Cusenza From Hamilton Beach in Queens to Hamilton Park on Staten Island, a city still in recovery on Tuesday pressed pause on its rebuilding effort for at least one evening to celebrate the special relationship between cops and the communities they serve at the 2021 National Night Out. The 106th Precinct’s NNO was a boisterous, informative event held at Police Officer Nicholas Demutiis Park, steps from the 106 stationhouse in Ozone Park. The three-hour celebration featured rides, food, giveaways, and music—and reinforced the importance of Neighborhood Policing and cops and communities working together toward a safer city.

Man Charged with Hate Crimes for Attacks on Muslims

By Forum Staff A Jamaica man has been charged in three random, separate attacks on people he believed to be Muslim, Queens District Attorney Melinda Katz recently announced.

Naved Durrni, 30, has been arraigned on a complaint charging him with criminal possession of a weapon in the third degree, assault in the third degree as a hate crime, menacing in the second degree as a hate crime and aggravated harassment in the second degree.

According to the charges, on June 20, around 9:15 p.m. the defendant encountered a man and woman walking in the vicinity of Liberty Avenue and Lefferts Boulevard in South Richmond Hill.

Without provocation, Durrni began to follow the pair and yell out anti-Muslim slurs, saying in sum and substance “Mohammad was a liar.” At one point, the defendant allegedly pulled on the 24-year-old woman’s hijab, telling her to take it off. When she did not comply, Durrni allegedly struck her in the arm and hit the 31-year-old man in the back.

About an hour later, Durrni happened upon another couple walking on Inwood Street in Jamaica.

Durrni began to follow them. Again, without cause, Durrni allegedly began ranting anti-Muslim statements, including saying, “Mohammad was a liar.”

Then the defendant allegedly punched the 56-yearold woman in the face and head. The victim sustained a fractured nose as a result of the attack and had to be treated at an area hospital.

On Sunday, July 25, according to the charges, the defendant was in front of 94-06 Sutphin Blvd., around 6:30 p.m., when he allegedly bumped a 38-yearold woman wearing traditional Muslim clothing into the street. The defendant yelled “Mohammad was a liar” and “Jesus tells the truth.” When the victim attempted to call 911 on her cell phone, Durrni allegedly pulled out a knife and pointed it at the woman in a threatening manner before fleeing the area.

Durrni turned himself in last Tuesday at the 103rd Precinct in Jamaica after seeing images of himself on newscasts about the investigation.

“That type of hate will not be tolerated in Queens County, where our diversity is our greatest strength,” DA Katz said.

If convicted, Durrni faces up to eight years in prison.

Maspeth Sex Offender Sentenced to 21+ Years in Federal Prison in Child Porn Case ercion and enticement of a child to engage in illegal sexual conduct and distribution of child pornography, federal prosecutors announced Thursday.

As part of his sentence, Richard Palmer, 40, must also serve five years’ supervised release following his imprisonment, during which time he must remain registered as a sex offender and have no unsupervised or unapproved contact with minors.

According to court filings, in September 2019, an adult woman contacted the FBI

and reported that Palmer had sent her unsolicited emails containing child pornography.

Law enforcement subsequently conducted searches of Palmer’s residence in Maspeth and his electronic devices. The searches revealed that Palmer had also sent thousands of text messages, including explicit and obscene photographs, to an 11-year-old child in an effort to convince that child to engage in sexual acts with him. At the time, Palmer was a registered sex offender who had been convicted in 2010 in Queens of attempted

promotion of a sexual performance by a child.

“Today, the defendant, a serial predator and registered sex offender, received a welldeserved, lengthy term of imprisonment for his efforts to convince a young child to engage in sexual acts by texting him thousands of obscene messages and photographs,” said Acting Brooklyn U.S. Attorney Jacquelyn Kasulis. “Protecting vulnerable, underage children from sexual exploitation will always be a high priority of this Office.”

By Forum Staff A Woodhaven Man has been charged with grabbing an 11-year-old girl, dragging her into an alleyway, and robbing her of cash and personal belongings last week in Jackson Heights, Queens District Attorney Melinda Katz announced Friday.

Jonathan Perez, 34, has been arraigned on a complaint charging him with robbery in the first and second degree, endangering the welfare of a child, and criminal possession of a weapon in the fourth degree.

According to the charges, on Sunday, July 25, at approximately 8:45 a.m. the 11-yearold victim was walking on 86th Street near Northern Boulevard on her way to a nearby grocery store. Perez approached her and allegedly pressed a sharp metal object against

her neck inflicting a laceration. Perez then pulled the child to a nearby alleyway and pushed her causing her to fall to the ground.

During the attack, Perez allegedly threatened to kill her and violate her if she didn’t stop screaming. Perez took the victims’ keys, money, and her bag and fled.

