Selectmen voted 5-0 in support of EverybodyFights’ request for a special permit to allow a personal fitness establishment to be located at 855 Broadway, Suite 2 – the commercial retail space in front of the Avalon Bay housing development on Route 1 South in Saugus.

EverybodyFights plans to open by mid-March or early April, according to Foreman.

Lisa Poto discusses her longtime passion for yoga and how it led to a free class she teaches at the library Editor’s Note: For this week, we sat down with Lisa Poto, who teaches “The Yoga Experience” several times a month at the Saugus Public Library. Leading the free class is a fulfillment of a dream to share her longtime passion with others. Poto, a Revere native and 1982 Revere High School graduate, graduated in May 2018 from Barre & Soul’s 200hour yoga teacher training program in Melrose. In addition to the free yoga class she leads at the Saugus Public Library, Poto teaches several classes at Sweet Balance Yoga Studio & Spa in Wakefield. After High School, she attended classes at North Shore Community College and later began teaching preschool. She got married and moved to Saugus about 22 years ago. Her husband Mark retired last year from the U.S. Postal Service as a letter carrier. Their son, Michael, lives with them at their Saugus home. Highlights of this week’s interview follow.

that lasted close to two and half hours.

At least two selectmen expressed concerns that the town manager needs to do what he can to resolve the problem before it takes its toll on him.

“You wear a lot of hats,” Selectman Jeffrey Cicolini told the town manager, concerned that he’s putting in extra work to fill the void of responsibilities that need to be carried out.

“It’s not sustainable longterm,” Cicolini said.

Selectman Debra Panetta agreed, telling Crabtree “You’ll burn out.”

Cicolini advised the town manager to hire a consultant to conduct a salary compensation study to find out what the market value is for comparable positions in communities of similar size. Cicolini said it wasn’t fair to Crabtree to constantly be dealing with filling key vacant positions because “we can’t pay what the position warrants.”

“We have to figure out how to right size the ship eventually,” Cicolini said.

“I think it’s money well-spent for you,” he added. Knowing what it will cost to fill the key positions would enable the town manager to prioritize unfilled positions and justify the cost of hiring key personnel, he said.

Much of the meeting focused on the town manager briefing selectmen on important projects he’s working on as the town heads into the budget season. The town manager needs to submit his proposed budget for the 2021 fiscal year that begins on July 1 by Feb. 15.

Because of the numerous ongoing projects that updated selectmen on during Tuesday night’s meeting, selectmen spent little time discussing goals and priorities for the new year.

Selectmen plan to hold a session at a later date to share their ideas. But, first, they decided it would be better to set up an open citizens forum on Tuesday, March 3, from 6 to 7:30 p.m. in the first floor conference room at Town Hall.

Preliminary talks about “Wheelabrator” committee reveal a potential clash of agendas

A

proposed committee intended to open a dialogue between the town and Wheelabrator Technologies Inc. on a timetable and logistics for closing the ash landfill is still in its early stages. But conflicting concerns over the committee’s potential motivation surfaced at Tuesday night’s Board of Selectmen’s meeting.

“What I’m trying to avoid is that we have a room full of 30 Saugus town folks who just want to pound on Wheelabrator for an hour every month,” Board of Health Chair William Heffernan told selectmen.

Meanwhile, a letter cosigned by the five Town Meeting members representing Precinct 10 – the area that houses the Wheelabrator trash-to-energy incinerator on Route 107 – expressed suspicions that the committee could be used to negotiate a deal that favors Wheelabrator over the town residents who are affected by the ash landfill. “We do not want to see any ‘quid pro quo’negotiating by this committee that will result in landfill expansion,” stated the letter (see in this week’s paper).

“This would be inconsistent with the role of the Board of Health as well as the stated policy of the Board of Selectmen,”the letter adds.

Heffernan appeared at the meeting as an invited guest to brief the selectmen on the committee – that if formed – will operate under the purview of the Board of Health. He also answered a host of board members’questions. Meanwhile, Peter Manoogian – one of the five Precinct 10 Town Meeting members – presented selectmen with a copy of a letter that was cosigned by the five members. Manoogian was not allowed by Board of Selectmen Chair Anthony W. Cogliano, Sr. to express his concerns during the Heffernan briefing.

But Manoogian was allowed to speak during the citizens comment period. And several selectmen reacted to some of the recommendations.

Selectman Michael Serino said he agreed that selectmen should ratify the vote taken by three previous Boards of Selectmen that adopted a policy opposing any future expansion of the landfill.

“I just don’t want to handcuff the committee before the committee gets started,” Cogliano said, discouraging such a vote.

Selectmen Jeffrey Cicolini and Debra Panetta said they didn’t see a problem with voting to reaffirm a policy that past boards had approved over the years. Se-

lectmen then voted 4-1 to put the policy on the agenda for their next regular meeting. Serino voted against the motion.

Several selectmen are cautious about the legal aspects of the special Wheelabrator committee and suggested that the local board members seek legal advice from town counsel before proceeding.

In the brief statement that Heffernan read to selectmen, Heffernan called the concept of the committee “a worthwhile endeavor for the town.”“Wheelabrator has not attended any Board of Health meetings in the last few years … this is due to a lawsuit and unpleasant tenor. I think we can all agree on that,” Heffernan said.

“I think the greatest need is to set collaborative expectations between the town and Wheelabrator,” he said.

“The biggest issue has always been the landfill. I think, in my opinion, Wheelabrator understands this landfill cannot stay open forever. My intention [for] the sub-committee is to work directly with them to either focus on the landfill on what a possible closure date could be or what other alternatives are,” he said.

