Queens Cop Killer Granted Parole after 34 years in Prison

A member of the four-man crew that assassinated a rookie Queens cop 35 years ago has been granted parole, according to the City Police Benevolent Association.

Scott Cobb was the wheelman, tasked with driving the hitmen to and from the Jamaica scene. Cobb, along with David McClary, Todd Scott and Phillip Copeland, acted in concert to carry out notorious drug kingpin Howard “Pappy” Mason’s orders to kill a police officer.

Edward Byrne, a rookie cop just seven months out of the academy and assigned to the 103rd Precinct, was summarily executed on Feb. 26, 1988, as he sat in his marked radio motor patrol car at 107th Avenue and Inwood Street, guarding the home of a critical witness in a major drug case against Mason. The home of the witness had already been firebombed to discourage him from testifying against Mason in open court.

At approximately 3:30 a.m., Scott knocked on the passenger-side window of Byrne’s car to distract him as McClary opened fire just outside the driver’s side window. Byrne was shot five times in the head with a .38-caliber pistol.

He was 22 years old.

In 2020, former City Police Commissioner Dermot Shea said Byrne’s execution “stunned our city and our nation, changing the course of American policing.”

signed to the 103rd Precinct, noted, “All copkiller paroles are infuriating, but this one is especially outrageous considering the shockwaves this crime sent through this precinct, the NYPD, the city and nation.

“When Eddie Byrne was assassinated,”

Hendry continued, “it galvanized cops and the community to work together to take our streets back from these violent drug gangs. That was Eddie Byrne’s legacy, and the insane Parole Board is tearing it to shreds. New York City police officers are absolutely sickened by this parole decision, and New Yorkers who care about safe streets should be, too. We need you to speak up and demand that our elected leaders in Albany fix the broken parole system so that none of the other Byrne assassins go free.”

Cobb’s release is scheduled for Wednesday, Aug. 9, according to online Parole Board records.

“The Parole Board’s disregard for justice in paroling Cobb is not only an affront to the memory of Edward Byrne and the Byrne Family, but also an insult to the countless men and women who put their lives on the line daily to protect our communities,” added City Councilman Jim Gennaro (D-Hillcrest).

Mason continues to serve a federal life sentence without the possibility of parole. Copeland, McClary and Scott remain in prison, but all are scheduled to appear before the board in the near future: Copeland in September, McClary in October and Scott in January.

Former St. Helen’s Priest Sentenced to Five Years in Prison for Receiving Child Porn

A former St. Helen’s Roman Catholic Church priest was sentenced last month to five years in prison, plus 10 years of supervised release, for his receipt of images of child pornography from a 15-year-old minor in Westchester, N.Y., with whom the priest was engaging in sexually explicit text communications, according to Damian Williams, the U.S. Attorney for the Southern District of New York.

Francis Hughes, 68, pleaded guilty in

August 2022.

According to documents filed in the case and statements made in related court proceedings:

On Feb. 16, 2020, Hughes communicated by text messages with a 15-year-old boy (“Minor-1”). During the course of the text communications, among other things, Minor-1 sent Hughes three images of Minor-1’s penis. Upon receiving one of the images, Hughes responded, among other things, “Yummmmm I will suck you so much” and “Make you cum.” During the communications, Hughes told Minor-1 that he was a part-time college professor and a counselor.

The Federal Bureau of Investigation arrested Hughes in July 2020.

“We expect adults, especially those in positions of trust like Francis Hughes, to protect our children, not victimize them. Sadly, these allegations demonstrate there are still predators out there who abuse this trust,” FBI New York Assistant Director Bill Sweeney, Jr. said at the time. “If you or anyone you know may have been a victim of Rev. Hughes, we are asking you contact us at 1-800-CALL-FBI. If you are a parent or guardian, please take a moment to have a discussion with your children about protecting themselves and about how they can

report the type of predatory behavior that is alleged here today.”

The FBI has confirmed a list of places where Hughes worked in Queens:

Area Pol Leads Migrant Influx Rally

Assemblywoman Jenifer Rajkumar (DWoodhaven) on Monday led a citywide coalition to rally for President Joe Biden to lead a robust and comprehensive response to address the migrant influx across the five boroughs. The coalition consists of elected officials across the city, including Councilman Bob Holden (D-Maspeth), unions, employers, faith leaders, community leaders, shelter providers and migrants themselves.

