‘Planning Camp’ Gives Residents Opportunity to have a Say in Updating City’s Waterfront Strategy

By Michael V. Cusenza New Yorkers of all ages with a keen interest in playing a role in imagining how to make one of the city’s defining resources— its 520 miles of waterfront—work better gathered on Governors Island Saturday for the Waterfront Planning Camp.

Hosted by the Trust for Governors Island, the free event featured interactive endeavors where participants shared ideas for the post-Superstorm Sandy waterfront.

The camp offered a gamut of information and activities from the serious (go bags, preparedness, and flood insurance) to the sublime (boat tours, ice cream).

Queens Borough President Melinda Katz said that such communal opportunities are especially important to The World’s Borough and the 2.4 million people that call it home.

“Surrounded by water on three sides, Queens and its coastal communities have a significant stake in any plan to make our city’s waterfront more accessible and resilient over the next decade,” Katz said. “It is vital that residents from the Rockaways to Long Island City to Bayside and beyond participate in the process of creating a new Comprehensive Waterfront Plan, as we

work to ensure our many miles of coastline continue to be hubs of recreation, resiliency, industry and economic opportunity for our families.”

According to the Department of City Planning, the Comprehensive Waterfront Plan, mandated by law to be updated every 10 years, will be developed with public input and released by the end of next year. It aims to make New York City’s 520 miles of waterfront more accessible, active and resilient, DCP officials said.

The plan will be the third such itera-

tion and will provide a vision for the city’s waterfront for the next decade and beyond.

Vision2020: New York City Comprehensive Waterfront Plan, released in early 2011, set the stage for expanded use of the waterfront for parks, housing and economic development, and of city waterways for transportation, recreation, and natural habitats. Vision 2020 sought to reconnect New Yorkers and visitors to the water and reclaim NYC’s standing as a premier waterfront city.

“Our water is the connective tissue between our boroughs and is, in effect, our

Sixth Borough,” then-DCP Commissioner Amanda Burden said in March 2011. “We are now planning for our waterfront and waterways with the same intensity and passion that we have traditionally planned for our land.”

Events such as Saturday’s planning camp are part of the first phase to update the next Comprehensive Waterfront Plan, DCP noted. In the fall, the agency will host a series of “Listening Sessions” with local organizations and launch various engagement strategies. DCP has pledged to gather what its officials have heard at these sessions and develop the structure and policy framework for the plan. The department has also promised to host a series of workshops in early 2020 to discuss the proposals with the public before it writes and releases the plan at the end of 2020.

“New Yorkers love their waterfront and we’re using it more than ever. To make this precious resource even more enjoyable, accessible and resilient, we’re going to the experts—New Yorkers themselves!” said DCP Director Marisa Lago. “We encourage your involvement to inform a plan for the city’s waterfront for decades to come.”

Concerned Community Rallies for Safer Driving along Woodhaven Boulevard

Residents rallied at Woodhaven Boulevard and 91st Avenue late Friday night for safer driving along the thoroughfare.

By Michael V. Cusenza Concerned community members held a demonstration late Friday night along a particularly perilous stretch of Woodhaven Boulevard, the site of a recent fatal hit-and-run accident.

Led by the Woodhaven Cultural and Historical Society, area residents rallied at Woodhaven Boulevard and 91st Avenue, waiting until the traffic signal glared red before stepping out onto the asphalt so waiting motorists could clearly see the signs they were toting: “Slow down on Woodhaven Blvd” and “Man killed here.”

Richmond Hill resident Sivananaintha “Shiva” Perumal, 54, was struck on Thursday,

July 25, in a hit-and-run on the southbound side of the boulevard near 91st Avenue.

Perumal, who worked at a Howard Beach Dunkin’ Donuts shop, was hit around 5 a.m.; the driver then dragged the man’s dismembered body nearly 300 feet before peeling away. Perumal was pronounced dead at the scene.

David Garcia, 26, of Woodhaven, was arrested on Aug. 6 and arraigned on a slew of charges, including felonies second-degree vehicular manslaughter, leaving the scene of an accident, and criminally negligent homicide.

