Port Authority Proposes First JFK AirTrain Fare Hike By Michael V. Cusenza The Port Authority of New York and New Jersey recently advanced to its Board of Commissioners a proposal that includes increases to the AirTrain fares at John F. Kennedy International Airport and Newark Liberty International Airport, which have not changed since 2003 and 2005, respectively. According to the authority, fares to and from the airport for both systems are proposed to increase to $7.75 from the existing $5, effective Nov. 1, 2019; and the proposal provides for an inflation adjustment mechanism going forward. In announcing the increase, the PA noted that the fare for AirTrain JFK has remained at the same level since the system launched in 2003. Nearly 16 years later, the system has carried more than 100 million passengers and is the 10th busiest rail system in the country as measured by annual passenger volume. The fare for AirTrain Newark was last modified in 2005. In addition to the AirTrain fare hike, the authority has submitted a proposal for the first inflation-

based toll increases to the agency’s six bridges and tunnels since 2015 in line with the inflation-adjusted schedule mandated by the board in 2008 and reaffirmed in 2011. The automatic increases are triggered when the cumulative impact of inflation on existing toll rates reaches $1, as measured from the last increase. The cumulative impact of inflation since 2015 will reach this
level in 2020, according to the PA, prompting an increase of the cash toll rate at all Port Authority crossings to $16 from $15, as of Jan. 5, 2020. The proposal also makes changes to three other aspects of the toll schedule: discounts for outof-state E-ZPass accounts; the NY/ NJ Staten Island bridges discount program; and the Carpool Discount program. In addition, the proposal
addresses changes to PATH’s fare structure with the PATH base fare remaining at its current $2.75 for a single trip but reducing the discount for PATH multi-trip fares. And an airport ground transportation access fee has been proposed by the authority to be charged to all for-hire vehicles and taxis, consistent with the practice at peer airports. The proposed fee
at LaGuardia, JFK, and Newark would be based on the Los Angeles model of $4 per vehicle for app-based and other black car forhire vehicles, both for picking up and dropping off passengers. As in the Los Angeles model, taxis would only be charged the access fee for picking up passengers. The proposals will be the subject of a series of six public hearings held in multiple locations in New York and New Jersey during both the morning and evening hours. The only hearing in Queens is scheduled for July 30 at 7 p.m. at JFK Airport: South Service Road – Administration Building #14, 2nd Floor, Jamaica. According to PA officials, the hearings will present an update of the agency’s levels of investment in the region’s infrastructure and the proposed changes in toll, fare, and fee structure. “We are wholly committed to delivering improved facilities as we ask our customers to share in supporting the infrastructure investments the region so desperately needs and deserves,” said Port Authority Executive Director Rick Cotton.
Schumer, Gillibrand Call on FAA to Prioritize Reducing Aircraft Noise over NY Communities By Forum Staff Sen. Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (both D-N.Y.) on Friday called on President Donald Trump’s nominee to serve as the next administrator of the Federal Aviation Administration, Steve Dickson, to commit to addressing the problem of overhead aircraft noise in New York. Empire State residents, particularly in areas of Queens, Nassau, and Suffolk counties, suffer year-round from excessive noise caused by helicopter and airplane traffic, Schumer and Gillibrand noted in a letter to Dickson. The problem becomes markedly worse with the increase of air traffic during the summer months. Residents of the East End of Long Island have been waiting for months for the FAA to respond to public comments urging changes to the North Shore Helicopter Route. “Before we will consider any new nominee to head the FAA, we need to hear from the nominee about what will be done to address the high levels of airplane and helicopter noise that challenge so many communities in Long Island, Queens, the Bronx and elsewhere,” Schumer said. Last month, the FAA announced it will postpone the implementation of two flightpattern changes intended to reduce noise over

The FAA administrator is responsible for oversight on this issue and, in their missive to Dickson, Schumer and Gillibrand raised the concerns of Queens and Long Island residents who suffer from excessive aircraft noise over their communities. They also urged Dickson to make addressing aircraft noise a priority prior to the Senate considering his nomination.

“Our constituents in Queens and Nassau County also continue to experience excessive noise from aircraft overflights. For years, the FAA has failed to adequately address the concerns raised by these communities and provide for real noise mitigation that improves their quality of life. We have repeatedly heard complaints from community groups that the FAA feels inaccessible to them,” the senators wrote.
