Beloved Crossing Guard Killed on Duty

By Michael V. Cusenza A treasured school crossing guard on Friday morning was struck and killed by a dump truck at the intersection of Atlantic Avenue and Woodhaven Boulevard in Woodhaven.

Krystyna Naprawa, 63, was pronounced dead on the scene by Emergency Medical Service staff.

The City Police Department’s report details the incident: On Friday, October 20, 2023, at approximately 0802 hours, police responded to a 911 call of a motor vehicle collision involving a pedestrian at the intersection of Woodhaven Boulevard and Atlantic Avenue, within the confines of the 102 Precinct. Upon arrival, officers observed a 63-year-old female, unconscious and unresponsive with trauma about the body. EMS responded to the location and pronounced the female deceased at the scene. Further investigation conducted by the NYPD Highway District's Collision Investigation Squad determined that a 2014 Kenworth Dump Truck, operated by a 39-year-old male, was making a right turn, from southbound Woodhaven Boulevard to westbound Atlantic Avenue, when he struck the pedestrian, an on-duty NYPD School Crossing Guard, who was standing in the marked crosswalk on Atlantic Avenue.

The vehicle operator remained on scene.

Pursuant to the ongoing investigation, Hector Yepes, 39, was arrested just before midnight that same Friday.

“Today our community suffered an immense tragedy as a crossing guard was killed by a truck on Woodhaven Boulevard and Atlantic Avenue,” State Sen. Joe Addabbo, Jr. (D-Woodhaven) said.

“Crossing guards put their lives on the line every day and should be applauded for their bravery and dedication to service. My thoughts and prayers, and that of my office team, are with the late crossing guard’s traditional family and occupational family.”

A makeshift memorial was installed at the scene.

Manhattan Man Charged after Attacking Fellow Straphanger on Richmond Hill Bus

By Forum Staff Queens District Attorney Melinda Katz announced that Christopher Philippeaux was arraigned last Thursday, accused of taunting, punching and trying to knock off the traditional Sikh turban of a fellow bus passenger.

District Attorney Katz said: “We will hold accountable those that would attack others based on their religion. Freedom of religion and expression are foundational principles of our democracy. That is most true here in Queens, The World’s Borough, The most diverse county in the United States. Unprovoked attacks, especially ones motivated by hate, will not be tolerated.”

He then fled.

The victim received medical treatment for the injuries sustained during the assault, including facial swelling, bruises, substantial pain and bleeding from his nose.

Ariola Takes Floyd Bennett Case to Congress

Cusenza Adamantly opposed to the City’s plans to install a migrant camp at Floyd Bennett Field, part of the Jamaica Bay Unit of the Gateway National Recreation Area, City Councilwoman Joann Ariola (R-Ozone Park) trekked down to Washington to deliver testimony before the House Natural Resources Subcommittee on Federal Lands in support of HR 5283 – a bill put forward

by Congresswoman Nicole Malliotakis (R-NY) which would prohibit the use of federal funds to place migrant housing on federal lands. The bill is a direct response to the ongoing migrant crisis, which has forced municipalities to seek out federal properties upon which to shelter asylum seekers.

“There is no more room in New York City,” Ariola told the members of the subcommittee before urging urging the federal government to act and end this crisis before it gets even worse.

“Floyd Bennett Field draws on average nearly one million visitors each year to its meadows, fields, forests, and shorelines,” the Councilwoman said in her testimony.

“Remote control aviation enthusiasts make use of the old runways, students utilize the sporting fields and wait all year for their field trips to the seasonal petting zoos and pumpkin patches, and families make use of the campgrounds to enjoy the thrill of gathering around a campfire and sleeping under the stars without ever having to leave the five boroughs. Fishermen dot the shorelines, momentarily forgetting about the stresses of their home lives while they hope for the next big catch, and birdwatchers patrol the meadows in search of rare migrating bird species.”

to be transformed into a tent city for those crossing our southern border. Thousands of asylum seekers being placed in the middle of this park would mean that the many daily visitors who rely on this urban oasis to get a fleeting glimpse of the great outdoors would be unable to do so. Sections of the park would be completely sealed off from the public, converted into tents and support facilities. The campgrounds would be made into an administrative center for the new complex, the runway turned into living space, the meadows suddenly too busy with activity for birds to arrive. The list of changes would go on and on, and would radically alter the park as it is known and enjoyed today” Councilwoman Ariola was joined by Troy Heithecker, Associate Deputy Chief of the U.S. Forest Service, Simon Hankinson, a Senior Research Fellow at the Heritage Foundation’s Border Security and Immigration Center, and Dr. George Lewis, the Chair of the C&O Canal National Historical Park Federal Advisory Commission.

