The multi-faceted effort, Adams said, is in re sponse to community-generated complaints and consists of three teams utilizing heavy tow opera tions, booting, and summonsing enforcement, and spans several NYPD commands, bureaus, and city agencies.Beginning on Monday, August 15, operation “Heavy Duty Enforcement” deployed NYPD of ficers from Patrol Borough Queens South, the Transportation Bureau, personnel from the 103rd, 105th, and 113th Precincts, and Traffic Enforce ment Agents to multiple locations across southern Queens. In the first five days of the operation — from Monday, August 15 through Friday, August 19 — the NYPD issued 597 summonses, attached 89-wheel clamps, and towed 55 illegally parked ve hicles to a temporary storage facility. According to section 4-08 (k) (6) of the City parking rules, large commercial vehicles are pro hibited from parking on residential streets over night between the hours of 9:00 PM and 5:00 AM, seven days a week. Violation of this statue will re sult in enforcement action, including but not limit ed to summons issuance, wheel clamp attachment, and/or vehicle tow. For further information, please contact the NYPD’s Transportation Bureau or the New York City Department of Transportation via 311.“If you park commercial vehicles illegally, you will get ticketed, towed, or given the boot,” Adams said. “For far too long, large commercial vehicles have been parking illegally in this neighborhood, disrupting daily life, and contributing to noise, traf fic, and pollution. We cannot let our neighborhood streets turn into illegal parking lots. I want every New Yorker to know your city is looking out for you and your quality of life.”

In September 2021, Hurricane Ida tore through The World’s Borough, leaving at least 11 dead and hundreds of millions of dollars in Centraldamage.Park reported a record 3.15 inches of rain over the course of just one hour. More than 10 inches of rain fell in various communities.

Congresswoman Grace Meng (D-Flush ing) on Thursday issued the following state ment on the City of New York denying all claims for property damage caused by Hurricane Ida: “Queens, and my congressional district in particular, was devastated by Hurricane Ida. Lives were turned upside down and many local residents continue to fully re cover. New York City denying every claim from New Yorkers is wrong and I urge the city to reconsider,” Meng said. “At the federal level, we are doing everything we can to make sure that Queens and the rest of the city get the proper funding to help prevent this level of destruction from hap pening again. Last November, I helped pass the federal infrastructure bill in the House. Following the President signing the mea sure into law, I urged the city and state to use part of that funding here in Queens. This past June, I announced the House pas sage of the Water Resources Development Act, which includes my bill to authorize the Army Corps of Engineers to spend up to nearly $120 million to work with the City of New York in upgrading environmen tal infrastructure in Queens, which would help improve catch basins and sewers. We need the Senate to now take action and for money to be allocated.”

After receiving dozens of tips from con cerned neighbors and constituents regard ing the decline in the quality of life at the intersection that unofficially welcomes mo torists and pedestrians to Howard Beach, The Forum turned to City Councilwoman Joann Ariola (R-Ozone Park), who imme diately sprang into action. In a matter of a couple of days, Ariola enlisted the aid of the 106th Precinct. Cap tain Jerome Bacchi, commanding officer of the 106, and Neighborhood Coordination Officer Pete Paese reached out to the owner of the cart and were both at the scene as it was towed away.

Intro 600—co-sponsored by City Council Speaker Adrienne Adams, Councilman and Finance Committee Chairman Justin Brannan (D-Brook lyn), and Councilman Kalman Yeger (D-Brooklyn), and long championed by City Council Minority Leader Joe Borelli (R-Staten Island)—will implement a state-authorizing law, allowing the City to provide a rebate of real property taxes for eligible properties on Fiscal Year 2022 prop erty taxes. The rebate would be the lesser of $150 or the amount of the property’s FY 2022 real estate tax li ability.Tobe eligible for the rebate, the property must be a one, two or three family residence or a dwelling unit in a cooperative or condominium; and the property must be the primary residence of the owner. In addition, the annual income of all the owners of the property must have been less than or equal to $250,000 in tax year 2020.Checks will be issued by the DOF to eligible homeowners. Fiscal Year 2023 recipients of a School Tax Re lief (STAR) exemption or credit for whom DOF can verify eligibility will automatically receive checks, which will be sent out at the end of August.

