By Michael V. Cusenza On Tuesday, in the middle of a scorching heat wave in which realfeel temps leaped over the 100-degree mark, Con Edison asked customers in certain neighborhoods in Queens to conserve energy while company crews repair equipment.

The utility company has reduced voltage in these areas by 5 percent to protect equipment and maintain service as crews make repairs.

According to Con Ed, the Western Queens area is bounded by the Brooklyn-Queens Expressway and 51st Avenue on the north, the Jackie Robinson Parkway on the south,

Man Indicted for Two Murders—Including S. Ozone Park Slay

By Forum Staff A Jamaica man has been indicted by a borough grand jury and arraigned in Supreme Court on murder, weapons charges and other crimes for two fatal shootings—one earlier this year and one last year—and a third shooting that seriously injured a man, Queens District Attorney Melinda Katz announced Monday.

Ashik Zaman, 20, was arraigned on Monday afternoon on a 13-count indictment charging him with two counts of murder in the second degree, four counts of criminal possession of a weapon in the second degree, attempted murder in the second degree, assault in the first degree, two counts of tampering with evidence, criminal possession of stolen property, obstructing governmental administration in the second degree, and unlawful operation of a bicycle on a sidewalk. Zaman was remanded into custody and ordered to return to court on Aug. 3.

According to the charges, at approximately 11:40 a.m. on Jan. 21, 2020, Zaman met with the victim, Kevin Williams, in front of the 39-year-old man’s 118th Avenue home in Jamaica. The defendant confronted Williams about money and the two argued. Then the defendant allegedly pulled out a gun and fired multiple times at the victim. Bullets struck Williams in his chest, abdomen, arm and head. He died less than an hour later.

DA Katz continued, according to the charges, on April 28, 2021, at roughly 11:40 p.m. the

defendant was with a group of others shooting a music video on 134th Street in South Ozone Park. This group encountered another group of people near a liquor store and they began to argue back and forth. Video surveillance shows both groups parting ways without further incident prior to the shooting.

However, as outlined by the charges, a short time later the defendant stood by a car outside the liquor store while Kajawan Howard, who was talking on his cell phone, began to walk in the defendant’s direction. That’s when Zaman allegedly removed a firearm from his waistband and shot at Howard multiple times. Immediately following the shooting, the defendant jumped into the passenger seat of a black Infiniti; and as the car sped off, there was an exchange of gunfire allegedly between Zaman and a member of the opposing group. A 26-year-old man was struck and required surgery to remove his spleen and repair his colon.

Howard, who was hit once in the chest, was taken to an area hospital but succumbed to the bullet wound the following day—his 29th birthday.

“Petty disputes allegedly prompted this defendant to shoot and kill two men and injure a third. This has to stop, this cannot become the norm. If convicted, Zaman faces up to 75 years to life in prison.

Mayor Announces Beginning of Major Construction Activities for Borough-based Jails

By Michael V. Cusenza Mayor Bill de Blasio on Friday announced the beginning of construction activities on the parking garage and community space alongside a new jail in Kew Gardens. The construction marks the first major activity in the Borough-Based Jails Program, a $8.3-billion effort to construct four new, smaller jails in Queens, Manhattan, the Bronx, and Brooklyn to replace the archaic jail system on Rikers Island.

The garage and community space will be constructed at the program’s Queens site, adjacent to Queens Borough Hall and the Queens Criminal Courthouse that make up the heart of the borough’s civic center. The new, approximately 105-foot tall structure will include a 25,000-squarefoot, two-level, flexible, multi-purpose community space, plus more than 600 public parking spots.

“Today we move one huge step closer to our goal of a fairer and more equitable jail system for all New Yorkers,” said Mayor Bill de Blasio. “Closing Rikers Island will make our city stronger and more just, and I’m proud to deliver a system that better reflects this city’s values.”

