Hochul Announces Plans for Major New Expansion of Transit Service in Queens and Brooklyn

Kathy Hochul recently announced plans to move forward with the Interborough Express, an historic project that would use the existing right of way of the Long Island Rail Road owned Bay Ridge Bridge to connect transit deserts in Queens and Brooklyn.

Hochul is directing the Metropolitan Transportation Authority to immediately begin the environmental review process for the project, the first step in building this major infrastructure investment that would connect communities in Queens and Brooklyn to as many as 17 subway lines and the LIRR. The plan would use the existing right of way of the Bay Ridge Branch, which is a freight rail line that runs through Brooklyn and Queens, connecting the ethnically and economically diverse neighborhoods of: Ridgewood, Middle Village, Maspeth, Elmhurst, Jackson Heights, Sunset Park, Borough Park, Kensington, Midwood, Flatbush, Flatlands, New Lots, Brownsville, East New York, and Bushwick, with several new stations in communities not currently served by rail transit.

residents and 260,000 jobs, and with growth expected by at least 41,000 people and 15,000 jobs in the next 25 years. For many residents along this corridor, crossing from neighborhood to neighborhood is slow and tedious because existing subway lines are oriented towards Manhattan, even as many new work opportunities, schools, and services are located in the outer boroughs. The project would provide critical mobility, creating better links for travel to and from Manhattan as well as key connections among neighbor-

hoods, across boroughs, and opening up new opportunities for reverse commuting into Nassau and Suffolk Counties.

Each day, more than 100,000 commuters make daily trips within or across Brooklyn and Queens, often relying on buses that get caught in traffic along a tangled and crowded street network. Results from this historic and necessary step could lead to a new service that would provide endto-end travel time of less than 40 minutes, although most trips would be along shorter

segments of the line. This would provide significant time savings for interborough Brooklyn and Queens trips compared with existing transit options.

In addition to transit service, the existing Bay Ridge Branch corridor can service cross harbor rail freight and would dramatically reduce truck congestion regionally and expand goods movement facilities, thereby fortifying supply chains still struggling to recover from the pandemic. Transportation planners believe that cross harbor rail freight and passenger service on the Interborough Express can work together in concert, which could be a game-changer for the region. To that end Governor Hochul is also directing the Port Authority to complete environmental review for the Cross Harbor Rail Freight Tunnel.

“While details are still forthcoming, I commend Gov. Hochul for making improved outerborough connectivity a central theme of her State of the State address,” Queens Borough President Donovan Richards, Jr. said. “By transforming the existing freight line running between Bay Ridge and Jackson Heights into a public transit option, we can connect thousands of Queens and Brooklyn families to new employment opportunities in each borough, while dramatically cutting commute times in the process. I look forward to working with Governor Hochul to make this plan a reality in the coming years.”

Addabbo Applauds NY’s Historic First Weekend of Mobile Sports Betting

By Forum Staff Mobile sports betting arrived in New York State Saturday with four licensed operators officially approved to take bets.

And New Yorkers were ready to place their bets, because according to the Managing Director of Gaming at GeoComply, while official numbers are not yet available, GeoComply’s geolocation numbers show that there were 17.2 million geolocation transactions (bets, deposits and withdrawals) made in New York over the weekend.

GeoComply is a company that provides location services to sportsbooks to ensure that a bettor is in a state where mobile betting is legal.

According to State Sen. Joe Addabbo, Jr. (D-Howard Beach), chairman of the Senate Committee on Racing, Gaming and Wagering, the five boroughs accounted for more than eight million of those transactions, eclipsing the totals of neighboring states like New Jersey and Pennsylvania. In a single day over its initial weekend, New York generated $3.7 million in tax revenue, which is more than it made in two years during its in-person sports betting business. This made New York the top state for mobile sports betting on the very first day of the program’s launch. As a matter of fact,

For residents that are interested in betting on their sports, the rollout of mobile sports betting in the Empire State means that they can safely and securely bet on sporting contests from the comfort of their own homes and communities. Previously,

these individuals either had travel to neighboring states that allowed mobile sports betting or head to the illegal market.

“Studies have shown that nearly 25 percent of New Jersey’s mobile sports betting revenue in previous years came from New Yorkers crossing the border into Jersey to place their wagers,” Addabbo explained.

