Howard Beach Pols Urge State Panel to Permit Familial DNA Searches

By Michael V. Cusenza Two south Queens elected officials recently joined the chorus of voices calling on the State Division of Criminal Justice Services to approve expanding DNA inquiries to allow the use of familial searching.

State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblywoman-elect Stacey Pheffer Amato (D-Howard Beach) last Thursday signed a joint letter to DCJS Executive Deputy Commissioner Michael Green requesting that the agency’s “Commission on Forensic Science approve the expanded utilization of familial searching when using DNA for investigative purposes.”

Familial DNA searching is, according to the National Institute of Justice Forensic Technology Center of Excellence, a twophase process which attempts to provide investigative leads by identifying an individual in existing DNA databases who is highly likely to be a close relative of the donor of the DNA profile derived from the evidence found at the crime scene.

Addabbo and Pheffer Amato cited the increasingly cold case of Karina Vetrano as support for their request. Vetrano, 30, a lifelong Howard Beach resident, was beaten, strangled, and sexually assaulted in the evening hours of Aug. 2 on her daily run inside Spring Creek Park. the person responsible for this young woman’s death and ensure the highest level of consequence, but to ease the fears of my constituents who know a dangerous individual is still out there. I strongly urge the New York State Division of Criminal Justice Services to grant our request to allow familial DNA searching and do their part to help bring criminals to justice throughout our state.”

The Commission last week announced that it will hold a public hearing in Manhat-

tan on Feb. 10 to determine whether familial DNA searches should be permitted in New York and under what conditions.

“Arming our law enforcement with the necessary tools is the least we can do to honor Karina, bring justice to her family and protect our community,” said Pheffer Amato.

“I strongly urge the New York State Commission on Forensic Science to immediately authorize the use of this new investigative measure and will not rest until we do everything in our power to apply every resource possible to solve this case.”

Earlier this month, Queens District Attorney Richard Brown joined the Vetrano family in asking the State to quickly authorize familial searches.

“This effective technique, currently authorized in 11 U.S. states – and in the United Kingdom, which pioneered its use – has already produced DNA leads that ultimately broke cold-case murders, rapes and other crimes,” Brown noted. “And by reliably generating leads that can allow law enforcement to identify the guilty, the technique helps to ensure that the innocent will not be wrongly charged.”

A cousin of Karina Vetrano, Maria Wurpel, has set up a petition on change.org titled “Familial DNA Testing for Identifying Killer in New York Murder/Rape Cases.” As of Wednesday evening, it was less than 700 signatures shy of 25,000.

Hempstead Man Pleads Guilty to 40 Knife-Point Robberies

Federal indictment included details of 12 Queens capers

Cusenza A Hempstead, L.I. man recently pleaded guilty to an indictment charging him with conspiracy to commit armed robberies in connection with 40 knife-point robberies – including a dozen in Queens – that he and his co-conspirators committed between Feb. 9, 2015 and June 7, 2016, according to U.S. Attorney Robert Capers.

As part of the plea, Khalif House, 24, admitted his role in each of the robberies, which also occurred in Nassau and Suffolk counties, including at Carvel, Dunkin Donuts, Subway and 7-Eleven stores.

On almost every occasion, Capers noted, House robbed stores wearing mismatched gloves, with his face covered, while brandishing a knife. During one of the robberies, House chased down a fleeing employee, dragging her back into the premises to prevent her escape.

On another occasion, in order to avoid apprehension, House cut an employee, who attempted to disarm him during a robbery.

In May of this year, House robbed at least three borough eateries. On May 25, around 11:55 p.m., he entered the Dunkin Donuts on Cross Bay Boulevard in Howard Beach, proceeded to display a knife, and removed the cash register drawer which contained $776 in cash,

Just two days before that incident, House entered a Dunkin Donuts on 45th Avenue in Flushing around 11:30 p.m., threatened an employee with a knife and demanded that that employee pop open two cash registers. Cops said the victim complied, and House fled the scene with approximately $600 in cash.