Among myriad concerns, Schumer and Gillibrand urged the next FAA administrator commit to improving communication between the agency and noise-affected communities. “New Yorkers deserve a responsive FAA that works for them and is not held captive by the industries it regulates. To that end, ensuring your commitment to the wellbeing of our constituents, whose quality of life has been impacted for too long by excessive aircraft noise, is extremely important to us,” New York’s senators wrote in the conclusion to the letter to Dickson. “Residents of Long Island and Queens have long suffered through unacceptable levels of helicopter and airplane noise, and this problem gets markedly worse during the summer. Even though last year’s FAA Reauthorization bill included my provisions to address this noise pollution, the FAA has yet to follow through and take any substantive actions to actually reduce aircraft noise,” Gillibrand added on Friday. “Before the Senate votes on the next FAA administrator, I am calling on the nominee to show leadership on this issue and fully commit to addressing the concerns of New Yorkers. Excessive airplane and helicopter noise harm the quality of life in our communities, and it’s past time the FAA gives our communities the relief they deserve.”
South Queens Communities among Those with Lowest Number of City Parks Bathrooms: Report By Michael V. Cusenza In addition to the decrepit state of myriad NYC Parks’ bathrooms, many New Yorkers are lacking access to these facilities at all— including in Howard Beach, Ozone Park, Richmond Hill, and Woodhaven, which are among the neighborhoods with the lowest number of park bathrooms, according to a searing new report released Thursday by City Comptroller Scott Stringer. The analysis, “Dis-comfort Stations: The Conditions and Availability of NYC Parks Bathrooms,” reveals what Stringer characterized as “unacceptable conditions” at more than 100 New York City park bathrooms and a failure by the New York City Department of Parks and Recreation to maintain basic cleanliness. The report also found a severe shortage of bathrooms across NYC Parks’ properties, with Queens and Brooklyn experiencing the largest deficit. Access to NYC Parks’ bathrooms varies significantly across community districts; in 10 districts, there are fewer than eight NYC Parks’ restrooms for every 100,000 residents—with some even containing as few as four for every 100,000 residents. “Our parks are essential public spaces, offering children, seniors, and all New Yorkers a safe and secure place to relax and enjoy the outdoors. bathrooms is woefully inadequate. Our bathroom facilities should be comfortable—but our report reveals many of them just stink,” Stringer said. “Every neighborhood, including in low- to moderate-income areas, deserves quality public spaces. NYC Parks must expand the number of these bathrooms in neighborhoods in need and provide the resources to bring existing facilities to an acceptable standard. Here’s the bottom line—we all have to go. It is the City’s responsibility to make sure there is a safe, clean place to do so in our parks.”
Ulrich Re-launches Graffiti Initiative
Stringer’s report reviewed all 1,428 NYC Parks bathrooms in the five boroughs and found: nearly 400 sinks, toilets, walls, ceilings, changing tables, and other features were found to be damaged or missing in their latest inspection; and 100 bathrooms citywide were found to be in “unacceptable” condition by NYC Parks’ own metrics. “Dis-comfort Stations…” also found that 53 “hazards” were discovered in NYC Parks’ bathrooms that could lead to “moderate to debilitating” injuries. These in-
cluded: exposed wires, damaged or missing safety straps on changing stations, noxious odors, and insufficient lighting. Across the five boroughs, 38 bathrooms contained hazardous conditions, including 17 in Brooklyn, eight in Manhattan, seven in the Bronx, five in Queens, and one in Staten Island. Dangerous and injury-threatening conditions are not the only problems that New Yorkers must contend with. NYC Parks inspectors also found 399 bathroom components that were in “unacceptable” condition. These included: 29 toilets, urinals, sinks, and hand dryers that were out-of-service; 23 soap dispensers missing or damaged; 23 ceilings, walls, and floors deteriorated; and 17 damaged changing tables. And of the 207 NYC Parks’ bathrooms with at least one feature in unacceptable condition, 57 were in Queens, 57 were in Brooklyn, 49 were in Manhattan, 37 were in the Bronx, and seven were in Staten Island. As part of the report, Stringer offered recommendations to the City for reform, including upgrading existing bathroom facilities, installing changing stations in all 1,428 bathrooms, and building out new facilities in underserved areas throughout the five boroughs—such as Howard Beach, Ozone Park, Richmond Hill, and Woodhaven.

