rooklyn residents and organizations are coming together and focusing their philanthropic efforts after the impact of hurricanes Irma and Maria on Puerto Rico and the U. S. Virgin Islands.

Brooklyn Borough Hall is accepting supplies and donations for both locations. The Bridge Multi-Cultural Project, located in Flatbush, Brooklyn, sponsored an emergency five-hour relief

drive for Hurricane Maria in Puerto Rico and the US Virgin Islands on October 1, 2017. Over 200 people donated food, clothing, shoes and nonperishable items.

The relief drive sponsors included the American Council of Minority Women, Haitian-American Caucus, YemeniAmerican Associates, Rabbinical Council of America and the New York Rescue and Response Team. Airbnb is on an “emergency host drive” so that ➔➔ Continued on page 2

The killing of 59 people and injuring over 500 in Las Vegas on Sunday evoked reactions across the country.

“We awoke this morning to news that over fifty American souls were murdered and over five hundred have been injured. I offer my prayers for peace and comfort to the families of those who have been killed, and for those fighting for their lives, that they may make full recoveries. I thank the first responders and medical staffs who have worked to prevent further loss of life.”

“Right now, such prayers are needed, and mine join a chorus across the nation. And when we offer our support to the victims and their families, when we as a nation come together to support those affected, we must also take meaningful action to prevent further violence, to protect the would-be victims of future violent acts. he worst impulses of spirit that caused the horrific massacre in Las Vegas, where 58 people were killed and 489 more injured, was countered by revealing the selfless and heroic response of everyday people and the professionalism and teamwork of the hospital trauma unit and first responders. They represented the best in us in the face of heavily armed terror.

The images of the legal weaponry with legal modifications scattered around the hotel room looks like something fit for a war zone, and yet, if history is any guidance, there will be absolutely no gun control response, except perhaps postponing the bill and allowing the purchasing of silencers, the only item (thankfully) missing from the shooter’s arsenal.

We are all told to be surprised by the ordinariness of the shooter, a 64-year-old, retired accountant. A white male, quiet, worth

a couple of million, liked to gamble, lived in a retirement community. Being not Black or Brown or religiously impaired, MSNBC’s Christopher Hayes called his behavior “resistant to meaning”, because it fits none of the convenient profiles of someone placing no value on human life. And yet he does fit a profile, because he is not unlike people we see every day; the difference is that they are able to work in the open and indulge their pathology as well. Take the Secretary of the Environmental Protection Agency, climate change denier Scott Pruitt for example. He is systematically destroying or disabling every environmental regulation he can. All the science says those actions lead to flood and famine, mass migrations, storms and death, but he does not care about the science because as the definition of a sociopath says, he “lacks a sense of moral responsibility or social conscience”, although he seems like an ordinary guy.

However, Pruitt is only one example of the many such people being placed

throughout this administration and the adage “a fish rots from the head” has never been more true than now. Every utterance he makes proves Donald Trump to be a man in deep emotional distress, a sociopath unfit for the office he holds. The most current examples, and this is only in the last week, begins with him blaming San Juan Mayor Carmen Yulín Cruz, who was wading in waist-high water to help people, for being “nasty” to him when she begs for help for the island’s 3.5 million American citizens.

And then, setting the U.S. Virgin Islands aside entirely, on his day-trip to Puerto Rico he left no opportunity to congratulate himself to say what a great job the administration is doing and how much everyone thinks he’s doing such a great job. He goes on to say how Hurricane Maria was not as bad as Katrina because fewer lives were lost. And when speaking to community leaders, people trying to deal with the devastation he says, “I hate to tell you Puerto Rico, but you’ve thrown our budget a little out of whack,” driving Mayor Cruz to say, “I would hope that the President of the United States stops spouting out comments

VOL. 21 NO. 40 that really hurt the people of Puerto Rico because rather than commander in chief he sort of becomes miscommunicator in chief.”

Speaking about miscommunicating, the NY Times reported that he tweeted the following with nuclear war implications: “I told Rex Tillerson, our wonderful Secretary of State, that he is wasting his time trying to negotiate with Little Rocket Man,” Mr. Trump wrote, using the derogatory nickname he has assigned to Mr. Kim. “Save your energy Rex,” he added, “we’ll do what has to be done!” This is not a well man who can only be made to sound sane when he is reading from a teleprompter. Otherwise, he grabs some words and tells us what is on his mind and his staff, the citizenry and nations around the world shudder and Republicans in Congress hide.

We can only hope that Robert Mueller hurry and indict the President and hopefully flush out the Republicans to impeach and rid us of this dangerous man. I know that leaves us with Mike Pence, but sometimes the devil you know really is worse than the devil you get.

Concerned about low media attention given to the US Virgin Islands, Tim Duncan, retired NBA champion, donated $250,000 and “made a pledge to match the first $1 million donated to the Virgin Islands Relief Fund”.

