Man Pleads Guilty in Death of Detective

A Brooklyn man has pleaded guilty in the February 2019 death of City Police Det. Brian Simonsen, Queens District Attorney Melinda Katz recently announced.

Christopher Ransom, 30, has also copped to holding up the mobile phone store that brought police to the Richmond Hill location and culminated with multiple rounds being fired and two cops being hit. Detective Brian Simonsen succumbed to his wounds at Jamaica Hospital Medical Center.

Ransom recently pleaded guilty to aggravated manslaughter in the second degree and robbery in the first degree. He also pleaded guilty to robbery in the second degree for a separate robbery on Feb. 8, 2019. Based on the negotiated plea, Ransom is expected to be sentenced to a total of 33 years in prison to be followed by five years post release supervision at sentencing on Nov. 17.

6 p.m. Ransom entered the business brandishing a black pistol. He ordered the two employees inside to surrender both cash and merchandise from the back room of the store. Ransom was still inside the location when police officers responded to the scene.

He pointed the gun—which appeared real—at the police officers, who discharged their weapons in response.

Simonsen, a 19-year-veteran of the 102nd Precinct was fatally shot once in the torso by friendly fire.

He was 42 years old. Sergeant Matthew Gorman was seriously injured with a bullet wound to his left leg.

“The defendant set in motion a terrible chain of events that began with a robbery and ended in a spray of bullets when Ransom pointed what appeared to be a deadly firearm toward police officers. The defendant was repeatedly told to lower his weapon but did not do so. The heartbreaking result was the loss of Det. Simonsen’s life and Sgt. Matthew Gorman being shot in the leg,” Katz said. “We express our condolences once again to Det. Simonsen’s family and hope today brings them a measure of closure.”

Know Sense -vs- No Sense Felicia Singh’s desperate and dangerous city council campaign reads like the map of a minefield for our district.

It targets our safety, our children’s education and the way of life you have worked so hard to build and preserve for generations.

Singh, and her brainwashing brand of radical Socialist ideology, seek to replace our way of life. Replace it with a radical left-wing movement that seeks to punish the hard working and reward those dependent on the taxpayers and government funding to make their way.

She supports the closure of Riker’s Island. Her answer as to where to put the inmate population? In halfway houses in our communities.

Singh’s “Utopian” vision of our community involves many other “replacements”.

She wants school safety agents eliminated and replaced by social workers.

She proudly proclaims herself as among the first city council candidates pledging to defund the NYPD by $1 billion dollars. But no worries, Felicia’s a big proponent of replacing the NYPD with violence interrupters.

Lastly, the constantly self- professed educator, wants to see the end of gifted and talented programs in schools and replace them with… nothing.

Felicia Singh’s way of what life should be in the 32nd district, or anywhere else for that matter, is a warped, radically motivated fairy tale offering voters a big bite of a real bad apple.

We could go on endlessly pointing out how Felicia Singh makes No Sense, but we decided to let Felicia say it for herself through the following compilation of quotes along her campaign trail.

Felicia Singh says “police respond to crime, they don’t prevent it”.

If you really want to see how much crime they prevent, let’s defund the department and take the NYPD off the streets.

No sense.

Felicia Singh says “decriminalization of sex work is about the liberation of bodies”.

Were such a legalization to happen, we could look forward to a prostitute on every corner instead of a policeman.

No sense Felicia Singh says “reallocate at least $1 billion dollars from law enforcement and redistribute those funds to social services”.

We take that to mean that we should be willing to live in a basically lawless society and dial 1-800-SOCIALWORKER when we are in trouble.

Felicia Singh thinks the real concern over congestion pricing is that traffic buildup in Manhattan is responsible for the release of

dangerous particles from car engines into the air that reach our lungs and cause congestion.

(Yes she really did say that) No sense.

Richmond Hill Man Charged with Possessing Arsenal of Illegal ‘Ghost’ Guns

A Richmond Hill man has been charged with allegedly possessing a stockpile of illegal weapons, including “ghost” guns, magazines and ammo, in his home and car, Queens District Attorney Melinda Katz announced Thursday.

