augus TV Executive Director Bryan Nadeau says it has been “kind of a tough two years” for his small staff, “not knowing where you’re going to go.” Nadeau was referring to the uncertainty of the cable TV station’s future when he learned two years ago that it was not included in the plans for the new Saugus Middle-High School when it opens next year.

“After a long, arduous search, we come here,” Nadeau told the small gathering at Monday’s

groundbreaking ceremony.

Town Manager Scott C. Crabtree, members of the Board of Selectmen, the Saugus Historical Society and several others crowded underneath the canopy, where he said the new studio and employee area would be added onto the 1865-era Saugus Historical Society building at 30 Main St. The unique, new partnership forged between Saugus TV and the Historical Society should work out ideally for both nonprofit organizations, according to Nadeau. “Now that we have

a home, we’re trying to revitalize and keep two nonprofits alive,” Nadeau said in an interview later.

“We’re hoping that we can breathe new life into the Historical Society. They are still going to be in the building, and we will be doing the renovations in lieu of rent,” he said.

“I’m just excited about the project and that we will be able to start this new chapter. This house needs some TLC [tender loving care], and it’s final-

The District Review Report High turnover in administration has hampered efforts for professional development of Saugus Public Schools educators Lynnhurst Elementary School principals. There have also been seven assistant principals at the high school and five at the Middle School.

“For a district this size, that’s a hell of a lot of turnover,” DeRuosi said of the frequent changes in top administrative staff.

DeRuosi was briefing the School Committee on critical findings by the DESE in a 90page document titled the “District Review Report of Saugus Public Schools.”

The District Review – a process that every school district undergoes periodically (Saugus Public Schools had its last one in 2010) – is used to assess a school district’s strengths and weaknesses and offer recommendations that can be used to make significant improvements in a school system.

The category of “human resources and professional development“ – one of several major components to an effective school system – was identified in the report as a critical area which needs to be addressed. Those are the obser-

uring a recent School Committee meeting, Saugus Public Schools Superintendent Dr. David DeRuosi, Jr. cited a revealing statistic which may explain why teachers have gone without meaningful professional development.

He noted that since the 20122013 school year, the district has had five superintendents, three directors of curriculum, two high school principals, three Waybright Elementary School principals, three Oaklandvale Elementary School principals, two Belmonte Middle School principals, two Veterans Memorial Elementary School principals and two

vations of a team of consultants that visited the school district for a four-day period back in March as part of its research for the “District Review Report of Saugus Public Schools.”

The report identified these major “challenges and areas for growth”: • The district’s educator evaluation system does not ensure that educators receive highquality feedback that helps them to improve their practice.

• The district’s professional development program is not informed by student and educator data, aligned with district and educator goals, and focused on student outcomes.

• District Professional Development (PD) structures are not consistent with the guiding principles of state standards for professional development.

• Teachers and a district leader reported that the district did not have a formal PD committee or designated leadership group. They stated that the executive director of curriculum, instruction, and accountabili-

ty planned and directed all district PD programs and activities in collaboration with the principals.

• In multiple interviews, teachers described the district’s PD programming as top down, allowing no meaningful teacher voice or role in its planning or design. They reported that almost all PD programs were district-wide in scope and without appropriate differentiation by school, grade, content, teacher need and career stage.

• Almost all of the teacher formative assessments/evaluations and summative evaluations reviewed by the team were not of high quality. They were insufficiently informative and instructive and did not provide guidance to help educators expand professional competencies and improve classroom practices.

• The team also reviewed the 2017–2018 evaluative documentation of the superintendent and the six principals. A review of principals’ evaluation files showed the absence of four of the five required program components: SMART goals, three self-assessments, evidence documentation, and formative assessments. Instead, principals received only an annual summative evaluation.

• The feedback provided to principals in their summative evaluations was rarely specific, concrete or actionable. Rather than offering ideas, suggestions and guidance on how to improve, the feedback consisted of general encouragement to persevere.

• The district’s current supervisory practices do not appear to be adequate to properly inform and fully support a high-quality, effective educator evaluation system.

“Although some teachers reported that their principals visited their classrooms regularly and provided them with helpful and timely feedback, many teachers stated that their principals seldom visited their classrooms and offered little useful feedback when they

did,” the report said.

“This was confirmed by the review team’s analysis of the announced and unannounced classroom observation documents in the district’s TeachPoint system. Principals stated that because of the added demands caused by the absence of key curriculum leadership positions and of essential infrastructure and supports, they found it “nearly impossible” to be fully effective.