“Until that time comes, I think this committee can work with Wheelabrator to guarantee the highest safeguards are in place at the facility, work with them to add technology to limit constant nuisance, such as the noise, which they’re being very proactive with right now, and also work to modernize the facility,”he said.

Heffernan told selectmen he is confident that Wheelabrator is supportive of the committee’s establishment, having sought a dialogue with the town for many

years. “Wheelabrator has been pushing for this dialogue for a long time, ever since I’ve been chairman of the Board of Health.

They constantly contact me, asking if we could set up some kind of dialogue. They are very much in favor of this. I think we can see great representation from Wheelabrator at the table,” Heffernan said.

“This is not us drawing a line in the sand with Wheelabrator, saying‘You need to close this on this date.’We’ve been trying to do that for years, and, frankly, we’ve been unsuccessful,” he said. “The DEP [Massachusetts Department of Environmental Protection] continues to side with Wheelabrator and continues to say they are doing nothing wrong, no matter what myself as the chairman or the rest of the board or constituents in the town say. The DEP continues to say they are in the right.”

electmen have scheduled a meeting for next week to consider whether to grant a special permit that would allow a light industrial facility to be built in East Saugus.

The town’s new Senior Planner, Alexander Mello, had requested additional time to review the application of Hilco Redevelopment Partners (HRP) before selectmen voted Tuesday night on the request, which was a subject of a public hearing. But selectmen decided it would be best to only postpone their vote a week rather than wait until the Board of Selectmen’s next regular meeting on Feb. 11. Selectmen said they needed to do their due diligence on the project, but did not want to blow a potential opportunity for the town.

Board of Selectmen Chair Anthony W. Cogliano, Sr. said he preferred to see the Tuesday night hearing continued until Tuesday, Jan. 28 at 6 p.m.

“I think this has the potential to be something very positive for the area with the proper conditions,” said Town Meeting Member Peter Z. Manoogian, Sr., a Ballard Street resident who lives near the proposed project site.

Hilco Redevelopment Partners is under contract to buy three parcels on Route 107 near the Wheelabrator trash-to-energy incinerator. HRP is seeking approval to redevelop the 7.2 acre site from its existing use as an auto body shop and scrap yard into a modern, light industrial facility.

“HRP believes the Property offers an exciting opportunity to revitalize Saugus’s southern industrial district and bring additional commerce to the town,” according to a document submitted to the Planning Department last fall. “HRP, in conjunction with the town of

Future tenant uses envisioned by HRP include package processing and distribution, food and beverage processing and distribution and other light manufacturing and distribution uses that benefit from being in close proximity to the Greater Boston Area.

“HRP would not seek to tenant the facility with heavy industrial uses that would be inconsistent with the surrounding uses, but instead seeks to attract a light industrial user with strong credit, while jointly enhancing the aesthetics of the site,” according to the Development Plan Overview prepared by Hilco.

If the project goes forward, company officials say they could begin work on the build-

ing by early next year.

“I think it’s a great opportunity to clean that area up,” Selectman Michael Serino said.

At the same time, he expressed concerns about potential truck traffic through the area.

Manoogian said town officials could address potential traffic concerns by indicating what streets should be closed and indicating the hours of operation.

Town officials are also in a position to decide what uses they don’t want to see at the site, according to Manoogian.

“The neighboring parcels are being used for industrial purposes,” according to the Hilco document. “The site directly south of the property is owned

by Wheelabrator and is used as a power plant that converts waste to energy. Across the street from 140 Salem Turnpike is a series of metal warehouses, an auto body shop and a gas station. Across the street from 150/20 Salem Turnpike are additional metal warehouses and other industrial buildings.”

The District Review Report “By 2021, all students will attend a new, renovated or renovated/expanded school with up-to-date facilities” (Editor’s Note: This is part of an ongoing series of stories about the “District Review Report of Saugus Public Schools” recently issued by the state Department of Elementary and Secondary Education. Today’s article looks at the community’s unprecedented commitment to rebuilding Saugus Public Schools.)

A

t the midway point of its 65th and final academic school year, the current Saugus High School stands at the crossroads of a major renaissance of the town’s public education facilities.

“As part of a comprehensive restructuring of its educational model, the district has secured funding for construction of a new middle/high school building, an addition and renovations for another school, and renovations to one other school building,” a state Department of Elementary and Secondary Education report notes.

“By 2021, all students will attend a new, renovated, or renovated/expanded school with up-to-date facilities,” it concludes.

That may be the most positive outlook detailed by the state Department of Elementary and Secondary Education (DESE) in its 90-page document titled the “District Review Report of Saugus Public Schools.”

The District Review – a process that every school district undergoes periodically (Saugus Public Schools had its last one in 2010) – is used to assess a school district’s strengths and weaknesses and offer recommendations that can be used to make significant improvements in a school system.

Those are the observations of a team of educational consultants that visited the school district for a four-day period back in March as part of its research

for the report.

“The review team has a deep appreciation for the degree of effort involved when any district takes on the construction of a new school, let alone when a district takes on the renovation or rebuilding of all its schools simultaneously – something that the review team has not seen before,” the report notes.

“With the use of 6 school buildings, 3 of which are over 50 years old, the district has found that maintaining and operating the older buildings is an inefficient allocation of education resources,” it continues.

