Saugus honors Randy Briand and Debra Dion-Faust with “Person of the Year Award”

teer service to the town’s military veterans. They help prepare Friday morning breakfasts September through May at the Saugus American Legion. They are also involved in other public service projects that benefit the men and women who served their country.

Last Saturday, the town embraced Dion-Faust and Briand as this year’s winners of the “Person of the Year Award” during the 39th Annual Saugus Founders Day Celebration. “In Recognition to Your Dedication to the Town of Saugus This Award Truly Exemplifies the Outstanding Ideals and Spirit of Our Founding Fathers,” reads the inscription on the plaque presented during a special ceremony at High Noon in front of Town Hall.

“The Town of Saugus Salutes You … 2019,” it declares.

Donna Gould, recognized as the founder of Founders Day and a past recipient of the “Person of the Year” Award,” received the plaque on behalf of Dion-Faust, who was unable to make the ceremony.

“She’s been ver y active throughout her entire life and is well deserving of this award,” last year’s co-recipient Janette Fasano said in summing up the accomplishments of Dion-Faust.

Peter M anoogian, who shared the award with Fasano at last year’s Founders Day, commended Briand for his “quiet, invaluable service.”

“He never says no to anyone. Not his neighbors, not his veterans not his country ….

He’s a good friend and great neighbor,” Manoogian said in his brief speech that cited the accomplishments and extensive community service of Briand.

Briand is a Vietnam War veteran Dion-Faust and Briand are the latest of 58 Saugus residents who have been honored at Founders Day, going back to 1989 when the award originated. Since 1993, a man and a woman have received the recognition, which had been presented to men citizens during its first four years of existence.

Each year, past winners meet to recommend and choose new recipients. Several of the past award winners sat on a wooden stage set up at the bottom of the steps at Town Hall, where the presentation was made.

Briand is a third generation Saugonian who graduated from Charleston Electrical School in the early 1960s He worked 32 years for the town’s DPW and Cemetery. He’s also a Vietnam War veteran, having served three deployments – in 1967, 1968 and 1969.

“He’s invaluable [for] the service he’s given to his community and country,” Manoogian said.

“Like so many Vietnam vets who still reside in Saugus, he doesn’t look for recognition. He doesn’t look for praise,” he said.

“He serviced helicopters – the helicopters that bring troops to the battle and bring wounded troops back. He was so invaluable that he had his own guard watching over him to make sure that nothing would happen while these helicopters were being serviced.”

Briand belongs to numerous veterans’ organizations, including the Saugus Veterans Council, the Disabled American Veterans, the Veterans of Foreign Wars and the Scott Procopio American Legion Post 210.

During this year’s Memorial Day Parade, he was honored as the Grand Marshal of the Memorial Day Parade. “On Memo-

rial Day, Randy is the one who makes sure there are flags on all of the veterans’ graves because he is our veterans’ graves officer,” Manoogian said.

Dion-Faust was an educator for 32 years During her talk, Fasano described Dion-Faust as a modest and unselfish person who didn’t seek the limelight. “She does a lot of work with the different veterans groups,” Fasano said.

“Serving the public is reward enough for her,” she said.

Dion-Faust retired in 2012 after 32 years as an educator – most of it at Ipswich High School, where she worked as an English and theatre teacher for nearly three decades. During that time, she was published in the journal of the National Council of Teachers of English and was named Fine Arts Teacher of the Year by the Massachusetts Alliance for Arts Education.

Since her retirement, she remained active with the Massachusetts Theatre Guild as its treasurer, an adjudicator of shows and a workshop leader.

Locally, she currently serves on the Saugus Public Library Board of Trustees and as a weekly volunteer shelving books. At her husband Joseph’s request, she also manages Saugus American Legion Post 210, where you can see her taking breakfast orders any Friday morning from September through May. She also helps prepare the veterans’ food distribution at the Senior Center on the third Thursday of the month and helps the women’s auxiliary load up Christmas gifts for the Chelsea Soldiers’ Home each fall.

In their spare time, Debra and Joe enjoy spending time with their daughters, Andrea and Joanne, and their granddaughters, Ashley and Emma.

Special Town Meeting on Monday night

One of several articles on the warrant for the Special Town Meeting would provide $550,000 to build a Public, Education and Government (PEG) access studio/facility in Saugus.

Current plans call for SCTV to move into the Saugus Historical Society building at 30 Main St.,

once it vacates its current quarters at the back of the existing Saugus High School, which is set to be demolished next year. Since last summer representatives of the Saugus Historical Society and SCTV have been talking about a mutual arrangement that would satisfy the needs of both groups.

tant courses and after school programs and/or sports that will develop teaming, problem solving, leadership and social skills.

I also personally believe learning foreign language is important for anyone who may want to work internationally, in customer service, medical field, State or Federal Government and other service organizations or in areas of the US that have large International speaking residents.

Getting feedback from PTO’s, teachers, curriculum leaders and school admins is also important.