On September 14, 2017, Tim Duncan and former NYC Mayor Michael Bloomberg held a press conference in St. Thomas to put a spotlight on the US Virgin Islands’

reconstruction, medical and food relief needs. Media outlets such as PBS News Hour, People magazine, Vibe magazine and the Washington Post have done pieces about how the US Virgin Islands’ residents “feel forgotten”.

It is commendable how quickly Hispanic/Latino organizations in Brooklyn rallied quickly to respond to the needs of Mexico and Puerto Rico. The Coalition for Hispanic Family Services’ benefit event designated ticket purchases made between September 26 and October 4, 2017 would go to the Puerto Rican Relief Fund. The Hispanic Federation, in partnership with the Coalition for Hispanic Family Services,

is supporting the UNIDOS Disaster Fund which assists Puerto Rico’s and Mexico’s recovery efforts. Elizabeth Yeampierre, environmental activist and UPROSE Executive Director, keeps Twitter busy with her tweets to the Mayor of San Juan.

Yeampierre considers Puerto Rico to be “the most colonized nation in the world”.

While it is a personal choice where a private citizen donates money and resources, a government agency, whether local or national, ought to be thinking about the much wider public. Although facts are still developing, reports indicate that a gunman shot and killed over 50 people and injured more than 500, making this shooting one of the deadliest mass shootings in U.S. history.

Such hateful, angry action is unfathomable and unacceptable. Let us turn to each other in a spirit of love and healing, not seeking to provide the perfect answer but just be present however someone needs you right now and for all of the days to come.

Cuomo to de Blasio: You Pay the City Hospital Bill ■■ By Kelly Mena, Kings County Politics

N

ew York State Governor Andrew Cuomo called on the city to help fill a lack of federal funding to NYC Health & Hospitals (NYCHH) last week.

Last Friday, the nation’s largest health care provider was unexpectedly informed of a delay of about $380 million in unpaid Medicaid disproportionate-share payments (DSH), due to an “awaiting action” label from New York State’s Department of Health and the Division of Budget.

The payments were due on Sept. 30, the deadline for this fiscal year, but according to NYCHH, the federal dollars have been delayed “for weeks”, leaving the safety-net hospitals scrambling to fill the “gap” in federal funding. The dollars account for one-third of the operating budget for NYC Health & Hospitals, according to hospital officials.

The hospitals expected to be directly affected by the funding cuts are SUNY Upstate Medical Center, H+H, Westchester County Medical Center, Nassau University Medical Center, Erie County Medical Center, SUNY Downstate Medical Center, along with Brooklyn’s city hospitals – Coney Island Hospital, Kings County Hospital in East Flatbush and Woodhull in Bushwick.

Cuomo, in a statement last week, called on the city to use its $4 billion surplus to help provide financial support to the struggling H&H hospitals.

“New York City, with a $4 billion surplus, needs to help H+H. The situation is clear,

the first source of financial assistance for these hospitals must be their associated local governments and SUNY. There is no passing the buck. But make no mistake, if our federal delegation fails in stopping these cuts, they will hurt,” said Cuomo.

Cuomo went on to urge the federal government to release the funds, referring to the incident as a “missile that appears will hit New York this Sunday”. Cuomo went on to blame the Trump Administration in following through with the reduction of the DSH program, the federal program that provides adjustment payments to give additional help to hospitals that serve a significantly disproportionate number of low-income patients.

DSH payments have been the target of reduction for years, starting in FY2014 under the assumption that hospitals’ uncompensated care costs would decline as insurance coverage increased under the Affordable Care Act (ACA), or Obamacare.

According to reports, the federal DSH payments are slated to be reduced by $2 billion in fiscal year (FY) 2018, which begins October 1, 2017. Additional reductions will occur each year through FY2025.

“I expect that these cuts will ripple throughout the health care system and affect virtually every hospital statewide. New York State has a $4 billion deficit and is not in a position to make up funding,” added Cuomo.

However, Mayor Bill de Blasio has already bailed out the failing hospital system when he budgeted for a bailout last April, promising to not close any hospitals or lay off any hospital workers. The city hospitals employ about

The city already pumps $1.8 billion a year into the public hospital system through the mayor and City Council that includes the jail’s health care.

Last Friday, NYC Health & Hospitals (NYCHH) interim CEO Stanley Brezenoff, in a meeting with the board of directors, called the move “perplexing” and was quick to note the financial difficulties the state public health system will incur under the budget cut.

“We have learned that the state is not going to provide in the time frame that we have expected, $380 million, that we have in effect have earned, deserve and have counted on in

our overall financial plan. We do not understand why this money is being held. I’m going to have to take measures to be more stringent on judgement calls around expenditures. And I’m going to have to be more deliberate and selective on judgements surrounding new expenditures,” said Brezenoff.