Jonathan Santos, 36, was arraigned last Wednesday on a 252-count indictment charging him with criminal possession of a weapon in the first degree, 36 counts of criminal possession of a weapon in the second degree, 185 counts of criminal possession of a weapon in the third degree, 26 counts of criminal sale of a firearm in the third degree, three counts of make/transport/dispose/deface weapons and dangerous instruments, firearms; unlawful possession of pistol or revolver ammunition, 17 counts of prohibition on unfinished frames or receivers and five counts of firearms certificates of registration. Santos has been ordered to return to court on Nov. 9.

Investigators were conducting on-going surveillance of Santos who has allegedly been buying firearm parts online. On Monday, Oct. 18, police observed Santos allegedly putting long-gun cases into the trunk of his white Chrysler 300 and pulled him over after he drove away from his home.

Firearms and other material allegedly recovered from the defendant’s car include: • 7 completed semi-automatic ghost guns • 2 completed assault rifle ghost guns • 1 assault rifle • 25 magazines (high capacity) • 500 assorted rounds of ammunition

A massive stockpile of illegal “ghost” guns was recently discovered in Richmond Hill.

According to the charges, Santos was taken into custody and Queens Criminal Court Judge Eugene Guarino signed a search warrant for Santos’s home. At approximately 9:30 p.m., police executed the court-authorized warrant and allegedly recovered a stockpile of weapons from Santos’s 102nd Street home, including: • 21 firearms (assault rifles, fully automatic machine guns, semi-automatic pistols, fully automatic pistols, shotguns) • 2 rapid fire modification devices capable of converting a semi-automatic pistol to fully automatic • 110 high-capacity magazines • 1 short barrel rifle conversion kit

• 3 silencers • Approximately 15,000 rounds of assorted ammunition • Numerous firearms-related components, parts and tools commonly used to manufacture ghost guns Katz said Santos does not have a license to possess or own firearms in New York City.

Since August, there have been a total of four ghost gun takedowns—two in Richmond Hill, one in Hollis and one in Rosedale. The busts included the seizure of dozens of completed ghost guns, the components to complete dozens more, accessories that turn pistols into automatic weapons and more than 32,000 rounds of ammunition.

“Using traditional investigative techniques, coupled with accurate intelligence gathering and analysis, my office is working in partnership with NYPD to take these tools of death off our streets and hold accountable those who seek to profit by selling them,” Katz said. “I call it the ‘Polymer Pipeline’ because a crucial component of these ghost guns is made of a durable polymer plastic. We have a clear message to those who think they can get away with bringing these gun parts into our borough: Think again. We will find you, we will prosecute you and we will dismantle the Polymer Pipeline.”

If convicted, Santos faces up to 30 years in prison.

“Aircraft noise continues to adversely impact the residents of Queens including my constituents and they need relief,” Rep. Meng said.

By Forum Staff Congresswoman Grace Meng (D-Flushing) has sent a letter to the head of the Port Authority of New York and New Jersey calling for additional recommendations to be included in the agency’s new report that addresses aircraft noise over Queens and the surrounding region.

In her correspondence to Executive Director Rick Cotton, Meng said that the recently published “LaGuardia Airport Draft Noise Compatibility Program” does not go far enough to combat noise that for too long has negatively impacted borough residents.

The LaGuardia Airport Draft Noise Compatibility Program report is the Port Authority’s multi-year plan to mitigate noise in communities surrounding airports. The prepared document contains several noise reduction recommendations that will be sent to the Federal Aviation Administration for final consideration in early 2022. The recently released draft of the report allows for a public comment period before the final draft is submitted to the FAA. In her correspondence, Meng requested that the following be included in the final version of the Port Authority’s report: • Increased flight disbursal utilizing a combination of flight procedures which would reduce the concentration of planes flying over one area, alleviating noise corridors like those over Queens.

• Noise Abatement Departure Procedure 1 on Runway 13 which would allow airplanes to climb to 4,000 feet quicker and closer to the runway, resulting in less land exposed to low flying planes for a shorter duration.

• Reduced usage of Runway 13 departures. Departures on this runway face Queens and less usage would mean less noise towards local communities.

• Nighttime optimized profile descent procedures which would minimize needed engine power and the noise that results from it.

• Expand the sound-insulation of eligible residential units to include residences outside of the DNL 65 contours which would entitle more Queens residents to federal sound insulation programs to help block out noise from aircrafts.