I also personally believe with the condensing of the infrastructure to three major cells, working with Superintendent, Selectmen, Town Manager, Finance Committee and Town Meeting, the savings realized for operating costs and maintenance should stay in the school budget. It should be reallocated for all the specialty courses and after school programs needed to prepare our students for life after graduation.

We should also reduce or eliminate the added fees

placed on our students and parents/guardians for them to participate in afterschool programs and sports.

Many of our parents/guardians are working two or three jobs and live paycheck to paycheck to pay mortgage, taxes and normal bills, so added fees for sports, drama, clubs, transportation etc., in some cases, may not allow a student to participate in afterschool programs.

After school programs are very important for students, and in some cases even more important than core curriculum because of the students’ educational level not being a problem. These programs and sports also get them prepared for life after graduation.

I would love the opportunity to serve my fellow Saugus residents on the School Committee, and would respectfully request one of your five votes in November.

I am not planning on any yard signs, stickers etc. but rather running on my over 40 years of community service, residents’ knowledge of same and/ or word of mouth of the many residents that do know me.

The last of the trio

T

his week we look at the third professional athlete to retire early and enjoy life rather than continue on and possibly fade away early like many other football offensive stars. Barry Sanders was born on July 16, 1968, in Wichita, Kansas, and retired from the Detroit Lions. He was marked for the Pro Bowl in each of his of 10 years with the Lions and was twice NFL Offensive Player of the Year. Barry led the league in rushing four seasons and was often referred to as the most elusive runner in history and surely one of the greatest running backs to ever carry the ball.

Sanders attended Wichita North High School and was a backup in his sophomore season. He had to take the tailback position behind his brother, Byron. As a junior and starter, he gained 1,417 yards in seven games, becoming the choice as the All-State rusher in Kansas, earning 10.2 yards per carry. Despite his remarkable season, he was only approached by three universities: Emporia State in Kansas, University of Tulsa, and Oklahoma State University- Stillwater. He chose Oklahoma State, and were they glad he did.

He played for the Cowboys from 1986 to 1988. His first two seasons, Sanders was the backup for All-American Thurman Thomas, but he led the nation in yards per kickoff return with an average of 31.6 yards, rushing for over 600 yards and scoring eight touchdowns. His 1988 season was a wonder to behold.

Barry Sanders led the nation, averaging 7.6 yards per carry and over 200 yards rushing per

game. In four of these games, he rushed for over 300 yards, and although he was primarily the leading rusher for the Cowboys, he also ran back kickoffs and punts. This got him an additional 516 yards gained into his resume. Sanders season totals were 2,628 yards rushing, 3,248 total yards, 234 points, 39 touchdowns of which 37 were rushing, and five consecutive games with over 200 yards rushing. He scored at least two touchdowns in 11 consecutive games, and nine times scored at least three TDs. He was selected to play in the 1988 Holiday Bowl in Tokyo, Japan, and learned that he had won the famed Heisman Trophy while preparing for the contest.

One of his best games in 1988 was against the University of Tulsa, which he had decided not to attend after high school. He rushed for 304 yards, averaged 9.2 yards per carry and scored five touchdowns.

He left Oklahoma State after his junior season to enter the NFL draft. Sanders was the third overall pick of the 1989 draft for the Detroit Lions under coach Wayne Fontes. The Lions also considered another Sanders, Deion, a cornerback, but finally chose Barry. Coach Fontes requested that Sanders wear number 20 as a tribute to former Lions greats Lem Barney and Billy Sims. There was concern because of his size (five feet, eight inches), but he did weigh 203 pounds, the same as Walter Payton and slightly under the average of NFL running backs. The Lions found that his speed and agility made him very difficult to bring down.

Sanders missed his first rookie training camp over a salary dispute. After settling his contract he ran for 18 yards on his

1,500 yards.

On July 27, 1999, he announced his retirement from football by faxing a letter to his hometown newspaper, The Wichita Eagle. In 1997 he had renewed his contract with the Lions for $34.56 million over six years with an $11 million signing bonus. His retirement created a high-level controversy as the Lions demanded that he return $5.5 million of the bonus money. Under arbitration Sanders was ordered to return $1,833,333.33 immediately with the remainder to be paid over the three years remaining

first carry of the regular season and scored a touchdown on his fourth carry. Sanders ended up in second place in the NFL both in rushing and touchdowns that season. Barry Sanders brought the Lions five times to the NFL Playoffs: 1991, 1993, 1994, 1995 and 1997. In the 1991 and 1993 seasons, the Lions won the NFC Central Division titles, and the team won 12 regular season games in 1991, a record for Detroit. In his 1994 season, Sanders rushed for 1,883 yards with an average 5.7 yards per carry. He added 283 yards as a receiver and became the Offensive Player of the Year. In the 1995 season he rushed for 1,500 yards and added 398 receiving yards. In 1996 he rushed for 1,553 yards but only 147 receiving yards.

