Katz, Police give Updates on Vetrano, Crime, Goldfedder says Goodbye

By Michael Cusenza South Queens’ top cop told concerned residents and business owners gathered at St. Helen Catholic Academy on Tuesday that the consistent increased police presence in Howard Beach will remain intact for the next few weeks—and it’s for your own good.

“I’m pulling an additional 42 police officers every day at the borough level – that’s a tremendous resource,” said Assistant Chief David Barrere, commander of Patrol Borough Queens South, as he addressed an attimes apprehensive audience at the Howard Beach-Lindenwood Civic meeting. “Let’s face facts: We had a vicious predator come into our community and murder one of our children. It’s my job to protect you.”

“But when you see all the extra coverage, that’s just me doing my job until we catch this predator. It’s just me trying to make sure

Barrere also hailed another recently enhanced safety measure that arrived a few weeks ago courtesy of Borough President Melinda Katz: eight state-of-the-art security cameras installed along the outskirts of Spring Creek Park.

“They are a very effective crime-fighting tool,” Barrere said.

“If we had more cameras, there wouldn’t be any crime,” added Capt. James Fey, commanding officer of the 106th Precinct.

The park’s eight new eyes in the sky were purchased with funds allocated by Katz. Earlier this year, she secured $1.2 million for 34 cameras to be installed around the county.

To show their appreciation for Katz’s cameras and what they have meant to the grateful community, the civic crafted an over-sized thank-you card and asked all who attended Tuesday evening’s meeting to sign it as they entered St. Helen’s cafeteria. Former Queens Top Cops Fined by Conflicts Board for Galante ‘Gifts’

By Michael V. Cusenza Two high-ranking City cops – both of them former borough commanders – this week were slapped with fines by the Conflicts of Interest Board for receiving meals from disgraced former Queens Library President and CEO Thomas Galante.

NYPD Housing Chief James Secreto and Chief of Personnel Diana Pizzuti forked over the $1,500 penalty for their transgressions when they signed their dispositions.

Secreto admitted that during his tenure as commanding officer of Patrol Borough Queens South he “accepted gifts in the form of meals” from Galante on four separate occasions: at Wolfgang’s Steakhouse in Manhattan; Christo’s Steakhouse

in Astoria; San Pietro restaurant in Manhattan; and Quality Meats restaurant in Manhattan.

Pizzuti, who was just promoted to head up Personnel from her post as commander of Patrol Borough Queens North, copped to welcoming three meals from Galante from December 2012 to November 2013: at Christo’s, San Pietro, and Quality Meats.

According to the dispositions, Secreto and Pizzuti, “although… unaware of it at the time,” acknowledged that, by accepting from Queens Library each of the meals, “provided to [them] solely due to their City position,” they violated the City Charter, which states: “No public servant shall use or attempt to use his or her position as a public servant to obtain any financial gain,

contract, license, privilege, or other private or personal advantage, direct or indirect, for the public servant or any person or firm associated with the public servant.”

It was unclear if the officers have received any internal punishment from the department.

The violations were revealed in an audit of Galante’s Library expenses performed by City Comptroller Scott Stringer, who painted a picture of a disingenuous and reckless Queens Library under the ousted president and chief executive officer. Galante and other Library executives spent more than $300,000 on prohibited items such as extravagant meals, alcohol, Apple TVs, smokeless ashtrays, airline upgrades, and tickets to a Maroon 5 concert and Disneyland, all while

Contractor Indicted for Allegedly Bilking Sandy Families out of $200K

Cusenza A Queens grand jury has indicted a Long Island man and his construction company on grand larceny and other charges for allegedly bilking three families – whose homes were destroyed during Superstorm Sandy in October 2012 – out of more than $200,000 when they hired the contractor to build new houses between July 2013 and June 2014, according to Queens District Attorney Richard Brown.

Andrew Troiano, 54, and Alt Design Construction and Consulting Inc., were arraigned last week on a 13-count indictment charging him with second- and third-degree grand larceny, second- and third-degree criminal possession of stolen property, firstdegree scheme to defraud and other crimes.

Troiano was released on his own recognizance and ordered to return to court on Oct. 28.

