A section of the westbound Belt Parkway was closed early Sunday morning at Springfield Boulevard as police investigated the accident that claimed Mohammed Hoque.
Two young men from the same Brooklyn community died in separate area motorcycle accidents on Sunday and Monday, according to the City Police Department and published reports. Early Sunday morning, Mohammed Hoque, 23, lost control of the Yamaha motorcycle he was riding in the Belt Parkway’s westbound lanes near Springfield Boulevard, according to a New York Daily News report. The story indicated that Hoque struck a center divider and fell to the pavement, police said. But as Hoque lay on the Queens-Brooklyn thoroughfare, a driver ran him over and kept going.
Roughly 24 hours later, around 1:15 a.m. Monday, Raiguel Tapia-Villar was cruising on a motorcycle on Cross Bay Boulevard, heading toward the Joseph P. Addabo Memorial Bridge when he was blasted by a BMW SUV at 165th Avenue. Police determined that the driver of the SUV was making an illegal U-turn when the vehicle collided with TapiaVillar’s Honda. Tapia-Villar was rushed to Jamaica Hospital Medical Center, where he later died. The driver of the BMW has not been charged. Both Hoque and Tapia-Villar hailed from the Cypress Hills section of Brooklyn.

Firefighters and crews from Con Edison will respond swiftly and investigate the cause. “All New Yorkers and building owners should take advantage of this free program through Con Edison,” said Fire Commissioner Laura Kavanagh. “Like smoke alarms, a natural gas detector will give you early warning of a potentially dangerous situation.” If your Natural Gas alarm sounds or if you smell a natural gas leak, evacuate immediately and call 911 when you are safely outside.

The recent fall in life expectancy reversed years of progress that the Big Apple had made over prior years. Life expectancy in New York City increased by three years between 2001 and 2010. While that figure roughly plateaued in subsequent years, the age-adjusted premature death rate was relatively level from 2016 to 2019, before plunging in 2020.
Mayor Launches Task Force to Combat Retail Theft

By Forum Staff Mayor Eric Adams on Wednesday launched a task force to support implementation of his plan to combat retail theft across the five boroughs. Led by Deputy Mayor for Public Safety Philip Banks III, the task force delivers on a key commitment outlined in Adams’ “Retail Theft Report” — created through a collaborative effort between retailers, law enforcement, and other stakeholders — that included upstream, program-oriented solutions and enhanced enforcement efforts to combat retail theft. The task force brings together elected officials, including State Attorney General Tish James and all five district attorneys, with additional representatives from law enforcement, as well as local business groups, national retailers, and organized labor. The Adams administration will be represented by the Office of Public Safety, the City Police Department (NYPD), the Mayor’s Office of Criminal Justice (MOCJ), and the City Department of Small Business Services (SBS). After shoplifting rose in the Big Apple and cities across the nation over several years, the Adams administration’s partnerships with retailers and enhanced enforcement have begun to turn the tide. With the exception of 2020, the total number of citywide shoplifting complaints increased year over year between 2018 and 2022, with the largest increase — 44 percent — taking place from 2021 to 2022. However, year-to-date in 2023, shoplifting complaints are down 7.9 percent citywide as compared to 2022. Arrests for shoplifting increased 16.4 percent year-to-date in 2023 as compared to
2022 due to the NYPD’s enhanced enforcement efforts. The task force will advise the Adams administration on legislative proposals aimed at addressing retail theft, enhance intelligence sharing between stakeholders to identify and respond to emerging shoplifting trends and crime patterns, and ensure best practices are implemented throughout the city to utilize cutting-edge technology to deter, prevent, and respond to retail theft effectively. In December 2022, Adams convened a summit with more than 70 stakeholders to collaborate on policy and find creative solutions to address retail theft across the city. The Adams administration then analyzed the information shared by the attendees at the summit, conducted independent research and data analyses, and consulted with law enforcement and retail business management to develop recommendations in the Retail Theft Report. Those recommendations consist of targeted solutions to reduce retail theft perpetrated by both individual shoplifters and organized crime rings. This includes a combination of increased law enforcement efforts and enhanced social service programming and resources to prevent shoplifting, particularly by individuals struggling with substance use disorders, serious mental illness, homelessness, or poverty. National Retailers: Gap Inc., LVMH, Macy’s, Starbucks, Target, Ulta, Victoria's Secret, and Walgreen Co. “Because of the collaborative actions taken in the last few months between government, the private sector, law enforcement, and, most importantly, local businesses, retail theft is down this year, but there is always more work to do,” Adams said.