“We hope that with mobile sports betting

now legal in New York that those bettors will remain here safely and bet in their own state. Additionally, we can now help them if they have an addiction, because we can regulate and monitor their accounts.”

Addabbo noted how this new form of entertainment could benefit New Yorkers, even if they never place a bet. By legalizing mobile sports betting, New York State is expected to bring in hundreds of millions of dollars annually in new tax revenue.

Most of that money is earmarked for educational funds, meaning millions will be going to benefit New York’s school children. On the average, the gaming industry in New York is responsible for approximately $3 billion for education each year, in addition to thousands of credible jobs.

Additional tax revenues means that the state will be significantly aided financially during these times of economic distress caused by the COVID pandemic. Money has also been set aside to further fund important gaming addiction programs as well as youth sports programs — $6 million and $5 million each year, respectively.

Addabbo emphasized that in the state’s mobile sports betting, there are roughly a dozen safeguards and measures, including caps on an individual’s account, to protect against problem gaming.

How to Help City Help Bronx Fire Victims

By Michael V. Cusenza Mayor Eric Adams and the Mayor’s Fund to Advance New York City on Monday announced the launch of the Bronx Fire Relief Fund to support those affected by the recent apartment building fire in the Bronx.

Addabbo Highlights 2022 Laws

Senator Addabbo noted that new laws set to start this year can have an impact on people’s everyday lives, from how they take home food from a restaurant, to voting and helping to stop spam robocalls.

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) on Friday highlighted several new laws that will go into effect this year.

These include: • In 2022, two new laws are aimed at making it more difficult for scammers to make automated robocalls to New Yorkers. One of the laws requires telecommunications companies in New York State to proactively block calls that are likely illegitimate. That would include calls from “spoofed” phone numbers that cannot or do not make outgoing calls. A second bill targeting robocalls requires phone providers to use a new type of call authentication system, using cryptography to validate that a call is really coming from the number shown on caller ID displays.

• A bill signed into law on Dec. 23, 2021 will establish a new 988 emergency phone line in New York State to be used alongside 911 as a suicide prevention and mental health crisis hotline system. Users will be able to call or text 988 when experiencing a mental health or substance abuse crisis.

• Restaurants are no longer able to use polystyrene containers for take-out or give them to customers so they can take home their leftovers.

• A new law will criminalize the sale of anonymous “ghost guns,” a term used to describe guns that don’t have serial numbers and are put together in pieces. This lack of identifying information makes it difficult for law enforcement to trace these ghost guns when they are used to commit crimes.

• In 2022 New York will begin installing speed cameras along highway work zones under a pilot program that will issue automatic speeding tickets to violators. The cameras will take photos of license plates on vehicles exceeding the speed limit in work zones. Tickets will then be mailed to the vehicle owner. A first offense carries a fine of $50, a second ticket within 18 months is $75, and three or more tickets will result in fines of $100. The state will gather data on how much money the cameras save on labor costs compared to using police for speeding enforcement.

• Two bills signed into law by Gov. Kathy Hochul will increase the number of early voting sites in New York and require faster counting of absentee ballots cast in an election.

• Private sector businesses in New York will have to offer their employees retirement savings plans starting in 2022.

Business owners that don’t already provide their employees with a retirement plan will be required to enroll workers in the state’s Secure Choice Savings Plan. The plan automatically makes payroll deductions into an individual retirement account, or IRA. Employees will be able to opt out of the program at any time.

• By the end of 2021, municipalities had to decide whether they were going to allow recreational marijuana to be sold. Opting out of allowing marijuana to be sold also means those municipalities are also opting out of tax revenue.

“There are some big changes for the state that we hope will have a positive impact on our residents, businesses, and the environment,” Addabbo added.

The most common form of this disease is primary open-angle glaucoma, which is especially dangerous because it has no symptoms except gradual vision loss. For this reason it is imperative that you do yearly comprehensive eye exams so that vision changes can be detected and moni¬tored.

Acute-angle closure glaucoma, is a medical emergency. If you experience any of the following symptoms, you should see your doctor immediately: Severe eye pain accompanied by nau¬sea, vomiting, redness in the eye, sudden vision disturbances including blurred vi¬sion, and or seeing colored rings around lights.

