Cusenza More than 300 concerned members of the Howard Beach community attended the Howard Beach Lindenwood Civic’s November meeting on Tuesday looking forward to hearing from the applicant of a cannabis dispensary license who is purportedly eyeing a location on Cross Bay Boulevard to open a facility.

Alas, said applicant, Andray Sukhu, was conspicuously absent from Tuesday evening’s proceedings at St. Helen Catholic Academy.

“We knew that this would be a hot topic

and believed that most people in Howard Beach are opposed to such a business in our neighborhood. We wanted to give the owner the chance to be transparent with us,” said civic Co-President Barbara McNamara.

Sukhu initially agreed to attend the meeting, but later notified civic Co-President Phyllis Inserillo that he didn’t feel he had to answer questions in advance of being approved for the license.

After informing the crowd that Sukhu had decided not to attend the confab, and Community Board 10 Chairwoman Betty Braton explained the cannabis application process to the crowd, Inserillo asked for a show of hands to see how many people in the audience were opposed to the opening of the business. Hundreds of hands went up. “It was almost unanimous with only one or two people not

She continued by making a promise, “Myself and our civic board will fight this tooth and nail. The applicant and landlord should be prepared for daily protests in front of their building should this establishment try to operate here.”

In a statement, Councilwoman Joann Ariola (R-Ozone Park) said that she opposes the placement of a cannabis dispensary at the proposed location on Cross Bay Boulevard (157-02) noting that the area is a busy commercial corridor that is utilized by numerous schoolchildren who take the bus to Rockaway and further up into Queens each day.

Ariola added, “The disastrous State rollout of the cannabis program has created more cause for concern than comfort, and until we have a better understanding of state plans, and the impacts these retailers have on neighborhoods, I cannot support any such establishment within District 32.”

Councilwoman Ariola, State Sen. Joe Addabbo, Jr. (D-Woodhaven) and Assemblywoman Stacey Pheffer Amato (D-Howard Beach) have all agreed to write letters of opposition to this cannabis dispensary application.

Addabbo Supports Move to Refine Zoning Change Streamlining Possible Gaming Spots in NYC

By Michael V. Cusenza State Sen. Joe Addabbo, Jr. (D-Woodhaven) on Tuesday indicated that he supports a proposed zoning change that would allow up to three gaming facilities in select commercial and manufacturing districts.

The facilities would only be considered compliant with zoning if they have been licensed through the robust State-level process.

“As the chairman of State Senate Committee on Racing, Gaming and Wagering, I wholeheartedly support zoning text amendments that would facilitate where up to three gaming facilities can possibly locate in New York City, while protecting the integrity of the downstate gaming license process,” Addabbo said. “I look forward to the details of these amendments, which have the potential to not only streamline the licensing process, but also link city approvals to the robust state-level licensing process that will expedite the creation of thousands of union jobs, hundreds of millions in revenue and improve assisting individuals experiencing gaming addiction issues. By allowing gaming facilities in certain commercial and manufacturing districts, we are paving the way for signifi-

cant job opportunities for local residents and economic growth in our city. The start of public review on this amendment is a crucial step in ensuring that New York City remains competitive in a quicker, more efficient application process for new gaming facility licenses in the downstate region.”

The proposal entered NYC’s formal public review process on Monday.

New York State has requested applications for up to three downstate gaming facilities. Applicants within New York City are at a disadvantage to other downstate applicants, because our zoning code prohibits these facilities.

That means New Yorkers could miss out on jobs and economic benefits without a zoning change.

This zoning proposal only applies to the three State-licensed downstate facilities and not any future gaming licenses.

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Woodhaven) recently sent a quality-of-life survey to households of his constituents, asking them to answer questions that will help him better assist the community in the coming year and legislative session.

Addabbo noted that though the questionnaire is short it asks crucial questions like what the constituent feels is the most important issue facing their community and what events they would like Addabbo’s office to offer in the future. In addition, residents are asked to rank issues in order of importance and rate quality of life services from one to five with 1 being

the best and 5 being the worst.