And on Wednesday, May 11, around 9:50 p.m., police said House walked into a Carvel on Metropolitan Avenue in Forest Hills and displayed a knife to the employee inside the ice cream shop. He ordered the employee to open the cash register, and then fled the scene with

the register till, which contained $500 in cash.

House was ultimately arrested in Floral Park, on June 8, 2016, following the attempted robbery of a Dollar Tree store in College Point.

When the Floral Park Police located House, he was hiding in a stranger’s van, and in possession of, among other things, mismatched gloves.

“The defendant engaged in a widespread and dangerous pattern of knife-point commercial robberies, which terrorized the communities and jeopardized the safety of the employees of more than three-dozen local businesses,” Capers said. “As a result of the diligent work

and collaboration of federal and local law enforcement authorities, the defendant will now be held accountable for his actions.”

According to Capers, House’s arrest and conviction were the result of a joint investigation conducted by the Federal Bureau of Investigation’s Long Island Gang Task Force, the Nassau County Police Department, the New York City Police Department, and the Suffolk County Police Department.

When sentenced, House will face a maximum of 20 years in federal prison, Capers noted.

City ‘Failing’ Vulnerable Kids because ACS doesn’t Follow Own Protocols: Comptroller

By Michael V. Cusenza The beleaguered Administration for Children’s Services is “failing” the city’s vulnerable kids because it is not following its own protocols, according to new data released last Thursday by City Comptroller Scott Stringer.

The new numbers – part of the initial findings of Stringer’s Office’s investigation into ACS begun after the homicide of 6-year-old Zymere Perkins – show “how dysfunction occurs at ACS,” the comptroller said, “and shed light on how children can slip through the cracks.”

Stringer’s Office reviewed nearly 3,700 “high priority” investigations ACS conducted on complaints received during a threemonth period between July and September 2016. Those investigations involved either a child’s death or at least four prior complaints of abuse or neglect in a child’s household, or both. Investigators found the following violations of ACS protocols: • 73 percent – or 2,360 cases – of the closed ACS investigations lacked the required minimum number of manager’s reviews; and 32 percent lacked the required number of su-

both open and closed high-priority ACS investigations, a “Risk Assessment Profile” was not completed within 40 days.

• 53 investigations were closed without ACS investigators ever meeting with the child who was allegedly abused.

• In 22 percent of the investigations, ACS investigators did not meet with the child within 24 hours of an abuse allegation.

• In 26 percent of investigations, ACS investigators did not meet with the child the required number of times.

“Behind these percentages are vulnerable children who desperately need help. Behind these numbers, there are lives at stake. Right now, the City is failing them. We must continue to demand change. • In 68 percent – or 2,516 cases – of Stringer announced this investigation

following Zymere’s death in September. The comptroller said his Office’s investigators would follow up on a June audit of ACS, which found the agency “conducted shoddy, inconsistent, and incomplete investigations into child abuse.”

The inquiry would also explore whether ACS has acted on any of the key reforms they committed to in June, including that the agency: ensure managers and supervisors complete case reviews and conduct them on time, so that children aren’t left in dangerous situations; make sure that case workers perform all key steps of an investigation in response to allegations of abuse – including domestic violence screenings; and clearly distribute uniform policies and procedures to all staff in a timely manner.

“Since 2005, 30 children have died on ACS’ watch, and this week Zymere Perkins’ name joined ones like Nixzmary Brown, Marchella Pierce, and Michael Segarra,” Stringer said in September. “This new probe will once again shine a light on an agency that has for too long operated in the shadows and left our children vulnerable to abuse.”

