Drug OD Deaths in City Decreased in 2018 for the First Time in Eight Years: Health Dept.

By Michael V. Cusenza In 2018, there were 1,444 unintentional drug poisoning deaths in the city, compared with 1,482 in 2017—38 fewer deaths— marking for the first time in eight years a decrease in such deaths in NYC, the Department of Health and Mental Hygiene announced Monday.

The rate of overdose death decreased 3 percent to 20.5 per 100,000 residents in 2018 from 21.1 per 100,000 residents in 2017.

According to the DOHMH data brief, from 2017 to 2018 the number of overdose deaths decreased among residents of Queens (-55 deaths) and Brooklyn (-82 deaths).

However, the rates of OD deaths increased among residents of the Bronx (+29 deaths), Manhattan (+42 deaths), and Staten Island (+14 deaths), though in Staten Island and Manhattan are lower than in 2016.

In 2018, opioids were the culprit in 80 percent of overdose deaths. And for the second year in a row, fentanyl was the most common substance involved in drug overdose deaths, present in 60 percent of OD deaths in 2018. According to the Centers for Disease Control and Prevention, fentanyl is a synthetic opioid pain reliever approved for

treating severe pain, typically advanced cancer pain. It is 50 to 100 times more potent than morphine.

More 2018 data highlights: • Among New Yorkers ages 55 to 84, overdose death rates increased for the fourth consecutive year.

• The rate of overdose deaths among Latinos increased by 5 percent, while rates decreased among black and white New Yorkers by 13 percent and 5 percent, respectively.

• The rate of overdose deaths among females increased by 7 percent, from 2017 to

2018, from 8.5 to 9.1 per 100,000; compared with a 6-percent decrease among males from 2017 to 2018, from 35 to 33 per 100,000.

• Cocaine was involved in 52 percent of overdose deaths in 2018. Since 2014, the rate of cocaine-involved overdose death has more than doubled (to 10.7 per 100,000 in 2018 from 4.7 per 100,000 in 2014).

• 157 overdose deaths involved cocaine and fentanyl without heroin, an increase from 146 overdose deaths in 2017.

• Half of all overdose deaths involved multiple central nervous system depres-

sants, such as alcohol (40 percent), benzodiazepines (29 percent), and opioids (80 percent).

• Opioid painkillers, excluding fentanyl, were involved in the fewest number (156) of overdose deaths since 2009, when opioid painkillers were involved in 145 deaths.

DOHMH also released this week drug overdose data for the first quarter of 2019 ( January through March), which shows 331 overdose deaths, two fewer than the final quarter of 2018. There were 49 confirmed overdose deaths in Queens in the first quarter of 2019.

“The decrease in drug overdose deaths is promising, but far too many New Yorkers are still dying,” said Health Commissioner Oxiris Barbot, M.D. “We are closely monitoring the trends of the epidemic as they evolve and responding to upticks in emergency department visits and deaths with targeted strategies and community engagement. We remain firmly committed to expanding lifesaving services and caring for New Yorkers who use drugs.”

According to the City, every seven hours, someone dies of a drug overdose in the five boroughs. More New Yorkers die of drug overdoses than homicides, suicides, and motor vehicle crashes combined.

Woodhaven Man Charged in Death of 7-Week-Old Son

By Forum Staff A Woodhaven man has been charged in the death of his infant son inside their 88th Street residence last week, Acting Queens District Attorney John Ryan announced Friday.

Luis Sanchez, 28, was arraigned last Thursday on a complaint charging him with second-degree manslaughter and endangering the welfare of a child. Bail was set at $150,000; as of Wednesday afternoon, Sanchez remained on Rikers Island. He has been ordered to return to court on Sept. 20.

According to the charges, at approximately 12:20 p.m. on Aug. 16, first responders arrived at Sanchez’s 88th Street home and discovered the unresponsive body of Sanchez’s 7-week-old son (the boy’s name has not been disclosed). Emergency personnel were allegedly told by Sanchez that his son—who was not breathing and whose lips had turned blue—had been healthy and functioning shortly before his discovery.