The structure is being built on the west side of an existing parking lot at Union Turnpike between 126th Street and 132nd Street. The east side of the parking lot will remain open during construction, providing 140 parking spots to the community

until work is complete in early-2023. The adjacent Queens Detention Complex will begin demolition during the garage construction and then the new Queens jail will be built spanning the east side of the parking lot and the former Queens Detention Complex site.

To minimize the effect on the environment and the City’s infrastructure, the parking garage and community space will include a partial planted green roof, solar panels and on-site stormwater retention.

As a result, the community space portion of the project is expected to qualify for LEED Gold certification for environmental sustainability. The project may also be the first in the City to qualify for Parksmart certification, the only certification program that recognizes high-performing, sustainable garages.

The NYC Department of Design and Construction is managing the overall Borough-Based Jails program citywide. The 886-bed Queens jail will be designed with a maximum height of 195 feet and will house female detainees in a separate facility within the jail.

Critics of the Borough-based Jail System proposal are leery of the new facilities and the seemingly breakneck pace that has been implemented to get them up and running. Queens District Attorney Melinda Katz has been a vocal critic of the project since her days as Queens borough president.

“Reforming our city ’s jails system is too critical a mission to take on without adequate community engagement or proper planning, as we must strive to avoid recreating the same atmosphere of violence and dehumanization found on Rikers Island upon four new facilities in neighborhoods across the city,” Katz wrote in June 2019 in her official recommendation of disapproval.

BEE PREPARED: DON’T LET A PEST STING YOUR SUMMER A friends recent bout with a hornet's nest in their backyard brought to mind the urgency to remind all of our readers and patrons about the importance of being informed and prepared for this type of emergency, especially in the height of the summer.

Bee stings can be relatively easy to treat and for most people, they require some minor first aid, however for those with an allergy to bee venom, the situation can escalate into a life threatening experience.

If the insect has inserted their stinger into the skin, it is important to remove it. There is a common misconception that the stinger should be plucked or tweezed out of the skin, but that can cause more venom to be released into the skin. The best procedure for removing the stinger is to try and scrape it out. You cam use the edge of a knife, a credit card or even a fingernail. The quicker you remove the stinger, the better, so use anything suitable for scraping. Be aware that members of the wasp, hornet and yellow jacket families do not leave a stinger in the skin when they sting you.

By Forum Staff With a Justice Department “strike force” on the way to New York within 30 days to address the flow of illegal guns and reduce violent crime, Senate Majority Leader Chuck Schumer on Sunday demanded the Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives go far beyond the five cities touted in the announcement—New York, Chicago, Los Angeles, San Francisco and Washington, DC—to target and disrupt specific eastern seaboard operations favored by gun traffickers.

Schumer formally called on the DOJ to expand the incoming strike force’s footprint to include geographical and strategical tactics in states like Virginia, South Carolina, Georgia, Florida and others that feed NYC and Long Island’s illegal gun supply.

“The DOJ is to be commended for its good work and effort to address illegal guns here in New York and the other four cities,” Schumer said. “But the DOJ must also expand their footprint with this strike force plan to include states and regions that feed the gun problem in New York.

Gun traffickers in Eastern seaboard states like Virginia, South Carolina and Georgia are exporting hundreds of illegal guns to New York every year, and it has to stop— because those out-of-state guns are used on our streets in violent crimes. With the right strategy, the right federal pressure on export states and my personal commitment to provide ATF with much needed

funding, the feds can burst the iron pipeline plaguing New York in a lasting way, and that is what we want.”

Schumer said this incoming strike force must focus on export states long documented to feed the flow of illegal guns to New York if this plan is going to fully work.

Schumer said the latest ATF stats show that hundreds of guns flowing into New York are via states where the gun laws are weak, and that a special focus must be put on ensuring that those states follow reporting requirements, data collection and other reasonable efforts, like background checks, that could burst the illegal gun pipeline and reduce violent crime. Schumer also announced his support for increased ATF dollars, should the agency determine it needs them to make this new strike force effort succeed.