Brezenoff went on to note that all voluntary and major public hospitals, except for the State University of New York Hospitals and NYC Health & Hospitals, have received their allocations. New York will receive $330 million less in fiscal 2018 and $829 million less in fiscal 2019, according to the state Department of Health.

HURRICANES: PR & USVI Will US territories Puerto Rico and the US Virgin Islands be President Trump’s Caribbean version of Katrina. The world’s eyes are poised on the White House and its inability to provide recovery aid to Puerto Rico and the USVI during the aftermath of two Category 5 hurricanes, the worst ever regarding devastation. FEMA and the Army Corps of Engineers’ recovery response to those islands are inadequate, two weeks after Irma and Maria. Ships with supplies sit idled on PR docks, unable to move cargo to areas of great need.

What happened to fabled FEMA, the American disaster warrior (usually) with a capacity to navigate all manner of damaged terrain? TV networks in PR show the slow levels of PR recovery, mostly in cities. There are zero optics on the USVI – St. Croix, St. Thomas, St. John and Water Island – which is alleged to be in ruins. USVI is predominantly Black-populated? We know that almost 2000 USVI homes are without roofs since the storm and that Trump will not visit the area after his Puerto Rico tour on Tuesday. USVI Governor Kenneth Mapp will meet Trump in PR to discuss the level of devastation in his islands.

Texas and Florida got rapid responses to their post-storm recovery. Why not PR and USVI?

Kenneth Mapp Puerto Rico is a land of 4 million people, and the combined USVI population is about 105,000. Is recovery slow because affected islands are populated by people of color?

There is a similar situation at 833 MAPLE STREET in BROOKLYN, NY. Miss Una is reluctant to take action besides calling 311, however, the construction has gone up 5 floors and water continues to drain into her cellar. The owner has promised to do repairs but this has not been forthcoming.

Them Chickens… They always find their way home.

17,250 people were murdered in America in 2016. Mass shootings, which are shooting incidents in which four or more people are injured or killed, took place 136 times in America in 2016. That’s an average of one mass shooting every 2.68 days. Of the scores of murders that occurred last year, 70% of them were murder by gun.

The gun is a very important instrument in American history. You could say that America was fashioned by the gun, long rifles and muskets were no doubt in the hands of the earliest American pioneers as they ventured into the New World. The Native American never stood a chance against their new neighbors, knives and arrows were never a match for the powerful combination of metal and gunpowder. The slaughter of an entire nation of indigenous people was made possible by the gun, the entire North American territory cleared out by murder and capture.

Perpetual wars followed the immoral seizure of this land. Out of the 241 years of American history, America has been at war in 224 of those years. The first mass gun manufacturing plants opened in Springfield, Massachusetts and Harpers Ferry, West Virginia near the end of the 18th century. Remington, Deringer, these names are synonymous with the American gun industry, a vital industry borne at the dawn of this nation, created to protect all that the pioneers had stolen, and to steal all that the world hadn’t protected.

The gun is at the center of some of the most important points of American history. In 1804, Aaron Burr, who was a sitting US Vice President, shot and killed former Secretary of the Treasury Alexander Hamilton in a duel. The West was won with the gun. The gun nearly tore our nation in two during the Civil War. The gun was used to assassinate President Lincoln, and then to kill his murderer John Wilkes Booth. Prohibition, World

There is so much information coming and going that some moments get lost but are too important to be forgotten. One such time at risk was December 20, 2016 at the United Nations General Assembly. There, representatives of developing nations from around the world rose and spoke with passion honoring the memory of that friend of Africa and health provider to the world, Cuban President Fidel Castro. A few of their thoughts have been captured below. DG

0 Ambassadors — 23 representing their own country, seven representing associations of countries, and collectively representing the vast majority of the people of the world — spoke at a Special Session of the General Assembly of the United Nations in Honor of Fidel Castro Ruz held on December 20, 2016, articulating the majority-world opinion of Castro as a defender of poor and oppressed people and of the right to national sovereignty, and as a leader in the development of the Global South and in supporting human development through health, education, science, the arts and sports.

President of the General Assembly Peter Thomson presided over the event, giving opening remarks and holding a minute of silence during which the scores of diplomats assembled on the floor of the General Assembly and the many dozens of guests who filled the balcony and available for visitors who stood in silence to express their respect.

The seven ambassadors speaking on behalf of associations of countries spoke first, representing the positions of the NonAligned Movement (NAM), the Group of 77+China (G77+China), the Association of South East Asian Nations (ASEAN), The African Group, the Caribbean Community (CARICOM), the Bolivarian Alliance for the Peoples of Our America (ALBA) and the Community of Latin American and Caribbean States (CELAC).

Venezuelan Ambassador Samuel Moncada, speaking on behalf of NAM, pointed out that Fidel Castro was the only Latin American representative at NAM’s founding

in 1961 at the Belgrade Conference. He held the rotating chairmanship twice. Remarking that Castro was an advocate for the Global South and defender of the developing world, the ambassador stated, “Our movement lost a leader of enormous character”.