The victim was taken to a borough hospital where she was treated for a laceration to her neck sustained during the attack.

“Nothing’s more important than ensuring that our children are safe on our streets.

Because of this defendant’s alleged actions, an 11-year-old’s early morning trip to the grocery store became a nightmare,” Katz said. “Now apprehended, the defendant will face justice in our courts.”

If convicted, Perez faces up to 25 years in prison.

Carry your prescription card: Keep your health insurance or prescription-drug benefit card with you at all times, it can help you obtain an emergency supply of any lost or damaged medication.

Order early: Reorder as soon as you are able. Don’t let your prescriptions stockpile. Make sure you always have enough on hand,it could be many days before you are able to get it.

Keep your medications together: Keep medications in original containers with original labels and place prescription bottles in a waterproof bag or container.

Prepare for special needs: If your medication requires refrigeration or electronic equipment, have plans for temporary storage and administration.

Make a plan: Discuss your medication disaster plan with your doctor, especially if your medication has special shipping or electronic equipment requirements. Also discuss plans for your child’s medication with your child’s day care provider or school.

Maintain an emergency healthcare kit: Stock a supply kit with any nonprescription medications you may need such as pain relievers, cold medications and antacids.

Finally, if you experience an emergency situation, it’s important to check that your medication hasn’t changed--did it get wet?

New Commanding Officer at 106th Precinct Captain Jerome Bacchi has been selected as the new commanding officer of the 106th Precinct, the City Police Department recently announced.

Bacchi succeeds Capt. John Costello, who has led the 106 since November 2019.

NYPD Chief of Department Rodney Harrison thanked the 106th Precinct Community Council for participating in the selection process.

“Our goal is for our commanding officers to begin their new assignments with the support and engagement of the people who live and work in each of New York City’s many diverse neighborhoods, and we could not achieve that goal without your participation,” Harrison added.

Pols Call on Cuomo to Resign Immediately as Fallout from Scathing AG Report Intensifies

By Michael V. Cusenza After nearly five months, independent investigators appointed by State Attorney General Letitia James concluded in a report released Tuesday that Gov. Andrew Cuomo did sexually harass multiple women — including former and current state employees — by engaging in unwanted groping, kissing, and hugging, and making inappropriate comments. Further, the governor and his senior staff took actions to retaliate against at least one former employee for coming forward with her story. Finally, the Executive Chamber fostered a “toxic” workplace that enabled “harassment to occur and created a hostile work environment.” The investigators find that Cuomo’s actions and those of the Executive Chamber violated multiple state and federal laws, as well as the Executive Chamber’s own written policies.

The investigation was conducted after, on March 1, 2021, the Executive Chamber made a referral, pursuant to New York Executive Law Section 63(8), for James to select independent lawyers to investigate “allegations of and circumstances surrounding sexual harassment claims made against the governor.”

“This is a sad day for New York because independent investigators have concluded that Governor Cuomo sexually harassed multiple women and, in doing so, broke the law,” James said. “I am grateful to all the women who came forward to tell their stories in painstaking detail, enabling investigators to get to the truth. No man — no matter how powerful — can be allowed to harass women or violate our human rights laws, period.”

Starting in December 2020, multiple women came forward with allegations that Cuomo sexually harassed them. Over the course of the

investigation, the investigators interviewed 179 individuals. Those interviewed included complainants, current and former members of the Executive Chamber, State Troopers, additional state employees, and others who interacted regularly with the governor. More than 74,000 documents, emails, texts, and pictures were also reviewed as evidence during the investigation.

Backed up by corroborating evidence and credible witnesses, the investigators detail multiple current or former New York state employees or women outside state service who were the targets of harassing conduct on the part of the governor.

As part of the investigation, Cuomo also sat with the interviewers and answered questions under oath. While the governor denied the most serious allegations, the investigators found that he did so by offering “blanket denials” or that he had a “lack of recollection as to specific incidents.” The investigators also found that the governor’s recollection “stood in stark contrast to the strength, specificity, and corroboration of the complainants’ recollections, as well as the reports of many other individuals who offered observations and experiences of the governor’s conduct.”

Additionally, the investigators found that the Executive Chamber was “rife with fear and intimidation” that not only “enabled the abovedescribed instances of harassment to occur,” but also “created a hostile work environment overall.” Further, Cuomo, himself, and the Executive Chamber engaged in “retaliatory” behavior by “intend[ing] to discredit and disparage” a former employee that came forward with her story of harassment.

claims of sexual harassment violated multiple state and federal laws, including Title VII of the Civil Rights Act of 1964, the New York State Human Rights Law, and 42 U.S. Code § 1983, in addition to the Executive Chamber’s own equal employment policies.