When questioned, Sanchez allegedly told police he was sitting on his couch with the child in his arms when he grabbed his 14-month-old son—who was also in the home—in an attempt to

prevent the toddler from falling off of the couch. As a result, the 7-week-old infant slipped from his arms and onto the floor, hitting his head. It is alleged that Sanchez then said he gave the infant—who was fussy—a bath. At some point, Sanchez allegedly left the baby alone to check on his older son, only to return to the bathroom to find the child in an unconscious state. Emergency medical techni-

cians rushed the baby to Jamaica Hospital Medical Center and later to Cohen Children’s Medical Center, where he was pronounced dead three days later.

Autopsy findings revealed that the baby sustained extensive retinal and subdural hemorrhages in addition to several rib fractures at various stages of healing.

According to the complaint, doctors determined that the in-

fant’s injuries were consistent with abusive head trauma, including violent shaking. The medical examiner further confirmed these findings in the autopsy which indicated that the baby’s injuries could not have been sustained during a fall as Sanchez alluded to in his statements to police.

“The victim in this case was an innocent baby whose life was cut short a mere two months after

his birth,” Ryan said. “As a father, the defendant was responsible for caring and maintaining the safety and well-being of his young son. Instead, he is accused of violently shaking the infant to death.

He now faces a lengthy period of time behind bars for his allegedly senseless and brutal actions.”

If convicted, Sanchez could be sentenced to up to 15 years in prison.

Joe Addabbo, Jr. (D-Howard Beach) recently fired off a probing letter to City First Lady Chirlane McCray demanding that McCray and her selection panel for the “She Built NYC” initiative explain why they seemingly snubbed the people’s choice, Mother Frances Xavier Cabrini.

Launched in June 2018, “She Built NYC,” according to McCray, is a new effort to commission a public monument or artwork on City property that honors women’s history in New York City. The program is supposed to build on the recommendations of the Mayoral Advisory Commission on City Art, Monuments, and Markers to expand the stories, histories, and narratives represented on public property in the Big Apple. These representations have historically failed to reflect the trailblazing women that have contributed to the five boroughs, the First Lady noted.

As Addabbo pointed out in his Aug. 22 missive to McCray, “Mother Cabrini received 219 votes, more than double the second-place vote recipient, Jane Jacobs (93). However, Mother Cabrini was not included in those selected to have a statue built in their honor.”

Cabrini helped establish the Missionary Sisters of the Sacred Heart of Jesus, taking in orphans and foundlings, opened a day school to help pay expenses, started classes in needlework and sold their fine embroidery to earn a little more money. The institute started seven homes and a free school

and nursery in its first five years.

Cabrini organized catechism and education classes for the Italian immigrants and provided for the needs of the many orphans in NYC. She established schools and orphanages despite tremendous odds.

Cabrini also founded Columbus Hospital and Italian Hospital. In the 1980s, they were merged into Cabrini Medical Center.

Cabrini set up 67 institutions: in New York; Chicago and Des Plaines, Illinois; Seattle; New Orleans; Denver and Golden, Colorado; Los Angeles; Philadelphia; and in countries throughout South America and Europe.

“Mother Cabrini’s contributions to New York City and the burgeoning immigrant community cannot be overlooked,” Addabbo added.

City Hall did not reply to The Forum’s request for comment on the matter.

“There are big gaps in our City’s public art, with few statues of women, trans and gender-nonconforming people,” McCray said last summer. “The message that lack of representation sends is that these people have no value and did not make contributions to our city. This first step we are taking will help us more accurately show the diversity in the people who helped make New York City so great.”

Rego Park Woman Tied to 3 Deaths: Feds rooms with her—none of them appear on camera exiting those rooms at a later hour.

On July 4, around 11 a.m., the body of “John Doe-1” was discovered dead inside a room at the Airway Inn at LaGuardia Airport in East Elmhurst. The Office of the Chief Medical Examiner stated that the cause of Doe-1’s death was acute intoxication due to the combined effects of alcohol, methamphetamine, cocaine and fentanyl.

