess of the maximum speed limit. Liriano was ordered to return to court on Dec. 2. Shortly after 7 p.m. on Dec. 24, 2020, Liriano, behind the wheel of a black 2020 Lamborghini, allegedly slammed into a Toyota Camry on 103rd Avenue and Rockaway Boulevard. The backseat passenger Ritawantee Persaud, 54, and the driver were injured in the crash. Liriano and one of his passengers quickly exited the vehicle and fled the scene on foot. Another passenger riding with Liriano was injured and remained at the crash site. Both Persaud and the driver of the Toyota were immediately transported to Jamaica Hospital Medical Cen-

Officials Tout Improvements Planned for Woodhaven Library By Forum Staff The Woodhaven branch of Queens Public Library, which opened its doors in 1924 and was the last Carnegie Library built in Queens, will soon receive a major capital improvement, Councilman Eric Ulrich (R-Ozone Park) recently announced. Ulrich announced the 2022 New York City budget fully funds the library’s reconstruction. Ulrich appropriated $1.5 million in capital funding and $4.1 million in capital funding in conjunction with Council Speaker Corey Johnson for the project. In addition, Queens Borough President Donovan Richards, Jr. secured $1.5 million. The total cost of the renovation exceeds $25 million. The project will entail a comprehensive renovation of the library's interior. It will feature a new children's room, a new teen room, and new adult reading rooms. The upgrade will also make library more accessible by adding automatic door openers, new interior elevators, new restrooms, and ADA compliant ramps. “Libraries serve everybody – old and young, rich and poor. By Forum Staff Mayor Bill de Blasio recently joined New York City Department of Transportation Commissioner Hank Gutman in Forest Hills to announce that the final phase of the administration’s signature redesign of Queens Boulevard will be complete by Oct. 29. The mayor and commissioner installed a flexible delineator dividing a bike and car lane at 70th Road, one of several major street safety improvements included in the redesign. DOT is also adding two miles of protected bike lanes to the corridor. “New York City is proud to complete the redesign of one of Queens’ most important roadways – and give new life to the notorious ‘Boulevard of Death,’” de Blasio said. “Safety improvements like these make our city more livable for everyone who uses our streets—and they recognize that our responsibility is to make sure a car doesn’t turn into a weapon. I’m proud of all the public servants who worked hard to complete this project, and I look forward to a safer and more equitable future for Queens.” Gutman added, “It’s so satisfying to see green paint on the protected bike lane and new pedestrian safety improvements along this stretch of Queens Boulevard in Forest Hills, after witnessing the great benefits of this project’s previous phases.” Under the de Blasio administration, Queens Boulevard has seen traffic injuries decline by 19 percent. Pedestrian fatalities and injuries declined by 24 percent. Phase 4 includes new protected bike lanes and a pedestrian path along the medians between the service road and the main roadway. Pol Urges FTC to Protect Seniors from Targeted Financial Scams By Forum Staff On the heels of the Senate Aging Committee holding a hearing Thursday on “Frauds, Scams, and COVID-19: How Con Artists Have Targeted Older Americans During the Pandemic,” U.S. Sen. Kirsten Gillibrand (D-N.Y.), member of the Special Committee on Aging, renewed her support for the bipartisan Senior Financial Empowerment Act. This bill ensures that seniors and their caregivers have access to critical information and resources regarding financial abuse. As part of Gillibrand’s continued efforts to protect seniors from fraud and targeted financial scams, she recently sent a letter to the Federal Trade Commission urging the agency to strengthen and standardize senior financial abuse reporting, to help ensure older Americans and their caregivers have access to critical information regarding financial abuse, and to hold financial scammers targeting older Americans accountable. “In New York State alone, seniors are estimated to lose as much as $1.5 billion a year to financial fraud and abuse. Throughout the pandemic, the range
of financial scams targeting older adults skyrocketed as public health and economic anxiety grew, capitalizing on people’s interest in COVID treatments and their need for financial help. In New York State alone, seniors are estimated to lose as much as $1.5 billion per year to financial fraud and abuse. New York is also ranked the fourth-highest in the nation for financial loss and number
of victims per state among those aged sixty and older. Gillibrand’s call to action aims to provide tactics and strategies for families to use against the threat of fraud, especially as this holiday season approaches. The bill, Gillibrand said, would standardize and improve the way senior financial abuse is reported, establish a national hotline that would advise seniors on where and how to report fraud, and provide more resources to combat and prevent financial exploitation of seniors. Specifically, this legislation would help protect seniors from financial fraud by doing the following: • Centralizing services for consumer education and data on scams and fraud targeting seniors; • Improving reporting of suspected instances of elder financial abuse; • Educating certain entities regarding elder financial abuse; • Creating a grant program to prevent mail, telemarketing, and internet fraud; • Directing the National Institutes of Health to conduct scientific research on older adults’ increased vulnerability to scams; and • Designating a National Senior Fraud Awareness Week. “We need to protect our loved ones against fraud and we can do so by working to improve scam reporting and provide educational resources to older adults and their caregivers,” Gillibrand wrote in her letter to the FTC.

