Montgomery / Wright Respond to Homeowner’s Cries

damaging their adjoining properties. Thanks to State Senator Velmanette Montgomery and Assemblymember Tremaine Wright, help is on the way. The Construction Notification Bill (S4519-A / A5823-B), which passed in the state legislature, will require the New York City Department of Buildings (NYC DOB) to provide written notification to adjoining property owners when an application for approval of construction is submitted to NYC DOB. The legislation also requires NYC DOB to provide proof of insurance and a copy of the permit to owners of adjoining property thirty days before construction or demolition work begins, except in the event that emergency work is authorized. “This is such a win for New York City residents and especially homeowners in our districts. As our neighborhoods change, we have seen a major increase in construction and homes are being gut-renovated and flipped every day,” said State Senator Velmanette Montgomery. “I am so happy ➔➔ Continued on page 2

he evolution is not being televised, but that’s not stopping organizations, families and individuals from doing the groundwork and without benefit of high-powered, costly publicity campaigns or even, in many cases, city, state and federal funds. The beneficiaries are the community, the individuals in public housing, the children and families, the disenfranchised. We found grace and greatness over the past three months in the schools of Brooklyn and in the community groups taking their message of inequities to the steps of City Hall, as members of the Vanguard Independent Democratic Association, District 16 Community Education Council (CEC) and Councilman Mark Treyger did a couple of weeks ago. They announced that public schools in majority neighborhoods of color are not getting the attention, the funds, the respect and the support needed to properly educate our students. In the face of indifference, the community is expected to run on empty. But it continues to go the distance. One example is the recent achievement of a few individuals who did not give up on P.S. 25/ Eubie Blake School. The little school that said it “could” -- did-- stay open through a court decree in the face of formidable forces. And arguably a best example is the Best Awards Ceremony, a project of the Education & Youth Committee of Community Board 3 -- the voice, ears and eyes of Bedford-Stuyvesant. ➔➔ Continued on page 3
