All rates shown in the table apply to the Lincoln and Holland tunnels, the George Washington, Bayonne and Goethals bridges, and the Outerbridge Crossing. Tolls are collected entering New York. No tolls are collected entering New Jersey. All Port Authority crossings are cashless and no longer accept cash toll payments.

Peak Hours Weekdays: 6 - 10 a.m., 4 - 8 p.m.

Saturday and Sunday: 11 a.m. - 9 p.m.

Off-Peak Hours All Other Times Overnight Hours for Trucks Sundays-Thursdays, 10 p.m. until 6 a.m. the following morning.

All cashless tolling is convenient because drivers will no longer have to wait in long lines at a toll booth. Other benefits include: • Reduced travel times and no more stop & start traffic A savings of 200,000 hours a year • Enhanced safety An annual reduction in accidents by 7 to 10 percent

Following last year’s successful application period, Queens Borough President Donovan Richards Jr. is again accepting applications from qualified and civic-minded individuals interested in serving on their local community board.

Over the course of his administration, Borough President Richards has worked diligently to grow interest in community board membership and correct numerous demographic inequities around age, gender, background and more that have existed for years across Queens’ 14 community boards.

As with the Borough President’s prior three iterations, the 2024 community board application can be filled out online, ensuring prospective applicants can complete the process quickly and easily, as well as allowing for a more diverse applicant pool. The application requires neither notarization nor in-person delivery to the Queens Borough President’s Office.

“As we begin this year’s community board application process, my office is proud to continue the work of ensuring these boards look and feel like the diverse communities they serve. This means reaching residents from every corner of every neighborhood and expanding opportunities for those who want to make a difference in their home community,” Richards said. “I look forward to building on the progress we’ve made to diversify our boards over the last three years, and I strongly encourage anyone with an interest in public service to apply.”

Since 2021, the Queens Borough President’s Office received more than 2,700 applications to serve on a community board — the vast majority of which came from individuals who had not previously served on a board.

As detailed in the 2023 Community Board Demographic Report, there were significant achievements across the community board appointment process in 2023. In total, the Queens Borough President’s Office received 938 applications, which was only three applications short of 2021’s record-breaking total of 941.

The larger and more diverse applicant pools led to community board classes that were younger, more female and had greater percentages of members who identified as Latinx/Hispanic, African American, South Asian, East Asian/Pacific Islander, LGBTQIA+, and immigrant, among other characters.

There are 59 community boards citywide, including 14 in Queens, and each hold monthly full membership meetings. The boards play an important advisory role in considering land use and zoning matters in their respective districts under the City’s Uniformed Land Use Review Procedure, in addition to holding hearings and issuing recommendations about the City budget, municipal service delivery and numerous other matters that impact their communities.

All Queens community board members are appointed by the Queens Borough President, pursuant to the City Charter, with half of the appointments nominated by the City Councilmembers representing their respective Community Districts. Each board has up to 50 unsalaried members, with each member serving a two-year term.

All community board members who wish to continue serving on a board are required to reapply at the conclusion of their two-year term and are subject to review and reconsideration.

Medicaid Enrollment Requirement Poses Risks to State Financial Plan: DiNapoli

New York State Department of Health Medicaid Enrollment Reports

As a result of the continuous coverage requirement, New York Medicaid enrollment rose from 6.1 million in January 2020 to just over 8 million in June 2023, an increase of 31.5 percent.

By Forum Staff With federal legislation ending continuous Medicaid coverage in March 2023, New York State began the process of redetermining eligibility for every enrolled individual. An analysis by State Comptroller Tom DiNapoli found this “unwinding” may not meet projections in the Division of the Budget’s (DOB) Mid-Year Update to the Enacted Budget Financial Plan, adding costs to the state budget.

Prior to the pandemic, states were required to renew coverage for people with Medicaid at least once a year and to disenroll individuals who no longer qualified for coverage. Since early 2020, enrollees in New York Medicaid – as well as in the Child Health Plus and Essential Plan public health insurance programs – have not had to renew their coverage due to COVID-19 public health emergency continuous coverage requirements enacted by federal legislation. These requirements prevented states from terminating a person’s coverage, even if they no longer qualified. As a result, New York Medicaid enrollment rose from 6.1 million in January 2020 to just over 8 million in June 2023, an increase of 31.5%.