Bail was set at $50,000 cash/$100,000 bond.

Perumal’s death came roughly 30 hours after another violent traffic accident on the treacherous thoroughfare. On Wednesday, July 24, around 1 a.m., a cyclist was struck by an SUV near the intersection of Woodhaven Boulevard and Jamaica Avenue, police said.

The motorist remained at the scene while the victim was rushed to Jamaica Hospital Medical Center, where he was listed in critical condition. No charges were filed in the incident.

“Clearly more needs to be done to protect cyclists and pedestrians at busy intersections. @NYC_DOT should start by planning and installing safer bike lanes. The current network (or lack thereof) in South Queens is a

big part of the problem,” City Councilman Eric Ulrich (R-Ozone Park) tweeted after noting that the SUV-cyclist accident occurred in his council district.

“We stand in solidarity with residents near Woodhaven Blvd and 91st Avenue in their silent protest against speeding,” Councilman Bob Holden (D-Middle Village) tweeted late Friday night. “This is the location where Sivananaintha Perumal was hit and run by someone driving at 92 mph. People need to slow down!”

Diocese Deems Sex Abuse Allegations against Former Richmond Hill Priest ‘not Credible’

Cusenza The law firm spearheading sexual abuse claims against Catholic priests recently filed 36 new lawsuits against the Diocese of Brooklyn, including one regarding a reverend who served at a Richmond Hill church in the 1970s— though diocesan investigators have called the particular allegation “not credible.”

Jeff Anderson & Associates last Wednesday filed a total of 90 suits against the Diocese of Brooklyn, which serves both Brooklyn and Queens, and the Archdiocese of New York. The date—Aug. 14—is significant because it marked the first day that the one-year window provision of the New York Child Victims Act took effect.

According to the CVA, beginning Aug. 14, 2019, survivors over the age of 23 will be able to utilize a one-year window, known as the “look back” period, to file a civil lawsuit against perpetrators or institutions regardless of when the offense took place.

“Today, we stand with victims who were sexually abused as children. We have reached this point because too many victims all across society have sadly carried this heavy cross for far too long,” said the Rev. Nicholas DiMarzio, Bishop of Brooklyn. “Sexual abuse is a heinous crime, and victim-survivors now have a new avenue to seek redress through the Child Victims Act.” Among the 36 DOB lawsuits registered last week is an allegation of sexual abuse of a minor dating back to the 1970s against the Rev. abuse allegedly took place 1972-1975 at Our Lady of the Cenacle Roman Catholic Church on 87th Avenue. With, who was ordained in 1972, served at the Richmond Hill parish 1972-1976.

According to DOB, the allegation against With was formally reported to the diocese through the Independent Reporting Line on March 29, 2018. On that same day, it was reported to law enforcement. The diocese informed With of the allegation and an investigation began.

The Diocesan Review Board recently presented its findings and has determined there was “insufficient evidence” to substantiate that the claim against With was credible. Their investigation found no corroboration with what the victim alleged.

The diocese noted that prior to this accusation, there has never been any allegation of misconduct in With’s 47 years of service. A letter was read to parishioners at Resurrection Roman Catholic Church earlier this month informing them of the conclusion of the investigation.

In February, the diocese released its list of 108 members of the clergy who have been “credibly accused” of sexual abuse of a minor. By credible, diocesan officials believe that the allegations may be true. The list spans the 166-year history of the diocese, and features the names of priests who were assigned to such borough Catholic education institutions as Archbishop Molloy High School, St. Francis Preparatory School, and Christ the King High School; and Queens parishes, including St. Helen in Howard Beach, St. Camillus in Rockaway Beach, and Nativity of the Blessed Virgin Mary in Ozone Park.

By Forum Staff A concerned civic group and area elected official this week called for “immediate action” from City agencies, including improved signage and warnings at the entrance of the beaches in Rockaway to notify swimmers and beach-goers.

There have been five drowning deaths this year in the waters surrounding Rockaway.