York City urging the President to take urgent action, calling this moment “one of the most significant humanitarian crises New York City has ever faced” and saying the City is at “a breaking point.”

Area Communities Celebrate National Night Out 2023

Area precinct community councils on Tuesday led the local celebrations of National Night Out against Crime 2023.

The 106th Precinct Community Council held its event at Police Officer Edward Byrne Park in South Ozone Park.

The 102nd Precinct Community Council led its NNO party at Victory Field in Glendale.

And the 100th Precinct Community Council held its celebration on Rockaway Beach Boulevard between Beach 94 and Beach 95 streets.

“I was honored to receive the Civilian Commendation Award,” City Councilwoman Joann Ariola

(R-Ozone Park) said of the 100th Precinct event. “I will always support our men and women in blue and fight to make sure that you are treated fairly and cared for by the city that you protect.”

State Sen. Joe Addabbo, Jr. (DWoodhaven) noted that he “had the opportunity to express my appreciation for the NYPD and its partnership with the community during [Tuesday’s] National Night Out against Crime events at the 102nd, the 104th, the 112th, and the 106th precincts.”

According to Addabbo, the first annual National Night Out was created in 1984 and 2.5 million neighbors across 400 communities in 23 states came out to celebrate. Since that time, neighborhoods began to host big parties and cookouts for National Night Out as a way to bring the police and communities together in a fun-filled setting.

BRONCHIOLITIS: WHAT YOU SHOULD KNOW

Local pediatric offices have seen a rise recently in the number of cases of bronchiolitis (no, we didn't spell that incorrectly) and many parents, may be unfamiliar with the condition, and might confuse the illness with the like sounding bronchitis.

Although this condition that affects mainly young children and infants, sounds like the bronchitis, they are very different illnesses.

Bronchiolitis can have different origins; most of them stem from a virus.

It's actually a common lung infection that causes swelling in the bronchioles, the smallest of the lungs airways. When they swell, the amount of air able to enter the lungs is restricted, making it difficult for the baby to breathe.

Man Cops to Killing Girlfriend

Queens District Attorney Melinda Katz recently announced that Kareem Flake pleaded guilty to manslaughter for killing the mother of his two children in November 2020.

Flake, 31, pleaded guilty to manslaughter in the first degree. Queens Supreme Court Justice Michael Aloise indicated he would sentence Flake on Sept. 28, 2023, to a determinate term of 22 years in prison to be followed by five years’ postrelease supervision.

According to the charges, Destini Smothers, 26, was last seen in a car with Flake after celebrating her birthday with friends at a Woodside bowling alley on Nov. 3, 2020. On Nov. 8, Smothers was reported missing.

On March 10, 2021, a Toyota Camry that had been abandoned at the intersection of 134th Avenue and 151st Place in Springfield Gardens was being towed when the tow truck operator saw a flat tire on the vehicle. The operator pulled over and opened the trunk to look for a spare. In the trunk, he discovered the decomposing remains of the victim and immediately notified authorities. It was determined that the car belonged to Flake.

An autopsy performed by the City

Medical Examiner found that Smothers died from a gunshot wound to the head.

Flake was arrested on April 9, 2022, in Osceola County, Fla., and later extradited to New York.

“This young mother was brutally murdered and her family left to agonize, not knowing what happened to her as her body lay in the trunk of an abandoned car for months. Hopefully this plea will afford some comfort to her loved ones,” Katz said.

For most babies, it's no more serious than a cold but some may need hospital care, and it is a common reason for babies to be admitted to the hospital.

Some babies are at greater risk to develop the condition, including premature babies or those with certain heart and lung conditions.

Bronchiolitis occurs most often in the months between October and March, and it is possible for a baby to develop it more than once in the same winter.

Most cases, around 75%, are caused by Respiratory Syncytial Virus (RSV).

Other causal viruses are Adenovirus and Rhinovirus. These spread through tiny droplets of liquid sent into the air when someone who is infected coughs or sneezes.

A child can become infected if they touch a toy or a surface where a droplet has landed.

There are simple steps to reduce the risk of your child contracting bronchiolitis. Make sure everyone who touches your child washes their hands and covers their mouth when they cough or sneeze. Keep them away from other sick kids, wash toys down regularly and most important keep your baby away from any forms of smokes and call your local pharmacist

Pol Honors Paw-some Hero Cops

Assemblywoman Stacey Pheffer Amato (D-Howard Beach) publicly thanked City Police Officers Monica Kim and Thomas Smith from the 100th Precinct for their work in rescuing abandoned and malnourished animals from a home in Broad Channel.

