Santa got extra help this year from Russo's little baking elves, who worked on over three hundred beautifully decorated Christmas cookies to dole out to kids from all over who came for pictures with Santa and special surprises at Russo's on the Bay for their Eighth Annual Visit with Santa event

By Patricia Adams Hundreds of community residents, with eager children in tow, descended upon Russo’s on the Bay on Tuesday, when Santa stopped by Howard Beach for an early visit.

Children from Howard Beach and neighboring communities were treated to an afternoon of pictures with Santa, hot chocolate and of course Christmas cookies.

This is the eighth year that Frank Russo has opened the doors of his iconic catering hall to celebrate the Christmas season with the communities he says, “have supported what we do for decades.”

The idea for the day started during a conversation Russo was having with his staff, all those years ago, when he expressed the desire to do something for the kids in the community. “Mr. Russo is always thinking of ways to give back,” Priscilla Dolce told The Forum. Dolce is the event concierge and is often witness to what she refers to as “the bosses excitement over these projects.”

“He was very excited over the prospect of filling the place [Russo’s on the Bay], with kids, but we really never expected the type of reaction we’ve had to this event.”

And so on Tuesday, families found themselves in a winter wonderland, sur-

rounded by beautifully appointed Christmas trees and garland. Snowmen and elves walked around to greet visitors while they waited for Santa.

Guests took their own photos and were also given free printed copies of those taken by Russo’s. Upon leaving, everyone was presented with framed photos and their choice of a beautifully decorated Christmas cookie–– not just your run of the mill Christmas confection, but rather another labor of love from Russo’s. On the day be-

fore the event, about a dozen children of Russo employees made use of one of the hall’s kitchens and baked and decorated over three hundred cookies for the event.

For anyone who missed the event, the opportunity will present itself again next year according to the man responsible for the hundreds of smiles seen throughout the day. Standing off to the side, just watching the day unfold, Frank Russo made clear why he does it, “Because this is what Christmas is.”

“Lots of kids will have a Merry Christmas thanks to the generosity of the toy donations made to the 106 Pct. Community Affairs Unit, Howard Beach-Lindenwood Civic and Richmond Hill South-Ozone Park Lions Club. Thank you to all who donated toys!” the civic said.

The Queens Coalition for Social Justice – founded by Rosa Celeste-Astuto, Esq., Christi Tai-Gelo, Esq. and Nhan C. Vo, Esq. – provides free legal help with obtaining US citizenship. The organization will hold a series of workshops to assist with applications for those wishing to become citizens, where representatives will be available to help with explaining the process, completing forms, providing legal advice to any barriers along the way as well as other assistance with citizenship or immigration issues.

“I appreciate any individual who wants to become a US citizen and I know it can be a very daunting process, especially if you don’t know where to begin,” said Addabbo. “That’s where the Queens Coalition for Social Justice comes in. These workshops will help change the lives of people looking to better their situation by becoming a US citizen. The events provide an easier course to legally entering the United States and becoming a citizen, and I am grateful to the Queens Coalition for Social Justice for their dedication to not only helping people improve their

lives, but to making sure it is done accurately.”

The workshops will be held weekly on Saturdays from 9:30 a.m. to 5:30 p.m. next to Addabbo’s Howard Beach Office, at 159-55 102nd Street. Free interpreters will also be provided for several languages including Italian, Spanish, Russian, Mandarin, Bengali, Urdu, Hindi and Tagalog.

City Tourism Surpasses 60-Million Visitor Milestone

Corona, Flushing , and Long Island City are set to be featured in one of 13 new custom “See Your City” videos aimed at NYC travel inspiration for this winter.

By Forum Staff New York City will welcome an alltime record 60.3 million visitors by year’s end, surpassing the 60-million visitor milestone for the first time ever, according to administration officials who made the announcement on Monday.

