Tradition Thrives in Woodhaven as Families Flock to Fall Fairs

Cusenza South Queens families were treated to tons of autumn excitement last weekend in Woodhaven at City Councilman Eric Ulrich’s Fall Festival in Victory Field at Forest Park on Saturday; followed by the Wonderful Woodhaven Street Festival, organized by the Greater Woodhaven Development Corporation and the Woodhaven Business Improvement District, on Sunday afternoon.

The celebrations featured rides and games galore, to go along with fall fare, face painting, craft tables, and, of course, a pumpkin patch.

Both events have become a rite of fall for Woodhaven and its neighboring South Queens communities, with Wonderful Woodhaven marking its 44th year taking over Jamaica Avenue between Woodhaven The Fall Festival in Victory Field at Forest Park is always a big fall hit.

Cuomo Orders Nat Grid to Immediately Connect Gas Customers Previously Denied Service

Cusenza National Grid is facing millions of dollars in penalties for failing to connect existing residential customers with natural gas as required by the Public Service Law and was directed to immediately connect more than 1,100 customers that were previously denied service, Gov. Andrew Cuomo announced Friday.

The utility has claimed that there are gas-supply constraints in the northeast, and it is unable to provide utility service without a new pipeline. Since the State vehemently opposes the proposed Northeast Supply Enhancement (a.k.a. Williams) Pipeline program for the Rockaway Peninsula, Nat Grid customers are feeling the brunt of the standoff.

“It is the fundamental responsibility of our utilities to provide reliable service,” Cuomo said. “National Grid has acted in bad faith throughout this process—first by denying over 1,100 eligible customers with service and now by failing to fulfill its core responsibility. Today, National Grid is being ordered to immediately connect those 1,100 customers, and I have directed [the Department of Public Service] to expand their ongoing investigation to include potential negligence in not preparing for the months ahead. National Grid officials said the utility is “obviously disappointed” in the order.

“We stand by our analysis and there are very real gas supply constraints in the northeast. In the meantime, we have been working to identify unprecedented temporary solutions to help mitigate this situa-

tion, and will immediately begin connecting the more than 1,100 applicants who have been identified in the order,” National Grid said in a statement. “With the current regional natural gas capacity constraints, long-term guaranteed supplies are still needed to connect customers and to maintain the safety and reliability of the gas sys-

tem for all customers.”

For months, State Sen. Joe Addabbo, Jr. (D-Howard Beach) has waged his own war of words with the utility that he said has denied service to many of his South Queens constituents. In September, Addabbo introduced legislation to ensure residents are able to access service from gas and electric utilities that may have a monopoly on service in a community; a second bill would create a task force to study backup energy in New York where the provider is unable or unwilling to provide such service.

The senator has said that a utility company with a monopoly and refusing to provide essential service to a resident or business must be held accountable.

“National Grid’s moratorium on gas service to new and existing homes and businesses is completely unnecessary and unacceptable,” the senator said.

On Friday, Addabbo noted that he “stands by” Cuomo’s decision.

“Victims of Superstorm Sandy, businesses, seniors and others should not be held hostage by Nat Grid, because of their unfounded, self-imposed service moratorium. I am hopeful the utility company complies with the Governor's order and does the main job it’s franchised to do: provide gas service, before the harsh winter weather days are upon us,” Addabbo said.

Area Pols Call on DOT to Install Stoplight, Bike Lanes along Cross Bay Boulevard

Cusenza Two days after a cyclist was struck and killed by an SUV on Cross Bay Boulevard near East 4th Road in Broad Channel three area elected officials urged the City Department of Transportation to install protected bike lanes on the boulevard, between Broad Channel and Howard Beach, as well as a stoplight in the vicinity of where Bogdan Darmetko perished Sunday.

In a joint letter addressed to DOT Commissioner Polly Trottenberg, City Councilman Eric Ulrich (R-Ozone Park), State Sen. Joe Addabbo, Jr. (D-Howard Beach), and Assemblywoman Stacey Pheffer Amato (D-Howard Beach) called on the City to “take the appropriate steps to keep cyclists, pedestrians, and motorists safe.”

In the missive, Ulrich, Addabbo, and Pheffer Amato noted that since January 2016 there have been 273 crashes along Cross Bay Boulevard, injuring eight cyclists, four pedestrians, and 82 drivers. Last year, there were 68 crashes on the busy thoroughfare, injuring three cyclists and 22 motorists.

