ttorney General Letitia James, leading a coalition of 23 states, today submitted a comment letter to the U.S. Department of Housing and Urban Development (HUD) opposing a new rule proposal that would deny housing assistance to mixed-status families that include any undocumented immigrants. The new proposal would result in the eviction of thousands of families, including many children and lawful residents and citizens, who rely on housing assistance for their homes. If enacted, the Proposed Rule would harm the States, their residents, their local economies, and public health.

It is important for you to know that while our children are being poisoned, some of our elected officials have busied themselves making statements about the humanitarian crisis that exists for undocumented children on the US-Mexico border. In their defense of undocumented children, some elected officials’ extreme remarks have even accused border patrol agents of heinous activity. What about the humanitarian crisis our Black & Hispanic children of NYC are facing right here in New York City Housing Authority apartments?

You should already know that Presidential candidate Mayor Bill de Blasio was clueless about the undocumented migrant children who live in Harlem and has been using his national political voice to decry what he calls “a broken, inhumane policy.”

Mr. Mayor, what about the humanitarian crisis our Black & Hispanic children, who are your actual constituents, are facing right here in NYCHA apartments? My dear reader, our children who live in apartments in the New York City Housing Authority need to be prioritized by our top elected officials.

No one here cares about our local elected officials’ national grandstanding!

Mr. Hicks’ article further states: “The Health Department is only going in after these kids have been poisoned,” said lawyer Matthew Chachere of the nonprofit Northern Manhattan Improvement Corp., who helped write the city’s lead laws. “It’s their job to make sure these kids are no longer at risk, and these findings raise serious questions about if they’ve abdicated that responsibility.”

Our children are our treasures and deserve to live in a safe and healthy environment - not apartments that are poisoned with lead paint, mold and vermin. A humanitarian crisis exists here in NYCHA apartments and the serious human suffering that our children are being subjected to must be prioritized.

Ladies and gentlemen, I urge you to join me and pray that our elected officials follow the Biblical advice: “As we have therefore opportunity, let us do good unto all men, especially unto them who are of our own household” Galatians 6:10 I am Council Member Reverend Rubén Díaz, Sr. and this is what you should know.

Shirley Chisholm Park is Largest in the City

B

rooklyn’s own Congresswoman Shirley Chisholm, the first Black woman to run for President of the United States, was honored in a big way last week with the opening of Shirley Chisholm State Park in East New York.

Under the initial $20 million phase, the park will provide ten miles of marked trails for hiking and biking; a bayside pier for picnicking and fishing along the park’s Pennsylvania Avenue side and water access. Environmental educators will offer programs for children who visit the park where partnerships are planned with environmental groups such as Audubon New York. In addition, a partnership with Bike New York will create the Shirley Chisholm State Park Bike Library, offering free loaner bikes of all sizes to ride the crushed stone trails of the park.

The park also features a colorful mural honoring Chisholm by Brooklyn muralist Danielle Mastrion. Chisholm, a Brooklyn native, was the first African American woman elected to Congress in 1969. She ran in the Democratic primary for President in 1972 as the first African American woman to seek the nation’s highest office. A decade after her death in 2005, she was awarded the Presidential Medal of Freedom

by President Barack Obama.

Under a second $20 million phase currently under design, additions to the park will include a grand entrance on Fountain Avenue, lawn patios – with one large enough for open-air community gatherings and performances – a patio overlooking Hendrix Creek, and pop-up environmental education facilities in both the Fountain and Pennsylvania Avenue sections of the park. This work should be completed in 2021.

The park is a prime example of the beneficial reuse of a formerly contaminated property. State parks worked closely with the New York State Department of Environmental Conservation (DEC) to craft

Clarke Names Post Office After Major Owens

.S. Rep. Yvette Clarke (Democrat) memorialized her late predecessor, U.S. Rep. Major Owens (D-Central Brooklyn), this past weekend with a renaming of the post office at 1234 St. Johns Place in Crown Heights.

Located in Clarke’s congressional district, the newly named “Major Robert

Odell Owens Post Office” resulted from Clarke’s bill, H.R. 5238, which became law in December 2018.

Clarke renamed the post office as a tribute to Owens’ past work serving Central Brooklyn as she seeks to find solutions to the current inefficiency of Brooklyn’s post offices.