Troiano was originally arrested last December. He and his company were arraigned on a criminal complaint charging each of them with violating New York State Lien Law 79-A-1 (second- and third-degree misappropriation of funds of trust), second-, third- and fourth-degree grand larceny and first-degree scheme to defraud.

According to the indictment handed up last week, on July 19, 2013, a family that resided on Fulton Walk in Breezy Point hired Troiano, who presented himself as the owner of Alt Design Construction and Consulting, Inc., to build a new home on their property.

In April 2014, the concrete foundation was poured and the property owners received a bill for $58,500. The pair indicated that they submitted a check to Alt Design in that amount on April 27, 2014. Troiano allegedly hired a subcontractor to do the foundation work and did not pay them for the completed foundation.

Troiano allegedly hired a second subcontractor to do crane work on the Fulton Walk property and that work was completed on May 30, 2104. An invoice for $10,343 from that subcontractor was submitted to Alt De-

sign and allegedly not paid. As a result, on Sept. 22, 2014, the company that did the crane work placed a lien on the Fulton Walk property.

According to the indictment, following the destruction of their Graham Place home during Superstorm Sandy, a Breezy Point couple hired Alt Design & Construction as their contractor on July 23, 2013, to purchase and construct a modular home which would be erected on their property.

The payment of the contractor’s price was spread out over time and payment became due based on specified acts listed in the contract. For example, it is alleged that a payment of $63,750 was due to Alt Design upon completion of the concrete foundation by a subcontractor. When the couple received an invoice from Alt Design for the completed foundation, it is alleged that they paid the company with a check dated March 31, 2014, for $63,750 and that said check

cleared their account and was to be used by Alt Design for no other purpose than to pay for the foundation job.

Troiano allegedly hired Malbro Construction as a subcontractor in November 2013 to install a concrete foundation and perform other construction services at the Graham Place location. During the course of performing the job, Malbro Construction allegedly received a partial payment of $13,000 from Alt Design, and that when the job was completed on or about April 30, 2014, Alt Design had an outstanding balance of $49,182 owed to Malbro Construction. A demand by Malbro Construction for payment from Alt Design allegedly resulted in no further payments and that although the defendants never disputed the payment due, to date, they have not paid any of the outstanding balance due, Brown said.

In all, three families became the alleged victims of Troiano and his company.

A forensic review of Alt Design’s bank records allegedly revealed that a total of $178,750 was received from the three Breezy Point homeowners and credited to Troiano’s account, but no payments were ever made to the subcontractors. And after a Breezy Point couple living on Hillside Avenue paid $55,000 to Alt Design for the ordering of their modular house, the money was used by Troiano and the company for unrelated matters, including cash withdrawals totaling more than $8,000, payments for unrelated jobs, payments to attorneys, Cablevision, Verizon Wireless, Goodyear Auto and purchases at various liquor stores and restaurants.

On Thumbtack.com, a website that delivers customized quotes so consumers can compare pricing, read reviews, and hire professionals, a user with the handle “Gina Haggerty H.” posted a one-star review on Alt Design’s page on Nov. 23: “Gave a deposit and he didn't do a thing! We are a young couple who lost their home in sandy and he stole our money!”

User “Andrew L. from ALT Design & Construction, Inc.” replied on Dec. 10: “Mrs. Haggerty forgot to tell you that her project is being litigated with the court system. She does not answer her certified, and also feels that our company should pay for her engineering fees.”

If convicted, Troiano faces up to 15 years in prison. In the case of the corporation, conviction of a felony is punishable by a fine of up to $10,000 or double the amount of the illegal gain.

“The victims in this case had already had their lives devastated by a natural disaster.

Their homes were destroyed and when they took the necessary steps to rebuild, the defendant allegedly victimized them again,” Brown said. “These three Queens families trusted the defendant. They paid him large sums of money to construct new homes for them. But instead of providing them with new places in which to live, these families were left with vacant lots, empty promises and depleted bank accounts.”

Reputed Gang Member Gets Nine Years in Prison for Attempted Rubout of Rival

A 22-year-old purported member of the Los Traviesos street gang has been sentenced to nine years in prison after pleading guilty last month to trying to kill a rival gang member inside a Corona, Queens, nightclub in December 2015.

