Bishop of Brooklyn Consecrates New Church Altars in Howard Beach, Breezy Point

Richmond Hill HS to Help Youth with Disabilities

By Forum Staff The Institute for Career Development (ICD) announced Tuesday a partnership with Richmond Hill High School. The partnership completes the 2022 launch of a new initiative that begins with two New York City high schools and will grow to be citywide to help youth with disabilities transition from school to career. The other school – announced on March 30 – is Discovery High School in the Bronx.

According to ICD, tens of thousands of students with disabilities leave public high schools every year only to find themselves face to face with a gap where the services they depended upon to finish school had previously been. This new initiative, created by ICD, is designed to bridge this gap by providing services that will enhance college and career opportunities for youth with disabilities.

Through this initiative, the 105-year-old Institute for Career Development will work with high school students with disabilities to prepare them to make the jump to college or vocational training and start their careers. ICD staff members will

serve as navigators for individual students to guide them around obstacles and over hurdles as they work toward building the skills needed to launch fulfilling careers.

ICD identified this citywide gap in support for youth with disabilities while working with the nonprofit consulting firm The Bridgespan Group on a new strategic plan and is now shifting its focus to bridge that gap. ICD has similarly adjusted its focus at different intervals in the past, always retaining its commitment to people with disabilities but adapting to contemporary priorities. Most recently it has focused on vocational evaluation, career planning, and job training and placement primarily for adults with disabilities.

THE ACHES AND PAINS OF WEATHER: What to do for relief We've all heard it before, most likely from grandparents or even our own parents, "This weather is killing me." As children we may have been left scratching our heads, but now, especially in weather like we've been experiencing, we now know exactly what they meant.

It might surprise you to learn how much havoc the weather can wreak on our bodies. But our joints have sensory nerves, called baroreceptors, that respond to changes in the weather. When the weather changes, so does the air pressure and so does our body.

Rainy and damp conditions cause the barometric pressure to drop. When that happens our tendons, ligaments, and muscles expand. Baroreceptors come to our aid and help the central nervous system to regulate the resistance of blood vessels and the heart’s contractions. But people who suffer from muscle or joint pain, expansion in the muscles, tendons, and ligaments can really bring misery.

The kind of weather we've been having lately comes with high humidity which can thicken the blood, and increase pressure in blood vessels. Then our hearts have to work harder to pump blood through the body. Hot, humid days can also cause excessive sweating, which can be problematic because our bodies produce sweat to keep us cool, but sweat has to evaporate

for us to cool down. When it's very humid there is already a lot of moisture in the air and it does not readily absorb moisture from our skin. This can lead to a loss of body fluid and dehydration.

Becuase joint cartilage and the discs in our spine have high water content, and dehydration can decrease the concentration of fluid, arthristis is subject to becoming very agitated and painful. Dehydration in the heat can also cause more serious conditions like heat exhaustion and heatstroke.

Your pharmacist can certainly lead you to a number of OTC preparations, often topical rubs that can help ease the discomfort from the painful and stiffening conditions brought on by weather changes.

To combat the effects of humidity drink lots of water. Drink 1-2 glasses of water for every hour you are outside. This will help you to restore your fluid levels and reduce water loss. Dehydration can also cause stiffened tissues in the back, because circulation is off.

You should also take advantage of any opportunity you have to swim as it is great therapy for joint or back pain. If you have back or spinal pain, biking is also a great low-impact form of exercise that is easy on the back.

Mayor, Health Commissioner Announce City’s Plans for COVID Baby Vaccine Rollout

The administration has announced its plans for the COVID baby vaccine rollout.

By Forum Staff Mayor Eric Adams and New York City Department of Health and Mental Hygiene (DOHMH) Commissioner Dr. Ashwin Vasan on Friday announced the City’s plans to roll out COVID-19 vaccinations for children aged 6 months and older this week. To provide parents the most flexibility possible, DOHMH has also been conducting educational outreach to ready providers. Starting this weekend, DOHMH recommends parents reach out to their

children’s pediatricians to see if they will make the COVID-19 vaccine available at their offices. Additionally, beginning on June 21, parents and guardians can also use New York City’s COVID-19 Vaccine Finder to find convenient locations across the five boroughs to vaccinate young children, including 10 city Vaccine Hubs where the Moderna COVID-19 vaccine will be available for children aged six-months through, and including, five years of age. These sites are expected to open as early as June 22, depending on final federal approval. The

The Food and Drug Administration issued emergency authorization of the COVID-19 vaccine for children ages 6 months and older.

Queens locations and hours are: Queens Center Mall, Monday—Sunday, 9 a.m. to 6 p.m.; City Health Department Corona Clinic, Monday—Friday, 9 a.m. to 5 p.m.; City

Vaccine Hub Long Island City, Thursday— Sunday, 10 a.m. to 7 p.m.

City-run vaccination hubs will serve children between the ages of six months up to and including 5 years old. Parents can also use New York City’s COVID-19 Vaccine Finder to find a convenient location to get their child vaccinated or reach out to their personal providers to make an appointment. If parents plan to get their children under 5 years old vaccinated at a pharmacy, they should check the Vaccine Finder website before they go.