Numerous constituents wait hours in line due to understaffing and many are not receiving their mail in a timely fashion or at all, Clarke said.

“In the spirit of Congressman Owens, this post office renaming boldly signifies how he would have stood up and fought to ensure Central Brooklynites will again

receive service they can count on from their neighborhood post offices.”

Clarke called Owens “the father of progressive politics in Central Brooklyn.”

He was a fierce social justice fighter and championed issues like education, gun control and equal rights until his retirement from Congress in 2007, she said.

THE WEEK IN REVIEW The Queens, NYC District Attorney’s race keeps sounding like a race in Georgia, Texas or Florida, where voter repression and distortion escalates to dizzying new heights. The Democratic Primary for District Attorney between young, progressive Public Defender Tiffany Caban, supported

by Congresswoman Alexandria Ocasio-Cortez, and seasoned Queens Boro President Melinda Katz, the Democratic machine candidate, keeps dominating headlines. Primary election night results revealed a Caban victory by about 1600 votes. However, Katz would not concede, saying that all votes had to be counted, mail-in, et al. Fair enough! Those votes have been counted and Katz enjoys a lead of 16 votes. Board

of Elections is about to begin a manual count of all votes which will take about 2-3 weeks. The 16-vote results are not passing the conventional smell test. The test is as much about the new and old guard of the Queens Democratic machine. Is it possible for Caban to pull off an AOC-type victory?

Is the Democratic machine in trouble in other parts of NYC? Congressman Gregory Meeks was named Queens Democratic leader – a fighter and a winner.

The first phase of the NYS park named for Shirley Chisholm, the first African American woman, a

Brooklynite, to serve in the US Congress in 1969, opened last week with much brouhaha. The Shirley Chisholm State Park is the largest parcel of NYS-controlled green space in NYC that will span 407 acres and will include 10 miles of trails for hiking and biking, a bayside pier for picnicking and fishing, a Chisholm mural and a bike library. The park will be completed by 2021.

THE BUSINESS WORLD The Chicago Defender will cease as a print publication on July 10 and continue as a digital news service. Its staff remains and it will continue to focus on the Black American experience.

Founded in 1905, it predated the Great Black Migration and has been a voice about the Black American experience and empowerment. It documented the major events of the day, from lynchings and school integrations, from Jim Crow laws to Martin Luther King, to the Obama Presidency as well as stories generated by local readers.

It is estimated that more than 500 Black-owned newspapers were published by 1900. Today, there are about 218 Black-owned newspapers, according to the National Newspaper Publishers Association, a Black newspaper trade group.

Africa’s biggest corporation, NASPER, named Phuthi Mahanyele-Dabengwa, 48, as its Chief Executive Officer, the first for a woman and a Black African.

Founded in 1915 by white South Africans to produce a Dutch language newspaper, NASPER is worth $108 billion and invests in technology around the world.

VOL. 23 NO. 28 Rochelle was the first women’s Catholic college in NYS. The CNR system included an undergraduate and a graduate school, a school of nursing and the School of New Resources, which offered degrees for adult learners. The CNR closes this summer as a result of fiscal mismanagement.

The CNR had satellite campuses in Harlem on West 125th Street, the South Bronx, Brooklyn and beyond. It was a popular academic destination for NYC African Americans and for many DC37 union members. Nearby Mercy College will absorb CNR students and faculty. The sprawling 20-building CNR campus is up for sale.

Three HBCUs are facing imminent closure. These are weird times. According to some reports, more Black students are attending HBCUs since the era of Trumpistan. Black parents are concerned about their children’s safety on college campuses.

Morgan State, for example, has experienced a surge in enrollment since 2017. Bennett, the Black women’s college in North Carolina, is still vulnerable to the supervision of the Southern Association of Colleges and Schools (SACS) despite its impressive fundraising effort this year when it had to raise $5 million in a short-time window to maintain accreditation. The donations topped $8 million, but SACS remains unconvinced of its financial stability, again threatening Bennett’s survival. Moreover, North Carolina HBCUs are vulnerable to capricious state laws which slashed tuition at certain colleges.

NEWSMAKERS Colson Whitehead this summer. Whitehead, author of the novel, “The Underground Railroad,” donned the cover of Time magazine with a story about his ninth book, “THE NICKEL BOYS,” a reimagining of a real-life horror story about a boys’ reform school in Florida during the abusive Jim Crow era. July 16 is the publishing date.