“This was a senseless shooting in a club occupied by numerous people. It is fortunate that the individual shot and wounded survived File Photo - and that no one else was injured. Sanchez-Ortiz shot a rival gang member inside the Pasiones club in Corona last December.

The defendant will be incarcerated for a lengthy period of time as punishment for his crime, as well as to keep society safe,” said District Attorney Richard Brown.

The defendant is identified as Jose Sanchez-Ortiz, 22, of Brooklyn. He has been held in jail in lieu of $500,000 bail since his March 2016 arraignment, pleaded guilty in August to second-degree attempted murder.

According to the charges, the defendant was inside the Pasiones

club on 103 Street in Corona on the evening of December 14, 2015, when he shot at 21- year-old Jose Apolinar, a reputed member of the Los Ninos Malos street gang. The victim was struck in the left arm and recovered after undergoing surgery at a local Queens hospital for a severed artery in the arm.

Sanchez-Ortiz has been sentenced to nine years in prison to be followed by five years’ post release supervision.

Nine-Day Crime Spree Could net Queens Village Man 100 Years in Prison

By Forum Staff A nine-day robbery spree back in July of 2014, in which four livery drivers were held at gunpoint and robbed of their cash, jewelry and cell phones has led to the conviction on eight counts of robbery of 23-yearold Dayson Fernandez of Queens Village.

“The jury has rendered a verdict, finding the defendant guilty of multiple counts of robbery. If he’d chosen a different path, this young man could have been approaching college graduation or a myriad of other accomplishments, but instead he is now facing a long future behind bars for having preyed on hard-work-

ing livery drivers,” said Queens DA Richard Brown. “He stole hundreds of dollars, mobile phones and some jewelry. Someone could have easily been killed or injured during the commission of these crimes.”

Following a two-week-long trial, a jury found the defendant guilty of four counts of first-degree robbery and four counts of second-degree robbery.

According to trial testimony, Fernandez got into a livery cab and displayed a firearm, at 221 Street and 108Avenue on July 19, 2014, shortly after noon. He then told the driver “Don’t move or I’ll shoot.” After punching the victim repeatedly in the head with his fists and choking him

with the seatbelt he took the driver’s wallet, containing approximately $500 cash.

Then on July 21, Fernandez

jumped into another livery cab at 202 Street and Jamaica Avenue and pulled a gun on the driver. He ordered the victim to give him everything and

fled the vehicle with approximately $70 in cash, a debit card, gold chain and the driver’s wallet.

Fernandez also robbed two separate livery drivers within the span of an hour on July 28. At 1 p.m., the defendant got into a livery cab, pushed a gun against the driver’s side and searched his pockets. He fled with about $300 in cash. An hour later, at 2 p.m., the got into a second livery cab at 10 Avenue and 22Street and gave the cabbie instructions on where to drive. Fernandez then pointed a gun at the driver’s side and fled with roughly $400 in cash.

Fernandez’ sentencing is set for October 18, 2016, at which time he faces up to 100 years in prison.

Bipartisan Legislation Would Clear Criminal Records of Victims of Human Trafficking

By Forum Staff Victims of human trafficking who manage to escape will now get a clean slate in addition to their freedom thanks to new bi-partisan legislation, introduce by Sen. Kirsten Gillibrand (D-New York). The Trafficking Survivors Relief Act of 2016, will clear their criminal records of any non-violent violation committed as a direct result of their victimization whether it occurred as sex trafficking, labor trafficking, and other forms of human trafficking.

Human trafficking is a modern day form of slavery affecting millions in the United States and abroad. This crime involves either the use of force, fraud, or coercion to exploit a person for labor or commercial sex, or the exploitation of a minor for commercial sex. As a result of being trafficked, victims are commonly charged with crimes such as conspiracy, money laundering, drug trafficking, and related offenses that then follow them throughout the duration of their lives. These charges make it difficult for human trafficking victims to find jobs and housing, leaving them vulnerable to being exploited and trafficked again.