During a recent heatwave, an estimated 10-year-old dog and six cats were trapped in a house that had been condemned and had its power shut off. The assemblywoman’s office worked with District Leader Jeanette Garramone and numerous neighbors to get the NYPD to help the vulnerable animals. “It was a Friday evening and certain groups weren’t available to respond right away—but these two amazing officers from the 100th Precinct swooped in, got on their hands and knees, and personally rescued these animals. This would have been a tragedy if it wasn’t for Officers Kim and Smith. They’re heroes,” Pheffer Amato said.

During the recent 100th Precinct Community Council Meeting and National Night Out, Pheffer Amato awarded Officers Smith and Kim with an official citation (pictured) commending their brav-

ery and work in rescuing the animals. “Because of you, those animals are alive and will now get a chance to find their furrrever home,” Pheffer Amato said while presenting the award.

According to the assemblywoman, the dog, Molly, is currently being cared for by Zion’s Mission Animal Rescue in Far Rockaway and the cats are at the Animal Care Center in Brooklyn. All animals are looking for a loving home.

Schumer Urges House to Pass Senate Legislation that Will ‘Upend the Flow’ of Fentanyl to U.S.

Two weeks after his push to sanction China and others for fentanyl trafficking that’s killing New Yorkers, and back from D.C. where the Senate passed the bipartisan defense bill with his fentanyl plan included, Senate Majority Leader Chuck Schumer rallied on Sunday to call on the House and Speaker Kevin McCarthy to act when they return to D.C.

Schumer detailed how the just-passed, bipartisan defense bill (NDAA) included his effort to impose tough sanctions on China and Mexico and address the trafficking of fentanyl into the United States.

“I worked in a bipartisan way to pass the defense bill with this fentanyl effort included, because the issue is not political—it’s commonsense. Now, we need the House to finish the job here and help us upend the flow of fentanyl to New York City, Long Island and beyond,” Schumer added.

Schumer said the Senate passage of the NDAA bill just days ago included the plan to officially declare international fentanyl trafficking a national emergency and give the president special powers to impose tough sanctions on China, Mexico, or any other relevant fentanyl supply chain hub. Schumer said this effort was bipartisan— with Senate Banking Chairman Sherrod Brown and Ranking Mem -

ber Tim Scott partnering. Schumer declared that this should be part of the final bill in the House as he detailed the next steps to address the fentanyl and opioid crisis at the source.

The People’s Republic of China is the world’s largest producer of illicit fentanyl, fentanyl analogues, and their immediate precursors. From the People’s Republic of China, those substances are shipped primarily through express consignment carriers or international mail directly to the United States, or, alternatively, shipped directly to transnational criminal organizations in Mexico, Canada, and the Caribbean. Some officials estimate that China is

responsible for over 90 percent of the illicit fentanyl found in the U.S. Schumer explained to disrupt the flow of illicit opioids into the United States, and working alongside the Senate banking committee – the Chair and the Ranking member Senators Sherrod Brown and Tim Scott – he included the FEND Off Fentanyl Act in the just-passed defense bill. The bill does the following:

• Declare that the international trafficking of fentanyl is a national emergency.

• Require the President to sanction transnational criminal organizations and drug cartels’ key members engaged in international fentanyl trafficking.

• Enable the President to use proceeds of forfeited, sanctioned property of fentanyl traffickers to further law enforcement efforts.

• Enhance the ability to enforce sanctions violations thereby making it more likely that people who defy U.S. law will be caught and prosecuted.

• Require the administration to report to Congress on actions the U.S. government is taking to reduce the international trafficking of fentanyl and related opioids.

• Allow the Treasury Department to utilize special measures to combat fentanyl-related money laundering.

• Require the Treasury Department to prioritize fentanyl-related suspicious transactions and include descriptions of drug cartels’ financing actions in Suspicious Activity Reports.

Fentanyl is a powerful synthetic opioid that is 30 to 50 times more potent than heroin. It is short acting and cannot be seen, tasted or smelled when mixed into other drugs. The presence of non-pharmaceutical fentanyl in New York City has dramatically increased the number of overdose deaths, and fentanyl is now the most common drug involved in overdose deaths. In 2022 alone, over 3,000 New York City residents died from a fentanyl-involved overdose, Schumer noted.