“The district hopes to find significant savings in building operations and maintenance when grades are reconfigured, enabling the district to locate pre-kindergarten through grade 12 in just 3 buildings, and close the 3 older buildings,” it continues. “The district uses 6 school buildings and an administration building that range in age from 18 to 123 years old; while most have had recent renovations, Oaklandvale Elementary School is 57 years old and has not had improvements.”

The path toward a bright educational future changed dramatically for the Town of Saugus in June 2017 when Saugus voters approved two debt exclusion articles by margins exceeding 70 percent of the voters who went to the polls. In the first debt exclusion article, the town sought voter approval to fund the town’s portion of the new middle/high school construc-

tion. The Massachusetts School Building Authority (MSBA) is paying for 57.7 percent of the project’s $160,720,000 cost, with the town paying the remaining $68,000,000.

The second debt exclusion vote was for the consolidation of four elementary schools into two. This move will cost the town about $25 million for an addition to one school and renovations to both. MSBA funding was not available because the preschool and administrative offices were located in these buildings. With this vote, the town has committed to pay for the entire addition and renovations.

“District leaders and town officials said that they and their many civic allies were able to secure the strong support of the Saugus voters through an extensive outreach effort to parents, local businesses and organizations, senior citizens and churches, among other groups,” the report states. “Impact: Through a cooperative and comprehensive approach, district leaders and town officials have advocated for and made possible the reconfiguration of grade levels in newer, well-equipped, and adequately sized school buildings that can support educators in their effort to provide a 21st century education for all students.”

But while the new Saugus Middle-High School remains the centerpiece of the rebuilding the town’s school facilities, a host of measures are needed to promote academic success.

However, we wish it to be clear, that we do NOT want to see any suggestion from this committee that: More ash needs to be added beyond the permitted 50’ height in order to close the landfill or advocates or presents a position that Wheelabrator will bring forth more money to Saugus if a site assignment is granted by the Board of Health for vertical expansion or expansion beyond now permitted areas. We do not want to see any “quid pro quo” negotiating by this committee that will result in landfill expansion. This would be inconsistent with the role of the Board of Health as well as the stated policy of the Board of Selectmen.

It is our hope that said committee will include representation from our delegation and that the Board of Selectmen insist that any meeting be held in accord with the Open Meeting Law. We respectfully request that the Board pass a motion indicating that you do not want to see this committee go beyond its stated purpose of closure, that it include representation from our delegation, and that all meetings will be open to the public.

ASKS | from page 1 Q: Lisa, please tell me about your first encounter with yoga, how you got into it.

A: I started yoga actually when I was a teenager. And when you are a teenager, you can go through a lot of insecurities in your life. I found when I went to my yoga mat, it was a place that I didn’t feel judged … a place that I could just be and take a breath. That’s what started my love affair with yoga. And eventually through the years, since I came to love it, it was so amazing to me that I wanted to share it with others. I wanted to become a yoga teacher and share that with people, and to kind of break down the walls that you have to do certain things to go to yoga or be a certain type. Yoga is for everybody. You can come as you are. Yoga meets you where you are.

Q: But you have to wear loose clothes, right?

A: Yes, because you want your body to be able to move.

And a yoga mat becomes your space, so you need a yoga mat.

But I am saying – mentally and physically – you just come as you are.

Q: Do some people come dressed up?

A: No. No one has ever come dressed up. Some people come in yoga clothes; some people may just come in shorts; they come in what they are comfortable wearing. And that’s part of it – what are you comfortable wearing on your body.

Q: So, nobody really comes dressed formally?

A: No. Q: So, I guess jeans might be considered formal in yoga?

A: Maybe. But jeans would restrict your body a little more.

And you want to feel that freedom in movement. You want your body to move freely, so there are no dresses, no ties.

I wouldn’t recommend those!

Q: Now, how did you get to Saugus? You are a Revere native and your husband is a Revere native.

A: Yes. My husband grew up in Revere. His family and he moved to Saugus … he might have been in his early 20s. And I started to be in Saugus a lot, and I started thinking, “This is a wonderful place and I’d love to raise my family here.” So, one day we started looking for a home, and we found a home that we loved, and we loved the community, so we moved here.

And I’ve been so happy here in the Saugus community. My husband’s momma is still here in Saugus. And I love it here.

There’s a sense of strong community, and the more people I meet, I strengthen the beauti-

Saugus YMCA announces annual 5k road race T

he Saugus YMCA is pleased to announce that its annual 5k road race, Not a Walk in the Park, will take place at Breakheart Reservation on April 25. The Saugus 5k race is the first in the 2020 YMCA of Metro North Road Race Series which attracts more than two thousand runners from the areas around Lynn, Melrose, Peabody and Saugus each season.

“We are thrilled to kick-off the association’s series once again in Saugus,” said Saugus YMCA Executive Director Jen Conway. “Last year, we had a recordbreaking 300 runners, and we hope to exceed that in 2020. The top finishers always get the best prize of winning, but

everybody benefits as the proceeds go directly to fund YMCA of Metro North scholarship programs.”

In 2019 the Saugus 5k raised nearly $10,000 in scholarship funds for the association. Overall, the association received $55,000 in registration fees and sponsorships from the Road Race Series to support its charitable programs that remove income barriers for people who want to access YMCA of Metro North programs and services. A.J. Rose Carpets & Flooring in Saugus and Burlington will once again sponsor the series.

