Cops and Community ‘Build Bridges’ in Richmond Hill

By Michael V. Cusenza In an effort to strengthen the unique bond between cops and the neighborhoods they protect and serve, the 102nd Precinct Community Council on Saturday organized a free block party of sorts filled with activities, entertainment, eats—and plenty of police interaction.

Mother Nature cooperated as hundreds of South Queens families gathered outside the 102nd Precinct stationhouse on 118th Street in Richmond Hill for the five-hour “Building Bridges between the Community & the Police” event.

Feasibility Study Findings Show that Reactivating Defunct Rockaway Rail Line is ‘Necessary’: Pheffer Amato

The long-awaited MTA Long Island Rail Road feasibility study results for the Rockaway Beach Rail Line are in—and they “demonstrate that the RBRL is not only possible, but necessary,” Assemblywoman Stacey Pheffer Amato (D-Howard Beach) announced Thursday.

“Restoring service on the RBRL would not only speed up commutes tremendously between South Queens and Manhattan, improve mobility within our borough, but also promote economic growth overall,” Pheffer Amato added after informing her constituents that she has been notified by the MTA that LIRR officials will soon be publishing the results.

In the meantime, the assemblywoman has provided a brief synopsis of the study’s findings.

To summarize: The study considered two options—the first would be if the RBRL served as an extension of the A train to the Queens Boulevard Line operated by New York City Transit; the second would be if the LIRR operated the RBRL as a new line along its main track. The results show that if NYCT were to reconstruct the line, the total travel

time from Howard Beach to Manhattan (34th Street/Herald Square) would be 45 minutes and would service 47,000 riders daily at a construction cost of approximately $8 billion. The LIRR option’s total travel time from Howard Beach to Penn Station would be 25 minutes and would service 10,800 riders daily, with a price tag of $6 billion.

“To be clear: the cost of the project can-

not be an obstacle. We are talking about a real opportunity to give time back to commuters’ lives,” Pheffer Amato noted. “If this is what it will take to bring water to a transit desert, then give me a bucket!”

The assemblywoman also said “the time is now” to improve transportation in South Queens communities that have been underserved for generations.

“Moving forward, my office remains committed to bringing the LIRR, MTA, NYCT, and all relevant community partners into the same room to discuss our next steps,” Pheffer Amato pledged.

The feasibility study built upon previous efforts to review the line and transit issues in surrounding communities. In November 2014, a Queens College analysis indicated that a reactivated RBRL could generate 500,000 rides per day, and that a majority of local business owners supported the plan. Around this time, a report by the NYU Rudin Center for Transportation ranked many communities in the 23rd Assembly District among the lowest citywide for access to job opportunities via public transportation.

Proponents of what has been dubbed the QueensRail are devoted to the reactivation of the Rockaway Beach Rail Line. The defunct spur was put into service in the late 19th Century under the control of the LIRR and connected Rockaway and southern Queens with Rego Park, provided area residents with expedient access to other parts of the city, and 40-minute commutes to Midtown Manhattan from the Rockaway Peninsula. In the early 1960s, parts of the railroad service were condensed, sectioned off, and it eventually closed in 1962.

By Michael V. Cusenza At the end of the month, Brigadier Gen. Loree Sutton, M.D., will step down as commissioner of the City Department of Veterans’ Services, she announced Thursday before extolling the efforts of an area elected official who helped make her five-year run an historic one.

Sutton thanked City Councilman Eric Ulrich (R-Ozone Park) for his “partnership” during his tenure as chairman of the

Council Committee on Veterans. In December 2015, Mayor Bill de Blasio signed into law a bill introduced by Ulrich that established the Department of Veterans’ Services, capping a two-year surge led by Ulrich to strengthen veteran services and resources in the five boroughs, including working with Council leadership and the administration to help quadruple funding and staff that transformed the 30-year-old Mayor’s Office of Veterans’ Affairs into today’s DVS.

Queens Borough President Melinda Katz recently honored dozens of community board members who have officially served their respective districts for over a decade.

Among those volunteers receiving accolades at Katz’s annual awards ceremony at Borough Hall was Community Board 10 Chairwoman Betty Braton, who has been a steward of South Queens for 40 years.

