“While a pet may seem like the perfect gift for someone, there are other things to consider before agreeing to adopt a pet into your family,” said Addabbo. “The cost of a pet goes far beyond the initial purchase price – with food, vaccinations, medical care, grooming, toys, boarding and other expenses potentially rising upwards of $1,000 per pet every year. It is important that all costs and responsibilities are carefully considered before committing to years of caring for an animal.”

Andrew Terrana, who was sitting on his bed when the vehicle blasted through the exterior brick wall and into his room, escaped with a minor head wound.

A Howard Beach man is lucky to be alive after an out-of-control SUV last Friday evening jumped the curb, blasted through a brick wall, and landed in his bedroom, according to police and published reports.

Andrew Terrana, 34, was on his bed inside his home on 85th Street and 161st Avenue when the vehicle tore through the wall, barely missing him. He was treated for minor injuries and released from Jamaica

Hospital Medical Center.

The driver of the SUV told investigators that she was driving westbound on 161st Avenue when she swerved to avoid a car in front of her that was making a left turn. She hit the gas pedal instead of the brake and ended up inside the Terrana home. Neither the driver nor her young daughter was hurt, cops said.

Nonprofit Set to Develop Massive Ozone Park Industrial Center

The Center will be located at 94-15 100th St. in Ozone Park.

By Forum Staff The City Economic Development Corporation last week announced the selection of Greenpoint Manufacturing and Design Center, a nonprofit developer of industrial space in the five boroughs, as the first awardee of NYC’s Industrial Developer Fund.

“Now more than ever, we must ensure that our economy is diverse, equitable, and provides opportunity for all New Yorkers.

Supporting the industrial sector is critical to that effort, said NYCEDC President Maria Torres-Springer. “Today, I’m proud to announce the first award of the City’s Industrial Developer Fund, which will help create affordable space for small industrial businesses so that they can create good paying jobs in neighborhoods across the city. GMDC has a successful record of supporting quality industrial jobs and we are proud to partner with them on this important project.”

With the support of the IDF, GMDC will develop 90,000 square-feet of industrial space at 94-15 100th St. in Ozone Park, with capacity for 24 businesses and 80 living wage jobs.

Selected through a competitive bidding process, GMDC will redevelop a property in Ozone Park to create a multi-tenant space for small and medium-sized industrial and light manufacturing businesses. The modern industrial workspace will be LEED-certified, partially solar-powered, and equipped with new freight elevators and new electrical infrastructure, among other features, according to NYCEDC. The agency is awarding a $10 million grant through the IDF and providing a $3.7 million loan for the $37 million project.

The new space will support approximately 80 workers making an estimated average of $51,500 per year, consistent with tenants in other GMDC-developed sites. GMDC has a goal of paying 20 percent of total construction costs and 5 percent of soft costs to certified and non-certified M/W/DBEs as consultants, contractors, subcontractors and suppliers.

“GMDC is a great model for how to better assist smaller manufacturing companies and keep those jobs in New York,” said Queens Borough President Melinda Katz.

“GMDC’s first-class industrial work space in Ozone Park will create dozens of living wage jobs right here in Queens. Congratulations to GMDC for winning the EDC’s Industrial Developer Fund package, which will help enable the ambitious project to get off the ground.”

The IDF is a public-private fund designated to catalyze and support industrial development across the city. The Fund includes approximately $60 million in public funds, leveraging $90 million in private financing.

Selected through a rolling RFP process, eligible projects must include the redevelopment of a minimum of 20,000 square feet to create industrial workspace and quality industrial jobs. Projects must also include M/W/D/ BE components in their proposals.

“As the State Senator and life-long resident of Ozone Park, I am thankful that the NYC Economic Development Corporation has sought to invest in the Ozone Park Industrial Center to create manufacturing businesses and jobs at the site,” said Sen. Joe Addabbo, Jr. (D-Howard Beach). “When businesses are able to operate in Queens, employment opportunities are created right here in our own backyards. I strongly believe in making use of the space we have available to help our borough and our city grow, and this industrial center will do just that.

By keeping manufacturing operations in Queens, businesses will be able to keep their costs down, benefiting both the business owner and the consumer in the long run. I look forward to working closely with the NYCEDC, as well as Greenpoint Manufacturing and Design Center, to see this project become a reality in my district. With more than 80 jobs to be available once this project is complete, I encourage the two dozen businesses that will take over this space to hire local residents who can help keep Queens’ economy thriving.”

Four Charged with Staging Car Crashes, Fraudulent Medical Billing in Insurance Scheme

By Forum Staff Four individuals have been variously charged with crimes, grand larceny and insurance fraud, for allegedly conspiring to stage motor vehicle collisions to generate fraudulent billings for unnecessary medical treatment. In at least one instance, coaching an undercover officer who was being paid for his participation in the fraud scheme to exaggerate his nonexistent injuries.

The insurance companies were allegedly bilked out of more than $88,000 in total.

The investigation leading to the charges began in February 2015 and utilized both court-authorized wiretaps and surveillance, as well as undercover detective work.

The defendants are identified as Todd Henderson, 50, of Jamaica, Queens; his stepbrother, DaJuan Henderson, 30, of St. Albans, Queens; Joseph Louis, 32, of Springfield Gardens, Queens; and Yusuf Carter, 30, of Brooklyn.

The four defendants were arraigned last week before Queens Criminal Court Judge Bruna Dibiase on criminal complaints in which they are variously charged with second- and third degree grand larceny, second- and third-degree insurance fraud, first-degree falsifying business records, fourth- and fifth-degree conspiracy and third-degree falsely reporting an incident.