This marks the seventh consecutive year of travel and tourism growth for the five boroughs, the City noted. The new figure is 600,000 visitors higher than the original forecast of 59.7 million announced earlier this year, and 1.8 million more visitors than last year’s revised yearend figure of 58.5 million.

“Not only has 2016 brought the largest number of visitors in New York City history, but it also caps off seven years of strong tourism growth and 15,000 more jobs for New Yorkers,” said Mayor Bill de Blasio, adding that travel and tourism now sustains more than 375,000 jobs in NYC. “More tourism means we have more people investing in New York City and are able to create more sustainable jobs for more people. New York is a culturally rich and diverse city, with so much to offer those who visit. I look forward to continue promoting this beautiful city and welcoming all those who visit in the future.”

Additionally, hotel demand in the five boroughs has grown this year by 1.2 million, according to City stats, generating 34.9 million hotel-room nights sold by year’s end – an all-time record. The City is also expected to add 24,000 new rooms by the end of 2019. Hotel and sales taxes are estimated to contribute over $1 billion in revenues this year, administration officials noted.

“We are proud to exceed our forecast this year and welcome an all-time record 60.3 million visitors, achieving a new tour-

ism milestone for New York City,” said Fred Dixon, NYC & Company’s president and CEO. “The appeal of the ‘New’ New York alongside our classic attractions continue to draw travelers from every corner of the globe. We invite visitors and locals to take advantage of all the nonstop and affordable NYC experiences on offer this winter as well as the opportunities to discover our City’s multicultural neighborhoods in all five boroughs.”

The administration also announced on Monday that NYC & Company’s “See Your City” campaign will expand with the launch of 13 new custom videos along with neighborhood tips on nycgo.com, the City’s official tourism website. In partnership with corporate sponsor American Express®, the videos will spotlight itinerary content for locals and visitors throughout the five boroughs to drive visitation into the neighborhoods. Featured neighborhoods in the videos include: Queens’ Corona, Flushing, and Long Island City; Manhattan’s Harlem, Lower East Side, and Lower Manhattan; Brooklyn’s Sunset Park, Cobble Hill, and Crown Heights; The Bronx’s Belmont and Fordham; and Staten Island’s Randall Manor and St. George. Consumers will be asked to use the hashtag #SeeYourCity when visiting the neighborhoods, according to NYC & Company.

Borough Bank Robber has Struck Four Times Since September

A bank bandit has robbed four borough Chase branches in the past three months and investigators have reached out to the public for help in identifying a suspect.

In each case, cops said last Thursday, the man passes a demand note to the teller. On Friday, Sept. 30, around 4 p.m., he robbed a Chase Bank on Union Turnpike in Flushing, making off with $2,100 in cash. On Wednesday, Nov. 23, at approximately 1:55 p.m., the suspect knocked over another Flushing Chase branch, scoring $5,000 cash in the process.

A week later, on Wednesday, Nov. 30, around 3 p.m., the man took $4,620 from a Chase on Hillside Avenue in Jamaica. And on Wednesday, Dec. 14, around 1:15 p.m., the suspect robbed the branch on Liberty Avenue in Richmond Hill, taking $1,000 in cash.

The suspect is described as a black man, roughly 35 years old; 6-foot-5 to 6-foot-7; approximately 200 pounds. He was last seen wearing a black, waist-length jacket, blue jeans, and black sneakers.

A Queens High School teacher has been convicted of sending sexually explicit material to a female student and will face up to seven years in prison when he is sentenced.

Luis Rodriguez, 45, of Freeport, Long Island, a girls junior varsity volleyball coach at Richmond Hill High School and a former attendance teacher, has been convicted of attempted use of a child in a sexual performance and other charges for engaging in sexually explicit communications with a fifteen-year- old member of the volleyball team from October 2014, through November 2014.