Federal legislation ended the continuous coverage requirements as of March 31, 2023, and required states to begin the process of redetermining eligibility for every individual enrolled in Medicaid, referred to by the federal government as the “unwinding,” over a 14-month period. The state began sending renewal notices in the early spring to Medicaid enrollees with June 30, 2023 coverage end dates, and is sending renewal notices monthly to groups of enrollees, based on their enrollment end dates, through May 31, 2024. Renewal notices include the deadline for enrollees to take action to renew their insurance or risk having a gap in coverage.

Since the Department of Health (DOH) began redetermining eligibility in the Medicaid program, enrollment has decreased by approximately 190,000 individuals (2.4%) – from a peak of 8 million in June 2023 to 7.8 million in August 2023. According to the DOH, approximately 82% of Medicaid enrollees are re-enrolling in Medicaid.

Enrollment projections included in DOB’s Mid-Year Update to the Enacted Budget Financial Plan for State Fiscal Year (SFY) 2023-24 reflect the anticipated impact of the unwinding process. This is projected to reduce the number of Medicaid enrollees to 6.9 million by April 2024 – a decrease of almost 888,000 enrollees within the SFY – and to 6.6 million by April 2025 and beyond.

Monthly Medicaid enrollment figures and re-enrollment rates to date suggest that the state may not meet current Financial Plan projections. DiNapoli estimates that the state could face nearly $1.5 billion in additional state share Medicaid costs in SFY 2023-24 as a result of higher-thananticipated enrollment levels.

This estimate is based on two risks.

First, assuming enrollment continues to decline at its current pace, it would reach 7,176,165 enrollees at the close of SFY 2023-24, 274,755 enrollees higher than DOB’s projection for the year. At a state share cost of $4,020 per enrollee, this would increase state share Medicaid spending by about $1.1 billion in SFY 2023-24.

The second risk relates to individuals who fail to renew their Medicaid coverage – referred to as “renewals outstanding” in DOH’s monthly Public Health Emergency unwinding reports - but ultimately re-establish Medicaid eligibility at a later date.

Through September, DOH’s monthly data indicate that 4.6% of each monthly cohort, on average, renews late.

One such device introduced by Abbott in 2017 was the FreeStyle Libre Glucose Monitoring System, a cutting edge device that uses a sensor placed on the upper arm allowing patients to trace their blood glucose levels throughout the day. Market executives expect that more patch pumps will hit the shelves over the next few years as well. Another innovative technology is the ability to electronically track patient data. Patients and health professionals can keep diaries and logs for insulin, diet, activity and blood glucose levels through the use of wireless glucose meters which

are compatible with their Smartphone’s.

Patients will be able to keep better records through the use of smart insulin pens that track time, date and insulin doses delivered. The role of pharmacists is expected to increase with the advent of these new technologies, helping patients navigate their way through a bevy of treatment options that can make their lives much more livable while providing safe, effective and cost conscious options for living with diabetes. In the future medical experts expect that their industry will advance toward what are known as closed loop systems or artificial pancreas systems whose goal is to copy the activity of a normal, healthy body. Technologists are working on non invasive ways to monitor glucose and Apple is included in the industry giants said to be working on this type of device, although no plans have been disclosed as of yet. AG Announces Settlement with NRA State Attorney General Letitia James recently announced that Joshua Powell, former National Rifle Association (NRA) executive director of Operations and chief of staff to recently resigned NRA Executive Vice President Wayne LaPierre, has reached a $100,000 agreement with her office.

Powell was one of five defendants in the lawsuit brought by the Office of the Attorney General (OAG) against the NRA and senior management in August 2020.

As part of the agreement, Powell has admitted to OAG's claims of wrongdoing in its lawsuit. The trial of the claims against the NRA and the remaining defendants began on Monday, Jan. 8.

“Joshua Powell’s admission of wrongdoing and Wayne LaPierre’s resignation confirm what we have alleged for years: the NRA and its senior leaders are financially corrupt,” James said.

Hochul Delivers 2024 State of the State Address: ‘Our New York, Our Future’

By Forum Staff Governor Kathy Hochul on Tuesday delivered the 2024 State of the State Address and released her “Our New York, Our Future” agenda.

The State of the State includes 204 initiatives to make New York more affordable, more livable and safer, Hochul said.

“The State of New York is stronger, healthier, safer and more affordable than it was two years ago when I became Governor, but there is more work to do,” Hochul said.

“Every proposal announced today serves to improve our state and ensure our communities are not just surviving, but that they are thriving. Our New York is our future, and the future is brighter than ever.”