And in December 2018, 74-year-old Waiching Chen was killed by the driver of a Ford Escape while she was in the crosswalk at 159th Avenue and Cross Bay Boulevard.

Pheffer Amato, who was raised in Rockaway, said the boulevard “has been a dangerous road for a long time—even with the streets marked clearly and signage visible.

During construction over the past month, these issues were only exacerbated. DOT must take immediate action in protecting motorists, pedestrians and cyclists while conducting large scale improvements on our roads. This is an absolute tragedy and

we must work to ensure public safety.”

Last month, DOT began resurfacing approximately 10 lane miles of the boulevard.

Crews started milling the first section— Cross Bay Boulevard between 156th and 165th avenues in Howard Beach—Sept.

10. Work on the second section, which runs from the Joseph P. Addabbo Memorial Bridge to West 5th Road in Broad Channel, began the week of Sept. 23, according

to DOT officials.

The state-of-good-repair project was made possible with $2.125 million in funds secured last year by Ulrich.

“This roadway is well known in the community as a hotspot for speeding and is notoriously dangerous. DOT must evaluate these hazards immediately,” the councilman said. “My thoughts and prayers go out to Darmetko’s family and friends during this difficult time. While we can never give back what was taken from you, we vow to do everything in our power to ensure Bogdan did not die in vain.”

On Sunday around 2:40 p.m., the motorist in the SUV was driving northbound on Cross Bay Boulevard alongside Darmetko, 65, who was traveling the same direction. As the bicyclist approached East 4th Road, he made a left into the path of the SUV and was struck by the front driverside of the vehicle. Darmetko is the 25th cyclist to be killed by a driver in the five boroughs this year.

“Far too often, the City reacts to an injury, or worse a fatality, before installing a safety measure to protect pedestrians from avoidable incidents. I prefer a more proactive approach in order to prevent such scenarios,” Addabbo added.

By Forum Staff Major improvements are set for Al Stabile Playground in Ozone Park, including upgrades to beautify and modernize the park and replace outdated equipment and furnishings, City Councilman Eric Ulrich (R-Ozone Park) and the City Parks Department recently announced.

Upon completion, the $1.75 million project will replace much of the recreational space’s equipment for children ages 2-5, and for children ages 5-12. The plan also calls for installing new steel game tables, light poles, drinking fountains, trash receptacles, and benches. Additionally, the project will relocate the entrance to provide better accessibility to the Centreville Street park.

According to Parks officials, the project also will expand tree pits and planting areas to soften the space. Other beautification elements include the planting of new trees and flowers, such as the Ginkgo biloba (Maidenhair tree), cherry laurel and “Big Blue” Lilyturf—to name a few.

“Community Board 10 was pleased to vote unanimously to approve the planned upgrades to the Al Stabile Playground at our full board meeting last [week]. We thank Councilman Ulrich for securing the $1.75 million in funding to make the planned improvements for this playground in CB 10’s district, as well as for the funding he has secured for other park projects within the neighborhoods of CB 10 he represents in the City Council,” said Community Board 10 Chairwoman Betty Braton.

Cuomo Convenes Cabrini Commission

By Michael V. Cusenza Governor Andrew Cuomo this week waded into the murky waters surrounding the Mother Cabrini statue controversy— and the former altar boy did not tread lightly.

Cuomo, raised Roman Catholic in Hollis, announced Monday his full support for a new memorial honoring Mother Cabrini, an Italian nun who came to the United States, dedicated her life to public service on behalf of the less fortunate, and was later canonized as the patron saint of immigrants. The governor indicated that he would convene a State commission that will work with the Columbus Citizens Foundation, Diocese of Brooklyn, and others to site and fund a new statue.

The controversy began in August when it was revealed that, though she received 219 votes—more than double the secondplace recipient—Cabrini was not picked by the “She Built NYC” panel to have a statue erected by the City in her honor.

“She Built NYC” is a new effort, led by City First Lady Chirlane McCray, to commission a public monument or artwork on City property that honors women’s history in the five boroughs.

The snub has incensed several elected officials and the Bishop of Brooklyn, the Rev. Nicholas DiMarzio.

Earlier this month, DiMarzio led more than 1,000 worshipers in a procession from Mother Cabrini Park on President Street in Carroll Gardens to Sacred Hearts–St. Stephen Church on Summit Street, where he hosted a special Mass.