“Consequently, principals described themselves as “managers, not instructional leaders,” who struggled to find the time required to supervise and evaluate their teachers effectively.

But the report noted the district has begun to take some steps to improve certain components of its human resources and PD systems.

“The district is leveraging internal and external resources in a coordinated attempt to enhance and expand the professional capacities of teachers and school leaders,” it noted.

A draft document titled “District Plan Overview 2018-2021,” attracting and retaining qualified and effective staff is listed as a “Theory of Action.” Principals and district leaders identified a newly developed and improved mentoring program as an example of a concrete step taken thus far to address this goal.

For his part, DeRuosi noted that “Curriculum people were decimated.”

“That’s why we put curriculum coordinators back,” the superintendent said.

DeRuosi said he’s putting a big emphasis on coaching teachers and mentoring programs. But when it comes to hiring coaches to improve teaching skills, the superintendent said, he is working within the local district and not hiring these specialists from outside.

“No one is going to know Saugus and Saugus teachers and coach them better than Saugus teachers that have exceeded and taken on leadership capacities,” DeRuosi said.

Opening dead-end streets in Saugus “would be a nightmare” to affected neighborhoods, Cogliano says

“Certainly, it would be a nightmare for residents living on those dead-end streets if traffic is allowed to go through,” Cogliano said in an interview

yesterday. “We got to make sure that doesn’t happen. Obviously, we want to keep them all closed. We don’t want the traffic to cut through any of them.

It would make things crazy.

Cogliano said Town Manager Scott C. Crabtree and legal counsel for the town “are certainly going to voice their opposition to traffic cutting through the streets of Saugus,” he said.

Preliminary plans show that Eustis, Hood and Laurel Streets could be opened up to traf-

fic into the Weylu’s and Caddy Farm property that sets in Saugus and Revere.

The project, as proposed by Republic Properties, LLC, would be a mixed-use multi-unit residential and commercial development.

Q: Bob, tell me a little bit about when you moved to Eustis Street 20 years ago. I understand that you bought a house and you thought you were buying into a dead-end street.

A: Well, that’s how it was presented to me. The ad said, “on a nice, quiet dead-end street.”

And you come down the street and the “dead end” sign is there, and we came down the street, and this was the first house we looked at. We looked at several other houses, but we were really set on this house. I actually put a deposit on the house

the first night we saw it and we bought the house and moved into it.

And about two months later, my neighbors mentioned about a possible project down at the end of the street, so I was kind of concerned, because I thought I had moved onto a dead-end street. Everyone wants to live on a dead-end street where they can raise kids and a family. It turned out that this dead-end is not a deadend street anymore. The sign is just a traffic deterrent at the end of my street.

A: A traffic deterrent. It’s so that when people come down my street, they think it’s a deadend, so they turn around there [near the sign] instead of coming all the way down the street and flying inside somebody’s driveway and going 70 miles per hour back the other way.

We thought we had found a diamond in the rough here.

But it turns out there is a little catch to the area.

Q: There’s a dirt road, which under this plan you showed me, or different plans you have seen over the years, it

could become a throughway for out-of-town traffic.

A: Originally, they tried to get it developed for a 40B. That was back in ’04, I believe.

They tried for years and years, and they finally got permitted for a 40B, and they never put a shovel in the ground; they just wanted a permit for the property. A piece of property with a permit is more valuable than an unpermitted property because it shows it could be built upon. It was permitted before, so if they come back and try to get a permit now … why can’t they get a permit now if they got one 10 years ago?

There has to be something, so they’re showing that is a “permitable” piece of property that can be buildable.

Q: What do you understand about the current project that could go in there on the Weylu’s property?

A: It’s all going to be coming down the street. Right now, if you look out my front door, nobody is coming down the street. But if they develop this parcel, you are talking 2,600 to 4,000 cars a day, attach it to Route 1 … and you know how Route 1 is … If it gets backed up, people find alternative routes. They are go-

ing to come right down the street. My kids are 15 and 18.

They grew up playing Wiffle ball and football on this street because it’s a dead-end street.

And that’s not going to be a possibility anymore. That’s just off the books if they put that amount of traffic here.

Q: Now you went to the Board of Selectmen last week, and you addressed them during the citizens participation toward the end of the meeting. What’s the message that you want to convey to them and to the people of Saugus?

A: I’m hoping to open their eyes to what is going to hap-

pen, because once this is done, it’s like everything else.