A week later, on July 11, Jean-Ales-

sander Silvero, 28, was found dead at the Crown Motor Inn in Elmhurst. Silvero died as a result of fentanyl intoxication, the medical examiner reported.

And on Aug. 21, around 8:30 p.m., the bed linen-clad body of noted Chef Andrea Zamperini, 33, was uncovered in a garbage can in the corner of a room at the Kamway Lodge hostel in Elmhurst. An external examination revealed no trauma. The toxicology report is pending.

By Michael V. Cusenza A Rego Park woman has been hit with drug charges linking her to the recent deaths of three men at three borough lodging establishments, according to federal officials.

Angelina Barini, 41, was arraigned Monday on a criminal complaint charging her with conspiracy to distribute and possess with intent to distribute one or more substances containing fentanyl. She was remanded into custody.

According to the complaint, between July and August, law enforcement authorities, including Homeland Security Investigations, have been looking into several lethal drug overdoses that have occurred in Queens hotel rooms. Based on the probe, federal officials have tied Barini, an admitted prostitute, to the deaths of at least three clients.

By Michael V. Cusenza The second span of the Kosciuszko Bridge is set to open to traffic before morning rush hour Thursday, Aug. 29—four years ahead of schedule and on budget, Gov. Andrew Cuomo beamed Sunday as he toured the structure that straddles Newtown Creek to connect Queens and Brooklyn.

The project will replace the existing 77-yearold bridge, first opened in 1939, with two new state-of-the-art, cable-stayed bridges—one Maspeth-bound and one Greenpoint-bound.

Starting early Thursday morning, the Queensbound bridge will carry five lanes of traffic and a separate Brooklyn-bound bridge will carry four lanes, as well as a 20-feet-wide bikeway/walkway with spectacular views of Manhattan. The new Kosciuszko will be the first major bridge cross-

Cuomo returned to the site Tuesday to announce an agreement that will lead to the completion of the first and second phases of “Under the K”—a project that promises turn nearly seven acres beneath the bridge in Brooklyn into a public program space and park. Under the agreement, the State Department of Transportation will provide the use of State land to North Brooklyn Parks Alliance—which is leading the design and construction, and will ultimately operate and maintain the space—to allow for the beginning of programming by next summer. Cuomo also noted that the State will spend $1 million for paving and prep work, as well as an additional $6 million to fully fund the capital investments planned for phase two of “Under the K.”

By Forum Staff An indictment was unsealed Monday in federal court in Central Islip charging three men, including a Queens resident, for their roles in a transnational fraud scheme that netted the suspects more than $2 million, according to prosecutors.

Armughanul Asar, 68, who lives in College Point; Kamal Zafar, 51, from South Huntington, L.I.; and Jamal Zafar, 48, who resides in Huntington, have been charged with conspiracy to commit wire fraud and conspiracy to launder money in furtherance of their fraudulent scheme

directed at thousands of individuals in the United States.

As alleged in the indictment, between January 2018 and September 2018, the defendants, together with co-conspirators operating from call centers in India, targeted victims in the United States, and falsely claimed to be employees of the Internal Revenue Service, the Social Security Administration or the Drug Enforcement Administration. The victims were informed that they owed a sum of money to the U.S. government or one of its agencies and that they would be arrested if the debts were not promptly paid.

After victims wired payments to bank accounts that the defendants had opened in the names of inactive and shell corporations to receive the fraud proceeds, the funds were withdrawn and laundered through additional bank accounts.

The scheme is estimated to have netted more than $2 million from victims across the country.

“These indictments reflect the lengths that criminals will go in order to fraudulently separate honest people from their hard-earned money,” said City Police Commissioner Jim O’Neill.

If convicted, the defendants face up to 20 years’ imprisonment.