On Monday, Cuomo used his Columbus Day pulpit to state his own case for Cabrini. “[W]ith this statue, I think the ItalianAmerican community, the Catholic community in New York that feels strongly about Mother Cabrini and what she represents, they will feel satisfied that she is being represented,” the governor said. “You know this city, this state, our asset is our diversity. But to keep the diversity positive, everyone has to feel included. Every group has to feel included. Whether it’s the Jewish community or the Irish community or the African-American community, or the Latino community—every community has to feel included. And the Italian-American community feels strongly about this.”

EDITORIAL A Vote is a Vote. Except When…

On Friday, Mayor Bill de Blasio—in his infinite wisdom—claimed that the vote for candidates for the “She Built NYC” campaign actually wasn’t a vote.

Huh? “It was a request for nominations,” Hizzoner said on “The Brian Lehrer Show” on WNYC-FM. “There were hundreds of women nominated to my understanding. It was not an online vote and whoever got the most votes win, there weren’t even that many votes honestly.”

Ah, okay. We see.

So Mather Frances Cabrini received 219 NOMINATIONS—more than double the second-place recipient.

Call it a nomination. Call it a vote. Call it a zebra if you want. Bottom line: Mother Cabrini got the most.

However, apparently that’s not good enough for Gracie Mansion standards. Despite earning this top ranking, a public Cabrini icon is not being planned.

As we said over the summer: Seems like just another example of your vote—YOUR VOICE—amounting to zero in this city.

“She Built NYC” is a new effort, led by City First Lady Chirlane McCray, to commission a public monument or artwork on City property that honors women’s history in the five boroughs.

“There are big gaps in our City’s public art, with few statues of women, trans and gender nonconforming people. The message that lack of representation sends is that these people have no value and did not make contributions to our city. This first step we are taking will help us more accurately show the diversity in the people who helped make New York City so great.”

McCray uttered those words last summer.

If that’s the case, then why snub Cabrini? She certainly checks off all pertinent boxes.

She helped to establish the Missionary Sisters of the Sacred Heart of Jesus, taking in orphans and foundlings, opened a day school to help pay expenses, started classes in needlework and sold their fine embroidery to earn a little more money.

She established schools and orphanages despite tremendous odds. She was as resourceful as she was prayerful, finding people who would donate what she needed in money, time, labor, and support. She founded Columbus Hospital and Italian Hospital.

In other words: “Mother Frances Cabrini was certainly one of the women who built New York City. Her work to establish orphanages, schools, and a hospital, along with her commitment to immigrants, absolutely should be recognized. The failure to honor Mother Cabrini with a public statue would be an affront to many New Yorkers, especially Italian-Americans, who see her as most deserving,” Bishop of Brooklyn, the Rev. Nicholas DiMarzio, said.

We hope the mayor hasn’t pulled a hamistring—what with all the backpedaling and artful dodging he’s done on the subject.

“It was the beginning of a process,” de Blasio said on Lehrer’s show. “Mother Cabrini is an outstanding figure and absolutely worthy of being honored and another round of the statue process is about to begin and her name is clearly at the top of the list because she is an outstanding figure in New York history and obviously it would mean a lot to a lot of people.”

It would have meant a lot more if she was the first on the list of the first round, where she should have been the whole time.

Council Committee Approves Resolution to Prohibit Incarceration on Rikers Island after 2026

By Forum Staff The City Council Land Use Committee passed a resolution Thursday authorizing the council to file an application at the Department of City Planning, to be co-filed with the Mayor’s Office of Criminal Justice and Department of Correction, to remap Rikers Island so that it will not be allowed to house incarcerated individuals after 2026.

The map change at Rikers will be done through the City’s Uniform Land Use Review Procedure. Through this ULURP, the City will seek to have the island designated as a “Public Place” on the City Map, which will ensure future development of the site will be solely for the public benefit, Mayor Bill de Blasio and Council Speaker Corey Johnson noted Thursday.

“We promised to close Riker’s Island, and we’re making good on that promise,” de Blasio said. “We’re making our commitment ironclad and ensuring no future administration can reverse all the progress we’ve made. Mass incarceration did not begin in New York City, but it will end here.”

City Councilman Costa Constantinides (D-Astoria) added, “We all know the moral imperative of closing the jails on Rikers Island, which will now be codified into law.

used to detain another soul by 2026, which will end this stain on New York City’s history.