NYU Analysis Shows Crime Rates in 30 Largest U.S. Cities Remain ‘Near Historic Lows’

The overall crime rate in the 30 largest U.S. cities in 2016 is projected to remain roughly the same as in 2015, rising by 0.3 percent; and if this trend holds, crime rates will remain near historic lows, driven by low amounts of property crime, according to “Crime in 2016: an Updated Analysis,” released last week by the Brennan Center for Justice at New York University School of Law. In September, the Brennan Center analyzed available crime data from the 30 largest cities, projecting that by the end of 2016, these cities would see a nearly unchanged rate of overall crime and a slight uptick in the murder rate. “Crime in 2016: a Preliminary Analysis” concluded that while concerns about “out of control” crime rates were premature, the data “call attention to specific cities, especially Chicago, and an urgent need to address violence there.”

The Dec. 20 edition updates the fall findings, incorporating more recent data, according to report authors Matthew Friedman, Ames Grawert, and James Cullen.

Conclusions include: • The violent crime rate is projected to increase slightly, by 3.3 percent, driven by increases in Chicago (17.7 percent increase) and Charlotte (13.4 percent increase). This is less than the 5.5 percent increase initially projected in the September report. Violent crime still remains near the bottom of the nation’s 30-year downward trend.

• The 2016 murder rate is projected to be 14 percent higher than last year in the 30 largest cities. Chicago is projected

to account for 43.7 percent of the total increase in murders. The preliminary 2016 report identified some reasons for increasing violence in Chicago, such as falling police numbers, poverty, and other forms of socioeconomic disadvantage, and gang violence.

A similar phenomenon occurred in 2015, when a group of three cities — Baltimore, Chicago, and Washington, D.C. — account-

ed for more than half of the increase in murders. This year Baltimore and Washington, D.C., are projected to see their murder rates decline, by 6 percent and 18.6 percent, respectively.

• An increase in the murder rate is occurring in some cities even while other forms of crime remain relatively low. Concerns about a national crime wave are still

premature, according to Brennan Center analysts, but these trends suggest a need to understand how and why murder is increasing in some cities.

The Brennan Center update was made available a week after the Federal Bureau of Investigation released details on more than 5.6 million criminal offenses reported by law enforcement to the National IncidentBased Reporting System in 2015. This latest Uniform Crime Reporting program’s report, “National Incident-Based Reporting System 2015,” offers information about victims, known offenders, and relationships between the two for 23 categories comprised of 49 offenses, according to the FBI. Some highlights from the new NIBRS report: • NIBRS agencies reported 4,902,177 incidents that involved 5,668,103 offenses, 5,979,330 victims, and 4,607,928 known offenders.

• Of the report offenses, 63 percent involved crimes against property, 23 percent involves crimes against persons, and 14 percent included crimes against society (i.e. gambling and prostitution).

• Of the 4,158,264 individual victims, 23.8 percent were between 21 and 30 years of age; a little more than half (51 percent) were female; and the majority of victims (72 percent) were white, while the next largest percent (20.8) were black or African-American.

• Of the known offenders, more than 44 percent were between the ages of 16 and 30, and most offenders (63.3 percent) were male.

Detectives Hunt Cell-Phone Store Robbery Crew

Cusenza Investigators this week reached out to the public for assistance in identifying the four members of a brazen borough armedrobbery crew that has pillaged at least four cell phone stores over the past month – including one at noon on Christmas Day. According to the police reports, on Sunday, Nov. 20, around 12:35 p.m. two men entered a Sprint store on Greenpoint Avenue in Sunnyside and approached a 22-year-old female store employee. One of the men pulled out a gun and both suspects subsequently demanded cash and merchandise. The employee complied, and the men fled the store on foot northbound on 47th Street with 45 Apple iPhones and $3,500.

There were no injuries.

On Saturday, Dec. 3, at approximately 5:35 p.m., two suspects walked into a T-Mobile store on Queens Boulevard in Elmhurst, displayed a black firearm and demanded everyone move to the rear of the establishment. The suspects removed $600 worth of store property and then fled the location on foot. When a store employee gave chase, one of the suspects turned and fired in the direction of the employee. No one was injured, cops said.

