Former Dep. Mayor Knocks de Blasio Homeless Plans Addabbo rips Hizzoner for ‘hiding behind imaginary racial battle’

Cusenza The brouhaha between boroughs and the de Blasio administration over the latter’s homeless policies showed no signs of slowing down this past week as a former top City Hall official called into question the mayor’s long-term homeless plans; Hizzoner publically ripped the city comptroller for attending a Queens civic organization’s meeting; and a state senator blasted de Blasio for “hiding behind an imaginary racial battle.”

Mayor Bill de Blasio was not happy.

“Scott Stringer is courting a group advocating for kicking women and toddlers onto the street, using ‘White Lives Matter’ as their protest song. He should be ashamed,” said a mayoral spokesperson.

That statement did not sit well with State Sen. Joe Addabbo, Jr. (D-Howard Beach).

“As made evident by his spokesperson's statement, once again Mayor de Blasio has failed to see the real issue at hand when dealing with the city’s homeless crisis,” Addabbo said. “Instead of looking at the facts and realizing that his shelter policies are failing all throughout the city, our Mayor continues to hide behind an imaginary racial battle that has no place in this effort to find a solution to homelessness. The opposition to using hotels as shelters in any community, not just Maspeth, has never been racially motivated. In fact, the only time race has been used as the primary focus is when Mayor de Blasio’s administration uses it to attack and misrepresent the hardworking, taxpaying people I represent who simply want to improve a failed homeless policy and to assist those individuals in need of adequate, permanent housing. Twice now, the Mayor has wasted taxpayer dollars to record and produce inappropriate propaganda videos that wrongfully make the public believe that those who oppose shelters in their neighborhoods are racist. His rhetoric is doing nothing but continuing to divide our city and further delay the plausible solutions

that homeless New Yorkers are counting on him to provide.

“I attended the meeting last night in Middle Village where NYC Comptroller Scott Stringer spoke with residents,” Addabbo continued. “Unlike the Mayor, who did not attend the meeting, I actually witnessed our Comptroller speak of credible ideas on addressing the homeless situation.

I disagree with the Mayor’s statement that the Comptroller should be ‘ashamed’ for attending a civic meeting and attempting to work with the community toward a viable solution. I do believe elected officials, even the Mayor himself, should attend local civic meetings to hear first-hand the concerns of the people they represent…The homeless crisis our city is facing is color blind and has nothing to do with any one race versus another, and I find it despicable that the Mayor would imply anything different. My constituents deserve better than to be accused of being racist merely to justify Mayor de Blasio’s own failure to effectively address this homeless issue. He, not Comptroller Stringer, should be ashamed.”

Sandy Task Force Will Push Build it Back to Finish the Job as Quickly as Possible: BP Katz

By Michael V. Cusenza Borough President Melinda Katz recently indicated that the Post-Superstorm Sandy Task Force would continue to press the City’s Build it Back program to complete its work as quickly as possible.

Organized by Katz and composed of representatives from BIB and other City agencies, along with construction contractors, elected officials, and community and civic leaders, the Task Force, which met at Borough Hall last week, has been facilitating multi-agency coordination on post-Sandy rebuilding and resiliency efforts in an effort to speed up the process.

Build it Back has garnered plenty of negative ink in recent weeks. In September, a Wall Street Journal report indicated that the Mayor’s

Office of Housing Recovery Operations initiative is wildly over budget, with New Yorkers set to foot part of the ballooning bill.

According to the Journal, “significant cost overruns in Build it Back appear to be leaving city taxpayers on the hook for some of the storm-protection initiatives. The program is about $500 million over budget.”

And two weeks ago, Mayor Bill de Blasio informed residents that the administration will not be able to wrap up the beleaguered program by the end of this year, a deadline set by Hizzoner in October 2015.

East Elmhurst Man Charged with Possessing Child Porn and Illegal Gun

By Forum Staff An East Elmhurst man has been charged with possessing a loaded 9mm handgun and numerous files of children as young as three years old, depicted in a sexual manner or performing sexual acts.

“The Internet has replaced the proverbial back alley as the place where purveyors of child pornography gather to share their vile and disturbing videos and photographs of young children being sexually abused,” said District Attorney Brown. “It is important for the public to remember that the images and videos being exchanged are, for all intents and purposes, photos and footage of crime scenes as they depict real children being cruelly victimized both physically and emotionally and who will have to carry the painful memory of that which occurred to them for the rest of their lives.”