“The defendant was a coach and teacher someone whom parents trusted their children would be safe with. This man, however, violated that trust. A jury has found the defendant guilty of enticing a teenage girl to send him nude pictures of herself and of sending the girl a video of himself masturbating, District Attorney Brown said. “This coach used an extracurricular school activity to prey on this young victim. This case should serve as a clear and unmistakable warning that law enforcement will arrest sexual predators and we will prosecute them to the fullest extent of the law.”

disseminating indecent material to minors and endangering the welfare of a child. The defendant was remanded into custody following the conviction. Rodriguez is scheduled to be sentenced on January 12, 2017, at which time he faces up to seven years in prison.

Avella Announces Bid to Unseat de Blasio

By Michael V. Cusenza State Sen. Tony Avella (D, IP-Bayside) last weekend officially launched his 2017 mayoral campaign in Maspeth.

“It is time to put people and neighborhoods first in this city,” Avella said, “and politics last.”

The location of last Sunday’s announcement is significant. The Astoria native and Whitestone resident opted to declare his candidacy outside a Maspeth Holiday Inn Express because earlier this year, the City attempted to rent rooms from the establishment for homeless families. After several protests and meetings – both community and clandestine – the de Blasio administration scrapped the deal with the owner of the hotel.

Avella, 65, attended those protests, and has since been unrelenting in his criticism of Mayor Bill de Blasio’s handling of the city’s homeless crisis – and so much more.

Through his campaigns and his terms on the City Council and in Albany, Avella has burgeoned into a politician who marches to his own distinct drumbeat – a maverick to some, an outsider to others.

Avella certainly has entered the fray during turbulent times: a rudderless Democratic Party is still smarting from a bruising campaign and brutal Election Day; a fractured, jaded electorate has become distrustful of all political leaders, regardless of affiliation.

“I believe it is time for a change,” Avella, the challenger, said on Sunday.

The number of homeless New Yorkers living in commercial hotels has spiked dramatically since November 2015, with the City now spending an unprecedented $400,000 per day on hotel rooms – a 669 percent rise over 12 months, according to a report released last week by City Comptroller Scott Stringer.

“Department of Homeless Services Hotel Summary 11/1/15-10/31/16” shows the average daily rate per hotel room rising substantially from roughly $160 to over $193 per night – with more than 800 room bookings for $400 or above, including some that cost taxpayers $629 per night.

“I am calling on the City to develop a comprehensive, transparent roadmap to solve this extraordinary crisis. The City doesn’t have one – and it needs one urgently because we are undoubtedly sliding backwards and our homeless children deserve more. This crisis has been mounting, and our homeless families depend on us.

The hoverboard craze of the 2015 holiday season provided a recent example of the need to investigate an item’s reputation for safety. Thousands upon thousands of these devices flew off of the shelves. Children across the country took their hoverboards for test runs early Christmas morning. Yet many hoverboards soon ignited while charging or in operation. Some even ignited while sitting idle. As of July 2016, the U.S. Consumer Product Safety Commission indicated at least 60 reports of hoverboard fires totaling more than $2 million in property damage.

Similar problems arose with certain Samsung Galaxy Note 7 phones in late 2016. The phone was recalled officially in the United States through Samsung, and the company launched exchange programs in other countries. Even replacement models continued to have problems, as some caught on fire in early October. Stringer Audit Uncovers Financial Reporting Deficiencies at Success Academy Charter Schools

By Forum Staff An audit of Success Academy Charter Schools-NYC’s financial controls revealed reporting deficiencies, City Comptroller Scott Stringer said on Monday.

Stringer’s analysis found: • Duplicative and questionable payments from Success Academy schools to the Success Academy management “Network,” which are inconsistent with the terms of their contract.

• An inability to demonstrate that some special education services were actually delivered to students, despite Success’s billing the City Department of Education. The audit calls for the DOE to be reimbursed.

• Reporting inconsistencies, which make administrative costs appear lower to the public and oversight agencies – and in-classroom expenditures appear higher – than was actually the case.

• Lax record-keeping and missing documentation for loan agreements worth millions of dollars, which may have never been put in writing by Success.