Family Enrichment Center Set for Broad Channel

By Forum Staff The City Administration for Children’s Services recently released its Request for Proposal to expand the “Family Enrichment Center” model from three sites to 12 sites in the coming year. Over the next three years, FECs will be expanded to a total of 30 sites. ACS is seeking local community-based providers, with deep ties to their communities, to run the new sites. As part of the RFP, the new FEC locations are below. Queens: Jamaica/Hollis/Queens Village, Rockaway/Broad Channel, Brooklyn: Bedford-Stuyvesant, Brownsville The Bronx: Mott Haven/Melrose, Parkchester/Soundview Manhattan: Central Harlem, East Harlem Staten Island: Stapleton/St. George FECs, which were launched in 2017, are warm, home-like walk-in centers that are codesigned with local families and community members, so families and children can connect with neighbors, volunteer their time, and access resources and supports they need to thrive. These centers are administered by local community-based organizations. The new centers will be located in the hard-hit neighborhoods identified by the TRIE, based on their equity burdens and the impact of COVID-19. The FECs work hand-in-hand with community members to provide concrete resources and other offerings responsive to their needs and interests. Families and communities determine the activities, events and offerings of FECs. These offerings are designed to support families and increase community connectedness. By providing families and children the resources they need, ACS aims to ultimately reduce the risks of involvement with the child protection system. Examples of programs offered at the FECs include: movie nights (for families to meet in a safe space and allow children to make new friends); a therapist-led Healing Through the Arts offering for fami-

lies recovering from community violence; cultural activities; and Café con Amiga (Coffee with Friends) facilitated by Spanish speaking parent leaders to provide support to parents and caregivers. In particular, the FECs proved crucial during the COVID-19 pandemic by providing critical supports to families in need, including food, clothing, and technology, as well as social supports to parents and caregivers. The FECs provide a welcoming, safe, and accessible homelike environment that is open to all, where neighbors can connect, contribute to their community, find resources, support one another, and build protective factors that help their families thrive. FECs look to parents and the community for guidance and leadership. The cornerstone of FEC leadership is Community Leaders, who help design and lead FEC offerings Every FEC is required to engage Community Leaders as part of the model. Community Leaders are intended to represent the diversity of parents in the individual community and may include parents who have had lived experience with, and can provide guidance about, various public systems that participants may need to access, or in which they may be involved. They work closely with FEC staff and participate in training and technical assistance activities provided by ACS to build their skills, knowledge, and leadership. A recent evaluation of the FECs showed that the Centers are having a positive impact on families. FEC members reported that the FECs were enhancing their social supports (from family, friends and neighbors), family functioning, emotional connection with their children, and outlook on life. Additionally, those surveyed reported significant increases in their access to advice and resources in addressing several life challenges, including parenting, financial issues, relationships, food and nutrition issues, and stress management. The report also said that FECs were having a positive effect on members’ access to concrete supports, which can help families better cope with stress, particularly in times of crisis.

De Blasio Unveils Blueprint to Combat Extreme Weather By Forum Staff Mayor Bill de Blasio on Monday released “The New Normal: Combating Storm-Related Extreme Weather in New York City,” a report that provides the five boroughs with a new blueprint to prepare for and respond to extreme weather. The report was delivered to the mayor by the Extreme Weather Response Task Force, a top-level convening of senior leaders across City agencies, along with outside experts on climate change and resiliency, directed to compile a new set of protocols and policies to protect New Yorkers from future storms like Hurricane Ida. The mayor announced plans to support the report’s recommendations with $2.1 billion in new funding at the Department of Environmental Protection; $238 million in accelerated funding for crucial DEP projects; $400 million in new funding for other priority capital projects among key agencies including the Parks Department; Department of Transportation; NYCHA; and the School Construction Authority; and $25 million in expense funding for Fiscal Year 2022. The mayor announced the creation of New York City’s first “Rainboots on the Ground” program – the City’s first-ever program to distribute educational information on evacuation procedures to basement apartment residents and vulnerable neighborhoods. Starting in 2022, the City will contract with 60 community-based orga-