Addabbo said he’s pleased by the response so far with many people completing the surveys by mailing them in, dropping them off at his offices or filling them out online.

Hochul Signs Legislative Package to Strengthen Worker Rights in New York

By Forum Staff Governor Kathy Hochul recently signed a legislative package to strengthen the rights of public sector workers in New York State.

The legislation builds on already nation-leading protections for public sector workers. This package builds upon changes announced earlier this year to rebuild and modernize the state and local public sector workforce as part of the Fiscal Year 2024 Budget.

“Workers in New York deserve strong protections and good benefits,” Hochul said. “These new laws will ensure that workers are treated fairly and labor remains strong in New York.”

Legislation S.5495/A.6806 ensures unremarried spouses and dependents have access to health insurance after the death of a former state or political subdivision employee who retired with an accidental disability or a performance of duty disability pension.

There are certain scenarios where the New York State Health Insurance Plan only allows for this in cases where the employee had at least ten years of service prior to their death. This law will now allow those spouses and dependents of such retirees with less than ten years of service to carry such insurance.

MS-13 Gang Leader Sentenced to Life in Prison

On Tuesday, in federal court in Brooklyn, Melvi Amador-Rios, a leader of the Centrales Locos Salvatruchas (CLS) clique of La Mara Salvatrucha, also known as MS-13, a transnational criminal organization, was sentenced

by United States District Judge Rachel P. Kovner to life in prison for murder in-aid-of racketeering. The defendant was also sentenced to 80 years in prison for four Hobbs Act robberies, 40 years in prison for ordering a non-fatal shooting and 38 years in prison for firearms charges, to run consecutive to the sentences on all other counts. AmadorRios was convicted of racketeering, murder in-aid-of racketeering in connection with the May 16, 2017 fatal stabbing of 16-year-old Julio Vasquez in Alley Pond Park, attempted murder in-aid-of racketeering, assault-in aid-of racketeering, firearms offenses and four counts of Hobbs Act robbery after a three-week jury trial in July and August 2023.

As proven at trial, beginning in fall 2016, the CLS clique, led by AmadorRios, decided to kill a CLS chequeo, or low-level MS-13 member (referred to in the superseding indictment as John Doe 3) who had been violating the clique’s rules, including by associating with members of the rival 18th Street gang.

Amador-Rios ordered Julio Vasquez, also an MS-13 chequeo, to carry out the killing of John Doe 3. Vasquez was tasked with killing John Doe 3 because he too had been violating the clique’s rules and was suspected of cooperating with law enforcement. After Vasquez failed to kill John Doe 3, Amador-Rios ordered Vasquez be killed. On May 16, 2017, Vasquez was lured to a wooded area of Alley Pond Park where co-conspirators Josue Leiva and Luis Rivas

stabbed him more than 30 times, killing him. Vasquez’s body was discovered by a bird watcher in the park on May 21, 2017. Leiva and Rivas pleaded guilty on July 14, 2023 to racketeering charges, including Vasquez’s murder. They are awaiting sentencing.

In October 2016, Amador-Rios ordered a CLS chequeo to kill a member of the rival 18th Street gang. The chequeo targeted a boy that he believed to be a member of the rival 18th Street gang (referred to in the superseding indictment as John Doe 1). In the early morning hours of Oct. 23, 2016, in the vicinity of 179th Street and 90th Avenue in Jamaica, the CLS chequeo, accompanied by two others, confronted John Doe 1, who was 16 years old at the time. At Amador-Rios’s direction, the chequeos beat John Doe 1, shot him in the head, and attempted to shoot him a second time as he lay on the ground.

The gun malfunctioned, but, as a result of the gunshot wound, John Doe 1 was permanently paralyzed. Following the arrests of the chequeos for the shooting, Amador-Rios informed them in a prison call that “you guys already have the pass, you know, to be homeboys, you know,” indicating that they would be promoted in the gang for committing the attempted murder. The three chequeos have each pleaded guilty to their participation in the assault and attempted murder of John Doe 1, including variously assault in-aid-of racketeering, attempted murder in-aid-of racketeering and discharging a firearm in furtherance of a crime of violence.