“In many cases, when trafficked people – including children – are forced into slavery, they are tagged with criminal charges that stay with them for the rest of their lives, even though they have absolutely no freedom to say no to their captors, who force them to commit crimes. I urge all of my colleagues to support my legislation to clear non-violent criminal convictions of trafficking victims who were forced to break the law while in captivity. We all have a responsibility to take care of the most vulnerable Americans.”

Build it Back is $500 Million over Budget: Report

By Michael V. Cusenza The City’s Build it Back program is once again under a microscope after a recent report indicated that the Housing Recovery Operations initiative is wildly over budget, with Jane and John Q. Public set to foot part of the ballooning bill.

According to the Wall Street Journal, “significant cost overruns in Build it Back appear to be leaving city taxpayers on the hook for some of the storm-protection initiatives. The program is about $500 million over budget.”

Asked for clarification, a City Hall spokesperson said, “Our goal is to invest and create resilient neighborhoods, and we’ve identified additional needs to accomplish this goal. The money allocated will help us move homeowners into more resilient housing without sacrificing any of our current resiliency or non-resiliency projects.”

At least one long-time critic of Build it Back has fumed that the program, initially organized under the Bloomberg administration and funded through federal Housing and Urban Development dollars to help Superstorm Sandy victims get back on their feet, has wrought even more damage than Mother Nature, and that the actions of its coordinators now border on the criminal.

“I write today to respectfully request that your office commence an investigation into the misuse of federal funds awarded to the City of New York to rebuild homes in communities still recovering from Hurricane Sandy,” City Councilman Eric Ulrich (ROzone Park) said in a missive to Manhattan U.S. Attorney Preet Bharara. “As an elected official who represents several neighborhoods severely impacted by the storm, I am absolutely appalled by these figures given the small number of homes Build it Back elevated or repaired to date. I believe the gross mismanagement of these funds by the May-

This summer, Ulrich, who has hinted at a possible campaign to unseat Mayor Bill de Blasio next fall, blasted Hizzoner’s “poor handling” of BIB, and demanded that program Director Amy Peterson “resign today and allow new leadership to run the program more effectively. If she won’t resign, Mayor de Blasio should fire her.”

Reached for comment on the councilman’s letter to Bharara, the City Hall spokesperson said, “We are working hard to rebuild long-standing communities and create resilient neighborhoods. New Yorkers need the City’s leaders to work together, not cheap political stunts like this that hurt communities.”

Ulrich wasn’t the only one upset at news of Build it Back’s swollen budget.

Stacey Pheffer Amato, Democratic candidate for Assembly District 23, which was hit especially hard by Sandy four years ago, said the program’s shortfalls “confirm what our families have known for some time: that the program is a bloated, bureaucratic mess.

It's bad enough that City Hall is making New Yorkers foot the bill for cost overruns now when it had no problem paying out consultants at the start of the program. However, the greatest insult of all is that nearly four years after Sandy devastated our communities, homeowners are still waiting to be made whole. There must be accountability, and I join families across Southern Queens and Rockaway in demanding a full review of how Build it Back has been spending our money.”

Pheffer Amato’s GOP opponent, Alan Zwirn, said, “For me, dealing with ‘Build It Back’ reaffirmed President Ronald Reagan’s definition of the 9 scariest words in the English language: “I’m from the government, and I’m here to help!”

GETTING YOUR THYROID READY FOR WINTER The flu season is upon us and getting your flu shot may be the best prevention for the highly contagious menace that can stay around for many months.

You can actually have the flu for up to 4 days before you start to feel sick.

One of the worst parts of the flu is that its virus can change and create a new strain. When that happens your flu shot may not protect against the new strain.

When you are vaccinated, the protection starts about two weeks after injection. The Centers for Disease Control (CDC) recommends getting vaccinated each flu season as soon as you can. They also recommend a seasonal influenza vaccination every year for everyone 6 months old and older.

Not everyone should be vaccinated and some folks need to speak to their doctor before doing so. Here is a list of which people are included in that: --those with a severe allergy to eggs or lifethreatening allergies to flu vaccine or any of its ingredients --anyone who has had a severe reaction to an influenza vaccination

--infants less than 6 months old --anyone who developed Guillain-Barré Syndrome (GBS) within 6 weeks of getting an influenza vaccine --people who have a moderate to severe illness or are feeling sick Remember that if you do get the shot, you could have some minor side effects including: Soreness, redness or swelling of the skin at the injection site, low-grade fever, and body aches.