On Wednesday, Dec. 21, around 12:15 p.m., two men entered a Sprint store on Junction Boulevard in Corona. One of the unidentified suspects pulled out a handgun and forced a 29-year-old male store employee, a 21-year-old female store employee, a 43-year-old male customer, and a 30-yearold female customer to the back of the store, where the men bound them with tape. The thieves stole store merchandise and receipts, including 218 electronic devices (iPhones, iPads, Samsung phones and tablets) and $800 in cash. They also removed more than $1,100 in cash from the victims

and fled in an unknown direction.

And around noon on Christmas Day, two armed men entered a MetroPCS store on Queens Boulevard in Rego Park and forced three employees, a customer and a woman (a third crewmember posing as a customer) to the back of the store. Once in the back, the woman placed cell phones inside of a bag as one of the men walked to the front of the store and removed cash from the register. A fourth suspect entered the store and stole cell phones from the displays. The man who remained in the back of the store placed his gun down and bound a 56-yearold male customer with duct tape. The three

male employees (two 18-year-olds and a 21-year-old) then tackled that suspect and subdued him. The remaining members of the robbery crew then fled the store into a waiting vehicle, which sped off eastbound on Queens Boulevard. The suspect who was subdued by the employees managed to flee the store on foot in an unknown direction.

Medical Examiner Calls College Point Park Beating Death a Homicide

By Michael V. Cusenza The City Medical Examiner last Thursday ruled the death of a Flushing man who was found unconscious and unresponsive in College Point Park in June a homicide.

On June 15 around 6 p.m., police discovered Jean-Pierre Villanueva, 21, on the ground near the College Point Boulevard park’s handball courts, according to Geoffrey Croft of NYC Park Advocates. He was rushed to a borough hospital in critical condition with severe head wounds. Villanueva never regained consciousness, ultimately succumbing to his injuries on Sept. 9.

The cause of death is blunt-force trauma to the head, according to the ME’s Office.

According to NYCPA, investigators have indicated that a witness said the as-

According to police reports, on Sunday, Dec. 11, around 5 a.m., a man and woman pried open the front door to the Rockaway West Indian Roti Shop on Rockaway Boulevard near 123rd Street and removed the automated teller machine before fleeing to

A Queens Supreme Court judge last week set bail for the allegedly prolific painkiller-peddling grandson of late La Cosa Nostra boss John Gotti at $2 million, according to City records and published reports.

John Gotti, 23, the son of Peter Gotti, has been locked up since Aug. 4, when a year-long undercover investigation spearheaded by the NYPD’s Narcotics Borough Queens South and the Queens District Attorney’s Narcotics Investigations Bureau culminated in the execution of six court-authorized search warrants – including at the Dapper Don’s New Howard Beach home, where his namesake was living with several other members of the Gotti clan; and at Rebel Ink Tattoo on Cross Bay Boulevard in Ozone Park, which John Gotti co-owns.

According to the charges, Gotti was the main seller of a lucrative prescription pill-pushing organization and primarily sold Oxycodone pills in Howard Beach and Ozone Park for approximately $23 to $24 per tablet.

The comprehensive case, District

Attorney Richard Brown said, utilized various investigative techniques, including physical surveillance, undercover buy operations, telephone wiretaps, and the installation of a listening device on an Infiniti G35 sedan when it was allegedly used by Gotti. Through the use of the monitoring device, authorities allegedly intercepted a conversation in which Gotti discussed his Oxycodone trafficking business in detail, allegedly stating that he sold more than 4,200 pills every month, that he did approximately $100,000 a month in drug sales, and that he once calculated that his illicit business generated approximately $1.6 million.

Additionally, during the course of the investigation, undercover officers allegedly purchased $46,080 worth of Oxycodone from Gotti during 11 undercover buys between April 22, and July 28. Out of the 11 buys, 10 were recorded on both video and audio, Brown noted.

Several published reports have indicated that Gotti has been in drug treatment since his arrest.

If convicted, he faces up to life in prison.

AULD LANG SYNE When something sudden and unexpected goes down in the private sector, the first reaction is never—-“What happened?”