The year 1997 was his greatest season; he became a member of the 2,000 rushing yards NFL group. He ran for a record 14 consecutive 100-yard games that included two 200yard games, and had a total of 2,053 yards. At season’s end Sanders was chosen for the NFL Most Valuable Player Award by the Associated Press, and the award also included the quarterback for Green Bay, Brett Favre. In the 1998 season, Sanders ran for 1,491 yards, which ended his streak of four years in which he rushed for over

Barry Sanders entered the NFL Hall of Fame on August 8, 2004, along with Bob Brown, CarlEller and John Elway. Barry was a member of the crew for the ESPN Monday Night Football game between the Chicago Bears and the Detroit Lions on October 10, 2011.

Barry Sanders will long be remembered by all fans and especially the fans of the Lions for his strategic ability to evade tacklers and score touchdowns even when he looked trapped.

Town of Saugus receives FEMA grant to hire five new firefighters (Editor’s Note: This info is based on Saugus Town Manager Scott C. Crabtree’s press release this week.)

own Manager Scott C. Crabtree is pleased to announce that the Town of Saugus has been awarded a $884,883 grant from the Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program of the Federal Emergency Management Association (FEMA) to fund the hiring and training of five new firefighters. This funding, which was announced

by U.S. Congressman Seth Moulton’s office on Friday, September 13, will increase firefighter safety and assist the Saugus Fire Department in better serving and protecting Saugus residents by paying the benefits and salaries of five new firefighters for three years.

This is the second time under Town Manager Crabtree administration that the Town of Saugus has applied for and been awarded SAFER Grant funding to hire new firefighters. In 2013 the Town identified a need and applied for assistance to hire additional firefighters. The Town was awarded $1,222,760 to hire eight new firefighters and to fund benefits and salaries for three years. Town Manager Crabtree has increased those staffing levels since the grant was first awarded in 2013.

More Green Grant money for Saugus Town receives $135,565 in Green Communities Competitive Grant funds (Editor’s Note: The following info is from a press release issued

Crabtree is pleased to announce the Town of Saugus has been awarded $135,565 in Green Communities Competitive Grant funding through the Department of Energy Resources (DOER) to fund several sustainability-related projects within the community.

Town Manager Crabtree accepted the award during a ceremony at the Cordaville Hall in Southborough, Mass., on September 17. He was joined by Secretary of Energy and Environmental Affairs (EEA) Kathleen Theoharides, DOER Commissioner Judith Judson and the Deputy Director for DOER’s Green Communities Division, Joanne Bissetta.

This is the fourth time the Town of Saugus has received funding through the Green Communities initiative to fund sustainability-related projects.

The Town was awarded a grant of $250,000 in 2018, $242,903 in 2017 and $208,335 when

Saugus was first designated as a Green Community in 2015.

This round of funding was competitive and there was no guarantee the Town would receive any funding. The Town’s project proposals were compared to other Green Communities, and DOER’s Green Communities Division weighed each project proposal individually, and found that Saugus was deserving of funding.

Last year funding received through the Green Communities grant program allowed the Town to invest in the following projects: • The conversion of fluorescent bulbs to LED bulbs at the Town Hall and Senior Center interiors and exteriors, as well as the exterior of the Public Safety Building, to reduce electrical costs by $27,930 annually • The replacement of a rooftop at the Public Safety Building to ensure proper functioning and improved interior air quality and temperatures within the building • The replacement of pumps, drives and motors on the heating system in Town Hall, to include hi-efficiency variable motors, reducing wear-and-tear and energy use costs • The replacement of the hot water boiler at Town Hall to reduce energy consumption and costs.

Under the Green Communities Act, cities and towns must meet certain criteria to be designated a Green Community and receive funding.

The grants provide financial support for energy efficiency and renewable energy projects that further the designated communities’ clean energy goals. This seventh annual round of DOER Green Communities competitive grants is awarded to existing Green Communities that have successfully invested their initial designation grants and previous competitive grant awards.

Since first being designated as a Green Community, Saugus has been committed to reducing its energy consumption by 20 percent over five years. This award and the projects selected are crucial to achieving this ambitious goal.

“We are extremely grateful that the Town of Saugus has been awarded this generous grant through DOER. This funding has and will continue to tremendously benefit the Town of Saugus through cost-effectiveness and energy-efficiency,” concluded Town Manager Crabtree.

In 2015 she applied to school with the idea of embarking on a career in hospital chaplaincy. Two years later, she was offered a position of ministry management with Saugus Catholics Collaborative. She is currently enrolled in a Master of Arts in Ministry Program at St. John’s Seminary in Brighton and expects to graduate next May. She was a volunteer with the American Cancer Society for 30 years.

She is currently involved with the cancer support group of the Saugus Catholic Collaborative.

Editor’s Note: For this week’s interview, we sat down with Linda Riley, of Saugus, a three-time cancer survivor who has volunteered for decades with the American Cancer Society to help women diagnosed with breast cancer. She draws on her personal experience to offer peer mentoring, advice and emotional support through the society’s Reach To Recovery Program, which matches women diagnosed with breast cancer with those who have overcome the disease. In recent years, Riley has been a key contributor to the Making Strides Against Breast Cancer Walk in Boston – an annual event that raises awareness about the disease and money to help save lives from breast cancer.

This year’s walk is set for next Sunday (Sept. 29) at 8 a.m. at the DCR Hatch Shell. Last year’s walk drew more than 25,000 participants and raised about $2 million.

