Howard Beach Halloween Hosts Thrill Crowds

By Patricia Adams For George and Enza Kurz, Halloween is no ordinary holiday. The Howard Beach couple and their two children, Annabel and George, have been celebrating with the community for years.

“For us, this is a day when everyone can escape from everyday reality and just have fun,” said Enza Kurz.

The Kurz family also dressed up their 165th Avenue home.

A full-scale magic show delighted young and old alike.

And fun there was, along with a striking display of monsters, ghosts, pumpkins and other holiday favorites spread out across every inch of the family’s home on 165th Avenue off 95th Street.

The day started out with revelers treated to a McDonald’s spread that included kid favorites like chicken nuggets, French fries, and burgers.

Enza Kurz started the day by treating revelers to a McDonald’s spread that included kid favorites like chicken nuggets, French fries, and burgers.

One visitor, Reba Gentry, travelled from Lindenwood with her three boys in tow.

“I can’t believe what these people do for the community,” Gentry said. “We’ve been coming here for the last few years and for my boys it just wouldn’t be Halloween without a visit to George and Enza’s house.”

But McDonald’s and a huge selection of candy

were not the only treats for the hundreds of visitors to the house. A full-scale magic show delighted young and old alike as did the balloon animal creations which finished off the day’s festivities.

Pol Commends Task Force for Addressing Illegal Activity

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Woodhaven) this weekend commended the NYC Sheriff ’s Joint Compliance Task Force, which includes the NYPD, for addressing illegal activity at a smoke shop called Magic Pack, located at 84-17 Jamaica Ave., in Woodhaven.

On Friday, Oct. 27, 2023, the NYC Sheriff 's Joint Compliance Task Force conducted an inspection of Magic Pack. The operator of the location was arrested and charged with Criminal Sale of a Controlled Substance in the 5th degree and Criminal Possession of Cannabis in the 2nd degree, according to the Sheriff ’s Office. There were 2 Notice of Violations (NOV’s) with 10 violations and 67 counts of violations, and an estimated $56,700.00

in penalties.

The NYC Sheriff ’s Joint Compliance Task Force said the following contraband items were seized: flavored vape products, THC vapes, packages of THC flower weighing a total of 4.45 pounds, THC pre-roll weighing a total of 1.8 pounds and packages of THC edibles weighing a total of 29.1 pounds.

The next steps involve a court date for the operator, at that point it will be determined whether the location will remain open. Until the court date, the business can operate.

City Recognizes 11th Anniversary of Superstorm Sandy

By Forum Staff Mayor Eric Adams and New York City Emergency Management (NYCEM) Commissioner Zachary Iscol on Sunday marked 11 years since Superstorm Sandy made landfall in New York City with a new set of measures to expand the reach of Notify NYC, New Yorkers’ no-cost go-to source for emergency information since 2009.

Starting Sunday, New Yorkers are able to sign up for the highest-priority, verified alerts across all five boroughs with a brand-new SMS opt-in feature — allowing people to sign up for Notify NYC alerts in their preferred language by texting “NOTIFYNYC,” “NOTIFYNYCESP” (Spanish), or “NOTIFYFRE” (French) to 692-692. With no mobile application download or email setup, this new capability makes it easier than ever for residents to stay informed and safe.

In addition, the Adams administration is launching a new public service announcement with a $373,000 investment to raise awareness of Notify NYC. Created in partnership with the Ad Council and designed to reach young speakers, the PSA emphasizes the City’s commitment to keeping New Yorkers prepared for any kind of emergency that may arise.

The multimedia ad campaign will include English and Spanish TV and radio as well as digital banners, print materials, and outdoor assets.

The city’s go-to source for emergency information since 2009, Notify NYC has kept over 1.1 million New Yorkers informed in real-time, in 14 languages, including American Sign Language. In Fiscal Year 2023, the service issued 2,215 unique messages — an increase from

2,157 messages in Fiscal Year 2022. Notify NYC’s average response time from incident onset to message issuance is only roughly six minutes.

Alongside these steps to expand the reach of Notify NYC, the Adams administration is kicking off a comprehensive post-disaster housing recovery research study. Backed by a $449,000 grant from the U.S. Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery fund, this effort will build on lessons learned from both Superstorm Sandy and . It will be led by NYCEM and the Mayor’s Office of Housing Recovery Operations to rigorously evaluate and identify optimal residential response and recovery programs applicable to a variety of emergency situations. The aim is to consolidate these findings into a housing recovery playbook, setting a standard of best practices that will serve as a cornerstone for safeguarding our communities in future emergencies.