Amador-Rios also participated in the armed robbery of a money transfer business during which an employee was pistol whipped, three armed robberies of convenience stores in Jamaica, one during which a four-year-old child was present, and related firearms offenses.

Pol Condemns Attack on MTA Staffer

A treacherous trio earlier this month tossed ice at a Metropolitan Transportation Authority train conductor near the Woodhaven Boulevard station, leaving her with minor injuries, according to police and published reports.

“This was not an innocent prank. Such reckless behavior could have resulted in serious injuries,” State Sen. Joe Addabbo, Jr. (D-Woodhaven) said. “This incident has raised serious concerns about the safety of our public transportation workers and the potential consequences of such thoughtless actions. It is imperative that we denounce these acts of misconduct and work towards ensuring the safety and security of our public servants who serve our com-

munities.”

An MTA security report noted that 110 transit workers were assaulted in the first eight months of 2023. That’s a 39-percent increase over the same period last year.

The investigation into the incident is ongoing.

Mayor Touts Progress of Severe Mental Illness Plan

By Forum Staff One year after launching a plan to support New Yorkers living with untreated severe mental illness and experiencing homelessness, Mayor Eric Adams on Wednesday updated New Yorkers on the city’s progress, announcing that more New Yorkers are getting connected to the care they need and have begun stabilizing their lives. Thanks to intense coordination between city and state agencies, increased training for first responders, expanded deployment of clinicians, and additional psychiatric beds coming online, over 50 of the 100 hardest to reach New Yorkers living on city streets — those who have been on the Coordinated Behavioral Health Task Force’s two “Top 50” lists, many of who are known or believed to have severe mental illness — now have a roof over their heads and are stabilizing their lives in a hospital or another supportive setting. This represents a 145 percent increase over the prior year. Additionally, hundreds of additional New Yorkers living on city streets believed to have untreated severe mental illness have been connected to hospitals for evaluations.

Adams also announced on Wednesday that homeless outreach staff have referred 70 percent more people experiencing street homelessness to shelter during Fiscal Year 2023 (FY23) compared to FY22 and have moved approximately 1,000 people from Safe Haven and stabilization beds to permanent housing during FY23 — more than double the number from FY22.

Ahead of this winter, the city is launching intensified street outreach efforts to help all New Yorkers living on the streets move to safer, healthier indoor conditions.

“One year ago, we made a commitment to New Yorkers that the days of ignoring the mental health crisis playing out on our streets were over,” Adams said. “I’m proud that a year into this effort, we have made progress helping and housing a significant number of those most in need of care and support.”

Progress Supporting New Yorkers with Untreated Severe Mental Illness Since launching the city’s intensified efforts last year, the Adams administration has made progress to address the ongoing crisis of individuals experiencing severe mental illnesses left untreated and unsheltered in New York City’s streets and subways, while delivering on promises made in the original announcement. While much work remains, the early progress following decades of failed efforts suggests that the administration’s efforts could lay the groundwork for lasting progress.

Over the past year, the city has made progress by: Bringing More Psychiatric Beds Online: City agencies have partnered closely with the state and the Metropolitan Transportation Authority (MTA) to ensure New Yorkers in need of extended hospitalization to stabilize their lives have access to that care. Through a partnership with the New York State Office of Mental Health, the city is transferring patients to the state’s

new Transition to Housing Unit, which provides extended care and is designed to facilitate discharge directly to permanent supportive housing. The city has also opened an Extended Care Unit for this population at H+H/Kings County, building on the success of the existing Extended Care Unit at H+H/Bellevue. Finally, the city announced today that all H+H psychiatric beds closed during the COVID-19 pandemic would be brought back online by the end of 2023, bringing the total H+H psychiatric bed capacity to 1,000 beds.