By Forum Staff Lieutenant Gov. Kathy Hochul and Assemblyman David Weprin (D-Richmond Hill) recently honored a Richmond Hill organization that is one of the largest employers of legally blind individuals in New York.

Hochul and Weprin on Monday toured the 138,000 square-foot facility of Alphapointe, which manufactures a variety of items from mops to military products and counts 200 visually impaired or blind workers among its staff.

Alphapointe moved from Brooklyn to the century old edifice on 123rd Street in 2017. The building features millions of dollars in improvements that were made for the visually impaired workers, including technological innovations such as GPS devices that help employees navigate interior spaces with their phones and

spoke to staff who noted previous difficulty finding employment due to their disabilities.

At the end of the tour, Hochul presented Alphapointe officials with a proclamation for their efforts to train and employ workers who face high unemployment prospects.

According to the National Federation of the Blind, nearly 70 percent of working age individuals with severe vision impairments lack full-time employment.

“As former chair of the Assembly Task Force on People with Disabilities, I am inspired by Alphapointe’s efforts to employ people with vision impairments. It is my hope that by bringing Lt. Gov. Kathleen Hochul to this facility, we can replicate this successful enterprise across the state,” Weprin said. “I thank Alphapointe for making this meaningful investment in my district and I thank Lt. Gov. Hochul for visiting Queens.”

Kennedy International Airport.

According to FBI officials, a blue laser (similar to the one pictured) appears to be emanating from the area of Roslyn, Long

Island. Pilots have reported eye injuries as a result of the laser.

Pointing a laser at an aircraft is a felony punishable by up to five years in prison, up to a $250,000 fine, or both.

Woodhaven Man Gets 21-63 Yrs. for Child Porn

By Forum Staff A Woodhaven man has been sentenced to up to 63 years in prison for sharing scores of videos of children engaged in sexually explicit acts via an online file-sharing network, Acting Queens District Attorney John Ryan announced Friday.

Diego Guerra, 41, was convicted in June of 19 counts of promoting a sexual performance by a child and 30 counts of possessing a sexual performance by a child. He was sentenced Friday to an indeterminate term of 21 to 63 years in prison and must register under the Sex Offender Registration Act. According to the charges, while utilizing an internet software tool on Jan. 5, 2017, law-enforcement officials identified Guerra’s Internet Protocol address as sharing a number of videos depicting child sexual abuse on a peer-to-peer file sharing network. Detectives determined that Guerra shared multiple videos of children between the ages of 6 and 12 being sexually abused by adult men. Some of the videos depicted children as young as 6 being vaginally penetrated by men, while others featured boys between the ages of 10 and 12 engaging in sexual acts.

On Jan. 19, 2017, authorities were able to obtain additional video which Guerra was sharing on the peer-to-peer network Ares. The video—which was 24 minutes in length—showed a teenage boy performing a sexual act on a girl whom authorities believed was between the ages of 6 and 8.

The video then depicts a man giving instructions to the boy as he continued to penetrate the female child. Shortly after obtaining this file, authorities subpoenaed records pertaining to the IP address associated with the account. It was subsequently determined that Guerra was the individual sharing the videos.

Detectives executed a court-authorized search warrant at Guerra’s 87th Avenue home on July 27, 2017. Once inside the residence, authorities recovered a laptop from his bedroom. Guerra, who was present when the warrant was executed, was arrested a few days later and admitted the laptop was his, but claimed he only found it recently.

A forensic exam performed on the laptop found 60 additional images of children between the ages of 2 and 12 with their genitals exposed and performing lewd sexual acts. In addition, there were pictures and videos of Guerra that had been put on the laptop in January of 2017, the same time the videos were being shared on the peer-to-peer network.

Ryan said Guerra “partook in the vile act of sharing videos of children on the internet. These horrifying crimes should serve as reminder to all that the internet must be policed in order to prevent further instances of children being violated and degraded in the worst imaginable ways. The Court’s sentence is appropriate and hopefully serves as a deterrent to others who would engage in this despicable crime.”

EDITORIAL Back on Track After being delayed several years, the longawaited, much anticipated MTA Long Island Rail Road Rockaway Beach Rail Line feasibility study findings seem to be just around the corner.