Don't worry if you do, you'll feel better within 1 to 2 days.

Remember there's no guarantee with the vaccine. You can get it and still get the flu.

There are many different types of flu shots.

Some protect against three strains, others against four. There are also high-dose vaccines for people over 65.

The CDC doesn't recommend one vaccine over another. The important thing is to get vaccinated as soon as possible.

Don't hesitate to come in and ask as many questions of your local pharmacist as you want.

Transportation Civic Set to Host Candidates Night

The “Candidates Night” is set for Thursday, Sept. 29, from 7:30 to 9:30 p.m. at the Knights of Columbus Council 2672 at 333 Beach 90th St., Rockaway Beach, and is open to “candidates and elected leaders running for public office in November to speak about faster and safer transportation in Queens,” according to QPTC Chairman Phil McManus.

“Do they support the QueensRail, the Ferry, Select Bus Service, tolls, bike lanes, bus lanes, elimination of traffic lanes, left turns, bus stops, speeding cameras, lower speed limits, Vision Zero, increased funding

for our buses, trains, ferries and roadways, etc? What are they doing or what are their plans to improve transportation?” he said.

McManus told The Forum on Monday that the event will feature “mostly questions on transportation,” adding that he hopes “to focus and educate the public and the candidates on transportation issues: the QueensRail, Citywide Ferry Service, problems with Vision Zero, Select Bus Service, etc. We need more affective transportation in Queens, not gridlock and tickets. Mayor DeBlasio is creating more gridlock and punishing outer borough commuters with Vision Zero. We need a balanced approach, not safety at all cost. We support faster and safer transportation. The mayor’s extreme policies hurt people.”

Construction has officially begun on 19 vessels that will service New York City’s first citywide ferry system with the latest in 21st century maritime technology and best design practices.

Assembly line construction is already underway on seven aluminum-made vessels at two world class shipyards, with work commencing on each boat thereafter at twoweek intervals. Approximately 200 full-time builders between both shipyards are working on the project.

“We are moving full steam ahead and bringing modern ferry boats, outfitted with the latest technology and safety features, to our waterways. This new fleet will help us connect commuters and visitors alike to neighborhoods throughout the city,” said Mayor Bill de Blasio.

Both shipyards are currently receiving vessel components and building the frame for each boat, before systematically assembling the rest of the hull and super structure. This construction process reduces manufacturing time, allows for minor modifications throughout the boat build process and furthers on-time project delivery, with the first set of vessels expected to arrive in New York City in early 2017.

Disappearance and Death of Astoria Flight Attendant Remain a Mystery

By Michael V. Cusenza The cause and manner of death of an Astoria flight attendant whose remains recently washed up along the shores of Rikers Island have been deemed “undetermined” by the Office of the Chief Medical Examiner.

“This is a final determination reached after exhausting all the testing and available information,” OCME spokeswoman Julie Bolcer told The Forum last Friday.

Sierra Marie Shields, 30, was last seen on Thursday, Jan. 14, around noon, leaving LaGuardia Airport on foot, according to the FSS Facebook page.

The New York Post reported that Shields, who was studying to become a minister, quit her job as a flight attendant that Thursday, just before she walked out of the airport.

Shields briefly spoke with her mother the morning of the last day she was seen alive, and all of her belongings were left at her Astoria apartment, according to LostNMissing, Inc., a nonprofit organization that partners “with law enforcement, and families, to deliver solutions that help bring awareness to locate their missing family member.”

In January, family and friends of Shields indicated that she had been depressed in the days leading up to her disappearance, and cautioned the public that she might even be despondent in her current state.