You can’t shut this door once it’s open. Hood Street, Eustis Street, Laurel Street – all these abutting neighbors – all Precinct 2 and 4. You already know what it’s like at 4:30 in the afternoon. Imagine what an influx of cars – 2,000 to 4,000 more cars a day coming up and down these side streets. My street, right now, is 40 cars a day. Now, with the potential project, you’re talking about thousands of cars a day.

Local students compete well in regional robotics tournament

n Saturday, December 7, the North Shore Christian School (NSCS) Robotics Team – which included several students from Saugus – competed in the Southern New England Robotics Tournament.

Thirty-four teams from all over New England competed at Hopkinton High School. It was a full day of building, coding and competing.

an elementary school team calling themselves Brobots, the sixth and seventh graders dubbed Code Breakers and the 8th graders known as Steam Punks. Although the teams were broken up by grade, there was one competition that all grades competed in together.

The NSCS Robotics teams did well in the tournament.

For Combined Skills, the Code Breakers got 4th Place, earning them a spot in the Massachusetts/Rhode Island State Championship! The Brobots came in directly after at 5th Place and the Steam Punks were not far behind at 8th Place. An unforgettable moment of the day was when the Brobots achieved 1st place in CODE BREAKERS: from left to right: Matthew Stuart, Violet Saia, Lauren Imuze, Danielle the Autonomous category – Nalesnik. Violet is a Saugus resident. their robot functioned without a remote, relying solely on coding.

This tournament was the first of three in Southern New England that NSCS will take part in. Their next competition is in January. We expect great things from this team.

RLINGTON – Armstrong Ambulance is collecting donations of warm clothing and nonperishable food for those in need this holiday season. From now until Dec. 31, Armstrong will be collecting new and gently used clothing items to help the homeless stay warm this winter. The items that are needed most include coats and jackets, boots, gloves, hats, scarves, socks, sweatpants and jeans.

In addition, Armstrong invites members of the communities it serves – plus anyone from surrounding communities – to contribute nonperishable food items. Ideal items for donation include canned protein like tuna, chicken, salm-

Meet the staff of Saugus TV Editor’s Note: Saugus TV operates and oversees the Public, Educational and Government (PEG) access channels on the town’s cable television system.

Channel 8 is public, 9 is government and 22 is educational. Here are short bios of the small technical and production staff that works behind the scenes to make cable television programing user-friendly in Saugus.

Bryan Nadeau – Executive Director: He is now in his 7th year with Saugus TV, and in his 20th year in Public Access Television. He is a 1997 graduate of Beverly High School. In 1999 he earned his degree in Radio & Video Production from Hesser College. In 2000 he started working for Marblehead Television. Bryan spent 13 years honing his craft in Marblehead until he came to Saugus TV in 2013. He commutes from his home in Derry, N.H., where he lives with his wife, Carrie, and three-year-old son, Brody.

In 2016 John joined Saugus Television as a studio associate; he designs and animates custom graphics for the station, as well as recording and editing videos. Besides drawing, John is a self-professed nerd who enjoys anything involving movies and how they are made, collecting action figures and reading about random subjects of interest.

Sachem boys sport experience in 2019-20

T

hough they captured just four wins last season, the Saugus High School boys’ basketball team still qualified for the Div. 3 North playoffs and gave a good account of themselves against top-seeded St. Mary’s of Lynn in the opening round. This year, head coach Mark Bertrand and his squad are hoping to build on that postseason effort.

The experience is there, as senior forward Christian Correia, junior guard Joe Lusso

and senior center Nick Israelson lead the contingent of returnees. Correia and Lusso both made last year’s Northeastern Conference (NEC) all-star team, and Correia averaged 18 points and 10 rebounds. A strong newcomer, junior Myles Manalaysay, a transfer from defending Div. 1 state champion Lynn English, should also significantly bolster this year’s roster.

The Sachems finished 4-16 in the regular season last winter before losing by 18 points to St. Mary’s in the tourna-

ment opener. Bertrand liked the way his team concluded last year’s campaign.

“We really showed our true colors. We started to come on at the end of the year. We beat Medford and lost to Somerville on the final play,” he told the press in a preseason interview. “We beat Matignon and Essex Tech to qualify under the Sullivan Rule. I give my guys credit. They fought hard all season.”

Describing Correia as “the heart and soul of what we’re doing,” Bertrand pointed out

that Correia’s been playing at the varsity level since his freshman year. Lusso is in his third year as a varsity player and is the team’s biggest shooting threat from long range. The coach added that Israelson has made significant strides, demonstrated by his double-double performance in the St. Mary’s game. Other returning varsity players include Jason Casaletto, Mason Nickolas, the starting quarterback on the football team who is recovering from an elbow injury, and senior Michael

Bertrand, who is co-captain alongside Correia.