Bail was set at $5,000 bond/$2,500 cash for each defendant and their next court date is scheduled for December 20, 2016.

Under New York’s no-fault insurance law a person injured in a motor vehicle collision can receive up to $50,000 to pay medical expenses and lost earnings incurred as a result of the accident. According to the charges, DaJuan Henderson, Joseph Louis and other unapprehended individuals conspired between July 14, 2015, and September 12, 2016, to stage a

motor vehicle collision and to engage in a no-fault insurance fraud scheme which resulted in billing no-fault insurance for fake and exaggerated injuries sustained as a result of the staged collision. As part of the conspiracy, it is alleged that Henderson and Joseph referred the unapprehended individuals to medical clinics for treatment with the promise of payment for participation in the no-fault insurance fraud scheme.

A New York City Police Department Motor Vehicle Accident Report allegedly indicated that a motor vehicle collision occurred at approximately 9:00 p.m. on December 19, 2015, at the intersection of Glenmore Avenue and 79th Street in Queens involving DaJuan Henderson and another vehicle containing three unapprehended individuals. According to insurance records, from December 28, 2015, through September 26, 2016, a total of $171,860.12 was billed from various medical facilities for medical treatment to Henderson and the three unapprehended individuals and that a total of $34,034.77 was paid by the insurance com-

pany through no-fault insurance coverage.

In addition, DaJuan Henderson and Todd Henderson similarly conspired to engage in an insurance fraud scheme in which they staged a car collision with a rental truck that DaJuan Henderson rented.

A New York City Police Department Motor Vehicle Accident Report indicated that a motor vehicle collision occurred at approximately 7:00 p.m. on June 17, 2015, at the South Conduit and Nassau Expressway in Queens involving a Ford vehicle containing three individuals and a rental truck driven by another individual and containing DaJuan Henderson as a passenger. According to insurance records, from April 4, 2015, through September 25, 2015, a total in excess of $21,653.04 was billed from various medical facilities for medical treatment for the fabricated injuries to the three individuals in the Ford vehicle and for Henderson and the other individual in the rental truck and that a total of $12,019.66 was paid by insurance companies through no-fault insurance coverage.

District Attorney Brown said that, according to the investigation, it is alleged that Todd Henderson conspired with Yusuf Carter to stage a car collision in order to profit from false insurance claims through no-fault insurance at clinics in Queens and Brooklyn.

On February 22, 2015, according to police records, a vehicle collision occurred in Queens between a Dodge vehicle driven by Yusuf Carter and containing two other individuals and a vehicle that left the scene of the collision. According to insurance records, from February 2015 through December 6, 2016, a total of $45,881.31 was billed from various medical facilities for medical treatment of the fabricated injuries to Carter and the two individuals and that a total of $17,772.34 in insurance funds was paid through Carter’s no-fault insurance coverage. In addition, Carter allegedly received $10,532.87 for purported damage to his Doge vehicle in connection with the collision.

Finally, it is alleged that in furtherance of the conspiracy Todd Henderson agreed to pay an undercover police officer to pretend that he had been hurt in a motor vehicle collision. Henderson allegedly provided the undercover officer with the address of a medical facility in Queens and allegedly told him to tell the desk, “Jimmy Stone had sent you.” It is alleged that Henderson reminded the undercover officer to complain about everything; the neck, the back and everything that - bothering the undercover officer. During two meetings in January and February 2015, Henderson allegedly paid the undercover officer a total of $560 for his participation in the fraud scheme. It is alleged that a total of $9,882.45 was paid out on insurance claims in connection with the fabricated injuries of the undercover officer and another police officer.

By Forum Staff A Queens man has been charged with burglarizing and attempting to break into various Queens locations over the last three months.

“The defendant is accused of brazenly committing a rash of burglaries across a wide swath of Queens County. While the defendant will be held accountable for his alleged actions, residents should take adequate precautions by inspecting their premises to ensure their residences and other belongings are secure,” said District Attorney Brown.

The defendant has been identified as Juan Cuervo, 53, of 56 th Avenue in Maspeth. Cuervo was arraigned before Queens Criminal Court Judge Bruna Dibiase on two criminal complaints charging him with six counts of second-degree burglary, three counts of second-degree attempted burglary, one count of third-degree grand

larceny, four counts of fourth-degree grand larceny, nine counts each of possession of burglar’s tools and nine counts of fourthdegree criminal mischief and two counts of

the charges, between September 15, 2016 and November 11, 2016, the defendant burglarized nine separate homes, throughout several neighborhoods in Queens County. In each incident, the defendant is alleged to have ransacked the apartments and removed property. Additionally, on a second criminal court complaint, between November 7, 2016 and December 7, 2016, the defendant was observed approaching the front door of 53-08 80th Street, ring the doorbell and then leave and entered a vehicle. The defendant then drove around the rear of the above mentioned location, exited his vehicle and then was heard slamming his shoulder into the rear door. Arverne Man Sentenced to Four Years in Prison for Possessing Assault Rifles he Bought Online

By Forum Staff An Arverne, Queens, man has been sentenced to four years in prison following his conviction for illegally possessing two assault weapons that he bought online, as well as loose rounds of ammunition and marijuana.