• Include communities exposed to noise levels below DNL 65 in the scope of the study. DNL 65 (the Day-Night Average Sound Level) is the current standard at which the FAA determines acceptable noise levels in residential areas. Including lower DNLs would allow areas experiencing noise below DNL 65 to qualify for sound insulation to help reduce noise pollution in their homes.

• Air Traffic Controller noise sensitivity training and management oversight to ensure that controllers are aware of the impact of noise on communities, and the importance of mitigating it.

“Aircraft noise continues to adversely impact the residents of Queens including my constituents and they need relief,” Meng said. “This persistent noise pollution is not just an annoyance or inconvenience. It has direct effects on their health, harms quality of life and affects property values. Many constituents also report stress and trouble sleeping. We need more solutions to be addressed and I urge the Port Authority to include additional recommendations in this report, in particular the suggestions I specify in my letter. I look forward a receiving a swift response.”

The Quiet Skies Caucus, which Meng helped to launch and served as co-chair of several years ago, seeks solutions to excessive aircraft noise across the country.

It’s our second year in dealing with Halloween overshadowed by a pandemic and clearly safety concerns have taken a step to the head of every situation we find ourselves in.

Halloween is traditionally a time of great excitement for our children. This year again however, activity on the celebrated day will be a somewhat toned down alternate to make sure that the celebration of Halloween doesn’t cause an increased Covid concerns.

We checked with experts in the field and would like to offer you some of their suggestions on how to implement alternatives to your children’s Trick or Treating this year.

Decorate, decorate, and decorate. Bring the holiday to life at your home. Carve pumpkins with your family. You can even do that at a safe distance with friends and neighbors.

Decorate your living space in fun and spooky themes. Plan a scavenger hunt with a list of things for kids to look for while enjoying outside decorations at a distance. You can even plan a candy themed hunt for your home.

Have a virtual Halloween costume contest.

There are also a number of activities labeled as presenting a moderate risk. And we have included below an updated list of suggested trick or treat protocols from the CDC: • Keep your distance; stay at least 6 feet away from others who do not live with you.

• Avoid direct contact with trick-ortreaters • Give out treats outdoors, if possible.

• Set up a station with individually bagged treats for kids to take on their own.

• If over the age of 2, wear a mask over the nose and mouth. Do not allow your

child to wear a costume mask over a cloth mask. It can make breathing more difficult.

• Wash and/or sanitize your hands; bring hand sanitizer with you to use after touching objects or other people.

Small group, outdoor, open-air costume parades where people keep more than 6 feet of distance.

Outdoor costume parties where attendees wear protective masks and everyone can remain more than 6 feet apart.

Remember: A costume mask is not a substitute for a cloth mask. But do not wear a costume mask over a protective cloth mask as it can be dangerous if the costume mask makes it hard to breathe. Instead, consider using a Halloween-themed cloth mask.

Open-air, one-way, walk-through haunted forests where appropriate mask use is enforced, and everyone can remain at least 6 feet apart. However, if the haunted forest is really scary and attendees may scream, we recommend staying more than 6 feet apart.

Visiting pumpkin patches or orchards where people use hand sanitizer before touching pumpkins or picking apples. As always, masks should be encouraged or enforced, and you should maintain a distance of 6 feet or more from others.

How about an outdoor Halloween movie night with family or friends? With everyone at least 6 feet apart of course.

Hochul Announces Start of Work to Increase Capacity, Enhance Safety of Long Island Expressway

By Forum Staff Work has begun on projects to enhance safety and ease congestion along the Long Island Expressway in Queens and on Long Island, Gov. Kathy Hochul recently announced.

Construction has begun on a $19.7 million project that will lengthen three acceleration lanes and three deceleration lanes.

Three auxiliary lanes will also be added between 48th Street and Little Neck Parkway in Queens, improving traffic flow and allowing motorists additional space to exit and enter the highway.

As part of the borough project, exit and entrance ramps will be extended by approximately 370 feet. Other safety enhancements include the addition of traffic impact attenuators (crash cushions) designed to reduce collision damage to structures, vehicles and motorists at seven exit and three entrance ramps. Additionally, new marker signs will be installed on or near bridge columns and walls along the roadway throughout the project limits and new reflective markers will be placed along a curved segment near Utopia Parkway to enhance visibility for motorists.