The YMCA of Metro North Road Race Series brings together area communities to run for YMCA causes. The series will

continue with the Lynn YMCA’s Stride Along the Tide at Nahant Life Saving Station on May 30; Torigian Family YMCA in Peabody will host its Beat the Heat 5k on July 9; and the Melrose YMCA will finish the 5k series with the Spooky Sprint on October 31. The Torigian Family YMCA also hosts a half marathon and two-person relay on November 21 to support its LiveSTRONG at the Y cancer survivor programs.

The inventor of football

W

alter Chauncey Camp, known as the “Father of American Football,” was a player, coach and sportswriter of the game we know as football.

He was born April 7, 1859, in New Britain, Connecticut, and died on March 14, 1925 in New York City at the age of 65.

He got his ideas from the game of rugby, deciding that the game needed more skills than just scrimmages and laterals, along with kicking the ball. He created the football scrimmage, kickoffs and a system of downs. Along with contemporaries John Heisman, Amos Alonzo Stagg, Pop Warner, Fielding H. Yost and George Halas, he and the

group built the original rules of our game of football. They also used ideas from soccer (football to the world) as important parts of the game.

Born in New Britain, the son of Leverett Camp and Ellen Sophia (Cornwell) Camp, he was of English descent. His first immigrant ancestor was a colonist, Nicholas Camp from Essex, England, who arrived in colonial Massachusetts in 1630 and quickly moved to Connecticut. Camp attended Hopkins Grammar School in New Haven and matriculated to Yale College in 1875, graduating in 1880. During his Yale years he was a member of Delta Kappa Epsilon fraternity, the Linonian Society, and Skull and Bones. He started in Yale

School of Medicine in 1880, but his studies were interrupted by an outbreak of typhoid fever and he left in 1883. Then he worked for the Manhattan Watch Company in New York.

He played for Yale College from 1876 to 1882 as a halfback.

Nathaniel Curtis who played for Harvard took one look at Camp at only 156 pounds and told Yale captain Gene Baker, “You don’t mean to let that child play, do you? He will get hurt.” Camp worked for the New Haven Clock Company beginning in 1883 and worked

his way up to chairman of the board of directors. On June 30, 1888, he married Alice Graham Sumner, who was the sister of the sociologist William Graham Sumner. The couple had two children: Walter Camp Jr. in 1891 and Janet Camp Troxell in 1897. Junior also graduated from Yale and was elected to the Scroll and Key Society.

Walter became the Yale coach in 1888 and remained until 1892. He then travelled west to coach Stanford University as their coach in December of 1892, and then again in 1894 and 1895. The University of Chicago under Amos Alonzo Stagg defeated the Stanford team under Camp on Christmas Day 1894, 24-4, in San Francisco in an early intersectional game.

Camp served on various collegiate football rules committees that developed the game as we know it today. In English rugby football a tackled player, when the ball was “fairly held” had to put the ball down immediately for scrummage.

Camp proposed at the U.S. College Football 1880 rules convention that the scrimmage line for football be replaced with a line of scrimmage when the player was taken down and the ball restarted with uncontested possession.

Among his other inventions were the snap back from center, the system of downs and a points system as well as a system of offensive alignment of a seven-man line, a quarterback, two halfbacks and a fullback.

He also developed the idea of a safety where a team downed in their endzone would give up two points followed by a free kick from the 20-yard line.

Camp was a very active writer while he was a full-time employee of the New Haven Clock Company, a Camp family business, and an unpaid advisor to the Yale football team. Most of his books had to do with football; he wrote

nearly 30 books and articles for national magazines, such as Harper’s Weekly, Collier’s Outing, Outlook and The Independent. He added articles for youthful magazines, such as Youth’s Companion and Boys’ Magazine. He selected the first annual All-American Team. Because his All-American teams were dominated by Ivy League players, colleges around the country objected loudly that he and his accomplishers only saw only Eastern college players; the teams did not constitute the complete players capable of being among the best. The Mansfield News, a newspaper in Ohio, ran an article headlined “All-American Teams of East Are Jokes: Critics Who Never Saw Western Teams Play to Name Best in Country – Forget About Michigan, Minnesota, and Illinois.”

Camp was a proponent of exercise, not only for his footballers; during World War I he worked as an advisor to the United States military, devising a regimen to help servicemen become more physically fit. Both the Army and Navy used the programs that Camp labeled “daily dozen set-up,” 12 simple exercises. In 1921 he started a system called “Musical Health Builder,” morning setting-up exercises for wider groups, and in 1922 his system was added to the new medium of radio.

He captained Yale in 1878.

His coaching record at Yale was 67 wins and two losses with his team winning four national championships. When he went to Stanford, an independent team at the time, his team went 12-3-3.

As a writer of nearly 30 books and more than 250 magazine articles, Camp was able to create interest in sports in general and football in particular. Camp was inducted in the College Football Hall of Fame in 1951, and his accomplishments live on today.

ASKS | from page 7 ful connection that I love. And the more people I meet, the happier I am here. It’s kind of like you always want to be in a place where you know people and that you feel welcome. And that’s how I feel here.

Q: So, how many years have you been teaching yoga?

A: I just graduated from yoga teaching school in May 2018, so I want to say that I’ve been teaching not even a year yet.

Q: But you have been doing it since high school?

A: For my own practice; I’ve been practicing myself. It wasn’t continuing through the years. I kind of left it and went back, and then I started to dedicate myself to it, and that’s when I said I really want to be able to teach this to people. But I started when I was very young – exploring it.

Q: And now you are teaching a yoga class at the Saugus Public Library. So, how did this class evolve at the library?

A: When I came to Alan [Saugus Public Library Director Alan Thibeault], I wanted to go to a place where I felt comfortable.