Glaucoma can be caused by fluid buildup in the channels of your iris or cornea.

Normally, a clear fluid, known as aqueous

humor, passes through these channels and fills the front part of the eye. If however, there is a blockage or partial obstruction, the pressure in your eye may increase. This can lead to damage of the optic nerve and loss of sight.

While glaucoma is the second lead¬ing cause of blindness in the world, no one knows what causes the increase of pressure (IOP) in the eyes. IOP can be caused by dilating eye drops, medications like corticosteroids, high blood pressure or reduced blood flow to the optic nerve. People 60 and over are at increased risk and for AfricanAmericans the risk grows after 40. Patients with diabetes and high blood pressure and heart disease also have an increased risk of developing glaucoma.

Rockaway Man Charged with Trump Death Threat

long list of alleged Welnicki phone calls was one on or about Jan. 4, 2021, during which he called the Secret Service’s Long Island Resident Office and left two voicemail messages. In each voicemail message, he threatened to kill Trump as well as 12 unnamed representatives and/or senators that he stated he believed “back[ed]” Trump. Welnicki further claimed that there was a $350,000 reward out to kill Trump and the 12 unidentified members of Congress who assisted Trump. In the first voicemail, Welnicki allegedly said, “I am going to do anything I can to take out [Trump]. Oh yeah that’s a threat, come and arrest me. I will do anything I can to take out [Trump] and his 12 monkeys…

If I had the opportunity to do it in Manhattan that would be awesome… Tomorrow [Trump] will be in Georgia, maybe I will.” In the second voicemail, Welnicki allegedly said that he would aid and abet anyone that would shoot Trump and any of the 12 unidentified members of Congress. He then said, “I’m going to Georgia tomorrow, I think [Trump] is going to be there… ”

The U.S. Secret Service has arrested a Rockaway Beach man for allegedly threatening to kill former President Donald Trump, federal prosecutors announced Monday.

Thomas Welnicki, 72, was arraigned on Monday in federal court in Brooklyn on a criminal complaint charging him with threatening to kill the 45th U.S. president.

Hochul Delivers Ambitious State of the State Address

By Michael V. Cusenza Outlining what she called “a new era” for NY, Gov. Kathy Hochul recently delivered an ambitious State of the State address.

“As the first woman to present a State of the State address in New York, I want to make it clear I am not just here to make history—I am here to make a difference,” Hochul said in the Assembly.

The governor’s plan features nine key components: rebuilding the healthcare economy; protecting public safety and addressing gun violence; investing in New York's people; investing in New York's communities; making New York's housing system more affordable, equitable, and stable; making New York a national leader in climate action and green jobs; rebuilding New York's teacher workforce and reimagining higher education; advancing New York's place as a national equity model; and making critical reforms to restore New Yorkers' faith in their government.

Hochul’s New Era for New York Agenda: Rebuild the Healthcare Economy to Provide Care for More New Yorkers Over the next five years, Hochul's plan will rebuild and grow the healthcare workforce by 20 percent, according to the administration. $10 billion will be invested in the state's healthcare sector, including more than $4 billion to support wages and bonuses for healthcare workers. Additionally, this plan will improve the career pipeline, expand access to healthcare training and education, recruit care workers to underserved areas, and strengthen home care.

Protect Public Safety and Take Strong Action against Gun Violence This public safety initiative will provide state and local law enforcement with tools necessary to keep New Yorkers safe from gun violence. Hochul’s proposed plan will invest in public safety and fund state and local policing gun safety efforts, create the Interstate Gun Tracing Consortium, and triple investment in community-based gun violence response.

Invest in New York’s People Hochul's plan will accelerate the phase-in of $1.2 billion in middle class tax cuts for 6 million New Yorkers by two years - to 2023 - and establish a $1 billion property tax rebate program to put money back into the pockets of more than 2 million New Yorkers who have had to endure rising costs as the pandemic has progressed. The Governor will also deliver a tax rebate for 2 million New York families and increase existing tax credits and create new ones to support food production. Hochul's efforts will also bring about $100 million in tax relief for 195,000 small businesses across New York State she said.