Adams, Gun Violence Prevention Task Force Release ‘A Blueprint for Community Safety’

Mayor Eric Adams, First Deputy Mayor Sheena Wright, and the City Gun Violence Prevention Task Force on Monday released “A Blueprint for Community Safety,” outlining a roadmap with solutions to address gun violence throughout the five boroughs.

The Gun Violence Prevention Task Force was formed in June 2022. Co-chaired by First Deputy Mayor Sheena Wright and Man Up! Inc. Founder A.T. Mitchell, the task force represents a multi-agency, crosssector effort to address the root causes of gun violence and develop recommendations to promote long-term safety across all communities. As part of this effort, more than 50 members of the task force, representing 20 city agencies, engaged roughly 1,500 community residents over the course of spring 2023 through community meetings and youth town halls.

The recommendations advanced in the report represent a holistic approach to community safety, focusing on prevention and intervention strategies that use a public health and community development model to address the root causes of gun violence.

To that end, the task force identified seven strategies in the report based on months of community engagement. These strategies

encompass new and existing investments, totaling over $485 million, to offer early interventions for young people, increase employment and entrepreneurship opportunities, improve housing security, provide easier access to public benefits, bolster community institutions, foster connections to mental health services, and strengthen police-community relations.

• Early Intervention: $118.3 million to increase early supports, including mentorship opportunities, for young people to prevent them from becoming involved in gun violence.

• Housing: $57.5 million to improve existing housing conditions, especially for public housing residents, and increase access to transitional, supportive, and permanent housing units.

• Navigation & Benefits: $67.8 million to help New Yorkers access public benefits they deserve and provide better assistance to justice-involved individuals and families navigating benefits programs.

• Community Vitality: $8.64 million to invest in public spaces, including parks, playgrounds, and community centers to make neighborhoods safer and more vibrant.

• Employment and Entrepreneurship: $118.5 million to target opportunity and skills training for young New Yorkers and justice-involved individuals to give them pathways to sustainable, well-paying jobs.

• Trauma-Informed Care: $106.66 mil-

lion to bolster mental health resources for young people and others with a diagnosed mental illness, and ensure appropriate crisis response to those suffering from mental health episodes.

• Community & Police Relations: $2.6 million to strengthen bonds of trust between police and communities by allowing greater collaboration on neighborhood safety initiatives, ensuring more effective policing that balances the twin imperatives of safety and justice.

An additional $1.5 million will go towards engagement and evaluation to build an infrastructure to measure progress on the previous strategies. Finally, the state contributed $6 million for the overall blueprint.

According to the report, approximately 92 percent of total gun violence in the city is concentrated within 30 precincts across the five boroughs. Six of these precincts—representing 25 percent of shooting incidents and 39 percent of confirmed shots fired citywide in 2022—are being prioritized for new and expanded investments recommended in the report.

Among those six precincts is the 75th, which covers Cypress Hill and East New York, a community that shares a border with Howard Beach.

Pheffer Amato Hosts Conservation Work Tour of Jamaica Bay for Assembly Speaker

Assemblywoman Stacey Pheffer Amato (D-Howard Beach) was joined by Assembly Speaker Carl Heastie on a tour of Bayswater Point State Park.

The purpose of the tour was to show the conservation work being done for Jamaica Bay by the State Parks Department in partnership with the Jamaica Bay-Rockaway Parks Conservancy. Pheffer Amato has secured funding for conservation and shoreline restoration efforts across Jamaica Bay.

Pheffer Amato and Speaker Heastie were shown Bayswater Point State Park by Executive Director of Jamaica Bay-Rockaways Park Conservancy Terri Carta. The three of them, along with fellows from JBRPC and employees from the State Parks Department, saw the efforts to rebuild the shoreline, the ongoing effort of removing invasive species of plants, and the wide variety of cleanups that have been ongoing in that area. In addition, the assemblywoman and speaker chatted with members of the JBRPC fellowship program about their interest in the environment. Several fellows indicated that

because of this program, which is funded through Pheffer Amato’s office, they are seeking a career in environmental stewardship.

MTA Announces Service Changes Related to Track Replacement in Queens and Manhattan

The Metropolitan Transportation Authority on Friday announced the replacement of track along the line between 47-50 Sts-Rockefeller Center in Manhattan and 36 St station in Queens. The project will improve reliability, mitigate leaks to prevent future corrosion and deterioration and extend the life of existing infrastructure, the agency also indicated.