Holden Blasts City Hall over Shelter Plans

“I am disgusted with the way City Hall does business when it comes to housing the homeless,” Councilman Holden said.

By Michael V. Cusenza City Councilman Bob Holden (D-Middle Village) recently ripped the de Blasio administration while vowing to dig in his heels in the fight against City Hall’s latest homeless shelter plans for Community Board 5.

Holden noted that he and other local elected officials received word Thursday from the City Department of Homeless Services that the agency intends to establish a facility for 200 men at 78-16 Cooper Ave. in Glendale some time during the first half of 2020. A significant portion of the population set to be housed at the new shelter will be transferring from the shuttered Maspeth Holiday Inn temporary shelter.

According to DHS, another new shelter will open its doors at 1616 Summerfield St. in Ridgewood late next year. The City intends to locate 132 homeless families at this facility.

Holden has been battling the administration for years regarding the installation of homeless shelters in CB 5, as president of the Juniper Park Civic Association and more recently in his capacity as a duly elected official.

“I am disgusted with the way City Hall does business when it comes to housing the homeless,” Holden said.

A year ago he brought a proposal to DHS that detailed plans for a school at the Cooper Avenue site instead of a shelter. According to Holden, over the last 12 months, the School Construction Authority and DHS “worked in good faith” with the coun-

cilman to establish a state-of-the-art building for special-needs students.

But Schools Chancellor Richard Carranza seemingly ignored Holden’s Cooper Avenue idea, opting to keep the 188 PS 9 kids in a 116-year-old edifice in a heavily industrial section of Maspeth.

“I presented a strong plan to have a new District 75 school built on the Cooper Avenue property and I was told by all involved City agencies that this was an ideal solution,” Holden noted. “But as soon as Chancellor Carranza got involved, he decided it would be better to continue wasting our tax dollars and let the District 75 special-needs students suffer in a century-old building surrounded by heavy truck traffic.”

Still, the councilman is not crestfallen.

He has pledged to push back.

“I tried to fight against the shelter the right way, by negotiating with City agencies and coming up with reasonable proposals, only to have the rug pulled out from under me,” Holden said. “I was told countless times that DHS and SCA loved my plan to build a new school on Cooper Avenue, and the mayor’s approval was all that was needed. But the mayor recently told me he knew nothing about the plan. I’m sick of paying this game with City Hall, so now I will fight back the best way I know how: with my neighbors by my side.”

Holden added on Twitter that he’ll “be meeting with community leaders/members in the coming days to start planning how we as a community will fight against this irresponsible decision.”

Minutes after a Cleveland County District Court judge slapped Johnson & Johnson with an historic $572 million judgment to help abate the opioid crisis in Oklahoma, the all-American brand and its Janssen Pharmaceutical Companies vowed to fight.

Of course they did.

“Janssen did not cause the opioid crisis in Oklahoma, and neither the facts nor the law support this outcome,” said Michael Ullmann, executive Vice President, General Counsel, Johnson & Johnson. “We recognize the opioid crisis is a tremendously complex public health issue and we have deep sympathy for everyone affected. We are working with partners to find ways to help those in need.”

Right.

According to J & J, the decision in this case is “flawed.”

The State failed to present evidence that the Company’s products or actions caused a public nuisance in Oklahoma.

The State’s claims violate fundamental principles of due process by seeking to hold a company liable for conduct permitted under federal law and regulations. According to the behemoth company, the decision also disregards 100 years of precedent in public nuisance law, which traditionally has been applied to resolve property disputes, not lawsuits involving the sale of goods.

“This judgment is a misapplication of public nuisance law that has already been rejected by judges in other states,” said Ullmann. “The unprecedented award for the State’s ‘abatement plan’ has sweeping ramifications for many industries and bears no relation to the company’s medicines or conduct.”

Enough.

Big Pharma and the families that run its conglomerates have been able to wash their hands of the most devastating epidemic this country has ever seen for far too long. They have benefited from the opioid wrath to the tune of billions of dollars while countless families from every rung of the socioeconomic ladder are literally destroyed.