“I want you to know directly from me that I never touched anyone inappropriately or made inappropriate sexual advances. I am 63 years old.

I have lived my entire adult life in public view.

That is just not who I am and that's not who I have ever been,” Cuomo said in a lengthy retort.

“I do on occasion say, ‘ciao, Bella.’ On occasion, I do slip and say ‘sweetheart,’ or ‘darling,’ or ‘honey.’ I do banter with people. I do tell jokes, some better than others. I am the same person in public as I am in private. You have seen me do it on TV, through all my briefings, and for 40 years before that.”

The embattled State executive added, “I understand these dynamics. My father used to say, God rest his soul, that politics is an ugly business. As usual he was right. But for my father and for me, it's worth it, because despite it all, at the end of the day, we get good things done for people. And that is what really matters. And for those who are using this moment to score political points or seek publicity or personal gain, I say they actually discredit the legitimate sexual harassment victims that the law was designed to protect.

“My last point is this,” Cuomo continued, “I say to my daughters all the time that as complicated as life gets is as simple as life is. My job is not about me, my job is about you. What matters to me at the end of the day is getting the most done I can for you.”

Calls for Cuomo’s political head to roll poured into The Forum.

“Based on my review of the findings in the Attorney General’s 165-page investigative report, I believe that Gov. Cuomo should resign in the best interest of all New Yorkers,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) said.

“Earlier this year, I joined my colleagues to call for an independent investigation by the Attorney General’s office. The Attorney General delivered a fact based and thorough report which in my opinion are grounds for impeachment. The report concluded that multiple state and federal laws were violated, and that the Governor’s actions and culture in his Executive Chamber are toxic and are the products of a pattern of behavior,” said Assemblywoman Stacey Pheffer Amato (D-Howard Beach).

“I believe the women who bravely told their truths of sexual harassment and experiences in a hostile work environment – the magnitude of the findings are much larger than I could have imagined. Unfortunately, workplace and sexual harassment is systemic, and we must do better and do more to protect folks no matter where they work, or who they work for - emphasizing nobody is above the law. Governor Cuomo must step down, and if he is not prepared to do so on his own, I urge the Assembly Judiciary Committee to expeditiously complete their impeachment investigation.”

“In 2019 the MTA released their Rockaway Beach Branch reactivation feasibility study. The study found that restoring service

on the line is possible but their cost estimate of between $6 and $8 billion looked wildly out of line with similar projects,” the group said.

QueensLink commissioned its own study by hiring the transportation firm TEMS to determine why the numbers seemed so high.

The RBRL was put into service in the late 19th century under the control of the Long Island Rail Road and connected Rockaway and southern Queens with Rego Park, provided area residents with expedient access to other parts of the city, and 40-minute commutes to Midtown Manhattan from the Rockaway Peninsula. In the early 1960s, parts of the railroad service were condensed, sectioned off, and it eventually closed in 1962.

Cuomo Announces Plan to Build $3.9B New Terminal 6 at JFK Airport to Resume

By Forum Staff Governor Andrew Cuomo on Tuesday announced that the Port Authority of New York and New Jersey has reached a revised agreement on key terms with JFK Millennium Partners - including JetBlue Airways, the operator of John F. Kennedy International Airport's Terminal 5 - to build a state-of-the-art new international Terminal 6 that will anchor the north side of the airport.

The project was initially supposed to break ground in 2020. The extraordinary level of private investment had been threatened by the impact of the COVID-19 on air travel and future projections for the industry. The restructured deal marks a major step forward in the ambitious plan to transform JFK into a unified 21st century global gateway, Cuomo said.

Subject to Board approval this week, the Port Authority will finalize and enter into a lease agreement with JMP for the construction of the $3.9 billion, 1.2 million square foot new terminal. The full $3.9 billion expense of building the terminal will be privately financed by the JFK Millennium Partners consortium. It will be built on the sites of the

former Terminal 6, which was demolished in 2011, and the aging Terminal 7, which will be torn down after British Airways relocates to Terminal 8.

"The transformation of JFK Airport into a world-class gateway is another distinct testament to New York's comeback and to our determination to build back better," Cuomo said. "This historic private investment will not only fortify New York's reputation as our nation's front door to the world, but also sets an example for how this country can tackle bold infrastructure projects that will jumpstart our economy with thousands of good-paying jobs even amid profound challenges like the pandemic."

The new terminal will connect to Terminal 5 and be equipped with capacity for ten new gates, as well as bright and airy check-in halls and arrival spaces designed to enhance the customer experience. Customers will enjoy more than 100,000 square feet of commercial dining and retail amenities, lounges, and recreational spaces. The new terminal will also incorporate the latest advances in both sustainability and security, infused with the partners' renowned customer experience, operational excel-

The development of Terminal 6 is expected to result in over 4,000 direct jobs and direct payroll wages of $1.9 billion. The total economic activity impact from the project, including indirect effects such as the local market participa-

tion of employees of suppliers, amounts to nearly $2.8 billion in total wages and $6.3 billion in total economic activity.