The Secretary of the US Department of the Interior, Deb Haaland, was also invited to testify, but declined to appear.

Ariola and Assemblywoman Jaime Williams (D-Brooklyn) are calling upon residents to peacefully activate and assist in the fight against the proposed migrant shelter at the park.

“This area is entirely unsuitable for a migrant shelter, and the residents of Brooklyn and Queens should not be made to pay the price for a failed border policy from the Biden administration,” Ariola said on Friday. “Placing a shelter here would be wrong for the migrants, and it would be wrong for the people who enjoy the amenities at Floyd Bennett Field. This is the wrong decision all around, and we need to make our voices heard loud and clear on this matter.”

Still Fighting for Floyd Bennett Field

By Forum Staff A third attempt by the City of New York to derail the case against the placement of migrant housing at Floyd Bennett Field has fallen flat, according to Councilwoman Joann Ariola (R-Ozone Park).

The Honorable Justice Joseph J. Maltese rejected the city’s latest efforts in Brooklyn’s 2nd Division of the NYS Supreme Court, Appellate Division on Oc-

tober 25, writing that he has “declined to entertain” the city’s motion, as it was “not cognizable” under current legal code.

“This is the third failed attempt by the administration to prevent us from having our day in court,” Councilwoman Joann Ariola said. “The city’s lawyers are well aware that their case has no legal merit, which is why they have continuously sought to block us and avoid a hearing.”

chul failed to show that there was a federal question in the complaints that the plaintiffs.

The City recently announced that Floyd Bennett Field will open in the coming weeks to serve families with children seeking asylum in a semi-congregate setting. Privacy dividers with locks will be installed to provide approximately 500 families—instead of single men, which the City had previously announced— with children a place to stay.

Adams to Host Free Event to Combat Car Thefts, Provide Anti-Theft Tools to Hyundai Owners

By Forum Staff Mayor Eric Adams Wednesday announced plans to host a two-day clinic on Oct. 28 and 29, 2023, offering free antitheft software upgrades and other tools to Hyundai car owners as part of the Adams administration’s ongoing efforts to combat auto thefts. The event is a being led by Deputy Mayor for Public Safety Philip Banks III and City Police Department (NYPD) Commissioner Edward Caban, in partnership with Hyundai USA, and the Greater New York Automobile Dealers Association (GNYADA).

The clinic will take place from 7 a.m. to 7:00 p.m. on Saturday and Sunday, Oct. 28 and 29, 2023 at the GNYADA Center for Automotive Education and Training, located at 15-30 Petracca Place in Whitestone.

Owners of Hyundai vehicles from 2013 to 2022 with turn-key ignitions are eligible to receive a free anti-theft software upgrade, which will be performed on-site by Hyundai service technicians. The upgrade typically takes about 15 minutes to complete, excluding any waiting time. Hyundai owners with vehicles not eligible for the software upgrade are eligible for a free steering wheel lock (while supplies last) courtesy of Hyundai. No appointment or pre-registration is necessary to participate, and vehicle owners do not need to provide any documentation to receive the software upgrade.

The following Hyundai vehicles will be eligible for upgrades: 2018-2022 Accent, 2011-2022 Elantra, 2013-2020 Elantra GT, 2013-2014 Genesis Coupe, 2018-2022 Kona, 2020-2021 Palisade, 2013-2022 Santa Fe, 2013-2018 Santa Fe Sport, 2019 Santa Fe XL, 2011-2019 Sonata, 2011-

2022 Tucson, 2012-2017 and 2019-2021 Veloster, and 2020-2021 Venue.

Despite an overall decrease in major crimes so far this year, grand larceny auto has risen approximately 19 percent through September, year to date. This increase is due largely to a rise in the theft of specific Hyundai and Kia models, which are vulnerable to theft due to software vulnerabilities.

This trend, fueled by viral social media videos, emerged in the city in September 2022, spiked three months later, and continues to this day.

“A security vulnerability found in almost 4 million Hyundai vehicles allows someone to easily start the engine without a key, sparking a social media challenge encouraging young people to steal these vehicles,” Assemblywoman Jenifer Rajkumar (D-Woodhaven) said. “Mayor Adams, Commissioner Caban, and Deputy Mayor Banks’ two-day clinic will equip car owners with the software upgrades that eliminate this vulnerability, giving New Yorkers peace of mind that their car will not make the next TikTok video. The clinic is part of Mayor Adams’ comprehensive plan of education, intervention, and deterrence to take a bite out of grand larceny of automobiles. I am pleased to partner with the mayor at the state level as we work together to put the brakes on GLA in our city.”