I was on my iPhone checking Instagram or Facebook or text messages. I’m standing at the corner waiting for the light to change when a random Airdrop shows up on my screen. Airdrop is a way for Apple devices to share pictures, videos and data to other Apple devices that are nearby. I cancelled the Airdrop without really looking at it; I didn’t accept it because I figured someone had made a mistake.

I didn’t think twice about that incident until I had a conversation with a friend last week. She told me that one evening on the train coming home from work

someone Airdropped illicit pictures to her phone. Apparently, in this new age of digital assimilation perverts have found easier ways to infringe upon a woman’s right to travel from work to home safely and without conflict. I remember when I was a kid, one night my mother came home complaining that some random stranger rubbed on her inappropriately.

This was the way of perverts in the 80’s – flashers and train grinders waiting to prey in analog. I worried about my mother back then, and that worry returned as my friend explained her ordeal. The person had to be close enough to see that she was using her phone because Airdrop doesn’t work on dormant phones. She said the incident freaked her out, she

got off at the next stop and waited for another train.

Two days after that conversation, another friend of mine posted about a similar incident on Facebook. Just as the first friend, she was headed home from work when someone Airdropped inappropriate pictures to her phone. This friend is pregnant. She was disgusted by the incident. Her post was the first time I had ever heard the term “cyberflashing.”

Cyberflashing is simply when someone sends an unexpected person pornographic images through Airdrop or Bluetooth. With Airdrop, a preview of the content normally pops up whether or not you confirm or deny receipt, so the “flasher” gets you to look whether you want to or not. The victims of cyberflashing are usually children and women. Currently, the only laws in the State of New York that can be applied to cyberflashing are covered under the Sexual Offenses Act of 2003. However, the complexities of cyberflashing are such that special attention should be given to it as its own crime with its own measures of punishment. Children could potentially receive images from adults. This method of sharing images could be used in concert with bullying. Many of the fail-safes that our community and elected officials have set in place to protect citizens from such harassment can be sidestepped by simply using Airdrop.

With social and personal life moving further and further into the digital space, invasive crimes such as flashing have found

a new mode of operation. The only way to guard yourself and your family from an unwanted intrusion is to learn the ins and outs of your phone. If you go to the Airdrop settings in your iPhone, you can control who sends you Airdrop messages. You can change the setting from “Everyone” to “Contacts Only.” That is an easy way to keep unwanted messages out of your phone. Learning ways to control and maintain consent is essential to guarding against the nonsense. And as parents, learning how to control consent is even more essential because 8 out of 10 kids 12-17 years old own smartphones. Those phones are potential portals for unsavory communication between strangers and your children. With all I’ve learned about cyberflashing over the last couple of weeks, I now wonder whether or not it was really a mistake what was sent to me on Nostrand and Fulton last month. Although we see the bulk of these kind of crimes victimizing women and children, we are all susceptible if we don’t control consent. I changed my Airdrop settings to only accept Airdrops from my contacts. Make sure you do the same.

… on Spoken Word.

In all cultures the spoken word came before the written word. The spoken word is natural. Reading and writing are artificial, acquired characteristics.

Unless there’s some kind of physiological defect, you are born with the ability to utter sounds. It is a natural thing for people to talk.

And if it’s natural for you to talk, along with talking comes the direct opposite of that, which is to listen.

1. People in any culture who master language well, speak well, talk well – and I’m not talking about so-called Proper English; I am talking about people who are able to convey a sense of interest in whatever topic they are talking about – very quickly get the interest of whoever is around. Reading and writing are relatively recent phenomena -- no more than 5,000 years old as far as we know. What we do know is that the first thing a child reacts to is the sound of its mother’s voice.

Obviously, the baby does not understand the sound. But if the sound is soothing, that coupled with caressing, transmits a message of comfort.

Looking at the role of language in society, it is self-evident that storytelling and listening to stories are probably the oldest forms of human entertainment.

“Histori”a comes from the Greek through Latin. History, a story. The meaning was that you sat down and you narrated a story.

… on Observation.

Observation is an experience. When you observe something, you are experiencing something. If you attempt to sing, you are experiencing vocalization. You’re hearing the sounds and you can also tell if you ain’t doing a good job by the look on people’s faces.