State Police Superintendent George P. Beach II praised the Queens District Attorney’s Office for their collaboration on this case. “Their hard work has resulted in the arrest of an individual allegedly contributing to the victimization of young children who were being sexually abused. We have zero tolerance for this type of criminal activity,” Beach said.

According to the criminal complaint, an investigator assigned to the New York State Police Department’s Queens District Attorney’s Squad was utilizing a law enforcement tool earlier this year to investigate individuals in the New York City area who were sharing images and videos depicting child sexual abuse on peer-to-peer networks when he made a direct connection with an IP (Internet

The same investigator used the law enforcement tool on two occasions in October to make contact with the IP address being used by Hilario. In one instance, he observed a list of files that were being shared by Hilario and downloaded a video file approximately one minute in length depicting an adult male sexually abusing a female child who appears to be approximately eight to eleven years old. In the second instance, the investigator observed

a video file approximately one minute in length which depicted a female approximately three to six years old naked and being sexually assaulted by an adult male.

Last Thursday at approximately 6:00 a.m., a court-authorized search warrant drafted by District Attorney Brown’s Computer Crimes Unit and signed by the Honorable Elisa Koenderman was executed by the State Police on Hilario’s residence, at which time he told investigators that he downloaded child pornography onto his phone using a peer to peer software which enables uses to download movies and other video footage. Among the items allegedly recovered by the State Police were a LG GSM cellular phone and a Samsung cellular phone Galaxy 4. A forensic preview on the LG GSM cellular phone uncovered 25 images depicting girls under the age of approximately twelve years old being sexually assaulted.

A peer-to peer-network is a network that allows computer users to directly connect to each other via the Internet and exchange files.

It allows such users to search for files contained on other computers on the network.

Each computer on the network can access the files of the other computers on the network which a user has selected to share.

State Police also recovered a silver and black 9mm handgun and a magazine, which was loaded with six rounds of ammunition, from Hilario’s dresser drawer.

If convicted, Hilario faces up to fifteen years in prison.

A 22-year-old Queens man has been convicted of attempted murder, assault and criminal possession of a weapon for shooting at police and a civilian in the Elmhurst back in June 2014. “… police officers in this City risk their lives serving and protecting New York City’s residents and visitors,” District Attorney Brown said. A jury has spoken and the defendant will be sentenced to a very long term behind bars.”

In June of 2014, two officers responded to the scene where gunshots were reported. Upon their arrival they spotted an armed man and ordered him to drop the weapon. He refused instead turning his gun toward the officers. He fired once but neither officer was hit.

He was identified as Christian Mosquera, 22, of Westside Avenue in Corona. A jury convicted Mosquera last week after deliberating for a day. He was found guilty of second-degree attempted murder, first-degree assault and second- and third-degree criminal possession of a weapon following a two-week-long trial, and will be sentenced on November 7, at which time he faces up to 40 years in prison.

According to trial testimony, police on patrol heard gunfire and responded to the scene.

The defendant, an admitted member of the ABK (Any Body Killers) gang, fled New York City and was apprehended a week later on June 27, 2014, in Union City, New Jersey.

HIGH PRAISE Dear Editor, Congratulations to Robert Rice on last weeks excellent letter. I agree on almost every issue. But Mr. Rice says Roe v Wade is an issue still to be decided by court legislation. No, Roe v Wade WAS decided by court legislation. Republicans just aren't happy about which way the SUPREME COURT ruled. As for all his great ideas about term limits for elected officials. I agree, but none of it will matter unless Citizens United is overturned. But let's get to the issue of this current election- Republicans have one path to victory in this election and it’s called false equivalency. They can’t deny Trump is horrible. It’s on tape. So they want voters to believe Hillary is just as bad, and they have a very powerful ally: lazy people. People who like to say, ‘they’re all bad.’ Because when you say that, you don’t have to do any homework.

Just say they’re all the same and then you can sound justifiably jaded by the entire process when really — you just don’t know anything. You say you're cynical about politics? Don't flatter yourself.

Cynical comes when you know too much.

If you believe Trump and Hillary are the same, you haven't bothered to learn anything. Not learning- Americans are very capable of that "accomplishment".

Make South Queens Stronger Together By this time next week, the fate of our country, for at least the next four years, will have been decided in the presidential election of 2016. Although there may be many differing opinions on which candidate was better suited to head off to the White House, it is likely that the consensus is that this was a race with a “first of its kind” theme.

We at The Forum do not think that America has ever been faced with the task of electing the proverbial lesser of two evils to the same degree that it faces next Tuesday. (Can evil really be broken down by degrees?)