The representative from Thailand, speaking for the G77+China, a caucus of 133 developing nations, noted Cuba’s massive investments in social projects, education, health care, infrastructure and housing under Castro’s leadership, as well as the country’s

War I, World War II and America’s inevitable ascension to superpower all made possible by the gun. In plain terms, America is a nation built and maintained through gun violence.

Last Sunday night, 59 people were killed and another 500 injured when a 64-yearold retiree named Stephen Paddock took aim from his window on the 32nd floor of the Mandalay Bay Resort and Casino and reigned terror onto a crowd of unsuspecting attendees at a country music festival.

Narrow-minded revisionist historians who choose to forget the massacres at Wounded Knee and Black Wall Street will say that this is the deadliest mass shooting in America’s history. Conspiracy theorists will speculate on motive and the ability of an elderly man to fire a military-styled automatic weapon out of a broken window for 10 minutes straight.

Regardless of perspective, the tragedy in Las Vegas speaks to the acute disease of gun violence in our nation. Whenever a mass shooting happens, our politicians and talking heads choose sides on the issue of gun control. And while I agree that there needs to be stricter laws with regards to the sale and distribution of guns in our country, the climate and environment that is the catalyst for gun violence isn’t solely the blame of gun manufacturers. Every aspect of American culture accepts gun violence.

The movies and television shows we watch accept gun violence. Our music accepts gun violence. Every night, we as Americans sit in front of the television and watch the evening news. And every night on that news we hear of Americans who have been gunned down.

17,250 murders in 2016, 70% of them murder by gun. The math says that’s 12,075 gun murders last year, 33 gun murders a night displayed on the various evening news shows while we eat our dinner.

And yet, we continue to eat.

We do not get sick to our stomachs and vomit from disgust because gun violence is germane to America, as normal to Americans as baseball and sweet potato pie.

In 1963, responding to a question about the assassination of President John F. Kennedy, Malcolm X made his famous chickens coming home to roost quote. His point was more karmic than cynical. He was saying that the hate that you put out will always return. Whether we like it or not, there are energies that our nation holds onto that only serve to corrupt and damage us. And while we seek to place the blame on each other, or to deny that a problem even exists, our chickens just returned home again.

If only we could send them back out into the world with love and respect instead of with hate and division.

ability to achieve universal vaccination against childhood diseases, the highest literacy rate in the world, a lower infant mortality than most developed countries, training of the best doctors in the world and being the first country in the world to eliminate mother-to-child transmission of HIV. Speaking for The African Group, the representative from Burkino Faso described Castro as “a major source of hope” for Africans, and said Castro made Africa “a cornerstone of his policy”. The ambassador noted that after being released from Robben Island Prison, Nelson Mandela made his first foreign visit to Cuba to meet with Fidel out of respect for the great contributions Cuba made toward the defeat of apartheid in South Africa.

Additionally, Cuba continued its cooperation with Africa by sending doctors as well as training new doctors in Africa. When the Ebola epidemic struck in 2015, Cuba was the first country to send teams of dozens of specialists and nurses.

He ended his presentation by stating that The African Group insists on the final lifting of the U.S. embargo against Cuba, saying that this would be the greatest homage to Castro. Several other ambassadors also spoke of the injustice of the U.S.-imposed blockade and the need to end it.

The South African representative described how, in 1977-78, thousands of Cubans lost their lives fighting for the people of Angola and South Africa, stopping the apartheid South African troops from expanding into Angola, forcing them back to South Africa.

He stressed the fact that Cuba was not looking for gold or diamonds or oil in Africa; instead, Cuba only wanted to see freedom for Africans and an end to the exploitation of Africans.

He noted that Castro’s life demonstrated a “continuous thread of putting the welfare of others ahead of his own”, giving the example of over 2,000 poor Black children in South Africa receiving medical care in Cuba and said that South Africa will never forget Fidel Castro.

The representative from Angola described Castro as a “committed and unmatched defender of the liberation of oppressed people”, and said that, for Angola, Castro will forever be present and occupy a prominent place as a friend.

She also spoke of Cuba’s aid to a newly independent Angola when Angola was faced with invasion from the north and a more serious invasion from the south by

the highly militarized South African racist regime. Cuba trained thousands of teachers at Cuban schools and universities, after which they were dispatched to Angola to fill the immense shortage of teachers. In the years immediately following independence, many would have lost their lives if not for the Cuban doctors willing to work in the most desperate conditions.

Representatives from several countries spoke of the important place in world history that Castro’s accomplishments in his own country have attained.

The Angolan ambassador listed accomplishments of Cuba under Castro’s leadership: eliminating illiteracy in Cuba in one year, lowering infant mortality from 42 to four deaths per 100,000; training more than 130,000 doctors and sustaining the highest per capita number of doctors in the world with one doctor for every 130 people, while still maintaining over 30,000 doctors serving around the world; ending child malnutrition in Cuba and ending child homelessness.