Bertrand feels his team’s varsity experience will serve it well as the season progresses. “We went from being the youngest team in the conference to a team with a lot of experience. A lot of guys have been with us since they were freshmen,” he pointed out. “We have to play great defense. I feel that we can score, (but) we have to find our identity on defense. We won’t go anywhere if we’re not playing defense.”

Seasoned girls squad looks to make playoff push

ith six experienced seniors returning, the Saugus High School girls’ basketball team is focused on another postseason appearance and, hopefully, a playoff run in 2019-20. Seventhyear head coach Mark Schruender views this year’s team as his most seasoned yet. “It’s

the most experienced group I’ve had here for sure,” he told the press in a preseason interview.

The six returnees are Taylor Bogdanski, Kiley Ronan, Molly Granara, Jillian Ricupero, Shaylin Groark and Jessica Nazzaro. “Every girl in that group of six has been on varsity for at least three years, and four of them have been here

for four years,” added Schruender. “They all know what it takes.”

Bogdanski was the team’s leading scorer last winter while Ronan led the team in steals.

Saugus finished 14-8 last season. The No. 7 seeded Sachems opened the Div. 2 North playoffs by defeating Marblehead, 59-36, before falling to second-seeded Tewksbury in the quarter-

finals by 33 points. The team would like to progress further this time around.

“It was a great season and we were happy with the results despite the tough loss [at the end],” Schruender recalled about last year’s performance. “We got better every day last year, and the players who are back on the team this year have done a nice job of continuing that into [this season].”

The Lady Sachems were off to a 1-1 start as of early this week. Schruender is pleased with the intensity his players have shown both in practice and on the court thus far. “The one thing that has struck me so far this year has been the level of focus, which has been really high,” he observed. “Everyone has been locked in; the body language is good and we’ve been working hard.”

The loss at Salem saw Saugus behind by just one point, 19-18, after one quarter. That deficit increased to four at 37-

Despite the doubledigit loss, Saugus head coach Mark Bertrand seemed pleased with the effort. “I’m proud of how the guys played; they came out early and made a run against a really good team,” he told the press after it was over. “Obviously, when you play a good team, you’ve got to stick to the game plan.

T

he Saugus Sachems are aiming to earn a postseason berth this winter but began the 2019-20 campaign with a 5-1 loss to the Swampscott Big Blue at the Salem State University rink last Saturday afternoon. It was the season opener for both teams.

The first period was a tough initiation for the Sachems.

Swampscott controlled the

territorial play and pressured Saugus senior goalie Jack Devereaux through the opening 15 minutes. The effort paid off for the Big Blue, who forged in front, 4-0, after one session.

The Sachems settled down and performed noticeably better over the final two periods, playing Swampscott to a standstill, 1-1. However, the significant four-goal deficit could not be overcome.

The Sachems were outshot by a hefty 43-11 margin. Devereaux was a major factor in keeping Saugus in the contest by stopping 38 shots, a number of them difficult saves. The lone Saugus tally came off the stick of Richie Mauro.

The Sachems were scheduled to resume their season against Danvers on Wednesday at Kasabuski Arena (after press dead- Senior Nick Alba and Massey Ventre battle on the boards in line). last Saturday’s defeat at Swampscott.

Lady Sachems basketball team rebounds after opening loss

fter opening the season with a 19-point home loss to Lynn English last Thursday, the Saugus High School girls’ basketball team rebounded on Monday by defeating Salem by 22 points. It was the second contest of the year at John Towers Gymnasium

for the Lady Sachems, who improved to 1-1 on the early season.

Saugus received balanced scoring against Salem. nine points and 11 rebounds led the attack in an eventual 5432 triumph. Jillian Ricupero added nine points; Hailey McLaughlin and Taylor Bogdanski each tallied eight; and

Jessica Nazzaro finished with six.

Saugus head coach Mark Schruender admitted to the press after the game that it’s always nice to get that first victory in the books. “It’s good to get the first win. Everyone contributed in some way. I liked the way we defended.

It’s something we can build

on from here.”

Schruender especially liked the overall enthusiasm from his squad as a whole. “Our kids on the bench were very focused and supportive of the team, and [they] brought great energy. They were coaching from the bench, which is a great habit.”

In the loss to Lynn English,

the Lady Sachems were upended by a 61-42 final. Ricupero poured in 15 points, Shaylin Groark netted six and Nicole Stewart had a strong game off the bench.