“Expanding the reach of Notify NYC is a key component of our ongoing work to ensure that all New Yorkers have direct access to the important and potentially lifesaving information they need to stay safe — before, during, and after an emergency,” said Adams. “Superstorm Sandy wasn’t just a storm — it was a warning that another storm could hit our city at any time. As we experience more and more significant weather events due to climate change, our administration is preparing and protecting New Yorkers, equipping them with critical tools like real-time communication through Notify NYC. I encourage all New Yorkers to sign up for Notify NYC and take advantage of this important, free resource.”

The days of people assigning total trust in their doctors and staying out of their health care decisions are long over. Many factors have contributed to the new-age awareness in personal health care, most notably, rising healthcare cost.

Additionally, you should always do this testing in conjunction with your doctor’s advice, but be aware that some docs may not have the expertise to interpret results of the hormone panels. It’s critical to work with a physician who can help you make sense of your test results and any follow-up measures needed to be taken in reaction to the results.

Many of the kits also include diet and lifestyle recommendations along with supplement suggestions.

These kits may very well end up leading to important findings and diagnoses that women might not otherwise seek out. Some of these discoveries could be life threatening and in turn life saving.

The kits can be a great option for women, not just those with curiosity, but for those who might not otherwise get essential lab testing.

Report Highlights Floyd Bennett Field Flood Risk: Ariola City Councilwoman Joann Ariola (R-Ozone Park) this week used a National Park Service report to highlight the possible dangers associated with installing a migrant basecamp at Floyd Bennett Field.

Boosting Industr ial Businesses

“Cit y of Yes for Economic Oppor tunit y ” w i l l be the largest suppor t for industr ial jobs in the histo r y of New York Cit y ’s zoning code.

By al low ing smal l- scale clean manufactur ing to locate in commercial areas for the f irst time, it w i l l more than double the space avai lable for businesses li ke potter y studios, microbrewer ies, and apparel makers — ex panding that area by more than 14,000 acres. It would also create new zoning tools for traditional industr ial areas, establishing new “core,” “transition,” and “grow th” manufactur ing zones — addressing longstanding complaints that overly restr ictive manufactur ing zoning r ules have held back the cit y ’s industr ial sector.

It w i l l do so by lifting time limits on reactivating ex isting , vacant storefronts in his tor ic distr icts and residential areas; simplif y ing r ules about w hich business t y pes can locate on commercial streets; modernizing loading dock r ules so bui ldings can adapt over time; enabling commercial activit y on upper f loors, prov ided there is separation from any residential uses; and updating business classif ications in zoning to match the modern economy.

This initiative w i l l also foster v ibrant neighborhoods by encouraging safe and sustainable micro-

nightlife and enter tainment, amusements, and home-based businesses.

A s par t of the proposal’s changes to modernize nightlife and enter tainment reg ulations, it would shift restr ictions on dancing to be tied to a venue’s capacit y, rather than arbitrar y zoning distr icts — remov ing the last vestige of the often-discr iminator y Cabaret L aw from New York Cit y ’s zoning code.

An annotated version of the f ul l tex t of the initiative, shared w ith communit y boards as a par t of D CP ’s work to be transparent and col laborative w ith New York communities earlier this month, is avai lable online. The tex t amendment w i l l now be referred to al l 59 communit y boards, al l f ive borough presidents, and al l f ive borough boards for rev iew w ithin 60 days. After those 60 days, the Cit y Planning Commission w i l l hold a public hear ing and vote.

If the commission approves the pro -

posal, it w i l l go to the Cit y Counci l for a hear ing and vote.

“Cit y of Yes for Economic Oppor tunit y ” is the second component of Mayor Adams’ three-par t “Cit y of Yes” plan, compr ised of three bold, cit y w ide zoning tex t amendments that w i l l modernize the cit y ’s zoning to foster a greener, more af fordable, more prosperous cit y — instead of al low ing outdated zoning r ules to hinder the cit y ’s goals and grow th.

The f irst, “Cit y of Yes for Carbon Neutralit y,” was approved by the Cit y Planning Commission in September and w i l l be voted upon by the Cit y Counci l later this fal l. The third, “Cit y of Yes for Housing Oppor tunit y,” is undergoing env ironmental rev iew and w i l l be referred for public rev iew in spr ing 2024. “ There is no time to waste in addressing the generational, intersectional cr ises facing our fami lies.