• Noncompliance with Success Academy’s own fiscal controls over credit card and other spending.

• Clear violations of the internal financial rules under which Success claims to operate.

Success Academy Charter Schools-NYC operated 24 charter schools in New York City – including four in Queens – which served 8,715 students in Fiscal Year 2015. The schools collectively maintain a “management agreement” with a legally separate entity formally known as “Success Academy Charter Schools, Inc.,” also known within the Success Academy organization as the “Network,” Stringer noted. Under the management agreement, the Network provides management services, including financial-reporting services, to the Success Academy schools in exchange for a management fee of 15 percent of the per-pupil revenue that the Suc-

cess Academy schools received from the DOE. In FY 2015, the Success Academy schools collectively paid the Network a management fee of $18.3 million. The audit focused specifically on Success Academy Harlem 3, which necessitated examining some Network finances, Stringer explained.

The Comptroller’s Office’s audit found: • Duplicative payments from the Success Academy schools to the Success Academy Network • Incorrectly classified expenses allowed Success to overstate spending on students

• Charging the DOE for special education services that may not have been provided • Untimely and missing employee background checks • A failure to document or obtain required approvals for loan agreements totaling $8.5 million “Any entity receiving taxpayer dollars must operate efficiently and follow the rules,” Stringer said. “We found irregularities in this audit of Success Academy that raise serious concerns. Billing the DOE for special education services without records to verify that they were provided, financial reports that made administrative costs seem lower than they actually were, ineffective fiscal controls over credit card and other spending, missing loan agreements for millions of dollars — all were findings uncovered by this audit. We found situations in which Success Academy was violating its own standards, or those of oversight agencies. We hope Success Academy will embrace our recommendations and adjust its practices. This isn’t about district versus charter schools—it’s about protecting taxpayer dollars and following the rules.”

Stringer also noted that the audit, which covers Fiscal Years 2013, 2014, and 2015, makes 28 recommendations to ensure Success Academy is in compliance with its own financial rules, as well as those of its charter authorizer and other oversight agencies.

Three Borough Groups Win ‘Love Your Block’ Awards

The Breezy Point Garden Club, IS 145 in Jackson Heights, and We Love Kew Gardens, along with 22 other organizations, emerged victorious at the ninth annual LYB – a program in which volunteer-led neighborhood groups compete for a chance to win a $1,000 cash grant, project planning assistance, and City services to beautify and transform a public space.

“Congratulations to all of this year’s ‘Love Your Block’ awardees, especially those selected from Queens,” said Queens Borough President Melinda Katz. “The Breezy Point Garden Club, the Joseph Pulitzer Middle School in Jackson Heights and We Love Kew Gardens are deserving recipients of these awards, and Queens looks forward to seeing firsthand the great job they will do to spruce up their neighborhoods. According to the administration, a selection committee of representatives from NYC Service, Citizens Committee, and the City agencies reviews Love Your Block grant applications. All awarded projects demonstrate the ability to host a high-impact neighborhood improvement event that utilizes at least one City service and could engage at least 20 volunteers on their respective Love Your Block event days and block celebration days. Additional criteria used to review applications include project sustainability, the group’s capacity, neighborhood need as well as the group’s history and knowledge of

Celebrated each year on December 26 in Great Britain and the Commonwealth nations, Boxing Day may sound like a day to clear a home of the boxes that accumulate during Christmas gifting celebrations.

Some people may think it’s a time to head to the gym and work off some of those extra holiday pounds by landing a few hits on the punching bag.

Despite its name, Boxing Day has nothing to do with heavyweight fighters or post-holiday cleanup. In fact, the holiday’s

origins can be traced to Great Britain and the practice of bestowing gifts on the lower classes, primarily house servants and the working class.