“Firearms pose a serious and deadlythreat to public safety. The District Attorney’s Office is committed to ridding our communities of illegal guns. Let this be a warning. If you are caught with an illegal weapon you will face prison time. In this case, justice has been served and the defendant is going to prison,” said District Attorney

The defendant was identified as Charles Williams, 23, who was found guilty of second- and thirddegree criminal possession of a weapon and unlawful possession of marihuana, following a five-day trial last month. Following the trial, acting Supreme Court Justice John Latella sentenced Williams to four years in prison.

Eleven 7.62 caliber rounds of ammunition were also found, along with a bag of marijuana, on a second dresser.

South Ozone Park Man Shot Dead in Bed beside Girlfriend

By Michael V. Cusenza Two men have been charged with murder and burglary in the shooting death of a man killed on Sunday afternoon in South Ozone Park as he lay beside his sleeping girlfriend, according to Queens District Attorney Richard Brown and published reports.

Jonathan Chan, 21, was arraigned on Monday on a criminal complaint charging him with two counts of second-degree murder and two counts of first-degree burglary. According to court records, Chan was remanded to Department of Correction custody on Rikers Island.

According to the charges, Chan and Daley, along with two other unapprehended suspects, unlawfully entered a two-story dwelling on 135th Place in Jamaica shortly after noon on Sunday, December 11, 2016, and made their way to the first-floor bedroom where the victim, 21-year-old Eric Assanah, was in bed with his girlfriend.

Chan fired once, Brown said, hitting Assanah in the torso. He died at the scene.

Chan, Daley, and the other two suspects fled the location. Chan, who allegedly had threatened to kill Assanah hours earlier

unless he received a sum of cash, was arrested shortly after the shooting. According to published reports the dispute between Chan and Assanah stemmed from an amount of stolen cash.

Brown noted that the investigation is ongoing.

“This is another senseless act of gun violence. The defendant allegedly unlawfully entered the victim’s residence with three other unapprehended individuals, crept into the first-floor bedroom and shot and killed the 21-year-old man,” Brown added. “The victim’s girlfriend awoke to see her companion bleeding to death as the four men fled the scene. This was truly a nightmare come true for this young woman.”

South Ozone Park Search Warrant Nets Drugs, Diverse Array of Weapons

By Michael V. Cusenza It seems Christmas arrived a bit early this year for some City cops in South Ozone Park.

A search warrant executed last Thursday morning by police officers from the 106th Precinct, the NYPD’s Intelligence Bureau, and Emergency Service Unit at a residence in the south Queens neighborhood led to three arrests, a cache of weapons and narcotics.

According to authorities, the warrant stemmed from an investigation by 106th Precinct Intelligence officers.

“Through precision policing and investigations led

by Field Intelligence officers and precinct officers we’re taking guns and drugs off the street to keep the community safe,” said Sgt. Joe Muir, who works out of the 106.

A 48-year-old woman, and two men, aged 21 and 20, were taken into custody.

Cops recovered a .25-caliber Raven semi-automatic handgun; 11 rounds of .25-caliber ammunition; three rifle-style BB guns; a machete; two tiger hook swords; an unknown quantity of marijuana; and an unknown Authorities discovered marijuana, prescription pills, guns and other weapons at the residence.

COP OUT Dear Editor, Trump tweets about the media like a child/ bully. Is it because the media is "unfair"? No, it's to distract people from his horrible cabinet appointments, tax returns, business conflicts and the fact that he has the attention span of a squirrel. And now Michael Flynn Jr. (son of his pick for National Security Advisor Michael Flynn Sr.) has been removed from Trump'a transition team. Why? He was pushing the disgraceful "pizzagate " conspiracy theory on social media. Rumormongers like him accused Hillary Clinton of being involved in a child sex ring run out of a pizza parlor. These are exactly the type of people Trump has surrounded himself with. Absolutely disgraceful.

And now Trump has picked Oklahoma Attorney General Scott Pruitt to lead the EPA. The same Scott Pruett who, as the top law enforcement officer of Oklahoma(a state with vast oil and natural gas reserves) has sued the EPA numerous times regarding limits on carbon emissions. Let's be clear- A man who has tried to destroy the EPA will now be in charge of the EPA. But I guess that was to be expected, after all the man Trump put in charge of the EPA transition team, Forrest Lucas once said this about global warming- "higher temperatures are killing old people who are likely to die soon anyway". Trump has also picked Andy Puzder as his Secretary of Labor. Puzder is against raising the minimum wage to $15, he opposes overtime pay, he opposes sick days, he opposes fair wages, and he opposes healthcare benefits.

But Trump continues to say he's fighting for the "working man". And to "prove" it, Trump crows that he saved 700 jobs out of 1500 when he struck a "deal" with Carrier. Problem solved right? How did he do it? By paying Carrier $7 million. That's right Carrier's CEO's get $7 million! What do the citizens of Indiana get? Tax increases. Trump wants to the run the country and deal with the media more like Putin does.

Well, since Putin took office in 2000, at least 56 journalist and activists critical of the Kremlin have been murdered. And now Trump scoffs at the FACT that the CIA has concluded that Russia meddled in the US presidential election to ensure a Donald Trump victory. That's right, Trump says the Central intelligence agency of

United States is wrong. How can he be so sure?

His buddy Vladimir told him so. Newt Gingrich spoke to Trump about his new responsibilities as president and Trump said "this is really a bigger job than I thought". Amazing, who would've thought that being leader of the free world was a bit harder than filming a reality show in your apartment. But are we really surprised? After all, a few weeks ago when Trump met with Obama Trump was completely unfamiliar with the scope of the president's job and his transition team was apparently unaware that the entire staff of the West Wing would need to be replaced. And Trump is only getting "daily" intelligence briefings once a "week".