The project will also install new guiderail or concrete barriers with reflective markers at each new acceleration, deceleration, and auxiliary lane location. Three overhead sign structures at the westbound Long Island

Expressway at Exit 22B (College Point Boulevard), Exit 23 (Main Street), and on the eastbound side at Exit 24 (Kissena Boulevard) will also be replaced.

Acceleration lanes will be extended at the following locations along the expressway in Queens: • The eastbound entrance ramp at Kissena Boulevard.

• The eastbound entrance ramp at Utopia Parkway.

• The westbound entrance ramp at Utopia Parkway.

Deceleration lanes will be extended at the following locations along the expressway in Queens: • The westbound exit ramp to Kissena Boulevard (Exit 24).

• The eastbound exit ramp to Utopia Parkway (Exit 25).

• The westbound exit ramp to Francis Lewis Boulevard (Exit 28).

Westbound auxiliary lanes will be built from the Main Street entrance ramp to the College Point Boulevard exit ramp (Exit 22B) and from the Kissena Boulevard entrance ramp to the Main Street exit ramp (Exit 23). An eastbound auxiliary lane will be built from the Main Street entrance ramp to the Kissena Boulevard exit ramp (Exit 24). Work is expected to be completed by summer of 2023.

Bike Lanes Crucial to Network Safety: Report

By Forum Staff The addition of a bicycle lane—whether a protected lane or a conventional one—improves the safety of cyclists by one third; the addition of those lanes also increases the volume of cyclists by an average of 50 percent, according to a report recently released by the City Department of Transportation.

DOT Commissioner Hank Gutman released “Safe Streets for Cycling: How Street Design Affects Bicycle Safety and Ridership,” at a press conference at Northern Boulevard and 47th Street. Nearly four miles of Northern Boulevard in Woodside/Astoria has been transformed in the last year, including the addition of new protected bicycle lanes that connect the Queensboro Bridge to the larger Queens bicycle network.

This section of Northern Boulevard has been a Vision Zero priority corridor with a rate of death and serious injury rate that ranked it among Queens’ top 10 percent most dangerous corridors. Between 2014 and 2018, this part of Northern Boulevard had also been the site of three fatalities. With the completion of the bike lane, DOT has completed 15.1 miles of protected bike lanes this year, and should reach the goal of 30 miles of protected lanes by the end of the year.

street bicycle lanes in New York City, using new data to assess the risk of injury for cyclists. That risk is quantified by dividing bicyclist injuries per mile by estimated bicycle volumes—and compares data up to three years after project installation.

The study reports that protected bike lanes reduce risk of injury by 34 percent on streets where

they are installed. On the highest-risk streets, cyclist risk of injury is reduced by over 60 percent.

Meanwhile, conventional lanes also substantially lowered risk cyclist risk of injury by 32 percent where they are installed. The key finding of the report is that protected and conventional lanes work in tandem to reduce risk across the entire bicycle network to reduce risk by 32 percent. Pro-

tected lanes are ideal for installation in the “spine” of the network on wider and one-way streets, while conventional lanes feed into that network on slower, narrower local streets.

The study also concluded that cycling volumes along both new conventional and new protected lanes increased ridership by 50 percent. The study is released on the heels of this month’s Cycling in the City report, which among many findings reported that daily cycling in the five boroughs had increased 26 percent since 2014.

In September 2020, DOT fast-tracked a plan to add temporary protected bicycle lanes along Northern Boulevard and Broadway in Astoria and Woodside. The demand for such a corridor was partially fueled by high bicycle ridership along the adjacent 34th Avenue Open Street in Jackson Heights.

At community presentations in February 2021, DOT revealed its plans moved to make the new temporary lanes permanent, including through the addition of green paint and intersection markings. The new curbside protected lanes along Northern have now permanently replaced moving lanes while the previous delineator-protected lanes along Broadway installed last year were entirely replaced this year with parkingprotected lanes. As recently as the summer of 2020, neither street had any bike lanes.

Jamaica Man Indicted for Random Attacks on Muslims

Last summer, Durrni allegedly attacked a man and woman near the intersection of Liberty Avenue and Lefferts Boulevard in South Richmond Hill.

By Forum Staff A borough grand jury has indicted a Jamaica man for allegedly pursuing pursued people on the street he believed were Muslim, striking them and yelling anti-Muslim views in June and July 2021, Queens District Attorney Melinda Katz announced Friday.