Dr. Andrew Kolodny, co-director of Opioid Policy Research at the Heller School for Social Policy and Management, and one of Oklahoma’s key expert witnesses during the trial put it in plain and simple words on the stand: “I believe Johnson & Johnson was a major cause of our opioid crisis. It was Johnson & Johnson’s opium that flooded into the United States. I think it’s fair to characterize Johnson & Johnson as a Kingpin in our opioid crisis because it was their opium that they were selling and that other drug dealers or pharmaceutical companies were selling.”

Kingpin. WOW. “We know that they promoted their products aggressively at a time when it was very clear that the United States was suffering of opioid addiction because of over prescribing,” Kolodny continued. “We know that their sales representatives encouraged doctors to prescribe their opioids for conditions where we shouldn’t use them and prescribe their opioids longer than patients should be on them. We know that they even gave out coupons so patients could be started on their opioids for free.”

Please, Johnson & Johnson—abandon your aforementioned appeal. Shut up and pay. I’d bet one of you has $572 million in an ashtray somewhere.

Please put our scarred country on a well-earned road to recovery. Getting away with murder for decades wasn’t enough?

USTA National Tennis Center Failed to Report $31M in Revenue to City: Audit

By Forum Staff The U.S. Tennis Association National Tennis Center, which operates a 99-year lease of the home of the US Open, the USTA Billie Jean King National Tennis Center at Flushing Meadows-Corona Park, underreported at least $31 million in revenue between 2014 and 2017—and as a result, owes the City more than $311,000 for that period, an audit released Thursday by City Comptroller Scott Stringer revealed.

In addition, the probe found an $8 million discrepancy in the USTA’s financial reports, indicating that an additional $82,000 could be owed to the City, according to Stringer.

The review also revealed that the City Department of Parks and Recreation, which is supposed to monitor the lease, is unable to properly do so, in part because the 1993 lease allows USTA to restrict City access to its records and impose “unreasonable hurdles” to reviewing financial records in this century, including preventing City agencies from obtaining the Tennis Center’s financial records in electronic form or making paper copies to review offsite. Parks therefore routinely accepts the Tennis Center’s financial reports at face value and lacks the resources to consistently verify their ac-

curacy, the comptroller noted.

According to Stringer, under the USTA’s 99-year lease, the National Tennis Center pays the City an annual base rent of $400,000 plus one percent of its net gross revenues in excess of $20 million.

The audit found: the Tennis Center only acknowledges underreporting $14

million of the $31 million in underreported revenue identified by the Comptroller’s Office; and, Stringer’s auditors uncovered $256,426 in over-reported revenue—a finding with which the NTC agrees.

Stringer recommended that USTA take the following steps to rectify its lack of transparency and financial discrepan-

cies: the National Tennis Center must pay $311,202 in additional rent to Parks; the Tennis Center should determine, with Parks, how much rent is owed to the City as a result of the $8 million discrepancy in the USTA’s financial reports; the NTC should ensure accurate reporting of annual gross revenues to Parks in compliance with the lease; it also should accurately account for all in-kind benefits received from sponsors, broadcasters, and vendors; and the Tennis Center should include all fees collected at the Tennis Center in its reports to the City.

“Any corporate entity leasing land from the City must pay its fair share of rent—no ifs, ands, or buts about it. The Tennis Center collects more than $300 million annually, and yet, it shortchanges City taxpayers,” Stringer added. “Our audit found millions in revenue that the USTA failed to report to the City and a lease that protects the USTA’s secrecy rather than promoting transparency.

An organization as revenue-rich as the USTA should not be shortchanging the City. This arrangement should be a win-win, not just ‘advantage’ USTA. As a city, we want to have pride in hosting the U.S. Open every year— and that’s why I’m sounding the alarm with this audit and calling on the USTA to pay the outstanding rent it owes to New York City.”

