first steps,” Board of Health Chair William Heffernan said as he and his colleagues voted unanimously to adopt the Orders in response to the COVID-19 pandemic. They also supported documents drafted by the board, and Town Manager Scott C. Crabtree declared “A State of Emergency for the Town of Saugus.” Heffernan said he hopes residents would respect the board’s action. “The only way we’re going to beat this thing is adopting these Orders,” he said. Several times during the 86-minute meeting last Friday night, May 1, Heffernan stressed that it is imperative “to get something out there.”“We’ve been running in quicksand for the last month. We’ve been late to the game. Let’s just get something out there and see where it goes,” he said. “If something is not working, we have a right to go back to the drawing board,” he said. Crabtree told the board the documents they were adopting “duplicate and double
down on extraordinary measures being taken” by the state. By declaring a “State of Emergency” and adopting the Orders, the town has more authority to enforce regulations designed to protect residents from the threat of COVID-19, Town Counsel John Vasapolli said. Face masks required The vote taken by the Board of Health follows a National Emergency declaration by President Donald Trump and the State of Emergency declaration from Governor Charlie Baker back in March. Key precautions adopted by the Board of Health require any person over the age of two to wear face coverings when entering essential businesses, restaurants or drivethru services if they cannot maintain a six-foot distance from others. The measures also require employees and delivery staff of establishments to wear facial coverings when entering and exit-