Trump said "I'm, like, a smart person. I don't have to be told the same thing in the same words every single day for the next eight years."

Trump believes nothing in the world changes too much from day to day. Dear Lord, he's Fredo Corleone. But, Mike Pence IS receiving daily intelligence briefings and I'm sure he will keep Trump updated on global situations.

However, it may be difficult for Pence to "dumb it down" enough for Trump. Let's hope crayon illustrations and stick figures will suffice. Only one good thing has come from Donald Trump winning the presidency- At least now Congress won't look at a pile of taxpayer money and say to each other "shall we waste this on a witchhunt and drag Hillary's ass in to testify"? Lastly, I can't wait to hear Trump end his first State of the Union address: "God bless the United States of America and don't forget to tune in to the apprentice Wednesday night at 9:00p.m."

Dear Everybody, HI! You won't believe this but just last week I wrote to you guys about needing a home and guess what– I not only found a home, I found a farm! Yup, a family heard about me and drove all the way down from upstate just to meet me. They brought their two kids, and Lily, a very beautiful 5-year-old female border collie.

She actually showed me her teeth and barked at me, but I figure that's just because she dooesn't know me yet.

In any case they talked to my foster family for a long, long time and at the end of it all, they decided to take me home for a try and now I am running around on about 8 acres of land, with a beautiful babe and sleeping in the house at night.. with all of them.

In any case, every day we go running, hiking and there's even a river. I think I surprised

everyone when I jumped in!

Haha, it's absolutely so much fun up here I can't believe that I went from begin abandoned, to finding a great foster family, to this!

Anyway, I just wanted to say thank you to everybody that helped me get where I am right now. And please, if you ever have a chance to help a guy or a gal like me, please do because look how things turned out for me. All it takes is someone to care enough to help you change something that someone else did to hurt you. And when they do it's the greatest thing in your life. NO-COST MOBILE MAMMOGRAM CLINIC COMING TO OZONE PARK

The American-Italian Cancer Foundation later this month will help provide no-cost digital mammograms and clinical breast exams in Ozone Park, the event’s host, City Councilman Eric Ulrich (R-Ozone Park), recently announced.

The foundation is set to park its mobile care clinic at Nativity Church (101-41 91st St.) on Thursday, Dec. 29, from 9 a.m. to 4:30 p.m. The services are free – no copayments will be required and deductibles are waived.

Patients without health insurance are welcome as well,

The mobile mammogram event is grant-funded. Additional financial support is provided by the City Council, the National Brest Cancer Foundation, the Assembly, Susan G. Komen Greater NY, NYGreaterGood.org, the RAR Foundation, and individual patrons.

The list looks like a day care roster, but the stories of these children read more like a horror novel by Stephen King, one that would sicken and frighten even the Master of Macabre himself.

But they are not characters. These kids LIVED a HELL of which King couldn’t even dream.

And although their backgrounds and circumstances are diverse, the children on the list have very strong commonalties.

They are all dead.

And before they took their last breaths, they suffered at the hands of monsters, some for weeks, some for months, and some for years. These morbid creatures were not created in fiction – rather, they are monsters who in every single instance were entrusted with the care of these babies. Parents, sisters and brothers, aunts and uncles, boyfriends and girlfriends of parents.

Wait. They have even more in common.

Shattered jaws, broken teeth, burns, dislocated limbs, starvation, welts, bruises, lacerations, fractured skulls, swollen brains, bites, hematomas, skin ulcers, sexual abuse.

Several were locked in closets, chained to furniture, their hair was used to mop the floor, they were made to eat their own feces or left to lie in it until it ate their skin to the bone. Others were held under water in tubs of either freezing or boiling water.

And finally, there's the most heinous thing of all that these children share: Each and every one of them would be alive today if the Administration for Children’s Services and the people that work for it would

LEGALLY SPEAKING Benefits for injured workers continue to be under attack throughout the country.

In New York, there have been a number of changes in the last decade, all in the name of reform. These reforms were encouraging at first as they increased the weekly benefits for some higher wage-earning injured workers for the first time in decades. They also created medical treatment guidelines under the guise of allowing injured workers to obtain pre-approval on certain medical treatments and procedures.

Unfortunately, the changes also resulted in reduction of benefits for many injured workers. Monetary benefits were capped, so injured workers deemed partially disabled could only receive a certain number of weeks of benefits regardless of their ability to return to their pre-injury jobs. The determination of the degree of disability has become a battle involving multiple, lengthy depositions of medical witnesses where the outcome is how long injured workers get wage replacement or whether they receive

For in each and every one of these cases, and so many more, ACS officials and caseworkers knew about the abuse that was surrounding these children. But they closed their eyes, didn't follow through, covered up, didn't question, blatantly disregarded what was clearly right in front of their eyes, failed to investigate, ignored reports of abuse. They saw physical evidence, heard from doctors, police, family members and neighbors, teachers and strangers.

Yet nothing. No help. No intervention. No life-saving measures.

This week, following the ACS report on

the death of 6-year-old Zymere Perkins, city and elected officials are speaking out against the agency and the administration they feel is the root cause of the problems, and demanding action and grossly needed reform. Gov. Andrew Cuomo said the state will investigate Zymere’s death.

The commissioner of ACS, Gladys Carrion, resigned her position from the beleaguered agency this week, because in her own words, it was “best for my own well being.”