NYC Moves down into Medium Risk on COVID Alert System

other side of this wave, and, as a result, we’re pleased to announce that New York has fallen into the ‘medium’ risk category. This surge has taught us a lot about how the virus is currently behaving, and how to prepare for the coming weeks and months,” Mayor Eric Adams and Health Commissioner Ashwin Vasan, M.D. said in a joinjt statement. “Testing, vaccinations, treatments, and masking have been vital tools to keep people alive and out of the hospital. But we know there remains no

greater defense against this virus than vaccination, which is why we’re pleased that young children are now eligible for the protection they deserve, and can’t wait to begin under-5 vaccination [on Wednesday].”

The City Department of Health and Mental Hygiene has provided more than 55,000 courses of the antiviral Paxlovid through home delivery already this year, in addition to the thousands of courses issued through providers, helping reduce the

severity of those infected with COVID-19.

Additionally, NYC Test + Trace has distributed more than 16.5 million at-home tests to New Yorkers over the last month and over 33 million tests since January to help keep New Yorkers home when infected.

COVID-19 cases per 100,000 are now at 240.4 and hospitalizations per 100,000 have fallen to 9.8. This puts the five boroughs into medium risk, according to the current risk alert system.

One Dead, Two Injured in Ozone Park Shootout

By Michael V. Cusenza A man was killed and two others injured after a wild early Sunday morning shootout outside a nefarious Ozone Park catering hall.

Brownsville, Brooklyn resident Francis Raymond, 38, was slain during the bulletriddled melee outside Liquid Event Hall on Desarc Road near Cross Bay Boulevard that also put two other men in area hospitals with gunshot wounds. One of those men, Dwayne Whyte, 28, has been charged with attempted murder, attempted assault, and gun possession for firing shots during the intense encounter. Whyte, according to published reports, was shot four times in the legs. He’s still recovering in Jamaica Hospital Medical Center. The man who fired the weapon that killed Raymond is still on the loose. At least one weapon was discovered at the scene.

An Ozone Park resident who lives near the catering hall said the establishment has been a problem for some time.

“Sooner or later, really something needs to happen,” Kaled Alamarie, 51, told the NY Daily News. “I’m hoping this is an inflection point, that they will shut this place down.”

According to City Police Department statistics, shootings are up in the 106th Precinct. So far in 2022 there have been nine reported shooting incidents in the South Queens command, compared to six at the same time last year. The 106 serves Ozone Park, South Ozone Park, Lindenwood, and Howard Beach.

In the neighboring 102nd Precinct, there have been six shooting incidents in 2022.

There were six shootings in the 102 at the same time in 2021. The command is comprised of Kew Gardens, Richmond Hill, Woodhaven, and the northern part of Ozone Park.

City Districting Commission Publishes Process Primer

By Forum Staff The City Districting Commission on Tuesday published NYC Districting Commission 101, A Primer.

The commission is responsible for drawing new City Council maps. The 16-

page primer explains this process, from the U.S. Constitution, to the U.S. Census, to the Charter of the City of New York.

The primer also includes the 2022 Five Percent Deviation Guide commission mapmakers are using to draw the new 51 City Council maps.

The city’s population grew by 630,000 people since the last 2010 Census for a new total of 8.8 million people under the current census. Under the one-person, onevote doctrine of the U.S. Constitution the 51 City Council maps must be redrawn with a new average population of 173,631 residents each.

The Five Percent Deviation Guide shows current deviation of each of the 51 City Council districts from the new average. For example, one district has a 20.3 percent deviation, while another has a negative 10 percent deviation.

“We’ve had so much interest from the public at our hearings we decided to do more outreach,” said Commission Chairman Dennis Walcott. “Over time, we hope that the primer and deviation guide become tools to encourage New Yorkers to engage in the process, including and especially, submitting their own testimony about the drawing of the 51 new City Council maps.”

There are 51 City Council districts.

The primer is available for download from the Commission website at nyc.gov/ districting.

Meanwhile, the commission is scheduled to hold its next public hearing on Monday, June 27, from 4 p.m. to 7 p.m., at York College, 94-22 Guy Brewer Blvd., Ja-

Adams Announces Nearly $6.7M Investment in LGBTQ+ Services

The City has invested nearly $6.7 million to provide new and expanded services for the LGBTQ+ community, Mayor Eric Adams announced Friday.

Funding will support: Culturally Competent Civil-Legal Services for LGBTQ+ Community ($1 million) The Unity Project, in collaboration with the Office of Civil Justice at the City Department of Social Services and the Office of Crime Victim Supports at the Mayor’s Office of Criminal Justice, will launch a new initiative that funds legal services for the LGBTQ+ community. City legal service providers will be funded to serve income-eligible LGBTQ+ New Yorkers experiencing discrimination in housing, employment, or public accommodations; landlord harassment; denial of service or government benefits.