“Violent crime is down in New York City, but we aren’t going to take our foot off the gas when it comes to combating car thefts,” Adams added. “This event will provide a free and easy way for Hyundai owners to protect themselves from falling victim to auto theft, and I encourage residents to take advantage of this clinic as we continue to attack this issue from every angle.”

Grumbling about the cold won’t make it go away, and for some people, those dealing with thyroid conditions, the winter can be especially taxing. We’ve put together some tips for those of you with thyroid conditions and how to survive the winter in a litt le more comfort. Th e thyroid gland is like a thermostat for our bodies. People with a sluggish thyroid are prone to having low body temperature and are prone to cold intolerance. If your thyroid function is low, you need to take some precautions to protect your health.

Strategies for warming up and giving your thyroid a break: Get plenty of rest. Keep your home temperature warm. If you happen to have a landlord that is stingy with the heat, gett ing a note from your doctor may provide some prodding. If you do need to go out into the cold, dress in layers. Hot baths are a nice way to get yourself warm without making your thyroid do all the work! If you can’t make it to your local pharmacy to buy a heating pad, try fi lling an old sturdy sock with rice. Make sure you tie the end securely and then heat it in the microwave for two minutes—just be careful that it’s not too hot when applying it to your body! Soaking your feet in hot

water for 5-10 minutes will warm up the rest of your body. Cuddling and holding hands with your signifi cant other or your pets can help you get through the cold.

Spouses and pets are will share their heat with you for back and belly rubs. Did you know that the saying “Th ree Dog Night” is thought to originate from Eskimos who would keep dogs in their igloos to help them warm up on particularly cold nights!

Balancing your blood sugar will help you stay warm. Be sure to eat high quality fats and proteins every few hours and limit sugary and starchy foods. Foods known as thermogenic can increase the metabolism, and can actually create heat when converting food to energy. Some common spices in this category are: chili, mustard, red pepper, black pepper and red-hot chili peppers. Don’t leave friends and family “out in the cold,” let them know you need a litt le more heat than the average bear.

Remember, people with thyroid conditions are more likely to experience the "Winter Blues". Last but not least, winter puts us at risk for Vitamin D defi ciency.

Senator Celebrates Catholic Education

State Sen. Joe Addabbo, Jr. (DWoodhaven) earlier this month presented Sr. Francis Marie Wystepek, principal of Divine Mercy Catholic Academy in Ozone Park, with a senate citation acknowledging 100 years of Catholic education at a party at Villa Russo.

The party was part of a larger celebration of Catholic education in Nativity-St. Stanislaus Parish.

Nativity of the Blessed Virgin Mary’s school building opened in 1922 and St. Stanislaus B & M opened in 1926. The schools worked together for 80 years before they merged in 2007. In 2008, the unified schools became Divine Mercy Catholic Academy.

The party at Villa Russo was preceded by a Mass of thanksgiving celebrated at Nativity of the Blessed Virgin Mary Church.

Op-Ed: I am Woman, Hear me Roar (Part 3)!

By Stacey Pheffer Amato Last year, I wrote about the historic bill I had introduced, A.8537 (2022).

Not only was it signed into law, but we are now celebrating the one-year anniversary of giving women full autonomy over their post-mastectomy bodies. As it is October and Breast Cancer Awareness Month, I found it important to readdress this topic.

In case you don’t remember, or for any new readers, this law ensures that insurance companies must pay for how a woman wants her chest to look after a mastectomy, with either a flat chest wall or full reconstructive surgery. The problem was that while many women pursue reconstructive surgeries after a full or partial mastectomy, some women pursue aesthetic flat closure, also known as “staying flat.”

However, this option was not covered by insurance which meant doctors had to leave flabs or pockets of skin on women’s chest, or force a woman to pay completely out of pocket for this surgery. That was unacceptable and last year through my legislation New York State became the first State in the country to require insurance companies to cover both procedures after a mastectomy: reconstructive surgery or aesthetic flat closure.

In addition to post-care, I also want to stress the importance of precautionary

measures women can take to detect and hopefully prevent breast cancer. We know that early detection of this disease can lead to a much better outcome. As your State legislature, I have been working to protect women’s health for years. In 2019 I worked to pass legislation that determined that a mammogram is medically necessary which then expanded insurance coverage for annual mammograms for women 35 and older. About one in eight U.S. women will be diagnosed with invasive breast cancer in the course of their lifetime, and

sadly we all know someone who has been impacted by breast cancer. A mammogram is the most effective screening tool to detect breast cancer in most women and there should never be a concern over whether this necessary method is covered by insurance. I’m honored to know that for women in New York there is no longer that type of barrier.