Improving Communication Between First Responders and NYC Health + Hospitals: A new H+H protocol has vastly improved communication surrounding involuntary removals by certified clinicians, reducing the number of people cycling between hospitals and the street. New communication channels established this year ensure clinical information on removals is received by the hospital — allowing hospital staff to prepare for an arrival and reducing the likelihood of communication breakdowns. Since the implementation of this system, approximately 72 percent of patients for whom H+H received such notifications were admitted to hospitals for a medical or psychiatric need.

Training Clinicians and First Responders: Enhanced training on the legal standards that allow for the last resort of involuntarily removing and involuntarily admitting an individual to a hospital has been delivered to over 400 H+H emergency rooms and inpatient psychiatric clinicians, and 39,500 first responders — representing approximately 95 percent of FDNY emergency medical services personnel, voluntary ambulance emergency medical technicians, and NYPD patrol officers. This training has a new emphasis on the legal authority to intervene when severe mental illness is preventing a person from meeting their basic needs so first responders and clinicians can identify more New Yorkers in need of support.

Implementing Data Collection Processes: Before Mayor Adams’ directive last fall, data was not tracked consistently across the continuum of the removal process. Agencies were not comprehensively tracking the number of involuntary removals being performed, which made monitoring and measuring progress nearly impossible. All agencies involved in the involuntary removal process have now created mechanisms to better track all involuntary removals.

Piloting Joint Response Teams: The city continues to deploy inter-agency teams comprised of clinicians, outreach workers, and first responders to reach and serve New Yorkers in need of varying mental health and shelter services. With multiple team configurations operating throughout New York City, teams are now able to better meet the wide range of needs New Yorkers living on the street have.

Introducing State Legislation: The Supportive Interventions Act — legislation based on Adams’ legislative agenda announced last year — has been introduced by Assemblyman Ed Braunstein (D-Bayside). The new legislation will scale up the city’s efforts and takes aim at several legal barriers to psychiatric crisis care and crisis avoidance. If enacted, this legislation would help ensure timely and effective provision of hospital care — reducing the number of individuals stuck in the mental health system’s revolving door and strengthening coordination of care between inpatient and outpatient providers when patients shuttle between hospitals and the community.

In addition to the plan to assist New Yorkers with untreated severe mental illness experiencing homelessness, the Adams administration has continued to invest in the entire mental health continuum of care to support the mental health of all New Yorkers. As part of these efforts, the administration has committed to tripling the capacity at Clubhouses — spaces that

offer support and community to New Yorkers living with severe mental illness — doubling Intensive Mobile Treatment and Assertive Community Treatment teams, and investing in Support and Connection Centers.

Progress Supporting New Yorkers Experiencing Unsheltered Homelessness As a result of the Adams administration’s unprecedented investments to aggressively expand Safe Havens and stabilization beds, increase outreach staffing, and strengthen interagency coordination, the city is making significant strides in addressing unsheltered homelessness. In FY23, the city more than doubled the number of permanent housing placements from Safe Havens and stabilization beds, which are designed to help New Yorkers experiencing unsheltered homelessness transition off the streets and subways as they receive robust services to stabilize their lives. With a 60 percent increase in outreach staffing since January 2022, overall referrals to shelter placements surpassed 8,500 in FY23 — a 70 percent increase in FY23 compared with FY22. Additionally, since the launch of the Subway Safety Plan in February 2022, more than 6,100 New Yorkers have checked into shelter.

In FY23, the New York City Department of Homeless Services (DHS) connected more than 1,000 New Yorkers in Safe Haven and stabilization settings to permanent housing — a more than 130 percent increase over the prior year.

To continue to build on this progress and ensure robust services for New Yorkers experiencing unsheltered homelessness during the winter, the city is opening 270 Safe Haven and stabilization beds and ramping up training for outreach staff, including collaborative training for clinical staff with DSS, DOHMH, and H+H. Additionally, the city will open a new, hybrid low-barrier program right by one of the city’s busiest end-of-line subway stations. This hybrid model will serve both as

Adams Expands Immigration Application Assistance Centers, Convenes Resettlement Working Group As the City continues to manage a national asylum seeker crisis largely on its own, Mayor Eric Adams on Tuesday launched an expansion of the Asylum Application Help Center, scaling up a resource that has helped thousands of asylum seekers complete complex immigration forms as they continue to pursue the American Dream. With funding from the state, the Adams administration will open two satellite sites to assist asylum seekers submit applications for asylum, Temporary Protected Status (TPS), and work authorization — critical steps on the path to securing employment and living independently. As the city continues to pursue its own long-term solutions in the absence of a federal strategy, Adams also convened a Resettlement Working Group to focus on collaborating with national refugee resettlement organizations and municipalities across the country looking to boost declining populations.