By Forum Staff The de Blasio administration Tuesday unveiled a “new and improved, easy-to-use” digital platform for the Big Apple’s 59 community boards to formally submit their annual needs and budget requests to the City, with easier access to relevant data to make a stronger case for such requests, according to the Department of City Planning.

The webtool, Community District Priorities, will make it easier for community boards and the public to participate in the budget process and for NYC agencies to access community board requests, with prioritization and more supporting details and at an earlier date in the budget cycle, DCP officials noted this week. Higher quality submissions typically lead to more active dialogue between the boards and agency planners at budget season and throughout the year. Agencies will use the information to focus services where needed most. reps posited that well-considered community board budget requests “meaningfully influence” decisions made during the annual budget process.

DCP also indicated this week that the agency will provide training and support to assist community boards in using the new system most effectively.

A vital part of annual community board submissions is their “top 3 pressing issues,” and the

rankings are used to further help the administration align its efforts with community needs. Last year’s most frequently mentioned issue was “affordable housing,” with 30 of 59 boards nominating it as their top need. “Schools” and “traffic” followed, with 19 and 15 community boards respectively.

When broken down by borough, some top priorities were: “affordable housing” and “quality of life” for The Bronx, “affordable hous-

ing” and “schools” for Brooklyn, “affordable housing” and “trash removal/cleanliness” for Manhattan, “schools,” “traffic” and “street flooding” for Queens and “traffic” for Staten Island. According to the administration, Community District Priorities provides many functions that make it even easier for Community

Boards to advocate for their neighborhoods, including: access available from any computer with an internet connection; links to relevant tools/sources, such as DCP’s Population FactFinder, as well as data from other agencies (school seats, crime statistics, health services), helping CBs describe and more fully substantiate their needs; more intuitive interface, for easy navigation between parts of a submission; ability to “drag-and-drop” budget requests into a prioritized order; simpler printing and reporting, letting users more easily share drafts with board members and various stakeholders as well as post it on their websites; and secure collaboration, allowing multiple users to edit a document simultaneously.

“It’s clear that community perspectives are a foundational step in planning and budget decisions—and enshrined as a guiding principle of the City’s 10Year Capital Strategy. This new platform will make it even easier for community boards in all boroughs to provide their priorities, in a manner that the City can easily and promptly digest,” said DCP Chief Operating Officer Jon Kaufman.

By Forum Staff The New York City area is set to receive $178,750,000 in federal funding through the Urban Area Security Initiative, which provides money to address the unique needs of high-threat, high-density urban areas by helping to prevent, protect against, mitigate, respond to, and recover from acts of terrorism, Senate Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (D-N.Y.) announced Thursday, adding that NY is also getting $76,930,000 in State Homeland Security Program funding, which helps implement anti-terrorism strategies outside of urban areas.

Through UASI’s Nonprofit Security Grant Program, which is administered by the Federal Emergency Management Agency, $11,096,805 will be awarded to 116 nonprofit organizations in and around Gotham that are at high-risk of an attack to improve their security. Earlier this year, Schumer and Gillibrand announced their push to increase funding for the NSGP in Fiscal Year 2020 to $75 million—the highest level yet—to protect nonprofit institutions that are at risk of being targeted for terror attacks. Gillibrand was successful in calling on Senate Appropriators to fund the NSGP at the highest possible level of $60 million in FY2019. Synagogues, churches, mosques, and other faith-based community centers are just a few examples of nonprofit organizations that could apply for the funds, the pols noted. The NSGP has improved efforts to keep at-risk nonprofit organizations safe by promoting emergency preparedness coordination and collaboration activities between public and private community representatives, as well as with State and local government agencies, Schumer and Gillibrand said.

“Since Sept. 11, nonprofits generally, and Jewish communal institutions specifically, have been the victim of an alarming number of threats and attacks. [The NSGP] counters those threats by providing needed resources for target hardening, and the integration of nonprofit preparedness activities with broader state and local preparedness efforts,” said William Daroff of the Jewish Federations of North America.