Riley grew up in Medford and moved to Saugus in 1973 and “fell in love” with the town as soon as she arrived, she said. She was married to the late George Riley, a town native and 1964 Saugus High School graduate, who passed away in December 2013.

Riley is a 1971 graduate of Boston State College with a bachelor’s degree in English. She worked for

Saugus resident receives National Spanish Examination scholarship

oseph Markowski, a 2019 graduate of Malden Catholic High School and a Saugus resident, has received a first-place scholarship of $2,000 through the National Spanish Examinations toward his tuition at Providence College in Rhode Island.

“Earning a scholarship for any student on the National Spanish Examinations is very prestigious,” said National Spanish Examinations Director Kevin Cessna-Buscemi. “Only 12 students are chosen from among the 150,000 students who take the National Spanish Exams each year.”

Several weeks ago prior to the sale, S&P Global Ratings, a municipal credit rating agency, affirmed the Town’s underlying AA+ longterm bond rating. The rating agency cited the Town’s very strong economy, strong management with good financial policies and practices, strong budgetary performance, strong budgetary flexibility, very strong liquidity and strong institutional framework as positive credit factors.

“I am extremely proud that the Town of Saugus’ solid financial standings and AA+/Stable Bond Rating contributed to the Town receiving a net savings of $3.5 million in borrowing costs for the new middle-high school and other capital investment projects,” said Town Manager Crabtree.

“I would like to thank the Board of Selectmen, Finance Committee, and Town Meeting for their support of the Town’s financial management policies and procedures.”

The Town’s reaffirmed AA+ Bond Rating reflects S&P’s opinion that the Town of Saugus has: • Strong management with good financial policies and practices under Financial Management Assessment (FMA) methodology. Strengths include management’s strong revenue and expenditure assumptions when budgeting, strong intra-year budgetary monitoring, and longterm financial plan.

• Strong budgetary performance with slight operating surpluses in the general fund and at the total governmental-fund level in fiscal 2018; strong budgetary flexibility with available fund balance in fiscal 2018 at 14.4% of operating expenditures.

• Very strong liquidity with total government available cash at 14% of total governmental-fund expenditures and 5.6 times gov-

ernmental debt service, and access to external liquidity that is considered strong; • Strong institutional framework score and low overall net debt at 2.9 percent of market value, which is a positive credit factor.

H

ere are a few tidbits that you might want to know about this week in Saugus.

Election time again The fall’s town elections commenced officially this week with the filing of nomination papers at the Town Clerk’s Office before the 5 p.m. deadline on Tuesday. The clerk’s office found itself swamped with candidates’ filings. And we were told late Wednesday afternoon that the clerk wouldn’t be releasing any details on who is running for what until sometime today.

What we do know is that as many as 15 candidates could be in the running for the seats on the Board of Selectmen. And there could also be as many as 13 running for the School Committee and as many as five candidates for the Housing Authority. And, of course, there will be 50 other seats – five from each of the town’s 10 precincts – up for grabs for Town Meeting. Former Town Meeting veterans Bob Long (a long-time former moderator) and Peter Manoogian apparently were itching to get back on the floor of Town Meeting.

We’ll take a look at whose names will be on the ballot in next week’s issue.

We know that School Committee Members Elizabeth Marchese and Lisa Morgante are not running for reelection, as they announced to us back in the summer that they were disenchanted with the way the committee was going and didn’t want to be a part of it anymore. At this point, we also know that there will be no “Fabulous Five” incumbents running in tandem for another term on the Board of Selectmen. Selectman Mark Mitchell, who is being prosecuted by the Suffolk County District Attorney’s office for allegedly stealing $1.3 million from the nonprofit Boston Center for Adult Education during his eight years as comptroller, has decided not to seek another two year-term.

Meanwhile, the candidate who coined the term “Fabulous Five” or “Fab Five” while campaigning for selectman two years ago is one of the challengers seeking a seat. But Michael A. Coller seems to be positioning himself for a potential run for the School Committee at the same time.

“I’ll let the Citizens decide where they feel they need me,” wrote Coller in an email this week, referring to dual candidacy for selectman and School Committee member.

“I’m here for the Town and it’s people. Voters can decide where they need my input, intellect, confidence and dedication to the place where I was born, raised and educated,” he wrote.

“I’m running for Selectman and School Committee. Your vote chooses where I represent us and change our inept leaders from leaders to followers,” Coller said. “I’ve been ‘spot on’ since 2015 regarding every issue that has negatively affected our Town since my inception into politics. When are we going to reverse this ‘tide’ of manipulation and ‘marionette’ like control?”

Stay tuned to see whether he can back up his political boast.

A candidates’ night for Oct. 23 Saugus Action Volunteers for the Environment (SAVE) will sponsor a forum for candidates for the Board of Selectmen on Wednesday, Oct. 23, starting at 7 p.m.at the Saugus Town Hall Auditorium (298 Central St.). Doors will be open to the public at 6:30 p.m. for this free event.