Since Hochul took office two years ago, shootings and murders have declined by double digits. To build on that progress, Hochul proposes: • Cracking down on retail theft with a dedicated State Police “Smash and Grab” unit and an interagency Joint Operation on retail theft • New initiatives from Office of Gun Violence Prevention to continue progress in fight against gun violence • Providing new funding and tools to prosecutors to hold domestic abusers accountable • Allowing additional crimes, such as graffiti and arson, to be prosecuted as hate crimes • New legislation to crack down on illicit cannabis storefronts that undermine public health and disturb communities Treating Serious Mental Illness That Threatens Public Safety Decades of disinvestment in mental health are having a devastating effect on our State, and as a result too many vulnerable New Yorkers are slipping through the cracks.

In the 2024 State of the State, Hochul is proposing: • Offering direct admission to high achieving students from the top 10 percent of New York high school classes to SUNY and CUNY campuses • New legislation requiring school districts to ensure every high school senior completes the FAFSA • Ensuring eligible students take advantage of SNAP benefits to address food insecurity among college students • Boosting college student voter participation by having SUNY and CUNY provide information about voter registration in various campus information packets

Adams, Hochul Announce Floating Pool Coming To City Waters

By Forum Staff Mayor Eric Adams and Gov. Kathy Hochul on Friday announced a first-ofits-kind floating swimming pool in city waters — expanding swimming access and addressing equity gaps for city residents as extreme heat events rise. Adams and Hochul announced that the city and state will jointly fund a +Pool — a water-filtering, floating, portable pool that will offer New Yorkers a new space to swim in the waters surrounding New York City.

“When we came into office two years ago, we had a mission: Protect public safety, revitalize the economy, and make this city more livable for hardworking New Yorkers. Every day, we are delivering on this vision for New Yorkers, including by investing in our children’s safety with new swimming infrastructure,” said Adams. “I’m proud to partner with Governor Hochul to bring the +Pool, a unique and innovative swimming pool, to New York City — expanding access to swimming for all New Yorkers.”

The +Pool will be tested in the summer of 2024 and, after fulfilling all health and safety requirements, is scheduled to be opened to the public next year. To help ensure floating pools meet all appropriate public health standards, the New York

State Department of Health is releasing new guidance covering this new category of swimming pools.

“Whether you are a young person taking swimming lessons or an older adult enjoying recreational time cooling off in the water, increased swimming access is a benefit to all New Yorkers,” said Deputy Mayor for Health and Human Services Anne Williams-Isom. “We are hopeful that this

unique project will ultimately result in expanded access to swimming, help address equity access gaps, and show how a strong city-state partnership can benefit the community and the environment.”

expanding our cooling efforts as well as our aquatic footprint, using our waterways for double duty — fun and safety. We’re just getting started.”

Friday’s announcement builds on the city’s work to expand access to swimming pools across New York City, including $147 million for a new recreation center with an indoor pool at Roy Wilkins Park in St. Albans.

Arverne Man Sentenced to 9 Years in Prison for Attack on Friend, Contracting to Kill him before he Testified

By Forum Staff Queens District Attorney Melinda Katz announced that Mark Douglas was sentenced on Tuesday to nine years in prison for brutally assaulting a longtime friend with whom he argued at a birthday party and then agreeing to pay $5,000 to have him killed before testifying to the attack, which left the victim needing more than 100 stitches to his face. The hitman Douglas thought he was contracting for the murder was an undercover officer.

Douglas, of Beach Channel Drive in Arverne, pleaded guilty in November to charges of conspiracy in the second degree, bribing a witness, tampering with a witness in the

fourth degree, assault in the first and second degrees, and criminal possession of a weapon in the fourth degree. Queens Supreme Court Justice John Zoll on Tuesday sentenced him to serve nine years in prison to be followed by five years’ post-release supervision.

According to the charges: On May 16, 2021, at approximately 4 a.m., Douglas was at home, where he got into a dispute with a 43-year-old man, a longtime friend who was there to celebrate Douglas’ birthday.

The friend left. Douglas approached him outside and attacked him from behind with a glass bottle that he had picked up from the street and broken.

Douglas was arrested on May 25, 2021, and indicted on charges of assault in the first degree and second degrees and criminal possession of a weapon in the fourth degree. The victim was the main witness scheduled to testify against Douglas at trial.

During the following winter, Douglas put out word that he wanted to have the victim killed.

An investigation was launched. Members of the District Attorney’s Violent Criminal Enterprise Bureau and Felony Trial Bureau worked with the NYPD’s Intelligence Bureau to set up a sting operation.

During the spring and summer of 2022, Douglas spoke several times on the phone

with undercover officers posing as hitmen.