The representative from Suriname described Castro as one of the most prominent world leaders who selflessly gave his life for oppressed people and equality, particularly for the peoples of Latin America, the Caribbean and Africa. He noted that hundreds of students from Suriname received scholarships to study at universities in Cuba, and that “the Government of Suriname wants to put on record and express unwavering and consistent support for Cuba”.

In total, 30 representatives spoke on behalf of their own countries and for their regional organizations, mostly from the Middle East, Asia, Africa, Latin America and the Caribbean, as well as the Russian Federation and Belarus.

WPC member Elaine Song, who attended the General Assembly meeting as a visitor, was struck by the absence of these comments from the U.S. press coverage of Castro’s death. “Most of what I heard in U.S. media reports described Castro in negative terms,” she said. “It was refreshing to hear comments coming directly from world leaders without the filter of clichés and generalities.”

NAACP STATEMENT ON MASSACRE IN LAS VEGAS

esterday, we awoke to news of more tragedy. In the late hours of Sunday, October 1, 2017, a gunman opened fire on a music festival crowd in Las Vegas, killing at least 58 people and leaving more than 500 others injured. The NAACP released the following statement to what has now become the deadliest mass shooting in U.S. history: From Leon Russell, NAACP Board Chairman: “Our thoughts and prayers remain with the victims of the Las Vegas shooting, and we extend our heartfelt condolences to the families, friends and loved ones of those who lost their lives to this senseless act of violence. Too often in this country, we awake to news of more tragedy and terror at the hands hateful gunmen. We must not let ourselves become desensitized to the fact that people just like us – husbands, brothers, children, wives, sisters, friends – have been wounded and killed simply for being within reach of a gunman.”

From Derrick Johnson, Interim President, and CEO: “As we recover from

what is now the deadliest mass shooting in modern U.S. history, we must turn our thoughts and prayers into action. Use our grief as a healing force. Young Chess Player Gives Insight About his Perspective on Our Amazing Game ■■ By Elisha Amadasu – September 28, 2017

Y

oung chess player Hamilton Shillingford is one who has a true interest in the game. He started learning when he was 4-years-old from his mother, and when he started getting better than her, he started getting taught by his dad. He developed a liking for chess and he didn’t really know why, but his interest continued to grow from there.

Hamilton has had the opportunity to practice with a stellar chess club in New York, the Marshall Chess Club. Names such as Brooklynites Alex Lenderman as well as Irina Krush have gone there to play in tournaments (nytimes.com).

The club, named after GM Frank Marshall, also has a foundation which has a goal to stimulate the love of learning and studying by young people through educational programs and lectures. They often have age-skill level tournaments as well.

Also, where appropriate, the foundation supports the chess community through scholarships and direct financial support to those in need. You can visit them at marshallchessclub.org.

While interviewing Hamilton, I asked him about his very notable achievement, winning this year’s New York State Scholastic Chess Championship as the Elementary State Champion in Saratoga Springs, NY. When asked how he felt when he received a remarkable 6 out of 6 score, he said it felt good and exciting to receive such a score.

When he was about to play in the final round, there were only two players at 5-0, top-rated Tyler Tanaka from Quebec and 15th-seeded Hamilton. He had just defeated 5th-seeded Yassamin Ehsani in round five to set up the championship game. Even though Hamilton was over 400 points lower-rated, he won the game finishing in a clear first!

It is also evident that Hamilton had people to support him in his chess growth at the Dalton School, and when asked how it felt to transition from elementary to a new school, Hunter College High School, as well as perhaps changing teams, he replied that it was not that unfortunate.

It will be nice for him to continue and practice with those same people as before as he continues to grow as a chess player.

Finally, Hamilton has proven to have a significant fondness of Bobby Fischer, the first American world champion who reignited American chess. On Hamilton’s Web site, fishingforfischer.com, he writes Bobby’s quote, “Chess is life”, and when asked why he agrees with the statement, he replied that chess is something that helps you focus/concentrate, and chess is full of calculation, as is life, what to do, how you do it, as well as how there are ups and downs in both life and chess, and you just have to learn from them.

Bobby Fischer also impacts Hamilton personally, as Hamilton has studied many of Fischer’s games, he also has a book of his games and he believes studying Fischer’s games will help him grow as a chess player.

When asking Hamilton about whether he would want to continue chess as a career, he said he wasn’t sure if he would want to pursue it as a career, but rather just as a hobby. However, with his 1774 rating and the amazing interest he has for chess, as well as just the overall advice he gave for others, it shows that he is hardworking and that he may not only prosper in the field of chess, but other things as well. I do not doubt that we will be seeing a lot from this young man.