By Forum Staff City Councilman Eric Ulrich (R-Ozone Park) on Tuesday announced the re-launch of his graffiti removal program. The district-wide initiative, funded by Ulrich with help from the Queens Economic Development Corporation, scrubs illegal street art from local businesses, private homes, and public spaces. “Graffiti is a serious quality of life issue. When vandalism becomes more prevalent, our communities suffer,” Ulrich said. “I am proud to announce that this year’s budget will again include crucial resources to beautify and cleanup our communities. I urge residents to take advantage of this fantastic program, which has removed graffiti from hundreds of buildings since its launch.” According to a recent New York Post report, graffiti complaints have increased by 54
percent over the last four years. Calls to 311 regarding graffiti jumped up to 21,006 last year from 13,560 in 2015. “It is important this program continues to evolve to meet the community’s needs. This initiative is an excellent resource for everyone in my district, including homeowners and local business owners, as well as good Samaritans who want to make a difference in their communities,” the councilman noted. “I’d like to thank the Queens Economic Development Corporation for their continued partnership and for all the work they do to keep our neighborhoods clean.” QEDC Deputy Director Ricardi Calixte added, “Graffiti is a quality of life concern that should not be undermined. Cops on Thursday reached out to the public via social media for help in identifying and locating two men wanted in connection with a brutal attack on a Richmond Hill subway platform that was caught on camera. In the 16-second clip, which was recorded on Sunday, June 23, around 10:40 p.m., two men pound a third man with punches until the victim hits the platform of the Woodhaven Boulevard J/Z station. The attackers then viciously stomp the man as he writhes on the ground. According to published reports, the victim was treated at Jamaica Hospital Medical Cen-
ter for a broken nose and cuts and bruises. Detectives assigned to the 102nd Precinct posted the video to Twitter on Thursday, noting that reward for information on the perpetrators is up to $2,500. By Forum Staff Homeowners waited on average 101 days after submitting a service request to have their tree-damaged sidewalks inspected—71 days longer than the City Department of Parks and Recreations’ own 30-day response target, according to an audit released Monday by City Comptroller Scott Stringer. The analysis also found that NYC Parks’ average time from inspection to repair of tree-damaged sidewalks during Fiscal Year 2017 was 419 days, with one repair taking more than a decade to complete. The audit revealed that although NYC Parks compiles various statistics for its Trees and Sidewalks Indicator Report, it does not track the time frames in which sidewalks damaged by the roots of city trees are inspected or repaired. The comptroller’s review found that inspection data were missing from some NYC Parks’ records, and the agency failed to identify duplicate service requests in 23 percent of the sampled duplicates, impacting its efficiency, Stringer said. The comptroller’s audit on NYC Parks’ Trees and Sidewalks Program also found: • 449 NYC Parks-approved work orders for sidewalk repairs, each at a unique address, had remained open for an average of 523 days (1.43 years) as of Dec. 31, 2017, with the oldest having been open for 2,166 days (5.93 years). • According to NYC Parks officials, the agency has no target time frame for how long it should take to repair a sidewalk once it is inspected and found to qualify for repair under the agency’s priority-rating system. • During FY 2016 and FY 2017, NYC
Parks received 16,558 service requests for tree-damaged sidewalks at 13,373 unique addresses and inspected only 27 percent of them within the agency’s own, internal, 30day target. • No inspection record was generated for 1,527 service requests at 1,509 unique addresses that NYC Parks closed, consisting of 475 cases that the agency appears to have found eligible for repairs, 909 cases that the agency appears to have found ineligible, and 143 cases, at 141 unique addresses, where the agency’s records lacked sufficient information to show how and why the service requests were closed and whether the customers’ requests had been addressed. • NYC Parks did not consistently label service requests as duplicates when it received more than one request concerning a single condition and address. Auditors identified 1,494 duplicate service requests that NYC Parks failed to flag as duplicates (23 percent of the 6,446 duplicate service requests NYC Parks received in FYs 16 and 17). Of those, Parks inspected 187 unique addresses two or more times, duplicating its own efforts while other service requests remained open and unaddressed. “Our street trees are some of our most vibrant neighborhood markers, yet New Yorkers often have to wait more than a year for basic maintenance. That delay could be the difference between an accident and a safe walk or passage for a stroller or a wheelchair,” Stringer added. “We can’t wait until the worst happens. We need to maintain our trees and sidewalks, and we need to do it right. When New Yorkers lodge a complaint, we can’t continue to delay or cut corners.”