We cannot in good conscience endorse, recommend or believe in either Donald Trump or Hillary Clinton. We’re almost certain that many of you feel the same way. In fact, the only thing we have as a tangible option is to pray that whomever is sworn in on January 20 will have some sort of revelation and lead this country with a major adjustment to their moral and social compass so that we do not wind up being obliterated by nuclear missiles, or abandon everything that we formerly recognized as being American.

Will America be “great again”? Or will America become “stronger together”?

In our humble opinion, America will be in trouble.

But here in our own community, the future looks much brighter, where all politics are local and where we can definitely

offer you an educated opinion about what is best for our districts.

Let’s begin with the State Senate race in which incumbent Sen. Joe Addabbo, Jr., faces opposition from two-time Republican challenger Michael Conigliaro.

We had a chance to hear what Mike had to say last week at the Howard BeachLindenwood Civic meeting and we’re really glad we did. The family man from Forest Hills spent his entire time talking about the homeless shelter that is a problem for the folks in Glendale. He also spoke about the effects of the Select Bus Service on the Woodhaven corridor. But the majority of his time was spent on trying to convince the audience that the reason District 15 has issues is because our current leadership has a problem getting the mayor to listen to them, and suggested that if he were elected, the mayor would have no choice but to listen to him. Another bone of contention is that he claimed he was responsible for the clean-up of the Staples on Woodhaven Boulevard and Metropolitan Avenue; but we happen to know that the district manager of Community Board 6, Frank Gulluscio, was directly responsible for that.

In addition to the fact that Conigliaro didn’t mention Howard Beach, Lindenwood, Ozone Park or Richmond Hill, or specifically address any of the issues pertinent to our daily lives, we were quite disappointed that neither he nor his associ-

Now while Sen. Addabbo did not give out any pens, he delivered more of what he’s been giving us since he’s been in office, from his time on the City Council until now: the truth. Plain and simple, with no sugar coating. No unrealistic promises, no pie-in-the-sky visions, no promise of Bill de Blasio eating out of his hand.

Granted, we certainly don’t always agree with Joe; but we cannot cite a single instance when he’s made a promise he didn't keep, or one where he didn’t, at the very least, give his best shot to the community. He shows up, he’s never an embarrassment, he hasn't been indicted, he sincerely tries his best, and he gets the job done.

For those reasons, and others of equal merit, we urge you to send Joe Addabbo back to Albany where he represents our communities with dignity and respect,

and maintains important relationships with the people and agencies that are best equipped to deliver services and help to our neighborhoods.

Moving on to the race to represent Assembly District 23 and the seat that’s about to be vacated by the incomparable Phil Goldfeder: When we learned of Phil’s decision to step away from public life, we believe our subsequent front page headline blared exactly how many of us felt (and still feel).

“Big Shoes to Phil” In a handful of years, Phil Goldfeder has set an example of what it truly means to be a public servant in south Queens. He was present, attentive to needs and plights, smart, savvy, respectful, and respectable.

So we feel that his successor should possess all of those qualities and then some.

That successor should be Stacey Pheffer Amato.

Yes, she’s Audrey’s daughter – but she’s also a daughter of Rockaway, of south Queens and its unique dynamic and atmosphere. She’s one of us.

Stacey is kindhearted, but we believe that she will rely on that Rockaway moxie to fight for our fair share of resources, and won’t back down to bullying bureaucrats – in Albany or Ozone Park.

So remember, on Tuesday at the polls it’s the Addabbo and Amato Show. We think you’ll enjoy it for years to come.

Ironically, on the day of the lecture news broke of the death of New York City Firefighter Chief Michael Fahy. He was on the scene of a reported gas leak and while in the midst of an investigation, an explosion occurred and part of the structure fell on him. Chief Fahy graduated from law school but decided to pursue his dream as a firefighter. He was following in the footsteps of his father Thomas Fahy, himself a retired FDNY Chief.

Chief Fahy is but one of the many men and women who have sacrificed their lives for their City, their state, or their country. Tragedy can strike without warning in the form of a building collapse, an explosion, a flashover, or when

a floor or roof is compromised. First Responders may end up burned, electrocuted, or receive blunt force trauma. These are just a few of the ways firefighting can turn deadly. Unfortunately, our firefighters do not just face immediate dangers on the job, but also must contend with lung issues, cancer, and heart conditions.

Three hundred forty-three firefighters lost their lives during the attacks of 9/11, but so many more have died from the after effects of being exposed to toxins in the air.

