Queens, City Honor True Heroes at Veterans Day Events By Michael V. Cusenza Queens and the City marked this centennial Veterans Day in grand Gotham fashion at events that honored all who have served in the U.S. Armed Forces. Borough President Melinda Katz hosted her annual Veterans Day Observance Ceremony on Thursday at Borough Hall. Three distinguished vets who call Queens home received Citations of Honor during the event: Sgt. First Class Loretta Weiss, U.S. Army (World War II, Korean War, and Vietnam War); Sgt. James Sessoms, Jr., U.S. Marine Corps (Vietnam War); and Staff Sgt. Raymond Ramos, N.Y. Army National Guard (Operation Noble Eagle and Operation Enduring Freedom). “Queens is endlessly grateful to the tens of thousands of women and men of this borough who have displayed unimaginable courage, selflessness, and sacrifice in donning our nation’s uniform. The debt we owe our heroes and their families can never be properly repaid,” Katz said. More than 58,000 borough residents have served in the Armed Forces. In Manhattan on Monday, the NYC Veterans Day Parade celebrated the 100th observance of Armistice Day/Veterans Day with pageantry along Fifth Avenue. The non-partisan, non-political event, which boasted remarks from borough native President Donald Trump, honored veterans, raised awareness of those who serve, and saluted members on active duty. Cusenza An Ozone Park man Friday night fatally stabbed his estranged wife in their old Albert Road abode then drove to Spring Creek Park in Howard Beach and hanged himself, according to police and published reports. An incessantly jealous—and apparently unhinged—Dineshwar Budhidat, 33, stabbed Donne “Rehanna” Dojoy, 27, multiple times before picking up his cell phone
and texting the victim’s sister to inform her of the abhorrent act. He also told the sibling that she would find a spare key to the Ozone Park apartment under a flower pot near the front door. Dojoy’s body was discovered around 7:30 p.m. After he stabbed his one-time paramour, Budhidat hightailed it to Spring Creek Park on 165th Avenue Howard Beach. Cops in a helicopter found his lifeless body hanging from a tree limb in a dense-

The evening reportedly began with an invitation from Budhidat to Dojoy “to watch a movie and ‘chill’ with Budhidat before her evening bartender shift” at Gemini’s Ultra Lounge in Ozone Park, according to the New York Post. “Her friends don’t know what movie the two may have watched, or precisely what made the husband snap,” the Post story said.
Dojoy had moved out of the apartment in which she met her demise approximately two weeks prior to the murder. Budhidat had a history of violence, including domestic violence. He was arrested this summer for choking Dojoy, according to authorities. Friends of Dojoy have organized a crowdsourcing effort to collect cash to assist with funeral arrangements and expenses to fly her body back to her home country of Guyana.
“Rehanna was an amazing person and a good listener to anyone who wanted to be heard,” Kendell Ramjattan wrote on the GoFundMe page. “Her graceful demeanor touched the lives of everyone she came in contact with. Gov Informs Nat Grid of Intent to Revoke Its Certificate to Operate Downstate Gas Franchise By Michael V. Cusenza Governor Andrew Cuomo on Tuesday sent a blistering letter to National Grid CEO John Pettigrew and President John Bruckner giving 14 days notice of the State’s intent to revoke the utility’s certificate to operate its downstate gas franchise. Cuomo indicated that he came to this conclusion following National Grid’s failure to provide “adequate and reliable service,” including failing to address supply issues, neglecting the needs of their customers, stalling private development, and the associated diminution of tax revenues to local governments. National Grid has repeatedly claimed that there are gas-supply constraints in the northeast, and it is unable to provide utility service without a new pipeline. Since NY vehemently opposes the proposed Northeast Supply Enhancement (a.k.a. Williams) Pipeline program for the Rockaway Peninsula—Empire State officials have shot down the plan three times—area customers are the ones that have been left, quite literally, out in the cold. “The essential responsibility for a utility to provide adequate and reliable service is to manage the supply and demand. After years of unchecked fossil fuel expansion, it’s clear we cannot count on the utilities being cooperative partners.” Cuomo concluded his caustic message by positing two theories “to explain National Grid’s actions: Either National Grid was grossly negligent in relying exclusively on the speculative construction of a private pipeline to meet the demands that it was statutorily required to provide; or, National Grid deliberately defrauded the people of the state by not developing or pursuing existing supply options to force approval and reliance on a private pipeline to further their business interests at the cost of the consumer. “Either alternative clearly violates your certificate of operation in the State of New York,” he added.