“No one should ever have to live in fear of being the target of a terror attack, and it is a tragedy that New York and places across the country still face the threat of terrorism and hate crimes,” Gillibrand said. “These anti-terror funds will help our law enforcement protect and save lives, and it will also provide nonprofits and places of worship that are at risk of being targeted with the resources they need to enhance their security and help prevent attacks.”

The FY2019 Homeland Security Grant Program is composed of three related grant programs: State Homeland Security Program, Urban Area Security Initiative, and Operation Stonegarden. HSGP provides grant funding to help state and local governments obtain the resources required to protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events.

“With both ISIS-inspired attacks and horrific hate crimes targeting places of worship becoming more frequent across the globe, we must do all we can to help protect top terror targets like New York City and help people of all faiths worship in safety and security,” Schumer said. “Federal security funds, like UASI, are the cornerstone of effective preparedness and prevention against terror threats and enable local law enforcement, like the NYPD, to do all they can to keep New Yorkers safe.”

Jamaica Women Cop to Planning Terror Attacks

By Forum Staff Two Jamaica women have copped to their roles in planning to build explosive, destructive devices similar to those used in prior terrorist attacks in the United States, federal prosecutors announced Friday.

Asia Siddiqui, 35, and Noelle Velentzas, 31, both U.S. citizens, pleaded guilty to teaching and distributing information pertaining to the making and use of an explosive, destructive device, and weapon of mass destruction, intending that it be used to commit a federal crime of violence.

According to authorities, between approximately 2013 and 2015, Velentzas and Siddiqui planned to build a bomb for use in a terrorist attack in the United States. In furtherance of their plan, they taught each other chemistry and electrical skills related to creating explosives and building detonating devices; conducted research on how to make plastic explosives and how to build a car bomb; and shopped for and acquired

materials to be used in an explosive device. They discussed similar devices used in past terrorist incidents, including the Boston Marathon bombing, Oklahoma City bombing, and 1993 World Trade Center attack, and they researched potential targets of attack, focusing on law enforcement and military-related targets.

Siddiqui and Velentzas espoused violent rhetoric, prosecutors said, praising the attacks of Sept. 11, 2001, and saying that being a martyr through a suicide attack guaranteed entrance into heaven. Velentzas specifically singled out government targets, advising fellow prospective jihadists to “go for the head” when you commit a terrorist attack.

When the women were arrested in April 2015, law enforcement officers seized propane gas tanks, soldering tools, car bomb instructions, jihadist literature, machetes, and several knives from their residences.

When sentenced, Siddiqui and Velentzas face up to 20 years in prison.

State Attorney General Urges FCC to Strengthen Efforts to Stop Robocalls and Illegal Spoofing

Cusenza State Attorney General Tish James and a bipartisan coalition of attorneys general from all 50 states and the District of Columbia Monday, in a comment letter, urged the Federal Communications Commission to encourage telecommunication companies to implement call-blocking and call-authentication solutions to protect consumers from illegal robocalls and spoofing.

In Monday’s nine-page missive, the coalition state that telecommunication providers should: • Offer free, automatic call-blocking services to all customers, and that these services should be based on reasonable analytics that should never block important calls — including emergency alerts or automated calls that customers have signed up for, like medical reminders; • Monitor network traffic to identify patterns consistent with robocalls and take action to cut off the calls or notify law enforcement; • Implement STIR/SHAKEN caller ID call-authentication technology (Secure Telephony Identity Revisited/Signature-based Handling of Asserted information using toKENs), which will help ensure that telephone calls are originating from secure, verified numbers, and not spoofed sources (The coalition

supports the FCC’s proposal to take regulatory action against telecom companies that do not comply with STIR/SHAKEN); and • Develop caller ID authentication to prevent robocalls to landline telephones, which is particularly urgent since those typically scammed by robocall offenders are elderly consumers or those living in rural areas—both groups which primarily use landline technology.