BRONCHIOLITIS: WHAT YOU SHOULD KNOW There has been a recent rise in the number of pediatric cases of bronchiolitis (no, we didn't spell that incorrectly) and many parents, may be unfamiliar with the condition, and might confuse the illness with the like sounding bronchitis. Although this condition that affects mainly young children and infants, sounds like the bronchitis, they are very different illnesses. Bronchiolitis can have different origins; most of them stem from a virus. It's actually a common lung infection that causes swelling in the bronchioles, the smallest of the lungs airways. When they swell, the amount of air able to enter the lungs is restricted, making it difficult for the baby to breathe. Your body tries to get used to the mucous by coughing. Bronchiolitis is most common in infants between 3 and 6 months of age but can occur in children as old 2 years. Treatments vary and while antibiotics are not the usual method nebulizer treatments or steroids can be. These meds help kids
breathe easily during recovery. For most babies, it's no more serious than a cold but some may need hospital care, and it is a common reason for babies to be admitted to the hospital. Some babies are at greater risk to develop the condition, including premature babies or those with certain heart and lung conditions. Bronchiolitis occurs most often in the months between October and March, and it is possible for a baby to develop it more than once in the same winter. Most cases, around 75%, are caused by Respiratory Syncytial Virus (RSV). Other causal viruses are Adenovirus and Rhinovirus. These spread through tiny droplets of liquid sent into the air when someone who is infected coughs or sneezes. A child can become infected if they touch a toy or a surface where a droplet has landed. There are simple steps to reduce the risk of your child contracting bronchiolitis. Make sure everyone who touches your child washes their hands and covers their mouth when they cough or sneeze. Keep them away from other sick kids, wash toys down regularly and most important keep your baby away from any forms of smokes and calls your local pharmacist with any questions. Until next week...

Millions in Drugs and Guns Seized from Abandoned Bellerose Home By Forum Staff Queens District Attorney Melinda Katz recently announced that Victor Rodriguez has been indicted after a search of an abandoned home in Bellerose uncovered millions of dollars worth of heroin, fentanyl and cocaine and a stockpile of firearms. A contractor hired after the recent sale of the property stumbled upon the stash. Rodriguez, 43, of Jamaica, was arraigned Oct. 27 on a 112-count indictment charging him with operating as a major trafficker; conspiracy in the second and fourth degrees; three counts of criminal possession of a controlled substance in the first degree; four counts of criminal possession of a controlled substance in the third degree; four counts of criminal possession of a controlled substance in the fourth degree; two counts of criminally using drug paraphernalia in the second degree; burglary in the first degree; criminal possession of a weapon in the first degree; 26 counts of criminal possession of a weapon in the second degree; 10 counts of criminal possession of a weapon in the fourth degree; 12 counts of aggravated criminal possession of a weapon; 39 counts of criminal possession of a weapon in the third degree; manufacture, transport, disposition and defacement of weapon and dangerous instruments and appliance; five counts of attempted criminal possession of a firearm; and unlawful possession of pistol ammunition. After the contractor left, Rodriguez was seen on surveillance video running to and from the abandoned property with two coolers in his hands. Based on the photos taken, the coolers held what appeared to be 15 kilos of narcotics. Police executed a court-authorized search warrant on the property the next day and uncovered:

LaGuardia Airport TSA Officers Find Gun Concealed inside Sneakers Packed in a Checked Bag By Forum Staff A traveler was arrested by police last Wednesday after Transportation Security Administration officers at LaGuardia Airport spotted a handgun and loaded magazine concealed inside a pair of sneakers packed inside a checked bag. When the checked bag passed through
the TSA explosives detection unit, it triggered an alarm, alerting officers to open the bag and scrutinize its contents. Inside the luggage was a pair of white Nike high-top sneakers with green trim; officers then discovered a .45-caliber semi-automatic gun in one shoe and a gun magazine loaded with six bullets in the other. TSA officials notified the Port Authority
Police who tracked down the traveler at his gate and arrested him on weapons charges. In addition to the arrest, this individual also faces a financial civil penalty. Passengers are permitted to travel with firearms in checked baggage if they are unloaded and packed in a hard-sided locked case. Then the locked case should be taken to the airline check-in counter to be declared. TSA has details on how to properly travel with a firearm posted on its website tsa.gov/traveler-information/firearms-andammunition. Civil penalties for bringing a gun into an airport can stretch into thousands of dollars, depending on mitigating circumstances. The complete list of civil penalties is posted online at tsa.gov/travel/civil-enforcement. Additionally, if a traveler with a gun is a member of TSA PreCheck(r), that individual will lose their TSA PreCheck privileges. Firearm possession laws vary by state and locality and individuals who want to travel with their gun should do their homework to make sure that they are not violating any local firearm laws. Travelers should also contact their airline as they may have additional requirements for traveling with firearms and ammunition.
S.I. Man Charged in Theft of $1.4M from Queens Clothing Company

By Forum Staff Queens District Attorney Melinda Katz announced on Wednesday that Glenn Jakers was charged with grand larceny, accused of siphoning $1.4 million from Eric Javits, Inc., a Long Island City apparel company where he worked as the controller. The money allegedly was used to buy luxury items, for personal expenses and to fund The G.O.A.T. bar on Staten Island. Jakers, 61, of Staten Island, was arraigned Monday on a complaint charging him with grand larceny in the first degree; criminal possession of stolen property in the first degree; and five counts of criminal possession of a forged instrument in the first degree.

According to the charges: Jakers worked as the controller at Eric Javits, Inc., which is owned by Eric Javits, from November 2014 through May 9, 2020. He was for responsible drafting checks made payable to vendors of the company. From 2015 to 2020, Jakers received at least 150 unauthorized payments, totaling $1,396,444.37 from the company to his own accounts or to a company associated with him. Jakers issued unauthorized Eric Javits, Inc. company checks totaling $1,013,211.82. Most of the funds went to his own bank account, with $263,861.37 funneled to a business account under the name Kaylex Inc.

Records show that Jakers allegedly spent all of the funds he transferred to himself from Eric Javits, Inc., including approximately $37,634 on purchases at Amazon.
That account was tied to Jakers and used to operate The G.O.A.T. bar, at 1674 Richmond Ave., Staten Island. A total of $156,546.49 was also transferred from the Eric Javits PayPal account to PayPal accounts associated with Jakers. Jakers, who was also responsible for managing the company’s payroll, received unauthorized payroll adjustments totaling $226,686.06. Records show that Jakers spent all of the funds he transferred to himself from Eric Javits, Inc., including approximately $37,634 on purchases at Amazon; $32,728 at a liquor store; $20,329 at
StubHub; $4,840 at Apple; $1,154 at Louis Vuitton; and $1,192 at Gucci. Money also went to steakhouse dinners, to buy items at a Halloween store, and to the Raymour & Flanigan furniture shop. “This defendant is accused of lining his own pockets at the expense of a company operating in Queens,” Katz said. “We will not tolerate our businesses becoming targets of theft, whether at the retail level or by company employees. We will prosecute anyone who would undermine a Queens company and, by extension, its employees and our local economy.” If convicted, Jakers faces up to 25 years in prison.