“As a City, and State we must do better to inform swimmers of the risks associated with going into the bay and ocean. Among many things we urgently need: updated signage with higher visibility, flag notifications on the beach to inform swimmers of danger-

ous waters, and better utilization of modern technology to receive notifications from the city. Most importantly, we need comprehensive water safety education-not only across the Rockaway Peninsula but across New York State,” Assemblywoman Stacey Pheffer Amato (D-Howard Beach) said. “Five people died this year in our waters. Something needs to change and that begins with education and notification. I pray for those who lost their lives and for their families.”

A 3-month-old baby boy was discovered unconscious and unresponsive Monday afternoon inside an Ozone Park apartment and later died at a nearby hospital, according to authorities.

Cops responded to the residence above Heavenly Florist on Cross Bay Boulevard and Linden Boulevard around 2:30 p.m. and found Joseph Carucci lying facedown on an adult bed. Emergency medical personnel rushed the boy to Jamaica Hospital Medical Center, where he was

pronounced dead.

No arrests have been made, and police have said that criminality was not suspected in the incident. However, the City Administration for Children’s Services is conducting an investigation.

Requests for comment from the Office of the Chief Medical Examiner were not answered by press time. The City ME will determine the cause and manner of Joseph’s death.

Cusenza City Council colleagues recently leapt to the defense of Councilmember Donovan Richards (D-Laurelton) after the head of the city’s largest police union fired off a caustic mailer to Richards’s constituents, blasting the chairman of the Council Committee on Public Safety for “bashing cops.”

“Do you know Donovan Richards? You should, because he is your City Council Member and he is failing you. He cares more about running for higher office than he does about regular folks in Southeast Queens,” longtime Police Benevolent Association President Patrick Lynch wrote in the missive dated July 29. “You deserve better representation, and you should call his office to demand it.”

While the specific reason for the message is unclear, Richards and many of his fellow elected officials have said that they believe it is in response to Richards consistently calling for the firing of former NYPD Officer Daniel Pantaleo, the cop who applied the banned chokehold that killed Eric Garner five years ago on Staten Island. Pantaleo was fired on Monday by Police Commissioner Jim O’Neill.

“As cops, we are battling an uptick in shootings across the city. Last week, two little kids were hit by stray bullets, and 12 people were shot at a block party this past weekend. Donovan is chairman of the Public Safety Committee. Have you heard from him about these shootings? What has he been doing?” Lynch wrote in the Richards mailer. “Not helping us get guns off our streets, that’s for sure. Instead, he’s been

on the steps of City Hall, bashing cops so that he can get his name in The New York Times. He’s not speaking for you. He’s not even speaking TO you — he’s speaking to the transplants in Astoria and Long Island City. He wants their votes, but he takes yours for granted.”

Richards’s council colleagues took to Twitter to rally around him.

“I know @DRichards13 well. I don’t always agree with him on every issue but when it comes to public safety and police matters he’s tough, but fair. I’m disappointed to see @NYCPBA waste union dues attacking him,” Councilman Eric Ulrich (ROzone Park) said.

“Donovan is a leader who leads with his heart. He’s spoken movingly about being stopped and frisked and growing up as a young black man in NYC. When a detective was tragically killed earlier this year— when I went to the hospital, Donovan was already there to be with the NYPD,” Council Speaker Corey Johnson posted. “He has spoken up countless times about gun violence in the city. He pushed to ensure that former cadets would be treated fairly with their pension & benefits. And yes he [has] spoken up clearly & forcefully about why Pantaleo should be fired. I’m proud of my friend Donovan.”

Still, Lynch, in his penned diatribe, urged Richards’s constituents to call him at his district offices in Laurelton and Far Rockaway.

“You don’t need to ask him to support the police—it’s clear that he doesn’t,” Lynch concluded. “Just ask him what he is doing about the problems that affect you.”

Electeds Urge Transparency on FAA Meetings

By Forum Staff Three New York elected officials recently reached out to the Federal Aviation Administration, urging the agency to increase transparency of public meetings held by the NextGen Advisory Committee.