City Announces 15-Year, $191M Offshore Wind Vision By Michael V. Cusenza The de Blasio administration on Thursday announced a 15-year, $191 million Offshore Wind Vision plan to make the city a leading destination for the offshore wind industry. The plan also ensures the city meets nation-leading climate goals of 100-percent clean electricity by 2040 and carbon neutrality by 2050, Mayor Bill de Blasio noted. According to the administration, the offshore wind investment will put New York City on path to: • Create over 13,000 jobs and generate $1.3 billion in average annual investment • Ensure 40 percent of job and investment benefits are directed toward women, minorities, and environmental justice communities • Reduce 34.5 million tons of CO2—the equivalent of removing nearly 500,000 cars from roadways for 15 years. The City, according to de Blasio and the Economic Development Corporation, will make commitments focused on three core areas: sites and infrastructure, business and workforce, and research and innovation. The city will work to develop best-in-class infrastructure that will support the construction and operation of offshore wind farms. The plan outlines how the city will expand its

EDITORIAL Singh Your Song—Elsewhere The upcoming election for the city council seat between Joann Ariola and Felicia Singh in the 32nd Council District—OURS—is a little over a month away. While standard practice of this newspaper is not to make endorsements until the week before the election, as the old adage teaches us, there are exceptions to every rule. In this particular case, the exception is more of an urgent reaction to the potential disaster-the type that homeowners, business owners and all residents face- if this particular election goes the wrong way. Joann Ariola comes to the table with roughly thirty years of experience within the district and has served it in a professional capacity, as a community activist and advocate, a civic leader and as Chairwoman of the Queens GOP. Ariola’s accomplishments are well documented by newspapers, community awards and television interviews. It’s no secret that her focus remains on the com-
munities she has called home for over fifty years. Her campaign language is replete with words like, hard work, patriotism, education, children, hospitals and health care, property taxes, equality, opportunity, unity, bi-partisanship, improved policing and escalation of the quality of life. Felicia Singh seeks a seat at the same table and has introduced herself to voters as a teacher and the daughter of workingclass immigrants who wants to bring equity and justice to District 32. Her campaign language is replete with words like white supremacy, racism, erasure, inequality, public assistance, Islamophobia, homeless shelters, the abolition of safe schools, facilities to safely inject heroin, reduced funding for police and the reliance on Internet charity fundraising sites. Fundraising for both campaigns in this race have a decidedly telling origin. Ariola’s campaign has been funded largely through donations of district residents, while monies amassed by Singh’s campaign have come from political PAC
funds, one of which is that of Alexandria Ocasio-Cortez (AOC) and contributors out of the district and the sate. Keen political acumen is hardly a requirement to determine that the Ariola campaign is funded by the people and Singh’s by the ideology of the radical leftwing. Endorsing Joann Ariola in this election is the proverbial no-brainer and under normal circumstances would have been the primary concentration of this editorial. However, endorsing Ariola is pale in comparison to what we seek as the optimal take home message here. The spotlight shifts rapidly and moves in a different direction away from the Ariola endorsement to outwardly denouncing Felicia Singh. W hat Singh calls her platform is nothing more than a rabid regurgitation of a movement promoting racial tension, seeking empowerment and encouraging anger between diverse cultures as a means to bring the justice and equity she falsely claims is lacking throughout our district. Her candidacy
is an insult to every voter whose support she seeks. Singh bills herself as a Democrat, but looking at the support Ariola has within the Democratic party and the endorsements she has garnered, clearly the Dems see Singh as nothing more than a dangerous imposter. We implore you to recognize that it is in your best interest to view Singh’s candidacy exactly as it presents itself: a perverse attempt to erode any and all semblance of safety, unity and the life we have known and preserved within our community and our families. It is an attempt to cast the lure of socialism with the promise of prosperity, equality and security. But socialism has proven itself to be the biggest lie of the twentieth century delivering nothing but poverty, misery and tyranny. The only level of equality that was ever reached under the rule of socialism is that people were equally miserable. On November 2, your vote for Joann Ariola does more than elect her. It saves us all.

Undocumented New Yorkers Impacted by Ida Should be Eligible for Aid: Meng By Michael V. Cusenza Congresswoman Grace Meng (DFlushing) on Tuesday called for federal disaster relief to be accessible to undocumented New Yorkers who have been devastated by the remnants of Hurricane Ida. In a letter Meng led to the head of the Federal Emergency Management Agency, the congresswoman asked Administrator Deanna Criswell to use the agency’s legal authority to expand the immigrant eligibility requirements for disaster relief assistance, so that all who have been impacted by the storm can seek help regardless of immigration status. Meng’s correspondence follows Gov. Kathy Hochul’s announcement Monday to make $27 million available for undocumented New Yorkers affected by Ida. Meng, who joined the governor for the announcement at the Queens Museum, said in her remarks during the event that she would be sending her letter to FEMA this week, noting that states should not be left to pick up the tab for a federal disaster relief program. “The destruction that Ida caused throughout our region has been devastating,” said Meng. “Queens, and my district in particular, which includes many immigrant communities, was among the hardest hit spots, and lives have been turned upside down. Our government must be there to sup-

Those who lack such identification do not have access to FEMA’s disaster relief, and there are few resources for disaster