House GOP set to approve bill that could make mass shootings deadlier

n Tuesday night in front of an electric crowd at Yankee Stadium, the New York Yankees prepared for their Wild Card one-game playoff matchup against a gritty and tough Minnesota Twins team. The Yankees made their first playoff appearance since their 2015 Wild Card loss to the Houston Astros (I was there). The Minnesota Twins as a team has made the biggest improvement of any team this year becoming the first team ever to make the playoffs after losing 100-plus games the year before.

Those two headlines were two of the few that added to what was a very entertaining game.

The Yankees sent out their young pitching ace Luis Severino, the Twins countered with veteran Irving Santana. In his first career postseason start, the first inning for the 23-year-old Severino pitched poorly as he was only able to record just one out in the first inning after giving up three runs, including two home runs. Manager Joe Girardi had to make a big decision and he made a few good ones starting with Chad Green. Green was able to get out of trouble for Severino. He pitched two innings in relief, striking out four batters. Green then was relieved by David Robertson, who threw 3 1/3 innings and striking out 5. After being down 3-0 in the first, the Yankees came back with three runs of their own thanks to the swing of shortstop Didi Gregorius. Left fielder Brett Gardner would hit a home run to give the Yankees the lead. The Twins would tie it up at 4, only for Yankee first baseman Greg Bird to knock in a RBI single to put the Bronx Bombers up 5-4. Yankee slugger Aaron Judge would open up the gates for the Bronx Bombers with his two-run homer, which then put them up 7-4. The team would add one more run on a bases-loaded walk. In the ninth, the Yankees turned to their closer Aroldis Chapman to seal an 8-4 victory.

The Yankees will now face the Cleveland Indians. A team many believe is the most complete in the playoffs, not to mention they did have a 22-game winning streak during the regular season. In seven games with the Indians this season, the Yankees went 2-5. One thing about this Yankee team is their bull pen is good, really good! In relief of Severino, the bull pen was able to piecemeal together 8 2/3 innings pitched, giving up five hits, one run and collecting thirteen strikeouts. The first game between the two teams in the American League Divisional Series will begin tonight in Cleveland.

Sports Notes: (NFL Football) The Jets are a surprising 2-2 this season after winning their second straight game versus the Jacksonville Jaguars. The team will head to Cleveland to face the winless Browns. There are currently four winless teams left in the NFL. Unfortunately, the New York Giants happen to be one of them.

The team has lost their last two games on last-second field goal kicks. Quarterback Eli Manning and company will attempt to capture their first win again at home versus the Los Angeles Chargers, who will be trying to get their first win as well.

After the hearing was delayed because of another shooting, the House will vote to deregulate gun silencers.

s details emerge about the carnage at a Las Vegas country music concert, the deadliest mass shooting in modern U.S. history, the House is set to move forward with a vote on a gun lobby-backed bill that would deregulate the sale of gun silencers, which makes it harder to detect the origin of gunshots.

Gunman Stephen Paddock killed at least 50 people and injured hundreds more using what experts say sounded like an automatic weapon from the 32nd floor of the Mandalay Bay Hotel. Witnesses described chaos on the ground, with concertgoers and law enforcement running in all directions, unclear about where the shots were coming from.

The scene echoes other recent mass shootings like the one in an Orlando nightclub in June 2016 which left 49 people dead and was previously the deadliest shooting in recent U.S. history. In the early chaos of these attacks, it’s often difficult for law enforcement and the general public to discern the origin of gunshots and whether there could be more than one gunman. The use of silencers would make that even more difficult.

The GOP-sponsored bill, the Sportsmen Heritage and Recreational Enhancement Act (SHARE Act), would remove gun silencers from the list of items regulated by the 1934 National Firearms Act. Under current law, silencers, which reduce the noise emitted from firearms, are regulated as strictly as machine guns and short-barreled rifles.

The National Rifle Association’s top legislative priority this year has been to roll back the regulations on what they call noise suppressors. The gun lobby claims the restrictions are costly and unnecessary since silencers are rarely used to commit crimes.

Opponents, meanwhile, say the fact that silencers are rarely used to commit crimes means the regulation is working. They claim that deregulation would lead to more gun

David Chipman, senior policy advisor for Americans for Responsible Solutions and a former special agent of the Bureau of Alcohol, Tobacco, Firearms and Explosives, testified in September that the bill is an immense threat to public safety.

“Congress is promoting a bill that would make a [shooting] potentially even more dangerous by putting silencers in the hands of criminals and making it difficult for people — including law enforcement officers — to identify the sound of gunshots and locate an active shooter,” he told Congress.

According to some reports, the House could vote on the bill as soon as this week, although it’s not yet on the official schedule.

Democratic Minority Leader Nancy Pelosi (D-CA) has said the GOP has the votes to pass it, although it could meet a filibuster in the Senate.