L.I. Woman Convicted in Hit and Run that Killed NYPD Detective

By Forum Staff Queens District Attorney Melinda Katz announced that Jessica Beauvais was convicted Tuesday of aggravated manslaughter for driving drunk and slamming into an NYPD detective stationed at a highway roadblock. Detective Anastasios Tsakos suffered catastrophic injuries and was pronounced dead a short time after he was struck by Beauvais on the Long Island Expressway in 2021.

Beauvais, 34, of Hempstead, was convicted by a jury Tuesday of aggravated

manslaughter in the second degree; vehicular manslaughter in the second degree; and leaving the scene of an incident without reporting.

Queens Supreme Court Justice Michael Aloise set sentencing for Dec. 14.

According to the charges and trial testimony: On April 27, 2021, at approximately 12:30 a.m., Tsakos, a member of the NYPD highway patrol, responded to the scene of a fatal car crash on the eastbound side of the Long Island Expressway at the entrance ramp to the Clearview Expressway.

“The defendant had absolutely no business being behind the wheel,” DA Katz said.

At approximately 1:45 a.m., Tsakos and his partner set up a roadblock that included traffic cones and a marked police vehicle to divert traffic around the crash scene.

Tsakos was standing beyond the roadblock at approximately 1:57 a.m. when Beauvais sped through the traffic cones in a 2013 Volkswagen Passat and hit him. Tsakos was thrown into the air, landing some 170 feet away on the highway’s shoulder. His left leg was severed from the knee down.

Tsakos was rushed to a nearby hospital where he died from his injuries.

Beauvais sped away, pursued by police for approximately three miles, before exiting onto the Horace Harding Expressway. She drove onto the sidewalk in front of 221-22 Horace Harding Expwy. A police car pulled behind Beauvais, who put her car into reverse and hit the police cruiser.

Beauvais was removed from her car and arrested. She had bloodshot and watery eyes, slurred speech and a strong smell of alcohol on her breath. Two hours after the incident, she had a blood alcohol content of .15, well above the legal maximum threshold of .08.

Beauvais told police she smoked marijuana and drank wine earlier in the day.

Records indicated that Beauvais’ license was suspended.

“Her license had been suspended, her blood alcohol level was at nearly twice the legal limit and she had smoked marijuana. The defendant had absolutely no business being behind the wheel. Her selfish decision-making and recklessness led to a horrific, senseless tragedy that left Detective Tsakos’ widow to raise their two young children without their father,” Katz said. “We are grateful for the jury’s verdict and hope it brings at least some measure of solace to the detective’s loved ones.”

Beauvais faces up to 27 years in prison.

NYC DOT, EDC Seek Creative Solutions to Move More Freight via Waterways Instead of Roadways

By Forum Staff New York City Department of Transportation (NYC DOT) Commissioner Ydanis Rodriguez and Economic Development Corporation (NYC EDC) President and CEO Andrew Kimball on Wednesday announced that the agencies are seeking creative solutions to move more freight via waterways instead of roadways. Through the Blue Highways initiative, the City will activate the robust network of local waterways for the sustainable movement of goods. The agencies today jointly released a Request for Information and Expressions of Interest (RFEI) to solicit feedback from the private sector on industry challenges and opportunities, including ways to implement and support businesses to engage in waterfront freight operations, and spark new economic development opportunities.

Through the Blue Highways initiative, the City is exploring ways to modernize existing marine infrastructure, expanding access to the waterfront, and helping to develop a sustainable model for last-mile deliveries involving marine freight vessels and low- and zero-emission vehicles like cargo bikes and electric vans.

This RFEI will help inform the City on the feasibility of launching a marine freight pilot program. The City welcomes and encourages responses from a wide range of freight operators and other interested stakeholders, including participation from

City-certified MWBE vendors, to: Identify entities interested in facilitating, operating, or utilizing marine terminals or other waterfront properties for marine freight movement.

Solicit feedback from freight operators on what existing barriers need to be addressed to successfully operate and utilize a marine highway network in New York City.

Solicit feedback from freight operators and stakeholders on the necessary economic and regulatory factors, as well as reasonable infrastructure improvements,

needed to optimize the movement of freight by water.

Solicit feedback on sustainable practices to minimize environmental impacts and identify opportunities to support marine freight with sustainable last-mile delivery options (including, but not limited to, low-emission equipment and vessels, waste reduction, and mitigating noise and air pollution).

Identify opportunities for multiple entities to jointly participate in a future marine highway pilot.