According to Senate Minority Leader Chuck Schumer, U.S. Sen. Kirsten Gillibrand (D-N.Y.), and Rep. Grace Meng (D-Flushing), the committee provides the FAA with advice and recommendations on ways to enhance and maximize the Next Generation Air Transportation System, which is the FAA-led modernization of the nation’s air transit operation that seeks to improve the safety, efficiency, capacity, predictability, and resiliency of U.S. aviation.

However, part of NextGen’s implementation involves new flight routes that have caused communities in Queens, the Bronx, and on Long Island to experience increased levels of aircraft noise.

In a joint letter to Acting FAA Administrator Dan Elwell, the legislators called on the agency to provide the public with improved notification of NextGen Advisory Committee meetings, more advanced notice of when these meetings are scheduled to take place, and to livestream each confab.

“NextGen modernization of our National Airspace System impacts not only airlines, airports, and air traffic control, but the flying public and people living near airports. In this regard, the NextGen Advisory Committee meetings are an opportunity for the public to weigh in on the technologies, operations, and issues regarding NextGen implementation,” the lawmakers wrote. “Unfortunately, we are concerned about the following limitations and undue barriers our constituents face in their continued engagement with NAC”:

• According to FAA internal guidelines, public notification of upcoming NAC meetings are only required to be published 15 days before a meeting. This leaves interested members of the public little time to make arrangements to attend, Schumer, Gillibrand, and Meng said. For example, the next meeting of the NAC will be held on July 30, 2019 in McLean, Va. This gives members of the public in New York only 15 days to purchase a flight or train ticket for travel—costs for which can rise prohibitively in the days leading up to the travel day—and to book accommodations if necessary.

• Announcements are published in the Federal Register, which can be difficult for members of the public to navigate when hunting for a specific meeting, and identical announcements are not made on the more user-friendly FAA website until several days afterwards.

• And those who are unable to attend in person—due to cost, time constraints, or physical inability to travel—the opportunities for public input are limited at this time, as the FAA does not videotape or livestream these meetings, the pols noted.

Schumer, Gillibrand, and Meng requested that the FAA revise its guidelines and: ensure that when announcements are made in the Federal Register of the meeting time, they are simultaneously published in a more user-friendly location, such as FAA’s website; extend the current 15 days of advanced Notice of Public Meetings with a longer lead time; and make the NAC meetings viewable and accessible via livestream.

“The federal officials determining aircraft route changes have a responsibility to listen directly to New Yorkers to ensure that any new routes carefully consider the potential effects on their quality of life,” Gillibrand said.

EDITORIAL Vote of (No) Confidence Our esteemed Mayor Bill de Blasio has held up the right to vote as a sacred practice, one that needs to be “expanded and protected.”

Guess his wife, First Lady Chirlane McCray, doesn’t hold this particular democratic institution in similar high regard.

That’s because she recently rejected the overwhelming popular choice to honor Mother Frances Xavier Cabrini with a statue as part of the “She Built NYC” campaign.

Launched in June 2018, She Built NYC, according to McCray, is a new effort to commission a public monument or artwork on City property that honors women’s history in New York City. The program is supposed to build on the recommendations of the Mayoral Advisory Commission on City Art, Monuments, and Markers to expand the stories, histories, and narratives represented on public property in New York. These representations have historically failed to reflect the trailblazing women that have contributed to the city.

According to the New York Post, Cabrini, the first American saint, “got passed over despite receiving 219 votes, more than any other nominee.”

What gives?

Seems like just another example of your vote—YOUR VOICE—amounting to zero in this city.

“There are big gaps in our City’s public art, with few statues of women, trans and gender nonconforming people,” McCray said last summer. “The message that lack of representation sends is that these people have no value and did not make contributions to our city. This first step we are taking will help us more accurately show the di-

versity in the people who helped make New York City so great.”

If that’s the case, then why snub Cabrini? She certainly checks off all pertinent boxes.

All she did was help found the Missionary Sisters of the Sacred Heart of Jesus, taking in orphans and foundlings, opened a day school to help pay expenses, started classes in needlework and sold their fine embroidery to earn a little more money. The institute established seven homes and a free school and nursery in its first five years.