As in the past, SAVE provides this public-service forum for candidates for the Board of Selectmen so that each candidate can share their views of the critical environmental issues facing the town. The event will be televised in order to reach as many residents as possible.

Candidates’ invitations will be sent out on or shortly after Sept. 20. SAVE hopes the public will plan to attend this informative event.

he First Congregational Church in Saugus Center will again host the Annual Pumpkin Patch, which will run from September 28 through Halloween, Oct. 31.

And the chemo … At that point, I was actually working three days a week in Boston and two days a week in New York. And you’re exhausted, so everything starts to be measured by the cancer.

Q: Your whole life revolves around the cancer.

A: Absolutely. With that one phone call, all of a sudden, everything becomes cancer-related, so that whole treatment lasts about eight months, as I recall correctly. And I was very fortunate. I did not lose my hair – which for a woman who is out working and who is under 40 – that’s devastating. I wouldn’t say it looked very good, but I kept it.

I couldn’t take the subway, and I had been used to commuting on the subway, but I couldn’t take it – too many germs. For my chemotherapy, I had to drive into Boston. I had a wonderful boss who gave up his paid parking space to give me a place to park.

Q: So, you had to stay away from people with colds or infections.

A: Exactly, because you can get sick way too easily. And as I said, that was why no subway.

My family was marvelous. All of a sudden, my husband – guess what – he’s cooking dinner every night. And he was with me for every appointment; he was with me for every chemo session. It was amazing. My friends

were fabulous. None of them had any experience with this.

And I was under 40 when this happened. I had two ladies that were older than I was: They literally were like big sisters to me.

They both had been through breast cancer, and they had such an impact on me. Everyone was supportive, but they were knowledgeable-supportive. They were the ones who said, “Hey, if you are too tired, go take a nap.” Everybody else was pussy-footing around me, so they had a big impact on me, because they were knowledgeable about how to get through that. Friends showed up at the door with lasagna; friends showed up at the door with fried chicken. It was amazing. But it’s terrifying; it’s absolutely terrifying.

Q: So after you got through it …

A: I was fine for the next 12 years. And in 2000 I was diagnosed with an early stage lung cancer. That involved surgery – no chemo – just surgery, because it was an early stage. In 2008 I was diagnosed with a totally different, very late stage lung cancer. And that was surgery and radiation – and very, very debilitating chemo.

Q: Were you a smoker?

A: I had been. But that diagnosis was in 2008 and I had quit smoking in 1996, so it was years later. It was undoubtedly related to the smoking, but it had been

“I hope that members of the public will come out to the hearing on October 15th to voice their support for DEP’s Draft Decision, and urge the agency to follow through with its mandate to hold Wheelabrator accountable,” she said.

MassDEP has scheduled a public hearing at the Saugus High School at 6:30 p.m. on Tuesday, Oct. 15 to give the public a chance to comment before the plan is adopted.

Vincent, whose 16th Suffolk District includes two Saugus precincts – including 10, where the incinerator on Route 107 is located – said last week, “At first glance, it seems as though the DEP is signaling their approval to Wheelabrator to skirt these new emissions standards by using alternative methods.”

But, after consulting with DEP, she said she feels more comfortable about the agency’s draft approval. “I sought and received clarification from the DEP directly,” Vincent said, when asked to elaborate on her change of heart.

“The DEP responded to me with the following: “In its application, Wheelabrator requested a NOx limit of 185 ppm, for reasons set forth in its application. However, the Draft ECP would require Wheelabrator Saugus to comply with the 150 ppm limit in accordance with the regulations. MassDEP is seeking comment on our draft decision to require the facility to comply with the 150 ppm limit. The 150 ppm limit is specifically set forth in Table 2 (on page 8 of 31) and is also discussed in Notes to Reviewers.”

The highly technical 31page draft released by MassDEP last week provides emission and compliance schedules for the control of certain pollutants – including nitrogen oxide – emitted from the Wheelabrator facility, which is located on Route 107.

Meanwhile, MassDEP’s draft approval drew some concerns over how the Board of Selectmen should respond during a discussion at the board’s Wednesday night meeting.

“We understand that Wheelabrator Saugus is the oldest incinerator in the United States, but that shouldn’t give them a ‘pass’ on meeting today’s standards, especially when dealing with the health and safety of our town,” Board of Selectmen Chair Debra Panetta said, reading from a letter she was proposing as the board’s

response to MassDEP. “According to the Environmental Protection Agency website, “Nitrogen Oxides are a family of poisonous, highly reactive gasses …. Exposure to nitrogen oxide include respiratory infections and other respiratory issues (including coughing, wheezing and difficulty breathing) as well as asthma,” she wrote.

In the letter, Panetta also said “Wheelabrator Saugus does not currently meet the new nitrogen oxide (NOx) limits, where their EMC outlines an emission reduction strategy that does not adhere to the MassDEP’s Board of standards.”

But Board of Selectmen Vice Chair Jeffrey Cicolini expressed concerns about the accuracy of the letter and suggested that the letter be reviewed by the town’s environmental lawyer before being mailed to MassDEP. Cicolini said he wanted “to make sure we’re not saying anything that’s inappropropriate or libelous.”