While there are still nine volunteer fire companies in New York City that respond to calls in their neighborhoods and are covered under the New York State Workers’ Compensation System, the vast majority of residents are protected by a paid force of brave men and women who are employed by the City. The Fire Department of New York is the largest municipal fire department in the United States, employing more than 10,000 uniformed fire-

fighters.

When firefighters get injured, they are paid a salary until they are able to return to work.

Some firefighters who get injured on the job as a result of the wrong doing of another may be able to file suit against the negligent party.

Some firefighters may receive a three-quarter disability pension if they suffer an injury and are unable to work but benefits may differ depending upon the type of injury sustained and years of service. As a result of the heart, stroke and lung bills, there is a presumption that disabling heart, stroke, and lung conditions are the result of employment as a firefighter. I have seen the damage the job has done to the people I care about and the untimely deaths of many whose health has been severely compromised as a result of the rigors of the job. While benefits do exist, one can never truly repay these brave men and women who put their lives on the line every day to protect us.

Baldeo Supporters Blast ‘Unprecedented Actions’ of FBI in Presidential Race

Cusenza A south Queens civic group this week ripped the Federal Bureau of Investigation and Department of Justice prosecutors for what it deemed “glaring and despicable overreach” regarding the renewed investigation into Hillary Clinton and her email usage, and compared the Democratic presidential nominee’s case to that of borough activist and attorney Albert Baldeo.

“We condemn the unprecedented actions of the FBI’s actions in injecting itself by reopening Hillary Clinton’s investigation on speculation, mere days before the most significant election in the world. The FBI’s job is to investigate confidentially, not to influence the outcome of an election. The Hatch Act bars the use of an official position to influence any election,” Anthony Persaud of the Queens Justice Center wrote in a paper titled

“Voters, not the FBI, Must Decide our Next President!” and released on Sunday.

Baldeo was convicted in August 2014 of six counts of obstructing justice and one count of conspiracy to obstruct justice for tampering with witnesses during the FBI’s probe of alleged campaign fraud by Baldeo.

He was sentenced to 18 months in federal prison; two years of supervised release, including three months’ home confinement; and was ordered to pay a $15,000 fine. The Richmond Hill resident was acquitted of three mail and wire fraud charges.

Carry your prescription card: Keep your health insurance or prescription-drug benefit card with you at all times, It can help you obtain an emergency supply of any lost or damaged medication.

Order early: Reorder as soon as you are

Keep your medications together: Keep medications in original containers with original labels and place prescription bottles in a waterproof bag or container.

Prepare for special needs: If your medication requires refrigeration or electronic equipment, have a plan for temporary storage and administration.

Make a plan: Discuss your medication disaster plan with your doctor, especially if your medication has special shipping or electronic equipment requirements. Also discuss plans for your child’s medication with your child’s day care provider or school.

Maintain an emergency healthcare kit: Stock a supply kit with any nonprescription medications you may need such as pain relievers, cold medications and antacids.

Finally, if you experience an emergency situation, it’s important to check that your medication hasn’t changed--did it get wet?

Child Care Centers in City Shelters Put Homeless Children at Risk: Stringer

By Forum Staff Child care services at City shelters are not subject to the same health and safety regulations that govern child care facilities outside of shelters, said City Comptroller Scott Stringer.

According to the findings of an investigation authored by his Office and released last week, officials found “dangerous shortcomings” in how child care services are provided to children age 0 to 3 in City shelters, including a failure to ensure that child care workers undergo criminal background checks or enforce basic health and safety standards.

“We found a lack of oversight in shelters that we inspected, as well as conditions that would give any parent nightmares – and that is not acceptable,” Stringer said. “There should be one health and safety standard for all child care facilities in New York City, regardless of where their children go to sleep at night. That’s why I’m calling on the City to conduct a full census of our youngest homeless children that focuses not just on where they reside, but on whether they’re actually getting the services they deserve.”

Last December, Stringer’s Office released an audit that showed “serious” safety, security and health issues at shelters for families with children, leading to “an unprecedented response” by the Department of Homeless Services to address the findings. Building on

that audit, Stringer noted, the new investigation found that child care services at City shelters were not subject to the same health and safety regulations as all other child care sites, resulting in lower standards for staff screening, training and the physical condition of the facilities.

is children age 0 to 5, and that the average length of stay in shelters for those children is now 412 days, an increase over previous years – underscoring the importance of providing quality child care to this population. The investigation also documented a 224-percent increase in the number of children placed in commercial hotels between April and August of 2016 – facilities that have no on-site child care services at all.