“We must stop these bad actors from taking advantage of vulnerable Americans,” James said. “Our bipartisan group of attorneys gener-

In June, the State Senate approved legislation that would limit robocalls to NY residents and requires telephone service providers to offer free call-mitigation technology to customers. According to bill co-sponsor, Sen. Joe Addabbo, Jr. (D-Howard Beach), the measure requires telephone service providers

to supply consumers with technology that can identify and block unwanted calls. Although some providers do offer call-mitigation technology for free, others charge for the services, or haven’t made it widely available or easy to use, especially for Voice-over-InternetProtocol landline phones. The proposed law would require this technology be made available, free of charge to any consumer who requests it.

According to YouMail, a company that tracks robocalls, unwanted robocalls have disproportionately targeted New Yorkers, who have logged 1.5 billion of them so far this year—290,300,000 in April alone. Weak oversight and the abundance of new technology have led to the sharp rise in robocalls, Addabbo posited. Landlines have very limited protections, which leads to a disproportionate impact on the elderly. Technologically, the arrival of Voice-over-Internet-Protocol dialing has allowed companies to discharge millions of calls for pennies; and spoofing, or fraudulently displaying a fake a telephone number on the recipient’s caller ID, makes consumers even more susceptible to unwanted calls and scams. This technology has undermined the effectiveness of the federal government’s Do Not Call Registry, which previously protected New Yorkers from intrusive telemarketers, Addabbo noted.

City to Enhance Subway Homeless Outreach

The administration is encouraging more homeless New Yorkers to accept services and transition out of the subways.

By Forum Staff In an effort designed to encourage more homeless New Yorkers to accept services and transition out of the subways, the de Blasio administration on Thursday announced a series of enhancements to the City’s HOME-STAT outreach efforts underground.

According to the administration, the Department of Homeless Services and City Police Department are implementing a series of interventions and enhancements to more effectively target underground outreach efforts to high-activity areas and high-need cases, including launching: • an interagency command center involving City agency partners focused on helping individuals with the most challenging cases to come out of the subways and accept services; • increased joint outreach operations by the NYPD and DHS; and • live camera feeds to more precisely and quickly identify and respond to quality-of-life and public safety concerns, enhancing the NYPD’s Neighborhood Policing philosophy underground According to the administration, in order to address the most challenging cases of unsheltered homelessness involving high-needs clients, who often face the most significant, often overlapping challenges, including mental health and substance misuse, the City is launching an interagency command center, bringing relevant agency experts to the table to develop tailored approaches to engaging each individual based on their unique needs. While the vast majority of individuals encountered by HOMESTAT outreach teams in the subway are transient, a specific subset of individuals confirmed to be experiencing unsheltered homelessness and known to outreach teams

by name are considered “entrenched,” City officials noted, having been engaged 50 or more times throughout a one-year period, indicating greater need requiring more interagency expertise. Through close collaboration with the Department of Health and Mental Hygiene and Health + Hospitals, HOME-STAT outreach teams and NYPD will develop targeted interventions to make the breakthrough that encourages these individuals to finally accept services and transition off the subways, de Blasio administration officials added.

Additionally, the administration has indicated that it wants to build on the Manhattan Subway Diversion Pilot announced last month, which is diverting homeless New Yorkers from unnecessary criminal justice involvement towards shelter and services. The pilot will now be expanded to all five boroughs, according to the administration. Through this Subway Diversion Project, individuals experiencing unsheltered homelessness (i.e. having no active legal address at the time of engagement and not residing in shelter) encountered by the NYPD in the transit system (i.e. subway cars and subway stations) and observed to be in violation of City Transit Code of Conduct rules, such as fare evasion and lying outstretched, are being offered referrals to services in lieu of civil summonses.

“Since the launch of the HOME-STAT initiative, we’ve already brought more than 2,200 New Yorkers in off the streets and subways and into transitional and permanent housing programs, including more than 600 out of the subways specifically, who’ve remained off the streets—and by strengthening engagement, building trust, and providing more pathways off the streets, we’re squarely focused on taking that progress further,” said Department of Social Services Commissioner Steven Banks.