The library has always been very supportive of me. I started a book club here about eight years ago, and the library was very supportive, so I said – I went to Alan to see if I could

Q: What is the composition of about it and decided we would try it for a month to see how it this class? The age range?

A: All ages; I’ve had all ages; goes. And the feedback and the people coming was good, I’ve had people in their 20s all and we said we would try it the way to people in their 80s. for another three months, and And I love it. Yoga is for every now people are coming every age, men and women.

Q: Is it mostly men or mostweek and also they are getting to know each other off the mat, ly women?

A: Mostly women. Some men and friendships are evolving, so it’s that sense of community do come, and that may be anagain. That’s what I wanted to other misconception – that bring – a sense of community yoga is for women – but that’s – because I think we all want- not the truth at all. Yoga is for

everybody. But mostly women are coming right now. I’d like to see more men come to the class, though.

Q: And the biggest class that you have had so far?

A: It was probably almost 25 people. Yes, and during the warmer months, there’s more people, and in the winter, it kind of goes down a little bit.

But in the warmer months, it’s been a larger class consistently. And I love it. I love it. I receive so much from the people that come to class.

Q: And you have regulars now?

A: Regulars – yes – so if I don’t see someone for a week now, it’s “Where were you? Is everything okay?” When they check in, you get to know these people off the mat. So, yes, I have regulars, and some of it has developed into friendships. And I love it.

Q: And, most of these people, they never did any yoga before?

A: A lot of people, when I come and meet them for the first time, I’ll ask them if they’ve done yoga, and a lot of them say “No.” Some people have but haven’t done a lot of it, or they have stayed away from it for years and they want to get back into it, so once again, it’s all different levels, which is awesome, too.

Page 9 Q: Do you have any town officials come for it?

A: I haven’t that I know of.

I haven’t, but I’d love to see them.

Q: Maybe you could get the town manager or some of the selectmen to come and relieve some of the stress.

A: Yes! If he [Town Manager Scott Crabtree] is going to read this – come, come, come!

Q: Sure, because it does benefit people who have stress.

A: Of course. It benefits people who have stress. It lowers your blood pressure. It calms the mind – if you have any type of anxiety. It teaches you how to love and respect yourself.

I think that’s one of the most important things in yoga because in society, our minds are going constantly, and we have somewhat of a disconnect to our own bodies, and yoga will bring you back and center you, and you can just relax with who you are, and that’s where the self-acceptance comes in, and self-respect and body awareness. That’s for everybody – if you are a town official or you’re a woman – that’s for everyone.

So, yes.

Q: And there’s no charge?

A: No, no charge! Just bring your mat and dress comfortably and bring some water.

ASKS | from page 9 blanket, because at the end of every class we close with something called Savasana, and you just lay down for a period of five to 10 minutes, and you just let your body and mind rest, so at that point, some people may want to cover themselves with a blanket or put a pillow under their head, and I like people to be comfortable so they can really relax. Just take whatever you need for yourself.

Q: So, you have special music playing during the yoga?

A: I always have special music, and it’s usually instrumental. Sometimes I will have lyrics and songs, but generally soft music, non-distracting music. And I always have aromatherapy in the class, and I always have two of them going, and I try to put the smell of

THE SAUGUS ADVOCATE – Friday, January 24, 2020 certain oils in that will go with the theme of what I’m teaching, so if I’m teaching more of a grounding practice where you are standing strong, I’ll do more of a grounding smell – like cinnamon or something like that. So you are experiencing this class through all of your senses: your smell, your hearing, through touch. That’s why I call it “The Yoga Experience.”

You can experience everything.

Q: So, you average how many students a class?

A: Probably during the last couple of weeks during the wintertime, maybe there has been 11 or 12 steady, and this will be the first winter that I have done this, because I started last March, so that’s steady.

I remember one night it was snowing and the library was still open. I didn’t think anyone was going to come, and there

were eight people, and I was so happy. So, the turnout is consistent, but sometimes in the winter, you don’t want to go out after work. I get it. But a lot of times, like in the early fall or summer, it was like 15 [people] a class; at least 15 a class.

Q: And some of the students just keep coming? So, you’ve had some of the same people since the inception of the class?

A: Yes. It’s amazing. And to watch people evolve …

Q: So, who is a good candidate for your class?

A: Anyone who wants to get in touch with themselves; anyone who wants to connect back to themselves.

Q: Personal issues? Personal struggles that they are going through?

A: Yes. Anxiety – if you’re dealing with anxiety – if you’re feeling overwhelmed in life and need to

take a breath; or if you are feeling like you are being judged.

If you have any kind of physical stress in your body – there are so many things you can reach upon to get you to start your practice, and then it can reach you on so many other levels.

Q: What are the major benefits from going through the class and getting into yoga?

A: I would say the final thing – you start taking yoga off the mat, and what I mean by that – you start when you are in a pose, and the pose may be a little challenging for you … and your will and your courage come into that: You start taking it off the mat. Or if the pose is a little too challenging, you’ll say “This isn’t right for me.” It’s more about self-respect that you learn through the poses on the mat. And it’s yoga off the mat that you start taking

with yourself. And it’s amazing.

Q: Can it lead to weight loss?

A: It can lead to weight loss for the reason of body awareness. The practice I do is more of a basic class. It’s not a very vigorous practice, so you’re really not going to get a lot of weight loss from that type of practice. But it’s going to give you a lot of body awareness, and you will start paying attention to what your body needs.

And to me, that’s the secret of taking care of your body and nourishing it the right way.