The thing is that if we sharpen our faculties of observation and combine them with sharpening our mental capacities to think and try to approach these things with an open mind the knowledge and education you will get will certainly be superior to what we would learn by absorption from other people.

And therein lies one of the problems.

For example: You attempt to train children to survive on their own in the natural world.

The first five years are the most productive in a child’s life. There’s more growth in a child’s first five years than all the rest of the time on earth -- even if the individual lives to be over 100 years or more. There’s a process.

Humans develop through life, progressing from one stage to the other. Depending on the presence or absence of other peer groups, this will determine how much time it takes the child to get up and start to walk.

Circumstances alter cases.

Whether the stimulation is good, bad or indifferent, it will still have the same impact, positively or negatively. As a child progresses from sliding to crawling to the hesitant first steps of walking, the different stages become closer and closer.

You can leave a child in a room and go back to find the child standing in the window in that short span of time. They make these stages when the time comes; not always when we are looking at them.

The first thing you do is grab the child and put some heat to its behind. That’s out of fear for its safety. What you’re doing is sending a dramatic message. That child, toddler, is going to make a connection between getting in that window and his behind hurtin’. Obviously, you can’t be doing it to appeal to the child’s intellect or ability to think. The child may not be able to communicate verbally. What you are doing is using the most dramatic message you know to send a message to this child through the vehicle of sensation. All cultures do this.

It’s not that you are a parent who abuses children. It’s just that, instinctively, the child has no concept of distance of how far up the sixth floor is.

But the child gets the message immediately when you react. It will cry, but you have no problem with the crying. Of course, the next step is to tell the super to get some bars on the window. What’s interesting is that when we want to convey instant information, we use the result of something physical -- the change of tone in the voice, some kind of emotional thing -- to get the message across. You’re accustomed to thinking a child is limited, then you see it moving around on the floor.

That’s how fast it takes to develop. The whole process of growth is speeded up. And there is no reading or writing involved at these stages.

It’s all been on what is called the first level or stages of talking and speech. I would argue that the concepts of body language, oral language and expressions are some of the most effective ways of communicating information to people. They’re the first things we became accustomed to.

Now when you talk about children not developing or progressing because they come from troubled or so-called dysfunctional homes -- our children? -- that’s a whole ‘nother thing. I ask, “Is that actually true?”

I am in the counter-class. I’m an idol-smasher. My empirical experience -- and I don’t pass it off as some kind of laying down of the final word -- has convinced me that the problem in society is not so much in terms of family, but in terms of the people in the society that make the decisions. That power thing!

Some people might say that’s an easy copout. But I’m prepared to explain this. History shows us whenever a society is in trouble it has this tendency to blame the least powerful unit in the society. Let me give you an example: in the society we live in, the concept of power is based on race--and I’m using this objectively. This is not a passionate thing.

This is observation. It has always been based on race, particularly in terms of how power is distributed or not distributed.

No ruling class likes to have its comfort zone disturbed. Whenever it is messed with, there is a tendency to blame someone, the

designated demons, the bogeyman. That term is not used so much as I am aware of, these days, but when I was growing up in the South, it was standard procedure to hear a white mother say to their children, “If you don’t behave, I’m going to get the bogeyman after you!”, while pointing to a Black person.

What is being done here? You’re deliberately creating a concept of the demon. And things that threaten them are always considered anything or anyone of darker hue. How does it tie in? Very simple. When you look for a demon to blame, you are looking to escape responsibility. That’s why the term scapegoat exists in this society. In earlier societies, if something negative happened and the group or clan could not explain it, they took an animal and beat it and hoped to God this would please the gods! What you are doing is protecting your comfort zone. Once you can convince yourself that these things are happening to me because of some outside force, and these are the folks who are doing these things and causing these things to happen to our family, it may not change things from happening but it absolves you of any responsibility and guilt.

Now, more and more, as a society becomes more sophisticated, there is a need for more denials.

The demon could be Blacks, Muslims, Native Americans... anybody who is different. And the less concrete information you know about others, outsiders, the more you demonize them. You don’t even think about it. You wake up in the morning. If it’s raining, you say, “Oh yeah, it is so and so’s fault. It’s a bad day; they did this.”

All this has to do with disturbing the comfort zones of those folks for whom the system theoretically works. Now let’s go back and look at the concept of family in this society.