This is not the first time the GOP has been accused of poor timing related to its silencer bill. In June, the party scheduled a hearing on the legislation for the same morning that a gunman opened fire at a congressional baseball practice, injuring Rep. Steve Scalise (R-LA).

The hearing was rescheduled for September.

In his testimony, Chipman noted the timing of the originally scheduled hearing.

“Lives were spared that day because people recognized the unique sound of gunfire and were able to take cover,” he said.

House GOP-led hearing on deregulation of gun silencers cancelled after the shooting

of Rep. Jeff Duncan (R-SC), who was at the baseball game, introduced a measure to make it easier to purchase gun silencers.

Rep. Jeff Duncan (R-SC), the lawmaker who introduced the Hearing Protection Act and then included that legislation in the SHARE Act, held a “members only” gun silencer demonstration for his colleagues in Congress at the U.S. Capitol Police Range in early June.

If passed, the legislation would be the first pro-gun bill Congress approved since President Trump took office, although the White House and Republican lawmakers have been pushing for weakened gun restrictions since they took control of Washington in January.

The Trump Administration has already taken steps to make it easier for both fugitives and the mentally ill to buy guns. Republicans in Congress have also introduced other legislation to allow for concealed carry reciprocity, meaning people without permits or training would be permitted to carry firearms across state lines. The House is also set to move forward on that bill before the end of the year.

“A lot of this legislation is stuff written by lawmakers beholden to the gun lobby and they’ve just been waiting for a Republican president to sign it,” Shannon Watts, founder of Moms Demand Action, told ThinkProgress earlier this year. “If loose gun laws and more guns made us safer, we’d be the safest country in the world. Instead, we have the highest rate of gun violence of any developed nation.”

EW YORK—In fulfillment of Mayor de Blasio’s June executive order to adopt and commit the City to the principles of the Paris Agreement, the Mayor today, in coordination with MOS and City agencies, released 1.5°C: Aligning New York City With the Paris Climate Agreement. The plan lists actions the City will take in the next three years to accelerate greenhouse gas (GHG) reductions and put the city on a path to deep de-carbonization.

This is the first Paris Agreement-compliant plan from any city in the world. You can read the full plan online here.

“Big problems require big solutions – and New Yorkers are already hard at work to meet the most ambitious goals of the Paris Agreement,” said Mayor de Blasio. “In the Trump era, cities have to lead the way when it comes to fighting climate change. Hotter summers and powerful storms made worse

by climate change are an existential threat to a coastal city like ours, which is why we need to act now.”

The 1.5°C plan aligns local climate actions with a goal to limit global warming to 1.5°C degrees. A 1.5°C degree outcome was agreed to in the Paris Agreement in order to limit the worst impacts of climate change.

By implementing the identified prioritized set of actions across energy, transportation, building, and waste sectors by 2020, NYC will enable faster reductions of GHG over the following 30 years than even the already aggressive goals in the City’s 80 x 50 plan – a plan to reduce GHG emissions 80% by 2050.

The potential for GHG reduction of all the quantified actions in the report is 10 million metric tons of C02e – or the equivalent of taking more than 2 million cars off the road by 2030.

The release of the citywide action plan,

builds on announcements made earlier this month to mandate cuts in greenhouse gas emissions from large buildings, and expands access to electric vehicle fast chargers in all five boroughs. Both of these actions are included in the 1.5°C plan.

The plan comes less than four months after Mayor de Blasio signed Executive Order 26 committing NYC to the principles of the Paris Agreement, in the face of the Trump Administration’s decision to withdraw from the international accord. The order directed city agencies to work with the Mayor’s Office of Sustainability (MOS) to identify the necessary citywide actions each agency needed to take to align NYC with a 1.5°C trajectory. These actions are included in the plan. To date, the NYC 2016 Greenhouse Gas (GHG) inventory, included in the plan shows a reduction of 15 percent relative to the 2005 baseline.

Did Russia fake Black activism on Facebook to sow division in the US?

The popular ‘Blacktivist’ account claimed to be a force for community organizing. Now it looks to have been part of Russia’s effort to influence politics.

hen longtime Baltimore activists first saw a Facebook account called “Blacktivist” organizing a local police brutality march, they were immediately suspicious. The page honoring Freddie Gray, who had died in police custody a year earlier, quickly acquired a sizable following, but no one knew who was running it.

Heber Brown III, a pastor and community organizer, messaged Blacktivist asking if the person lived in Baltimore.

“No,” replied Blacktivist on 15 April 2016.

“But there are people in Baltimore. Volunteers. We are looking for friendship because we are fighting for the same reasons.”

At the time, Brown thought it was an out-oftown figure trying to co-opt the local movement for publicity. Another activist, Jamye Wooten, theorized Blacktivist could be an undercover police officer spying on protesters.

Neither thought the online figure purporting to be an ally was an agent of Russia.

