Council Approves Legislation to Give Certain Noncitizens the Right to Vote

By Michael V. Cusenza The City Council on Thursday approved a bill that will give certain non-United States citizens living in the five boroughs the right to vote in local elections.

The historic final tally: 33 members voted in favor of Int. No. 1867; 14 voted against it; two members abstained.

According to the council, a person will be entitled to vote under this bill if they (i) are either a lawful permanent resident or authorized to work in the United States, (ii) have been a resident of New York City for at least 30 consecutive days, and (iii) meet all the qualifications for registering to vote under the Election Law other than U.S. citizenship. Any person who satisfies these criteria will be eligible to register as a “municipal voter” with the NYC Board of Elections. Once registered, they will be entitled to vote in any primary, special, general, or run-off election for Mayor, Comptroller, Public Advocate, Borough President, or Council Member, and on any local ballot initiative. The bill does not authorize municipal voters to vote in any state or federal elections.

said Councilman Ydanis Rodriguez (DManhattan), the bill’s sponsor.

At each local election, municipal voters will vote at the same polling places as U.S. citizen voters, and will not be required to form a separate line. If there are state and federal races taking place on the same day, municipal voters will be given a separate ballot that only includes local races. Municipal voters will be eligible to enroll in a political party for purposes of voting in local primary elections.

new registration form for municipal voters.

Such forms will need to be made available wherever voter registration forms for U.S. citizens are made available, and will need to be translated into any languages that U.S. citizen voter registration forms are translated into under state and federal law (currently, such forms must be translated into Spanish, Bengali, Korean and Chinese). All federal, state, and local confidentiality policies that pertain to U.S. citizens will also apply to municipal voters, and the BOE will be prohibited from publishing any list of

registered municipal voters separately or distinctly from the complete list of all voters entitled to vote in New York City.

The bill will create an advisory group to provide recommendations regarding the implementation of this new system of municipal voting. The committee will be chaired by the Public Advocate, and will include two members appointed by the mayor, and two members appointed by the Speaker. The advisory group will be required to meet at least twice per year and publish a report annually.

Under this bill, eligible non-citizens will be allowed to begin registering to vote as municipal voters on Dec. 9, 2022, and registered municipal voters will be eligible to begin voting in local elections on Jan. 9, 2023.

There has been plenty of vocal opposition to the bill.

“Voting is the right of citizens,” Councilwoman-elect Joann Ariola (R-Howard Beach) said.

“Giving someone whose only evidence of any stake in this city’s future has been to stay here for a whole month a say in electing our leaders evinces a reckless disregard for the very real long-term problems this city faces, including grappling with multibillion-dollar budget deficits, rising crime and disorder and economic uncertainty amid a global pandemic,” Council Minority Leader Joe Borelli wrote in the New York Post.

Riders Alliance Promotes Straphanger Policy Brief

Cusenza With asking drivers to “please consider walking, biking or taking public transportation whenever possible” now an obvious policy failure, the Riders Alliance on Thursday, via a three-page policy brief, urged the incoming mayor and City Council to stop designating “gridlock alert days” and instead embrace temporary busways, high occupancy vehicle restrictions, an end to placard privilege, incentives for drivers of official vehicles and other aggressive tools to actually speed bus trips and emergency response times.

Broken down into a series of temporary tactics, policy priorities, and permanent strategies to eliminate gridlock, the Riders Alliance policy brief endorses bus priority routes, financial incentives to ride transit and more. While it may be too late to improve bus service this holiday season, the next administration can take up the charge and lead toward better bus service and emergency response from Day One. The alliance has offered 12 ways in which the new administration should take meaningful action to save bus riders from gridlock: Temporary Tactics 1) ‘Pop up’ busways can unblock the worst congestion, helping existing bus riders and attracting prospective riders to public transit

By Forum Staff Mayor Bill de Blasio on Monday released the second monthly update to “The New Normal: Combating Storm-Related Extreme Weather in New York City,” a landmark report that provides New York City with a new blueprint to prepare for and respond to extreme weather.

The report details the City’s efforts to assist New Yorkers still recovering from Hurricane Ida, launch new infrastructure improvements, and protect residents in basement units.