Q: Like, it gets into diet?

A: It does. When you respect your body and where you are, then you want to feed it things that are going to be healthy for you, so it all kind of just follows. From that pose, from that breath, it’s a journey.

ASKS | from page 10 Q: And it makes your body a little more flexible?

A: Yes. And that’s something that I have learned – that the older I get – I know our body loses flexibility as we get older, so we do have to try to do things to bring that flexibility back. So, yoga keeps you flexible; it keeps you limber, and it keeps you strong – mentally strong, too.

Q: What’s the average length of the class?

A: Sixty minutes. And let me tell you how the class goes, how I do it. Usually, I do a warm-up where we are just lying down and we just connect with our body and our breath.

We give ourselves a moment to come into the space, then there’s a gentle warm-up of the body. You slowly bring them up to sitting, and then to their knees and a few postures there, then to standing.

We’ll do some balance poses, then we work our way down to the mat again, and it ends in the Savasana, which is that final resting pose, so it’s almost like the journey of life. You wake up. You go through lots of twists and turns, but you got this – you can do this. Savasana can sometimes be the pose that people don’t want to be in.

I always say it’s the most impor-

tant pose in the class because your mind and body acclimate to everything that you did; it’s the most important pose in the class. The most important thing in yoga is to connect to your breath and respecting who and where you are. It’s not just the poses. Those come after. It’s self-love and respect for yourself. That’s what I try to emphasize in the class.

And the feedback has been really good.

Q: Now, you mentioned that you have a lifelong passion for yoga.

A: Oh, my gosh, yes. I have a lifelong passion for yoga because it always brought me to that place where I couldn’t find, to that place on my mat, and when something makes you feel that good, you want to share it with others. And also what I find in yoga – it’s very liberating. We put these layers of a protective shell on us, and in yoga, pose by pose, breath by breath, it kind of gets rid of those shields we put up. It reveals who you are, and it’s very liberating at the same time. It’s very freeing to people. It just says, “This is who I am.” So, how can I not love it? And I’m so passionate about it, and sometimes my husband will say, “Lisa, can we talk about something else today?” because I’m so passionate about it.

Q: So, are your husband and son into the yoga?

A: My son’s not. Sometimes with my husband – I will do some yoga with him at home and he comes to the classes here, too. One thing I have to say about him: He’s been my biggest fan and supporter through this whole thing, and, when I started teaching, the one thing he used to say to me all the time – “You’re smashing. You’re smashing.” So, he gave me that love and support I needed.

Q: And how long will the class last?

A: As long as Alan says I can do it and as long as people want me to come. I always say “I’m here. I don’t want to go anywhere.” So, if I keep seeing that people want me back, I’m going to continue it. I don’t want it to end. I want it to keep going.

Q: So, if you get the same people after a while, you will probably have advanced classes?

A: I don’t know. I want people to be challenged, but I tell them to respect where you are.

In the future, we’ll see; we’ll see about that – where it goes.

Q: You mentioned something to me earlier about issues in tissues.

A: There are issues in our tissues. It means that as we go

through lots of experiences in our life – and some of them are wonderful and some of them, maybe not so wonderful – but each story, each experience, gets stored in our body, so as we come into a yoga class and maybe we open up into a certain pose, we tap into a certain part of the body where that story was actually stored. And then it becomes revealed to us, and it opens it back up, and we finally come into that place where we experience that story fully, and it’s revealed, and we can free ourselves from that story and from that situation.

And it’s very liberating.

Q: What’s the main thing that you would like to emphasize about this class that you started a year ago?

A: It’s for everybody. It’s for everybody, and just come exactly as you are and do what you can. Yoga is for everybody.

Just come and try it out and experience it for yourself. That’s the main thing. Yoga is such a personal experience and a personal journey. If you come here, it’s really up to you for the rest of it. I just kind of bring you into the space, and you take it from there. That’s what it’s all about.

Q: Anything else that you would like to share? Anything more that you want to stress about the class?

Page 11 A: Come. Just come. I tell people when they first come into this space … even if you’re not feeling up to doing the poses, just come and lie down on your mat and connect to your breath.

Connect to the energy in the room. Just be where you are and give yourself that nourishment that you need, and if you need a rest during the class, you take a rest. Just come and experience it for yourself and take it from there. Don’t have any expectations of yoga; just come and see. And, hopefully, they will like it and stay and come back every week, I hope.

I have received the greatest gift I have received in my life. I get to follow my passion and bring it to others.

n Sunday, January 12, K&K Hootenanny hosted a Princess Tea Party at the Saugus Italian American Club. More than 90 girls – dressed as little princesses – attended with their families to meet their favorite Disney Princesses. The girls decorated tea cups, crowns and cupcakes while also collecting

autographs and pictures with each princess. The Disney Princesses, who were represented by Saugonians Kylie McCullough, Kali and Nina Penachio, Ava Almquist, Madison Casaletto, Skyla Furey, Jasmine Winn, Ruby Mower and Kat Schena, truly made the event memorable for each little girl.

Saugus girls’ basketball team looking stronger as season progresses

ince opening the season at 2-2, the Saugus High School girls’ basketball team has not suffered a defeat. The Lady Sachems have won six straight as they prepare to take on always-formidable Danvers this Friday at home.

Coming off a convincing 6833 home win over Gloucester last Friday night, the Saugus girls should be confronted with a mightier challenge against Danvers. “[It] should be a great test.