The Blacktivist account now appears to have been part of the Kremlin’s covert efforts to stoke racial tensions and influence the US election, according to CNN, which cited sources with knowledge of the matter.

The report is an intriguing twist to the controversy embroiling Facebook and Twitter, which are facing growing scrutiny in Congress amid concern that false news stories, fake profiles and automated Russian bots spread on their platforms.

However, the proactive role Blacktivist played in communicating with activists, with authentic-seeming turns of phrase, suggests another level of sophistication.

For example, when Brown, in a private message thread with Blacktivist, criticized the impostor for organizing a Baltimore event, the account responded with a sincere-sounding apology: “What

can we do to make the situation better now.” A minute later, the apparently contrite Blacktivist added: “I got you. This must be really wrong. I feel ashamed.”

Brown publicly urged his followers not to attend Blacktivist’s march, and it’s unclear what kind of effect the propaganda had in Baltimore.

However, archived posts from the since-deleted Blacktivist pages – which reportedly had 360,000 likes on Facebook, surpassing an official Black Lives Matter account – show its commentary emulated and contributed to the outrage fueling the movement.

“COPS RAID WRONG HOME AND ASSAULTED PREGNANT WOMAN,” the account said in one Facebook post, linking to a story of police violence. “INSANE! COPS PULVERIZED HANDCUFFED MAN,” said another. Other Blacktivist posts urged followers to “stand together and end oppression”, saying, “Our race is under attack, but remember, we are strong in numbers”. The message appears to have fooled bona fide activists and promoted legitimate Black Lives Matter protests, supporting the notion that cheap social media propaganda can have a significant impact.

I thought it was just another person who wanted to take advantage of the misery and pain of Black people in Baltimore.

Wooten, an activist with Baltimore United for Change who also exchanged messages with Blacktivist, said the account, which used Freddie Gray as a profile photo before approaching activists online, “did a good job of creating an online narrative”.

He said the experience was a reminder that activists need to be cautious and consider “who is behind these online organizations before we start following and retweeting”.

Neither social media company responded to requests for comment on the reports that Russia was behind their Blacktivist accounts. But the

report has left many prominent Black Lives Matter activists baffled and frustrated.

“I thought it was just another person who wanted to take advantage of the misery and pain of Black people in Baltimore,” said Brown, 37, recounting his communication with Blacktivist.

“We are just sick of people – anybody, conservatives and liberals – using Black people’s pain as a football to advance other agendas.”

If the Blacktivist account is linked to Moscow, it will lend further credence to the findings of US intelligence officials that Russia was involved in influencing US politics. Facebook recently admitted that a Russian influence operation had purchased $100,000 worth of ads to spread divisive political messages, and the company has since agreed to provide 3,000 ads to Congress.

However, the connection to Black Lives Matter – a movement born out of police violence against Black Americans that did not, itself, have a divisive role in the US presidential election – raises questions about the motives behind the Kremlin’s interference.

Experts in Russian history and US civil rights said that while the Blacktivist accounts may not have been directly linked to the US election, they are consistent with what would be expected from a propaganda campaign directed from Moscow intended to foment division.

“This is not because the Russians are believers in the ideologies espoused by any of these movements,” said Mark Jacobson, a Georgetown University professor who recently released a report on Russian influence operations. “This is about the Russians exacerbating preexisting tensions by building upon these existing divides.”

Antonio French, a prominent activist and Black Lives Matter supporter in Ferguson, Missouri, where Russia reportedly targeted at least

one of its Facebook ads, said he was particularly concerned about the way social media enabled propagandists to engage in “microtargeting” of specific groups.

“I found it very disturbing that there was this orchestrated, well-funded attempt to exploit our divisions,” he said. He added it would be “interesting” when investigators and historians look back to “figure out how much of today’s divisions came naturally versus how much of it has been fueled by people whose sole purpose is to divide us”.

Dov Levin, a postdoctoral fellow at CarnegieMellon University who has studied Russian intervention in elections, noted that US officials were concerned that the Soviet Union was damaging America’s reputation around the world with propaganda seeking to inflame the Civil Rights Movement in the 1960s.

“We know that the US Government was extremely worried that this type of message was effective,” he said. Jacobson also noted that Soviet intelligence sought to discredit Martin Luther King, Jr. and promote more militant activist groups in hopes of provoking a full-blown “race war”.

“They want to see people rioting in the streets,” he said.

Levin speculated that one of the goals of a Russian Black Lives Matter campaign could have been to promote overall distrust in the political system with the hope of depressing Black voter turnout.

For some activists used to dealing with outside forces surveilling or infiltrating social movements, the intense focus and outrage about Russia has been frustrating – especially when, they believe, US politicians continue to ignore systemic racism.

“Our biggest concern is our local government, how Black lives are being treated in America, not so much Russia’s possible interference,” said Wooten. “That’s not anywhere near the top of our list of concerns.” Our Time Press is a Guardian Supporter