Crews will remove existing direct fixation track and construct new concrete track and new direct fixation track, install new contact rail, protection boards, brackets and insulators, remove and replace cables, furnish and install new signal equipment, repair spalled concrete and cracks and seal active leaks.

The following service changes will be in effect through the first quarter of 2024:

• Beginning Monday, Aug. 28, F train service will be rerouted via the E line in both directions between 47-50 Sts-Rockefeller Center and Jackson Heights-Roosevelt Av.

• Weekday M train service will be suspended between 47-50 Sts-Rockefeller Ctr and Forest Hills-71 Av. Service will operate between Middle Village-Metropolitan Av and 57 St/6 Av in Manhattan only between 6 a.m. and 9 p.m.

• Nights between 9 p.m. and 6 a.m. and weekends, the M will operate its normal service between Metropolitan Av and Essex St or Myrtle Av, and the 57 St/6 Av station will be closed. Due to operational constraints, E, F, and M train service will operate at reduced frequencies.

• Weekdays and weekends between 5 a.m. and 11:59 p.m., F shuttle trains will operate between Lexington Av/63 St and 21 St-Queensbridge, and free Q95 shuttle buses will operate between the 21 St-Queens-

bridge and Queens Plaza stations.

• Overnights between midnight and 5 a.m., F shuttle train service is suspended and free Q94 shuttle buses will connect the Roosevelt Island, 21 St-Queensbridge, and Queens Plaza stations.

In preparation for this work, there will be service changes in effect for the following weekends:

• Between 9:45 p.m. on Friday, Aug. 11 and 5 a.m. on Monday, Aug. 14 there will be no Coney Island-Stillwell Av bound F train

service at 21 St-Queensbridge, 57 St/6 Av, Roosevelt Island, and Lexington Av/63 St. Coney Island-Stillwell Av bound F service will be rerouted via the E line between Jackson Heights-Roosevelt Av and 47-50 StsRockefeller Center.

• Between 9:45 p.m. on Friday, Aug. 18 and 5 a.m. on Monday, Aug. 21 there will be no Jamaica-179 St bound F service at 57 St/6 Av, Lexington Av/63 St, Roosevelt Island, and 21 St-Queensbridge. Jamaica-179 St bound F service will be rerouted via the E line in between 47-50 Sts-Rockefeller Center and Jackson Heights-Roosevelt Av.

• Between 9:45 p.m. on Friday, Aug. 25 and 5 a.m. on Monday, Aug. 28, there will be no F train service in both directions at 57 St/6 Av, Lexington Av/63 St, Roosevelt Island, and 21 St-Queensbridge. F train service will be rerouted via the E line in both directions between 47-50 Sts-Rockefeller Center and Jackson Heights-Roosevelt Av, and free shuttle buses will operate between Roosevelt Island, 21 St-Queensbridge, and Queens Plaza. The Q train will continue to stop at Lexington Av/63 St.

MTA crews will make announcements in stations and post signage in stations. Outreach to community members and stakeholders will continue throughout the project.

NYC DOT Summer Streets Program Begins, Kicking off for the First Time in all Five Boroughs

City Department of Transportation

Commissioner Ydanis Rodriguez recently announced the beginning of Summer Streets last Saturday in Queens, with the biggest expansion in the program’s 15-year history. The popular program, which opens select streets for people to play, walk, and bike, will expand to all five boroughs for the first time and will now extend to 125th Street in Manhattan. The expanded Summer Streets will span five Saturdays between July and August and is now doubled in size to feature 20 miles of car-free streets. Free performances and other activities will be available at stops along each route.

This year’s program will be the most ambitious version since Summer Streets launched in 2008 and brings a continued focus on equity. More than 500,000 people walked, ran, cycled, or played on Summer Streets last year.

Saturday, July 29: Queens and Staten Island Summer Streets in Queens ran along Vernon Boulevard, from 44th Drive to 30th Drive. The program allowed users to enjoy the entire Queens waterfront in Long Island City and Astoria.

Summer Streets on Staten Island ran along Richmond Terrace, from York Avenue to Bard Avenue. The program allowed

users to access the entire waterfront roadway along Staten Island’s North Shore thoroughfare.