Because child care centers in City shelters do not have a formal permitting process and are not subject to Department of Health and Mental Hygiene standards, “severe shortcomings are rampant,” Stringer noted. For instance, the Comptroller’s Office found that: • Based on surveys of all 43 City shelters with unpermitted child care centers on site, 82 percent of child care workers in these shelters had not been screened for either criminal convictions or records of child abuse, or both.

• In addition, 49 percent of the child care employees at these sites did not have valid training in child abuse and maltreatment identification, reporting, and prevention.

• More than one-fourth of all shelters for families with children operate child care centers onsite without any permits from City government.

• Although ACS funds subsidized child care vouchers and early education programs for children as young as six weeks of age, Stringer’s investigation found that ACS and DHS used different methods for tracking children. As a result, neither agency could identify which children in the shelter system received some form of subsidized child care through ACS, and which did not.

FBI Weiner Investigation Upends Clinton Campaign

Disgraced former U.S. Rep. Anthony Weiner on Wednesday reportedly entered into a rehabilitation facility for sex addicts, days after he and the voting public learned that a federal investigation into an allegedly inappropriate online relationship between Weiner and a 15-year-old girl has significantly impacted the presidential race.

During its probe of Weiner’s alleged digital dalliance with a minor, the Federal Bureau of Investigation discovered emails on a laptop that both Weiner and estranged wife, Huma Abedin, used. Abedin is a top aide to Democratic presidential candidate Hillary Clinton, and the emails on the laptop reportedly featured the U.S. State Department’s “state.gov” email extension.

Though the FBI over the summer had officially closed its exhaustive investigation into Clinton’s use of a private email server for official State Department business, agency Director James Comey wrote a letter last weekend to eight members of Congress.

Abedin announced in September that she and Weiner were separating following a New York Post report featuring an alleged Weiner crotch-selfie that also captured the couple’s son Jordan, 4, who was lying next to his indecent dad. Weiner allegedly sent the pic, and several others, to a woman with which he had been sexting some months prior to the Post

piece.

That, apparently, was the final straw for Abedin, who purportedly was “furious and sickened” by the picture.

“After long and painful consideration and work on my marriage, I have made the decision to separate from my husband. Anthony and I remain devoted to doing what is best for our son, who is the light of our life. During this difficult time, I ask for respect for our privacy,” Abedin said in a statement.

Weiner (somewhat) triumphantly returned to the political fray in 2013 to run for mayor. His promising campaign was violently derailed when fresh sexts and compromising photos – sent under the bizarre alias “Carlos Danger” – forced Weiner to once again abandon his career in public service.

City Comprehensive Financial Report Boasts Plenty of Positives

In accordance with the City Charter, the CAFR is released annually no later than Oct. 31. In addition to the financial statements of the City as a whole and for each of the City’s accounting funds, explanatory notes to the financial statements, and supplemental financial and statistical information about the City, the

CAFR contains the financial statements of the City’s five pension systems, closely-related entities such as New York City Health + Hospitals, the NYC Water and Sewer System, and the NYC Economic Development Corporation, Stringer said.

Highlights from the 434-page FY2016 CAFR include: • For the 36th year in a row, New York City completed the fiscal year with a General Fund surplus. In FY16, the General Fund surplus was $5 million.

• The City’s Real Gross Product grew 3.1 percent, nearly double the national GDP growth of 1.7 percent in FY16.

• New York City added 98,100 privatesector jobs, driving down citywide unemployment to 5.3 percent, the lowest rate since FY08. In FY2016, the unemployment rate was 4.6 percent in Queens, 4.5 percent in Manhattan, 5.3 percent in Staten Island, 5.4 percent in Brooklyn, and 7.2 percent in the Bronx. More than half of the new jobs were in medium and high-wage sectors, Stringer pointed out, bucking a five-year long trend of job growth primarily in low-wage industries.

• As of June 30, 2016 the Comptroller’s Bureau of Asset Management had $165.2 billion of assets under management for the New York City Retirement Systems.

• The pension trust funds earned $2.9 billion in investment income, net of investment expenses, in Fiscal Year 2016. Employer and employee contributions totaled $10.8 billion and $1.9 billion respectively, and they made payments to beneficiaries totaling $14.1 billion.