Brannan added, “Today we are putting money directly back into the hands of working- and middle-class families. There is still lots of work to do when it comes to property tax reform and we need our partners in Albany to get serious. To all condo, co-op, and homeowners: consider this a good faith rebate from the city while you wait.”

Even a paltry voter turnout Tuesday couldn’t stop State Sen. Joe Addabbo, Jr. (D-Howard Beach) as he cruised to victo ry in the Democratic primary for the 15th Senatorial District seat—a position he has held since Jan. 1, 2009. With nearly 99 percent of precincts report ing, Addabbo earned 57 percent of the vote; Japneet Singh garnered 29 percent; while Albert Baldeo came in third place with 14 percent. Less than 7,000 voters cast ballots in the Withrace. his eyes on the general election in November, Addabbo took time out on Wednesday to thank his supporters for help ing him secure another political victory.

The bill was passed by the City Council earlier this month.

Tax Rebate

By Forum Staff Mayor Eric Adams on Wednes day signed legislation to provide a one-time property tax rebate of up to $150 to hundreds of thousands of eligible New York homeowners.

“We could not wait for Albany to do its job to fix our inequitable property tax system, so we did ours, and delivered some property tax relief now,” Councilman Borelli said.

“I grew up on the edge of home lessness, so I know the worry and fear that too many low- and middleincome homeowners across the five boroughs experience about whether they can keep their homes and pay their bills,” Adams said. “We want to remove some of the burden that New Yorkers are feeling, which is why we are putting money back into their pockets with a property tax rebate of up to $150 to low- and middleincome homeowners. This is about delivering direct relief to homeown ers in New York who are struggling to get DOFby.” will notify—by letter— STAR recipients for whom DOF has incomplete income information. These property owners will be re quired to certify their eligibility to receive a check. An application pro cess is being created for other prop erty owners who do not receive the STAR exemption, but who may be eligible for the rebate. The addition al information or application will be due in September, and checks will be sent out to owners that DOF deter mines to be eligible in the fall.

It’s 2 a.m. -the cough and stuffy nose you have been battling is still keeping you up. You reach for the nighttime cold relief medicine only to find it expired a few months ago. If you take a dose to ease your symptoms, will you be put ting yourself at risk? This situation is a relatively com¬mon occurrence. Many medicine cabinets are stocked with overthe-counter drugs as well as prescription medications that may be past their expi ration dates. It’s a good idea to routinely discard expired medicines, but if you happen to take a drug that has passed its expiration date, you will most likely suf fer no ill effects. According to the Harvard Medical School Family Health Guide, the expiration date on a medicine is not the dates when a drug becomes hazardous. Rather, it marks the period of time af ter which a drug company can no longer guarantee the efficacy of the medication. Since 1979, drug manufac¬turers selling medications in the United States have been required by the Food and Drug Ad ministration to stamp an expiration date on their products. This is the date until which the manufacturer can still guaran tee full potency of the drug. Expiration dates also may be a marketing ploy. Some experts say drug manufactur¬ers put ex piration dates on products for marketing purposes rather than scientific reasons. It doesn’t make financial sense to a company to have products on the shelves for years. Therefore, most drug manufac¬turers will not do long-term testing on products to confirm if they will be effective 10 to 15 years after manufacture. The U.S. military has conducted studies with the help of the FDA. FDA research¬ers tested more than 100 over-the-counter and prescription drugs. Around 90 percent were proven to still be effective long past the expira tion date -- some for more than 10 years. Drugs that are stored in cool, dark places have a better chance of lasting because the fillers used in the product will not sepa rate or start to break down as they might in a warm, humid environment. Storing medicines in the refrigerator can prolong their shelf life. Although a pharma¬cist cannot legally advise consumers to use medication past an expiration date, most over-the-counter pain relievers and drugs in pill form should still be fine. Certain liquid antibiotics and drugs made up of organic materials can expire faster than others. For those who still want to err on the safe side, routinely clean out medica¬tions from cabinets once they ex pire. How¬ever, if an expired medication is taken by mistake, there's little need to worry about potentially adverse effects. Until next week…