Hochul's seven-pronged initiative will overhaul workforce development to focus on regional needs, expand access to new careers and career services, and recruit the next generation of New York's labor force. As part of this plan, the governor said she will create the Office of Workforce and Economic Development, help New Yorkers move between education and careers, expand access to apprenticeships, recruit the next generation of public servants, expand the state's technology talent pipeline, make New York a model for the employment of workers with disabilities, and protect and strengthen worker's rights.

Hochul promised to implement a comprehensive five-year housing plan, a $25 billion effort to create and preserve 100,000 affordable homes, including 10,000 homes with support services for vulnerable populations. To increase access and affordability in New York’s housing market, Hochul will also take major steps to construct new housing and increase density in appropriate urban areas. These steps include permitting accessory dwelling units in single-family neighborhoods, kick-starting transit-oriented development, giving New York City the authority to encourage densification, and easing restrictions on converting hotels and offices to housing.

of small businesses of the future, small business tax credits for businesses that took on COVIDrelated expenses, seed funding to establish new businesses, provide flexible grants to early-stage small businesses, expand small business lending, and help small businesses secure contracts, she said. The governor said she also plans to propose legislation to permanently allow the sale of to-go drinks in bars and restaurants.

The COVID-19 pandemic exposed how inaccessible and unreliable broadband connection was for many New Yorkers, who suddenly were forced to live their lives through the internet. It is essential that all New Yorkers have equitable access to the internet, as marginalized communities are most affected by this lack of broadband access. The $1 billion ConnectALL initiative will deliver affordable broadband to millions of New Yorkers and transform the state's digital infrastructure through new investments.

Make New York’s Housing System More Affordable, Equitable, and Stable Our housing system is riddled with systemic inequalities that need to be addressed. Hochul's said housing plan will tackle these and use public funding to expand opportunity for all. Initiatives to expand housing include utilizing Safe Options Support teams of trained mental health practitioners that will assist in transitioning individuals living on the street into stable housing, ending the 421-a tax abatement and establishing a new, more effective program, improving housing access for renters with criminal records or negative credit history, creating an eviction prevention legal assistance program, and creating a permanent disaster recovery and resiliency unit for home rebuilding.

homes and up to 1 million electrification-ready homes is anchored by a series of legislative and policy actions. These include requiring zero onsite greenhouse gas emissions for new construction no later than 2027, providing the training programs necessary to ensure that the state has a skilled workforce to deliver these services, establishing a dedicated green electrification fund and electrifying low-income homes through the housing capital plan, among others.

Hochul announced plans to invest in offshore wind infrastructure, procure enough wind energy to power at least 1.5 million homes, initiate planning for an offshore wind transmission network, and launch the offshore wind Master Plan 2.0 Deep Water. This will ensure that the state has the strongest offshore wind energy market along the Eastern Seaboard. Hochul said that her plan for offshore wind will support more than 6,800 jobs, a combined economic impact of $12.1 billion statewide, and more than 4.3 gigawatts of energy, enough to power nearly 3 million homes in New York.

Rebuild New York’s School System and Reimagine Higher Education To rebuild New York's teacher workforce, Governor Hochul plans to emphasize recruiting and retaining teachers throughout the state.

The Governor will also take action to accelerate the teacher certification process and increase funding for K-12 education. This plan also includes providing incentives to attract teachers and school workers, providing learning and mental health grants, creating a state teacher residency program, and upskilling teacher support workers to earn their certifications.

Increase Access to Childcare for 100,000 Families and Invest $75 Million in Wages for Childcare Workers.

Affordable childcare is essential to give children the best possible chance at success while providing parents the ability to participate in the workforce. While Hochul said she believes that the federal government must pass Build Back Better to expand childcare coverage for New York families, if they do not she will propose an expansion of access to childcare. This would impact 100,000 families across New York by increasing eligibility from 200 percent of the federal poverty line to 225 percent. The Governor's plan also includes a $75 million in better pay for childcare workers.

The governor said she will also propose legislation to impose a ban on earned outside income for the same statewide elected officials, with an exception for academic positions that must receive ethics board approval.

Hochul noted that she plans to introduce legislation to repeal and replace the Joint Commission on Public Ethics with an ethics entity that is truly independent and transparent. This entity will be subject to Freedom of Information Law requests and the Open Meeting Laws, increasing and improving transparency, she pledged.