In August 2022, Douglas met with one in person and agreed to pay $5,000 to have his former friend killed.

Douglas provided the undercover officer with detailed personal information about the witness, including his photo and address.

On Sept. 7, 2022, Douglas was arrested on new charges, including conspiracy and bribing a witness.

NYC Service in-Kind Donation Program Reaches Nearly 14,000 Youth

By October of this year, businesses quickly fulfilled the 6,280 letters submitted by youth

in need and served by ACS, DHS, NYCPS, ENDGBV, and HRA .

Organized groups played a significant role in galvanizing networks to donate items to youth served through the Secret Snowflake initiative. Mayor’s Office employees, as well as staff from other City agencies, contributed donations to the program as part of the annual Mayor’s Office winter donation drive. The Mayor’s Office of International Affairs, a long-time partner in supporting the in-kind donation program, organized 179 donations from the diplomatic community. For the second year in a row, the NYC Service Secret Snowflake program has coordinated a record number of volunteers to donate to approximately 13,969 young people – the most youth served in the 15-year history of the donation program and almost three times as many youth served compared to 2022.

The Secret Snowflake program, which began organizing efforts to donate individualized items for youth in need in August 2023, on Thursday marked the close of the winter in-kind donation initiative with a final distribution to youth and their families seeking asylum at a shelter in midtown.

Bulk donations and cash donations this year helped expand the reach of youth served through Secret Snowflake. Books are Magic and Greenlight Bookstore, both located in Brooklyn, together engaged customers to donate a combined 679 books in both English and Spanish for youth in HERRCs, and 1,022 books for youth served by ACS. Huron Consulting Group received a grant to secure donations for 2,985 youth seeking asylum at HERRCs. The Henry Chang Foundation, a foundation comprised of DCAS employees that was created to honor a former DCAS stationary engineer who passed in the line of duty, helped secure donations for more than 1,380 youth in shelter with a contribution to the Secret Snowflake initiative.

“I often say that if New Yorkers committed themselves to one hour of service a week, the results would be transformative,” said Mayor Eric Adams. “Everyone who participated in Secret Snowflake has made a tremendous difference in young New Yorkers’ lives through a small act of kindness, and I’m grateful for that.”

Administration for Children’s Services Announces Key Findings from Annual Survey

By Forum Staff The City Administration for Children’s Services (ACS) released key findings from its annual “ACS Prevention Family Experience Survey,” showing strong satisfaction with services.

Approximately 94 percent of survey participants reported being happy with the services their families were receiving through ACS contracted providers. Additionally, 91 percent of survey participants reported that they would go to their prevention provider for help in the future.

ACS’s prevention services are designed to support families to overcome barriers they may face that ultimately help keep their children safely at home and in their communities. Through a network of communitybased providers across NYC, over 15,000 families and 31,000 children receive prevention services each year. Survey participants reported receiving services like family counseling, mental health counseling, and support with their children’s education and/or daycare. ACS’s prevention services continuum also includes domestic violence services,

as well as support in accessing more concrete resources like clothing, food, furniture, and government services like SSI and SNAP. ACS’s nationally recognized continuum of prevention services has safely reduced the use of foster care placements. There were over 20,000 New York City children in foster care

20 years ago, and nearly 12,000 a decade ago.

Today, there are fewer than 6,500 New York City children in foster care – a historic low.

Additionally, each year, as fewer children enter foster care, families that participate in prevention services continue to have strong results. More specifically, among families with the greatest level of need, children were far less likely to experience maltreatment or a foster care placement if they participated in prevention services. Families that completed child welfare prevention in 2021 were half as likely to have an indicated investigation within one year, compared to families that were referred to prevention but did not participate.

In collaboration with provider agencies, the annual “ACS Prevention Family Experience Survey” was offered to families receiving prevention services. included questions about household demographics, the type and quality of services received, interactions with case planners, and suggestions for improvements. Findings from the survey will continue to inform further program and practice improvements.

• The vast majority of survey participants were satisfied with the quality of services they received. For example, 94 percent of participants agree that they are happy with the prevention services their families received; 93 percent of participants agree services are helping them achieve their goals; 91 percent of survey participants agree that they would go to their prevention provider for help in the future; and 90 percent of participants agree that they would recommend services to a friend and/or family member.

• A large majority of survey participants (90 percent) said the referral to prevention services from ACS was helpful for their families. The continuum of prevention services programs aims to meet the varying needs of families. Families can expect services to be free, trauma informed, and culturally responsive while also having flexible hours to accommodate families’ schedules.