As Cuomo noted, JFK Airport is one of the region's most powerful economic engines, supporting roughly 300,000 jobs that pay $16.2 billion in wages annually while generating $45.7 billion in yearly sales. Prior to the onset of the pandemic, the airport set a record with 62.6 million passengers in 2019.

Since the beginning of the coronavirus outbreak, many parents have been forced to leave the workforce in order to meet the unprecedented demands of caregiving, remote schooling, housework and other family responsibilities. This has especially impacted mothers, particularly moms of color, as there are some two million fewer women – including one million fewer moms – in the labor force than there were before the pandemic began.

Meng’s bill, the Honoring FamilyFriendly Workplaces Act, seeks to motivate businesses to provide a healthier and easier work-life balance for hardworking families.

“We must do more to promote positive work environments so that working parents are able to return to the labor force as soon as possible, and my legislation would be a major boost in implementing policies to help in that critical effort,” Meng said. “Working parents have faced enormous challenges during the pandemic, and we must make

sure that their working environments are well suited for them as they make their way back to the workforce. We cannot leave working parents out of our nation’s recovery as we rebound from the pandemic. We must assist them so that they can resume and advance their careers and once again receive a paycheck without sacrificing the needs of their children and families. Nobody should have to choose between their work or their family.”

Specifically, Meng’s measure would direct the U.S. Department of Labor to establish a national certification program that recognizes exemplary family-friendly business policies. It would recognize and incentivize employers who commit to helping employees better juggle their family obligations and work responsibilities.

This certification program is intended to be similar to the EPA’s ENERGY STAR program that helps consumers identify energy efficient products, and would evaluate businesses on a number of policies, including: • Paid sick days for workers; • Child care subsidies; • Lactation support; • Reasonable accommodations for pregnant employees; • Assistance paying for or referring workers to fertility or adoption services;

• Paid family leave of at least 12 weeks per year; and/or • Flexible hours – or remote work policies – once parents return to work after a birth, adoption, or foster care placement.

“By redesigning and investing in the workplace to be family-friendly, we are ultimately strengthening the wellbeing of children and families, businesses, and the economy,” Meng said. “My measure is a commonsense initiative to improve the lives of working families in New York and

all across America, and I urge all of my colleagues in the House support it.”

Add a bit of cool flavor to your beverages, meals and desserts this summer with homegrown mint. Try using peppermint leaves in fruit cocktails and ice cream. Add spearmint to your tea or use the leaves to season lamb and jelly. Or try chocolate mint for a unique, sweet and refreshing flavor in desserts and drinks.

Mint is easy to grow and suited to container gardens. In fact, growing it in a pot will help keep this vigorous herb contained. Or sink a container of mint in the garden or plant where surrounding walks and walls will keep it in check. Keep a watchful eye and remove any unwanted plants as they appear.

Grow mint in a full sun to partial shade location with moist, well-drained soil. Mulch the soil to conserve moisture. Though hardy in zones 3 to 11, you will need to provide a bit of winter protection when growing mint in containers in colder regions. Either sink the container in a vacant spot in the garden or move the planter into an unheated garage. Water thoroughly whenever the soil is thawed and dry.

Gardeners lacking outdoor growing space or in areas with cold winters can also grow this herb indoors. Grow mint in a quality well-drained potting mix. Place in a sunny window or under artificial lights and keep the soil evenly moist.

Harvest the mint leaves as needed. Cut leafy stems off the plant just above a healthy leaf or bud so the wound closes faster and the remaining plant will look better. Rinse off the clippings and remove tough stems and bad leaves before adding mint to your favorite beverage or dish.

You’ll enjoy the most intense flavor when harvesting mint just before the plants begin to flower. This is the best time to make larger harvests for drying and freezing. Fortunately, you can remove up to 75% of foliage from an established plant. Watch for fresh, new growth and continue to harvest as needed.

Store any extra mint cuttings in a vase of water, loosely cover with a plastic bag and place in the refrigerator.

Consider including mint in your patio, balcony or deck plantings. Keeping it close to the kitchen and outdoor living space will make it easy for you to harvest and use. Plus, your guests will enjoy plucking a few fresh mint leaves to add to their iced tea, mojito, other favorite summer beverage or salad.

Not only does this easy-to-grow herb add flavor, but it also aids digestion. Add a garnish of mint to dress up the dessert plate and calm a queasy stomach. And use it to increase the manganese, vitamin C and vitamin A levels in your diet.

Make this the year you plant, harvest and enjoy some minty fresh flavor straight from the garden.