“We thank you, every one of you who chose to follow Sierra’s FB page, Twitter and Instagram. Many of you posted and reposted to assist us in maintaining the awareness of her being missing. There are not enough words or expressions that we could use for how deeply grateful we all are,”

Siller, a Brooklyn firefighter who, on September 11, 2001, skipped out of a family golf outing to head into Manhattan when he got the news of the terrorist attack on the World Trade Center. Siller drove his personal vehicle to the entrance of the Brooklyn Battery Tunnel, but it had already

Jamaica Hospital Breaks Ground on Ferrara Family Center for Hospice Care

By Michael V. Cusenza Civic leaders and elected officials last week joined the administration and Board of Trustees of Jamaica Hospital Medical Center in breaking ground on the hospice care unit renovation project.

The facility, which opened in 2010, will undergo a $1.2 million facelift – including its name.

“Today we officially broke ground for what will be our newly redeveloped hospice care unit: the Ferrara Family Center for Hospice Care!” JHMC wrote on its Facebook page last Thursday.

Construction is set to begin next month on the unit that has been named in honor of hospital trustee Joseph Ferrara, whose wife required palliative care in 2007.

Jamaica Hospital opened what it characterized as its “much-needed” hospice care unit six years ago, in collaboration with the Hospice of New York. The four-bed inpatient unit, managed by JHMC’s Palliative Care Program, currently consists of a team of physicians, nurses, social workers, and dieticians, who offer pain management services, skilled nursing care, medical social services, medical supplies, and counseling to hospice patients. In addition, they provide spiritual support and bereavement services to the families of patients.

“The goal of the unit is to ensure that end of life patients receive comfort care,” said Dr. Alan Roth, chairman of Jamaica Hospital’s Department of Family Medicine and Palliative Care Medicine. “We offer our patients a home-like environ-

ment that addresses their medical and spiritual needs; as well as the emotional needs of their families.”

The hospice unit boasts extra large private patient rooms with brand new furniture and amenities.

The unit also includes a family meeting room and lounge. Overnight accommodations and meals are also available for family members of hospice patients.

According to the hospital, indi-

viduals who meet the following criteria are eligible for admission into the hospice unit: have less than two weeks to live; whose medical needs cannot be cared for at home; and/ or can be medically stabilized to continue care at home.

According to the National Library of Medicine, hospice care is end-of-life care. A team of healthcare professionals and volunteers provides medical, psychological, and spiritual support; and the goal of the care is to help people who are dying have peace, comfort, and dignity. The caregivers try to control pain and other symptoms so a person can remain as alert and comfortable as possible. Hospice programs also provide services to support a patient’s family.

Usually, a hospice patient is expected to live six months or less.

Special Victims Cops Foil Woodside Sex Assault

Two City police officers assigned to the Special Victims Division recently came to the rescue of a woman who was being sexually assaulted in Woodside.

Everett Newman of the division’s Night Watch Unit had just finished interviewing a woman who was sexually assaulted in the area the 65th Street subway station and were on their way to the scene last Tuesday to further investigate when they observed another woman walking along 69th Street with a man following her Sgt. served the woman attempt to cross over to the other side of the street when the man pounced on her – grabbing her by the waist and throwing her down to the ground.

As the suspect began to sexually assault the victim, Miro and Newman jumped out of their unmarked car and grabbed him. The man resisted by pulling away from the veteran officers and punching them. They eventually were able to apprehend the struggling suspect.

According to the NYPD, the assailant is a 23-year-old borough resident who has been charged with attempted rape; two counts of assault on a police officer; sexual abuse; forcible touching; attempted forcible touching; and assault. The investigation is ongoing.

Emergency Text System that Aided in Capture of Chelsea Bomber Can’t Send Pics: Schumer

By Forum Staff Last week’s terror threat in New York/ New Jersey highlighted a major weakness in our Wireless Emergency Alert System (WEA). Millions of New Yorkers received notifications from the system when suspected terrorist Ahmad Khan Rahami was on the run and authorities called on the public to help locate him––the only problem was that the notifications contained only text because the system is incapable of delivering multimedia links, images and has a limit of 90 characters. Instead anyone who wante to actually see Rahami’s picture was forced to search for it through Google or other search engines. Now, Sen. Charles Schumer (DNew York) is calling on the FCC for immediate modifications to the system. “In light of the need to respond in real time to terror threats, we can’t afford to have an emergency wireless response system that is stuck in the 90’s. The bottom line is that in the era of Instagram, Facebook and SnapChat our Wireless Emergency Alert System needs to get as smart as our phones and be updated so it can deliver photos and other media that has information that can save lives,� said Senator Schumer. “When it comes to a terrorist or other very dangerous criminal on the run, a picture not only is worth a thousand words, it could save a thousand lives if the right person sees it.�

. The FCC has already proposed updating the WEA system by increasing the maximum length of messages from 90 to 360 characters. Schumer wants the proposals finalized and to make sure that the final product includes multimedia, including picture images and/or videos. .