Key progress made in November includes relief sewer installation in Queens, which adds sewer capacity to existing sewer systems. Department of Environmental Protection has also begun a project to install 1,365 linear feet of storm sewer and 1,180 linear feet of water main in Jamaica at Hendrickson Place, 166th St., and 108th Ave. This relief sewer alongside the existing under-capacity storm sewer will alleviate flooding conditions and protect New Yorkers.

The City has also continued to help New Yorkers impacted by Hurricane Ida and repair Ida-affected homes. This support includes working with each homeowner to navigate the FEMA financial assistance applications, and connecting homeowners to a dedicated list of New York City plumbers and electricians who are prioritizing Ida-affected repairs. In some cases, when FEMA financial assistance has not covered the full cost of damages, the City is working on reimbursing homeowners for necessary repairs.

Key progress in November also includes: • $39 million of expense funding allocated as part of the November Financial plan to implement commitments in the New Normal report such as an expanded sensor network, a database of basement apartments, green infrastructure maintenance, and wetlands management staffing, which builds on $2.4 billion in funding that was included in the FY22 Capital Commitment Plan.

City Council Passes Several Transportation Bills

By Michael V. Cusenza The City Council on Thursday voted in favor of a package of legislation focused on transportation-related concerns.

Highlights include: Int. 1724-A, sponsored by Councilman Ben Kallos (D-Manhattan), will authorize the creation of a program for installing and operating cameras on school bus stop arms that are capable of photographing drivers that illegally pass a school bus.

“Every child must be safe as they get on and off the school bus. It could be anyone’s child at risk from drivers speeding by and worse yet drivers who have actually driven up on sidewalks,” Kallos said. “We are all in a rush to get where we are going, but there is no excuse to put our children at risk. Stop-arm cameras will catch dangerous drivers and automatically issue tickets to keep our children safe.”

Int. 9-A, sponsored by Councilwoman Inez Barron (D-Brooklyn), will require that by Sept. 30, 2022, the Department of Transportation identifies each intersection immediately adjacent to a school that does not have a traffic control device, such as a stop sign or traffic control signal. No later than Sept. 30, 2024, DOT would have to install a traffic control device at each such intersection. The type of traffic control device installed would be in accordance with the federal Manual on Uniform Traffic Control Devices and

Traffic control devices, such as stop signs, stop lights and markings help educate and improve driver behavior in school zones. Of the approximately 6,800 intersections adjacent to City schools, about half are signalized. Ensuring that all such intersections have a traffic control device would increase the safety of pedestrians and bicyclists, particularly school children, near schools.

This local law would take effect immediately.

Int. No. 2417-A, sponsored by Councilman Bob Holden (D-Middle Village), will prohibit the sale or distribution of any materials or substances for the purpose of concealing or obscuring the numbers on license plates or distorting a recorded or photographic image of a license plate. The penalty for violations would be at least $300 for the first violation and at least $500 for any subsequent

violation and would be recoverable in a proceeding before the Office of Administrative Trials and Hearings.

“Lawless behavior on our roads has become more brazen than ever,” Holden said. “I have frequently seen these devices on vehicles throughout the city, often driving recklessly while defeating red light and speed cameras. These products have no purpose but to be installed to intentionally violate the law by obscuring a vehicle’s license plate so that the scofflaw driver can commit crimes, ranging anywhere from reckless driving to much more serious ones, with impunity. Those who sell these products know their only use and must be deterred from trading in them or face a penalty. This bill will give law enforcement the means to make our streets a little safer.”

It is illegal in New York State to obscure a motor vehicle’s license plate so that such plate is unreadable by toll, red light and speed cameras. However, stores continue to sell such products.

People use these products so that toll, red light and speed cameras cannot read their license plates, thereby enabling the driver to avoid tolls and penalties.

State law sets forth a maximum penalty of $200. However, such amount is likely insufficient to deter stores from selling such products.

This local law would take effect 90 days after it becomes law.

Meng to State Dept.: Bring my Constituent Home

“My heart aches for this family and my staff and I are pushing the State Department to get them to Queens,” Rep. Meng said.

By Forum Staff U.S. Rep. Grace Meng (D-Flushing) announced Tuesday that she is pleading with the U.S. State Department to bring a Queens constituent back home with his family after they all left Afghanistan.