The girls have a lengthy layoff and aren’t scheduled to see action again until they travel to face Medford on Dec. 30.

Saugus hockey team seeks to end playoff drought

fter a strong 2016 season in which they made the sectional semifinal round, the Saugus High School hockey team has struggled a bit the past two winters. The Sachems missed the postseason in both of those campaigns. They are determined to earn a spot in the tournament in 2019-20.

Tenth-year head coach Jeff Natalucci admitted to the press that this year’s squad is young and inexperienced, and that it will take a lot of hard work

to meet the playoff objective.

“We’re going game by game. I know our seniors want to get a crack at getting back to the tournament,” he said. “But right now we’ll go period by period, game by game. As the year goes on this group will get better.”

Saugus finished with identical 6-9-5 records the past two years and fell short of qualifying for the Div. 2 North tournament. The team also lost 10 seniors from last year, including top players CJ Graffeo, Joe Cross, Ronnie Paolo and Adam Rodrigues.

This season goaltending should not be a problem as senior Jack Devereaux returns to protect the net. He was called upon to make 38 saves in the season opener last Saturday against Swampscott.

Natalucci said the Sachems will need to take care of business on the defensive end. “We have to play good defense every night. Jack will give us a good chance to win, but we have to make sure we’re doing the right things in front of him,” he observed. “We’re going to have to play well in our own

end.”The Sachems gave up four goals in the opening period of last Saturday’s loss to Swampscott but regrouped and held the Big Blue to just one tally over the final two periods.

Devereaux is also this year’s co-captain along with senior forwards Lorenzo Keegan and Richie Mauro, who scored Saugus’s lone goal in last Saturday’s loss to Swampscott. Natalucci said Keegan and Mauro are both good skaters and the key for them is to stay within themselves. “I think that if they can do that, they can have some

real good success,” he said.

Other experienced players on this year’s roster include sophomore forwards Jason Caron and Massey Ventre.

The Sachems will compete in the South Division of the Northeastern Conference (NEC) this year alongside Peabody, Lynn and Swampscott. “We’re new to the NEC South. We have to show up [for every game], and if we don’t we’ll be on the losing end of things,” Natalucci said. “It’s going to be a battle. The NEC has always been like that.”

All of the funds would come from the PEG Access Enterprise Fund and be distributed under the authority and direction of the Board of Selectmen. “Right now, everybody has a cell phone and YouTube, and they feel that their equipment is better than what we have. But now it’s going to be top of the line and something you won’t be able to do from your living room to produce something,” he said.

they will be using the Saugus side for a parking lot or a parking garage. What’s the value of a tax return on that? Let’s say if they go residential. Let’s say … according to the plans that they sent me … they don’t use Eustis and Hood, but they are still using Laurel – which I’m against.

Saugus doesn’t have 40B 10 percent. Let’s say they put 40B there. Now what happens? Now, legally, they go to the state. They open up Eustis Street. Now they open up Hood Street. Now it’s a road again, because we don’t have our 10 percent [of affordable housing]. This is my biggest fear. They tore down Prankers Pond and they forced them into that project. They can do the same thing here, because we don’t have the quota, so the developer will say, “Oh, you don’t want to give this to us. Then we’ll do the 40B proposal, so this is what’s going to happen. Oh, we said we’re not going to use Hood Street and Eustis Street. Well, we’re gonna, because now we have 40B. We’re going to go to the state. The state is going to allow us because they are going to want it.”

40B has more power than what this town has, and you can’t deny it.

Q: So, what do you want the Board of Selectmen and the town manager to do?

A: Make sure that they are on board and that they know what’s happening. I want to know what they can do and everything they can do. I’m not biased to the property owner, but I’m being protective to the Cliftondale community.

I’m a direct abutter. I’m a Town Meeting member in Precinct 2. I’m trying to do my job, trying to do it the right way, but I don’t think people really know the impact of big construction that’s going to happen here.

Q: So, your biggest fear is that those three streets – Eustis, Hood and Laurel Streets – could become throughways?

A: Absolutely. That’s the projected plan; that’s what they want to do. People come from all around the side streets – Whitney, Mount Vernon – to drive their kids to the deadend street, to learn how to ride a bicycle on training wheels and take the training wheels off. They go up and down the middle of the street. That’s not going to happen when this project goes. Those days are done. The impact alone from the infrastructure – on the streets is already failing. That money is going to come strictly from taxpayers. Saugus is not going to see the value of this property, but Revere is going

Q: Now, recently, there was a meeting scheduled for Revere …

A: It was supposed to be December 9th and they cancelled it.