My grandmother, Harriet Sibley Weston, didn’t know what the hell a behaviorist was.

When I didn’t behave, I got my butt handed to me. But do we know all victims or perpetrators? As society becomes more technologically oriented, as more and more of these new inventions and new creations come online, they’re supposed to make life easier for you, but they really don’t. Who’s at fault? Is it me? Is it you?

Do we really want to deal with this? One of the things that’s very difficult for people in a so-called techno-society to deal with is that they have been programmed to think that things are going to get better, but it isn’t. This is a culture that constantly thinks in terms of progress, meaning progress on whatever level you’re on. It means that whatever happens this week, you’re supposed to be on a higher level

To the Moon…and Back!

Celebrating NASA’s 50th Anniversary of the Apollo 11 Landing ■■

aturday, July 20th, 2019 marks the 50th Anniversary of the first humans (Neil Armstrong and Buzz Aldrin) landing on the moon via NASA’s Apollo 11 lunar mission. The landing site, the “Sea of Tranquility” (Mare Tranquilliatatis), was chosen via Range 8, which took over 7,000 high-resolution images of the moon before impacting its surface on February 20th, 1965. The NASA Apollo Program sent nine missions to the moon during the 1960s and ‘70s, where six of them landed astronauts on the moon’s surface. During this timeframe, 12 men have landed on the moon. This was possible by way of two US pilot-astronauts who flew a Lunar Module (lander spacecraft) on each of the six NASA missions. This incredible feat denotes the only times that humans have physically visited another planet.

The Apollo lunar flights ceased on December 7th, 1972 (with Gene Cernan and Jack Schmitt on Apollo 17), and shortly thereafter, the Apollo Program was terminated. Explorer 49, launched on June 10th, 1973, became the last US-sponsored lunar program until the launch of the Clementine spacecraft in 1994. After Clementine, US-sponsored

missions to the moon continue to provide greater understanding of the moon’s services.

The moon is still of great interest to NASA and scientists globally. This is indicative of the fact that “Apollo” unvaryingly is near the top of all search queries on NASA’s public website. The legacy of the Apollo lunar mission is longstanding, as scientists around the world have analyzed (and continue to do so) and written scientific papers on more than 500 moon samples attained from this mission.

NASA’s Apollo lunar missions have become a cultural standard globally. How many times have you heard someone query: “If they sent humans to the moon previously, why can’t they still do so?” The promise of American ingenuity and leadership in space has continually grown as NASA explores solar and extrasolar systems. The President’s Space Policy Directive-1 is currently being implemented to “lead an innovative and sustainable program of exploration with commercial and international partners to enable human expansion across the solar system.” NASA is on the precipice of commercializing low-earth orbit and plans to send astronaut crews on the moon in 2024.

The average person cannot tell you what the Gross National Product is because they don’t see it as being a part of their everyday survival. But they know it’s something. The government says if the GNP is up, progress is going up. If you ask the president what the hell are you talking about, he and Greenspan will get up and give all these statistics.

The real purpose of the GNP is to use it as a control mechanism: planting ideas and programming people’s minds to believe that a culture needs more and more statistics.

All these things really are modern versions of soothsayers, magicians and oracles. When you’re looking at the Gross National Product, you’re looking at modern sophisticated versions of the same old thing.

By habit, if you turn on the radio in the morning, someone might give you a five-day forecast based on sophisticated instruments, satellites, charts and big egos. I would argue that, realistically, the only weather you can predict is the weather that’s happening right now. And if you sit down and keep some real statistics on how often these people are wrong in their predictions, you would find they are some of the most inefficient, highly paid people in the world. What they are doing is dealing in a psychological, emotional thing that goes way back – a desire to know the future, and we really don’t want to know the future. We just think we do.

All of us are impacted by this total society.

Look at our values. I could get on top of a car at the corner and walk on the tops of those cars to the next corner without my feet hitting the ground. And about 90 percent of these cars

out there are not cars people have because they absolutely need a car to get where they goin’.

I have a car, Betsy -- 33 years old. What’s the automobile? It’s considered an economic necessity for the overall society.

In order for that economic necessity to be fulfilled, society has to be convinced that if you get one, you need two. If you need two, you need another one for someone else in the family. Most people who own cars never finish paying for them. Why? Because it is believed that if a car is over two years old, you somehow lose status. It is in the interest of the system and their comfort zones that people have more cars.