Cuomo Hails LaGuardia ‘Milestone’

By Forum Staff The first of four concourses that will comprise Delta Air Lines’ new state-ofthe-art terminal at LaGuardia Airport is on track to open this fall, Gov. Andrew Cuomo announced on Thursday. The 105,000-square-foot concourse will feature floor-to-ceiling views of Citi Field and Flushing Bay, gates that can accommodate a wide range of aircraft, and dining options from favorite New York chefs and eateries, according to the governor. As final preparations continue for the opening of the new concourse, Delta teams recently installed passenger boarding bridges at the gates and energized the facility with permanent power. According to the administration, they’ve also been paving the aircraft ramp areas, testing building systems, and constructing the temporary pedestrian walkway that will connect the new concourse to Delta’s existing Terminal D. The security checkpoint in Terminal D will expand to support both concourses until the centralized check-in lobby opens in late 2021. “This new milestone in LaGuardia’s transformation brings us another step closer in converting the airport into a worldclass flight hub in line with New York standards,” Cuomo said. “Our collaboration with Delta in the development of this concourse and the new LaGuardia terminal is another demonstration of the effectiveness of public-private partnerships at work to modernize our state’s infrastructure.” In July 2015, Cuomo unveiled the vision for a comprehensive development of LaGuardia Airport. The $8 billion project, 80 percent of which is funded through private financing and existing passenger fees, will create a unified terminal system. It is a complex, multi-phased project, requiring
the construction of a new airport on top of an existing one while remaining fully operational. The project includes a new Terminal B on the eastern side of the airport, which will serve Air Canada, American Airlines, Southwest and United; a new Delta Air Lines Terminal C on the western side of the airport, replacing the current Terminals C and D; an improved roadway system; new parking infrastructure, and other associated projects. When complete, LaGuardia—which services 30 million passengers each year— will be the nation’s first entirely new airport in 25 years. Under Cuomo’s plan, old facilities are being demolished only as new facilities are completed, ensuring the airport never loses capacity. To date, Delta’s construction features 2,000 tons of steel, more than 50,000 cubic yards of concrete, and more than 40 miles of piping, cabling and other infrastructure. The new LaGuardia Airport, according to the governor, will include the $4 billion Terminal B redevelopment which will replace the outdated terminal which opened more than 50 years ago. Terminal B’s first 18-gate new concourse opened last December featuring floor-ceiling windows, an indoor park with benches and landscaping, and modern restrooms. “LaGuardia Airport is undergoing this massive redevelopment to ultimately offer travelers a world-class facility that New York deserves, and the opening of Delta’s newest concourse at LGA will be an important next step,” said Rick Cotton, executive director at The Port Authority of New York and New Jersey. “Governor Cuomo’s vision to transform this facility into a state-of-theart airport is well on its way and we look forward to many more momentous milestones ahead.” THE FORUM NEWSGROUP • VOL. 19• Number 27 JULY 5, 2019 | 5
EDITORIAL Who’s Looking out for You? It seems that Tiffany Cabán has pulled off one of the greatest all-time borough political upsets. As of Wednesday morning, she had stretched her lead to 1,199 votes over the heavily favored Melinda Katz in the Democratic primary for district attorney. On Election Day, tallies had her besting the borough president by 1,090 votes. While approximately 3,500 absentee ballots still have to be counted, all signs point to the public defender from Richmond Hill as the Dems’ candidate to succeed the late, legendary Richard Brown as the Queens’ top law enforcement official. However, as shrewd City Councilman Eric Ulrich (ROzone Park) pointed out to Cabán last week: “Don’t count your chickens before they hatch…The race for Queens district attorney will be decided in November.” But in a borough that is decidedly Democratic—and increasingly progressive—Cabán is a virtual lock to take the general election this fall. So who is Tiffany Cabán? Let’s take a look at who is poised to look out for you. Cabán was born in Richmond Hill to Puerto Rican parents who grew up in the Woodside Houses. Her father worked as an elevator mechanic and her mother took care of other people’s children. Cabán attended PS 62 in Richmond Hill and JHS 210 in Woodhaven, and later attended St. Francis Preparatory High School in Fresh Meadows. Prior to earning a juris doctorate from New York Law School, Cabán graduated from Penn State with a bachelor’s degree in crime, law, and justice. According to Cabán, “in four years at New York County
Defender Services and three years at the Legal Aid Society’s Criminal Defense Practice, she has represented more than 1,000 indigent clients in cases ranging from turnstile jumping to homicide. Throughout her professional career, she has used the law to help New York City’s most vulnerable communities, and her experiences advocating on behalf of her

It is a system that criminalizes poverty, mental health issues, and substance use disorder.” To that end, Cabán has famously (or infamously—depending on where you stand on the issue) pledged to decline to prosecute “all sex work-related charges, fare evasion, lowlevel marijuana possession, trespassing, disorderly conduct, loitering, drug possession and welfare fraud,” as THE CITY reporters Christina Chung and Josefa Velasquez noted on election night. So what will she prosecute? Perhaps Acting Queens DA Jack Ryan put it best back in April: “Running a district attorney’s office is not about snappy slogans and the latest fad. It is hard work. It is risky work. It is not about releasing career criminals from jail solely for the purpose of further reducing the population in a city that has already slashed those in custody by more than 42 percent over just the last 10 years. It is about doing what is right, it is about doing justice for all. In some instances justice for a defendant and society is an alternative sentencing program, in other situations incarceration is what justice requires. The people of Queens have had, and deserve to continue to have, a district attorney that knows when to pick one over the other. Victims are entitled to justice too, yet ‘victim’ is a word that is missing from much of the current campaign rhetoric. The people deserve a DA that never forgets victims. We do what is right because that is what Judge Brown has taught us—all could learn from him—including those who seek to replace him.”

Three Men Indicted for Allegedly Forcing Young Women into Prostitution By Forum Staff A multi-count indictment has charged three men for sex trafficking and other crimes for after forcing two young women—one just 17-years-old—into trading sex with strangers for cash, Acting Queens District Attorney John Ryan recently announced. The victims were forced into prostitution in May of 2018. The three men were identified as Steven “Trigga” Picard, 37, of Canarsie, Jean “Hot Sauce” JeanBart, 35, of Cambria Heights, and Rashidi “Breezy” Burrowes, 26, of Far Rockaway. Picard was arraigned last week, and defendants Jean-Bart and Burrowes were arraigned in early June before Acting Queens Supreme Court Justice Peter Vallone Jr., on a 16-count indictment charging them with sex trafficking, second-, third- and fourth-degree promoting prostitution, third-degree assault and sex trafficking of a child. Justice Vallone Jr. remanded Picard and set bail for Jean-Bart and Burrowes at $750,000 bond or $500,000 cash each. Justice Vallone Jr. ordered the defendants to return to court on July 22, 2019. to 25 years in prison. According to the charges, the victim met defendant Picard through a mutual friend in May of 2018. Shortly thereafter, Picard allegedly forced the then-26-yearold woman – along with a 17-yearold girl - to engage in prostitution.