The Individuals and Households Assistance Program was designed to meet individuals’ and households’ basic needs, particularly those that have uninsured or underinsured necessary expenses. This will be the central challenge as many non-qualifying immigrants search for new shelter, recover and restore their belongings, and seek medical care. We strongly believe FEMA should ensure relief is accessible regardless of immigration status,” Meng wrote in her missive to Criswell. “FEMA cites Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, also referred to as the Welfare Reform Act, for its immigrant eligibility standards for receiving federal public benefits. However, there is precedent for agencies independently determining whether their relief programs constitute a federal public benefit. For example, in the case of Herrera v Metropolitan Life Insurance Company et al, a federal district court held that proceeds from a Federal Employee Group Life Insurance policy did not constitute a federal public benefit, thus allowing a nonqualified alien beneficiary to receive the proceeds. Given the court’s interpretation that the Welfare Reform Act was intended to restrict eligibility only for welfare benefits available to the public at large, we believe FEMA has the authority to interpret the law in a manner that allows disaster relief to be available regardless of immigration status.”
MTA Increases Mask Enforcement throughout System By Forum Staff The Metropolitan Transportation Authority has been stepping up mask enforcement throughout the system and those who do not comply with mask requirements will be more likely to face a $50 fine. Mask-wearing is a federal requirement on trains, buses and paratransit vehicles, MTA officials noted. Following Labor Day, the MTA began on a blitz of mask distribution, with staff and police officers strategically stationed at subway and railroad hubs, and bus terminals, distributing tens of thousands of free masks to unmasked riders. This continues an approach established last September, when the MTA implemented a $50 fine to help increase mask compliance in response to the COVID-19 pandemic. The goal of heightened enforcement, according to the MTA, is to increase mask usage across all agencies, and to return to 2020 and early 2021 compliance levels where nearly 100 percent of riders wore masks onboard subways, buses, commuter railroads and paratransit vehicles. Since the $50 fine was implemented on Sept. 14, 2020, MTA police officers have had over 88,000 “positive encounters” with customers. This has included the distribution of more than 50,000 free masks overall, 25,000 in the two weeks since the blitz began on Sept. 7. “The COVID-19 Delta variant must be taken seriously, and with more customers expected to be in the system it is vital to remind everyone of the importance of getting vaccinated and wearing a mask,” MTA Chief Safety Officer Patrick Warren said two weeks ago. “The science is clear, facecoverings help reduce the spread of germs and viruses, and over the next several weeks we will be out across our operating region, reinforcing that message.”

Since the mask blitz began at key transit hubs, mask usage has increased. Latest surveys show that mask compliance onboard buses is approximately 94 percent, 87 percent on subways, 92 percent on the LIRR and 95 percent on Metro-North. To date the MTA has made 11.1 million masks available for customers; more than 800,000 free masks have been distributed to customers. “Promoting mask usage is an important component to protecting one another,” Warren added. “To support the use of masks we have provided tens of millions of free masks to customers, complemented by a robust communication endeavor. These efforts have seen mask usage recently rise on buses and trains. This next phase of our blitz will reinforce that wearing a mask is not optional. Vaccinated or not, you

Distribution efforts continue to be complemented with digital messaging and announcements in stations. “Our officers have surged into major hubs to remind riders to wear their mask, and have handed out 25,000 free masks in just two weeks,” said Joseph McGrann, acting chief of the MTA Police Department. “In the coming weeks officers will step up enforcement efforts on commuter rails and work with our partners at the NYPD for the subway and bus system. The message is clear: Wear a mask. Riders who are still not getting this message will now see the cost associated with that thinking.”

Brooklyn Man Indicted for Killing Corona Teen By Forum Staff A Bay Ridge, Brooklyn man has been indicted by a borough grand jury for allegedly shooting a 17-year-old boy in Corona, Queens District Attorney Melinda Katz recently announced. Dennis Vassilenko, 18, has been charged on a three-count indictment with murder in the second degree and two counts of criminal possession of a weapon in the second degree. Vassilenko has been ordered to return to court on Oct. 8. Stephanie Pena, 20, also of Bay Ridge, was arraigned on Thursday Sept. 9 on the same indictment that charges her with first- and second-degree hindering prosecution and obstructing governmental administration. Pena’s return date is also Oct. 8. According to the charges, on July 7, Vassilenko and Pena are both observed on surveillance video exiting a black SUV parked near 96th Street and Roosevelt Avenue in Corona. Shortly thereafter they are observed walking with the victim, 17-year-old Eduardo Hernandez-Martinez and after a few minutes the defendants and the victim go their separate ways. Vassilenko and Hernandez-Martinez are subsequently observed walking together again toward 95-48 40th Rd. when Vasselinko allegedly pulls out a firearm and shoots the victim twice in the torso.