Interstate Gun-Trafficking Ring Dismantled By Forum Staff Queens District Attorney Melinda Katz announced on Monday that three defendants were indicted on the heels of a sevenmonth investigation into gun trafficking that included a series of undercover buys in the parking lot of a P.C. Richard & Son in Astoria and a wiretap on the defendants’ phones. The investigation netted 109 illegal firearms and rifles smuggled from the Midwest via the notorious Iron Pipeline, including 20 assault weapons, as well as 139 high-capacity magazines and hundreds of rounds of ammunition. Ahmed “Taju” Mutalib, of Georgia; Abdul Haruna, of the Bronx; and Ohio resident Murtala Haruna – who are all cousins – were indicted by a grand jury on 575 counts charging them with criminal sale of a firearm, criminal possession of a weapon, conspiracy and money laundering. According to the charges: • Police were alerted to the trafficking activity through a confidential tip to District Attorney Katz’s office and the NYPD in March 2023. • Following an initial investigation and intelligence gathering, five transactions took place between the defendants and an undercover police officer in the parking lot of P.C. Richard & Son, at 35-18 Steinway St. in Astoria. • On June 10, Mutalib, 32, sold 12 guns with respective unloaded magazines, in ad-

Abdul Haruna was present during the transaction and counted the money. • On June 27, Mutalib sold 16 semiautomatic pistols with respective unloaded magazines, three rifles, one shotgun, and 900 rounds of 9 mm ammunition. • On Aug. 8, Abdul Haruna, 27, collected $4,000 in pre-recorded money from an undercover officer as an upfront payment towards the purchase of additional firearms. • On Aug. 14, Mutalib sold five rifles, 25 semi-automatic pistols with respective unloaded magazines and 20 large-capacity
magazines. • On Aug. 26, Mutalib and Murtala Haruna, 30, sold five long guns, 30 semiautomatic pistols and 500 rounds of 9 mm ammunition. In all, the undercover officer bought a total of 97 firearms, including 17 assault weapons. During the course of the investigation, called Operation Chainline, the defendants were recorded discussing the purchase, transport and sale of multiple firearms. Detectives witnessed defendants Murtala Haruna and Mutalib coming out of a Cincinnati townhouse carrying large boxes to a
U-Haul truck, corresponding directly with subsequent calls regarding the transportation of guns for sale. On Sept. 8, law enforcement officials tracked Murtala Haruna and Mutalib driving a rented vehicle with a Florida license plate through New Jersey into New York. When the defendants parked in Staten Island, a search warrant was executed on the vehicle, resulting in the arrest of the two defendants and the recovery of: • 12 guns, including three assault weapons • 13 high-capacity magazines • 1,000 rounds of 9 mm ammunition • Two sets of men’s clothing • Backpack with financial documentation in Mutalib’s name Defendant Abdul Haruna was arrested pursuant to the indictment on Nov. 2. “We are fighting the gun plague with all our might and resources, on the streets and in the courts. Through the hard work and collaboration of police and prosecutors, we have seen shootings in 2023 decline 28 percent in the city and 34 percent in Queens,” Katz said. “That is of little comfort, however, to the more than 1,000 victims of shootings across the city this year. Through investigations, arrests and prosecutions, we will continue to do everything we can to shut the Iron Pipeline down once and for all.” Each defendant faces up to 25 years in prison.
Massachusetts Man Extradited to NYC to Face Charges in Shooting of Woman over Family Debt By Forum Staff Queens District Attorney Melinda Katz announced on Monday that Minliang Zheng has been charged in the shooting of a 45-year-old woman, allegedly over her male relative’s unpaid financial debt. Zheng, 50, fled to Massachusetts following the shooting. He was extradited to New York last week. Zheng, 50, who lives in Quincy, Mass., was arraigned Thursday on a four-count indictment charging him with two counts of criminal possession of a weapon in the second degree, assault in the second degree
and criminal possession of a firearm. According to the charges: On Feb. 26, a man who has not been identified approached a 57-year-old woman at her Flushing home saying that a male relative of hers owed him money and that if the debt was not paid, someone would hurt her family. Shortly after the threatening visit, cell phone records show that Zheng was near the woman’s house on multiple days, spending several hours at a time in the area. Video surveillance footage recorded March 19, at approximately 10:30 a.m., shows a gray Honda Odyssey van registered

to Zheng near the woman’s house. The van later followed the woman’s 45-year-sister as she left the house and drove to several locations near her own home in Oakland Gardens. At 12:30 p.m., the 45-year-old was loading laundry into her car, which was parked in front of her home. Zheng got out of the Odyssey and approached the woman. He demanded money, saying, “The boss said to get the money.” Zheng pointed a gun at the woman and shot her in the leg. Video footage shows the victim crawling into the driver’s side of her vehicle and attempting to evade Zheng by closing the
door. Zheng grabbed the car door, pulled it open and told victim he would shoot her entire family and left. Zheng fled to Massachusetts where he was apprehended Aug. 8. He was extradited to New York Thursday. “The defendant shot the victim simply to settle a score. In this case, fortunately, the victim survived and the defendant will now be held accountable,” Katz said. “We thank the Massachusetts law enforcement community for helping to bring the defendant in to face justice.” If convicted, Zheng faces up to 15 years in prison.