Picard posted pictures and advertisements of the victims online and allegedly set their price for sex. Picard then told the woman that she would be paid a percentage of the proceeds. Instead, Picard pocketed all of the earnings and transported the victims to ho-
tels in Queens and in neighboring states to prostitute themselves. According to the charges, when the 26-year-old informed Picard that she no longer wanted to work for him, the defendant became enraged and allegedly repeatedly struck her multiple
times. In October of 2018, while staying at the JFK Inn, the defendant allegedly punched the victim in the face and threatened to kill her if she did not continue prostituting herself. Picard even supplied the woman with alcohol and drugs and allegedly stole her identification to force her compliance. In February, while working for Picard, the victim arranged a sex date with defendant Burrowes. Shortly after, the victim stopped working for Picard and began working for Burrowes, who also beat and allegedly stole the money made from prostitution. Burrowes, with the help of defendant Jean-Bart— who served as a driver—transported the woman to numerous prostitution dates at hotels in Queens. The woman later escaped from Burrowes in March, a month after she began working for him. “Prostitution is not a victimless crime,” Ryan said. “The victims in this case were physically coerced to engage in illicit sex acts for money. North Carolina Man Convicted in 2015 Shooting Death of Former Friend By Forum Staff A jury has found a North Carolina man guilty of murder in the 2015 shooting death of his former friend, who was gunned down shortly after a baby shower at the Rochdale Village apartment complex in Springfield Gardens, Acting Queens District Attorney John M. Ryan announced on Thursday. Following a nearly two-week trial, a jury convicted Brian White, 42, of seconddegree murder and second-degree criminal possession of a weapon. Queens Supreme Court Justice Ushir Pandit-Durant, who presided at trial, set sentencing for July 15, at which time White faces up to 25 years to life prison, Ryan noted. According to trial testimony, on June 28, 2015, at approximately 10 p.m., surveillance video footage captures White and his brother walking alongside one of the apartment buildings in the Rochdale Village complex. The men disappear from camera view and then moments later numerous people can be seen running from the area—a pathway where the victim, Robert Dejesus, was shot multiple times in the head and body. was attending a baby shower for a relative in the apartment complex, Ryan said. According to trial testimony, a witness who knew both the victim and the defendant observed the men argue before White pulled out a gun and shot the victim as he turned to run. DeJesus fell to the ground and the defendant then shot him several
more times. Continuing, according to trial records, at approximately 10 p.m., 10 minutes after the shooting, White is seen re-entering one of the buildings in the complex and taking the elevator to a floor where he rented a room. Surveillance cameras also show the defendant emerging from the apartment
where he was staying wearing a different set of clothes as he exits the building. A short time after the shooting, the defendant left New York and relocated to Raleigh, N.C. Acting DA Ryan added that, according to trial testimony, White was seeking revenge for an incident in 2013 in which the victim had stabbed White in the leg. After the stabbing, White had told several mutual friends that he was going to kill DeJesus. Furthermore, said the district dttorney, according to trial testimony, shortly after the shooting, police identified White as a person of interest, but it wasn’t until October 2015 when an anonymous tip led to his arrest. “A joyous occasion turned into violence and bloodshed when the defendant shot and killed his former friend after a baby shower in Queens,” Ryan added. “The defendant and the victim had a violent altercation 18 months before the deadly encounter in June of 2015. This kind of senseless gun violence will not be tolerated in our neighborhoods. The defendant has now been tried again and convicted and faces spending the rest of his life behind bars.”

Cusenza Days after the U.S. Supreme Court ruled that the Trump administration failed to provide a sufficient reason for adding a citizenship question to the 2020 Census, the Department of Commerce Tuesday announced that the Census Bureau has begun to print the decennial survey without the controversial query. “I respect the Supreme Court but strongly disagree with its ruling regarding my decision to reinstate a citizenship question on the 2020 Census,” Commerce Secretary Wilbur Ross said in a statement to Fox News. “The Census Bureau has started the process of printing the decennial questionnaires without the question. My focus and that of the bureau and the entire department is to conduct a complete and accurate census.” Census statistics are critically important as they are used to calculate federal resources and determine governmental representation. Many elected officials representing New York communities have been consistently blistering President Trump and his administration regarding the question that would have asked respondents if they are U.S. citizens. Back in March 2018, U.S. Rep. Grace Meng (D-Flushing), one of the most vocal critics of the question, blasted Trump and Ross, calling their decision “deeply troubling and reckless.” On Tuesday, Meng called the decision to nix the inquiry “a huge victory,” but also warned supporters that this is no time for rest. “We must now do all we can to ensure a complete and accurate census count. There must be as much outreach as possible, and it must be done as early as possible, to help ensure that everybody knows the importance of participating in the census,” she said. “I cannot stress enough how critical it
is for everyone to fill out the census. It is vital, and the importance of having accurate and reliable census data is something that cannot be overstated. There are no doovers with the census; a mistake is a 10-year mistake.” State Attorney General Tish James, whose office led a multi-state lawsuit challenging the addition of the citizenship question to the 2020 Census, characterized Tuesday’s news a win “for New York State, for America, and for every single person in this nation.” “While the Trump administration may have attempted to politicize the census and punish cities and states across the nation, justice prevailed, and the census will continue to remain a tool for obtaining an accurate count of our population,” James added. In another census development, Meng on Thursday sent a letter to Attorney General William Barr urging him to investigate Ross for possible crimes related to making false statements with respect to documents required by law to be submitted to Congress. “Secretary Ross lied to me during a House hearing last year when I asked him if he had spoken with anyone in the White House about adding a citizenship question to the 2020 Census and now the Supreme Court recognizes that he included the question under false pretenses,” Meng wrote. “After Secretary Ross falsely told me that he was not aware of any discussions, court documents later revealed that he had actually spoken with then-Chief Strategist Steve Bannon, contradicting his statement to me.” Meng indicated that she sent the missive to Barr following the Supreme Court’s decision on the question in which Chief Justice John Roberts wrote that Ross’s explanation for including the qeury was “contrived.”