• The City, the New York City Transitional Finance Authority, and the New York City Municipal Water Finance Authority issued a total of $9.76 billion of long-term bonds to finance the City’s capital program and refinance higher coupon bonds for interest savings. The refundings will generate $770.65 million in budgetary savings over the lifetime of the bonds.

• All General Obligation bonds issued by the City in FY16 were refunding bonds.

As of June 30, 2016 the City’s outstanding GO debt totaled $38.07 billion, consisting of $31.13 billion of fixed rate bonds and $6.94 billion of variable rate bonds.

Administration Marks Sandy Anniversary with Climate Resiliency Progress Report

By Forum Staff In the four years since Superstorm Sandy blasted a path through parts of NYC, the City has made “significant progress” on coastal defense and climate resiliency measures in some of the most vulnerable communities across the five boroughs, the de Blasio administration announced last Friday.

Some projects include dunes to protect coasts; storm water management and bluebelt initiatives to lessen flooding impacts and protect water quality; more precise flood maps; and more than $3 billion for reconstruction and resiliency measures across New York City Housing Authority developments impacted by the storm, including elevation of key infrastructure above flood lines and flood-proofing of ground-floor facilities.

Sandy struck New York City in October 2012, taking the lives of New Yorkers and causing more than $19 billion in damages and lost economic activity. And as the administration pointed out, the storm also exposed pre-existing challenges in the City’s waterfront communities and highlighted vulnerabilities to coastal storms and rising seas.

“Four years ago, Sandy lifted the veil on many of the City’s vulnerabilities,” Mayor

Several key recent achievements include: • Agreement with FEMA to launch

a partnership to draft new, more precise flood insurance maps that are saving 35,000 homeowners tens of millions of dollars in premiums already, de Blasio said.

These new maps will reflect both current flood risk and future climate conditions, including sea level rise.

• Reopening of the entire length of the Rockaway Boardwalk, setting a global standard for resilient shoreline design, boasted de Blasio. The rebuilt 5.5-mile stretch now extends from Beach 19th Street to Beach 126th Street and will be fully complete by this summer.

• Created more than 9,000 jobs since Sandy through the City’s resiliency program and successfully completed the Hurricane Sandy Business Loan and Grant Program, awarding more than $54 million in support to nearly 350 businesses citywide.

Through BusinessPREP and RISE:NYC initiatives, the City will continue support small business resiliency with grants and innovative technologies, de Blasio promised.

• Improved infrastructure citywide through partnerships with regional infrastructure providers, including working successfully with Con Edison to pledge more than $1 billion in investments to harden its steam, electric and natural gas distribution infrastructure.

By Forum Staff The de Blasio administration, NYPD, and the City Council last week announced a package of policies aimed at protecting domestic violence survivors, their livelihoods, and their homes.

The new directives include Paid Safe Leave, which is legislation introduced by Councilwoman Julissa FerrerasCopeland (D-East Elmhurst) and Mayor Bill de Blasio that will allow survivors to take paid-leave from work to attend to immediate safety needs without fear of penalty. The City will also put housing lawyers in every Family Justice Center to “aggressively defend” survivors’ housing rights, and work with the NYPD to root out chronic offenders by instituting new practices to ensure law enforcement targets resources on the highest priority abusers and contacts every victim to ensure safety after an Order of Protection has been violated.

“Domestic violence is a public safety menace in every neighborhood, affecting every population, and it’s by confronting domestic violence that we will end the vicious cycle that perpetuates it,” de Blasio said. “We are sending a loud and clear message – we will not tolerate domestic violence, survivors have the City’s full support, and abusers must be held accountable. Protecting Housing According to the City, if a person has been abused, it guarantees them a lawyer to help protect their rights and their housing.

Beginning immediately, the administration noted, the City will protect housing for survivors and their families by placing housing lawyers in Family Justice Centers – the City’s resource and support centers for victims of domestic violence – in every borough to pursue every available option under law, including fighting to get the abuser off the lease, restricting an abuser’s access to a survivor’s home, transferring a lease from an abuser to a survivor, or end a lease without penalty if the survivor wants to move. 311, advocates, and the NYPD will refer survivors to the City’s Family Justice Centers and proactively mention housing as part of its script of resources.

Protecting from Repeat Abuse Beginning immediately, according to the City Police Department, the NYPD will use a new prioritization tool to track chronic abuse to ensure that officers are targeting enforcement resources toward apprehending the riskiest abusers first. And in cases where an offender violates an Order of Protection, the NYPD will also reach out to victims to connect them to safety supports. In every domestic violence case, the NYPD will use precision policing to identify and target chronic domestic violence offenders, the agency said.