Q: What was the purpose of the meeting?

A: It was to open up Eustis Street to Muzzey Street; the proposal was for the denial or acceptance of the opening of the street. The meeting was supposed to be in Revere City Hall. And what happened … I believe Mr. [Town Manager Scott C.] Crabtree had a conversation with the mayor of Revere, and there’s a little bit of concern and agreement, so the meeting was postponed for 30 days. It’s actually good news for Saugus, I hope. I think they are stepping back and looking at the full picture. I’m hoping for that. Mr. Crabtree is working on this. He’s got hired people working on this. I think Saugus has got to look at a lot of these potential developments.

What got my eyes open even more is what happened at Prankers Pond. That is a beautiful area and it’s going to be destroyed. And there is nothing Saugus can do, legally, about it, because it’s a 40B project. We still don’t have our 10 percent, so what is stopping this developer from trying to develop in Revere?

And we try to put restrictions on Saugus, and he says, “You know what? I’m going to put a 40B there.

issue … this stuff is not going to go away. The infrastructure in Cliftondale is not big enough to support this scale of a project.

Revere is zoned for industrial and commercial. Let’s say if they put a FedEx or a UPS or trash transfer station … they are zoned for that. Those aren’t eight-hour shift days. Those are 24-7 companies. They are going to come up and down Saugus streets, 24-7.

This is one of the fears that people have to accept, if we don’t beat them to the punch doing this. You can’t shut a door that’s been let open. I’m just trying to be a step ahead of them. There is no sense in waiting to see what happens, because once it happens it is too late. I’m just trying to get a jump on this.

Q: And the main point that you want to make to the town or Town Meeting?

A: Fully look at this: the impact, the end results. What is Saugus seeing from this project? We see everything but get nothing. You got to do the math here. It can get shoved down our throat later on, like I said, with 40B. The tax revenue for the whole parcel of property – 70 percent of that is Revere’s. They get all of it. Where we get infrastructure improvements, traffic at the expense of the taxpayers of Saugus. We’ve got no choice. That’s just the way everything is run. Everybody has got to pay close attention and be on top of this.

I’m not saying to ban the project. But take a good look at the impact. There is nothing positive here for the Cliftondale community or for the Town of LAUREL STREET: Bob Camuso looks at the gate at the end of Laurel Street that currently keeps Saugus.

A: Yes. It’s just an informal meeting (no votes) – it’s just strictly – so when it comes to that project, they have some background on it and are not scratching their heads. We have some new members that just have to get caught up to speed. Anybody who knows me in this town, this project is the reason why they know me. I’m an average Joe. I’m not a politician. This project is the reason why I got involved [with

Town Meeting].

Q: So, you have been involved with the project for the last 20 years?

A: Yes. Since I moved here. It’s the only reason why I put my hat in the ring for Town Meeting, so I would have a little more say on what’s going to happen.

Q: In the nutshell, let’s talk about this project, the impact on Saugus and why people should care.

A: It’s a negative impact for the Cliftondale community.

They [residents] don’t know what they are in for here. I’m in construction, so I know. Anybody who has a quiet little area, it’s going to be disrupted within five to 10 years by this project.

overnor Charlie Baker and Secretary of Health and Human Services Marylou Sudders recently joined Har vard Street Neighborhood Health Center CEO Stan McLaren, health care leaders, clinicians, patients, community leaders and state and local officials to highlight the Baker-Polito Administration’s health care legislation, An Act to Improve Health Care by Investing in VALUE. The event focused on three critical elements of the bill: increasing access to and investment in behavioral health, ensuring high-quality coordinated care and stabilizing community health centers across the state.

“To address current challenges within the health care system and an evolving patient population, we need to promote better access to primary and behavioral care services,” said Baker. “This fall we filed comprehensive health care legislation which aims to increase investments in these services and make important changes that will enable expanded access for patients, along with a series of other reforms designed to modernize and improve our health care system for the future.

We look forward to working with the Legislature to pass this bill.”

“The Baker-Polito Administration is pleased to continue investing in community health centers, which are a critical part of health care delivery in communities across the Commonwealth, serving one in every six Massachusetts residents,” said Lt. Gov-

ernor Karyn Polito. “The administration’s health care bill will increase spending in vital practice areas provided by community health centers and will further expand access to care.”

“This legislation strengthens behavioral health workforce and access in the Commonwealth, helping to ensure that Massachusetts residents who need care can access it,” said Secretary Sudders. “Expanding access to behavioral health treatment is a critical need in Massachusetts – where it’s estimated that two out of five people who sought behavioral health or substance use treatment in the past year had their needs unmet.”