They have played many competitive games this year, so they are certainly battle-tested,” said Saugus head coach Mark Schruender. “They play a lot of zone defense and run the floor well in transition, so our ability to pass and also get back on defense will be tested.”

If recent history between the two teams is any indication, Friday’s contest promises to be a tight, hard-fought affair. “It should be a really good game and always is when we play them,” Schruender said. “We shared the [Northeastern Conference North] division title last year, so the recent history of the programs suggests it should be competitive.”

Saugus boys’ basketball team falls at Gloucester The Saugus boys’ basketball team will look to try and get its season back on a winning cycle when it travels to face Danvers today. Saugus’s last result was a 53-48 defeat at Gloucester last Friday night. The Sachems stood at 3-9 overall entering this week’s action.

Due to the Sullivan Rule, the

team has already been awarded a playoff seeding. The rule stipulates that any team with a .500 or better record against higher-division schools during the regular season receives an automatic tournament bid. Saugus received a bid last season despite winning just four games.

After playing Danvers, the Sachems return home for a battle with Marblehead on Tuesday.

Sachems hockey team falls to 1-8-1 Coming off a very encouraging effort against Peabody two weeks ago (a 3-3 tie), the Saugus hockey team couldn’t carry the momentum of that effort forward. The Sachems managed just two goals in two games in suffering losses to Swampscott (51) and Gloucester (4-1) last week.

Saugus’s record dropped to 1-8-1 as a result, and earning a berth in the playoffs appears to be a near impossibility at this stage. Still, the Sachems will try Saugus players Kiley Ronan and Jill Ricupero battle for a loose ball against Salem. to get things turned around.

Navs Sign Two Northeastern Huskies to 2020 Roster L

YNN - Another one of the Boston area’s Division 1 programs will provide the North Shore Navigators with two players for their upcoming 2020 summer season in the Futures Collegiate Baseball League.

The two newest additions to the Navigators are pitcher Thomas Balboni and outfielder Ryan Cervone from Northeastern University. President and General Manager Derek January made their signings official on Thursday, meaning that North Shore will welcome members of the Huskies to its roster for the third straight year.

A 6-foot-4, 170-pound native of Naples, Fla., Balboni captained Barron G. Collier High School to a district championship and Naples Daily News All-Area honors in 2019. He struck out 57 batters in 49.1 innings, posted a 1.90 ERA and held opponents to a .220 batting average during a senior season that included victories against two nationally-ranked programs. Balboni also pitched and played first base at Saint John Neumann High School for three years.

Budget Deficit Capitulation: Our Spending Problem

uring the week before Christmas, Congress rushed a spending bill into law.

Two spending bills were introduced that Monday, a flurry of political horse-trading ensued, numerous porkbarrel favors were hastily added, and–presto–by Friday Congress had approved $1.4 trillion in discretionary spending. Treasury and budget officials acknowledge that future deficits will now rise more than earlier anticipated.

The American people responded to the new spending bill with a collective yawn. A deep national apathy toward the national debt has settled in. Few people care anymore. President Trump may care on a personal level, but as a

political pragmatist, deficit spending is one battle he has chosen not to fight.

Even those of us ashamed of how our youth are being progressively swindled by federal deficit spending have resigned ourselves to the fact that our government has a debt addiction.

The signs that Uncle Sam would further enlarge fiscal deficits had been unmistakable. As I wrote in November, the GOP-sponsored “Prevent Government Shutdown Act of 2019” was a sign of capitulation by former deficit hawks. It was clear then, if it hadn’t been before, that an expansion of deficit spending was virtually a done deal.

Now that the spending increase has happened, I’m not here to howl or protest.

I emphatically think it was wrong, but what’s done is done. However, there are

a couple of ver y important numbers that I wish to call to your attention now. I hope that you will remember them the next time President Trump or some other non-socialist president calls for lower tax rates and the left argues against them.

I’ll give the numbers to you in two forms, only the second of which I hope you will commit to memory: In Fiscal Year 2018, President Trump’s first full year in office, federal revenues were $3,329 billion. In Fiscal Year 2019, the first full year during which Trump’s corporate and personal income tax cuts were in effect, federal receipts totaled $3,462 billion. To be more specific, federal revenues from income taxes decreased; however, the lower tax burden on the private sector contributed to an increase in the number of

Americans working. That, in turn, increased federal revenues from FICA payroll taxes. Furthermore, increased economic activity boosted federal revenue from excise taxes.

Critics were too hasty to claim that tax cuts inevitably shrink federal revenues.

Receipts may decline from some taxes while still rising overall. And even if overall government revenues fall, so what? All that means is that people get to keep more of their own income.

Now here is the set of numbers I hope you can remember: Federal revenue increased four percent last year over the previous year, while federal spending rose eight percent. This points to a simple, irrefutable arith-

metical truth: The reason the federal deficit is rising is not because tax revenues are falling–they are not–but because spending is rising at a faster rate.

Back in the 1980s, critics on the left claimed that President Reagan’s supplyside tax cuts caused deficits to rise. Not so. Then, as today, federal revenues actually increased substantially after the tax cuts (rising from roughly $600 billion to $1 trillion), but federal spending increased even more. Inevitably, then, deficits rose.

The bottom line remains: Th e fe d e r a l d e f i c i t i s a spending problem, not a revenue problem. Don’t ever let anyone tell you anything different.

Recent Masshealth Medicaid Annuity Case

A

January 16, 2020 Middlesex Superior Court decision was decided against MassHealth with respec t to a M edicaid annuity policy owned by the community spouse that named the Commonwealth of Massachusetts the primary beneficiary “to the extent of benefits paid”. The plaintiff’s father had purchased a Medicaid annuity providing him with a monthly benefit for a period of time that was deemed actuarially sound.