The city continues to work diligently to help asylum seekers move from shelter to alternative housing by intensifying casework, re-ticketing migrants, and providing legal support so that asylum seekers can become self-sufficient. Thanks in large part to the city’s efforts helping asylum seekers take the next steps in their journeys, more than half of asylum seekers who have come through the

city’s shelter system have found alternative accommodations.

Since opening this summer — bolstered by critical funding from state partners — the City’s help center has supported the filing of over 7,200 asylum applications, approximately 2,900 work authorization applications, and nearly 2,900 TPS applications — more than 13,000 total. The city has additionally helped asylum seekers file over 3,100 work authorization applications during two clinics hosted in partnership with the federal

government and city-based nonprofits — totaling more than 16,000 asylum, work authorization, and TPS applications filed thanks to the city’s efforts in recent months.

This month, the city also launched its first satellite sites for immigration application assistance in Harlem and Lower Manhattan, and, in the coming weeks, the city will open additional sites to serve more asylum seekers in the city’s care. Interested asylum seekers can schedule one-on-one appointments at help centers, where trained application assis-

tants provide individualized support to the applicant based on their needs. The city remains on track to identify, screen, and schedule appointments for all eligible Venezuelans who are in the city’s care and qualify for the federal government’s extension and re-designation of TPS by the end of the year.

Comprised of City officials working on the asylum seeker response, the Resettlement Working Group is meeting with immigrant and refugee resettlement organizations and experts to understand best practices from across the country and the world. The working group will also continue to connect with leaders of cities dealing with large influxes of asylum seekers, as well as with cities in need of people to fill vacant jobs. For over a year, the city has asked the federal government to lead a national resettlement and decompression plan. In the absence of action, New York City continues to lead and invest in long-term strategies like resettlement, legal services, and casework to move asylum seekers out of shelter and onto a path to stability.

“We continue to do our part as a city, and we thank the federal government for their support with work authorizations— but more federal support is needed to help asylum seekers transition more quickly to independence,” said Deputy Mayor for Health and Human Services Anne Williams-Isom.

Adams Unveils Plan to Transition City’s Heavy-duty Fleet Vehicles to Renewable Fuel

By Forum Staff Mayor Eric Adams and Department of Citywide Administrative Services (DCAS) Commissioner Dawn M. Pinnock on Wednesday outlined a plan that will make New York City the first city on the East Coast to transition all heavy-duty vehicles in the city’s fleet from fossil to renewable fuel. The City’s fleet currently includes more than 12,600 on- and off-road trucks and specialized equipment that operate on diesel fuel — but by the end of Fiscal Year 2024, they will all operate on renewable diesel.

Renewable diesel is proven to reduce carbon emissions and will replace up to 16 million gallons of fossil fuel used every year to power the city’s heavy-duty fleet, which includes garbage trucks and ambulances. After the full rollout of 16 million gallons of renewable diesel, the city will have cut 128 billion grams of carbon dioxide pollution each year. The transition began this past September, with 2.5 million gallons of renewable diesel already used across heavy-duty vehicles.

Renewable diesel biofuel fully replaces fossil diesel — protecting the environment and delivering the same quality fuel.

As the city works to fully electrify its entire vehicle fleet — in line with the goals of Intro. 279-A, which Adams signed into law in October 2023 — renewable diesel represents an important and immediately impactful intermediate step until viable electric models become fully available for city trucks and specialized equipment.