Saturday, Aug. 5, 12, and 19: Manhattan Summer Streets in Manhattan will extend the traditional route from Brooklyn Bridge all the way into Harlem, traveling along Lafayette Street and Park Avenue up to 109th Street; on Central Park North from Fifth Avenue to Adam Clayton Powell Boulevard; and finally along Adam Clay-

ton Powell Boulevard from 110th Street to 125th Street.

Saturday, Aug. 26: Brooklyn and the Bronx

Summer Streets in Brooklyn will travel along Eastern Parkway, from Grand Army Plaza to Buffalo Avenue, connecting Prospect Heights and Brownsville along the same route as the Caribbean Day Parade — one of the city’s most popular annual events.

Bronx Woman Charged in High-Speed Whitestone Expressway Crash that Killed Uber Passenger

Queens District Attorney Melinda Katz announced that Melissa Rodriguez-Lopez was arraigned on Tuesday on an indictment charging her with murder and manslaughter for a high-speed car crash that killed a passenger in an Uber allegedly struck by RodriguezLopez while drag racing at up to 123 miles an hour on the Whitestone Expressway.

Rodriguez-Lopez, 28, was arraigned on a six-count indictment charging her with murder in the second degree, manslaughter in the second degree, assault in the second

degree, leaving the scene of an accident without reporting, assault in the third degree and reckless driving.

According to the charges, on May 27 at approximately 3 a.m., Rodriguez-Lopez— a self-described street racing enthusiast— was driving a 2015 Lexus northbound on the Whitestone Expressway with a friend, Marisol Cruz, in the passenger seat. She hit the back of a Toyota Corolla driven by Manishanker Roy, 43, an Uber driver who was transporting Steven Spaulding, 62, of Brooklyn.

Records from the Lexus indicate the

car, which was registered to RodriguezLopez, was going approximately 123 mph within seconds of the collision. The cars airbags had deployed.

Rodriguez-Lopez left the crash scene without reporting the collision, getting a ride from another drag racer.

Later that morning, Rodriguez-Lopez made a report at the NYPD’s 52nd Precinct that her car had been stolen. Body-worn camera footage shows that she had injuries to her arm consistent with an airbag deploying. Cruz sustained injuries to her lower leg and knee.

Roy and Spaulding were taken to New York-Presbyterian Queens hospital in Flushing. Roy had significant injuries to his neck and body and Spaulding had numerous spinal fractures and suffered a stroke following surgery. He died on June 10.

“We will not tolerate the use of our highways as raceways. This defendant’s alleged selfish actions and reckless disregard for the rules of the road resulted in tragedy,” Katz said. “She will be held fully accountable.”

If convicted, Rodriguez-Lopez faces up to 25 years to life in prison.

Adams Announces Creation of Office of Community Hiring

Mayor Eric Adams on Thursday announced the formation of the Office of Community Hiring and the appointment of Doug Lipari as its executive director.

The Office of Community Hiring will work with contractors to identify promising talent and provide employment and apprenticeship opportunities for low-income individuals and those residing in economically-disadvantaged communities. Once fully implemented, an estimated 36,000 jobs will be created annually for low-income individuals and impacted communities, allowing city contractors to leverage the full talent of the City workforce.

Community hiring allows the City to leverage its purchasing power, set hiring goals across billions of dollars of city procurement contracts, and build on the success of existing project labor agreements and agency-specific hiring programs. The Office of Community Hiring will advance the administration’s vision for an equitable, inclusive economy, and deliver on the promise to prioritize the needs of working people by creating pathways to careers with family-sustaining wages, Adams said.

“Our city’s economic recovery depends on opening up our workforce to those who have been denied a fair shot for far too long.

But the Office of Community Hiring will be on the frontlines of ensuring that low-income individuals and economically disadvantaged communities have access to goodpaying opportunities,” Hizzoner added.

Before being appointed executive director of the Office of Community Hiring, Lipari served as the deputy general counsel of the Mayor’s Office of Contract Services.

Lipari played an instrumental role in negotiating the city’s recent Project Labor agreements, which cover several billion dollars of construction work, and established the city’s ambitious and first-ever community hiring goals for the construction trades. With nearly a decade of city procurement experience, Lipari recognizes the immense power of city contracting to connect local talent with the contractors who do business with the city.

He holds a Bachelor of Arts from Duquesne University and a Juris Doctor

from Benjamin N. Cardozo School of Law.

Lipari will report to Office of Talent and Workforce Development Executive Director Abby Jo Sigal.