By Forum Staff To help expand no-cost aid for people who are blind or visually-impaired, City Councilman Eric Ulrich (R-Ozone Park) recently secured $5,000 for Helen Keller Services, a Brooklyn-based organization that provides personalized training and guidance to the visually impaired so they
can develop the skills and strategies necessary to manage their homes, travel safely, enjoy leisure activities, take advantage of technology and more. The funding, according to Ulrich, will help to support HKS’ Adaptive Living Program for seniors throughout the five boroughs. “Most vision loss is a result of age-related illnesses and disorders, so it is especially important they have access to these types of no-cost services,” Ulrich noted. “HKS’ highly-trained instructors have done a phenomenal job helping seniors overcome the many challenges associated with vision loss. I encourage any of my constituents that are coping with visual impairment to learn about all of the amazing services HKS has to offer.” According to the organization, more than 500 New Yorkers of all ages take advantage of HKS’ free programs annually— many of whom reside in 32nd Council District neighborhoods like Howard Beach, Richmond Hill, Ozone Park, and Breezy Point. “Throughout the 32nd District, blind and visually impaired seniors depend on our Adaptive Living Program to help improve their lives each day,” said HKS President and CEO Kim Zimmer. “Thanks to the support of Council Member Ulrich, Helen Keller Services continues to be there for the senior living alone who needs assistance with her medical appointments or the widower who looks forward to attending our support groups each week.”

FAA ‘Failed my Community’: Meng

Cusenza Congresswoman Grace Meng (D-Flushing) on Friday expressed “grave concerns” about the Federal Aviation Administration’s community outreach efforts regarding excessive airplane noise over Queens, and other areas impacted by the problem. As Rep. Meng noted, the 2018 Federal Aviation Reauthorization Act required the appointment of Regional Aviation Noise Ombudsmen to listen to the public’s concerns about airplane noise, and be consulted of possible changes to flight patterns so as to minimize airplane noise over populated areas. However, Meng characterized the efforts by ombudsmen to engage those affected by airplane noise as insufficient and inadequate. “I had hoped that the appointment of Regional Aviation Noise Ombudsmen would have created a positive conduit for the public to relay their concerns to the FAA,” said Meng, a founding member and former co-chairwoman of the Congressional Quiet Skies Caucus. “But I see that has failed.” In a letter to FAA Administrator Stephen Dickson, Meng noted that she was “disturbed to learn the FAA has erroneously interpreted the 2018 FAA Reauthorization, wherein it has determined that limiting engagement with only airport community roundtables suffices its mandated community liaison requirements.” In the missive, the congresswoman pointed out that the Federal Aviation Reauthorization Act of 2018 “required the FAA Administrator to appoint Regional Aviation Noise Ombudsmen to ‘serve as a liaison with the public on issues regarding aircraft

noise’ and ‘be consulted when the Administrator proposes changes in aircraft routes so as to minimize any increases in aircraft noise over populated areas.’ “After speaking to my constituents,” Meng continued, “it has become clear the Aviation Noise Ombudsmen have not been fulfilling their obligation to comprehensively engage my community.” As Meng also underlined in her letter to Dickson, “airplane noise is more than just an annoyance; it is a very serious threat to the health and wellbeing” of residents of neighborhoods below the flights. According to a recent case study conducted by Columbia University and Queens Quiet Skies, aircraft clamor “can pose remarkably serious health threats—including cardiovascular disease and anxiety disorder—to the communities over which planes fly, and the health costs associated with said noise from changing flight patterns over populated urban landscapes far outweigh the benefits of reduced flight times.” That same analysis—“The Trade-Off between Optimizing Flight Patterns and Human Health: A Case Study of Aircraft Noise in Queens”—posited that consistent exposure to such high levels of noise “could result in the loss of up to one year of an affected person’s lifespan.” “These are real concerns and must not be diminished,” Meng wrote in her Friday message to Dickson. Later in the letter, the congresswoman went so far as to say that “for far too long, the FAA has failed” her constituents, who, in Meng’s words, “have suffered enough.” “It is time the agency works with the entire community and regain the trust after its repeated neglect and oversight,” Meng said. EDITORIAL Thanks to a Not Your Average Joe It’s always an encouragement to the human spirit of giving when we can witness first hand, a cooperative effort, which serves to help so many, less than fortunate individuals within our community and surrounding areas. This past weekend, in the parking lot of he Howard Plaza Shopping Center, Joseph Liantonio brought his heart, a huge moving van from his families business, Flatbush Moving Van Company and a crew of friends, family and co-workers to collect food for a drive to fill the Our Lady of Grace Food Pantry for the upcoming holiday season. For the last 5 years, Liantonio and his company have been volunteering their time and resources to Move For Hunger, a 501(c) 3 organization that works with moving companies who volunteer to collect food from families that are relocating. They pick up unopened, non-perishable items and deliver the items to local food pantries. This year Liantonio decided to take it one step further and organize a drive of his own, this time to benefit the Our Lady of Grace Pantry in Howard Beach. Joe learned about the pantry from his boss at Century 21 Amiable, Ann Marie Chirichigno, where he is a real estate agent. Chirich-