Quick review: The RBRL is a roughly four-mile spur that was put into service in the late 19th Century under the control of the LIRR and connected Rockaway and southern Queens with Rego Park, provided area residents with expedient access to other parts of the city, and 40-minute commutes to Midtown Manhattan from the Peninsula. In the early 1960s, parts of the railroad service were condensed, sectioned off, and eventually closed in 1962.

And, according to Assemblywoman Stacey Pheffer Amato (D-Howard Beach), who has grabbed the heavy baton that is the QueensRail from the able hands of her predecessor, Phil Goldfeder, and provided the steady stewardship that such an issue—and mammoth project—deserve, the news is good.

“Yesterday, my office was notified that the Long Island Rail Road will be releasing the long-awaited feasibility study results for the Rockaway Beach Rail Line,” Pheffer Amato said Thursday. “Restoring service on the RBRL would not only speed up commutes tremendously between South Queens and Manhattan, improve mobility within our

borough, but also promote economic growth overall. The results of the study demonstrate that the RBRL is not only possible, but in my opinion necessary.”

Well said, Assemblywoman. Proper public

transportation in South Queens is urgent. The QueensRail is necessary.

Yes, a $6 billion to $8 billion receipt is a lot of scratch. However, we’re talking about something that can fill a void that has put South

Queens residents at a distinct disadvantage for generations..

Couldn’t agree more, Assemblywoman.

For decades, the southern section of Queens has been, for all intents and purposes, ignored when it comes to public transportation. Several communities have actually been dubbed “transportation deserts.”

Think about that. Deserts. This is 2019, right?

The fact that it can take some people who live and work in the same city more than an hour and a half to get to that job is nothing short of pathetic. It’s ludicrous. So if you can reactivate a public transit option that can quite literally change the lives of thousands of people – including the business owners in these transportation deserts – why wouldn’t you go for it?

Former Assemblyman Goldfeder, an ardent supporter of the QueensRail, once said, “Tens of thousands of Queens families are forced to endure some of the longest commutes in the city…reactivation is the best and most cost-effective way to speed commute times for our families and boost our local economy.”

L.I. Man Indicted on Manslaughter Charges for Allegedly Supplying Heroin that Caused Two OD Deaths

By Forum Staff A borough grand jury has indicted a Long Island man for allegedly distributing cocaine, Xanax, and heroin—in at least one case laced with fentanyl—to a woman and a man on two separate occasions, and in both instances the victims overdosed and died in April 2017 and March 2018, respectively, Acting Queens District Attorney John Ryan announced Thursday.

Justin Lum, 30, of Great Neck, has been arraigned on a 15-count indictment charging Lum with three counts of second-degree manslaughter and multiple counts of third- and fifth-degree criminal sale of a controlled substance. Lum was remanded and ordered to return to Court on Dec. 11.

According to the charges, on April 27, 2017, Lum supplied heroin to his girlfriend, Brooklyn resident Patricia Collado, 28, at a movie theater in College Point. The two watched a film and allegedly got high snorting lines of heroin off a cell phone screen. After the movie, Lum and Collado left the area and again allegedly used heroin supplied by Lum inside a parked car, when the victim suddenly stopped talking and passed out. Lum pulled the unconscious woman out of the vehicle at 56th Avenue and Main Street, where first responders ad-

According to the charges, Lum stayed at Collado’s bedside at the hospital and when she was discharged shortly after 11 p.m. the couple went to Lum’s grandfather’s home on Colden Street in Flushing. There, the two allegedly snorted more heroin supplied by Lum and Collado again went into cardiac arrest—however this time Lum did not call for medical attention and attempted to “stabilize her” and said that he “didn’t want to call the ambulance again.”

For an hour, as Collado foamed at the mouth, Lum allegedly con-

sumed more drugs and went to sleep. Shortly after 8 a.m. the next morning, Lum awoke to find Collado beside him unconscious with foam bubbling from her mouth.

Only then did Lum call 911 and administered CPR per the instructions of the medical dispatcher on the phone. By the time emergency medical technicians arrived Collado was dead. An autopsy performed on her remains concluded she died from acute intoxication due to the combined effects of fentanyl, heroin, and cocaine.