Family Acceptance of LGBTQ+ Youth ($1.5 million) Family rejection is among the primary drivers of LGBTQ+ youth homelessness across the country. Locally, LGBTQ+ and non-binary youth represent roughly 50 percent of youth experiencing homelessness. This initiative will promote parental and family acceptance of LGBTQ+ youth through educational workshops, parent support groups, role model stories, and social marketing campaigns.

Peer Navigators and Financial Literacy for Runaway and Homeless Youth ($3 million)

“City Hall will continue to champion and support New Yorkers of every identity,” Mayor Adams said.

LGBTQ+ youth and young adults are disproportionately represented among youth experiencing homelessness. The Peer Navigator program will provide 16 young adults with lived experience of homelessness full-time work across the eight Runaway Homeless Youth drop-in centers administered by DYCD. The Financial Literacy program is a partnership between the City Department of Youth and Community Development and the City Department of Consumer and Worker Protection. It places a financial counselor at each of the eight RHY drop-in centers.

TGNC/NB-Led Non-Profit Capacity Building Innovation Grants ($183,500)

The Unity Project and DYCD are starting a new initiative to support TGNC/NB-led non-profit capacity building with targeted grants. Community-based TGNC/NB-led non-profits serve as a vital lifeline to support TGNC/NB New Yorkers. This program will allow existing TGNC/NB-led non-profits to further serve their communities in the areas of health, mental health, communitybuilding, and other vital areas of need as identified by the TGNC/NB community.

Faith-Based Healing Initiative for LGBTQ+ New Yorkers Who Have Experienced Religious Hate ($350,000) For too long, LGBTQ+ people have suffered religious hate and discrimination.

This reality is all the more painful given that so many LGBTQ+ youth wish to celebrate their faith alongside their families and communities. The Unity Project and Department of Health and Mental Hygiene will launch a new community-led, faith-based healing initiative for TGNC/NB and LGBTQ+ people who have suffered religious hate and discrimination.

HIV and Sexual Health Services and Programming ($400,000) Funding will be expanded for DOHMH’s HIV and sexual health initiatives to further support the New York City Ending the HIV Epidemic Plan, the product of a nearly year-long community planning process to develop strategies and key activities for the next phase of the City’s efforts to end the epidemic.

LGBTQ+ Health Care Bill of Rights and DOHMH Transgender Health Booklets ($150,000) Funding will be allocated to evaluate the LGBTQ+ Health Care Bill of Rights, which informs New Yorkers of their legal rights in health care settings, empowering them to get the health care they deserve.

Funding will also support updates to the DOHMH’s transgender health guides for transgender men and transmasculine individuals as well as transgender women and transfeminine individuals. Updates will incorporate feedback from DOHMH’s Transgender, Gender Nonconforming and Non-Binary Community Advisory Board.

“City Hall will continue to champion and support New Yorkers of every identity,” Adams said.

By Forum Staff Dylan Cruz, a member of the Red Lane Gorillas set of the Bloods street gang, was sentenced on Friday by U.S. District Judge Joanna Seybert to 35 years in prison following his conviction on racketeering charges for his role in the July 2012 murder of Anthony Richard in Baldwin Harbor, the October 2014 murder of Ehrik Williams in Hempstead, the November 2010 attempted murder of a rival gang member in Roosevelt, and a several years’ long conspiracy to murder members of a rival set of the Bloods gang in Brooklyn.

Cruz, 30, pleaded guilty to racketeering in December 2021 along with co-defendant Richard Michel who is awaiting sentencing.

According to court filings and statements made by the defendant at his guilty plea, between 2010 and 2021, Cruz, along with other members of the Red Lane Gorillas, engaged in a violent gang war against rival gangs, including the Crips and the 5-9 Brims set of the Bloods, in Nassau County and Brooklyn. Cruz conspired to kill members of the 5-9 Brims and on Feb. 20, 2016, shot and seriously wounded a rival gang member and an innocent female bystander in Queens. evelt that left the man paralyzed.

Cruz also engaged in extreme violence against anyone suspected of disloyalty or disrespecting his gang. On July 15, 2012, Cruz murdered Anthony Richard, whom he wrongly suspected of assisting the Crips in the 2010 murder of a member of their gang. Cruz followed Richard to Baldwin Harbor, waited until he parked his car, and then fired 15 shots into Richard’s vehicle, killing him and seriously wounding a passenger.

Just over two years later on Oct. 14, 2014, Cruz murdered Ehrik Williams in Hempstead in the mistaken belief that Williams had robbed one of his associates.

Cruz walked up behind Williams in broad daylight and fired multiple shots at him, killing him.

“Dylan Cruz’s senseless, callous violence took the lives of two innocent young men and devastated their families, all because of suspected offenses against his fellow gang members and associates,” said Brooklyn U.S. Attorney Breon Peace.

“Today’s sentencing reflects this defendant’s callous disregard for life, and reaffirms our commitment to rid our streets of violent criminals by holding them fully accountable for their actions,” City Police Commissioner Keechant Sewell said.