Bilal Ahmad is a U.S. citizen who resides in Fresh Meadows. Over the summer, his wife and 5-year-old son were in Kabul, Afghanistan with loved ones when it fell to the Taliban. Ahmed traveled there to bring the two to Queens but was unable to get them out during the U.S. withdrawal. The family made it to the United Arab Emirates and the three of them have been living in Abu Dhabi, Emirates Humanitarian City as Ahmad’s wife and child continue to wait for temporary visas.

Meng has intervened with the State Department urging the agency to accelerate the issuing of the visas, and she is

calling for Ahmad to not lose his job after his employer told him that he had to be back at work by a certain date this month.

He is also in jeopardy of losing his apartment and a part-time job as a driver if he is not back in New York soon.

“My heart aches for this family and my staff and I are pushing the State Department to get them to Queens,” said Meng, vice chairwoman of the House Appropriations Subcommittee on State and Foreign Operations. “Bilal went to Afghanistan to ensure the well-being of his family and to bring them to safety here. Months later, they should still not be stuck overseas, and his livelihood should not be at risk because he sought to keep his wife and child out of harm’s way. We will continue to stay on top of the State Department to help get him home with them.”

Glaucoma is an eye disease that can damage the optic nerve. It is the optic nerve that supplies visual information from your brain directly to your eyes.

The most common form of this disease is primary open-angle glaucoma, which is especially dangerous because it has no symptoms except gradual vision loss. For this reason it is imperative that you do yearly comprehensive eye exams so that vision changes can be detected and moni¬tored.

Acute-angle closure glaucoma, is a medical emergency. If you experience any of the following symptoms, you should see your doctor immediately: Severe eye pain accompanied by nau¬sea, vomiting, redness in the eye, sudden vision disturbances including blurred vi¬sion, and or seeing colored rings around lights.

Glaucoma can be caused by f luid build-up in the channels of your iris or cornea. Normally, a clear f luid, known as aqueous humor, passes through these channels and fills the front part of the

eye. If however, there is a blockage or partial obstruction, the pressure in your eye may increase. This can lead to damage of the optic nerve and loss of sight.

W hile glaucoma is the second lead¬ing cause of blindness in the world, no one knows what causes the increase of pressure (IOP) in the eyes. IOP can be caused by dilating eye drops, medications like corticosteroids, high blood pressure or reduced blood f low to the optic nerve. People 60 and over are at increased risk and for African-Americans the risk grows after 40. Patients with diabetes and high blood pressure and heart disease also have an increased risk of developing glaucoma.

Hochul Lauds Plan to Build $9.5 Billion International Terminal at JFK Airportw

By Forum Staff Governor Kathy Hochul on Monday announced that the Port Authority of New York and New Jersey has reached a revised agreement with The New Terminal One (NTO) - a consortium of financial sponsors - to build a 2.4 million square foot state-of-the-art new international terminal that will anchor the south side of John F. Kennedy International Airport. The $9.5 billion project will be built in phases and will create more than 10,000 jobs, becoming the fourth major terminal project announced by the Port Authority as part of a complete transformation of JFK into a world-class airport worthy of New York and the region. When completed, The New Terminal One will be the largest international terminal at JFK and aspires to be among the top rated airport terminals in the world.

"As we recover from this pandemic, I want to ensure that everyone traveling to New York has a welcoming and streamlined experience, and that New Yorkers have the modernized transportation hubs they deserve," Hochul said. "The time to get large infrastructure projects done is now, and I'm committed to getting JFK's brand new Terminal One underway and completed as soon as possible."

The Port Authority Board of Commissioners will vote on the proposed lease agreement at its meeting this Thursday, Dec. 16. The full cost of the terminal will be privately financed by the NTO consortium which includes financial partners Carlyle, JLC Infrastructure, and Ullico. A joint venture of Munich Airport International and CAG Holdings is the operating and technical services partner to the consortium.

As part of the project, the Port Authority will undertake a number of infrastructure upgrades and improvements including roads, parking, and utilities including a new electrical substation. The New Terminal One will be built on the sites of the current undersized and outdated Terminal 1, the aging and obsolete 59-year-old Terminal 2, and the site of the former Terminal 3, which was demolished

in 2013. Construction of the new terminal is scheduled to begin in mid-2022 and the first phase, including the new arrivals and departures hall and first set of new gates, is expected to open in 2026.

The project was initially scheduled to break ground in 2020. Due to the severe impact of the COVID-19 on air travel, the terms of the agreement needed to be restructured. The restructured deal announced today marks a major step forward in the ambitious plan to transform JFK into a unified, 21st century global gateway. The new terminal will be built in phases, subject to international passenger traffic levels, with full completion anticipated in approximately 2030.