“We need to make sure that we are factually correct,” Cicolini added.

Panetta said it was important for the board to make a statement to MassDEP and that it be submitted by Oct. 16, the final day of public comment. She noted that the board would not meet again before the deadline. But she agreed to have the letter reviewed by the environmental attorney. The board voted 4-0 to have the letter reviewed by legal counsel.

The discussion of the letter and how the board should respond to the draft ECP prompted discussion about the town’s relationship with Wheelabrator and perhaps the need for selectmen to seek a meeting with Wheelabrator officials.

Cicolini suggested that it was time for the board to have conversation with Wheelabrator about a specific timetable for closing the ash landfill.

Panetta said “it would be great” to have a meeting with Wheelabrator for discussion of the landfill’s closure.

But, she noted the town can’t even get Wheelabrator to show up at Board of Health meetings lately.

Selectman Jennifer D’Eon said after the meeting that most of the board members want to sit down with Wheelabrator and have important discussions about closure of the landfill and other issues.

“We want to come to the table and talk about their intentions and our expectations,” D’Eon said.

“And this conversation is long overdue,” she said.

MassHealth change negatively impacts “Life Estate” deeds Dear Editor: T h e C o m m o n w e a l t h ’s Medicaid agency, known as MassHealth, recently issued an “Eligibility Operations Memo” that dramatically and negatively impacts seniors who may own real estate through life estate deeds.

For many decades, signing a life estate deed has been a common practice for seniors.

There are three general benefits to life estates.

First, the life tenant (usually the parent) may live in their home for the rest of their life.

The remaindermen (usually the children) named on the deed have no rights to occupy the home until the life tenant dies.

Second, after the five-year MassHealth “look back” period has passed, the value of the property may be shielded in the event that the parent applies for MassHealth benefits.

During the five-year “look back” period, however, MassHealth will treat a life estate deed as a disqualifying transfer.

Third, upon a life tenant’s death, the home passes outside probate to the remaindermen named on the deed.

It is not uncommon for the life tenant and remaindermen to sell the home before the life tenant dies for any number of personal reasons. In that event, previously MassHealth relied upon carefully considered IRS tables to value the respective shares of the life tenant and remaindermen, which reviewed life expectancies and valuations based on interest rates.

By way of example, for a sale

in August 2019, a 79-year-old male life tenant would have been entitled to roughly 17 percent of the net sale proceeds from his home owned through a life estate deed, with the remaining 83 percent of the sale proceeds belonging to the remaindermen.

The new Eligibility Operations Memo, however, rejects the IRS tables and values life estates based upon entirely different tables. Those tables, in some cases, nearly triple the ownership interest attributed to a life tenant. That same 79-year-old male noted above would now be entitled to roughly 46% of the net sale proceeds. That dramatically reduces the asset protection value of the life estate deed in the event of a sale.

MassHealth’s new rules add enormous uncertainty to life

tenants selling real estate. The rules fail to outline how to value joint life estates as are often held by married couples.

In addition, because capital gains taxes are almost always owed upon the sale of real estate and the IRS will continue to use its tables to calculate how that tax is owed, they could cause remainder holders to be forced to pay taxes on a greater share than they actually received. Worse still, there is a risk that MassHealth conceivably may treat the payment of some capital gains taxes as a disqualifying transfer penalty should the life tenant later apply for MassHealth. Additionally, if a remainder owner has a taxable estate, they may face gift tax consequences from the IRS if they follow the MassHealth

Saugus girls on roll after opening loss

he Saugus High School girls’ soccer team was riding the crest of a four-game winning streak, which included three consecutive shutouts, as of early this week. A 2-0 blanking of Winthrop on Tuesday put the Lady Sachems at 4-1 on the early season.

After seeing the team drop its season-opener (a close 2-1 loss) against Somerville, Saugus head coach Chris Coviello said he thinks the unit is beginning to come together. “We’ve started to play much better in the last few games,” he said.

“We started the season slowly but [Tuesday] was our third shutout in a row. We’re trying to improve all the time.”

Jess Carter and Jeimmy Monroy-Rodrigues netted single tallies, and Alex Inferrera earned the win in goal for Saugus.

umph. Almost from the get-go, Saugus took control of the territorial play against Northeast and nestled home an early goal when Jessica Nazzaro booted a corner kick that found its way to the back of the net.

From there, the Lady Sachems would score twice more in the first half to build a 3-0 lead.

“We did a good job of possessing the ball, which is our team’s strength,” Coviello told the press after Monday’s win.

“But we were just missing the shots [early]. Once we got that first goal, it was a bit of an exhale for everyone, and [then]

we just played our game.”

The Lady Sachems are scheduled for a game on Saturday at 3:30 p.m. against Lynn Classical at Manning Field in Lynn.

here were a number of positives to take away from the Saugus High School football team’s season opener at Bedford last Friday afternoon. The final score wasn’t one of them, however, as the Sachems fell in overtime to the Buccaneers, 33-30.