Based on the level of responses to this RFEI, the City may choose to make additional capital investments such as modernizing its marine terminals, expanding access to maritime shippers and receivers, and partnering with the private sector on marine highway activations. Recognizing this initiative is a catalyst for economic development, the City will foster workforce development by collaborating with local educational institutions to develop targeted training programs, ensuring that local communities are both benefiting from and part of the marine highway reactivation.

The City intends to seek additional federal funding opportunities to support these initiatives. In 2022, the City secured over $5 million to improve marine freight service and bolster New York City’s marine highway.

“Reactivating our waterways for the movement of goods can help reduce the City’s reliance on large trucks, cutting down on congestion and emissions,” said NYC DOT Commissioner Ydanis Rodriguez. “With a city coastline stretching longer than Miami, Boston, Los Angeles and San Fransisco combined, there is an exciting opportunity to develop a regional freight network to move our goods more safely and efficiently. We look forward to working with our partners at the EDC and the private sector to better understand how to support businesses interested in marine freight.”

Adams Appoints Louis Molina as Assistant Deputy Mayor for Public Safety

By Forum Staff Mayor Eric Adams on Tuesday announced the appointment of Louis A. Molina as assistant deputy mayor for public safety. Molina currently serves as the commissioner of the New York City Department of Correction (NYC DOC).

As assistant deputy mayor, Molina will

be tasked with coordinating with all city agencies on public safety matters to ensure they align with Mayor Adams’ vision to keep every New Yorker safe.

“Public safety and justice are the prerequisites to prosperity, and that’s why, every day, Louis Molina gets up and ensures we are delivering both those priorities to those in our care. Over the last 22 months, Lou has demonstrated exceptional leadership and dedication as the commissioner of the Department of Correction, helping to reverse decades of mismanagement and neglect. Lou has brought this organization back from the brink of collapse, which is why I am thrilled to promote him to assistant deputy mayor of public safety,” said Adams. “I know that with Lou supporting Deputy Mayor Banks in this new role, our good work will only continue.”

Molina assumed the role of commissioner of the New York City Department of Correction on Jan. 1, 2022. He is a veteran public safety leader with experience in military, law enforcement, and corrections.

Prior to joining the Adams administration, Commissioner Molina served as chief for the City of Las Vegas’ Department of Public Safety, where he oversaw

the city’s jail, deputy city marshals, and other public safety officials. In 2018, Commissioner Molina served as the first deputy commissioner for the Westchester County Department of Correction. Commissioner Molina started his career in law enforcement as a police officer in the New York City Police Department (NYPD) and rose to the rank of detective.

Commissioner Molina has experience modernizing correctional systems through robust programming, building staff capacity, and making strategic investments that improved conditions for staff and people in custody. He has also built strong partnerships with faith-based and community leaders, and nonprofit organizations working with justice-involved people.

Commissioner Molina is a decorated veteran of the U.S. Marine Corps. He received a Bachelor of Arts degree in Philosophy from Chaminade University, a Master of Public Administration from Marist College School of Management, a Master of Arts degree in Human Rights Stud-

ies from Columbia University Graduate School of Arts and Sciences, and studied abroad at the University of Cambridge, United Kingdom. He was a U.S. Department of Justice/Office of Justice Programs National Institute of Justice Scholar, and most recently received a scholarship from the Harvard Business School Fund for Leadership & Innovation. Commissioner Molina also has completed the Harvard Business School General Management Program.

Molina will report to Deputy Mayor of Public Safety Philip Banks in this new role.

Jamaica Man Charged with Hate Crime in Deadly Assault after Fender Bender

By Forum Staff Queens District Attorney Melinda Katz announced that Gilbert Augustin was arraigned Tuesday on an indictment charging him with manslaughter and assault as hate crimes in the death of 66-year-old Jasmer Singh, whom he is accused of attacking after a fender bender in Kew Gardens.

Augustin, 30, of Jamaica, was charged in a 20-count indictment with manslaughter in the first degree as a hate crime; manslaughter in the first degree; assault in the second degree as a hate crime; assault in the second degree; two counts of aggravated unlicensed operation of a motor vehicle in the third degree; two counts of operating or driving a motor vehicle without a license; leaving the scene of an incident without reporting; three counts of operating a motor vehicle or permitting it to be operated in this state without having in full force financial security; three counts of operating, driving or parking a motor vehicle without proper license plates; operating or driving a motor vehicle with improper plates; reckless endangerment in the second degree; unlawful fleeing a police officer in a motor vehicle in the third degree; reckless driving; and stopping, standing or parking a vehicle within 15 feet of a fire hydrant.