When you consider the fact that the economy in this country is based on the automobile or the internal combustion engine, it is totally in the interest of the system and their comfort zones that there’s turnover. In other words, people should have more cars. The industry is based on planned obsolescence. That’s nothing new. But I want you to get the whole picture.

Even the demons have comfort zones.

There are also demons of inconvenience.

When you say that the bogeyman is going to get you, you’re planting the image of the bogeyman in the head. It’s not just a physical connection. This can all go off in so many different directions. You can’t destroy demons or demigods. That’s one thing that’s nice about it. You can’t destroy them.

These are just simple things. Whether they point to the bogeyman or not in their quest for manifest destiny, all they have to do is plant the concept in people’s heads - who the demons are and what their destinies are -- for it to work.

This is the rationalization, but it doesn’t make sense.

They lose jobs, too. But it doesn’t matter.

When you’ve been so programmed with this demon stuff, all hell can’t pry it out of your hell. We have people who have lost hope because the whole game is just companies making money. But they still get rid of people

“60 Minutes” did this piece on the downsizing of America. There was this 50-plusyear-old man with all kinds of experience who lost his top echelon job. He was looking for work for over two years. Meanwhile, the niggerization (although they are white) process set in. All of a sudden, the community and the clubs shunned him. His friends thought he had the mark of Cain on him and they didn’t want to catch it. They advised him to sell his house, meaning they wanted him out of the neighborhood. In other words, “Here’s your hat, what the hell’s your hurry? Get the hell out of here!”

Because everyone’s programmed, the marriage fell apart. He was in this “I own the job” syndrome and fell from grace when he lost it.

Funny. By definition, a job is something you do for somebody else. My grandma said, “It’s something somebody gives to you, and they takes it back.” She was right. The Lord giveth and the Lord taketh away. But I’m talking about the lord of the manor. So finally, when he begins to analyze these things from a whole different perspective, the “lazy Black folk” don’t look so lazy anymore. He’s now at the unemployment bureau looking for work right along with the cleaners, the charwoman or whoever. And the folks sitting behind the desk--petty bureaucrats--are scraping away your dignity each time you go in there.

Finally, he offered to put himself in temporary slavery. He went to two places and said he would work for nothing for two months. He said, “If in two months I don’t prove myself, you don’t owe me anything.” In both cases, the guy said, “We will have to think about it.

We’ll call you.” They never did. This is cold.

You offer to sell yourself as a slave and nobody wants to play master.

So, if you talk about predictions based on oracles, like the weather report, the GNP, the Bureau of Labor Statistics, they are meaningless on their face and you are making – don’t forget -- you are making decisions – political, legal, economic, social – on misinformation.

I don’t know what else you could call it but crazy. It’s crazy and it’s power drunk.

You sold yourself into it.” Or the alternative is, “While you were a savage practicing cannibalism, I came out of the goodness of my heart and Christian charity, and I enslaved you to bring you here to lift you up to what you could be. Of course, you can’t be as much as me because God made you inferior.” Now that’s for openers and it goes downhill from there.

For more than 30 years, laws governing public housing and HUD rules have prioritized family unity and the preservation of the family unit. Accordingly, the law has for decades allowed families with mixed immigration status to receive public housing subsidies, so long as ineligible family members did not themselves receive any financial subsidies. The new proposal, announced in April 2019, would prohibit family members who are undocumented from residing in their homes. In many cases, the eligible family members are children, and these minors would not be able to live without their parents, resulting in the effective eviction of entire families.

As HUD’s own analysis concludes, the proposed rule would eliminate housing assistance for more than

108,000 people, including at least 55,000 children, many of whom are U.S. citizens or otherwise eligible for housing assistance. In New York alone, it is estimated that more than 11,400 people would be impacted, at least half of them being children.

In the comment letter submitted today, the attorneys general argue that this substantial loss of housing benefits will also cause significant economic and social harms to the states, including greater homelessness, reduced productivity, and a higher incidence of significant health problems.

States will have to bear significant administrative and social benefit costs if the rule goes into effect. Private housing providers will be far less likely to participate in subsidized housing programs, leaving States to find additional affordable housing options and to plan for increased rates of evictions and homelessness.