The New Terminal One will ultimately have 23 new gates, as well as bright and airy check-in halls and arrival spaces designed to enhance the customer experience and compete with some of the highest-rated airport terminals in the world. Customers will enjoy world-class, New York-inspired dining and retail amenities, as well as space for lounges, an indoor green space and family-friendly amenities. The New

Terminal One will incorporate the latest advances in both sustainability and security and be infused a with uniquely New York sense of place.

In October 2018, following a competitive review of leasing proposals, the Port Authority entered into exclusive negotiations for the development of two major new international terminals, one each on the airport's north and south sides, that would lead the transformation of JFK and increase the airport's capacity to accommodate projected growth.

This week, the Port Authority Board will also vote on the authorization of the full $2.9 billion of funds which were included in the Port Authority's 2017-2026 Capital Plan for the JFK Redevelopment program. These funds are allocated to enabling infrastructure in direct support of JFK Redevelopment, including roadway improvements, utilities, improved parking facilities, a ground transportation center and airfield work. (To date, approximately $1.24 billion of those funds have been authorized through separate Board actions.)

Thus, the Port Authority capital is lever-

aging private investment at a rate of more than 5:1 when taking into account the full private investment of more than $15 billion that has been committed to the four projects comprising the full JFK redevelopment program.

The development of The New Terminal One is expected to result in over 10,000 total jobs including more than 6,000 union construction jobs.

"I am so pleased to see that Terminal 1 will undergo a much needed transformation and will receive the investment needed to create a world class international terminal worthy of the Borough of Queens,” Assemblywoman Stacey Pheffer Amato (D-Howard Beach) said. “We're sending a message to all who visit that New York is bold, and that everyone is welcome here.

It has never been more important to invest in our aging airport infrastructure, and I'm glad that Gov. Hochul, the Port Authority, and the NTO group were able to come together. This project will provide much needed jobs to Queens, and opportunities for local vendors to bring that Queens culture to the 'Front Door' to New York City.

Fresh Meadows Man Charged with Possessing “Ghost’ Gun Arsenal

By Forum Staff A Fresh Meadows man has been charged for allegedly keeping a stockpile of illegal weapons—including “ghost” guns, large capacity magazines and ammunition—in his home, Queens District Attorney Melinda Katz announced Thursday.

Chaz McMillan, 20, was arraigned last Wednesday night on a 125-count criminal complaint with criminal possession of a weapon in the first, second and third degree; criminal sale of a firearm in the third degree; criminal possession of a firearm; manufacture of weapons and dangerous instruments; unlawful possession of pistol or revolver ammunition; and other charges.

Investigators were conducting on-going surveillance of McMillan who has allegedly been buying firearm parts online. They executed a search warrant early in the morning of Wednesday, Dec. 8, wherein the following firearms and other items were recovered: • 25 ghost guns including: 19 semi-automatic pistols, five assault weapons, one semiautomatic shotgun • 31 large capacity magazines capable of holding more than 10 rounds of ammunition • Four additional complete polymerbased lower receivers • Approximately 670 rounds of ammu-

When three people were shot outside a studio in midtown Manhattan in November, a ghost gun was involved. When we recently arrested a 17-year-old student at his Brooklyn high school, we recovered a ghost gun and $30,000 in his backpack,” said City Police Commissioner Dermot Shea. “This is not a passing fad. Common Reasons for a FEMA Ineligibility Decision

By Forum Staff On Tuesday, the Federal Emergency Management Agency issued some common reasons why some Hurricane Ida victims did not meet the criteria to qualify for FEMA aid programs: • FEMA assistance would constitute a duplication of benefits from other sources.

FEMA cannot provide financial assistance when any other source, such as insurance, has provided assistance for the same disaster-related need or when such assistance is available from another source. For example, FEMA cannot pay for home repairs if the homeowner is already receiving funds from his or her insurance company for the same repairs. If you have already received funds from another source for your disaster recovery, FEMA may find you ineligible. FEMA also does not provide replacement-value amounts for damaged items or assistance with non-essential items.

FEMA provides assistance only for repairs to make a home safe, sanitary and functional.

FEMA assistance is not a substitute for insurance.