Better late than never, we say.

Good riddance.

But where do we go from here? Who are we supposed to turn to now? What are we, the purported Greatest City on the Planet, going to do when we learn that those responsible for the welfare of our children seem to stand idly by and watch their charges painstakingly punished by the very monsters who brought them into this world of hurt?

We’re all gonna shake our heads ruefully at the tabloid front pages blaring the atrocities. Curse all involved. Then train our eyes on our phones and keep it moving.

Yes, Mr. Burke, those who do not know history are doomed to repeat it.

Queens DA Calls on State Commission to Quickly Authorize use of Familial DNA Searches

By Michael V. Cusenza Queens District Attorney Richard Brown this week joined the family of slain Howard Beach jogger Karina Vetrano in asking the state to quickly authorize familial searching of New York’s DNA databases to help investigators develop a suspect in the cold case.

“This effective technique, currently authorized in 11 U.S. states – and in the United Kingdom, which pioneered its use – has already produced DNA leads that ultimately broke cold-case murders, rapes and other crimes,” Brown noted. “And by reliably generating leads that can allow law enforcement to identify the guilty, the technique helps to ensure that the innocent will not be wrongly charged.”

According to the National Institute of Justice Forensic Technology Center of Excellence, familial DNA searching is a twophase process which attempts to provide investigative leads by identifying an individual in existing DNA databases who is highly likely to be a close relative of the donor of the DNA profile derived from the evidence found at the crime scene.

Creek Park. DNA collected at the scene and from Vetrano’s body yielded no hits in any law-enforcement database.

Brown called fears about familial DNA searching “misguided.”

“Familial matches cannot result in wrongful convictions,” Brown added. “On the contrary, familial searching is designed to narrow down the search, produce leads in cold cases and exclude those who are not likely to be the perpetrator – thus targeting the potentially guilty while safeguarding the innocent. Critics of the technique like to point to the experience of the New Orleans filmmaker whose DNA came up as a possible familial match in a murder investigation. But that example does not support the wrongful-conviction argument – he was in fact ruled out as a suspect upon testing of his own DNA sample. In other words, forensic DNA prevented him from being wrongly prosecuted.”

Brown later added that the forensic technique “is no more invasive of citizens’ privacy than standard criminal investigative techniques that have long been employed without controversy. For example, fingerprinting has been used in the United States for over a century and computerized fingerprint databanks have existed for over 40

Save Your Own Skin

Combatting Winter Dryness People who suffer with dry skin will tell you just how uncomfortable and distressing living with this condition can be. It can itch, flake and is a sure sign that skin is lacking in some muchneeded hydration and moisture. During the winter months when we turn to winter woollies and turn up the central heating, it can really get aggravated. To combat the effects of dry skin, the following are five helpful tips to help you relieve the symptoms of this condition:

1. Avoid long, hot baths and showers Dry skin is lacking moisture and one surefire way to draw out even more moisture from your skin is to take a long, hot bath or shower.

It strips your skin of oils and makes it hard for your skin to retain moisture. Take short, warm baths and showers and pat yourself dry.

2. Apply moisturizer after washing Pat dry and then be generous with he moisturizer. Moisturizers with shea butter or glycerine are particularly good. Avoid those that are overly scented or contain a lot of parabens as these can quickly dry the skin out.

3. Use a humidifier During the winter months, we rely more on central heating, but unfortunately, this is detrimental to dry skin and can aggravate the

condition considerably. Using a humidifier to replace moisture in the air while still keeping your home warm is a skin saver.

4. Drink plenty of water This may seem like an obvious tip but it is still worth repeating. Drinking water is one of the most effective ways of keeping your body and your skin hydrated. Aim to drink at least 6 to 8 glasses of water each day to help your skin to retain the moisture it needs to feel soft and supple.

5. Use a bath oil instead of the bubbles While most of us love a bubble bath, the fragrances and preservatives in bubble bath have a very drying effect on the skin as it strips the skin of its natural oils that are needed to retain moisture. Alternatively, opt for a capful of bath oil, which will leave your skin feeling silky smooth.

There are many other ways in which you can relieve dry skin but following these five tips will give your skin the hydration it needs to stay soft and moist. Let your pharmacist help you make sure you give your skin and your body the care that they deserve.

years. When a fingerprint is recovered at a crime scene, the police run it through the statewide fingerprint databank, which returns a group of possible matches. The police do not begin by arresting those people whose fingerprints are near-matches. They investigate further to narrow the field to a match. And unlike the DNA databank, the fingerprint databank is not limited to convicted criminals. It is much broader, encompassing even government employees and others whose employment requires a background check and who have never been arrested, let alone convicted, of a crime. The DNA databank, on the other hand, contains DNA samples only from convicted criminals – not law-abiding members of the public.”

A cousin of Karina Vetrano, Maria Wurpel, has set up a petition on change.org titled “Familial DNA Testing for Identifying Killer in New York Murder/Rape Cases.” As of Wednesday evening, it featured more than 10,100 signatures.

“Supporting this petition could potentially allow this method to be used in cases such as Karina’s to assist in identifying potential suspects when a match cannot be attained through traditional DNA testing,” Wurpel wrote. “I urge you to support this petition to allow Karina’s assailant to potentially be identified and brought to justice.

Allowing this test to be approved in NY will not only identify Karina’s murderer but other unsolved murders in NY.” Brown cited the California Roaming Rapist, who had attacked 10 victims over the

course of 14 years, as a case-in-point for familial searching.

