“A win-win for East Saugus” Selectmen issue special permit to allow light industrial use on Salem Turnpike By Mark E. Vogler
T
he ambiguous wording of a Zoning By-Law threatened to block the path of a promising light industrial project that town officials have dubbed a significant improvement to a patch of land along Route 107. Selectman Michael Serino, a former Planning Board member who drafted three pages of conditions to provide protection for the town on a proposal that drew rave reviews, vowed to oppose it when his colleagues rejected a paragraph that would prevent a motor freight terminal at the Salem Turnpike property. Board of Selectmen Chair Anthony W. Cogliano, Sr., armed
with a memorandum from Senior Planner Alexander Mello, said a motor freight terminal is indeed allowable under the current Zoning By-Law with the issuance of a Special Permit. But Serino stood his ground, insisting that he would vote “no.” That would mean that Hilco Redevelopment Partners would be denied the permit unless all four of the other selectmen voted “Yes.” Special permits require at least four votes. So, Cogliano and three selectmen spent about an hour Tuesday night during a continuation of last week’s hearing MAKING THEIR CASE: Attorney Richard Magnan, right, and representatives of Hilco on Hilco’s request for the S-2 Redevelopment Partners address the Saugus Board of Selectmen on the light industrial project permit. Neither Cogliano, the they are proposing for East Saugus. At right is an artist rendering of the new building that WIN-WIN | SEE PAGE 4 would be a centerpiece of the project. Chris & Corinne Riley discuss their unique roles as an elected husband/wife team in Saugus government
Editor’s Note: For this week, we sat down with Chris and Corinne Riley, a married couple who were among the Saugus political candidates elected to public office last fall in the town elections. It is the first time in recent memory that a husband and wife team won seats on the Board of Selectmen and Town Meeting in the same election. Corinne, a former School Committee member who lost by a close margin in the 2017 town election, was the second highest vote-getter among
12 candidates who ran for selectmen last November. Meanwhile, Chris, in his political debut, finished third among eight candidates seeking one of the five Town Meeting seats in Precinct 2. The Rileys are Saugus natives, have been married 25 years and have three children – including daughter Olivia, a 2016 Saugus High School graduate who still lives in Saugus. Chris, a 1985 graduate of Northeast Metropolitan Regional Vocational High School in Wakefield, received his bachelor of sci-
ence degree in computer science at Salem State College. He is a software engineer manager at Analogic Medical Devices in Peabody. Corinne, a 1975 graduate of Saugus High School, is a homemaker. She has been active in local politics for many years. She served as campaign manager (volunteer position) for the successful reelection of State Representative Donald Wong (20152019). She served two two-year