We must now look at how this island can be used to help the same communities that have historically seen over-policing and underinvestment.”

Thursday’s committee vote follows the City Planning Commission’s 9-3 tally last month in favor the administration’s proposal to shutter Rikers Island by 2026 and replace it with a smaller network of borough-based jails.

The controversial plan is now in the full council’s hands. The city’s legislative body is scheduled to vote on it this Thursday, Oct. 17.

In order for the plan to work, the City must reduce its current operating jail-system capacity by nearly 60 percent and reduce the current total jail-system capacity (including non-operating facilities) by more than two-thirds by 2026. The City’s jail system would be reduced to four from 11 active facilities citywide.

In February 2018, de Blasio and Johnson agreed to a single public review process for the

four proposed sites. These locations together will provide off-island space for 5,000 detainees, and will include the three existing DOC facilities in Queens, Brooklyn, and Manhattan, as well as a new site on the grounds of a former City Police Department tow pound in the Bronx.

The World’s Borough site is the Queens Detention Center at 126-02 82nd Ave. in Kew Gardens. According to the administration, the City would demolish the existing facility and replace it with a modern one. The new jail would have housing units for detainees, programming and recreational space, and a new above-ground public parking facility. On the ground floor there would be publicly-accessible community space.

Critics of the Borough-based Jail System proposal are leery of the new facilities and the seemingly breakneck pace that has been implemented to get them up and running.

“Reforming our city’s jails system is too critical a mission to take on without adequate community engagement or proper planning, as we must strive to avoid recreating the same atmosphere of violence and dehumanization found on Rikers Island upon four new facilities in neighborhoods across the city,” Queens Borough President Melinda Katz wrote in June in her official recommendation of disapproval.

Woodside Karate Instructor Charged with Raping Preteen Student

By Forum Staff A Sunnyside karate teacher has been charged with allegedly having sexual contact and intercourse with a 12-year-old female student at a Queens Tae Kwon Do studio between Aug. 15 and Oct. 5, Acting Queens District Attorney John Ryan recently announced.

Hector Quinchi, 36, of Woodside, was arraigned last Wednesday on a complaint charging him with first-degree rape and endangering the welfare of a child. Bail has been set at $100,000 cash or bond. As of Wednesday afternoon, Quinchi remained on Rikers Island. His next court date is Nov. 8.

“The defendant is accused of fondling the girl and raping her. The defendant now faces a lengthy term of incarceration if convicted of these crimes.”

If convicted, Quinchi faces up to 25 years in prison.

Corona Man Charged in Fatal Stabbing after Christening Party

By Forum Staff A Corona man has been charged in the stabbing death of a 22-year-old man outside of a baby christening party held on Sunday, Sept. 29, in Corona, Acting Queens District Attorney John Ryan announced Thursday.

Antonio Martinez was arraigned last Wednesday on a complaint charging him with second-degree murder and fourth-degree criminal possession of a weapon. Martinez was remanded and ordered to return to court on Nov. 18.

Photo Courtesy of Google According to the charges, shortly before 12:30 a.m. on Martinez allegedly stabbed the victim multiple times in the chest at 98th Sept. 29, Martinez approached the victim, Roque Alvarez- Street and 37th Avenue in Corona.

Alvarez-Montes was rushed to a nearby hospital, where he died.

“The defendant allegedly ended a joyous occasion—a baby christening—with a brutal slaying,” Ryan said. “This is a senseless act of violence. The defendant is now in custody and if convicted faces spending the rest of his life incarcerated.”

If convicted, Martinez faces up to 25 years to life in prison.

ny expectation and anticipation by the community at large for the three-day grand opening celebration of The Food Emporium was largely exceeded as the festivities got underway last Friday at the Howard Plaza Shopping Center.

Free food, beverages and a variety of giveaways from a host of vendors including Red Bull, Nabisco, Café Bustelo, Boar’s Head along with a life sized Oreo, Chester Cheetah and other characters entertained thousands of patrons who filtered through the store over the weekend, all eager to see the new level of shopping just introduced to the community. Children were delighted with the balloon creations of Nick the Balloonatic as well as face painting and other activities and games planned for them throughout the course of the weekend.