EDC Announces Plans to Transform Site of Infamous Spofford Detention Center into Live-Work Campus

The City Economic Development Corporation and the Department of Housing Preservation and Development recently announced plans to transform the site of the infamous Spofford Juvenile Detention Center in the Hunts Point section of the Bronx into a 5-acre campus featuring 100 percent affordable housing, jobs, and recreational space.

The Spofford eyesore was shuttered in 2011 in response to a decades-long movement by criminal justice reform activists and community advocates. Under the plan announced last Thursday, the facility will be demolished and replaced with a live-work campus known as The Peninsula.

According to the EDC, the project forges a new model in neighborhood development by embedding quality manufacturing jobs, health and wellness, and open-space recreation in a new residential community.

The $300 million project will create approximately: • 740 units of 100 percent affordable housing • 52,000 square-feet of open/recreational space, including a new public plaza • 49,000 square-feet of light-industrial space • 48,000 square-feet of community facil-

The winning proposal was The Peninsula, LLC, a joint submission by Gilbane Development Company, Hudson Companies, and Mutual Housing Association of New York.

The development team, according to EDC, is working closely with long-time community stakeholders and operators, including The Point Community Development Corporation, Urban Health Plan, Sustainable South Bronx, The Knowledge House, Casita Maria,

Development of The Peninsula will occur in three phases, EDC indicated, with Phase I to be completed in 2021, Phase II to be completed in 2022, and anticipated completion of Phase III in 2024. The project is expected to create 177 permanent jobs and more than 1,600 temporary construction jobs; and the selected development team has committed to a 35-percent Minority and Women-Owned Business Enterprise goal. Additionally, the development team has pledged to participate in HireNYC, a free NYCEDC program that connects the City’s workforce development services to various projects.

“Years of advocacy by community and civic organizations for the productive reuse of the former Spofford Juvenile Detention Facility in Hunts Point are finally bearing fruit, and our borough is grateful for that,” said Bronx Borough President Ruben Diaz, Jr. “This project will transform a former youth prison into a mixed-use project that will bring Bronx partners together to develop new housing, create new jobs and change a blighted property into a true amenity for the Hunts Point community and the entire borough of The Bronx. Council Approves Legislation Geared at Promoting Voting Rights for the Incarcerated

By Forum Staff The City Council last week approved two legislative components that, according to the lawmaking body, advance the rights of detainees and formerly incarcerated felons to vote.

Two years ago, Councilman Ruben Wills (D-Jamaica) proposed Introduction 464, which would require the Department of Correction to provide absentee ballot applications and forms to the voting eligible individuals in its custody, and forward them to the City Board of Elections. These materials would be provided no later than two weeks prior to any primary, special, or general election.

Wills said that the more than 10,000 detainees on Rikers Island often do not realize they are eligible to vote via absentee ballot, as determined by the U.S. Supreme Court in O’Brien v. Skinner (1974).

Current State Election Law only permits either a person serving probation or whose sentence has expired to be eligible to vote in an election, whereas anyone currently incarcerated for a felony conviction or yet to be discharged from parole is ineligible to do so.

Introduction 464 will go into effect 90 days after it is signed into law.

O’Donnell added, “The right to vote is a cornerstone of our democracy, but for many formerly incarcerated individuals, this right is not guaranteed. Once a person has left the confines of prison, he or she should be given every opportunity to reenter into society, regardless of serving a parole sentence. I applaud the work of these Council Members to pass Resolution 870. I look forward to garnering support for this bill in the coming session so we can continue the fight to end voter disenfranchisement in New York State.”

Feds Release $325M for Crucial Low Income Home Energy Assistance Program

By Forum Staff Seniors and families in need of help with their heating bills may get a warm fuzzy feeling for U.S. Senators Charles Schumer and Kirsten Gillibrand after they announced the release of $325,060,769 in heating and home energy assistance funds from the U.S. Department of Health and Human Services (HHS).

The Low Income Home Energy Assistance Program (LIHEAP) is the main federal program to assist low-income households and seniors with their energy bills, providing help during both the cold winter and hot summer months. Although the number of households eligible for the program exceeds those receiving assistance, the funding has been a lifeline during the combined economic downturn and rising energy costs. The program continues to ensure that people do not have to choose between paying energy bills and eating or getting their medication.