Cabrini “only” organized catechism and education classes for the Italian immigrants and provided for the needs of the many orphans in NYC. She established schools and orphanages despite tremendous odds. She was as resourceful as she was prayerful, finding people who would donate what she needed in money, time, labor, and support. She founded Columbus Hospital and Italian Hospital. In the 1980s, they were merged into Cabrini Medical Center.

Cabrini founded 67 institutions: in New York; Chicago and Des Plaines, Illinois; Seattle; New Orleans; Denver and Golden, Colorado; Los Angeles; Philadelphia; and in countries throughout South America and Europe.

“Mother Frances Xavier Cabrini, who received more nominations from New Yorkers than any other woman during the process, has been completely ignored,” City Councilman Justin Brannan (D-Brooklyn) furiously wrote in a letter to McCray’s office. “My simple question is this: Why open this for a public vote and then ignore the results?”

Phony Physician Indicted on Homicide Charge for Butt-Injection Procedure that Killed Woman

By Forum Staff Authorities have extradited a 38-year-old woman from London, where she fled in 2016, following an illegal plastic surgery procedure she performed without licensure, in May of 2015.

The defendant is identified as Donna Francis, 38, whose last known New York address was on Huxley Street in Rosedale. Francis was indicted by a Queens County grand jury in 2016 on homicide charges for allegedly causing the death of a Maryland woman in May of 2015.

The victim had traveled from Maryland, accompanied by her mother to undergo a procedure to enhance her buttocks.

“The defendant is alleged to have set up a temporary medical practice in the basement of a Far Rockaway home with a massage table and silicone gel purchased from eBay,” said Acting Queens District Attorney John Ryan.

According to the DA’s office, the victim arrived with “…$1,600 cash and the hope of returning home with the perfect figure. Sadly, she never returned home. ” Francis, who is not a licensed nurse or physician, injected a

clear substance into the woman’s buttocks, causing cardiac arrest and subsequent death.

The defendant was brought back to Queens last week to face charges and was arraigned before Acting Queens Supreme Court Justice John Zoll on an indictment charging her with criminally negligent homicide and unauthorized practice of a profession.

Francis is being held at the Suffolk County Correction Facility, per the stipulations of the extradition agreement. Her next court date is Sept. 27.

According to the charges, on May 30, 2015, a 34-year-old woman traveled from her home in Suitland, Md., to meet with Francis for a buttock augmentation procedure in the basement of a home on Dickens Street in Far Rockaway. Shortly after 6 p.m. that same evening, emergency responders arrived at the scene after the victim’s mother called 911. They found the victim lying face up at the bottom of the stairs and transported her to a nearby hospital, where she was pronounced dead. The defendant fled the scene and left the country the following day.

When a court-authorized search warrant was executed at a second address used by the defendant, police recovered syringes, a jug filled with a clear liquid consistent with silicone and an invoice with the defendant’s name on it from eBay for jugs of dimethicone (a silicone-based product).

The medical examiner determined the victim’s cause of death to be systemic silicone emboli cause by an injection of silicone.

Any such injection into the human body must be encapsulated to avoid free silicone from entering the bloodstream and causing a deadly blood clot to form.

If convicted, Francis faces up to a year in jail, pursuant to the extradition order limiting a sentence greater than one year.

‘Operation 8-Ball Riderz’ Investigation Busts Four Borough Men for Dealing Stolen Motorcycles and Cocaine

By Forum Staff Four individuals have been arrested and charged with multiple counts of criminal possession of stolen property and conspiracy for allegedly selling stolen bikes in Queens County between December 2017 and October 2018. One defendant is additionally charged with criminal sale of a controlled substance for selling cocaine in Queens.

“The arrests are the result of a year-long joint undercover investigation by the New York City Police Department’s Auto Crime Division and this office’s Organized Crime and Rackets Bureau. Drug dealing and trafficking in stolen goods will not be tolerated in Queens County,” Acting Queens District Attorney John Ryan said. “This office will continue to work diligently with our law enforcement partners to put those who barter in stolen merchandise and deal drugs out of business.”