Saugus stays on the road this Friday to face Winthrop (scheduled 7 p.m. kickoff). The Vikings dropped their season opener to Beverly back on Sept. 6.

It won’t get easier for the Sachems after this week, as they host perennial powerhouse Marblehead in their home opener at Stackpole Field on Sept. 28.

Because so few attorneys are dedicated to Elder Law, it is like-

ly that seniors and their families will not learn of this important change until they sell their house or quite possibly not until they apply for MassHealth. If, for example, they follow a real estate or tax attorney’s advice and apply IRS regulations, they could find that they have made

a gift for MassHealth purposes.

If they follow MassHealth regulations, they could find that they, or their children, have underpaid or misfiled their taxes.

Readers who have owned their homes through life estate deeds for many years may think that the government would offer them some kind of “grandfather” protection. Sadly, the Operations Memo applies to all life estate deeds, new and old.

I believe that MassHealth’s Operations Memo does not comply with state and federal law. Thus, there is hope that with legal advocacy – and perhaps Court action – MassHealth may retract its Memo and return to the clarity that the IRS life estate tables provided for so many years.

In the meantime, those with existing life estate deeds, or

those thinking about creating one in the future, would be well served discussing these important issues with a qualified elder law attorney who focuses their practice on this complex area of law.

Q: Was your husband a smoker?

A: We both quit at the same time and we didn’t even get divorced! He had a heart attack in 1996 and we both quit smoking then.

Q: And that third cancer, how long before you went into remission?

A: That one had a very low survival rate. And I think Dana Farber loves to see me come through the door because I’m a success story on a very late stage cancer. I was diagnosed in May, and it was just because I had always kept up with checkups. That one came out of the blue. I went for a perfectly normal checkup at an oncologist.

He did perfectly normal blood work, and nobody was expecting to find anything. And all of a sudden, my CA number – which stands for cancer antigen – was off the chart, so they knew there was an active cancer someplace.

They didn’t know where, and they couldn’t find it. Nothing felt bad. It took several weeks to find it. And at one point I was at Whidden Hospital in Everett so many times for tests that I think the parking garage guy thought I was lying about being a patient – that I was an employee who just wanted to park near the door.

But they eventually did find it, and that’s when they found out it was lung cancer. And they re-

moved the tumor and gave me radiation and chem, and it all kind of wrapped up. It started in May and kind of wrapped up in September of 2008. At that point, I had to downsize my business; I had to let the real estate go; I had to let the employees go. I could not work through that.

Q: And after that, you were clear?

A: Yes. I am cancer-free.

Q: And this particular cancer has a low survival rate, you said?

A: Yes. They told me the survival rate was around 20 percent.

Q: And what’s the specific name for this cancer?

A: That was non-small cell squamous lung cancer, advanced stage, so it was in my lymph nodes. I believe they staged it at a 3-B. So, I would hope that since 2008, I have been cancer-free.

Q: So, now you are helping others get through the trauma, the fear and the pain of cancer?

A: Yes – all of the above: the trauma, the fear, the pain, the confusion, the lack of information. The medical community closes in around you, and it’s very impressive, and it’s also very scary, because anybody who has called to get a doctor’s appointment is told a week from Tuesday. Then you get a call and they say, “You got this test and it didn’t come out right; what are your plans for the rest of the day? Get in here now.”

lous, but they are totally focused on medical. What the American Cancer Society is so helpful with – and what I try to do now with the support group that I currently work with in this very unofficial network that we have – is the nonmedical stuff. Because it impacts every single area of your life, not just medical.

Well, I’m not going to tell you what doctor to go to, and I’m not going to tell you what treatment to have, because I’m not qualified for that. But I can tell you that if your stomach is really upset and you know you should eat and you don’t know what’s wrong, I’ll tell you: Throw a potato in the microwave. It takes a few minutes to make; you’re not too tired to cook it; and there’s lots of nutrients in it. I certainly can tell you how to look better, what kind of makeup to put on, how much makeup you need.

There is so much nonmedical stuff that you can help with.

And the American Cancer Society is wonderful with that stuff.

People just need to be alert as to what’s going on and where you can help. You can have situations where young parents … mom gets breast cancer; all the focus is on mom. You know what, you’ve got two kids who are maybe three and five years old who are terrified. How do you deal with them? And who has the energy to deal with them? It’s all encompassing when it hits you. That’s my point: It’s all encompassing, and there are so many ways that we can

reach out to maybe mitigate some of what’s going on.

Q: Such as with the event that’s coming up next week?

A: Not just the event that’s coming up next weekend. That event brings, literally, tens of thousands of people out – and I’ve said before – they are all races, all creeds, all colors, all backgrounds: Some are rich, some are poor. It doesn’t matter.

Q: All ages?

A: Yes, they are all ages, okay.

They’re black. They’re white. It doesn’t matter. They are all family for that one day, because they are all there for the same purpose: to give each other support.

Q: How many people?

A: I’m not sure. I believe they’ve had over 40,000.

Q: Now, what are you going to do?

A: I am not sure. I have been in the survivor tent in the past. I am not scheduled to do that this year. I may just show up and be a cheerleader.