But nothing drew as much attention as the store’s sparkling interior revealing one spectacular department after another. Across the way from the deli and prepared food counter is what many are saying is the crown jewel of the store. Its bakery, where the bread, cakes, cookies, pies and pastry have become the talk of the town.

Master bread baker Frank Cardinali always knew his passion was baking. It began in his native Italy in the town of Genoa where he worked in the basement of a bakery, cleaning the bathroom and the floors. “I watched and listened while I did my work and they taught me how to make bread.”

When Cardinali came to America he took a job in a bakery honing his craft on Long Island. He stayed there for a few years, creating his own recipes and learning everything he possibly could. But his passion was accompanied by a desire to travel across

America and see the country. He found the means to do just that and became a truck driver for the next 8 years. But eventually the travel gave way to his first love, baking bread and he returned to Long Island and opened Cardinali Bakery in Carle Place. He sold it along with another Cardinali bakery he opened in Syosset after 32 years. Both are still baking today.

After his semi retirement, Cardinali began teaching young bread bakers in various market settings. He was completely retired after that for about five years when he was introduced to Frank Almonte and asked to join the team at Key Food to create a bakery department specializing in his bread.

Once again his passion led him to a new venture, one he says has made him “happier than any other work before.” After baking for the last 63 years Cardinali is still inspired hand-

Head Chef Chris Bielli says his goals for the department are centered on bringing quality food from all parts of the world into his “case” so that customers can come in and pick up their dinner. “People have so little time to cook for their families or themselves these days,” says Bielli. “We want them to have the opportunity to come here and get anything they want and know they don’t need to be concerned about taste or quality because that’s what we are here for. Feeding people and making them happy.”

The chef says the key to the success of his culinary team, comprised of about 12 people, is that everyone has the passion and the heart to create great food. crafting hot loaves of Italian, semolina, olive, prosciutto breads and rolls. And of course his favorite. “The ciabatta is like no other bread.

You have to age the dough for six hours before you work it.” The way he describes the bread lets you know that there is a reason his bread tastes the way it does. There is a piece of his heart in every crust.

When asked what keeps him going six days a week 10 hours a day, Cardinali says it’s simple. “This job you have to love. If you don’t, you don’t belong.” As sure as this is among the best bread you will ever taste is

as sure as one other thing, Frank Cardinali belongs.

In addition to the bread at the bakery, when pastry chef Douglas Brown joined the team, the pot got sweetened. Baking for the last 30 years, Brown has sent customers reeling with his creativity that is evidenced in both presentation and taste.

His personal passion is in creating unique pies, of which his absolute favorite is sour cream and apple. Brown’s experience comes from three decades of tasting, testing and formulating spins on different taste. Most

A huge smile comes across Brown’s face when he describes the customer’s reaction to his baking. “It’s crazy. The customers are so pleased. It just makes your heart pump when they tell you how much they love your work.”

As different as the personalities and experience of all the main players are in this cast, one thing is very clear. The common thread shared by all is the praise, appreciation and respect they have for the Almonte’s.

Perhaps it is Cardinali who described it best.

“When you work with people that give you trust and free reign to do what you do best, it helps you to be your best to do your best.

They are great and most importantly respectful people. That is why this store will be a great success.”

While Cardinali’s talents as a baker are very apparent, he also seems to have a gift for prophecy. If what has just begun continues in the same direction, it will be a destination that brings a much-needed presence to a deserving community for a long time to come.

Aisle after pristine aisle, and assorted specialty departments very clearly demonstrate Food Emporium’s intention –there simply is no need to shop elsewhere.

High Unemployment for Disabled in NYC: Report

“In order to lower the unemployment rate for people with disabilities we need to change the culture in the workplace,” said Victor Calise, commissioner of the Mayor’s Office for People with Disabilities.

By Forum Staff People with disabilities in the five boroughs face higher rates of unemployment, poverty, and lower earnings than those without disabilities, according to a report released Thursday by State Comptroller Tom DiNapoli.

According to the report, which is based on U.S. Census figures from 2017 and indicates that there were 930,100 people with disabilities residing in the city that year, representing 11 percent of the total population, the unemployment rate for people with disabilities living in the five boroughs fell to 14.7 percent by 2017, but it was far higher than for those without disabilities (6 percent). African-Americans (18.9 percent) and Hispanics (15.3 percent) with disabilities had higher unemployment rates than whites (14.3 percent) and Asians (13.4 percent). A larger share of individuals with disabilities were employed part-time (36 percent) compared to those without disabilities (27 percent). Workers with disabilities also earned 20 percent less, the report indicates.