Centuries ago, among family members and friends of equal station, Christmas gifts were exchanged on or before Christmas Day. Presents for the working class were bestowed the day after. A gift from one’s employer was called a “Christmas box.” The Oxford University Press defines a Christmas box as a present or gratuity given at Christmas. In Great Britain, it was usually confined to gratuities given to those

who were employees or paid by the grantor of the gift or a customer.

Although the holiday was once based around gifting, today it is primarily known as a shopping holiday, much like Black Friday in the United States. Banks and nonretail businesses are closed on Boxing Day, but shoppers flock to stores to use gift cards or other funds to purchase or return gifts.

Sales are prevalent, and the day presents yet another opportunity for retailers to maximize year-end profits.

In the world of sports, Boxing Day is an opportunity for fans to see their favorite

teams play. In the United Kingdom, football and rugby leagues host a full schedule of matches on Boxing Day. In Australia, cricket matches are held. Boxing Day also marks the start of the Sydney to Hobart Yacht Race. Boxing Day also may be an opportunity for wild game hunts across the UK. Boxing Day is a day for residents of Australia, Britain, New Zealand, and Canada to celebrate and take advantage of great deals offered by retailers.

Borough Pols Push Bill Requiring City Agencies to Provide Photo Evidence when Issuing Summonses

By Forum Staff Two elected state officials recently unveiled new legislation that would require City agencies to obtain photographic evidence when issuing summonses for certain civil violations that are reviewed by the City Office of Administrative Trials and Hearings.

According to State Sen. Jose Peralta (DEast Elmhurst) and Assemblyman-elect Brian Barnwell (D-Woodside), under their proposal, City agencies would be mandated to develop a list of offenses where photographs typically serve as evidence of that violation. For instance, Peralta and Barnwell said, civil infractions such as those involving the accumulation of garbage on sidewalks, the presence of vermin at eateries, or states of disrepair that violate the City Construction Code all lend themselves to proof through the use of photos by enforcement officials. Once a City agency determines that a particular violation should appear on a list of those covered by the legislation, the pols said a photograph of the conditions underlying the violation must be obtained. If photographic evidence of a violation is not submitted, enforcement officers will have to indicate the reason why on the face of the summons. Using the website already main-

The senator and assemblyman-elect said that City agencies covered by the bill will be responsible for establishing internal procedures relative to the collection of photographic evidence to document violations that fall under their jurisdiction.

“When individuals receive citations, they should receive photographic evidence detailing their alleged violation,” Barnwell said. “People will now have the ability to see the evidence alleged against them. This bill will promote transparency and justice. I want to thank Senator Peralta for leading on this issue in the Senate.”

Peralta and Barnwell noted that during Fiscal Year 2016, the Hearing Division of the Environmental Control Board of OATH reviewed more than 700,000 summonses.

However, 406,914 of the summonses – 58.1 percent – were dismissed. During that period, the Department of Sanitation issued approximately 463,000 tickets for infractions such as the posting of leaflets on car windshields, the failure to recycle, and the removal of snow and ice from sidewalks.

“There is simply no reason for these matters to continue to be adjudicated by a legal standard of ‘he said, she said,’” Peralta offered.

Now all you need is ParkNYC and your mobile device.”

City Councilman Donovan Richards (D-Laurelton) lauded the new system, noting that “there’s just never enough hours in the day, so saving a few minutes here and there can go a long way toward making somebody’s day that much easier.”

By Forum Staff Governor Andrew Cuomo last week announced $1.75 million in funding to support five new Recovery Community and Outreach Centers in communities in the City, Central New York, and the Southern Tier.

The new centers, Cuomo said, will provide health, wellness and other critical support to individuals and families who are recovering from a substance use disorder or are seeking recovery services for a family member or friend.

According to Cuomo, the new additions bring the total number of recovery centers in the state up to 14, including one in each of the five boroughs.

“Addiction devastates the lives of too many New Yorkers and their families, but recovery from addiction is attainable with the right support,” Cuomo said. “New Yorkers in every part of the state will now will have the recoveryfocused resources and supports they need to make their recovery possible, bringing us another step closer to a stronger and healthier New York for all.”