According to the charges, less than a year later in March 2018, Lum allegedly supplied heroin to Calvin Brown, who lived in Bay-

side. Brown was inside Lum’s Great Neck residence on March 1, 2018, when he consumed drugs allegedly provided by Lum and immediately had a medical emergency. Lum called 911 and gave the 24-yearold man CPR until first responders arrived. Brown was taken to an area hospital for treatment and survived the near fatal overdose.

According to the charges, Brown was discharged from the hospital on March 6, 2018. Three days later, Brown returned to Lum’s home and allegedly got more heroin from him; Lum said that the victim needed it so much that he gave it to him to get him to go home.

The next day, Brown was found by

his mother in his bedroom, seated in a chair with his head slumped onto a desk. He was dead. An autopsy performed on the victim’s body showed the cause of death was acute intoxication from the combined effects of heroin, Xanax, diazepam, and phenobarbital.

An investigation that began following the death of Collado included recorded conversations between Lum and another individual known to the District Attorney’s Office. On April 9, 2018, Lum was heard allegedly telling that individual—whom he was allegedly selling drugs to— that if he died “You’d be technically my third body. I woke up next to my ex-girlfriend, like OD’d. The thing is, I saved her the night before.”

Lum allegedly continued with the conversation, saying that “this other kid I saved too. Just like three weeks ago... He just sniffed a line and then passed out. I did the chest compressions.”

According to the charges, Lum allegedly told the individual that he was safe from prosecution because of the “Good Samaritan law.

I can’t get in trouble.”

“The dealers who profit from distributing these drugs bear responsibility when their clients die.

This defendant thought he was safe from prosecution,” Ryan said. “He was dead wrong.”

If convicted, Lum faces 26 to 126 years in prison.

Manhattan Man Pleads Guilty to Hate Crime Attack at Forest Hills Station

By Forum Staff A Manhattan man has admitted to shoving and hurling homophobic slurs at a woman as she rode a Manhattan-bound E train last November, Acting Queens District Attorney John Ryan announced Thursday.

Allasheed Allah, 54, pleaded guilty last Wednesday to one count of third-degree assault as a hate crime. The judge indicated she will sentence Allah to 1 to 3 years in prison on Nov. 7.

According to the charges, shortly after 5 p.m. on Nov. 20, 2018, at the 71st Avenue subway station in Forest Hills, Allah began to argue with a 20-year-old woman. The victim was on a Manhattan-bound E train with a female friend, who kissed her on the cheek. walked behind the victim and struck her once in the head and chest, shoving her into a nearby pole. The contact caused the woman to hit both the pole and the floor.

As a result of the attack, the victim sustained multiple injuries to both her head and back. She has recovered from the injury, Ryan noted.

According to the charges, when questioned by police, Allah admitted to pushing the victim because she was “disrespecting me with all that gay (expletive).”

“In pleading guilty, the defendant has admitted to attacking a woman solely based on his belief that she was gay. This kind of hate-inspired assault is intolerable and we won’t stand for it here in Queens County—the most diverse county in the country,” Ryan added. “The defendant will go to prison as a result of this vicious attack. The victim, I am happy to say, has recovered and hopefully will be able to put this horrible incident behind her forever.”

According to the MTA, the homeless population in the subway system has grown more than 20 percent in the past year, to nearly 2,200.

By Forum Staff The Metropolitan Transportation Authority and the State Office of Temporary and Disability Assistance Friday announced a series of actions to address the growing challenge of homeless people using the transit system as an ill-equipped, de facto shelter.

In July, the MTA formed a task force with OTDA, the State Department of Health, the State Office of Mental Health, and the State Office of Alcoholism and Substance Abuse Services to make certain recommendations to improve the situation and ensure these individuals are receiving the necessary services.

The task force’s recommendations include: Enhanced outreach and expanded oversight of NYC outreach efforts: On an emergency basis, OTDA will continue to mobilize teams to deliver enhanced homeless outreach within the transit system, and require the City Department of Homeless Services to enhance its existing homeless services on a permanent basis to better address the needs of those who are inappropriately seeking shelter in the transit system. OTDA will continuously evaluate the need to provide direct services, and will stop providing them when the situation has improved and can be sustained

by DHS alone. OTDA will regularly review and monitor DHS’ enhanced efforts to ensure they are adequately serving the population, holding DHS and its contractors to strict performance standards, MTA officials noted.