“He was identified through a familial DNA search that turned up his brother, a convicted rapist whose DNA was in the state database. Using that lead, the police were able to identify his brother as the serial rapist before he could strike again,” Brown noted.

These cases compellingly demonstrate the efficacy and importance of familial DNA searching.”

Brown said he hopes the Commission acts fast.

“Without prompt action, killers, rapists and those who commit other serious crimes will continue to remain at large, the public will remain in danger and the suffering of victims’ families will be amplified by the inability to solve these crimes,” he noted. “We seek not just to apprehend the individual who viciously raped and murdered Karina Vetrano – although that would be reason enough – but also to prevent that predator from striking again. How would we explain to another parent that we had the means to prevent their loss but lacked the will? Justice demands that law enforcement be able to use every lawful means at its disposal to identify the perpetrators. We owe the public nothing less.”

By Michael V. Cusenza Two Queens elected officials have ripped Congressional Republicans for pushing to pass a continuing resolution that would include a paltry fraction of the funds needed to fully reimburse New York City for providing round-the-clock security to President-elect Donald Trump.

“Due to their inability to pass a budget, Congressional Republicans are now pushing through a continuing resolution.

While the proposed CR contains prudent public policy, it also has a major shortcoming: of the $35 million it will have [cost] NYC to protect PEOTUS Trump, the CR reimburses the city for only $7 million,” said U.S. Rep. Greg Meeks (D-Jamaica).

“Before they take off for the holiday break, Republicans are sticking New Yorkers with 80 percent of the bill for PEOTUS’ security. The Republicans are deserting established precedent in allowing a city’s local tax revenue to be spent—without reimbursement—on protecting an incoming federal official. For example, when then President-elect Barack Obama was protected by the Chicago Police Department, the federal government reimbursed the city.

“The people of NYC have paid their city taxes to help keep our streets safe and our emergency services intact,” Meeks continued. “The $28 million tab the city is forced to pick up could be used for things that would benefit taxpayers, like community policing, drug rehabilitation programs, and counterterrorism efforts. In future funding bill negotiations, I will partner with my colleagues in the New York City delegation to adequately reimburse the city for fulfilling what is ultimately the federal government’s responsibility.”

U.S. Rep. Grace Meng (D-Flushing) called the GOP move “baffling but not

surprising.”

“It’s just more of the GOP-led Congress’ bias against New York. However, this is more than just federal dollars for our city. It’s funding to help safeguard the incoming President of the United States!”

Meng noted. “After Donald Trump was elected, one of my hopes was that New York would have a shot at obtaining a greater share of resources from Washington. I urge the President-elect to help secure the money needed to keep him safe in his hometown. We all recognize the importance of protecting the area around Trump Tower. But it should not be done on the backs of New Yorkers.”

Mayor Bill de Blasio demanded the City be paid in full.

“New York City taxpayers should not be on the hook for 80 percent of the national bill to protect our President-elect and his family’s residence,” he said. “We are counting on Congress to step up in the coming months to pay back what it owes our city. This is a national responsibility and the burden cannot fall alone on our city and police department.”

Earlier this month, City Council Speaker Melissa Mark-Viverito and Councilman Dan Garodnick (D-Manhattan) set up a petition on change. org titled “Federal Government—Not NYC—Must Cover Trump Tower Security Costs.”

“As a lifelong New Yorker, you understand the importance of a vibrant local economy, and one that has the resources to operate,” Mark-Viverito and Garodnick wrote to Trump, a native of Jamaica Estates. “Make it clear today that New York City is not going to get stuck with the bill.”

As of Wednesday evening, the petition had nearly 51,000 signatures.

Bill Named for Avonte Oquendo to Improve Protections for Autistic Kids Passes House

By Michael V. Cusenza Lawmakers and autism advocates last Friday applauded the passage of Kevin and Avonte’s Law, legislation that would improve protections for kids with autism and other conditions, in the House of Representatives.

The bill, which passed by a vote of 346 to 66, is named in part after Avonte Oquendo, the 14-year-old autistic student from Rego Park who could not communicate verbally and died after he wandered from his school in 2013.

Kevin and Avonte’s Law would provide $10 million for tracking devices for children as well initiatives to improve education and training to prevent wandering.

“What happened to Avonte Oquendo was a horrible tragedy that should have never occurred,” said U.S. Rep.

Meng had helped to introduce a similar version of the bill in 2014.

The legislation is also named after 9-year-old Kevin Curtis Wills who drowned in the Raccoon River in Iowa in 2008.

Midtown Tunnel Tolls to go Cashless in January

By Michael V. Cusenza Starting next month, all toll lanes at the Queens Midtown Tunnel will be cashless, a Metropolitan Transportation Authority spokesman confirmed to The Forum this week.

Though the new policy will not apply to E-ZPass owners, each time a non E-ZPass customer uses the tunnel a camera records the license plate and a bill is mailed for all trips taken, usually within a 30-day period, to the registered vehicle owner.

Far Rockaway Serial Rapist Sentenced to 12 ½ to 25 Years in Prison

By Forum Staff A 50-year-old former Far Rockaway man has been sentenced to 12 ½ to 25 years in prison after being convicted of raping a woman in her Queens home more than twenty years ago. The defendant was charged after a DNA hit linked him to the crime. The man, who was connected to the rape through forensic evidence uncovered by the District Attorney’s DNA Prosecution Unit, is already serving time in prison for two other rapes and this indeterminate sentence will be consecutive to the others.