The investigation began in Queens with the NYPD’s Auto Crime Division looking into an OfferUp advertisement that listed a Texas motorcycle title for sale. Undercover police contacted the seller, who arranged a meeting at a location in Queens County where defendant Rhoden allegedly sold the advertised Texas mo-

torcycle title. The defendant also told the “buyer” that he had stolen motorcycles available for sale, which prompted the start of the “Operation 8-Ball Riderz” investigation.

During the course of the investigation, Rhoden sold motorcycles to undercover detectives on several occasions. The transactions progressed to him selling thousands of dollars worth of cocaine to these “buyers” between December 2017 and October 2018.

Also, according to the charges, Rhoden introduced his codefendants to undercover police. Over the course of the investigation, these three co-defendants identified as Ted Bennett, Jason Graham and Devon Henry—acting alone or in concert—sold stolen motorcycles, including a BMW S1000R, a Honda CBR, Suzuki GSXR and a Yamaha R1.

Unbeknownst to the defendants, they allegedly sold 13 motorcycles to undercover detectives. These bikes did not have ignition keys or titles. The recovered motorcycles have an estimated value of $70,000. Most of these motorcycles’ ignitions were hotwired in order to start the engines.

Three Borough Residents Part of International Sex-Trafficking Ring

By Forum Staff Three Queens residents have been indicted for their roles in a brutal Sex-trafficking ring that stretched from Mexico to the five boroughs, federal prosecutors announced on Thursday.

Francisco Melendez-Perez, 25; Fabian Reyes-Rojas, 39; and Abel Romero-Melendez, 33, were arrested last year. They have been arraigned, along with three Mexican nationals who were extradited to the United States, on an 18-count indictment charging him with sex trafficking conspiracy, sex trafficking of minors, interstate prostitution, alien smuggling and money laundering conspiracy.

his co-defendant relatives, smuggled young women and girls from Mexico into the U.S., where they were forced to work as prostitutes in the five boroughs and elsewhere. The six defendants conspired to launder the proceeds of their sex-trafficking and prostitution activities to conceal the illicit nature of the proceeds, federal officials noted in charging documents.

“Melendez-Rojas was flown thousands of miles to face charges for his role in trafficking and victimizing young women purely for profit. It’s alleged that he, with others in this ‘family business,’ used intimidation and abuse to force their victims to participate in sexual acts against their will,” said Homeland Security InvestigaOffices, and the Mexican Federal Police. Eleven Indicted for Theft of 43 Motorcycles

“The joyride is over for this group,” State Attorney General James quipped.

By Forum Staff Eleven members of a prolific motorcycle theft and distribution operation have been arrested and indicted, State Attorney General Tish James recently announced.

The suspects, which include a borough resident, have been charged on a 187-count indictment related to the theft of 43 bikes in Queens, Brooklyn, Manhattan, and The Bronx during a six-month period from November 2018 to May 2019.

The indictment unsealed last Wednesday in Kings County Supreme Court charges the 11 defendants with numerous counts of third- and fourth-degree criminal possession of stolen property, third- and fourth-degree grand larceny, unauthorized use of a motor vehicle, auto stripping, and fifth-degree conspiracy, among other offenses, for conspiring to steal, possess, and sell 43 stolen motorcycles and one stolen GMC Savana van, valued at a total of more than $280,000.

According to James, the investigation revealed motorcycle theft crew members Patrick Bull, 33; Tiahra Jones, 22, of Queens; Lumas Laens, 36; Kaon Murray, 29; Dimitri Ortiz, 26; and Jose Rivera III, 32, allegedly were responsible for locating, stealing, dismantling, and reselling stolen motorcycles throughout the five boroughs.