Expanded police force: The MTA has indicated that it will grow its police force by more than half to keep the transportation system safe and secure. A portion of the expanded force will support the outreach ef-

forts to help those in need access shelter or other services.

Educate the public on the MTA Rules of Conduct: The MTA has promised to undertake an effort to better educate the public about applicable rules and regulations, and improve compliance, and will partner with OTDA and other agencies on an information campaign so that the public is aware of assistance available to the homeless.

Increased interagency cooperation: The MTA has pledged to better coordinate with DHS and OTDA, as well as other appropriate partners, to support outreach efforts and so that resources are used effectively to reduce the number of homeless in the transit system and connect those in need with housing and services.

Oversight by MTA Inspector General: In order to maximize transparency, improve outcomes, and verify that services are being delivered by MTA, NYC, and relevant partners in an efficient and effective manner, it is recommended the MTA Inspector General oversee and evaluate the implementation of the above recommendations and other related efforts on a regular basis.

According to the MTA, the homeless population in the subway system has grown more than 20 percent in the past year, to nearly 2,200. This is a disproportionate increase compared with rates experienced citywide and is not sustainable by the system, officials said.

“It is imperative that individuals experiencing homelessness inappropriately seeking shelter in the subway and elsewhere across the state are able to access the services they need, including proper health care,” said State Health Commissioner Howard Zucker, M.D. “Safe and secure housing is critical for public health.”

If your child has any food allergy, as do six to eight percent of children in the US, Halloween activities can potentially be dangerous.

Now that doesn’t mean your children can’t enjoy the holiday—it just means that you have to take extra special care.

First of all, remember, even mild food allergiesthose that result in watery eyes or a rashcan become more severe and can trigger a dangerous reaction known as anaphylaxis, which progresses quickly and can cause airway swelling and low blood pressure.

Halloween candy often contains common allergens, such as peanuts, tree nuts, milk and eggs. Kids with food allergies should not trick-or-treat alone, and they should carry selfinjectable epinephrine.

There are several other things we can do to make Halloween enjoyable as well as safe: First of all SAY SOMETHING if your child has a food allergy. Be sure to inform the host of any Halloween party and provide party hosts with a list of foods that may trigger an allergic reaction.

Clean up. Be sure to clean all cooking utensils, pans or other dishes if they have been in contact with a food allergen.

Check labels. It’s important to read labels to learn if particular foods contain allergens or have been made on the same machine as other products that contain an allergen.

Just make sure your child knows what he or she can eat and remember the old adage-when in doubt, throw it out!

Finally here are some tips on how to safely handle the candy that comes home with your kids: Get rid of home baked items or fruit. They could be spoiled, poisoned, laced with illegal drugs or contain pins or razors.

Don’t recognize it? Not in the orginal wrapper? Package has hole? Look funny or old? THROW IT OUT! Young children should not have hard candy or things with nuts because they represent choking hazards.

If it tastes funny, spit it out and rinse out your mouth immediately.

Cut soft candy or candy bars in quarters before eating it to expose and pins.

Howard Beach Celebrates Italian Roots

Everbody was Italian, for at least a few hours on Sunday, as Howard Beach residents gathered at Our Lady of Grace Church hall for a free Columbus Day celebration sponsored by State Sen. Joe Addabbo, Jr. (D-Howard Beach).

The event featured traditional Italian eats, face-painting for the kids, and live music by Vittorio Di Carlo, “The Graceful

Tenor.”

Addabbo said he wanted to throw a “great party where everyone from seniors to families with their children can come out and listen to Italian music, have some delicious food, and have an overall good time.”

Mission: accomplished.

Bishop of Brooklyn Leads Procession, Mass in Support of Construction of Cabrini Statue

By Michael V. Cusenza The Diocese of Brooklyn is steadily drumming up support for the construction of a public statue recognizing the life and contributions of Mother Frances Xavier Cabrini.

More than 1,000 worshipers Sunday afternoon followed Bishop of Brooklyn Nicholas DiMarzio in a procession from Mother Cabrini Park on President Street in Carroll Gardens to Sacred Hearts – St. Stephen Church on Summit Street, where DiMarzio hosted a special Mass.