The Wireless Emergency Alert System (WEA) was established through the FCC under the WARN Act. WEA is a public safety notification system which delivers geographically-targeted message alerts reporting imminent threats to safety or life. There are three types of alerts: 1) alerts issued by

the President; 2) alerts involving imminent threats to safety or life (i.e.: evacuation orders, shelter-in-place orders, a terrorist threat); and 3) Amber Alerts for abducted children.

There have been several instances in which law enforcement agencies have used WEAs to alert citizens in the wake of a terror threat. In 2013, WEAs were sent to Boston residents warning them to ‘shelter in place’ while the bombing suspects were still atlarge. In August, the system was used in Los Angeles to warn residents about a potential active shooter in LAX. And last week, the alert system was sent regarding the Chel-

sea explosion. That evening, the emergency alert read: “Suspicious package: residents on W 27th b/t 6th and 7th Ave stay away from windows.� After the weekend, another WEA was sent to millions of cell phone users in New York City to be on the lookout for the suspect. Schumer noted that this was the first time such an alert had been issued to track the whereabouts of a suspected terrorist.

New York City has always been on the cutting edge of using emergency public safety technology. And in 2012, New York City became the first local or state alerting authority in the country to issue a WEA message when ordering the mandatory evacuation of its coastal counties during Hurricane Sandy.

On the morning of September 19th, the New York City Police Department (NYPD) requested that the Office of Emergency Management (OEM) send a WEA to every phone in all five boroughs. The OEM’s alert read: “WANTED: Ahmad Khan Rahami, 28-yr-old male. See media for pic. Call 9-1-1 if seen.�

Noting that WEAs are essential and critical in the effort to keep America safe, Scumer maintained that cell phone users must receive the most comprehensive information available when their safety is potentially at risk.

Former Borough President’s Family Helps Queens Open Helen Marshall Cultural Center

By Forum Staff Family, friends, and former colleagues in government on Tuesday honored the 18th Borough President of Queens, Helen Marshall, at the official grand opening of the Helen Marshall Cultural Center at Borough Hall.

Current Borough President Melinda Katz hosted the event, which featured remarks by Marshall’s daughter, Agnes “Marie” Marshall, and her son, Donald Marshall, Jr.; and reflections on her life and career by Assemblyman Jeffrion Aubry, who represents the 35th Assembly District, which is comprised of East Elmhurst and parts of Elmhurst, Corona, Woodside and Jackson Heights. Marshall represented this area in the Assembly for nine years until she was elected to the City Council in 1991.

The celebration included musical performances, a poetry reading from students from the Dual Language Program at the PS 127 Aerospace Science Magnet School in East Elmhurst and renditions of “The Star-Spangled Banner” and “God Bless America” by PS 127’s Middle School Chorus.

The new atrium at Queens Borough Hall has been named in honor of former Borough President Helen Marshall.

Helen Marshall was born on Sept. 30, 1929, and attended public schools before she enrolled at Queens College, where she graduated with a B.A. in education. She and her husband, Donald Marshall, raised two children: Donald, Jr. and Agnes Marie.

Marshall began her professional career as an early childhood educator, but she left the teaching profession in 1969 to help found the Langston Hughes Community Li-

brary and Cultural Center in Corona. MMarshall was the Center’s director for five years and later served as director of Elmcor’s Testing and Placement Program. Marshall also became involved in politics and in 1982 was elected to the first of her five terms in the Assembly.

Marshall left the Assembly when she was elected to the City Council in 1991. As a Council member, Marshall served as the founding chair of the Higher Edu-

cation Committee and co-chair of the Council’s Black and Latino Caucus.

In 2001, Marshall was elected to the first of the three terms she would serve as Borough President.