By Forum Staff Queens District Attorney Melinda Katz announced today that Austin Amos, 20, and Nickolas Porter, 20, have been charged with gang assault and manslaughter related to a fatal attack on a 52-year-old taxi driver in Far Rocka way, Queens last Saturday. The defendants are accused of repeatedly punching and kicking the victim after he confronted them for an unpaid fare on August 13, 2022. Two juvenile females, one still unapprehended, also allegedly participated in the deadly in cident.Amos, of Beach 56 Place in Arverne is pending arraignment in Queens Criminal Court on a six-count complaint charg ing him with gang assault in the first and second degrees, manslaughter in the first and second degrees, assault in the second degree and theft of services. If convicted, Amos faces up to 25 years in prison. Porter, of Hassock Street in Far Rocka way, Queens, is pending arraignment in Queens Criminal Court on charges of gang assault in the second degree and theft of services. Video surveillance footage shows the victim and that unapprehended female became in volved in a struggle. Amos circled back to Gyimah and punched him multiple times causing the victim to fall to the ground. Amos, Porter and two of the females, one still unapprehended, then surrounded Gy imah allegedly punching and kicking the victim repeatedly as he lay on the pave ment.Continuing, said the DA, Gyimah at tempted to regain his footing. When he stood,Amosdefendantstepped forward and allegedly punched Gyimah twice in the face caus ing him to fall back and hit his head on the pavement. The entire group—Amos, Por ter and the three females—then left Gy imah motionless on the ground. In contrast to the claims made in the application, New York Department of Labor records showed that FI USA nev er reported having any employees. In ternal Revenue Service records further revealed that FI USA never filed a tax re turn since its formation in 2017. There is no evidence that the EIDL funds pro vided to FI USA were used for business purposes.Based on the defendants’ false repre sentations, the Small Business Adminis tration approved approximately $1.5 mil lion in loans that were deposited into the defendants’ bank accounts. In addition to making false statements to obtain the loans, the defendants did not use the relief funding for ongoing business expenses as the EIDL program requires. Instead, they withdrew hundreds of thou sands of dollars in cash from bank ac counts that had received EIDL loan funds. When sentenced, all defendants face up to 20 years in prison and have agreed to forfeit the fraudulently obtained loan funds.

On Tuesday, in Brooklyn federal court, Jamaica resident Keily Nunez, a former JetBlue Airways employee, pleaded guilty to conspiracy to commit wire fraud in connection with false statements Nunez made to obtain loans for himself and his coconspirators pursuant to the Economic Injury Disaster Loan (EIDL) program. Nunez and four coconspirators were charged in June 2021. According to federal prosecutors, in connection with the scheme, five other defendants previously pleaded guilty to conspiracy to commit wire fraud: Orlando Sanay, Michael Pimentel Veloz, Jamaica’s Fanny Plasencia, Ramon Osvaldo Pena, and Angel K. Colon. In addition, codefen dant Keimi Nunez, of Woodhaven, previ ously pleaded guilty to wire fraud. When sentenced, all defendants face up to 20 years in prison and have agreed to forfeit the fraudulently obtained loan funds. The EIDL program provides qualify ing small businesses with low-interest loans.CoronavirusThe Aid, Relief and Eco nomic Security (CARES) Act expanded EIDL to provide economic support to help offset the temporary loss of rev enue experienced by businesses due to the COVID-19 pandemic. As set forth in court filings, between April 2020 and November 2020, the defendants applied for EIDL loans for eleven separate enti ties. In those applications, the defen dants falsely represented the number of employees associated with the entities and misstated the gross revenues for the entities for the 12 months prior to the COVID-19 pandemic. For example, Nunez submitted a loan application to the Small Business Asso ciation (SBA) in April 2020 claiming that Plasencia was the Chief Operating Officer and Nunez was the manager of FI USA Consulting LLC (FI USA). In the appli cation, Nunez falsely claimed that FI USA had 42 employees and gross revenues of $672,137 for the relevant period. The SBA approved FI USA’s application and on July 13, 2020 wired $149,900 to FI USA’s bank account.