• There is more than one application filed for your household. Only one application per household is necessary.

• FEMA was unable to verify that you are the homeowner. FEMA requires proof of occupancy from disaster survivors who apply for federal assistance to help them with repairs to their damaged homes. FEMA verifies ownership by means of automated public

and government records or by using documents you submit. FEMA may also verify ownership at the time of inspection. To appeal FEMA’s decision, you must submit documents that prove ownership along with your signed appeal letter. Documents you can use to verify ownership: Deed or title; Mortgage document; Homeowners insurance documentation; Property tax receipt or tax bill; Manufactured home certificate or title; Home purchase contracts (e.g., Bill of Sale); Last will and testament (and death certificate) naming you the heir to the property • FEMA was unable to verify your occupancy. FEMA verifies occupancy by means of automated public and government records or by using documents submitted with your application. FEMA may also verify occupan-

cy at the time of inspection. To appeal FEMA’s decision, you must submit documents that prove occupancy along with your signed appeal letter.

• The damaged home may not be your primary residence. FEMA will provide disaster assistance to eligible applicants for a primary residence. FEMA will not consider more than one primary residence for a survivor and his/her spouse. FEMA defines your primary residence as the place where you live for more than six months of the year.

• You have not submitted required documents or information. Read your FEMA correspondence carefully. Respond promptly with the information FEMA is seeking. If that information is not available, explain why to FEMA.

• Insufficient damage: Your home is safe to occupy. There was insufficient stormcaused damage to your home.

• You do not wish to move while repairs are made. If the FEMA inspector deems your home uninhabitable due to disastercaused damage, you may be eligible for FEMA Initial Rental Assistance. If you indicate at the time of inspection that you are not willing to move while your damaged home is being repaired, you will not be eligible for FEMA temporary rental assistance. If your housing needs have changed, contact FEMA as soon as possible to update your housing and explain why you have a need for rental assistance.

If you disagree with a FEMA decision, you have a right to appeal. Submit your signed appeal letter in writing.

Schumer Touts ‘Transit Supercharge’ for NY Public Transportation Projects

By Forum Staff Announcing a ‘transit supercharge’ for two critical New York City, Bronx, Westchester and Long Island transportation projects—Penn Access and the East River Tunnels—U.S. Sen. Chuck Schumer (D-N.Y.) detailed the deal between the MTA and Amtrak to make substantial breakthroughs and progress on both projects.

Schumer said that because the Bipartisan Infrastructure and Jobs Bill passed the Senate, he was able to leverage new funding for Penn Access and the LIRR’s East River Tunnels. Schumer negotiated the deal between Amtrak and the MTA to advance both Penn Access, and its new rail line for transit-needy South and East Bronx, and the East River Tunnel rehab work, which is so vital to the hundreds of thousands of LIRR commuters.

“Critical New York City, Bronx and Long Island transit projects are getting supercharged today,” Schumer said. “Today’s agreement with Amtrak and the MTA will fast-track Penn Access, bringing a new mass transit line to the transit-starved Bronx, totaling four new stations. In addition, the agreement will break the logjam stalling the urgent need to repair and upgrade the Sandydamaged East River Tunnels, which are vital to LIRR riders. Schumer said the East River Tunnels are a critical part of the transportation system across Long Island and in the New York metro area, carrying more than 300,000

passengers daily. Despite being maintained and operated by Amtrak, the four single track tunnels are a shared regional asset and provide invaluable service to both the railroad and major regional transit agencies. Superstorm Sandy badly damaged the East River Tunnels with approximately 14 million gallons of floodwaters. According to Amtrak reports, corrosive salts and chlorides from the storm continue to impact the tunnels' underground structures.

Over time, delays and breakdowns involving the East River Tunnels have increased and Schumer said that this problem will undoubtedly get worse if repairs are not made.

“The East River Tunnels provide a critical connection that allow millions of riders to travel through Queens into Manhattan.

Whether they start their journey on the LIRR from Long Island, or will travel on Metro-North on the newly-funded Penn Access from the Bronx, Westchester or points further north, or come in via Amtrak, commuters count on the essential portals to get to midtown Manhattan,” said Gerard Bringmann, chairman of the LIRR Commuter Council and MTA Board member. “Thank you, Sen. By Forum Staff A 14-count indictment was unsealed Tuesday in federal court in Brooklyn charging Luz Elvira Cardona, Roberto Cesar Cid Dominguez, Cristian Noe Godinez, Blanca Hernandez Morales, Jose Facundo Zarate Morales and Wayne Peiffer, a Village of Brewster police officer, with conspiracy to transport minors and the transportation of minors, sex trafficking, conspiracy to commit Hobbs Act extortion, promotion of prostitution, use of interstate facilities to commit bribery and related conspiracy counts.