Kids need to have them on all the time. Keeping them under the seats may not allow enough time to get them if there is an accident. 3. Dehydration Disasters Suddenly you feel dizzy and lightheaded, and your mouth tastes like cotton. You're dehydrated -- meaning you haven't taken in enough fluids to replace those you've been sweating
out. This can happen any time of year, but it's much more common in the summer months. Heatstroke is the most severe form of dehydrationour skin gets hot, but you stopsweating. You may pass out, have hallucinations, or suffer seizures. Preventing this is the easiest fix in the world. Drink water constantly. For more serious dehydration cases, get the person inside, lie them down get them cool with cloths and icepacks. The most serious cases may require IV fluids at the ER. 4. Picnic Poisoning Food poisoning puts about 300,000 people in the hospital every year, hitting its peak in the summer months. You don't want diarrhea to be the souvenir of your family's annual summer picnic. Anything with mayonnaise, dairy or meat can produce nasty bacteria after a few hours away from refrigeration. Wash your hands as well as surfaces where you will be preparing. Wrap and separate raw meat from other foods you will be cooking and preparing. When cooking meat, use a meat thermometer. It can brown quickly on the outside but still be raw on the inside. Finally, keep everything refrigerated until the last possible moment, then packing everything in an insulated cooler. FAITH TALK The Declaration of Independence is actually a strong declaration of dependence upon Almighty God. Thomas Jefferson, at the insistence of Benjamin Franklin, inserted into his final draft the words, “with a firm reliance on the protection of Divine Providence.” King George of Britain had declared war because it was the only way he could see to deal with the “rebellion.” When the news arrived in America that his hired mercenaries were coming to fight, the colonists declared their independence. As they discussed the wording of the declaration, they also demonstrated their strong reliance upon God, adding the phrase “appealing to the Supreme Judge of the World for the rectitude of our intentions.” While the declaration was officially adopted on July 4, 1776, it was not signed until Aug. 2.
As the delegates were called, one by one, to sign, each man knew what he risked: to the British this was treason, and the penalty for treason was death by hanging. An awful silence filled the room, as one delegate after another signed what many at the time believed to be their own death warrants. Later, the delegate from Rhode Island, William Ellery, reported that he was not able to discern real fear on anyone’s face. Although many of the signers suffered greatly for their stance, in the end no one was hung for treason. For these men, this was more than a document. It was a covenant, a solemn, binding agreement. When they declared their dependence upon Almighty God, “with firm reliance on the protection of Divine Providence,” they fully expected God to keep His side of the covenant as they obeyed His Word. They were not disappointed.

Port Authority Cop Charged in Scheme that Funneled LaGuardia Impound Fees to Personal Bank Accounts vehicles. There is no charge if a vehicle is towed due to the driver being arrested or if the automobile was stored for less than 24 hours—yet 10 individuals did provide money orders and submitted them to McCabe. An examination of the defendant’s bank records allegedly showed those 10 money orders credited to McCabe’s personal bank accounts. “I would like to thank the Queens District Attorney’s Office for accepting our referral of this matter and their joint effort in investigating and prosecuting this case. The Port Authority IG commenced this investigation based upon a report from a Port Authority patron alleging possible theft of funds,” Nestor noted. “Working with the Port Authority Police Department, the IG fully uncovered McCabe’s alleged fraud scheme. During ths investigation, over 100 patrons were interviewed. Working with the Queens District Attorney, McCabe is now being prosecuted. The Port Authority IG remains committed to preventing any similar conduct pertaining to the Port Authority.” If convicted, McCabe faces up to 15 years in prison. “If the charges are proven true, the defendant does not deserve to wear a police officer’s badge,” Ryan said. “The defendant worked at LaGuardia Airport and in his capacity he collected fees from drivers who had their automobiles towed and stored. The officer, however, is accused of taking the required money orders and writing his own name on them and then depositing them into his personal bank accounts. This kind of underhanded thievery is unacceptable—especially from someone who has taken an oath to serve and protect the public.”