igno introduced Joe to some neighborhood residents who have been working with the pantry for years and the plans were sealed. Century 21 Amiable as well as the Flatbush Moving Van Company were both instrumental according to Joe who says that both of his bosses, one of who is dad John, gave him all the support and resources he needed to pull it off, including time away from both jobs. The Almonte Family, who owns and operates The Food Emporium at the shopping
center joined in by allowing all donations collected through The Forum from local business and individuals, to be purchased at cost and threw in a sizeable donation of their own. At the end of the day, with all the food weighed, boxed and readied for delivery to the pantry Liantonio and the crew of volunteers who braved the cold out in the parking lot, had amassed close to 4,000 lbs of donations.
World of Hunger measures the number of meals donated by assigning a weight of 1.2 lb. for each meal making the total meals collected on Sunday roughly 3,300 meals. As amazing as we find this one-day collection to be, Liantonio told The Forum that the real astonishment was found in the pantry workers there to accept it when he and his crew delivered the food on Sunday afternoon “They were ecstatic…actually moved to the brink of tears. That’s the reaction that makes us know we’ve really helped people and that is the goal,” Liantonio said. Pantry workers said there was so much food donated that the drive may just get the pantry not only through Thanksgiving, but through Christmas as well We actually couldn’t have said it better Joe. And if more people would just take a minute to find out what it feels like to help, they would feel much better about the world and themselves. If you’re not one of those people who knows the feeling, we’ll borrow an old Alka-Seltzer ad slogan to drive home our point– “Try it, you’ll like it.” Liantonio is already planning a drive for next year, determined to raise enough in food donations to support more than one area pantry. We’ll be there with him. You should too!

De Blasio Touts Expansion of Mental Health Services for City Veterans By Forum Staff The City Department of Veteran Services is set to establish a suite of programs that will revamp the City’s mental health efforts for veterans and touch on a variety of mental health components, ranging from peer support and training for mental health professionals to holistic mental health treatments and legal services, Mayor Bill de Blasio and DVS Commissioner James Hendon announced Monday at a Gracie Mansion breakfast reception in honor of Veterans Day. The new mental health programs that were part of Monday’s announcement include: • Mental Health Support: DVS will recruit more vetted mental health partners to its VetConnectNYC referral service. This will allow the department to scale up all its mental health initiatives, including the VetsThriveNYC Core 4 whole health model, a community and peer-based approach that engages veterans both in clinical settings and through lower-stigma methods such as peer support and cultural engagement. • Legal Services: The City has promised to help provide grants to legal-services organizations that will help veterans challenge their discharge status, including LGBTQIA+ veterans given less than honor-