“There is a stark disparity in employment rates and wages for people with disabilities,” said DiNapoli. “A recent study shows that when businesses embrace disability inclusion, it benefits the corporation and its shareholders. There are some positive signs that companies are opening up jobs to people with disabilities, but more needs to be done to get employers to recognize that inclusion is a smart business decision. Fortunately, New York City is moving in the right direction with progressive leadership on this important issue.”

DiNapoli’s analysis also found: • In 2017, 65 percent of people with dis-

abilities in the five boroughs between the ages of 18 and 64 were either unemployed or not actively seeking employment. The share rises to 79 percent for those age 16 and over.

• Of the 259,400 working-age city residents with disabilities not in the labor force (i.e., unemployed and not actively seeking employment), nearly two-thirds had at least a high school diploma, with one-third having at least some college experience.

• The median earnings for residents with disabilities was $32,000 in 2017, 20-percent less than those without disabilities.

• Overall, 34 percent of working age residents with disabilities had incomes below the federal poverty level, more than twice the share for those without disabilities (14 percent).

• The U.S. Census Bureau has begun to release data for 2018, which indicates that the number of people with disabilities with jobs declined in 2018 after increasing in the two prior years.

City First Lady Chirlane McCray, alongside community leaders and stakeholders on Thursday unveiled the newest group of mini soccer pitches across the five boroughs as part of the New York City Soccer Initiative— a public-private partnership between the Mayor’s Fund to Advance New York City, New York City Football Club, U.S. Soccer Foundation, adidas, and Etihad Airways, to build and maintain 50 mini-pitches in the city over five years and expand free soccer programming to 10,000 young New Yorkers.

In Woodhaven, Assemblyman Mike Miller (D-Woodhaven; far l.) and Community Board 9 Chairman Kenichi Wilson (second from l.) helped cut the ribbon on a brand new mini pitch at Equity Playground on 88th Avenue.

City Sues 22 National Online-E-Cigarette Vendors

By Forum Staff The City has filed a federal lawsuit against 22 national online e-cigarette vendors for peddling their products to underage New Yorkers, Mayor Bill de Blasio and Acting Corporation Counsel Georgia Pestana recently announced.

The complaint alleges the online retailers don’t have age-verification systems in place and market their addictive goods to minors in violation of City law. Online ecigarette retailers, including those named in the lawsuit, target their sales to young people by offering products that taste like candy, children’s breakfast cereals or sugary beverages, the suit says.

According to the administration, a joint investigation conducted by the City Sheriff ’s Office and the Law Department during July and August 2019 focused on the age-verification practices of national online retailers and revealed that city residents under the age of 21 were able to freely access the websites of the companies named in the lawsuit and purchase e-cigarette products in violation of Local Law 94 of 2013.

Many of the websites did not use ageverification services, which utilize databases of government records to verify the identity and age of purchasers before transactions can be completed. In many cases,

purchases went through even though the buyers indicated that they were younger than 21. A number of the defendant companies have been previously cited by the U.S. Food and Drug Administration for illegally selling to minors.

De Blasio acknowledged that the city has faced the public health crisis caused by tobacco products for many years. Over the last decade, the five boroughs have seen a surge of e-cigarette use, especially by mi-

nors, even as rates of use of traditional cigarettes by both adults and youth in the city have consistently declined.

As recently as 2017, 1 in 6 city public high school students reported having used e-cigarettes within the past month, according to the City Department of Health and Mental Hygiene. That number has likely climbed even further over the last two years in light of the dramatic increase in e-cigarette use nationwide. Preliminary results

from a 2019 survey released just last month indicate that 27.5 percent of high school students nationwide are now current ecigarette users. In 2018, 1 in 15 (7 percent) of city public middle school students reported having used e-cigarettes within the past month.

In the city, retailers are prohibited from selling e-cigarettes and related products to those younger than 21. A separate license is required to sell e-cigarettes; and use of ecigarettes is prohibited in all places where smoking is prohibited, including schools, parks, and many workplaces. Additionally, pharmacies are no longer allowed to sell any tobacco or e-cigarette products.