Schumer Urges Feds to Scrutinize ‘Ticking Time-Bomb’ E-Cigarettes

By Forum Staff U.S. Senator Charles E. Schumer today called on the U.S. Consumer Product Safety Commission (CPSC) and the Food and Drug Administration (FDA) to take a hard look at issuing recalls on e-cigarette batteries and devices that have caught fire and exploded, injuring dozens of users.

“Where there’s smoke, there’s fire and that seems to be the case--again and again-for many popular e-cigarettes that have injured dozens of people,” said U.S. Senator Charles E. Schumer. “With any other product, serious action would have been taken—and e-cigarettes should be no exception. Despite the explosions, no recalls have been issued.”

Schumer pointed to two recent incidents in New York City alone in which ecigarette users suffered second and thirddegree burns from devices that exploded in their pockets.

According to the FDA and an Associated Press chronicling from this past week, since 2009 there have been at least 92 exploding e-cigarette incidents. The AP analysis also explained that the numbers are likely undercut simply because many victims are not reporting the incidents..

ditional cigarettes. E-cigarettes contain a mechanism inside the device that heats up liquid nicotine and turns it into a vapor that smokers then inhale and exhale.

According to Wall Street Journal report, dozens of lawsuits have been filed involving exploding e-cigarettes and many of the batteries at issue are manufactured by Chinese companies.

More than 2.5 million Americans are using e-cigarettes and that number is growing. According to the FDA, between

2009 and September of 2015, there were 92 incidents of overheating, fire or explosion in e-cigarettes in the United States.

According to the FDA’s report, 45 incidents injured 47 people and 67 incidents involved property damage beyond the product. Schumer said that many incidents likely go unreported and therefore, the number of exploding e-cigarettes may be even greater.

Reports of exploding e-cigarettes have occurred throughout the country, includ-

ing in New York where, a 24-year old, offduty Bronx EMT suffered second-degree burns on his thigh and right hand when his e-cigarettes exploded in his pocket while driving. In Connecticut, a 24-year old man was badly burned when an e-cigarette exploding in his mouth while smoking. Earlier this year, an e-cigarette exploded in the face of a 14-year old Brooklyn boy at a vape shop at Kings Plaza Mall in Mill Basin. According to reports, the boy is now blind in his left eye. Metal shards from the e-cigarette’s battery penetrated both of his eyes and left a large gash on his hands.

In 2016, the FDA finalized a rule extending its regulatory authority to cover ecigarettes, vaporizers and more. The FDA now has the power to regulate e-cigarettes under the Family Smoking Prevention and Tobacco Control Act of 2009, which Schumer strongly backed. The new rule allows the agency to regulate e-cigarettes, like they do traditional cigarettes.

Under current law, manufacturers and importers have an obligation to report potentially hazardous products to the CPSC. Schumer said that, with public reports of dozens of incidents involving exploding e-cigarettes, the CPSC and FDA should review whether there is a pattern related to specific e-cigarette products and take immediate action by issuing recalls.

Officials Break Ground on $265M TWA Flight Center Conversion Project

The $265 million conversion plan sets out to transform the storied Eero Saarinendesigned TWA terminal, which has been shuttered since 2001, into the centerpiece of a 505-room hotel.

“JFK Airport is one of the largest international transit hubs in the world and a key driver of New York’s economy,” Gov. Andrew Cuomo said. “The conversion of the TWA Flight Center into a new stateof-the-art hotel will preserve this iconic landmark while cementing JFK’s status as a crown jewel of aviation. This groundbreaking builds on our efforts to modernize gateways across the state and we will continue working to drive growth, support thriving regional economies and build 21st century infrastructure of the caliber that New York deserves.”

The privately funded project is expected to generate 3,700 jobs, including union construction and hotel opportunities.