After stealing these motorcycles, the theft crew members transported the motorcycles back to a garage located in Brooklyn, where the bikes were either dismantled and sold for parts or disguised and sold whole to customers who knowingly purchased stolen goods, allegedly including Jennar Battieste, 38; Dillan Budhoo, 27; Trevor Davis, 32; Lewis Moran, 41; and Stanley Webb, 43.

trict Attorney’s Office and was ultimately cultivated and completed by the AG’s Organized Crime Task Force and the NYPD Auto Crime Division, included hundreds of hours of physical and covert surveillance, court-authorized wiretapping of numerous target phones, execution of search warrants, and the recovery of dozens of hours of surveillance video capturing the thefts of numerous motorcycles. During the course of the wiretapping, conspirators frequently utilized coded and cryptic terminology in an attempt to disguise their illicit activities, such as referring to conducting a motorcycle theft as “busting a move,” dismantling a motorcycle for parts as “chopping it up,” and altering a vehicle identification number (VIN) as “stamping.”

“Over the course of an ongoing investigation, my office’s Organized Crime and Rackets Bureau developed information of crimes that extended beyond the borders of Queens County,” said Acting Queens DA John Ryan. “In keeping with Judge Brown’s tradition of collaborating with our law enforcement partners, we brought this information to the Attorney General’s Organized Crime Task Force with full confidence the case was in good hands. We thank Attorney General James for her work to ensure justice is served.”

If convicted, each of the defendants faces a maximum of seven years in prison.

“The joyride is over for this group,” James quipped. “For months, these individuals allegedly stole dozens of motorcycles from unsuspecting New Yorkers and then dismantled them for profit or resold them to customers who knowingly purchased stolen goods. I want to thank the NYPD and the Queens District Attorney’s Office for their partnership in bringing these individuals to justice. Our streets are safer today than they were yesterday.”

On prior occasion we have discussed mistakes made by a chain pharmacy in dispensing the wrong medication to a child.

This week we’d like to discuss another at risk group when it comes to medication—older adults.

Whether you’re a full time caregiver to your parents, a volunteer in a senior service program or you just help out an aging aunt or uncle from time to time, part of that responsibility is likely helping them get their medications.

Older adults use more prescriptions than any other age group in the country. In fact although they comprise roughly 13% of the population, they use at least 34% of all prescription medication.

Because most older adults live with at least one chronic condition and generally have more than one prescribing physician, there are often complications in keeping track of the multiple meds and the interactions between them.

One of the most valuable services your local pharmacy can offer you is a strong effort to educate older adults and their caregivers about every medication the patient

takes. Additionally the pharmacist can close gaps in the process of managing prescriptions by making sure they have sufficient communication with their patients.

One thing patients should be encouraged to do is to reduce risk by filling their prescriptions at the same pharmacy. Studies show that using one source for all medications significantly reduces life-threatening mistakes.

Studies now reveal longer life expectancy among adults over 65 to grow to 71 million by 2030. Those studies name pharmacists as integral figures in helping to insure the health and safety of the fastest growing segment of the population—those 85 and older!

Patients and their caregivers should feel free to ask for their pharmacists help in performing what can be a daunting and difficult task.

Consult your pharmacist with any questions you may have. And remember it’s the questions we fail to ask that can bring on unnecessary health problems. So by all means, ask away!

Council Unveils Healthcare Access Legislation

By Michael V. Cusenza Three members of the City Council on Thursday introduced legislation to create a citywide healthcare program that would greatly increase access to care in the five boroughs, connecting all participants to coordinated, personalized care in their communities.

According to City Council Speaker Corey Johnson, Council Health Committee Chairman Mark Levine (D-Manhattan), and Council Hospitals Committee Chairwoman Carlina Rivera (D-Manhattan), the bill would require the City to develop and administer a program that would offer individuals a medical home—a model of providing care where participants have a primary care physician and/or practitioner to develop, direct, and coordinate their treatment, testing, and service—and assign each participant a patient navigator to serve as a personal medical concierge. The concierge will assist with coordinating primary and specialty care, accessing medication, and understanding/minimizing costs.

The program, according to the council, would benefit individuals without health insurance, including undocumented New Yorkers, who want care in their communities and are looking for culturally competent care as well as insured individuals seeking coordinated care or just need help navigating the healthcare system in the

“The bill we are introducing today will guarantee that primary care is an option for every New Yorker in every neighborhood, at a public hospital or at a community-based clinic,” Councilwoman Rivera said.