New York State is set to receive over $325 million as part of initial LIHEAP funding provided under the Continuing Appropriations Resolution of 2017. New York State has received over $300 million in LIHEAP funding each fiscal year for the last eight years. Without these federal resources, households nationwide may have been subject to cuts in federal heating aid during this year’s winter months.

In March 2016, Schumer and Gillibrand were joined by a group of 39 senators in a bipartisan letter to the leadership of the Senate Appropriations Committee urging for increased funding to LIHEAP in Fiscal Year 2017 to ensure more families can access the resources they need to heat their homes this winter.

With the average LIHEAP funding estimated to cover less than half of the average home heating costs for households, Schumer and Gillibrand along with 38 senators called on the President in 2015 to restore LIHEAP funding to not less than $4.7 billion in the FY 17 President’s budget request to Congress.

Punk Assaults Deli Clerk; Sends 69-Year-Old Woman to Hospital A Queens man was charged with assaulting two individuals – a 69-year-old woman and a deli clerk – on Sutphin Boulevard two weeks ago.

District Attorney Brown said, “The defendant is accused of randomly and violently assaulting two individuals without provocation. His alleged actions caused serious physical injury to one of his victims, who still remains hospitalized. This case will be vigorously prosecuted to ensure that justice is served.”

The defendant is identified as Richard Springer, 29, of 109th Avenue, Jamaica.

Springer is presently awaiting arraignment in Queens Criminal Court on charges of second-degree assault, second-degree assault (elderly person over 65), third-degree assault

and second degree harassment.

According to the criminal charges, Springer entered a deli located at 107-60 Sutphin Boulevard before 9:00 a.m. on October 15, 2016, removed a beer container and threw a dollar bill at the 28-year-old deli clerk before exiting the store. As the clerk went to retrieve the dollar, Springer allegedly re-entered the store and began assaulting the deli worker by punching him in the face multiple times, causing him substantial pain and bleeding from the nose, before re-exiting the deli. When Springer exited the deli he punched a 69-year-old woman in the face, causing her to fall to the ground and lose consciousness. The woman was transported to a local hospital where she underwent emergency surgery and had a piece of her skull removed due to a subdural hematoma in her brain.

If convicted, Springer faces up to seven years in prison.

Borough Institutions among Colleges set to Benefit from $7M in Federal HSI STEM Funding

By Forum Staff It’s payday for seven New York colleges, including three in Queens, after an announcement by U.S. Senators Charles Schumer and Kirsten Gillibrand that nearly seven million dollars $6,965,380 in federal funding is being allocated to bring more access to and support services in science, technology, engineering, and math (STEM) programs at the schools.

The funds have been made available through the U.S. Department of Education’s Hispanic-Serving Institutions Science, Technology, Engineering & Mathematics (HSI STEM) and Articulation Program.

The purpose of the HSI STEM Program is to develop and expand higher education institutions’ capacity to serve Hispanic and low-income students in STEM fields.

Queens College, Vaughn College of Aeronautics and Technology, and LaGuardia Community College will all share the wealth to expand current programs and develop others.

“As our economy continues to transition to the 21st century we need our students and education system to keep pace, and that’s why this is a smart investment,” said Senator Schumer. “Young adults across the New York City region must be collegeand career-ready to meet the demands of today’s specialized STEM industries.”

The project will expand access and provide support services to students through course redesign, peer-led instruction and mentoring, and a strategic framework of cross-campus articulation, involving collaboration between faculty and administrators at both

campuses.

“This …will spark great growth in our STEM enrollment,” notes Queens College President Félix V. Matos Rodríguez. “And the beauty of this HSI grant is that it will help all students—not just Latinos and low-income students—because the curricular changes and programs developed will be open to all students here and at Queensborough.” Matos Rodriguez went on to note that the promotion of STEM fields at the college has already proven to be

a successful venture as more than a third of the student population of undergraduates already major in these fields, with over half of those being minority students.

LaGuardia Community College will receive $809,923 to work in collaboration with York College and New York City College of Technology for a new STEM-CONNECT initiative. The program will focus on expanding access to STEM programs, use digital academic support services to strengthen STEM learning and improve transfer effectiveness between institutions.

LaGuardia Community College President Gail O. Mellow noted that the grant will double the enrollment in STEM majors while helping the city’s Hispanic/Latino population develop the math, science and tech skills needed to earn a college degree and get good paying jobs. “… we are deeply committed to ensuring they have the education and opportunity to enter America’s fast growing STEM fields,” said Mellow. “With these dollars, we will train the next generation of New York City’s scientists, tech entrepreneurs, engineers, statisticians, and software developers.”