District Attorney Brown said, “The defendant, currently serving a 50-year prison sentence, is a serial rapist. In 1996, he sexually assaulted a woman and in 2004 he sexually abused a 12-yearold girl. This man has proven himself to be a danger to all women and to society as a whole and the sentence imposed in this case - that will be served consecutive to the other sentence - will likely guarantee the defendant will never be free again.”

The defendant is identified as Richard Thomas, 50, whose last known address was on New Haven Avenue in the Far Rockaway section of Queens. Thomas was convicted last month of first-degree rape fol-

lowing a 12-day jury trial before Queens Supreme Court Justice Robert Kohm, who has sentenced Thomas to 12 ½ to 25 years in prison. This indeterminate sentence is to be served consecutive to his current term of incarceration.

was sleeping with her husband inside their Far Rockaway home on the night of July 28, 1996, when she was awakened by a noise in the bedroom. When she opened her eyes, the victim saw Thomas standing over her.

He was wearing a mask and was armed with a handgun. Thomas told the woman not to

look at him or make any noise or he would hurt her. At that moment, the victim’s husband woke up and Thomas told him also not to look at him or he [Thomas] would “blow his head off.” The defendant then forced the victim out of the bed and onto the floor where he forcibly raped her. Before fleeing the scene, Thomas wiped his genitals on the floor rug and on a nearby t-shirt before fleeing.

Following a conviction in a 2006 grand larceny case, Thomas was compelled by law to submit a DNA sample to the state databank. That DNA sample linked him to two other rape cases. In the first, Thomas approached a couple in a vehicle at a Queens intersection in August 1996 and, at gunpoint, ordered them out of the vehicle.

After robbing the male victim and locking him in the vehicle’s trunk, Thomas raped the woman and then robbed and locked her in the trunk. Nearly eight years later, Thomas raped and robbed a 12-year-old girl in Far Rockaway as she walked to a school bus stop. Ironically, Thomas was caught for that crime because he had been forced to submit a DNA sample, in part, due to his first victim’s lobbying efforts in June 2006 to have all convicted felons give DNA samples.

Two Jamaica Men Sentenced to Prison after Pleading Guilty to Forcing Teen Girl into Prostitution

By Forum Staff A 21-year-old Queens man has been sentenced to up to three years in prison after pleading guilty to promoting prostitution charges. His co-defendant, who pleaded guilty on the eve of trial, was previously sentenced to up to 7 ½ years in prison. The two men, both from Jamaica, Queens, were convicted of coercing a then 16-year-old teenager into having sex with strangers for money in September 2014. “Sex trafficking is a scourge on our society. It is modern-day slavery and must end now,” said District Attorney Brown. “In this case, a 16-yearold girl was forced into prostitution by these two men. They used threats, intimidation and physical violence to make this youngster perform sex acts on strangers.

State prison time for these two men is more than warranted and should send a clear message to others that such crimes will not be tolerated in Queens.”

The defendants are identified as Robert Homer, 24, of 139th Street in Jamaica, Queens, and Kenyon Sultan, 21, of 147th Street, also in Jamaica. In September, Sultan pleaded guilty to thirddegree promoting prostitution before Queens Supreme Court Justice Richard L. Buchter, who sentenced Sultan to 1 to 3 years in prison. Homer, who pleaded guilty to sex trafficking and third-

degree promoting prostitution also in September, was sentenced in October to 2 ½ to 7 ½ years in prison by Justice Buchter.

According to the charges, the then-16-year-old teen girl was introduced to the defendant Homer on September 4, 2014, by a 17-year-old girl he was pimping at the time. Homer and Sultan then took the victim to a hotel room on North Conduit Avenue and told her that she had to work as a prostitute for them and give the money she earned to Homer. While the teen had sex with men for money, defendant Sultan would wait in the bathroom.

According to the complaint, Homer brought the victim and the other girl to several hotels in Queens and Nassau Counties between September 4, 2014, and September 11, 2014, and made them have sexual intercourse and oral sex with numerous men in exchange for money. All the money they received was given to Homer.

Specifically, Homer told the victim to make at least $500 a day prostituting herself and to call him “Daddy.”

Homer also posted prostitution ads on backpage.com. When the victim asked to leave, indicating she wanted to stop prostituting herself, Homer stated that she couldn’t and brought her back to the North Conduit hotel where he or Sultan took turns sleeping so they could keep watch on her

and make sure that she did not leave. On one occasion, when the victim asked to leave the hotel room, Sultan told her that he had to go with her. On another occasion, the victim observed Homer slap the 17-year-old girl because she was talking on-line to another pimp, which was against his rules, and which caused the victim to fear him. On September 11, 2014, an undercover New York City Police Department detective responded to a prostitution advertisement on backpage.com and was directed to the North Conduit hotel where he met the 16-year-old victim and the 17-year-old girl, both of whom

agreed to have sexual intercourse with him in exchange for $100 cash each. Once inside the hotel room, both girls were arrested.

Homer and Sultan, who were found hiding in the room’s bathroom, were also arrested. A check of the hotel records revealed that the room had been rented to a Mustafa Stewart and that Homer was in possession of photo identification in that name.

In pleading guilty, Homer allocuted to promoting both the 16-year-old victim and the 17year-old girl as prostitutes and admitted to having sex with the 16-year-old. Prosecutors didn’t prosecute the 16-year-old victim

and charges against the 17-yearold girl were dismissed. District Attorney Brown identified the defendant in a separate sex trafficking case as Quayshaun Canady, 24, of 98th Street in the Jamaica section of Queens. According to the indictment, between August 9, 2015, and August 28, 2015, defendant Canady forced an 18-year-old girl into prostitution and pimped out a 14-year-old girl.