In October 2019, the Legislature referred An Act to Improve Health Care by Investing in VALUE to its Joint Committee on Health Care Financing. This comprehensive health care legislation, which was filed by Governor Baker in October, aims to improve outcomes for patients, increase access to care and bring down costs. The legislation includes reforms in five major areas: • Prioritizing behavioral health and primary care • Managing health care cost drivers to protect consumers • Improving access to highquality, coordinated care • Stabilizing distressed community hospitals and health centers • Promoting insurance market reforms • Increased access to and investment in behavioral health Speakers highlighted the

elements of the legislation that prioritize investments in primary care and behavioral health within the cost growth benchmark, including: • Payers and providers to increase combined expenditures on primary care and behavioral health by 30 percent over three years • Encourage behavioral health practitioners to accept insurance • Further develop the behavioral health professional workforce Additionally, the bill promotes timely access to appropriate behavioral health treatment by requiring payers to maintain accurate and updated provider directories, prohibiting payers from denying coverage or imposing additional costs for same-day behavioral health and certain medical visits, and requiring acute care hospitals to maintain clinical capacity to provide or arrange for the evaluation, stabilization and referral of patients with behavioral health conditions in emergency departments.

MassFiscal blasts TCI carbon tax gas tax scheme B

OSTON – Opponents of the controversial and undemocratic Transportation and Climate Initiative (TCI) gathered at the State House on Wednesday for a press conference sounding the alarm on the TCI European-style league of 12 Northeast and Mid-Atlantic states and the District of Columbia and calling on lawmakers to push for a vote on the tax scheme in the legislature.

“TCI is a carbon tax implemented through a gas tax. It’s regressive toward the work-

ing class. It acts like a sin tax; punishing ordinary people for doing a task the government believes is wrong by artificially increasing the cost.

It’s bad economics and morally wrong,” said Massachusetts Fiscal Alliance Spokesperson/ Board Member Paul Craney.

MassFiscal was joined by the National Federation of Independent Business, as well as State Representatives Shawn Dooley (R-Norfolk), David DeCoste (R-Norwell) and Marc Lombardo (R-Billerica). Not

present but also opposed to TCI were State Senator Ryan Fattman (R-Sutton) and State Representatives Lenny Mirra (R-West Newbury), Donald Berthiaume (R-Spencer), Nick Boldyga (R-Southwick), Peter Durant (R-Spencer) and Colleen Garry (D-Dracut).

During the conference, DeCoste announced his intention to file legislation that would require legislative approval before the Governor could enter Massachusetts into any TCI-like compacts.

“While taxpayers are the most obvious victims of TCI, individual legislators are affected as well. Rank and file members are being stripped of their prerogatives and denied an opportunity to carry out the duty they were elected to perform. Taxpayers and constituents deserve more, and lawmakers should demand more,” said Craney.

“Make no mistake: this is a very slippery slope for Massachusetts. Lawmakers from other states in the TCI agree-

ment are seeking legislative approval. Governor Baker’s administration, whether legally required or not, should also act in good faith and seek legislative buy in. What could be lost by the Governor seeking support for a tax increase that would impact every person in Massachusetts? If he doesn’t, it’s the legislature’s job to hold him accountable. There must be an open and transparent legislative process on the details of the agreement,” said Craney.

CHaRM Recycling Drop-Off Site open The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) is open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m.

The site is located behind the Department of Public Works at 515 Main St. There is no preregistration or fee required to enter the site; however, proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans, and glass containers. Additional acceptable items include TVs and computers (up to three per year per address); bulky rigid plastic items, such as toys, laundry baskets, trash barrels and 5-gallon pails; car tires up to 22” (for a fee of $3); books; and textiles, such as clothing, bedding, pocketbooks, belts and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags and to remove the bags from the site.

Division One Athletics: It’s About the Money

uring an episode of Lebron James’ online show “The Shop,” California Governor Gavin Newsome signed into law a bill allowing California student athletes to sign endorsements while in col-

lege. The NCAA Board of Governors, having studied this issue for years, responded by announcing that college athletes can “benefit from the use of their name, image or likeness.”

The charade of big-name Division 1 football and basketball athletes being in college first

and foremost to receive an education has now been fully exposed.