Currently, 20,450 city vehicles — nearly three-quarters of the entire fleet — use

a type of cleaner fuel alternative, such as electric, solar, hybrid, or biofuels. The city is also on track to meet its goal of eliminating half of the fleet’s 2015 greenhouse gas emission levels by 2025, as outlined in the NYC Clean Fleet Plan.

In addition to implementing cleaner fuel alternatives, the Adams administration is moving swiftly to electrify the city’s fleet. DCAS expects to operate over 5,000 electric vehicles by the end of 2023, with the number of electric vehicles in the DCAS-managed fleet increasing by 49 percent in Fiscal Year 2023. DCAS also already operates the largest electric vehicle charging network in New York state, with over 1,800 charging ports available to fleet vehicles, including fast chargers and solar carports. And DCAS will deploy another 500 charging ports in the next 18 months.

The Adams administration has also supported the efforts of private partners to complement the city’s work by investing in and expanding electric vehicle charging infrastructure across the city.

“The only way to avert a future of adverse weather, overwhelmed food systems, rising sea levels, and mass extinction is to take bold steps to reduce our carbon footprint. Today’s initiative by the mayor is the largest implementation of renewable diesel on the East Coast,” Assemblywoman Jenifer Rajkumar (D-Woodhaven) said.

New Yorkers Struggle to get a Good Night’s Sleep: Report

By Forum Staff In an era of social media and constant scrolling, quality sleep has become a national concern, with 39 percent of Americans struggling to sleep. Considering this, MattressNextDay has created a sleep report, looking at sleep hygiene habits of people in New York.

So, how well do New York residents sleep? The report offers insightful findings about sleep duration, bedtime routines, technology usage, and partner dynamics, amongst other critical aspects that impact sleep quality.

In 2012 people were told eight hours of sleep was the minimum, now in 2023, seven hours is enough – but how much sleep are residents getting?

The report reveals that Americans are averaging between five to six hours of sleep per night. This statistic, while close to the recommended duration, prompts questions about the factors influencing these sleep patterns.

The report highlights that a significant proportion of New York residents—40 percent—prefer an early bedtime, between 10 p.m. and 11 p.m. on weeknights. The survey reveals how often nighttime awakenings are among New York residents: 52 percent of respondents shared that waking up two or three times during the night is a common

occurrence.

“Being thirsty” ranked as the top reason for waking up at night, with 38 percent of people affected by nighttime dehydration.

The second most common reason for waking up, affecting 31 percent of New York residents, was being too hot whilst the third reason was people being worried that you’re going to oversleep/ miss their alarm (19 percent).

Best Friends released the below top 10 tips to help people and their pets stay as safe as possible: • Keep your pets inside during extreme temperatures. Once the temperature drops below 20 degrees Fahrenheit, pets are at risk of developing hypothermia or frostbite.

• Dogs and cats’ paws, ears, and tails are the most common areas that pets can develop frostbite – this increases if those areas are wet.

• If a pet needs to spend time outside during extreme temperatures, keep both walks and potty breaks short.

• Use plastic water bowls for outdoors. A pet’s tongue may stick to metal, and they could injure themselves when trying to pull away.

• Chemicals used to melt snow and ice can injure or irritate the pads of pet’s feet.

Look for pet-friendly ice melt products and steer clear of anti-freeze which is toxic to pets.

Gently wipe their feet with a damp towel once they are back inside to avoid a trip to the veterinarian. Wearing boots can protect paws from irritating salt on the street.

• Many dogs, particularly those with short coats, will be more comfortable if they have a sweater or coat on. If a dog frequently lifts their paws, whines or stops during walks, it is probably because their feet are cold.

• Be particularly careful when taking older, arthritic animals and small pets outside. They may become stiff and tender quickly and often find it difficult to walk on

the snow or ice.

• Don’t let dogs off the leash during a snowstorm. No matter how much they want to play in the snow, they can easily lose their scent and become lost.

• Always make sure dogs are wearing ID tags and are microchipped before you take them out.

• Always check under the hood of a car’s engine – a favorite hiding space for community cats. Check underneath a car, bang on the hood, and honk the horn before starting the engine to make sure a cat hasn’t taken up temporary housing there.