• Holistic Services: Through publicprivate partnerships, the City will support veteran-specific holistic treatments, including service animals, meditation training, yoga, and expressive therapy. • Peer Support: Thanks to a $300,000 State grant, the City will create a peer-topeer program for veterans facing the challenges of PTSD and traumatic brain injury. • Interagency Mental Health Task Force:
The City will join a new Mental Health Advisory Council with local, state, federal and private partners through the Substance Abuse and Mental Health Services Administration. Additionally, de Blasio and Hendon on Monday unveiled Service2Service, a new joint City mentorship initiative through DVS and NYC Service. Service2Service will aid NYC veterans and AmeriCorps alumni by connecting them with City employee mentors. According to the administration, the program aims to build relationships between service-minded New Yorkers and empower mentees with the network, knowledge, and resources to continue a legacy of service with the City. The inaugural class of Service2Service participants will include 40 City employees, 20 veterans, and 20 AmeriCorps alumni for a six-month mentorship program. “Too many of the tragedies that befall our veterans after coming home—whether it’s a struggle with addiction or the crisis of veteran homelessness—are linked to the lack of appropriate tools to address their mental health challenges. So I can think of nothing better we can give our veterans on this important day than a full toolbox to help ensure their needs are taken care of,” said Lt. Col. James Hendon, Commissioner of the Department of Veterans Affairs.

By Forum Staff The U.S. Department of Justice is failing to follow through on implementing a law passed more than a year ago that mainly protects kids through better employment background checks, Senate Minority Leader Chuck Schumer fumed Sunday. Schumer, joined by U.S. Rep. Adam Schiff (D-Calif.), who has oversight on the issue in the House of Representatives, recently fired off an urgent letter to Attorney General William Barr and Federal Bureau of Investigation Director Christopher Wray regarding the failure to implement the Child Protection Improvement Act by the March 2019 deadline, as required by law. The CPIA, which was passed into law in March 2018, establishes a program to provide organizations with access to national criminal history background checks for individuals seeking to work with vulnerable populations, including children and the elderly. With improved access to FBI background checks, camps, after-school programs, and other organizations serving vulnerable populations will be better equipped to protect those in their care from physical, mental, or sexual abuse; identity theft; and other harms, Schumer said. “We are troubled by the delay, and the fact that the department has missed the date mandated by CPIA to begin operation of this program by an egregious eight months,” he wrote. In the letter, New York’s senior senator requests that the DOJ: provide an explanation as to what has prevented the agency from implementing CPIA by the mandated March 2019 deadline, as well as DOJ’s failure to properly communicate to Congress any intent to delay implementation; and
provide an update on the expected timeline of a public comment period to solicit input from organizations serving vulnerable populations on their background-check needs and the criterion offenses that may be used in making a determination of fitness. “This failure to implement the law that makes those checks stronger and easier to accomplish locally endangers the very innocents we sought to protect. According to the New York Sex Offender Registry, there are more than 8,000 offenders living in the five boroughs. And according to the Rochester newspaper Democrat & Chronicle, as of 2016, the number of registered sex offenders in the Empire State has skyrocketed 60 percent from where it was a little more than a decade ago and now sits at around 39,000. And nationwide, according to the National Center for Missing and Exploited Children, more than 800,000 registered sex offenders live in the United States. “There are dire consequences for children when pedophiles, and other unsafe adults in positions of trust, gain access to them. In-depth background checks are one of the most important tools that administrators of child-serving organizations have for hiring safe and appropriate employees and volunteers,” said Steve Forrester, director of Government Relations and Administration at the New York Society for the Prevention of Cruelty to Children. “The CPIA strengthens the screening process in all states, and must be implemented without further delay.” Schumer has asked the DOJ to respond to the missive no later than Dec. 1.

We’ve put together some tips for those of you with thyroid conditions and how to survive the winter in a little more comfort. The thyroid gland is like a thermostat for our bodies. People with a sluggish thyroid are prone to having low body temperature and are prone to cold intolerance. If your thyroid function is low, you need to take some precautions to protect your health. Strategies for warming up and giving your thyroid a break: Get plenty of rest. Keep your home temperature warm. If you happen to have a landlord that is stingy with the heat, getting a note from your doctor may provide some prodding. If you do need to go out into the cold, dress in layers. Hot baths are a nice way to get yourself warm without making your thyroid do all the work! If you can’t make it to your local pharmacy to buy a heating pad, try filling an old sturdy sock with rice. Make sure you tie the end securely and then heat it in the
microwave for two minutes—just be careful that it’s not too hot when applying it to your body! Soaking your feet in hot water for 5-10 minutes will warm up the rest of your body. Cuddling and holding hands with your significant other or your pets can help you get through the cold. Spouses and pets are will share their heat with you for back and belly rubs. Did you know that the saying “Three Dog Night” is thought to originate from Eskimos who would keep dogs in their igloos to help them warm up on particularly cold nights! Balancing your blood sugar will help you stay warm. Be sure to eat high quality fats and proteins every few hours and limit sugary and starchy foods. Foods known as thermogenic can increase the metabolism. Some common spices in this category are: chili, mustard, red pepper, black pepper and red hot chili peppers. Don’t leave friends and family “out in the cold,” let them know you need a little more heat than the average bear. Remember, people with thyroid conditions are more likely to experience the “Winter Blues”. Until next week...