The plaintiff’s mother was approved for MassHealth long-term nursing home care benefits on July 23, 2015. She is still residing in the nursing home. The plaintiff’s father died in December of 2016 with payments still remaining on the annuity policy.

Nationwide Insurance paid the balance of the annuity policy to the Commonwealth of Massachusetts. The plaintiff brought an action as the contingent beneficiary under the policy in the Superior Court. She argued that since no Medicaid benefits were paid on behalf of her father, she should be the rightful beneficiary of the policy. MassHealth initially approved the application with the limiting language “to the extent of benefits paid”. However, the Court

stated that one could not reason that this language should be construed as “to the extent of benefits paid for the institutionalized spouse” (i.e. his wife who was in the nursing home).

Since the language in the annuity policy did not state that the primary beneficiary was the Commonwealth of Massachusetts to the extent of benefits paid on behalf of the institutionalized spouse, the Court shot down MassHealth’s motion for summar y judgment and ordered MassHealth to return the remaining annuity proceeds to the plaintiff. The father, who was the annuitant of the policy and who died, never received MassHealth benefits.

Going forward, MassHealth has 60 days to appeal this case. The Superior Court judge wrote an excellent opinion and, in my view, the odds of a successful appeal are not great. That being said, at a minimum, it would seem as though we should be able to rely on this case when advising on the purchase of an annuity in being able to name the Commonwealth of Massachusetts the primary beneficiary only to the extent of Medicaid benefits paid on behalf of the community spouse. It seems to me that it is still too early to know whether or not we will be able to name the children as primary beneficiaries from the star t and not name the Commonwealth of M assachusetts as a beneficiary at all, as long as it is the community spouse that is purchasing the Medicaid annuity policy.

District Reviews consider carefully the effectiveness of system-wide functions, with reference to the six district standards used by DESE: Leadership and Governance, Curriculum and Instruction, Assessment, Human Resources and Professional Development, Student Support, and Financial and Asset Management. Reviews identify systems and practices that might be impeding improvement as well as those most likely to be contributing to positive results.

The district is emerging from a period of discontinuity and frequent transition in the role of superintendent, according to the report. Five superintendents served during the interval between 2013 and 2016. The current superintendent’s tenure of 2.75 years is the second longest in the past decade. In March 2019, the school committee formally extended the superintendent’s contract for an additional three years, offering the prospect of more stable leadership.

Does Medicare Cover Counseling Services?

Dear Savvy Senior, Does Medicare cover outpatient counseling services for its beneficiaries? Since the death of my sister last year, I’ve struggled with depression and anxiety and would like to get some help.

Sad Senior Dear Sad, I’m sorry for your loss. Yes, Medicare covers both outpatient and inpatient mental health services to help beneficiaries with depression, anxiety and many other needs. Here’s what you should know.

Outpatient Coverage If you have original Medicare, your Part B coverage will pay 80 percent (after you’ve met your $198 Part B deductible) for a variety of counseling and mental health care services that are provided outside a hospital, like individual or group therapy, family counseling and more. They also cover services for treatment of beneficiaries who struggle with alcohol and drug abuse.

You, or your supplemental insurance is responsible for the remaining 20 percent coinsurance.

Medicare also gives you the option of getting treatment through a variety of mental health professionals such as psychiatrists, psychologists, clinical social workers and clinical nurse specialists.

To get this coverage, you’ll need to choose a “participating provider” that accepts Medicare assignment, which means they accept Medicare’s approved amount as full payment for a service.

If you choose a “nonparticipating provider” who accepts Medicare but does not agree to Medicare’s payment rate, you may have to pay more. And if you choose an “opt-out provider” that does not accept Medicare payments at all, you will be responsible for the entire cost.

To locate a mental health care professional in your area that accepts Medicare assignment, use Medicare’s online Physician Compare tool. Go to Medicare.gov/PhysicianCompare and type in your ZIP code, or city and state, then type in the type of profession you want to locate, like “psychiatry” or “clinical psychologist” in the search box. You can also get this information by calling Medicare at 800-633-4227.

Inpatient Coverage If you need mental health services in either a general or psychiatric hospital, original Medicare Part A covers this too (after you’ve met your $1,408 Part A deductible). Your doctor should determine which hospital setting you need. If you receive care in a psychiatric hospital, Medicare covers up to 190 days of inpatient care for your lifetime. And if you use your lifetime days but need additional care, Medicare may cover additional inpatient care at a general hospital.

Additional Coverage In addition to the outpatient and inpatient mental health services, Medicare also covers yearly depression screenings that must be done in a primary care doctor’s office or clinic. Annual depression screenings are covered 100 percent.

If you have a Medicare prescription drug plan, most medications used to treat mental health conditions are covered too.

Medicare Advantage If you happen to get your Medicare benefits through a private Medicare Advantage plan, they must provide the same coverage as original Medicare does, but they may impose different rules and will likely require you to see an in-network provider. You’ll need to contact your plan directly for details.

The candidacy for police chief is currently open for all police lieutenants who want to apply. If the position doesn’t field four lieutenants, it will be opened to sergeants.

getti has been serving as interim chief for more than a year since the retirement of Police Chief Domenic DiMella.

Work will begin within the next 30 days on the town wide Master Plan. Selectmen have cited this project as a top priority this year and an important document that will guide town governments and residents into the future.