According to the most recent ATF data, in 2019, New York reported that at least 474 crime guns originated in Virginia; 420 originated in South Carolina and another 550 crime guns originated in Georgia. Schumer, today, said that any national strike force, to be effective, must use this data as a guidepost as it works with local U.S. Attorney offices and state and local law enforcement officials across jurisdictions. Schumer said that in order to burst the trafficking pipeline, there will need to be severe and sustained disruption to their supply chain, as well as federal pressure to hold export states accountable for lackluster reporting, data collection and other reasonable safety efforts.

If you begin to display any signs of a reaction especially respiratory symptoms get yourself medical attention immediately. Keep in mind most reactions will begin in a relatively short time span following the incident.

Pols Honor Crossing Guards

State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblywoman Jenifer Rajkumar (D-Woodhaven) recently presented the 104th Precinct crossing guards with citations of recognition for their work in keeping schoolchildren and their families safe every day.

Addabbo recalled a crossing guard from his youth growing up and going to school in Ozone Park. The senator told the guards that they do have an impact on the children they see, whether it is with a friendly smile or a helping hand.

Laurelton Man Indicted in Knife Attack over Parking Spot

Thomas saw the 49-year-old man move the traffic cones that blocked off a portion of the street in front of his home. The victim was parking his vehicle when Thomas exited his home and began to curse at the driver. When the motorist failed to leave the parking spot, Thomas went back into his home.

The victim then joined his friends across the street for an outdoor gathering. Thomas exited his home several times to scream at the man until the victim relented and moved his car. But, still angry, Thomas walked over to the victim, pulled a kitchen knife from a sock he was holding and allegedly repeatedly stabbed the man in the chest, abdomen, and arm.

According to the charges, the victim was rushed to Jamaica Hospital Medical Center with a collapsed lung, massive internal injuries, and other serious wounds.

Cusenza Reacting to a New York Daily News report that indicated that the Metropolitan Transportation Authority has apparently decided to bring an end to all cash transactions at subway station booths, MTA Acting Chief Communications Officer Tim Minton said on Thursday that that’s simply not the case.

“To be clear, no decision has been made and no decision was announced yesterday regarding cash returning to station booths.

The MTA continues to review logistics and other considerations associated with accepting cash payments at subway station booths post-pandemic.

Meng Helps Lead Lawmakers in Introducing Housing is a Human Right Act

By Forum Staff U.S. Reps. Grace Meng (D-Flushing) and PramilaJayapal (D-Wash.) on Thursday led lawmakers in introducing the Housing is a Human Right Act, transformative legislation to authorize more than $300 billion for housing infrastructure while reducing homelessness across America.

According to Meng and Jayapal, the urgent proposal invests more than $200 billion in necessary affordable housing and support services. Additionally, the bill puts forward $27 billion a year for homelessness services, provides $100 million a year for community-driven alternatives to criminalization of those experiencing homelessness, and makes targeted investments in communities at disproportionate risk of homelessness.

“Housing is a human right, and everybody in our country deserves a safe and affordable place to live,” Meng said. “Unfortunately, too many Americans are forced to choose between having a roof over their head and affording basic necessities. And the COVID-19 pandemic has only exacerbated an already dire housing crisis in New York and across the nation, forcing more

people into poverty. Housing instability and homelessness is debilitating and demeaning. This is completely unacceptable and must change. That is why I am proud to join Congresswoman Jayapal in introducing the Housing is a Human Right Act, which makes long overdue, monumental investments in housing infrastructure and homelessness services. This gives communities like mine the resources we need to guarantee access to affordable housing, as well as the tools needed to tackle homelessness — while upholding the dignity of each person. It’s time to make our communities livable for ALL people.”

Lacking housing often leads to penalization, interactions with law enforcement, and entering the justice system. It also makes it difficult to seek or hold a job, obtain assistance with accessing resources, find safe housing, and receive regular care for health needs. In fact, the harsh conditions of unsheltered homelessness leads to a mortality rate that is four to nine times higher than that of the general public. Additionally, some groups are disproportionately likely to experience homelessness — including communities of color, LGBTQ people,

communities make up 13 percent of the general population, they comprise 40 percent of people experiencing homelessness and half of all homeless families.