Continuing, DA Katz said in November 2008, after the defendant had moved out of the home, he began to offer rides to the bus stop to the seven-year-old victim. Once in side the car, the defendant sexually assault ed the victim, a pattern which was repeated over the next two years. After her ninth birthday, the victim did not see the defen dant again for approximately six years. In March 2016, the younger victim, now a teenager, saw the defendant at a function she attended and became visibly upset. She later disclosed the history of abuse to a counselor, who informed her mother. At the time, the victim did not feel ready to report the criminal behavior to the police. In 2018, the victim decided to report the abuse to the authorities. When she went to the precinct to describe the sexual assault, the victim’s mother also informed the police of what happened to her niece, the victim’s cousin, in 2007. The defendant was arrested soon thereafter. “Both of these young victims have a long road to recovery from the horrific abuse they endured. The trauma cannot be undone but I hope that today’s sentenc ing brings them both a measure of closure, knowing that their abuser was held fully accountable for preying on innocent chil dren,” Katz said. “The defendant will now spend a lengthy time in prison as punish ment for his despicable actions.”

DA Katz said, according to trial tes timony, the defendant and his wife were childhood friends with the mothers of both victims. In May 2007, the family of the 7-year-old victim sponsored the de fendant and his wife to come to the United States from abroad and offered their home as temporary housing. The defendant be gan to sexually abuse the victim’s 11-yearold cousin when she would come over to visit her family between May and October 2007. The 11-year-old victim’s parents cut off all ties with the defendant upon learn ing of the assault from their daughter just before her 12th birthday in 2007. They did not, however, notify the police.

By Forum Staff Queens District Attorney Melinda Katz announced Thursday that Djamshed Luk manov, 55, has been sentenced to 15 years to life in prison for sexually abusing two young girls over a period of three years. The defendant was convicted in April of predatory sexual assault against a child and course of sexual conduct against a child in the second degree. The victims, who are cousins, were eleven and seven years old when the abuse began. Lukmanov was convicted on April 1 after a two-week-long jury trial of preda tory sexual assault against a child for one of the victims and a course of sexual con duct against a child in the second degree for the other victim. On Thursday, Queens Supreme Court Justice Ushir Pandit Du rant imposed a sentence of 15 years to life in prison on the predatory sexual assault against a child charge and five years on the course of sexual conduct charge in the second-degree charge, to run concurrently to each other. The defendant will also be re quired to register as a sex offender.

A Whitestone man has been charged with stockpiling an arsenal of more than 40 illegal firearms, Queens District Attorney Melinda Katz announced Monday. Joseph A. Maddaloni Sr., 55, was ar raigned Friday evening on a 140-count complaint charging him with criminal pos session of a weapon in the first degree, 29 counts of criminal possession of a weapon in the second degree, 37 counts of criminal possession of a weapon in the third degree, two counts of make/transport/dispose/ deface weapons and dangerous, 26 counts of criminal possession of a firearm, 26 counts of criminal possession of a firearm in the third degree, five counts of prohibi tion on unfinished frames or receivers, 13 counts of failure to obtain certificates of registration for numerous firearms, and un lawful possession of pistol or revolver am munition.InMay 2022, Katz’s newly formed Crime Strategies and Intelligence Unit, along with the Queens District Attorney’s Detectives Bureau, initiated an investiga tion into individuals purchasing illegal firearm component parts by placing online orders with internet websites and market places, shipping all the components neces sary to manufacture illegal firearms directly to their doorstep. Maddaloni was soon identified as a major purchaser of illegal polymer-based unserialized firearm com ponents which can be assembled into oper able firearms with minimal effort, without serial numbers or the statutory requisite background checks, also known as “ghost guns.”Upon execution of a court-authorized search warrant at Maddaloni’s residence, investigators allegedly observed an arsenal of firearms, ammunition, deadly firearm ac cessories, and other tools indicative of the illegal manufacture and possession of ghost guns.According to the charges, Maddaloni maintains two permits allowing him to le gally possess 10 pistols, each specifically enumerated by serial number, as well as eleven rifles and shotguns, also specifically enumerated on the permit by serial num ber. However, Maddaloni allegedly pur chased 25 additional commercially manu factured and serialized firearms, in addition to personally manufacturing 17 completed ghost guns—none of which are legally au thorized under either of the defendant’s permits.OnThursday, Aug. 18, members of the District Attorney’s Detectives Bureau ex ecuted a court-authorized search warrant and recovered the following:

At this point, the officers activated their police lights and ordered Baldwin back inside the car. Baldwin is said to have complied and provided his driver’s license and registration to the officers. According to the complaint, upon run ning a computer check, the patrol officers determined that Baldwin’s license was sus pended on Aug. 3, 2021 and subsequently ordered Baldwin to step out of the vehicle. Baldwin allegedly started the car, revved the engine, refused numerous commands to stop and drove the Durango at a high rate of speed away from the intersection, striking three pedestrians. The three pedestrians, including a 2-year-old child and mother, sustained nu merous injuries, and were transported to a local hospital for treatment.

The City Department of Education can do more to ensure that public school students receive the support and services that they need and that are supposed to be available, according to the latest in State Comptroller Tom DiNapoli’s series of audits of health and safety in schools.The audit found that too many NYC public schools are understaffed with mental health professionals, are not adequately training staff and too few have services readily available—and that DOE provides little over sight to ensure students receive the required mental health instruction critical to developing their awareness andAccordingresilience.to the Centers for Disease Control and Pre vention, rates of childhood mental health concerns have been increasing steadily since 2010. Among the New York state high school student population in 2017, around 17 percent of youth seriously considered suicide and slight ly over 10 percent made non-fatal suicide attempts. This mental health crisis has been further compounded by the isolation, disengagement, and instability brought on by the pandemic as well as other traumatic societal events, making the need for comprehensive mental health train ing, services and supports even more critical. State law requires that mental health instruction be a part of schools’ health education. However, auditors found that DOE does not take any action to ensure that schools have included a mental health component in their curric ulum and are providing mental health instruction to the students, nor does it monitor whether schools’ programs meet the minimum requirements or assess their effective ness.In addition, based on DOE’s self-reported data for the 2020-21 school year, a time when mental health supports were especially critical, it is evident that many schools fell well below the staff-to-student ratio recommended by National Association of Social Workers, American School Counselor Association, and National Association of School Psychologists.

By Forum Staff Mayor Eric Adams on Monday an nounced that the City has received a $7.25 million federal grant to plan for a major expansion of the greenway network across the five boroughs, with a focus on historically underserved, lower-income communities that lack access to affordable transportation and job opportunities. The funding comes from a U.S. Department of Transportation (USDOT) Rebuilding American Infrastructure with Sustainabil ity and Equity (RAISE) grant and will be used to develop a comprehensive vision plan to fill critical gaps in the city’s green way network, improve cyclist and pedes trian safety with improved infrastructure, and enhance quality of life with green transportation options and greater water front access. The grant application was prepared by the New York City Depart ment of Transportation (DOT), the City Parks Department (NYC Parks), and the City Economic Development Corpora tionWith(NYCEDC).thenew funding, NYCDOT, NYC Parks, and NYCEDC will together create the city’s first comprehensive gre enway vision plan in 30 years to guide future projects and track cycling growth and related trends. As part of that vision plan, the city will work to identify ap proximately five planned “Early Action” corridors across the five boroughs — prioritizing low- and moderate-income communities outside of Manhattan — and conduct robust planning studies for each to prepare the projects for funding and implementation. These new cor ridors would complement NYCDOT’s network of on-street bike lanes and NYC Parks’ public open spaces by dedicating more space to walking and cycling. The vision plan and corridor studies would include robust public engagement pro cesses and would be developed in close collaboration with communities and key stakeholders, including the NYC Green ways

“Federal funding from the Bipartisan Infrastructure Law to support the greenway network expansion is an example of how federal dollars can be used to successfully support state and local projects,” said Rep. The new greenway vision planning process follows a $47.6 million invest ment by Mayor Adams to complete six projects that will improve existing green way routes in central Queens and along Brooklyn’s southwest shoreline through NYC Parks’ “Destination: Greenways!” plan. The city is simultaneously work ing to fill five key gaps in the Manhattan Waterfront Greenway in Inwood, Har lem, East Harlem, and East Midtown, representing an investment of over $1 billion. The first of these projects — the East Midtown Greenway, from East 53rd Street to East 61st Street — is expected to be completed in 2023.