Naved Durrni, 30, was arraigned Friday on an eight-count indictment charging him with robbery in the second degree as a hate crime, assault in the third degree as a hate crime, aggravated harassment in the second degree, criminal possession of a weapon in the third degree and menacing in the second

degree as a hate crime. Durrni was ordered to return to court on Jan. 24.

According to the charges, on June 20, at approximately 9:15 p.m., Durrni encountered a man and woman walking near Liberty Avenue and Lefferts Boulevard. Durrni approached the 31-year-old man and allegedly struck him without provocation and continued his attack by pulling on the 24-year-old woman’s hijab.

He then chased the pair when they tried to get away from him by crossing the street. Durrni also allegedly grabbed and ran away with a box that the woman was carrying. During this attack, Durrni allegedly yelled anti-Muslim slurs, saying “Mohammad was a liar.”

Durrni also allegedly attacked another woman on Sutphin Boulevard in Jamaica.

About an hour later, Durrni encountered another couple walking on Inwood Street in Jamaicas. Durrni began to follow them. Again, without cause, Durrni allegedly began to yell anti-Muslim sentiments, including saying in sum and substance “Mohammad was a liar.” Then Durrni allegedly punched the 56-year-old female victim in the face and head. The woman sustained a fractured nose as a result of the attack and had to be treated at a nearby hospital.

On Sunday, July 25, according to the charges, Durrni was in front of 94-06 Sutphin Blvd., at approximately 6:30 p.m., when he allegedly bumped a 38-year-old woman

into the street. The victim was wearing traditional Muslim clothing. Durrni allegedly yelled at her that “Mohammad was a liar” and “Jesus tells the truth.” When the woman tried to call 911 on her cell phone, Durrni is alleged to have pulled out a knife and pointed it at the woman in a threatening manner before fleeing the scene.

“This kind of hateful behavior will not be tolerated in Queens—the most diverse county in the country. The defendant now faces justice in our courts for his alleged actions,” Katz said If convicted, Durrni faces up to eight years in prison.

Borough Residents Charged with Swiping $20K Intended for City Summer Youth Program

By Forum Staff A Jamaica man and Far Rockaway woman have been charged with stealing thousands of dollars intended for youth summer employees, Queens District Attorney Melinda Katz recently announced.

Rahmello Poole, 27, and Mariah Moore, 23, who worked at the Central Queens Y in 2018, allegedly filed bogus timesheets for non-active employees and then used the earnings deposited on debit cards for their own personal gain, Katz said.

Poole and Moore have been arraigned on a 34-count indictment charging them with grand larceny in the third and

fourth degree, falsifying business records in the first degree, offering a false instrument for filing in the first degree, defrauding the government and tampering with public records in the second degree. They have been ordered to return to court on Dec. 16.

According to the charges, in the summer of 2018, Poole worked as a worksite coordinator and Moore was his clerk.

Poole’s duties included providing oversight for the teenagers’ work areas and processing their timesheets. In this role, Poole had access to the debit cards that were used to pay the workers and the PIN numbers. cards were used to pay some workers in lieu of direct deposit into bank accounts.

An investigator with the City Department of Investigation audited the records and found 13 youth workers who were registered with the program but were not actually employed in the summer of 2018. Yet, there were timesheets created for those participants and debit cards used to pay for the hours those young people supposedly worked. Moore allegedly inputted the false work hours and Poole is accused of approving those timesheets.

According to the complaint, Poole loaded debit cards with $10,144 and allegedly withdrew $9,330 from ATMs for his own personal use and made a $56 point of sale transaction. Moore is accused of fraudulently uploading $8,043 and made ATM withdrawals totaling $7,582 and spent another $360 in point of sale transactions at various merchants.

“The funds allocated to the City’s Summer Youth Employment Program are intended to provide job opportunities to Queens teenagers as well as funding for literacy services, after school programs and more,” Katz said. “As alleged, these defendants found a way to manipulate the system to enrich themselves by withdrawing funds from the debit cards and making point of sale transactions. I want to thank the investigators with DOI for their hard work looking into this matter. And let this be a warning to those who seek to cash in with crooked schemes, my office will continue to team up with our law enforcement partners to root out fraud and other illegal cons.”

BY Forum Staff A borough grand jury has indicted a Buffalo man for allegedly gunning down a 20-year-old Ozone Park resident last month, Queens District Attorney Melinda Katz announced Thursday.