City. Culturally competent care includes serving the linguistic needs of patients through clinicians or interpreters and provides a diverse workforce representative of patients that is responsive to predominant social and cultural practices.

Rivera called the measure “groundbreaking.”

“An effective modern medical system starts with easy patient access to primary care. But far too many New Yorkers, from

undocumented immigrants to the under or uninsured, feel they are forced to use the emergency room if they have any sort of medical condition,” she added. “The bill we are introducing today will guarantee that primary care is an option for every New Yorker in every neighborhood, at a public hospital or at a community-based clinic.

I’m proud that we are working to make our city’s medical system more accessible and affordable.”

According to Johnson, Levine, and Rivera, once enacted, the proposed law would provide for medical homes that would be available in every community district in the City. Medical homes would include Health +Hospitals facilities, as well as federally qualified health centers, and other not-forprofit and private medical service providers. A hospital partner providing specialty care would be guaranteed in every borough.

The City would be required to select providers that provide care that meets the primary cultural and language needs of those they serve, as well the needs of special populations, including the LGBT community. The health access program would also provide telemedicine and require providers to assist in sharing medical records. Program participants would not pay any participation fees, but may be required to pay for services on a sliding scale based on their ability to pay for provided medical services.

The legislation builds on the healthcare access plan announced by Mayor Bill de Blasio earlier this year. NYC Care, according to the de Blasio, will serve the 600,000 residents without insurance by strengthening NYC’s public health insurance option, MetroPlus, and guaranteeing anyone ineligible for insurance – including undocumented New Yorkers – has direct access to NYC Health + Hospitals’ physicians, pharmacies and mental health and substance abuse services.

Andrew Cuomo should prioritize as the Metropolitan Transportation Authority modernizes New York’s ancient transit system.

The Riders Alliance has already begun to poll commuters’ top priorities for MTA spending, and the organization has promised to send the results to the governor’s office.

The MTA is scheduled to release its capital plan next month. The fiscal strategy, which Cuomo will announce and the MTA Board will adopt this fall, is a five-year projection of how the agency will spend tens of billions of dollars, including money from congestion pricing, on

major upgrades to the region’s transit network.

“We need to hear from real riders about what they need fixed on the subway and how the problems impact their lives. It’s important to hear from transit riders like me,” RA member Lola Vieira said. “Recently, I talked to an actor, who told me he lost an audition to a Broadway play he could have been in. I heard from a young mother who was stuck in the recent meltdown during the heat wave, was an hour late to pick up her young child from childcare. This was not only stressful but she had to pay more overtime.”

ASPCA Warns of Algae Poisoning

By Forum Staff The American Society for the Prevention of Cruelty to Animals is alerting pet owners to the severe threats that blue-green algae pose to pets.

According to the ASPCA, algae intoxications happen more during this time of year because conditions promote the growth of cyanobacteria. These organisms are known to cause poisoning in dogs, cats, livestock, wildlife, birds, fish and even humans. In the warm, summer months, pet owners should take caution when bringing companion animals near stagnant ponds, lakes, and

other bodies of fresh water that could potentially be contaminated with algae.

Pet owners should be aware of these important facts, according to the ASPCA: • Blue-green algae is most likely to proliferate in bodies of fresh water when the weather is warm (over 75 degrees) and sunny.

• Water containing toxic algae blooms will often have the appearance of a pea-green paint or slime on the surface.

• If certain wind conditions are present, the film will often concentrate along the shoreline in areas where animals may drink or swim.

The organization added that dogs can develop poisoning when they drink from or swim in contaminated water sources. If blue-green algae is consumed, it can cause severe neurologic or liver damage. Signs of blue-green algae toxicity include seizures, panting, excessive drooling, respiratory failure, diarrhea, disorientation, vomiting, liver failure, and ultimately death.

The ASPCA also indicated that prevention is key. Don’t allow your pets to drink from stagnant ponds, lakes or other bodies of water that have bluish-green scum on the surface or around the edges. Blue-green algae cells can also stick to a pet’s fur and be ingested when the animal cleans itself, so take caution before allowing your pet to jump into a body of water.