The media quickly identified the significant impact of this change in the law and NCAA policy on university budgets, broadcasting companies, the NCAA, the Olympics, fami-

lies of athletes, recruiting, eligibility, and multiple legal issues. But wait, isn’t something missing? Something truly fundamentally important to this discussion is absent: Academics! Are these athletes students, or are they commodities to be marketed? And are they to be

discarded by the university upon the end of their college athletic career, having gained very little tangibly from their educational experience, minimal actual learning, or even a degree? We should be more

OSTON – The Massachusetts Council on Compulsive Gambling and the Massachusetts Partnership for Responsible Gambling are participating in an annual toy drive to raise awareness about the risks of youngsters gambling and to educate communities on the dangers of buying lottery tickets for children. Adult problem gamblers report an earlier onset of gambling, often beginning between the ages of 10-19, with some studies showing children even younger are involved in gambling activities.

Lotteries and local casinos from around the country par-

ticipate in this effort as well as other organizations to encourage giving toys over tickets for the holiday season. Here in Massachusetts, participants include the Massachusetts State Lottery, Plainridge Park Casino (PPC), Encore Boston Harbor and the Massachusetts Council on Compulsive Gambling – and in Connecticut, Mohegan Sun. “Through their generous support of our toy drive, our customers are making the holidays brighter for many families in need this season, and we are grateful for their kindness,” said Massachusetts State Lottery Executive Director Mi-

chael Sweeney. “The holidays are also a good time to remind people that Lottery tickets are not appropriate gifts for anyone under the age of 18.”

“We are thrilled to again participate in the Toys for Tots program with the Massachusetts Council on Compulsive Gambling and the Massachusetts Partnership on Responsible Gambling. To be eligible for the Principal’s List, a student must have a minimum grade point average of 3.7; to be eligible for First Honors, a student must have a minimum grade point average of 3.3; to be eligible for Second Honors, a student must have a minimum grade point average of 3.0.

t is always a concern these days when it comes to elder financial abuse. Effective February of 2018, FINRA (Financial Industry Regulatory Authority) promulgated Rule 2165 in order to help protect seniors.

Under this Rule, a Broker Dealer has the right to place a hold on the withdrawal of funds or securities from certain client accounts under certain circumstances. This Rule applies to accounts of “specified adults”- clients age 65 and older, or individuals 18 or older who the Broker Dealer reasonably believes have a mental or physical impairment that renders the individual unable to protect his or her own interests.

A member firm has the right to place a hold on the withdrawal if the firm reasonably believes that financial exploitation of the specified adult has occurred, is occurring, has been attempted, or will be attempted.

The member firm has two business days to notify the following: 1. All authorized parties on the account (unless a party is unavailable or the member firm believes the party is the one involved in the financial exploitation; and 2.

The trusted contact person

as stated on the original application paperwork (unless the trusted contact person is unavailable or the broker-dealer reasonably believes he or she is involved in the exploitation).

The broker dealer must immediately initiate an internal review of the facts that caused the member firm to believe that there is (or will be) financial exploitation. The temporary hold on the withdrawal would only be good for 15 days. Only a court or regulator could increase the length of the hold.

There are many red flags that financial advisors should take seriously such as sudden, atypical or unexplained withdrawals, abrupt changes to one’s Will, Trust or Durable Power of Attorney, changes in beneficiary designations on insurance policies or IRA accounts, unusual or firsttime wire transfers, especially to foreign countries, increasing lack of contact with, and lack of interest in the outside world, concern or confusion about missing funds in an account, etc.

As an elder law attorney and financial advisor, I have seen plenty of these situations over the years. It is important to take action if any of these types of irregularities are occurring. I had one of my elderly clients several years ago wire over $150,000 to a foreign bank account in Singapore. The money of course is gone. Bank employees are now trained to notify senior bank officials if there are any unusual transactions being conducted by any of its more vulnerable account owners.

Arizona State University’s Global Sports Institute found that universities receive more than $14 billion in overall annual athletic revenue. The NCAA, a non-profit governing body, claims $1 billion of this revenue each year. Mark Emmert, the president of the NCAA, received a total financial benefits package of $3.9 million last year. College athletics also is a cash cow for apparel companies such as Nike, Under Amour, and Adidas. The major networks and ESPN also cash in and make billions. The truth be known—it was never

about academics. “Surprising Facts About Being a College Athlete” by BestCollegesOnline.com reveals some shocking statistics about graduation rates for the 68 teams playing in the March Madness Basketball tournament: the average graduation rate was 43%, with six teams under 20%, two under 10%, and one under 5%. This concern is compounded by the fact that only 1.2% of college basketball players get drafted by the NBA. Yes, just above one percent. So, one out of 100 players goes to the NBA, and less than 50% actually grad