DiMarzio and the diocese are the latest to publically take issue with the City’s “She Built NYC” campaign and its selection panel, led by City First Lady Chirlane McCray, for seemingly snubbing Cabrini.

“She Built NYC” is a new effort to commission a public monument or artwork on City property that honors women’s history in the five boroughs. Cabrini reportedly received 219 tallies—more than double the second-place vote recipient.

Despite earning this top ranking, a public Cabrini icon is not being planned.

The panel has picked 19th century civil rights leader Elizabeth Jennings Graham, jazz singer Billie Holiday, abortion rights activist Dr. Helen Rodriguez Trías, and transgender advocate Sylvia Rivera for statues.

in 1889 and helped establish the Missionary Sisters of the Sacred Heart of Jesus, taking in orphans and foundlings, opened a day school to help pay expenses, started classes in needlework and sold their fine embroidery to earn a little more money. The institute started seven homes and a free school and nursery in its first five years.

Cabrini organized catechism and education classes for the Italian immigrants and provided for the needs of the many orphans in NYC. Cabrini also founded Columbus Hospital and Italian Hospital. In the 1980s, they were merged into Cabrini Medical Center.

Cabrini set up 67 institutions: in New

York; Chicago and Des Plaines, Illinois; Seattle; New Orleans; Denver and Golden, Colorado; Los Angeles; Philadelphia; and in countries throughout South America and Europe.

“Mother Frances Cabrini was certainly one of the women who built New York City.

Her work to establish orphanages, schools, and a hospital, along with her commitment to immigrants, absolutely should be recognized.

The failure to honor Mother Cabrini with a public statue would be an affront to many New Yorkers, especially Italian-Americans, who see her as most deserving,” DiMarzio said.

Last month, the Italian Apostolate of the Diocese of Brooklyn established the Mother Cabrini Statue Fund. Proceeds from the fund will assist in creating a public Cabrini statue in Brooklyn.

In August, State Sen. Joe Addabbo, Jr. (D-Howard Beach) sent a letter to McCray demanding an explanation for the dismissal of Cabrini.

“I find it odd and questionable that ‘She Built NYC’ would ask the public to nominate women they would like to see honored and then not include, but actually ignore, the public’s overwhelming winner,” wrote Addabbo, who is president of the Conference of ItalianAmerican Slate Legislators.

City Unveils Challenge to Open 20 New Schools, Transform 20 Existing Ones across NYC

By Forum Staff The de Blasio administration is trumpeting a public-private partnership to create 20 new schools and transform 20 existing ones across the five boroughs into “schools of the future.”

Launching with an initial investment of $32 million in public and private funds, the Imagine Schools NYC Challenge will be a model for community-driven school innovation within the City’s Equity and Excellence for All education agenda, Mayor Bill de Blasio gushed Thursday.

“This is a big endorsement of public education in New York City,” Hizzoner added. “With this support, we’re going to help educators, students and communities come together to design new schools and re-design existing ones that will challenge our kids and increase academic rigor. I want to see great schools in every neighborhood.”

According to the administration, the transformational high school design project, XQ Institute, will support plans for both new and existing high schools; while Robin Hood, NYC’s largest poverty-fighting nonprofit, will support new schools across all grade levels.

or transformed (“Reimagine”) high schools, with at least one new high school in each of the five boroughs. The remaining 20 schools will be a mix of elementary and middle schools. All 40 Imagine NYC Schools will serve as models for the system. The administration pledged that the schools will be “innovative, academically rigorous, community-driven, inclusive, and intentional in their commitment to serve all students.”

Starting immediately, and continuing over

the next three years, design teams have the opportunity to apply to become Imagine schools.

Design teams, some of which have already begun forming across the City, will work together to submit initial concept proposals. Selected teams will advance to additional application rounds in winter and spring 2020, with the first round of Imagine and Reimagine school designs slated to be announced in May 2020.