Adams Touts City’s First Comprehensive Capital Projects Tracker By Forum Staff Mayor Eric Adams and New York City Comptroller Brad Lander recently announced the launch of a new capital projects tracker that will serve as a public dashboard that brings radical transparency to the city’s capital spending. For the first time ever, the City will publish a user-friendly tracker that details all projects from major capital agencies. The tracker delivers on one of the key recommendations put forth by the Capital Process Reform Task Force, convened by Adams in April 2022. The capital projects tracker — mandated by Local Law 37, and which was sponsored by then-New York City Councilmember Lander — provides a detailed view into the city’s construction projects, spanning critical infrastructure such as bridges, sewers, sanitation, and parks. The tracker merges schedule information from agency project management systems with budget information in the city’s Financial Management System. The tracker includes the total cost, current phase, and projected completion date projects, as well as additional details for all construction. In providing greater public insight into the status of capital projects, the tracker will help improve the overall capital process, which hinges on the availability of high-quality data throughout the project

lifecycle. The task force is comprised of leaders from the construction industry, labor, and minority- and women-owned business enterprises, along with city agencies and the Comptroller’s Office. The group was tasked with undertaking a top-down review of the city’s capital process and recommending reforms, from project initiation to closeout. Earlier this year, the task force released a slate of 39 recommendations to cut years off the process for delivering public
works — helping to save valuable taxpayer dollars in the process and increasing public participation. In spring 2022, in partnership with elected officials in Albany, the task force delivered on much of its state legislative agenda, and expects to continue work on the remainder of the agenda during this coming session. Additionally, the Adams administration outlined an ambitious set of future enhancements to the dashboard that further strengthen its commitment to transparency
and accountability. Future improvements to the tracker will include: Refining the website design to improve the user experience; Adding an interactive map showcasing detailed mapping and geocoding for each project; and Implementing a comprehensive system of project classifications, enabling New Yorkers to filter projects based on criteria like infrastructure type and climate or environmental priority. “This tracker will go a long way towards improving transparency in this city and will allow New Yorkers to see how and where their hard-earned tax dollars are being spent,” said City Councilwoman Joann Ariola (ROzone Park). “As it is now, capital projects are often extremely hard to track down, and many of them seem to be stalled indefinitely without any progress updates. This will help to alleviate this and will allow both the public and their representatives to better monitor the projects that are important to them.” Councilman Bob Holden (D-Maspeth) added, “Capital funds are essential for New Yorkers, but we’ve often been left in the dark about where they’re going and why they cost so much. The new public tracker is a big step in the right direction! Now, let’s focus on making these projects more affordable and timely.”
Application now Available for 2024 Open Streets and Public Space Programming Partners By Forum Staff City Department of Transportation (NYC DOT) Commissioner Ydanis Rodriguez announced on Wednesday that applications are now open for 2024 Open Streets and Public Space Programming partners. Last year, NYC DOT was proud to operate over 200 Open Streets at locations throughout the city to provide more public space for New Yorkers to ride bikes, walk, and safely enjoy a wide range of activities on their streets. NYC DOT’s Public Space Programming initiative brings free activities to public spaces, such as plazas and Open Streets. Both the Open Streets and Public Space Programming applications are available online and easy to complete. Open Streets Application NYC DOT works with communitybased organizations, educational institutions, and business groups to execute Open Streets citywide. In coordination with community partners, NYC DOT can also help to develop operational plans to manage the street for multiple uses, including outdoor dining, programming, and outdoor learning/recreation for schools.