Peiffer, 48, the only defendant not from Queens, was arrested earlier Tuesday in Highland, N.Y. Godinez, 42, is currently a fugitive.

As set forth in court filings, the charges relate to the operation of two sex trafficking and prostitution organizations – the CidHernandez Sex Trafficking Organization and the Godinez Prostitution Business – and the years-long bribery of Peiffer, who allegedly accepted free sexual services by the two organizations in exchange for protecting the organizations from law enforcement detection and arrest.

Cardona, Cid Dominguez, Hernandez Morales and Zarate Morales used force, threats of force, fraud and coercion to cause young women and minor girls from Mexico to engage in prostitution in the United States.

Members of the organization pressured the victims to travel to the United States with false promises of employment and a better life. Once smuggled into the United States, the victims were forced to engage in prostitution. The young women and minor girls were transported to prostitution clients

throughout the State of New York.

The Godinez Prostitution Business also regularly caused women to be transported from a location in Queens to various locations, including Brewster, New York, for the purpose of engaging in prostitution.

Noe Godinez worked as a driver for the Godinez Prostitution Business and transported women along preassigned routes to prostitution clients.

Both the Cid-Hernandez Sex Trafficking Organization and the Godinez Prostitution Business operated in Brewster, where they received protection from Peiffer. Since at least 2006, Peiffer has been a police officer with the Village of Brewster Police Department. For more than eight years, Peiffer allegedly directed members of the Cid-Hernandez Sex Trafficking Organization and the Godinez Prostitution Business to deliver women to him, including at the BPD police station, so that he could engage in sexual activity with the women at no cost to Peiffer. In exchange, Peiffer provided the Cid-Hernandez Sex Trafficking Organization and the Godinez Prostitution Business protection from arrest, including by advanced warning of law enforcement operations and intervening to prevent arrest.

Disgraced Ex-Cop Indicted for Moonlighting as Drug Dealers’ Security, Coke Deliveryman

BY Forum Staff A disgraced former City cop has been indicted for allegedly selling and possessing kilos of cocaine, Queens District Attorney Melinda Katz announced Friday.

Ishmael Bailey, 38, of Staten Island, resigned from the NYPD after his arrest in 2019. He was arraigned on Friday on a 13-count indictment charging him with criminal sale of a controlled substance in the first degree, criminal possession of a controlled substance in the first degree, official misconduct, bribe receiving in the second and third degree and conspiracy in the second and fourth degree. Bailey was ordered to return to court on March 8.

As alleged in the charges, Bailey, on Aug. 27, 2019, met with an individual whom he believed was a drug dealer. This “dealer” was actually an undercover police officer. The pair discussed transporting drugs within Queens and the defendant allegedly agreed to provide security as the cocaine was being transporting from one point in Queens to another area. For his

services, Bailey allegedly agreed to a cash payment for each kilo of cocaine that was securely transported.

Continuing, the DA said, on Sept. 4, 2019, Bailey met with the same “dealer” in Astoria and allegedly held a duffle bag open as three packages were placed inside. One of the packages was a kilo of cocaine and the other two were fakes. The defendant was given $2,500 and transported the bag to a parking lot in College Point, where another individual –

also an undercover police officer – accepted the bag.

According to the charges the defendant again on Sept. 12, 2019, played the role of security for cash when he met with the same undercover officer in Astoria. This time, Bailey was given $10,000 cash to pick up two kilos of cocaine from a location in Maspeth. Bailey allegedly met with a second individual at the designated meeting spot and gave both the cash to the individual and retrieved two pack-

ages - one package was a kilo of cocaine and the second package was a fake.

“This defendant, who took an oath to uphold the law, is alleged to have helped protect ‘drug dealers’ and to have personally transported cocaine from various location in Queens in August and September 2019,” Katz said. “I would like to thank the NYPD’s Internal Affairs Bureau for their hard work investigating this case.”

If convicted, Bailey faces up to 15 years in prison.