Q: Will you walk?

A: I used to walk. It’s a little too far for me now. I just stand around and hug people. That is mostly what I do; I stand around and hug people. And that’s what people are there for.

I see the same people year after year after year. We all just look at each other and say, “You’re still here.” And we come back every year. It is my intention to get there this year. I believe I’m going to get there this year, but I’m not sure. But if I’m not there,

I’ll be there in spirit, because the sense of community – it is huge!

You would be amazed at how many people don’t have the support that you would expect them to have when something like this happens. I’ve known one woman that – she just changed jobs, and she was in her job eight weeks when she got her diagnosis. Guess what?

Her new boss said, “Hey, I can’t keep you. You’re not going to be here.”Had she not changed jobs, had she been at her old job, she would have had all the health insurance she needed. She would have had all of the support. But she just changed jobs.

The way she ended up, she got laid off from her job. She had to give up her apartment and move back with her parents.

These are the things that happen, and this walk that’s coming up provides the kind of support that people like this need.

Q: So, is this walk a good starting point for somebody who discovered they just got cancer?

A: I think if you just got diagnosed with breast cancer, you are not going to walk six miles.

However, people should come anyway. Get out, come on the esplanade with a whole bunch of survivors who are going to just love you … who are there to help and be supportive. You are going to get an introduction to some of the services that the American Cancer Society offers. I’ve seen some situations

CHaRM Recycling Drop-Off site open The Town of Saugus announces that the community’s Center for Hard to Recycle Materials (CHaRM) is open to residents on Wednesdays and Saturdays from 8 a.m. to 2 pm. The site is located behind the Department of Public Works at 515 Main St. There is no preregistration or fee required to enter the site; however, proof of residency is required.

At the CHaRM center, the Town will accept the same recycling items that can be placed outside for curbside collection each week, such as paper, cardboard, bottles, cans and glass containers. Additional acceptable items include TVs and computers (up to three per year per address); bulky rigid plastic items, such as toys, laundry baskets, trash barrels and 5-gallon pails; car tires up to 22” (for a fee of $3); books; and textiles, such as clothing, bedding, pocketbooks, belts and shoes.

Plastic bags are not permitted. Residents are kindly asked to empty recyclables out of any plastic bags, and remove the bags from the site.

Residents may call Lorna Cerbone at the Solid Waste and Recycling Department at 781-231-4036 with questions or for more information.

Town compost site open The Town of Saugus announces that the community’s compost site will be open to residents on Wednesdays and Saturdays from 8 a.m. to 2 p.m. The site is located behind the Department of Public Works at 515 Main St. Stickers are required to gain seasonal access to the site. Stickers may be purchased for $25 at the Department of Public Works and at the Inspectional Services Department located on the lower level of Town Hall (298 Central St.). Stickers may also be purchased at the compost site, by check only.

Compost site stickers must be permanently placed on the lower left corner of residents’ automobile windshields. Entry to the compost site without a sticker will not be allowed. Vehicles registered out of state are not permitted.

Yard waste must be disposed of in brown compost bags or open containers. The Town will accept grass clippings, leaves and brush. As in years past, no branches or limbs larger than three inches in diameter are permitted.

where people needed an attorney because something happened and they didn’t know where to turn once they were diagnosed. They have Road To Recovery. Try to get someplace five days a week at eight o’clock in the morning for a treatment that takes about three minutes – but you have to be there.

There was one lady I talked to – she was in radiation. She was paying a taxi five days a week to get to her hospital, which was located on Route 128, because her treatments were at eight o’clock in the morning and she was elderly and she couldn’t drive herself in the rush hour on Route 128. Did you ever hear of Road To Recovery? The American Cancer Society does. They can’t guarantee you a ride every day, but they have these wonderful people to volunteer to talk you there. This lady was paying, like, $35 a day for a taxi to get to her treatment. Those are the types of services that walk supports.

There was another lady whose mother was diagnosed with cancer in Florida. This lady lives in Massachusetts, and she wants to know what the doctors are saying and she wants to know what the treatments are – she wants to know whether it’s good. And the doctors in Florida don’t want to talk to her, with her being up in Massachusetts, so she’s getting reports from her

mother. Well, the American Cancer Society answer some of her questions. They are not going to tell her whether it’s a good treatment or bad treatment, but they can tell you what it is.

It’s a good starting point. Here’s some good research, and that’s all the stuff that this fund-raising walk supports.

Q: Anything else that you would like to share about your experiences with cancer> A: I think what happens on that walk is very important.

I think if that walk motivates people to get a mammogram, that’s not a stated objective of that walk, but if it brings cancer awareness to the point where you were hesitant to get a mammogram, please go and do it.

Q: So, what’s your message to the people of Saugus?

A: My message to the people of Saugus is to get out and walk. Get out there. Support this. There are so many people in Saugus who have been diagnosed with breast cancer through the years. I’ve known you. I’ve met you. Let’s get out there and let’s kill this disease. In many, many cases, this disease is very manageable if it’s caught in time, so if that walk raises awareness to the point where people go out and get a mammogram, we’ve done our job.