The Housing is a Human Right Act will address this reality by: • Investing up to $100 billion for McKinney-Vento Emergency Solutions Grants and $100 billion for Continuum of Care grants • Creating a new grant program to invest in humane infrastructure; providing municipalities with $6 billion a year through a flexible program that will allow them to address their most urgent infrastructure needs related to housing and homelessness • Incentivizing local investments in humane, evidence-based models to support people experiencing homelessness, including alternatives to criminalization and penalization File Photo • Providing $10 billion for FEMA “Housing instability and homelessness is debilitating emergency food and shelter grants while imand demeaning,” Rep. Pols Push to Expand Supplemental Nutrition Assistance Program

By Forum Staff U.S. Sens. Kirsten Gillibrand (D-N.Y.), Bernie Sanders (I-VT), Cory Booker (DN.J.), Alex Padilla (D-Calif.), Elizabeth Warren (D-Mass.), and Rep. Alma Adams (D-N.C.) on Thursday announced the introduction of the Closing the Meal Gap Act of 2021, which would expand and strengthen the Supplemental Nutrition Assistance Program (SNAP) benefits for vulnerable community members that are struggling to make ends meet and open benefits to Puerto Rico and all U.S. territories.

According to the pols, even before the COVID-19 pandemic, 35 million Americans experienced food insecurity. Today, that number has increased to 42 million Americans, including an estimated 13 million children. The rising cost of food in America outpaces SNAP benefits each year, forcing families to choose between putting food on the table and covering other essential expenses. The Closing the Meal Gap Act of 2021 would help to address these issues by raising the baseline benefit for all SNAP households, allocating more funds to those with large medical and housing expenses, and increasing access to the program.

According to the elected officials, the

Closing the Meal Gap Act of 2021 would: • Increase the baseline for SNAP benefits by approximately 30 percent by using the Low-Cost Food Plan as the basis for the calculating the SNAP formula, to better take into account how much working people spend on food.

• Eliminate eligibility limits & unrealistic barriers by:Permanently authorizing the standard medical deduction in every state for seniors and disabled individuals applying for SNAP benefits at a minimum of $140. Individuals with high expenses could continue to apply for a higher, itemized medical deduction; eliminating the cap on the Excess Shelter Deduction in the SNAP formula for all households to take into account the cost of living for SNAP recipients in areas with high rent and utilities; eliminating time limits on benefits for all Americans.

• Expand benefits for territories, ending discrimination against those who live and work in U.S. territories by creating a path to transition them to SNAP and treating them as if they were states.

If implemented, the legislation would: • Increase the minimum SNAP benefit from $16 per month pre-pandemic to $27 per month for a single or two person household;

By Forum Staff A Far Rockaway man was captured last week in Pennsylvania and has been indicted for the August 2020 murder of a young father of two, Queens District Attorney Melinda Katz recently announced.

Tyrell Dennis, 31, was ar-

raigned on a four-count indictment charging him with murder in the second degree, criminal possession of a weapon in the second degree, and menacing in the second degree. Dennis was remanded into custody and ordered to return to court on Aug. 10.

According to the charges, on

Aug. 1, 2020, around 6:30 a.m., Dennis approached Eric Thomas, who was in the first-floor hallway of his apartment building on Dix Avenue near Pinson Street.

The victim was engaged in a conversation with another person when Dennis allegedly fired a bullet into the 35-year-old’s chest and

then fled the scene.

Thomas was transported to a local hospital where he was pronounced dead.

City Police Department investigators arrested Dennis in Pennsylvania last Tuesday.

“The victim, a young father of two, was having a conversation in the hallway of his apartment build-

ing when the defendant allegedly approached and shot him in the chest,” Katz said. “The accused allegedly fled the state in the hope of evading justice but has been brought back to Queens to face the consequences of this senseless gun violence.”

If convicted, Dennis faces up to 25 years to life in prison.