According to the charges: On Oct. 19, at approximately 11:50 a.m., Singh was driving a blue Toyota on the Van Wyck Expressway that collided with a black Ford Mustang driven by Augustin.

Immediately following the collision, Singh and Augustin pulled over in front of 87-34 Van Wyck Expressway in Kew Gardens to assess the damage. A witness observed Augustin get out of his car and approach Singh, who remained seated in his vehicle, and engage in a verbal dispute with the victim.

During the dispute, the witness heard Augustin say to Singh, in sum and substance, “No police, no police.” The witness also heard Augustin repeatedly refer to Singh as “Turban man.”

Singh and Augustin pulled over in front of 87-34 Van Wyck Expressway in Kew Gardens to assess the damage.

While arguing angrily with Singh, Augustin told the victim that he was not going to allow him to go home and did not want him to call the police.

According to witness testimony and video surveillance, Augustin reached into Singh’s car and grabbed Singh’s cell phone. Singh got out of his car and followed Augustin, who appeared to be holding two phones. The pair appeared to argue. Singh eventually recovered his phone.

As Singh was walking back to his car, Augustin punched him three times in the head and face. One of the punches caused Singh’s turban to come flying off his head. As a result of the blows, Singh fell backward to the ground, the back of

his head hitting the pavement. Singh suffered a brain injury and was taken to a hospital. He died the next day.

After striking Singh, Augustin got into his car and drove away.

The day after the assault, Oct. 20, at approximately 1:30 p.m., an NYPD officer saw Augustin sitting in his car on 111th Avenue in Jamaica. The car was a black Ford Mustang that had scratches and a small dent on the rear driver’s side quarter panel.

Augustin was unable to produce a valid driver’s license or insurance. A review of DMV records showed his driver’s license was suspended. He was taken into custody.

If convicted, Augustin faces up to 25 years in prison.

tenced by U.S. District Judge Mary Kay Vyskocil to 25 years in prison for his participation in a sophisticated identity theft and COVID-19 loan fraud scheme.

According to court filings and evidence introduced during court proceedings: The Coronavirus Aid, Relief, and Economic Security (“CARES”) Act is a federal law enacted on March 29, 2020, designed to provide emergency financial assistance to the millions of Americans who suffered the economic effects caused by the COVID-19 pandemic.

One source of relief provided by the CARES Act was the authorization of hundreds of billions of dollars in forgivable loans to small businesses for job retention and certain other expenses through the U.S. Small Business Administration’s Paycheck Protection Program (“PPP”). Pursuant to the CARES Act, the amount of PPP funds a business was eligible to receive was determined by the number of employees employed by the business and their average payroll costs. Businesses applying for a PPP loan were required to provide documentation to

confirm that they had previously paid employees the compensation represented in the loan application. The CARES Act also expanded the separate Economic Injury Disaster Loan (“EIDL”) Program, which provided small businesses with low-interest loans of up to $2 million to help overcome the temporary loss of revenue they experienced due to COVID-19.

To qualif y for an EIDL loan under the CARES Act, the applicant must have suffered “substantial economic injury ” from COVID-19.

From at least in or about August 2020 through at least in or about October 2021, Ilori and his co-defendant, Chris Recamier, engaged in a rampant COVID-19 loan fraud scheme. Utilizing false identities, sham tax records, and corporate documents, Ilori and Recamier successfully obtained more than $1 million, and attempted to obtain more than $10 million, through the PPP and the EIDL Program. In particular, Ilori and Recamier applied for 14 PPP and EIDL loans. In applying for these loans, Ilori and Recamier claimed stolen identities of third parties and claimed full control of a num-

ber of companies, which they purported, cumulatively, employed more than 200 people and paid monthly salaries of more than $3.2 million in wages. In reality, they did not operate these companies. In submitting these applications, Ilori and Recamier, among other things, submitted falsified tax documents which were never actually filed with the Internal Revenue Service.

Ilori and Recamier used the majority of the over $1 million in stolen government funds for cryptocurrency investments, the purchase of stocks, cash withdrawals, and personal expenses, including leasing luxury apartments and a Mercedes car. The investment accounts were also opened by Ilori and Recamier in the stolen identities of third parties.

Ilori committed these offenses while facing charges in a separate case filed in the Southern District of New York involving fraud, identity theft, and money laundering in United States v. Ilori, 20 Cr 378 (LJL). As part of that case, Ilori was sentenced on March 3, 2022, to 63 months in prison by U.S. District Judge Lewis J. Liman in connection with a commercial loan fraud and bank bribery scheme.