Or how do we fix it?” It is far more important, to scan the room, and search for some sucker to blame. This was one of those years, which was never meant to follow a pre-ordained script. How could Hillary have lost? Enough rhetoric has been offered, to confront a manifest of reasons, or excuses, if that better defines the scenario.

Perhaps it was just another uncanny instance, of the unexpected events that 2016 will go down in the history books as. Since I last referred, to those very extraordinary happenings this year, Army beat Navy for the first time in fourteen years, and Kirk Douglas joined Olivia DeHavilland as two of our most prized centennials from Hollywood’s golden age. Much is still to be absorbed in retrospect, as we await the dropping of the ball, to usher in the new challenges of 2017. Do we languish in the past, and pour more fuel to the fire of anger, frustration and disappointment, or do we begin to direct our energies to the positive, and finally accept the responsibilities that lie ahead. The election is OVER, and the time of denial has run its course. The votes have been counted, and confirmed,

and we will soon have a new President.

The Democrats must now proceed toward a rebuilding mode, if they are to reverse a downward spiral, and become competitive again. The message is there, if they wish to heed the results of three states, who rejected their nominee. More choices must be afforded, from the arsenal of sitting administrators and legislators currently holding office in the Congress and state municipal positions. No more coronations! Clear visionary plans must be presented, on why they are the better choice, to meet foreign and domestic problems. Democratic voters weren’t interested in the negatives of the opposition; they wanted instead to hear an agenda approach of hopes and solutions. Bernie Sanders was not that candidate, and never was. He was the only tool however, for the disenfranchised millenals, who in particular were crying out in frustration, against the standard bearer, in hopes that the DNC would seek out an alternative. They must share a part of the blame, for not wanting to see the shortfalls, instead of attacking the problem of finding someone who was more viable. Joe Biden considered himself either too old or too tired this past summer, to pursue his dream of being President, and yet as recent as the post election period, said “never say never” about a possible run in 2020. Four years older by then, he was now going to be re-

juvenated, to what he should have done in 2016. Another page, in my speculation of intimidation, against anyone wanting to seek the nomination against Hillary. By next year’s end, I believe the full and complete story, behind the turmoil of silencing would be contenders will finally be revealed. The power wielding Hillary will no longer have the clout behind her, to stop the truth from being told. It wasn’t Trump who beat the Democrats, considered to be the weakest adversary; it was the lack of 2020 eyesight on the DNC, to see the facts.

Hillary was a terrible candidate, as well as a poor campaigner. She simply could not connect, to any base. Overconfident, in an appeal that no longer existed, she went on to propagate more losses for state representatives on all levels. The upfront negatives were there from the start, only to manifest with each new revelation. Voter fraud was no factor, nor was she denied the election, by virtue of her pulling in a greater plurality count, albeit the result of the populous states of California, and New York. We have fifty states, including those of lesser territory and inhabitants like Delaware, Rhode Island and New Hampshire, to go along with the larger area states of Montana, Alaska, Maine, and the Dakotas, who despite their size have a sparser popula

-tion, in their leverage of influence.

The framers of our country knew that, before expansion was even considered, so they created the Electoral College, to provide equal representation, for the future. It was right then, and it remains right now. Hillary only won eighteen states, and Senator Barbara Boxer of California should have known that, before filing her frivolous challenge, for the majority vote mandate. There will be more to debate upcoming, and hopefully it will be about the future, and the asking of “what can we do for our country.”

REALIZING YOUR RESOLUTIONS The dawn of a new year represents a chance to start FRESH and set goals for the year ahead. New Year’s resolutions are often made to provide the motivation people need to improve their lives and make a new year as productive and happy as possible.

While resolution makers fully intend to realize those goals, few actually stick to the game plan. According to researchers, just 8 percent of people who make their New Year’s resolutions actually achieve them. While that might make it seem like the odds are against thosewho have resolved to improve their lives in the year ahead, but, the following tips can help the dertermined realize their goals for the new year and beyond.