Both DEP and the Department of Transportation have mended the area several times since 2014, but the road eventually continued to descend. Area residents have fretted about the swath of street depreciating into a massive sinkhole. “Patches have been done by DOT [and] DEP to fix the street and sidewalk, but a full restoration really needed to be done and thanks to the Council Member, [there is] now funding [for] it in FY 2020 capital plan to get that placed,” DEP Commissioner Vincent Sapienza, P.E. said. Ulrich said the completed project will afford area residents a more permanent solution. “This is one of the most notorious flooding locations in the district. This area has been sunken in for a very long time. DEP and DOT have done their best to patch over the area to mitigate some of flooding, but the blocks continued to sink,” he added. Community leaders said they’ll be pleased with the “comprehensive fix.” “This has been a safety concern for us— for people who want to cross here, for people who want to park here, [and] for people

By Forum Staff A White Plains man, purportedly the leader of a complex drug-dealing operation that allegedly transported truck-loads of illicit narcotics across the country—including carfentanil, a substance 100 times more deadly than fentanyl—has been apprehended and indicted, Acting Queens District Attorney John Ryan announced Thursday. Giovanny Arias, 49, was arraigned on Oct. 21 on a 23-count indictment charging him with operating as a major trafficker, first-degree criminal possession of a controlled substance, second-degree criminally using drug paraphernalia, and numerous other offenses. Arias was ordered remanded without bail. His next court date is Nov. 21. Over the course of a long-term investigation, which Ryan said began more than two years ago, law enforcement allegedly recovered six firearms, 68 pounds of cocaine, 50 pounds of fentanyl, 11 pounds of carfentanil, and eight pounds of heroin, in addition to various quantities of the anesthetic ketamine and tramadol, an opioid pain medication. According to authorities, law enforcement began the investigation by looking into the activities of defendant Julian Tovar, 31,who is alleged to be both a drug dealer and gun trafficker. Tovar and Arias allegedly worked together trafficking drugs. On May 3, 2018, police executed a court-authorized search warrant for Tovar’s Woodside apartment and allegedly recovered five handguns, large-capacity magazines, more than two pounds of cocaine, and more than $11,000 in cash. According to the charges, between July 2018 and September 2019, Arias and his 11 co-defendants operated a nationwide drug enterprise utilizing long-haul truck drivers
who allegedly transported drugs from the southern border of California to Queens. According to the indictment, on July 21, 2018, Arias allegedly directed co-defendant John Pareja, 38, to make a pick up on the 22nd from a truck stop in New Jersey. Pareja was followed from that truck depot and stopped on the Van Wyck Expressway service road at Jewel Avenue later that day. Law enforcement executed a court-authorized search warrant for the vehicle Pareja was driving and police allegedly recovered 37 pounds of fentanyl, along with just over two pounds of ketamine. On Oct. 29, 2018, Arias allegedly directed co-defendant Victor Salazar, 59, to pick up 35 pounds of cocaine and more than four pounds of heroin from another rest stop in New Jersey. Salazar was stopped by police afterwards in Astoria, where cops allegedly recovered the drugs. According to the indictment, on April 17, 2019, co-defendant Mauricio Arevalo, 50, delivered a black duffle bag from the cab of his truck to Jamaica resident Esther Riano-Lopez, who took the bag to a stash-house in Springfield Gardens, where Arias’s associates—defendants Carlos Hidalgo, 38, of Jamaica and Armando de Jesus Moreno-Perez, 55, of East Elmhurst—were allegedly waiting to receive the drugs. At that time, Arias allegedly directed another co-defendant Hector Maren, 46, to come to the Queens stash-house to cut and repackage the narcotics. According to the charges, on April 18, 2019, members of the NYPD’s Major Case Squad executed a court-authorized search warrant for the stash-house and allegedly recovered the black duffle bag along with 10 cylindrically-shaped packages containing a total of 11 pounds of a combination of carfentanil and fentanyl.