By Forum Staff A Port Authority Police Officer has been charged with allegedly bilking his employer out of tens of thousands of dollars in a scheme that diverted fees collected from owners of vehicles towed from LaGuardia Airport to his personal bank accounts, according to Acting Queens District Attorney John Ryan and Port Authority Inspector General Michael Nestor. Jeffrey McCabe, 48, of Suffolk County, was arraigned last week on a complaint charging him with second- and third-degree grand larceny, petit larceny, first-degree scheme to defraud, first-degree falsifying business records, and official misconduct. McCabe was released on his own recognizance. After 17 years with the PAPD, he resigned from the force last Wednesday. According to the charges, McCabe was assigned to the impound unit at LaGuardia Airport. His duties included handling the release of vehicles that had been towed from the airport grounds and stored by PAPD. Between April 2016 and November 2018, McCabe allegedly collected the required money orders from those retrieving a vehicle, but instead of following procedures, he allegedly stole more than $70,000 worth of money orders. According to the charges, a forensic analysis of McCabe’s bank records show that money orders—handwritten and payable to the defendant—were deposited into two separate accounts controlled by McCabe. Furthermore, according to the charges, McCabe also collected money orders valued at $100 to $200 from people who were not even required to pay fees for impounded

Cusenza The City Department of Buildings on Thursday launched a new, interactive map showing the addresses of 8,000 construction sites across the five boroughs where workers and supervisors are required—by law—to have site safety training. According to DOB, by entering the address of their workplace and seeing if it appears on the agency’s map, any construction worker or employer can find out instantly whether they or their site must have safety training. The map is one element of a sweeping measure aimed at increasing safety training requirements for construction workers that Mayor Bill de Blasio signed into law in October 2017. According to elected officials, the law outlines certain training and qualification requirements that the persons engaged in the construction and demolition of certain buildings must meet. The law: establishes site safety training requirements for workers at most construction sites (excluding sites that involve buildings with only one to three dwelling units or minor work); requires workers to undergo between 40-55 hours of safety training; allows workers to fulfill their training requirement by completing an alternative training program, such as an apprenticeship program, but only if DOB determines that that program is equivalent to, or more extensive than, the standard safety training requirements; and allows laborers to continue working while they complete training. After completing 10 hours of initial training, workers will be eligible for temporary cards that will authorize them to work on construction sites while they complete the rest of the required training.
Construction and demolition workers at the permitted work sites that are marked on the new map currently must have at least 10 hours of safety training, and will be required to have at least 30 hours of training by Dec. 1. These same workers will be required to obtain at least 40 hours of safety training once the law is fully phased in on Sept. 1, 2020. Additionally, as part of the law, the City Department of Small Business Services is developing a program to provide greater access to construction jobs through safety training, particularly for day laborers, employees of small businesses, and new entrants to the construction industry. According to DOB officials, the map is one component of the agency’s broader efforts to raise awareness about the new law’s training requirements and deadlines, to ensure that all construction workers and contractors are aware of the new rules. In addition to the map, DOB has also released a public service announcement campaign that includes TV, radio, print, and subway ads; performed direct outreach to workers at construction sites; and hosted public information sessions. “We’ve been saying for many years that rigorous safety training is the single most critical and effective way to protect the construction workforce,” said Gary LaBarbera, President of the Building & Construction Trades Council of Greater New York and member of the Site Safety Training Task Force. “This new tool will be very helpful for the industry as we need to assure that all worksites are safe.” For more information on DOB Site Safety Training, visit https://www1.nyc. gov/site/buildings/safety/sst-safety.page.