The 20 new schools will not have selec-

tive admissions, the mayor noted, later adding that Imagine Schools NYC will focus on “the transformation of the student learning experience.” Examples of the kinds of actions school design teams could propose include: authentic, real world learning (internships, apprenticeships, college courses and visits, projects in the community); innovative themes; college, community and industry partnerships; changes to curriculum to align with interesting, high-skill, high-demand sectors; focus on arts, civic engagement, technology or a science, technology, engineering, and math subject.

The City is actively seeking additional funders to join Imagine Schools NYC, according to administration officials. Private funds for Imagine Schools NYC will go through the Fund for Public Schools.

“We have seen it time and again—whether expanding the largest computer science education program in the country, or providing a record number of students with internships and early work experiences—when the private sector partners with our public education system the big winners are students, families, and communities,” said Darren Bloch, director of the Mayor’s Office of Strategic Partnerships.

By Forum Staff Bideawee has assumed responsibility for the operation and management of the New York City Feral Cat Initiative, the animal-welfare and pet-adoption organization announced Friday.

Launched in 2005 by the Mayor’s Alliance for NYC’s Animals, the FCI has supported the efforts of organizations and individuals who work to reduce Gotham’s population of feral cats, also called community cats, through Trap-Neuter-Return, which is recognized as the most humane and effective approach to managing the growing population of community cats.

According to Bideawee, feral cats are not socialized to humans and are not suited for adoption. Left unfi xed, community cats will breed prolifically. TNR controls population growth as well as many of the nuisance behaviors associated with unneu-

tered cats, such as yowling, fighting, and marking territory, Bideawee officials noted.

Under the agreement with the City, Bideawee will continue to provide many FCI services, including: free TNR training and certification workshops; free specialty training workshops, such as bottle feeding, taming kittens, shelter building, and neighborhood relations; access to free loans of TNR equipment including traps, dividers, and cages; free transport of cats to and from clinics where the animals are spayed or neutered; and free community outreach materials.

“We are confident that under Bideawee’s leadership, FCI will not only continue to deliver the same critical services and resources currently enjoyed by NYC’s community cat caretakers, but also will take the program to the next level in improving the lives of NYC’s community cats,” Mayor’s Alliance for NYC’s Animals President Jane Hoffman said.

OBITUARY Joe “Smokey” Romaine, Passes at 81 Joe “Smokey” Romaine, 81, of Elizaville, NY passed away on September 1, 2019 following a short illness. Joe is survived by his youngest sister Joan Lindau, Peggy’s youngest sister, Mary Zipoli [ John], sister-in-law, Mamie Adams [Buddy], along with numerous nieces, nephews and beloved friends. Peggy and Joe lovingly raised a family in Queens Village, NY: one daughter Margaret [Sean Harnett], and two sons, Joseph [Barbara Carlson] and James [Donna L. Moccio].

Peggy and Joe have five talented granddaughters, Kate, Moira [Tim Hill], Marissa, Kaitlin, Danielle and a forward-thinking grandson, Joey. They have three great-granddaughters and one greatgrandson, Henry Howard Hill. Also, a favorite companion and pet, Boots the cat, now lives with Joe’s son Jim. Predeceased by his wife of 61 years and childhood sweetheart, Margaret (Peggy) Adams, his father, Joseph, and his mother, Jeanette [nee, Mark], three siblings, Jerry [Lucille], Jean [Raymond], and Evelyn, nicknamed uddles, brother-in-law, Roy Lindau, and numerous aunts, uncles, cousins, in-laws and close friends. Joe had a happy childhood spent fishing and crabbing almost every day with his good friend Eddie Lackenbauer. Following high school, Joe tried his hand at many jobs, but became a demolition worker, following in his father’s footsteps. He was a recognized leader in his field, working as a foreman for over 20 years. In 1984 Joe and Peggy left Queens, purchasing and successfully running the Taghkanic Motel in Columbia County. Joe was also an accomplished woodworker, building a beautiful barn without formal plans, as well as helping to build and establish Jo-Jo’s Pizza. Both Joe and Peggy were cremated, and according to their wishes, their ashes will be buried together. There will be a Memorial Celebration on October 12th at West Taghkanic Cemetery, 11 Taghkanic Churchtown Rd, Craryville, NY 12521 at 12 noon, followed by lunch for family and friends at the West Taghkanic Fire House, 631 Old Rte 82, Taghkanic, NY 12523.