As we honor the brave women, and even men who have battled breast cancer, we also celebrate these developments in resources. With all we have achieved, I

know our work for women is not done. I am committed to helping women and everyone to the best of my ability in my capacity as your assemblywoman.

Some important Halloween safety tips include: making sure that a parent or responsible adult is always accompanying young children as they go trick-or-treating, always looking both ways when crossing the street, and making sure that an adult is checking the goodies before eating to ensure there are no choking hazards. Man Charged after Biting off Cop’s Finger Tip

By Forum Staff Queens District Attorney Melinda Katz announced that Lenni Rodriguez Cruz was arraigned today, accused of leading police on an extended high-speed car chase through a public park and 20 red lights, as well as injuring a motorist and a police officer whose fingertip he is alleged to have bitten off.

Rodriguez Cruz, 28, of Rutland Road in Brooklyn, was arraigned on a 15-count indictment charging him with two counts of assault in the first degree; assault in the second degree; assault on a peace or police officer, fireman or emergency medical services professional; reckless endangerment in the first degree; obstructing governmental administration in the second degree; unlawful fleeing a police officer in a motor vehicle in the third degree; two counts of operating a motor vehicle while under the influence of alcohol; operating a motor vehicle while impaired by the combined use of drugs or of alcohol and drugs; reckless driving; operating a motor vehicle without wearing a safety belt; operating or driving a motor vehicle with improper license plates; operating or driving a motor vehicle without a license; leaving the scene of an incident without reporting.

When the officer, who was in full uniform and driving a marked police vehicle, found that the Nissan’s license plate was not registered to the vehicle, he turned on his lights and siren and attempted to get Rodriguez Cruz to pull over.

Rodriguez Cruz sped off, mounted a sidewalk and drove through Rufus King Park at 150th Street and Jamaica Avenue, scattering parkgoers who ran to safety.

The defendant proceeded to drive the wrong way into oncoming traffic on Sutphin Boulevard and struck an occupied vehicle. He then entered the Grand Central Parkway, hit two vehicles and continued

driving. The driver of one of the cars Rodriguez Cruz struck on the Grand Central Parkway needed to be treated at a local hospital for multiple injuries.

Rodriguez Cruz continued onto the Grand Central Parkway service road, where he slammed into an unmarked police vehicle that was part of a barricade set up to stop him. The three officers who had been inside the police car were able to jump out just before impact.

When officers pulled Rodriguez Cruz out of his crashed car, he had bloodshot, watery eyes, slurred his speech and his breath smelled of alcohol. A clear plastic cup containing an alcoholic beverage was discovered inside his car.

In evading police, Rodriguez Cruz failed to stop at approximately 20 steady red lights.

Rodriguez Cruz was taken to the 103rd Precinct, where he struck, and spit on, a sergeant attempting to place him in a holding cell. He then bit off the tip of the officer’s left ring finger.

The sergeant required stitches and a revision amputation, leaving the officer without the use of his finger down to his first knuckle.

Rodriguez Cruz was unable to provide a valid driver’s license, nor was there a record of him holding one.

If convicted, Rodriguez Cruz faces up to 25 years in prison.

East Elmhurst Man Charged with Creating Fake Companies to Collect $1M in Pandemic Relief

By Forum Staff Queens District Attorney Melinda Katz recently announced that an East Elmhurst man has been accused of creating bogus companies to secure more than a $1 million in federal pandemic relief funds intended to help businesses stay afloat and keep workers employed.

Papa Diakhate, 54, instead spent the relief dollars on leisure travel, shopping sprees at high-end retailers and a $14,000 Rolex watch, among other lavish expenses.

Diakhate was arraigned earlier this month on a complaint charging him with one count of grand larceny in the first degree; one count of criminal possession of stolen property in the first degree; two

counts of grand larceny in the second degree, two counts of criminal possession of stolen property in the second degree, and two counts of falsifying business records in the first degree.

According to the charges: Diakhate submitted Federal Paycheck Protection Program (PPP) loan applications for two bogus businesses. One sought $324,900 for Mansake Corporation based on five employees and an average monthly payroll of $129,968. The second requested $858,000 for Mansake Consulting Corporation based on five employees and an average monthly payroll of $343,000.