• Emphasize time management. Hectic schedules can quickly derail resolutions. Many people want to eat healthier and exercise more but find their time is stretched pretty thin, which can make it difficult to get to the gym or prepare healthy meals at home. Finding ways to manage time more effectively can make it easier to stay committed to New Year’s resolutions. Right down your daily schedule and look for ways to free up time. If you routinely take an hour for lunch each day, use that time to exercise and eat at your desk when you return from your walk, workout or jog. Try to wake up 30 to 60 minutes earlier each morning to exercise, and make use of time before bed by preparing a healthy

lunch for the following day.

• Make your goals public. By publicly declaring your intention to improve your life, you’re putting some positive pressure on yourself to fully commit to your goal. Friends and loved ones can be great sources of support, and once they’re aware of your efforts, you likely won’t want to let them down. Once you have decided on a resolution, post your

DOT Installs Speed-Limit Staten Island Man Indicted Signs, Camera near PS 232 for Queens Break Ins in Lindenwood

The agency will also install a mobile speed camera near the elementary school.

South Queens Cops Host Wheelchair Basketball Game

A Queens County grand jury indicted a Staten Island man on burglary, grand larceny and other charges for allegedly breaking into six commercial locations and stealing approximately $40,000 in cash, lottery tickets and cigarettes between October 2015 and August 2016.

The defendant is identified as Hector Rodriguez, 38, of Jersey Street in the New Brighton section of Staten Island. He was arraigned late yesterday on a 15-count indictment charging him with five counts of third-degree burglary, one count of petit larceny, four counts of third-degree grand larceny, four counts of third-degree criminal mischief and one count of thirddegree attempted burglary. Bail was set at $100,000 and the defendant was ordered to return to court on March 8, 2017.

According to the indictment, Rodriguez broke into six different commercial locations between October 8, 2015, and September 15, 2016, by either cutting a hole in the roof or tearing a hole in a back wall of the building. The defendant is accused of breaking into establishments in Queens Village, Woodside, Jackson Heights, North Corona and Jamaica. In all but one of the

A measure to combat flood damage caused by ice jams has been signed into law by President Barack Obama.

Co-sponsored by U.S. Reps. Grace Meng (D-Flushing) and Elise Stefanik (R-Glens Falls), the legislation is part of the Water Infrastructure Improvements for the Nation Act, which funds waterrelated projects throughout the country.

Ice jams occur when chunks of ice in a river are blocked by obstructions – a bridge, rocks, logs, etc. – and build up to form an ice dam. When this occurs, flooding can be caused upstream from the blockage, and again downstream when the ice breaks up.

“Flooding produced by ice jams is a serious problem that creates damage to properties in New York State and throughout the country,” Meng said. “As a result, it costs our economy millions of dollars each year. We must do more to address this problem and the many hardships it creates. Our measure would help accomplish that goal and I’m extremely pleased that it has been signed into law.”

NY DMV Sweeps Yield Record Numbers of Fake ID Seizures and Underage Drinking Arrests

by State Department of Motor Vehicle investigators in 2016 resulted in the seizure of 862 fraudulent licenses and the arrest of 818 individuals for underage drinking, both single year records, Gov. Andrew Cuomo announced last Thursday.

The previous record of 751 seized ID documents and 758 arrests was set in 2015.

Through the year-round Operation Prevent initiative, DMV investigators work with state and local law enforcement agencies to conduct underage drinking and fake ID sweeps at bars, restaurants, and concert venues across the Empire State. Individuals under the age of 21 using fake IDs or false documents with the intent to purchase alcohol can be arrested and have their license revoked for a minimum of 90 days or up to one year.

“Underage drinking and fake IDs are not only illegal, but often lead to bad decisions that could have life-altering consequences,” Cuomo said. “These enforcement efforts protect young New Yorkers, help prevent unnecessary tragedies, while increasing safety on our roads and our communities.”