This plan will also ban outside communications so that members of the entity will be prohibited from participating in ex-parte communications regarding any potential or ongoing investigation.

Pols Urge President to Expand Access to COVID Rapid Testing

By Forum Staff More than 40 members of the House and Senate in sending a letter to President Joe Biden on Sunday, calling on his administration to build on its current efforts to expand access to COVID-19 testing by substantially increasing the supply of rapid tests and removing financial and logistical barriers to access for the duration of the pandemic, Rep. Grace Meng (D-Flushing), one of the missive’s signatories, announced Monday.

These measures would ensure the United States is mobilizing a more comprehensive public health response as the country enters a new phase of the pandemic, and that rapid testing—one of the most effective tools the federal government has at its disposal—is free, accessible, and convenient for all.

“The rapid spread of the Omicron variant over the past weeks suggests that Americans are in a dramatically more vulnerable position than we had anticipated being just last month. There is no time to waste, and widespread and affordable access to rapid tests will be an integral part of our country’s public health response to the Omicron variant and through the duration of the pandemic,” the lawmakers wrote in the letter.

Specifically, the letter calls for the administration to:

• Manufacture enough tests that every American could take at least one rapid test per week. Many public health experts recommend regular surveillance testing— some as frequently as two times per week. If the U.S. were to adopt similar recommendations, it would need approximately 2.3 billion tests per month—several times the 500 million the administration has committed to purchasing and distributing for free.

• Ensure home test delivery is accessible to all. The administration announced

plans to set up a website where individuals can order free COVID-19 rapid tests delivered to their homes. While this is a critical step, the administration should develop additional methods, such as a national hotline number, so those without reliable access to broadband internet can participate, the pols noted.

• Make regular testing more convenient by meeting individuals where they already are. To ensure individuals are testing regularly to keep themselves, their families, and their communities safe, the administration should work to make free rapid tests widely available in pharmacies, grocery stores, post offices local businesses, and other public locations that people frequent in their dayto-day lives.

• Make it easier for private health plan enrollees to be reimbursed for overthe-counter tests. While the administration’s new requirements that insurers reimburse individuals for at-home tests are critical, at-home kits cost approximately $14 to $34 and the reimbursement process can be time-consuming, which together may dissuade individuals or families who are struggling financially from purchasing these tests. The administration should take these hurdles into consideration as they draft their upco­ming guidance.

Infants Should Never Sleep with Blankets or in Beds, Even in Cold Weather: ACS

By Forum Staff There is serious danger associated with babies less than a year-old sleeping with parents in adult beds, or sleeping with blankets or quilts, which can create a risk of suffocation, the City Administration for Children’s Services reminded parents and caregivers Tuesday.

To keep babies warm and safe, parents and caregivers are urged to dress babies in an extra layer of infant clothing or in a wearable blanket, such as a sleep sack, officials said.

Parents should also remember the following five things during the winter weather: • Avoid bringing the baby into bed with you, even if you think it will keep the baby warmer. A baby must never sleep in an adult bed, on a couch or on a chair with anyone. Babies may suffocate if another person accidently rolls on top of them or covers their nose and mouth.

• Keep soft objects, loose bedding, or any other items that could increase the risk of suffocation out of the baby’s sleep area.

• When worried about a baby getting cold, dress them in a wearable blanket, such as a sleep sack, or in another layer of infant clothing.

• Place babies on their backs to sleep. Babies breathe better on their backs than on their stomachs or sides.

• Put babies to sleep on a flat, firm sleep surface with a fitted sheet made for that specific product. Though it might seem more comfortable to put a pillow on top of the mattress, babies may suffocate on the soft surface.

Every year about 40 or more babies across the five boroughs die from suffocation and other preventable sleep-related injuries. A sleep-related injury death is the sudden death of an infant less than 1 year old that occurs because of where and/ or how they were placed to sleep. Sleeprelated infant injury death is not the same as SIDS (Sudden Infant Death Syndrome) or “crib death.” SIDS is the natural death of a baby that cannot be explained after a careful medical review of the case. Unlike SIDS, sleep-related infant injury deaths involve accidents that can be explained and are mostly preventable.

ACS’s cold weather reminder is part of an ongoing effort to help parents prevent accidents and injuries to their children.