“By selling their addictive and dangerous products to residents under 21 years of age, these defendants have violated a local law which was implemented to stem the epidemic of vaping among young residents and to prevent a new generation from being addicted to nicotine,” Pestana said. “While the City Department of Health warns of a sharp rise in vaping among middle and high school students, defendants are targeting their products to these young people, further undermining the public health. We’ve asked the court to require these retailers to comply with the law and pay damages towards the costs of abating the crisis of underage e-cigarette use within the city.”

Mayor orders 30-Day Review of City Mental Health Programs

Cusenza The City will be conducting a 30-day review of how its agencies use Kendra’s Law and other intensive mental health interventions, particularly mobile treatment teams, to make sure those in need receive treatment and stay connected with it, Mayor Bill de Blasio announced Friday.

According to de Blasio, the review will be led by City Department of Health and Mental Hygiene Commissioner Oxiris Barbot, M.D., and NYPD Chief of Department Terence Monahan. Under the direction of DOHMH and NYPD, NYC Health + Hospitals, the City Department of Homeless Services, and Thrive will review clients who are potentially eligible for Assisted Outpatient Treatment through Kendra’s Law and make referrals to DOHMH, triggering an immediate clinical review for the courts’ consideration. Agencies will also review this caseload to facilitate connections to other intensive mental health interventions, including the City’s mobile treatment teams where appropriate.

the authority to issue orders that require people who meet certain criteria to regularly undergo psychiatric treatment.

According to the administration, courtordered Assisted Outpatient Treatment, through Kendra’s Law, is up 20 percent since the mayor took office. Additionally, in 2016, the City increased investment in the Office of Assisted Outpatient Treatment at

the Department of Health and Mental Hygiene by adding twenty additional staff to ensure people are engaged in AOT. Over the next 30 days, the City will review its use of AOT, or Kendra’s Law. “A review of services is important to improve the system of care for people affected by mental illness,” Barbot said. “Bottom line is that services are key to better health outcomes

faster. We will assess routes into treatment to maximize engaging those most in need.”

De Blasio Friday touted “historic investments” his administration has already made in mobile treatment teams, including Assertive Community Treatment Teams and Forensic Assertive Community Treatment Teams. In 2016, the City launched Co-Response Teams comprised of a mental health professional and police officers to help individuals in crisis. Additionally, the Health Department launched Intensive Mobile Treatment, an interdisciplinary team including peers that provide longterm behavioral health treatment and supportive services. These teams are designed to support people living with a serious mental illness who are not traditionally engaged in care. In 2015, the administration created NYC Safe to provide a continuum of services, including mobile treatment teams, for a subset of people living with a serious mental illness who pose a risk to others.

“This review will comprehensively assess the mental health care programs and services that provide support for some of the city’s most vulnerable residents,” said Police Commissioner Jim O’Neill. “This effort backs the everyday mission of our officers to effectively protect those we serve while also keeping one another safe.”

The body of a 60-year-old College Point man was discovered Aug. 5 inside a room at the Airway Inn at LaGuardia Airport in East Elmhurst.

Cusenza An admitted prostitute who is already under indictment for the July overdose death of a man inside an Elmhurst motel room has been arraigned in Brooklyn federal court on a superseding three-count indictment charging her in the fatal OD of a second Queens man, federal prosecutors announced Thursday.

Angelina Barini, 41, of Rego Park, has been charged with distributing and possessing with intent to distribute fentanyl, methamphetamine, and cocaine that resulted in the fatal overdose of a 60-year-old College Point man whose body was discovered Aug. 5 inside a room at the Airway Inn at LaGuardia Airport in East Elmhurst.

Barini pleaded not guilty Thursday.

Barini originally was arrested and arraigned on Aug. 25 on a criminal complaint charging her with conspiracy to distribute and possess

with intent to distribute one or more substances containing fentanyl. She was remanded into custody.

According to the complaint, between July and August, law enforcement authorities, including Homeland Security Investigations, had been looking into several lethal drug overdoses that had occurred in Queens hotel rooms. Based on the probe, federal officials tied Barini to the deaths of at least three clients.

“Barini has shown little regard for the life of another, and with the drugs laced with fentanyl that she allegedly peddled, she offered her victims an experience they would never survive,” said HSI New York Special Agent-in-Charge Peter Fitzhugh.

If convicted of causing the death of an overdose victim, Barini faces a mandatory minimum of 20 years’ imprisonment, and a maximum of life imprisonment.