She was the first African American and second woman to be elected to that position.

As Borough President, Marshall allocated more than $600 million to capital projects that included the renovation and construction of

libraries, schools, parks and other community institutions. She also opposed budget cuts to senior centers and programs, and sought to ensure that Queens received its fair share of City funding, Katz said.

The Helen Marshall Cultural Center is an enclosed, 11,000 square-foot, multi-use event space built as an addition to Borough Hall. As Borough President, Katz said, Marshall spearheaded efforts to construct the facility and envisioned it as a place where groups could hold cultural, civic and entertainment events that would provide enrichment to the community. The Center includes a large performance stage and has a seating capacity of 275 people when set up with chairs and tables, and 418 people when set up with chairs only.

The Center’s standing-room-only capacity is 634 people.

City is on Solid Economic Ground, but Our Children Face Uphill Battle: Stringer

By Michael V. Cusenza The City is on solid fiscal ground for several reasons, but the next generation of New Yorkers is “facing an uphill battle,” according to Comptroller Scott Stringer, who recently laid out his economic agenda before the Association for a Better New York.

Stringer outlined a plan to bolster the economy of the five boroughs by increasing affordable housing, supporting minority and women-owned business enterprises, fighting poverty and strengthening schools.

Specifically, Stringer proposed tripling the City’s Earned Income Tax Credit to uplift low-income New Yorkers; creating a coordinated approach to helping MWBEs and small businesses grow; establishing a City Land Bank to build the next generation of affordable housing; and accelerating successful programs to ensure all children are college and career-ready and can take advantage of the expanding tech economy.

CUNY Application Fee Eliminated for all Low-Income Public School Students

By Forum Staff The fee that is part of the application for City University of New York schools will be eliminated for all low-income public high school seniors starting this fall, Mayor Bill de Blasio, Schools Chancellor Carmen Fariña, and CUNY Chancellor James Milliken announced on Monday.

Under the expansion, an estimated 37,500 students will qualify for fee waivers, up from approximately 6,500 waivers issued annually in previous years, according to the administration. Currently, over half of college-bound graduates of NYC public high schools enroll in CUNY colleges.

The elimination of the fee is part of the College Access for All initiative, one of de Blasio’s Equity and Excellence reforms.

“As the first person in my family to attend college, I understand the barriers that stand between students and college, and we must break down those barriers to deliver equity and excellence for all students,” Fariña said. “Today’s announcement will make a real difference for thousands of students and families across all five boroughs, and we are going to keep break-

Application fee waiver codes are being made available to Department of Education school administrators and counselors, who will provide them to eligible students. School administrators and counselors are already respon-

sible for disbursing a number of application and test fee waivers to students; they will also receive additional specific guidance to ensure students and families are aware of the expanded CUNY fee waiver and able to utilize it.

“Every year, young people across the city who are inspired and prepared to go to college don’t enroll or even apply. One reason is financially burdensome college application fees,” said Richard Buery, deputy mayor of Strategic Policy Initiatives. “No student with the talent and capability to go to college should be shut out at the very step of that process due to their family’s income. The CUNY fee waiver policy is about going an extra step to ensure all students have access to high-quality, affordable education right here in New York City.”

In addition to the fee-waiver expansion, College Access for All includes the SAT School Day, through which all 68,000 City high school juniors will be able to take the SAT free of charge during the school day on April 5, 2017.

The initiative is also supporting new training and funding at 100 high schools this year to build a school-wide college and career culture, according to the administration.

Funding secured from the Small Business Administration (SBA) will accelerate projects in Queens, Brooklyn and Harlem according to U.S. Senators Charles E. Schumer and Kirsten Gillibrand.

The senators announced $150,000 in federal funding for Coalition for Queens, Harlem Biospace, and Veteran Incubator.

The federal investment was allocated through the U.S. Small Business Administration’s Growth Accelerator Fund. Through the Growth Accelerator Fund, each recipient receives $50,000 used to assist entrepreneurs in growing their businesses. These investments will help launch successful companies by providing entrepreneurs with support from committed and experienced mentors with backgrounds in entrepreneurship, sales, technology, and marketing.