NYC had the least amount of arrests (17) and fake IDs seized (16)—by far. Each of the other five regions – Capital, Western NY, Long Island, Finger Lakes, Central NY – had more than 100 arrests and fake IDs seized. In Central NY (Broome, Cayuga, Cortland, Jefferson, Onandaga, Oswego, Tioga, Tompkins) authorities made 217 arrests and confiscated 206 fraudulent licenses.

2016, and in the process kept New York’s roads safer,” said DMV Executive Deputy Commissioner Terri Egan. “No matter the season or time of year, DMV is hard at work on our ‘Operation Prevent’ initiative, which has proven to be a very effective tool in deterring high risk behaviors. I thank Governor Cuomo and our partners at the state and local levels for their continued support of our efforts to prevent underage drinking.”

The investigations are funded by the

Governor’s Traffic Safety Committee. Motor Vehicles also conducts operations at summer concerts, and at the request of bar owners, law enforcement, and the State Liquor Authority in larger cities and college towns.

Additionally, Cuomo noted that the SLA continues to aggressively enforce underage drinking laws and provide education and training to licensees. In 2016, the Authority issued 1,051 penalties to licensed retailers for underage sales. As part of Cuomo’s coordinated effort to combat underage drinking, the SLA hosted eight day-long free compliance trainings for restaurant, bar owners and their staff across the state, with over 500 business owners and more than 750 employees receiving Alcohol Training and Awareness certification since September.

Cuomo has been focusing on deterring underage drinking and preventing the purchase of false identification documents.

On Aug. 26, 2015 he warned returning college students about the dangers of purchasing fake IDs over the Internet. On June 15 of this year a crackdown at summer concerts was announced to deter underage drinking; and on Aug. 23 Cuomo detailed a coordinated interagency effort to combat underage drinking on college campuses.

Phase II of Kew Gardens Interchange Transformation Completed

$159M project included reconstruction of Van Wyck Expressway

By Forum Staff A $159 million project to reconstruct the Van Wyck Expressway at the Kew Gardens Interchange has been completed, Gov. Andrew Cuomo announced last Thursday.

The project, which is aimed at greatly reducing congestion and easing traffic flow, is part of the $400 million transformation of the Kew Gardens Interchange where the Grand Central Parkway, Van Wyck Expressway, Jackie Robinson Parkway and Union Turnpike all intersect.

According to Cuomo and the State Department of Transportation, the project involved reconstructing and widening the Van Wyck Expressway between 82nd and Hillside avenues, as well as reconstructing the exit ramp from the northbound Van Wyck to westbound Queens Boulevard; four bridges over the Van Wyck; the Van Wyck Expressway Bridge over the southbound entrance ramp from Main Street; and the Queens Boulevard Bridge over Main Street. An extra lane on the Van Wyck Expressway between the Grand Central Parkway and Queens Boulevard and a dedicated exit lane on the southbound Van Wyck Expressway to Hillside Avenue were also built, Cuomo said.

Additionally, the project included the construction of a new bridge to carry Queens Boulevard over the Van Wyck Expressway while maintaining traffic on the boulevard and expressway, ensuring pedestrian access as well as the safety of workers and the driving public. As part of the widening of the Van Wyck Expressway, a new highway wall was also constructed only feet from the E/F subway line, a challenging operation.

Finally, a new pedestrian tunnel was built at the Briarwood subway station with two separate entrances, including an Americans with Disability Act-compliant elevator, as well as three pedestrian plazas and landscaping along Queens Boulevard.

The project is the second in a series of three projects that aim to widen the Van Wyck Expressway between 72nd Avenue and Main Street and add an extra lane in each direction. When completed, traffic

1- Chain-store pharmacists have quotas to meet.

Fifteen minutes: that's all your CVS, Walgreen's, Rite Aid, etc pharmacists have to get your prescriptions ready. After that they can be written up, have to meet with a district manager– it can even affect their bonus! While it may equal hefty profits for the company, it puts patients at risk.

2- Mornings are the best time to fill prescriptions.