Rego Park Man who Stockpiled Weapons Arsenal Sentenced to Two Years in Prison

By Forum Staff A Rego Park man charged earlier this year with having more than 225 pounds of gunpowder and an assortment of unsecured weapons – including handguns, shotguns and assault rifles – and more than 45,000 rounds of multicaliber ammunition in his one-bedroom apartment has been sentenced to two years in prison.

“The defendant admitted his guilt and now has been punished for stockpiling an arsenal of unsecured weapons in his apartment – just a few short blocks from an elementary school. The amount of gunpowder recovered in the defendant’s apartment alone was capable of igniting and causing significant damage to not only the defendant’s apartment but to neighboring apartments and the building’s exterior walls, as well as injuring or killing anyone unfortunate enough to be in the vicinitym,” said District Attorney Brown.

The defendant was identified as Guo H.

Investigators found the weapons in Shou’s Wetherole Street apartment.

Shou, 34, of 65-60th Wetherole Street in Rego Park. The defendant pleaded guilty in October to third-degree criminal possession of a weapon before Acting Queens Supreme Court Justice Gia Morris, who imposed to-

ment’s Licensing Division and Organized Crime Investigation Division Task Force conducted an administrative pistol licensee review at Shou’s residence on February 8, 2016. During that visit, officers observed hundreds of pounds of smokeless gunpowder, an assault rifle and high-capacity magazines and ammunition laying in plain sight.

A court-authorized search warrant drafted

by District Attorney Brown’s Computer Crimes Unit was executed at Shou’s residence. Law enforcement seized 14 licensed handguns, two loaded shotguns, a licensed rifle that lacked any safety lock devices, 45,000 rounds of ammunition, 225 pounds of smokeless gun powder, unassembled assault rifles, high-capacity ammo magazines, an ammunition press and other items.

According to the charges, Shou did not have a federal firearms license as a gun dealer and is not licensed to sell or manufacture firearms or ammunition. None of the items seized will be returned to him, the District Attorney noted.

The Jamaica Food Entrepreneurship and Services Training Space will provide resources, training, workspace and more for entrepreneurs seeking to start or grow their food businesses, according to the EDC. “As a major employer and critical resource in Jamaica whose mission is to provide lifelong learning opportunities for all, Queens Library is committed to supporting the economic revitalization of the community and preparing it to be part of this effort,” said Library President and CEO Dennis Walcott. “We are grateful to the New York City Economic Development Corporation for giving us the means to offer local entrepreneurs the tools to thrive.”

By Forum Staff Mass transit employees are not crosschecked with the federal terror watch list – and that needs to change immediately, U.S. Sen. Charles Schumer (D-N.Y.) said on Sunday.

“With terror threats from ISIS sympathizers and lone wolves ever possible, it is just not acceptable that every single front line transit employee is not checked against the federal terror watch list like airlines do,” said the Senate minority leader. “Railing for rail security is a no-brainer and we simply cannot leave our transportation arteries vulnerable to a possible terror threat. I’m urging the feds to immediately finalize this commonsense employee background check so that our nation’s railways are kept safe.”

Schumer said that the 9/11 Commission Report first urged to close this loophole under Passenger Rail Requirements: “(Sec. 1520) Directs the Secretary to complete a name-based security background check against the consolidated terrorist watchlist and an immigration status check for all railroad front-line employees.”

Yet, despite recent acts and threats of terror in New York City and beyond, Schumer said that it’s shocking that this commonsense safety gap was never closed.

According to Sen. Schumer, due to a loophole, employees who work for Amtrak, Long Island Rail Road, and Metro North have yet to be crosschecked against the federal terror watch list.

Homeland Security and the Transportation Safety Administration to immediately fix this rule and, just as airlines already do, and make sure all rail and transit employees, especially those of the frontline, are crosschecked with the federal terror watch list.

According to the Federal Bureau of Investigation, the Terrorist Screening Database, also known as the terror watch list, contains a single database that holds sensi-

tive national security and law enforcement information concerning the identities of those who are known or reasonably suspected of being involved in terroristic activities. Currently, five major government agencies screen with information from the Terrorist Screening Database: the Department of State’s consular officers for passport and visa screening; the TSA for aviation security screening (No Fly and Selectee List);

the FBI’s National Crime and Information Center for domestic law enforcement screening; the U.S. Customs and Border Protection for border and port of entry screening; and the Department of Defense for base access screening.

Currently, DHS and TSA have a pending requirement that would close this safety gap, but the requirement has not yet been finalized. Schumer said that this safety gap includes employees in New York City’s transit epicenter, including those who work for Amtrak, Long Island Rail Road, and Metro North.

TSA has attributed delays in implementing the rail security requirements from the 9/11 Act to the complex federal rulemaking process, according to the DHS Office of the Inspector General. The OIG has said that, “although the rulemaking process can be lengthy, TSA has not prioritized the need to implement rail security requirements” related to the 9/11 Act, particularly this terror watch list employee crosscheck rule.

Schumer on Sunday said that there is no time to waste in finalizing the rule.‎ He also acknowledged that there should be a fair and reasonable review process to ensure that in the rare case where an employee is inadvertently placed on the watch list they are not negatively impacted.