Pharmacists are less likely to make you wait first thing in the morning. It also makes sense to call ahead to make sure it's ready.

3- If it takes longer than 15 minutes, be patient.

Getting the wrong prescription can have serious consequences, which is why it pays for patients to be patient.

4- Pharmacists don't set prices.

There's no denying that medications are expensive, even with insurance. But unlike typical retail stores that choose how much to mark up products, pharmacies have no say in what they charge.

5- You can't—and shouldn't—always get a generic.

Keep in mind that not every drug has a generic, and that even when one does exist, a pharmacist may not always recommend it. For instance some medications that treat seizures dissolve at different rates and could seriously compromise the safety of the patient. Before you consider your wallet, consider your life and speak with the pharmacist about it.

6- Build a relationship with your pharmacist.

You wouldn't switch doctors each month— apply the same approach to your pharmacist. Get to know your pharmacist and get personalized attention.

7- Know the meaning of as directed.

8- Don't buy medicine online.

It's cheaper. It's convenient. It's dangerous.

Many Professional Fundraisers Keep Significant Portion of Charity Dollars They Raise: AG Report

Fully one-third of 2016 charitable donations ended up in the pocket of the professional fundraisers, according to “Pennies for Charity: Where Your Money Goes; Fundraising by Professional Fundraisers,” a report released last week by State Attorney General Eric Schneiderman.

Of the nearly $1.1 billion raised through campaigns conducted by professional fundraisers, charities netted just over $718 million, or 65.5 percent of the proceeds, while professional fundraisers kept $379 million, or 34.5 percent.

“New Yorkers should know how their charitable dollars are being spent,” the AG said. “Our ‘Pennies for Charity’ report shines a light on the portion of charitable dollars that is pocketed by outside fundraisers, and our Charities Bureau will hold unscrupulous or fraudulent fundraisers accountable.”

New York has a “robust charitable sector,” Schneiderman added. Empire State residents gave a total of $17.2 billion in reported donations in 2015—the year covered by the report—the second-highest giving level in the nation, after California. Of this total, more than $1 billion was raised through 1,143 fundraising campaigns conducted by professional fundraisers on behalf of charities. The analysis and the searchable Pennies for Charity database that contains the data underlying it can be found at CharitiesNYS.com.

The “Pennies” report aggregates information from fundraising reports filed with the Attorney General’s Charities Bureau for campaigns conducted by professional fundraisers on behalf of charities in the previous year.

Professional fundraisers must register with the Office of the Attorney General and provide closing statements that break down the

revenue raised and the expenses generated by the campaign.

Schneiderman noted that this year’s report included a much bigger data set than previous years’ reports, as it focused on various mechanisms for fundraising in addition to telemarketing, which was the sole focus of prior “Pennies for Charity” reports and which was found to be the costliest fundraising mechanism.

Other significant findings include: • In 239 campaigns, or approximately 20 percent of the campaigns covered in the re-

port, the charities retained 70 percent or more of the funds raised, with 30 percent or less going to cover the costs of the professional fundraiser.

• In 622 campaigns, or approximately 54 percent of the total, charities retained less than half of the funds raised.

• In 192 campaigns, or nearly 17 percent of the total, fundraising expenses exceeded revenue, for a total loss of $16.7 million.

Schneiderman also pointed out that his Office actively investigates suspect fundraising practices. In 2015, the AG secured a $100,000 penalty against the founder of the National Vietnam Veterans Foundation and barred him from ever again serving as a director, officer, or trustee of any non-profit or charitable organization after finding that nearly 90 percent of revenue was spent on fundraisers and supporting his lavish lifestyle. And in the largest multi-state charity fraud action to date, Schneiderman, 49 other states, and the Federal Trade Commission secured a $75 million settlement ($3 million of which came to New York) against two affiliated sham cancer charities, and forced the dissolution of two other affiliates, which allocated only 3 percent of proceeds for their intended charitable purposes. The president was banned from profiting from any charity fundraising in the future.
